लोकपाल के मुद्दे पर आज नई दिल्ली में सर्वदलीय बैठक होगी। राष्ट्रीय लोकतांत्रिक गठबंधन और वामदलों ने इस बैठक में भाग लेने की घोषणा की है।एनडीए नेताओं की बैठक के बाद पत्रकारों से बातचीत में वरिष्ठ भाजपा नेता लाल कृष्ण आडवाणी ने कहा कि उनकी पार्टी और सहयोगी दल भ्रष्टाचार रोधी विधेयक के बारे में अपने विचार बैठक में रखेंगे।
श्री आडवाणी ने कहा कि सरकार को पहले अपने प्रारूप की मंजूरी मंत्रिमंडल से लेनी चाहिए और फिर पूरी बहस के लिए उसे संसद में पेश करना चाहिए।
मार्क्सवादी कम्युनिस्ट पार्टी ने कांग्रेस पर आरोप लगाया कि प्रधानमंत्री को लोकपाल के दायरे में लाने के मुद्दे पर वह अपने पहले के विचार से मुकर रही है। उन्होंने कहा कि वरिष्ठ नेता प्रणब मुखर्जी की अध्यक्षता वाली संसदीय समिति ने २००१ में प्रधानमंत्री को लोकपाल के दायरे में लाये जाने की राय दी थी।
पार्टी महासचिव प्रकाश कारात ने नई दिल्ली में पत्रकारों से कहा कि प्रधानमंत्री को लोकपाल के दायरे में शामिल किया जाना चाहिए, क्योंकि उनका पद भ्रष्टाचार निवारण अधिनियम से परे नहीं है। उन्होंने कहा कि वाम दल सर्वदलीय बैठक में भाग लेंगे।
समाजसेवी अण्णा हजारे ने भ्रष्टाचार रोधी विधेयक पर अपना रूख स्पष्ट करने के लिए कल यूपीए अध्यक्ष सोनिया गांधी से मुलाकात की। बैठक के बाद पत्रकारों से बातचीत करते हुए श्री हजारे ने कहा कि लोकपाल विधेयक का उचित प्रारूप संसद में रखा जाना चाहिए और फिर संसद का जो भी निर्णय होगा उसे वे स्वीकार करेंगे।
कांग्रेस प्रवक्ता जनार्दन द्विवेदी ने बताया कि श्रीमती गांधी ने श्री हजारे को आश्वासन दिया है कि सिविल सोसायटी के विचारों के बारे में पार्टी में चर्चा की जाएगी।

रक्षा सचिव प्रदीप कुमार नये मुख्य सतर्कता आयुक्त होंगे। पीटीआई ने सूत्रों के हवाले से बताया है कि रक्षा सचिव के पद से ३१ जुलाई को सेवानिवृत्त हो रहे श्री प्रदीप कुमार का चयन प्रधानमंत्री मनमोहन सिंह, गृहमंत्री पी. चिदंबरम और लोकसभा में विपक्ष की नेता सुषमा स्वराज की समिति ने सर्वसम्मति से किया। हालांकि उनके चयन की सरकारी तौर पर पुष्टि अभी तक नहीं की गई है। १९७२ बैच के हरियाणा कैडर के आई ए एस अधिकारी श्री कुमार रक्षा सचिव से पहले रक्षा उत्पादन सचिव रह चुके हैं।-
हरियाणा और पंजाब में यमुना और घग्गर नदियों से सटे गांवों में बाढ़ की चेतावनी जारी की गई है। अधिकारियों का कहना है कि हरियाणा में यमुनानगर में हथिनी कुंड बैराज से एक लाख क्यूसेक से ज्यादा पानी छोड़ा गया है। हिमाचल के कई हिस्सों और शिवालिक पहाड़ियों में भारी वर्षा के कारण हरियाणा की सोम नदी में बाढ़ आ गई है और मानकपुर, लाला हरिकला, कहनपुरा, उर्जनी, याकूबपुर, भुकाड़ी और चुहाड़पुर गांवों में बाढ़ का पानी प्रवेश कर गया है। अधिकारियों का कहना है कि स्थिति नियंत्रण में है।-
उत्तर प्रदेश में प्रमुख नदियों का जलस्तर बढ़ने से निचले इलाकों में बाढ़ का खतरा बढ़ गया है। पिछले २४ घंटों से कई इलाकों में बारिश होने से गंगा, यमुना, शारदा और घाघरा का जलस्तर बढ़ गया है। केंद्रीय जल आयोग के अनुसार अभी बाढ़ का खतरा नहीं है। शारदा नदी का जलस्तर बढ़ने से पीलीभीत जिले के पूरनपुर में कम से कम तीन गांवों में बाढ़ का खतरा है जबकि गोंडा में घाघरा नदी का जलस्तर बढ़ने से तराफरगंज और कर्नलगंज तहसीलों में बाढ़ की चेतावनी जारी कर दी गई है। केन और बेतवा नदियों का जलस्तर बढ़ने से ललितपुर जिले के निचले गांवों में बाढ़ का खतरा बढ़ गया है।-
बिहार के मुंगेर जिले में माओवादियों द्वारा अपहृत ११ लोगों को छोड़ दिया गया है। पुलिस महानिदेशक नीलमणि ने हमारे पटना संवाददाता को बताया कि सुरक्षा बलों के सघन छापेमारी अभियान के बाद अपहृत किए गए लोगों को छोड़ दिया गया है। माओवादियों ने मुंगेर के करैली गांव पर धावा बोल कर छह लोगों की हत्या कर दी थी और ११ ग्रामीणों का अपहरण कर लिया था। माओवादियों की धर-पकड़ के लिए छापेमारी अभियान चलाया जा रहा है।नक्सली हमले में मारे गए लोगों के निकटतम परिजनों को केंद्र और राज्य सरकार की ओर से ४-४ लाख रुपये की अनुग्रह राशि दी जाएगी।

समाचार पत्रों से लोकपाल मसौदे पर सर्वदलीय बैठक को लेकर समाचार पत्र बहुत उत्साहित नहीं हैं। जनसत्ता के अनुसार सहमति के आसार कम। राष्ट्रीय सहारा और देशबंधु ने १६ अगस्त से अन्ना हजारे के अनशन की चेतावनी दोहराई है। हिन्दुस्तान का कहना है-सोनिया समझायेंगी सरकार को अन्ना की तमन्ना।

Briefing the media after a meeting of the NDA leaders, Senior BJP leader L.K.Advani said that his party and allies will put forth their views on the anti-graft bill. He said, the government should first get the draft of the bill approved by the cabinet and introduce it in Parliament for debate on the issue.
After due considerations, the NDA decided that we will go there. Whatever we have to say , we will say there. In the last two-three days, almost all opposition parties were informally discussing with each other.
The CPI(M) has accused the Congress of reversing its own stand of bringing the Prime Minister under the Lokpal purview, saying a parliamentary panel headed by senior party leader Pranab Mukherjee had made such a recommendation in 2001. CPI(M) General Secretary Prakash Karat told the media in New Delhi that the Prime Minister should be included under the purview of the bill as his office is not immune to the Prevention of Corruption Act. He said left parties will attend the all-party meeting.
The Lokpal has to work within constitutional framework, safeguard can be built into this, but the Prime Minister along with the Council of Ministers should be under the purview of this Lokpal law.
Civil society activist Anna Hazare yesterday met UPA Chairperson Sonia Gandhi to explain their stand on the anti-corruption Bill. Talking to mediapersons after the meeting, he said, the proper draft of Lokpal Bill should go to Parliament and they will respect whatever Parliament decides. Briefing reporters about the meeting, Congress spokesman Janardan Diwedi said that Mrs. Gandhi has assured Anna Hazare that the views of the civil society will be discussed in the party. He said the discussion took place in cordial atmosphere.
The talks were held in a cordial atmosphere in an effort to understand the views and sentiments of each other.

Defence Secretary Pradeep Kumar has been chosen to be next Chief Vigilance Commissioner. Pradeep Kumar, who retires as Defence Secretary on the 31st of this month was chosen by consensus by a panel comprising Prime Minister Dr. Manmohan Singh, Home Minister P Chidambaram and Leader of Opposition in the Lok Sabha Sushma Swaraj. But his selection has been not been officially announced as yet.
Kumar, a Haryana cadre IAS officer of the 1972 batch, was Secretary, Defence Production, before taking over as Defence Secretary.

In Andhra Pradesh, the Congress leaders from Telangana region are firm on their decision to resign en-mass tomorrow to bring pressure on the Government to carve out separate state. Over half a dozen MPs and six State Ministers and about 15 Legislators are firm on the decision to tender resignations tomorrow. Efforts are underway to make them to withdraw their decision as the issue was under consideration of the Government. लोकपाल के मुद्दे पर प्रधानमंत्री मनमोहन सिंह द्वारा बुलाई गई सर्वदलीय बैठक आज शाम साढे चार बजे नई दिल्ली में होगी। प्रधानमंत्री निवास पर होने वाली इस बैठक में सरकार द्वारा लोकपाल विधयेक की व्यवस्थाओं के बारे में एक व्यापक मसौदा पेश किये जाने की उम्मीद है जिसमें सिविल सोसायटी के सुझाव और संयुक्त मसौदा समिति में शामिल पांच केन्द्रीय मंत्रियों के सुझाव शामिल होंगे। जैसे कि खबर दी जा चुकी है एन डी ए और वामदलों ने इस बैठक में भाग लेने की पुष्टि की है। एनडीए नेताओं की बैठक के बाद भारतीय जनता पार्टी के वरिष्ठ नेता लालकृष्ण अडवाणी ने कहा कि उनकी पार्टी और सहयोगी दल इस भ्रष्आचार निरोधक विधेयक पर अपने विचार रखेंगे।
और हम चाहेंगे एक बात कि जो कुछ भी कहेंगे उसमें से ऐसा विधेयक बने जिसमें से एक सशक्त और प्रभावी लोकपाल आए जो भ्रष्टचार को सब स्तरों पर रोक सकें। श्री आडवाणी ने कहा कि सरकार को पहले विधेयक के मसौदे की कैबिनेट से मंजूरी लेनी चाहिए और फिर इस मुद्दे को बहस के लिए संसद में पेश करना चाहिए। समझा जाता है कि भारतीय जनता पार्टी को उच्च न्यायपालिकां और संसद में सांसदों के आचरण को लोकपाल विधेयक में शामिल करने जैसी सिविल सोसायटी की मांगों को लेकर आपात्ति है, क्योंकि यह संवैधानिक व्यवस्थाओं के खिलाफ होगा। दूसरी तरफ मार्क्सवादी कम्युनिस्ट पार्टी ने कांग्रेस पर आरोप लगाया है कि वह लोकपाल के दायरे में प्रधानमंत्री को लाने के बारे में अपने रवैये से पलट गई है। पार्टी ने कहा है कि २००१ में वरिष्ठ कांग्रेस नेता प्रणव मुखर्जी की अध्यक्षता वाली एक संसदीय समिति ने इस तरह की सिफारिश की थी। मार्क्सवादी कम्युनिस्ट पार्टी महासचिव प्रकाश करात ने नई दिल्ली में कहा कि प्रधानमंत्री को लोकपाल विधेयक के दायरे में लाना चाहिए, क्योंकि यह पद भ्रष्टाचार निरोधक कानून से अलग नहीं है। इससे संबंधित एक अन्य घटनाक्रम में सामाजिक कार्यकर्ता अन्ना हजारे ने भ्रष्टाचार निरोधक विधेयक पर अपना रवैया स्पष्ट करने के लिए यूपीए अध्यक्ष सोनिया गांधी से मुलाकात की। बाद में उन्होंने कहा कि संसद में लोकपाल विधेयक का सही मसौदा जाना चाहिए और संसद इस बारे में जो भी फैसला करेगी वे उसका सम्मान करेंगे। बैठक के बाद कांग्रेस प्रवक्ता जर्नादन द्विवेदी ने कहा कि श्रीमती गांधी ने अन्ना हजारे को आश्वासन दिया है कि सिविल सोसाइटी के विचारों पर पार्टी में चर्चा की जायेगी।
अत्यंत सदभावपूर्ण वातावरण में एक दूसरे के विचारों और भावनाओं को समझने की कोशिश के साथ पूरे शिष्टाचार के साथ बातचीत हुई। कांग्रेस अध्यक्ष ने इतना ही कहा कि जो कुछ आपने मुझसे कहा है वह मैं फिर से अपने सहयोगियों के सामने रखूंगा।

इस बीच, ऑल इंडिया अन्ना डी एम के प्रमुख तथा तमिलनाडु मुख्यमंत्री जयललिता ने कहा है कि उनकी पार्टी प्रधानमंत्री को लोकपाल के दायरे में लाने के पक्ष में नहीं है। एक टीवी चैनल के साथ भेंटवार्ता में उन्होंने कहा कि अगर प्रधानमंत्री को लोकपाल के दायरे में लाया गया तो बाहरी ताकते इसका दुरूपयोग कर सकती हैं।

टू जी स्पेक्ट्रम मामले की सुनवाई कल से आगे शुरू होगी। दिल्ली में जिला अदालतों मे गर्मियों की छुट्टियों के कारण सुनवाई स्थगित थी। इस मामले में पूर्व दूरसंचार मंत्री ए राजा, डी एम के सांसद कनिमोरी, स्वान टेलीकॉम के प्रोमोटर शाहिद उस्मान बलवा और ११ अन्य लोगों को सीबीआई के विशेष जज ओ पी सैनी के सामने पेशी होगी। श्री सैनी, उच्चतम न्यायालय के निर्देश पर मामले की सुनवाई कर रहे हैं। अदालत में पिछली सुनवाई दस जून को हुई थी।--
विदेश सचिव निरूपमा राव ने कहा है कि आतंकवाद से निपटने के प्रति पाकिस्तान के रवैये में परिवर्तन हुआ है और यह एक रचनात्मक कदम हैं। श्रीमती राव एक टेलीविजन कार्यक्रम में इस प्रश्न का उत्तर दे रहीं थी कि क्या हाल में दोनों देशों के विदेश सचिव स्तर की बातचीत के दौरान उन्हें आतंकवाद के बारे में पाकिस्तान के रवैये में कोई परिवर्तन नजर आया। उन्होंने कहा कि उन्हें पाकिस्तानी अधिकारियों से इस बात की उम्मीद नहीं थी कि वे अपनी सरकार और आतंकवादियों के बीच संबंधों के बारे में बातचीत करते। एक प्रश्न के उत्तर में श्रीमती राव ने कहा कि उन्होंने मुम्बई आतंकी हमलों में आई एस आई का हाथ होने संबंधी हेडली के खुलासों के बारे में चर्चा की और श्री बशीर से कहा कि भारत इस बारे में संतोषजनक जवाब चाहता है। उन्होंने कहा कि श्री बशीर के साथ उनकी बातचीत मुम्बई आतंकी हमलों के मुकदमे पर ही केन्द्रित नहीं थी। श्रीमती राव ने कहा कि शांति और सुरक्षा तथा कश्मीर के मुद्दे पर भी बातचीत हुई। उन्होंने बताया कि भारत ने पाकिस्तान से कहा कि वह मुम्बई आतंकी हमलों के मुकदमे में प्रगति की उम्मीद करता है और चाहता है कि इसके ठोस परिणाम निकलें।-----
मेघालय में भारत-बंग्लादेश सीमा के आर-पार के लोग अब हाट यानी ग्रामीण बाजारों का आयोजन कर सकते हैं। दोनों देशों के बीच पिछले वर्ष अक्तूबर में इस आशय के एक समझौते पर हस्ताक्षर किये गए थे, जो अब लागू हो गया है। विदेश व्यापार महा निदेशालय द्वारा जारी अधिसूचना में कहा है कि सब्जी, खाद्य वस्तु, फल, मसाले, बांस, सरकंडी तथा झाडू जैसे स्थानीय उत्पादों को इन हाटों में बेचने-खरीदने की व्यवस्था होगी। इस तरह के सीमावर्ती बाजार यानी हाट बलियामारी-कालेचर और लॉवागढ़-बलाट कस्बों में लगाए जाएंगे। अधिकारियों द्वारा निर्धारित विशेष दिनों और अवधि के दौरान दोनों देशों के सीमावर्ती क्षेत्रों के लोग इन बाजारों में खरीद-फरोख्त कर सकेंगे। -----
योजना आयोग, कल से गुवाहाटी में पूर्वोत्तर राज्यों के साथ दो दिन की क्षेत्रीय स्तर की बैठक करेगा जिसमें अगले वर्ष शुरू हो रही १२वी पंचवर्षीय योजना के लिए प्राथमिकताएं तय की जायेंगी। सरकारी सूत्रों के अनुसार योजना आयोग के उपाध्यक्ष मोंटेक सिंह अहलुवालिया के नेतृत्व में आयोग का दल इस बैठक में हिस्सा लेगा। पहले सत्र में पूर्वोत्तर राज्यों के मुख्यमंत्रियों और मुख्य सचिवों के साथ बैठक होगी जबकि दूसरे सत्र में औद्योगिक संगठनों के साथ बातचीत होगी। तीसरा सत्र समाज कल्याण से जुड़ी परियोजनाओं के बारे में होगा। आखिरी सत्र में शहरी स्थानीय निकायों और पंचायती राज संस्थानों के प्रतिनिधि भाग लेंगे। हमारे संवाददाता ने खबर दी है कि योजना आयोग ने १२वीं योजना अवधि के दौरान देश में सकल घरेलू उत्पाद की वृद्धि दर नौ से साढे नौ प्रतिशत रहने का लक्ष्य रखा है। बैठक में कृषि क्षेत्र में कम से कम चार प्रतिशत वृद्धि दर, विनिर्माण क्षेत्र में तेजी से रोजगार के अवसर पैदा करने, स्वास्थ्य, शिक्षा और कौशल विकास के लिए ज्यादा प्रयास करने और सरकार के प्रमुखकार्यक्रमों के कार्यान्वयन में सुधार जैसे मुद्दों पर मुख्य रूप से चर्चा होगी ताकि वृद्धि के इस लक्ष्य को पूरा किया जा सके।

मुम्बई पुलिस की अपराध शाखा ने पत्रकार ज्योर्तिमय डे हत्या मामले में एक और व्यक्ति को गिरफ्तार किया है। इस व्यक्ति की पहचान विनोद असरानी उर्फ विनोद चैम्बूर के रूप में हुई है। प्रारम्भिक खबरों के अनुसार इस व्यक्ति ने शूटरों और इस हत्या में शामिल अन्य लोगों को कथित रूप से धनराशि उपलब्ध कराई। कहा जाता है कि विनोद ने अडरवर्ल्ड सरगना छोटा राजन के इशारे पर ऐसा किया। इससे पहले, मुम्बई पुलिस ने दावा किया था कि एक कथित शूटर सतीश कालिया ने कहा है कि उसे चैम्बूर और नल्लासोपारा क्षेत्र में कुछ अज्ञात लोगों ने यह हत्या करने के लिए पैसे दिये थे। २७ जून को पुलिस ने इस मामले में सात लोगों को गिरफ्तार करने की जानकारी दी थी। इन लोगों को मजिस्ट्रेट के सामने पेश किया गया जिन्होंने इन्हें चार जुलाई तक पुलिस हिरासत में दे दिया।थाईलैंड में पांच वर्षों की राजनीतिक उथल-पुथल के बाद आज आम चुनाव हो रहा है। चुनावपूर्व सर्वेक्षण के अनुसार सुश्री इंगलक शिनावात्रा के नेतृत्व में मुख्य विपक्षी दल फ्यू थाई पार्टी को बढ़त मिलने की उम्मीद है। सुश्री इंगलक, श्री थाकसिन की बहन है, जिन्हें हाल में सत्ता से बाहर कर दिया गया था। निवर्तमान प्रधानंत्री अभिसीत विजयजीवा इस चुनाव में सुश्री इंगलक के मुख्य प्रतिद्वंदी हैं।

लाओस असम और पूर्वोत्तर के अन्य राज्यों में कृषि, पर्यटन और होटल क्षेत्रों में निवेश का इच्छुक है। कल गुवाहाटी में लाओस और भारत के पूर्वोत्तर राज्यों के व्यावसायियों की बैठक में, लाओस के उच्चस्तरीय शिष्टमंडल ने यह जानकारी दी। बैठक का आयोजन असम चेम्बर ऑफ कॉमर्स, इंडियन चेम्बर ऑफ कॉमर्स और लाओ पीपुल्स डेमोक्रेटिक रिपब्लिक ने किया था। बाद में, लाओस के उद्योग और वाणिज्य मंत्री डॉ नैम वियेकेथ ने कहा कि असम और पूर्वोत्तर के अन्य हिस्सों में व्यापार की काफी संभावनाएं हैं और उनका देश इसमें हाथ बटाने का इच्छुक है। उन्होंने कहा कि भारत और अन्य एशियाई देशों के बीच बेहतर व्यापारिक संबंधों के लिए लाओस प्रयास करेगा। इससे पहले, मेघालय के राज्यपाल आर एस मूशाहारी ने बैठक को संबोधित करते हुए कहा कि पूर्वोत्तर में लाओस के उच्चस्तरीय शिष्टमंडल की यात्रा इस बात का संकेत है कि व्यापार के क्षेत्र में दोनों पक्षों की रूचि बढ़ रही है। लाओस भारत को मुख्यतः सुगन्धित लकड़ियों का निर्यात करता है जिसका इस्तेमाल अगरबत्ती और अन्य कृषि उत्पादों के निर्माण में होता है। पिछले वित्त वर्ष में दोनों देशों का व्यापार तीन करोड़ ७० लाख डॉलर का रहा जो २००८-०९ से २८८ प्रतिशत ज्यादा था।

मुंबई हवाई अड्डे पर वायु यातायात नियंत्रण सॉफ्टवेयर के विफल हो जाने के कारण आज तड़के ३० से ज्यादा उड़ानें रद्द कर दी गईं। सूत्रों ने कहा कि लगभग ३२ विमानों के आवागमन पर असर पड़ा जिनमें से अधिकतर खाड़ी क्षेत्र की थीं। रविवार को सुबह विमानों की आवाजाही कम रहती है। नियमित सफाई के लिए भी इसी दौरान हवाई अड्डे को बंद रखा जाता है जिसके कारण विमानों के आवागमन पर ज्यादा असर नहीं पड़ा।--------

The all-party meeting on Lokpal convened by the Prime Minister Dr. Manmohan Singh will be held at 4.30 PM in New Delhi today. At the meeting to be held at the Prime Minister's residence, the government is expected to present to the parties a comparative draft of the provisions of the Lokpal Bill suggested by the civil society and those put forward by the five union ministers in the Joint Drafting Committee.
As reported earlier, the NDA and Left parties have confirmed that they will attend the meeting. Briefing the media after a meeting of the NDA leaders, the Senior BJP leader Mr. L.K.Advani said that his party and allies will put forth their views on the anti-graft bill. He said, the government should first get the draft of the bill approved by the cabinet and introduce it in Parliament for a debate on the issue.

The BJP itself is said to be having reservations against civil society demands like inclusion of higher judiciary and MPs' conduct in Parliament because this would go against the constitutional provisions.
On the other hand, the CPI(M) has accused the Congress of reversing its own stand of bringing the Prime Minister under the Lokpal purview, saying a parliamentary panel headed by senior party leader Pranab Mukherjee had made such a recommendation in 2001. CPI(M) General Secretary Prakash Karat told the media in New Delhi that the Prime Minister should be included under the purview of the bill as his office is not immune to the Prevention of Corruption Act.
The Lokpal has to work within the constitutional framework, safeguard can be built into this, but the Prime Minister along with the Council of Ministers should be under the purview of this Lokpal law.
In a related development, Civil society activist Anna Hazare yesterday met UPA Chairperson Sonia Gandhi to explain their stand on the anti-corruption Bill. Talking to media persons after the meeting, he said, a proper draft of Lokpal Bill should go to Parliament and they will respect whatever Parliament decides. Briefing reporters about the meeting, Congress spokesman Janardan Dwivedi said that Sonia Gandhi has assured Anna Hazare that the views of the civil society will be discussed in the party.
The talks were held in a cordial atmosphere in an effort to understand the views and sentiments of each other.

The two nations signed the agreement last October. The hearing in the 2G spectrum scam, which was held up due to the summer break in the district courts in Delhi, is all set to resume tomorrow. The Planning Commission will hold a two-day zonal-level meeting of North-Eastern states at Guwahati from tomorrow to chalk out the priorities for the 12th Five Year Plan, beginning next year. The basic aim of holding such a meeting is to go for area specific projects and programmes for the region. According to official sources, the Planning Commission team, headed by its Deputy Chairman Montek Singh Ahluwalia, will attend the meeting. The first session will be with the Chief Ministers and Chief Secretaries of the North-Eastern States followed by the second session with the industries associations. The last session will be with representatives of the urban local bodies and panchayati raj institutions.

In Assam, a hardcore ULFA militant was killed and three injured in an encounter with security forces in Tinsukia district today. Acting on a tip-off about the presence of a group of ULFA militants, a joint team of Army's 8 Garhwal Rifles and police launched an operation at Ratnapur Haigarh village. The police officials said operations are on to nab the three injured. AK-47 rifle, two grenades and 50,000 rupees cash were recovered from the slain militant.

One more person has been arrested in Mumbai by the Crime branch in journalist J Dey murder case. The arrested person has been identified as Vinod Asrani alias Vinod Chembur. According to initial reports, the person has allegedly facilitated the murder by providing cash to the shooters and others associated with the crime. He is said to have acted on the instruction of underworld gangster Chotta Rajan. Police sources said that Vinod had called J Dey to a suburban hotel on the pretext of a meeting and had also simultaneously called the shooters to help them to identify the target.

More than 30 flights at the Mumbai airport were cancelled in the wee hours today as the new Air Traffic Control software undergoing test run failed. Airport officials said, the Auto Track-III software, the new upgraded software failed between 3.15 am and 4.55 am, forcing the Auto Track-II to pull in the back-up system which helped avert major delays and threat to safety. The sources said, around 12 arrivals and nearly 20 take-off flights, primarily bound to the gulf sector were affected.

In Ahmedabad, Rathyatra of Lord Jagannath began this morning from the 400-year-old Jagannath temple in Jamalpur area amidst tight security as devotees jostled to have the first glimpse of the deity. The Rathyatra is taken out at 110 places in Gujarat, and the procession in Ahmedabad has the longest tradition. Following the tradition, Gujarat Chief Minister Narendra Modi did the symbolic 'road cleaning' ahead of passage of chariots of Lord Jagannath, Lord Balram and their sister, Subhadra.

In Jammu and Kashmir, the annual Amarnath yatra is suspended today both from Baltal and Pahalgam routes. Our Srinagar correspondent reports that rain and drizzle in the Mahagun's top area near the cave shrine, have forced the suspension of the yatra.
Around forty thousand yatris at base camps in Nun van and Baltal are waiting for weather to improve so that they can start onward journey to the Amarnath cave. Rain and drizzle at the Mahaguns top coupled with slippery condition on the track has forced temporary suspension of pilgrimage for the day. The halt has caused some disappointment among the waiting yatris but authorities urge for their cooperation. Many parts of Punjab and Haryana have not experienced heavy rains but heavy rainfall in the higher regions of catchment areas of rivers have created a flood threat to the villages along the banks of Yamuna in Haryana and in both states near the banks of Ghaggar. Yamuna is getting more water at Hathnikund barrage on Yamuna river, due to rains in Himachal Pradesh and Uttarakhand. Ghaggar, which is a natural boundary between the two states at many places, causes floods in both states every year. This year Punjab is blaming Haryana for constructing a wall along the river in its territory which could cause more floods in Punjab but Haryana is denying the charge. J.S. Ganga river is rising at Varanasi, Kanpur, Allahabad, Mirzapur, Kannauj and Ballia and Ramganga in Bareilly and Shahjahanpur districts of Uttar Pradesh. According to central water commission several low-lying areas of Pilibhit ,Gonda , Varanasi and Allahabad are flooded with water. However, the state Met department says that except Gorakhpur region no significant rain fall has been received in most of the places during the last twenty-four hours. In Gorakhpur, 132 mm rain fall has been recorded while Shahjahanpur recorded 10 mm rain fall.
Allahabad while in other places, it is either falling or stagnant. Ghaghara is still rising in Barabanki and in Ballia district.

In Madhya Pradesh, around one crore 25 lakh man-days employment have been generated under Mahatma Gandhi National Rural Employment Guarantee Scheme benefiting over 52 lakh beneficiaries in 54 thousand villages. Under the MGNREGS, 52 lakh rural people, out of one crore 14 lakh job card holders, have been given jobs on their demand in 23 thousand Panchayats. The state government officials have claimed that the process of payment to the beneficiaries has also been made transparent. All the payments to the beneficiaries are made through banks or post offices. Not only the jobs were provided to the maximum beneficiaries but many important infrastructural development works and irrigation works have been also executed under the scheme. लोकपाल विधेयक के बारे में प्रधानमंत्री द्वारा नई दिल्ली में बुलाई गई सर्वदलीय बैठक समाप्त हो गई है। इसमें इस बात पर सहमति बनी है कि सरकार को संसद के अगले सत्र में एक सशक्त और प्रभावी विधेयक लाना चाहिए जो मौजूदा प्रक्रियाओं के अनुरूप हो।सूत्रों के अनुसार बैठक में भाग लेने वाले राजनीतिक दलों ने सरकार से कहा है कि वे पहले इस विधेयक को संसद में पेश करें ताकि उस पर पूरी तरह चर्चा हो सके। इससे पहले प्रधानमंत्री ने अपनी प्रारंभिक टिप्पणी में लोकपाल कानून बनाने की सरकार की प्रतिबद्धता दोहराई। उन्होंने कहा कि यह कानून उच्च पदों पर भ्रष्टाचार से निपटने के लिए एक सशक्त और प्रभावी संस्थागत व्यवस्था होगी। डॉक्टर मनमोहन सिंह ने कहा कि यह विधेयक संसद के मॉनसून सत्र में पेश किया जाएगा। उन्होंने विभिन्न राजनीतिक दलों से आम राय बनाने का आग्रह करते हुए उन्हें आश्वासन दिया कि संसद में पेश किए जाने वाले विधेयक में उनकी राय का पूरा ध्यान रखा जाएगा।
प्रधानमंत्री ने स्वीकार किया कि भ्रष्टाचार इस समय एक बड़ा मुद्दा है। उन्होंने राजनीतिक दलों का ध्यान इस तथ्य की ओर आकर्षित किया कि भ्रष्टाचार से निपटने के लिए पर्याप्त वैधानिक और संस्थागत व्यवस्था उपलब्ध है, लेकिन ऐसी मान्यता बन गई है कि मौजूदा व्यवस्था इतनी सक्षम नहीं है कि अपराधी विशेषकर उच्च पदों पर आसीन व्यक्तियों को सजा मिल सके। डॉक्टर मनमोहन सिंह ने कहा कि इसके लिए लोकपाल को अन्य संस्थाओं और कानूनों के साथ सामंजस्य स्थापित कर संविधान के मूल ढांचे के अंतर्गत काम करना होगा। उन्होंने कहा कि संविधान ऐसी व्यवस्था उपलब्ध कराता है जिसमें नियंत्रण और संतुलन का प्रावधान है तथा लोकपाल की नई व्यवस्था को इसी में उचित समाधान ढूंढना होगा।
प्रधानमंत्री ने लोकपाल विधेयक के कुछ प्रावधानों पर सिविल सोसायटी और सरकार के प्रतिनिधियों के बीच मतभेदों के कारण सभी राजनीतिक दलों की ये बैठक बुलाई थी।
बैठक के बाद भाजपा नेता सुषमा स्वराज ने कहा कि उनकी पार्टी सरकार के लोकपाल विधेयक में चयन और अधिकार क्षेत्र जैसे कई प्रावधानों से सहमत नहीं है। उन्होंने कहा कि जब यह विधेयक संसद में चर्चा के लिए रखा जाएगा तब उनकी पार्टी इस पर अपने विचार देगी।
बैठक के बाद एक सर्वसम्मत स्टेटमैंट बनाई गई है जिसमें यह लिखा गया है कि सरकार एक मजबूत एवं प्रभावी बिल मानसून सेंशन में लेकर आए। उन तमाम पार्लियामेंट तरीकों को मानते हुए जो कि आज तक के स्थापित प्रक्रिया रहे हैं। प्रधानमंत्री जी ने ही ये स्टेटमेंन अपनी ओर से पढ़ा कि हमने प्रावधानों पर चर्चा नहीं की लेकिन इतना जरूर सरकार को कह दिया कि इसका मतलब यह न माना जाए कि सरकार बिल लाए यही बिल जो आज उन्होंने रखा है वो ले आए कि उस बिल को कानफलेक्ट न माना जाए उस बिल के अनेक प्रावधानों पर हमारा मतभेद है इसलिए बेहतर बिल मजबूत लोकपाल वाला बिल लाया जाए।
बैठक में कांग्रेस अध्यक्ष सोनिया गांधी, केंद्रीय मंत्री प्रणव मुखर्जी, पी चिदम्बरम, कपिल सिब्बल, एम वीरप्पा मोइली, सलमान खुर्शीद और पवन कुमार बंसल ने भाग लिया। यू पी ए गठबंधन के सहयोगी दल राष्ट्रवादी कांग्रेस पार्टी के शरद पवार तथा प्रफुल्ल पटेल और डी एम के पार्टी के टी आर बालू इसमें शामिल हुए। विपक्षी दलों के प्रतिनिधियों में भाजपा के वरिष्ठ नेता लालकृष्ण आडवाणी, लोकसभा में विपक्ष की नेता सुषमा स्वराज, राज्यसभा में विपक्ष के नेता अरूण जेटली, एन डी ए के संयोजक जे डी यू प्रमुख शरद यादव, शिरोमणि अकाली दल के एस एस ढींसा, भारतीय कम्युनिस्ट पार्टी के डी राजा तथा गुरदास दासगुप्ता, मार्क्सवादी कम्युनिस्ट पार्टी के सीताराम येचुरी, राष्ट्रीय जनता दल के लालू प्रसाद यादव, ऑल इंडिया अन्ना डी एम के पार्टी के वी मैत्रेयन तथा एम थंबीदुरई, बहुजन समाज पार्टी के सतीश चंद्र मिश्र और समाजवादी पार्टी के रामगोपाल यादव ने भाग लिया।
समझा जाता है कि सरकार ने बैठक में एक तुलनात्मक मसौदा पेश किया जिसमें संयुक्त मसौदा समिति से संबंद्ध पांच केंद्रीय मंत्रियों के सुझाव और सिविल सोसायटी द्वारा सुझाए गए प्रावधान शामिल थे।

भारत ने कहा है कि संवेदनशील प्रौद्योगिकी के हस्तांतरण के बारे में परमाणु आपूर्तिकर्ता समूह-एन एस जी का हाल का फैसला अंतिम नहीं है। विदेश सचिव निरूपमा राव ने एक टी वी चैनल के कार्यक्रम में कहा कि नए नियमों के बारे में कोई भी निष्कर्ष निकालने से पहले उनका अध्ययन करना जरूरी है।एन एस जी ने पिछले सप्ताह प्रौद्योगिकी हस्तांतरण के बारे में ज्यादा कड़े नियम लागू करने का फैसला किया था। इससे भारत और अमरीका के बीच हुए असैन्य परमाणु समझौते के प्रभावित होने की आशंका व्यक्त की जा रही है।

पत्रकार ज्योतिर्मय डे की हत्या के मामले में मुंबई पुलिस की अपराध शाखा ने एक और व्यक्ति को गिरफ्तार किया है। गिरफ्तार व्यक्ति की पहचान मुंबई के बिल्डर विनोद असरानी उर्फ विनोद चैम्बुर के रूप में की गई है। उसे आज मुंबई में मजिस्ट्रेट की अदालत में पेश किया गया जिसने उसे वृहस्पतिवार तक पुलिस हिरासत में भेज दिया। प्रारंभिक रिपोर्टों के अनुसार इस व्यक्ति ने कथित रूप से शूटर्स और अपराध से जुड़े अन्य लोगों को पैसे देकर हत्या करवाई। बताया जाता है कि उसने अंडरवर्ल्ड गैंग के सरगना छोटा राजन के कहने पर यह काम किया।-------
उत्तर प्रदेश के लखीमपुर खेरी जिले में निघासन पुलिस थाने में एक किशोरी के साथ कथित बलात्कार और हत्या के मामले में एक और पुलिसकर्मी को गिरफ्तार किया गया है। राज्य के कैबिनेट सचिव शशांक शेखर सिंह ने आज शाम लखनऊ में पत्रकारों को बताया कि गिरफ्तार पुलिसकर्मी की पहचान अतीक अहमद के रूप में की गई है और वह उस क्षेत्र के पुलिस उप-अधीक्षक का गनर था। श्री सिंह ने कहा कि अतीक ने किशोरी की हत्या में शामिल होने की बात कबूल कर ली है।-------

नदिम का विश्वप्रसिद्ध रथ यात्रा आज उडीसा के पुरी में शुरू हुआ। भगवान ेजगन्नाथ, बड़े भाई बलभद्र, बहन सुभद्रा और प्रभु सुदर्शन के साथ नंदी को ताल ध्वज रथ में सवार होकर अपनी मासिक उड़ीसा मंदिर के लिए वो रवाना हुए। मौसम अनुकूल होने के कारण देश विदेश से आये दस लाख से ज्यादा श्रद्धालु जगन्नाथ मंदिर से लगभग तीन किलोमीटर दूर गुंडिचा मंदिर तक तीन रथ को खींचकर ले गये। नौ दिन के बाद बाहवडा यात्रा में प्रभु जगन्नाथ मंदिर वापस लौटेंगे। भीड़भाड़ में एक श्रद्धालु का मृत्यु हो गया लेकिन पुरी जिला प्रशासन की तरफ से इसको रूदगार से मौत होने का बताया गया है।

पश्चिम बंगाल में बर्दवान जिले के निमेरी में आज रथयात्रा के दौरान भगदड़ में एक व्यक्ति की मौत हो गई और पांच अन्य घायल हो गए। इस बीच, रथयात्रा महोत्सव पूरे राज्य में धूमधाम से मनाया जा रहा है। हमारे कोलकाता संवाददाता ने बताया है कि नादिया में मायापुर में इफकोन के रथयात्रा महोत्सव को देखने के लिए विदेशी पर्यटकों सहित बड़ी संख्या में लोग जमा हुए हैं।-------

उत्तराखण्ड में विभिन्न स्थानों पर भूस्खलन के कारण बद्रीनाथ और केदारनाथ को जाने वाली सड़क को बंद कर दिया गया है। आपदा प्रबंधन के अनुसार भूस्खलन के कारण ऋषिकेश-बद्रीनाथ राजमार्ग देवप्रयाग और श्रीनगर गढ़वाल के बीच जाम हो गया है जबकि केदारनाथ जाने वाली सड़क अगस्त्य मुनि और सिल्ली के बीच अवरुद्ध हो गई है।-------

- All party meeting called by Prime Minister agrees that the government should bring a strong and effective Lokpal Bill before the next session of Parliament; Dr. Manmohan Singh reiterates government's commitment to bring an effective Lokpal Bill to tackle corruption at high places.

The all party meet convened by the Prime Minister in the National Capital this evening to evolve a consensus on the anti graft Lokpal Bill has ended. The meeting agreed that the government should bring before the next session of Parliament a strong and effective Lokpal Bill following the established procedures.
According to sources who attended the meeting, the political parties have asked the government to first Table the bill in Parliament so that a proper discussion on the issue could follow.
Earlier in his opening remarks the Prime Minister reiterated government's commitment to the enactment of a Lokpal Act, which provides for a strong, effective and quick institutional arrangement for tackling corruption in high places. Dr Manmohan Singh reaffirmed that the bill will be presented before Parliament in the coming Monsoon Session. Urging the parties to arrive at the widest possible consensus, he assured that their views will be appropriately taken into account while presenting a suitable bill in Parliament.
The Prime Minister had convened the meeting of all political parties in the backdrop of differences between the representatives of government and civil society in the drafting committee on certain provisions of the bill.
After the meeting,BJP ldeader Mrs Sushma Swaraj said her party did not agree with a number of provisions of govt's Lokpal bill like selection and jurisdiction. She said, the BJP will present its views on Lokpal bill when it is discussed in Parliament.
The meeting was attended by Congress President Sonia Gandhi, Pranab Mukherjee, P Chidambaram, Kapil Sibal, M Veerappa Moily, Sharad Pawar and T R Baalu (DMK).
The Opposition was represented by BJP leaders veteran L K Advani, Sushma Swaraj, Arun Jaitley, JD(U) chief Sharad Yadav, S S Dhindsa of the (Akali Dal) Sitaram Yechury CPM), D Raja (CPI), Lalu Prasad (RJD) and V Maitreyan and M Thambidurai (both AIADMK), S C Mishra (BSP) and Ram Gopal Yadav (SP) attended the meeting.

One more person has been arrested in Mumbai by the Crime branch in journalist J Dey murder case. The arrested person had been identified as a Mumbai based builder Vinod Asrani alias Vinod Chembur. Vinod Asrani was produced before the magistrate court in Mumbai today and has been remanded to police custody till Thursday. According to initial reports, the person has allegedly facilitated the murder by providing cash to the shooters and others associated with the crime. He is said to have acted on the instruction of underworld gangster Chotta Rajan. Police sources said that Vinod had called J Dey to a suburban hotel on the pretext of a meeting and had also simultaneously called the shooters to help them to identify the target.

In Andhra Pradesh, efforts are underway to avert the Congress Ministers and elected representatives belonged to Telangana region from tendering resignations. State Congress President Botsa Satynarayana and Chief Minister Kiran Kumar Reddy have held several rounds of meetings with the leaders of the region to persuade them to put off the resignation proposal. However, state Panchayati Raj Minister Jana Reddy and Karimnagar Parliament Member Ponnam Prabhakar reiterated that Congress Ministers, MPs, MLAs and MLCs from the region would submit their resignations to the presiding officers tomorrow.

BJP today appointed senior party leaders as poll-incharge of different states. Former party President Rajnath Singh has been appointed as poll in-charge of Uttar Pradesh and Uttarakhand. Mr. Dharmendra Pradhan will assist him in Uttarakhand.
To look after the party's poll strategy in other states, Mr. J P Nadda has been made incharge for Punjab while Dr Harshvardhan for Haryana. Mr. Jagdish Mukhi is incharge for Jammu and Kashmir while Dr. Anil Jain is co-incharge for Jammu and Kashmir. Mr. Shyam Jaju is co-incharge for Himachal Pradesh while Mr. Navjot Singh Sidhu and Mr. Rameshwar Chaurasia are co-incharge for Delhi.

In Assam, a hardcore ULFA militant was killed and three injured in an encounter with security forces in Tinsukia district today. Acting on a tip-off about the presence of a group of ULFA militants, a joint team of Army's 8 Garhwal Rifles and police launched an operation at Ratnapur Haigarh village. The police officials said operations are on to nab the three injured. AK-47 rifle, two grenades and 50,000 rupees cash were recovered from the slain militant.

The hearing in the 2G spectrum scam, which was held up due to the summer break in the district courts in Delhi, is all set to resume tomorrow. The high-profile accused in the case, including former telecom minister A Raja, DMK MP Kanimozhi, Swan Telecom promoter Shahid Usman Balwa and 11 others, will appear before special CBI judge O P Saini, who is exclusively dealing with the case after the Supreme Court's directions. The court had held the last hearing in the case on June 10.

The nine day long spectacular Rathyatra or chariot festival of Lord Jagannath began today with religious fervor. Our correspondent reports that the festival celebrates the annual visit of the God to his birthplace.
In Ahmedabad, Rathyatra of Lord Jagannath began this morning from the 400-year-old Jagannath temple in Jamalpur area amidst tight security as devotees jostled to have the first glimpse of the deity. The Rathyatra is taken out at 110 places in Gujarat, and the procession in Ahmedabad has the longest tradition. In the National Capital, processions are being taken out from Jagannath temples at Hauz Khas and Thyagaraja Nagar.

In Uttarakhand, the road leading to the holy shrines of Badrinath and Kedarnath has been closed following landslides at different places. According to Disaster Management and Medication Centre, Rishikesh-Badrinath Highway has been blocked between Devprayag and Srinagar Garhwal while Kedar Nath route has been disrupted between Agastya Muni and Silly following the landslide. The district officials are trying to clear the debris and reopen the road.
Meanwhile, one labourer was killed in Tehri district after being hit by falling rocks.

In Assam, as many as 25 villages in Dhemaji district have been inundated affecting over 32 thousand people following flash floods caused by Jiadhol River today. The river is rising rapidly due to heavy rain fall in catchment hilly areas of neighbouring Arunachal Pradesh. AIR Guwahati Correspondent reports that the high-speed river waters washed away houses of four families in Kechukhanda Kacharigaon area of the district. 12 badly-affected families are taking shelter on the national highway. The district authorities have taken up relief and rescue works in the flood-affected areas on war-footing.

The Prime Minister of Thailand Abhisit Vejjajiva has conceded defeat in the country's general election. The opposition party allied to Thaksin Shinawatra has won. Projections from partial returns suggest that the Opposition Pheu Thai Party led by Thaksin's sister Yingluck Shinawatra will win more than half the seats in Parliament to make her Thailand's first female Prime Minister.

Foreign Secretary Nirupama Rao has said that she does not expect Pakistani officials to talk about the strategic link between Islamabad and militancy and terror. In reply to a question Ms. Rao said she did discuss Headley's revelations about ISI involvement in Mumbai attacks and told her Pakistani counterpart Salman Bashir that India wanted satisfactory answers on these linkages. She said, her talks with Mr Bashir did not focus just on the 26/11 trail. Peace, security and the issue of Kashmir were also discussed.

The Planning Commission will hold a two-day zonal-level meeting of North-Eastern states at Guwahati from tomorrow to chalk out the priorities for the 12th Five Year Plan, beginning next year. The basic aim of holding such a meeting is to go for area specific projects and programmes for the region. According to official sources, the Planning Commission team, headed by its Deputy Chairman Montek Singh Ahluwalia, will attend the meeting.

Information and Broadcasting Minister Ambika Soni has said that a Bill will be introduced in the Parliament enabling the Film and Television Institute of India, FTII, to become a Centre of Excellence. Addressing the Parliamentary Consultative committee meeting in Pune, Mrs Soni said the recognition will enable the Institute to foster creative ideas and also enjoy the academic status and privileges of a University.

In London, the Wimbledon men's singles final is now in progress between the world's top two players, Rafael Nadal of Spain and Novak Djokovic of Serbia. Djokovic was leading by winning the first two sets at 6-4, 61. However, defending champion Nadal came back into the match by clinching the third set 6-1. The fourth set is under way.
Nadal, the champion in 2008 and 2010, is appearing in his fifth Wimbledon final. Australian Open winner Djokovic is making his debut in the title match.
The Mixed Doubles final involving the Indo-Russian duo of Mahesh Bhupathi and Elena Vesnina will also be played today. The duo will meet the combination of Juergen Melzer of Austria and Iveta Benesova of the Czech Republic.

The Indian cricket team has been fined for maintaining a slow over-rate during the second Test against the West Indies at Barbados which ended in a draw yesterday.
Match referee Chris Broad imposed the fines after Mahendra Singh Dhoni's side was ruled to be three overs short of its target at the end of the match when time allowances were taken into consideration.
The International Cricket Council (ICC) fined Dhoni 60 percent of his match fees while the players were penalised 30 per cent.
An ICC release said that in accordance with ICC Code of Conduct regulations governing minor over-rate offences, players are fined 10 per cent of their match fees for every over their side fails to bowl in the allotted time, with the captain fined double that amount.
The penalty was accepted by India without contest so there was no need for a hearing.

The regional and bilateral issues will top the agenda of discussions between External Affairs Minister S M Krishna and Bangladesh leadership. Mr. Krishna is visiting Bangladesh from Wednesday for three days as a precursor to Prime Minister Dr. Manmohan Singh's likely visit next month. Ahead of Mr. Krishna's visit, New Delhi today said India's High Commissioner in Dhaka will be meeting Bangladesh's Foreign Secretary to discuss the forthcoming tour.
