निर्वाचन आयोग ने केन्द्र सरकार से कहा है कि उत्तर प्रदेश, उत्तराखंड, गोआ, पंजाब और मणिपुर में विधानसभा चुनाव सम्पन्न होने तक वहां अन्य पिछड़े वर्गों के कोटे से अल्पसंख्यकों के लिए साढे+ चार प्रतिशत आरक्षण की व्यवस्था लागू न की जाये। ओ बी सी के २७ प्रतिशत आरक्षण के कोटे में अल्पसंख्यकों को साढे+ चार प्रतिशत आरक्षण इस साल पहली जनवरी से लागू किया गया था।यह मामला कई विपक्षी दलों ने निर्वाचन आयोग के साथ उठाया था। उनकी शिकायत थी कि यह चुनाव आचार संहिता के खिलाफ है।

उत्तर प्रदेश में विधानसभा चुनाव के पहले चरण के लिए अधिसूचना जारी होने के साथ ही आज १० जिलों की ५५ सीटों के लिए नामांकन भरने का काम शुरू हो जाएगा।हमारे संवाददाता ने खबर दी है कि पहले चरण में सीतापुर, बाराबंकी, फैजाबाद, अंबेडकर नगर, बहराइच, श्रावस्ती, बलरामपुर, गोंडा, सिद्धार्थ नगर और बस्ती जिलों में आठ फरवरी को मतदान होगा।
राज्य में प्रथम चरण के चुनाव की अधिसूचना जारी होने से पहले ही निर्वाचन आयोग ने तेरह प्रशासनिक और पुलिस अधिकारियों को हटा दिया है। इनमें बस्ती के डीआईजी और बहराइच के पुलिस अधिक्षक शामिल हैं, जहां पहले चरण में चुनाव होना है। आयोग के इस निर्देश से पांच जिलों के जिला अधिकारी और सात जिला पुलिस प्रमुख हटाये गए हैं और उन्हें चुनाव कार्यों में शामिल नहीं करने के निर्देश दिए गए हैं। चुनाव में काले धन और धन बल पर अंकुश लगाने के लिए किए जा रहे प्रयासों के तहत पिछले चौबीस घंटों के दौरान लगभग दस करोड़ ५५ लाख रूपये जब्त किए गए हैं। सुनील शुक्ल आकाशवाणी समाचार लखनऊ।

पंजाब विधानसभा चुनाव के लिए नामांकन दाखिल करने की आज आखिरी तारीख है। अब तक ११७ सीटों के लिए ९८० नामांकन पत्र दाखिल किए जा चुके हैं। सबसे अधिक नामांकन लुधियाना से दाखिल किए गए हैं।------
दिल्ली उच्च न्यायालय ने दूध में मिलावट के बारे में एक अखबार में छपी खबर पर केन्द्र और दिल्ली सरकार का पक्ष जानना चाहा है। एक राष्ट्रीय दैनिक में मंगलवार को छपी खबर में कहा गया था कि राजधानी से लिए गए ७० प्रतिशत दूध के नमूनों में मिलावट पाई गई। अदालत की एक पीठ ने इस खबर पर स्वतः संज्ञान लेने के बाद दिल्ली सरकार के खाद्य मिलावट निरोधक विभाग और भारत के खाद्य सुरक्षा मानक प्राधिकरण को नोटिस जारी कर इस महीने की २५ तारीख तक जवाब देने को कहा है। प्राधिकरण ने कहा कि राष्ट्रीय राजधानी से परीक्षण के लिए गए दूध के नमूनों में से ७० प्रतिशत में ग्लूकोज और दूध के पाउडर की मिलावट पाई गई।------
सरकार ने प्याज का निर्यात मूल्य एक सौ डॉलर कम कर दिया है। प्याज की दो किस्मों को छोड़कर बाकी सभी का निर्यात मूल्य अब डेढ़ सौ डालर प्रति टन होगा। बंगलौर रोज और कृष्णापुरम प्याज का निर्यात मूल्य तीन सौ डालर से घटाकर ढाई सौ डॉलर कर दिया गया है। ------
गृह मंत्रालय ने जारवा आदिवासियों के कथित शोषण के बारे में अंडमान निकोबार प्रशासन से विस्तृत रिपोर्ट देने को कहा है। मीडिया में आई इन खबरों के बाद रिपोर्ट मांगी गयी है कि जारवा आदिवासियों को पर्यटकों के सामने नृत्य करने को कहा गया। गृह मंत्रालय ने स्थानीय प्रशासन से पता लगाने को कहा है कि ये वीडियो कब तैयार किया गया। जारवा आदिवासी आमतौर पर जंगल में अकेले रहते हैं और वे कैसे बाहरी लोगों के संपर्क में आये? मंत्रालय ने प्रशासन से उन व्यक्तियों का पता लगाने को भी कहा है, जिन्होंने आदिवासियों को यह सब करने के लिए मजबूर किया।------
पाकिस्तान में सत्तारूढ़ गठबंधन के नेताओं ने सुप्रीम कोर्ट की चेतावनी को देखते हुए आज संसद का अधिवेशन बुलाया है। पाकिस्तान की सुप्रीम कोर्ट ने कहा था कि भ्रष्टाचार के बड़े मामले दोबारा खोलने में असफल रहने के लिए राष्ट्रपति और प्रधानमंत्री के खिलाफ कार्रवाई की जा सकती है।राष्ट्रपति के प्रवक्ता फरहतुल्ला बाबर ने कहा कि मंगलवार रात राष्ट्रपति भवन में राष्ट्रपति आसिफ अली जरदारी और प्रधानमंत्री युसूफ रजा गिलानी की अध्यक्षता में बैठक हुई। इसमें पाकिस्तान पीपुल्स पार्टी के नेतृत्व में सत्तारूढ़ गठबंधन में शामिल दलों के अध्यक्षों ने ताजा राजनीतिक मुद्दों पर चर्चा के लिए तत्काल नेशनल असेम्बली का अधिवेशन बुलाने का प्रस्ताव रखा।
इस बीच पाकिस्तान में सेना ने प्रधानमंत्री युसूफ रजा गिलानी को चेतावनी दी है कि उन्होंने हाल में सेना और आई एस आई की जो आलोचना की है और मेमोकांड में जिस तरह रक्षा सचिव को हटाया है, उसके गम्भीर परिणाम होंगे।
सेना ने ब्रिगेडियर सरफराज अली को रावलपिंडी में सैनिक कमान का नया कमांडर नियुक्त किया है। ये कमान सैनिक तख्ता पलट में हमेशा महत्वपूर्ण भूमिका निभाती रही है।
उधर प्रधानमंत्री कार्यालय से जारी बयान के अनुसार श्री गिलानी ने रक्षा सचिव नईम खालिद लोधी को ग़लत आचरण और गैरकानूनी कार्रवाई के आरोप में तत्काल बर्खास्त कर दिया है। कैबिनेट सचिव नरगिस सेठी को रक्षा सचिव का अतिरिक्त कार्यभार सौंपा गया है।
न्यूयार्क टाइम्स के अनुसार सेना अधिकारियों ने चेतावनी दी है कि सेना नये रक्षा सचिव के साथ सहयोग नहीं करेगी।
दो दिन पहले ही प्रधानमंत्री गिलानी ने एक सरकारी चीनी पोर्टल से कहा था कि सेना अध्यक्ष जनरल कयानी और आई एस आई प्रमुख लेटिनेंट जनरल एहमद शुजा पाशा ने मेमोगेट कांड में सरकार की अनुमति के बिना सुप्रीम कोर्ट में हलफनामा दाखिल कर असंवैधानिक और गैर कानूनी आचरण किया है।
पाकिस्तान मामलों के जानकार जी पार्थ सारथी का कहना है कि सैनिक तख्ता पलट की संभावना नहीं है।
मुझे नहीं लगता है कि डायेरेक्टली फौज इस बार तख्ता पलटने की कोई कोशिश करेगा। क्योंकि उसके खिलाफ अंतर्राष्ट्रीय समुदाय रहेगा और लोग भी यह नहीं चाहते हैं एक चुनी हुए सरकार को इस तरह से हटाया जाए। हमे यह भी पहचाना पड़ेगा कि जो जरदारी के सरकार हैं वह बहुत ही आलोक प्रिय हो गई है। दूसरी तरफ फौज और सरकार के बीच अब टकराव का रास्ता खुल गया है। मुझे ये ही लगता है कि तनाव रहेगा। फौज का प्रयास यह भी रहेगा कि मुख्य न्यायाधीश की मदद के साथ ज+रदारी साहब को हटा दिया जाए। और सरकार के प्रयास यही रहेगा कि इसे संसद के जरिए हल किया जाए।

Election Commission has asked the government to withhold the 4.5 per cent sub-quota for minorities in the five poll bound states for now. The Commission order says that the direction will remain in force till the poll process is over in these states. The government had taken a decision on the 22nd of last month to give this share to the minorities from the 27 per cent OBC quota. The matter was brought to the notice of the Commission by several opposition parties. They complained to the poll panel that it is violation of the code of conduct.

In Uttar Pradesh, filing of nominations for the first phase of Assembly elections covering 55 seats in 10 districts begins today with the issuance of poll notification. Sitapur, Barabanki, Faizabad, Ambedkar Nagar, Baharaich, Shravasti, Balrampur, Gonda, Siddharth Nagar and Basti districts will be covered in this phase. Polling for the first phase will be held on February the 8th. More from our correspondent:
"In the wake of 1st phase election notification the Election Commission has shifted 13 senior administrative and police officers including Deputy Inspector General of Police Basti Range and district police chief Baharaich where polling will be held in 1st phase. 5 district magistrates and 7 district police chiefs have been shifted by the commission. All the transferred police officers have been attached with the office of Director General of police. The Commission has directed that shifted officers should not be engaged in poll related works. In Punjab, filling of nominations for Assembly Elections ends today. A total of 980 nominations have been filed so far for 117 seats. The maximum number of nominations has been for the Ludhiana constituency. AIR correspondent has filed this report:
"Model code of conduct is being strictly followed in the state. Stickers pasted at unauthorised places in Amritsar, a hording in Kapurthala and a wall paintng in Shaheed Bhagat Singh Nagar were removed on the orders of Election Commission. To avoid any violation of Mode Code of Conduct, all political parties have decided not to organise political conference on state level Maghsi Mela at Muktesar on 14th of this month. The Election Commission has allotted broadcast and telecast time to political parties for carrying out their election campaigns on Doordarshan and All India Radio for the upcoming assembly elections in Uttar Pradesh, Uttarakhand, Punjab, Manipur and Goa. The Commission has decided to extend the scheme of equitable time sharing on electronic media through the Prasar Bharati Corporation. The use of broadcast and telecast time will be available only to national parties and recognised state parties in the upcoming polls.

The Delhi High Court has sought the response of the Union and city governments on a news report on milk adulteration. The report published in a national daily claimed that 70 per cent of milk samples lifted from the national capital were found to be contaminated. A bench of the court issued notices to the Delhi government's Department of Prevention of Food Adulteration and the Food Safety Standards Authority of India, after taking suo motu cognizance of the news report. It sought their replies by 25th of this month. The report claimed that almost 69 per cent of the samples tested by the government agency across the country, were found to be adulterated with detergent, fat and even urea, besides water.

The government has lowered the minimum export price of onion by a 100 US dollars a tonne to 150 US dollars per tonne in order to boost outbound shipments which have declined. A notification by the Directorate General of Foreign Trade, said that the minimum export price of all varieties of onion except Bangalore Rose and Krishnapuram onions will be 150 US dollars per tonne. It also said that the export price of Bangalore Rose and Krishnapuram onions have also been reduced marginally to 250 US dollars a tonne from 300 US dollars a tonne earlier. Onion growers and traders have been demanding a slash in the export price to keep the commodity competitive in the international market.

Puducherry Chief Minister N. Rangasamy has announced a 161 crore relief package for people affected by Cyclone Thane. Addressing a press conference in Puducherry yesterday, he said, 15 thousand rupees will be given to those whose houses were fully damaged and rupees ten thousand for partly damaged houses. He said, a sum of ten thousand rupees would be given to those living in huts. Giving details of financial assistance to compensate the loss suffered by fishermen, Mr Rangasamy said, the government would give 5.5 lakh for fully damaged mechanized boats while 4.5 lakh would be given to fishermen whose boats were partly damaged. The Chief Minister also announced a compensation package for farmers to the tune of 44 crore rupees.

The Pakistan government has called an urgent session of Parliament today in the wake of a warning from the Supreme Court. The apex court of Pakistan said that action could be taken against the President and the Prime Minister for failing to reopen high-profile corruption cases.
The Pakistan Army has warned Prime Minister Yousuf Raza Gilani of grievous consequences for his recent criticism of the military and the ISI. The Army issued a terse statement against the Prime Minister.
In another move, the Army brought in Brigadier Sarfaraz Ali as the new commander of a Rawalpindi-based army unit that has traditionally played a vital role in military coups.
A statement issued by the Prime Minister's Office said that Gilani sacked the Defence Secretary Naeem Khalid Lodhi with immediate effect for gross misconduct and illegal action. The statement said that Cabinet Secretary Nargis Sethi, known to be close to Gilani, was given additional charge of the post of Defence Secretary. Army officials have warned that the army will not cooperate with the new Defence Secretary. We spoke to former diplomat G Parthasarthy about the growing tension between the Pak Army and civilian government:
"I do not think that in the present circumstances the military will act directly. It will put itself in the wrong if it tries to overthrow the a legitimately elected government enjoying support in parliament. But we are also faced with the situation where the Chief Justice of Pakistan almost has a personal vendetta against President Zardari who can however only be removed by two third majority in Parliament or three fourth majority in parliament which is unlikely to happen. The PPP in turn the ruling dispensation is keen to have Senate elections soon by February by which time majority in the upper house will increase. So throwing the government out through judicial action also is not going to be easy. But this tension between the judiciary and the military on the one hand and President Zardari and Prime Minister Gillani on the other is going to increase."

The European Union has said that Gulf countries and Libya are ready to fill in the gap in oil supplies in case of embargo on Iran. The EU President confirmed that a ban on oil imports from Iran and sanctions on Iran’s financial sector over its nuclear programme will be made on the 23rd of January. Talking to reporters in Copenhagen, he said EU foreign ministers will discuss whether there will be a gradual phasing of the Iran oil embargo, in order to give Greece, Italy and Spain more time to adjust.

On the recent fake currency notes issue, the Asian Age writes - the network running India's biggest fake currency racket is being operated with the aid of officials at Pakistan's High Commission in Dhaka. Classified reports show that Pakistan's ISI was printing Indian currency notes in Karachi. These were airlifted to Bangladesh via diplomatic bags and then smuggled into India through the porous Indo-Bangladesh border.

सरकार ने मादक पदार्थो की समस्या से निपटने के लिए नशीली दवाओं और पदार्थो संबंधी राष्ट्रीय नीति को आज मंजूरी दी। ये फैसला आज नई दिल्ली में प्रधानमंत्री डॉ० मनमोहनसिंह की अध्यक्षता में केन्द्रीय मंत्रिमण्डल की बैठक में किया गया। इस नीति का उद्देश्य नशीले पदार्थो के सेवन पर काबू पाना है और इसमें नशीले पदार्थो के सेवन से पीड़ित लोगों के इलाज, पुनर्वास और समाज में उन्हें फिर से स्थान दिलाने के प्रयास करने का प्रावधान है। इन प्रावधानों के लागू होने से अपराधों में कमी आएगी, लोगों के स्वास्थ्य में सुधार होगा और उनका सामाजिक उत्थान होगा।हमारे संवाददाता ने खबर दी है कि ये नई नीति विभिन्न मंत्रालयों और संगठनों के लिए दिशा-निर्देशक के रूप में काम करेगी। इस नीति में देश में अफीम के सत का उत्पादन, किसी कंपनी या संस्था द्वारा कराए जाने की सिफारिश की गई है।
एक अन्य फैसले में केन्द्रीय मंत्रिमण्डल ने राष्ट्रीय स्वास्थ्य बीमा योजना के क्रियान्वयन की समीक्षा की। ये योजना असंगठित क्षेत्र के कुछ कामगारों पर लागू की गई है। इसे अन्य क्षेत्रों के असंगठित मजदूरों पर भी लागू किया जाएगा। ये योजना २००७ में गरीबी की रेखा से नीचे रहने वाले परिवारों को स्वास्थ्य बीमा उपलब्ध कराने के लिए शुरू की गई थी।

बुनियादी ढांचे से संबंधित मंत्रिमंडलीय समिति-सीसीआई ने हिमाचल प्रदेश में राष्ट्रीय राजमार्ग-२१ पर कीरतपुर-नेर चौक मार्ग को चार लेन का बनाने की परियोजना को मंजूरी दे दी है। इस पर करीब दो हजार तीन सौ ५६ करोड़ बीस लाख रुपये की लागत आने का अनुमान है। इसमें से पांच सौ ३७ करोड़ ३७ लाख रुपये भूमि अधिग्रहण, पुनर्वास और पूर्व निर्माण के लिए होंगे। इस परियोजना की कुल लंबाई ८४ दशमलव तीन सौ ८० किलोमीटर होगी। इसमें हिमाचल प्रदेश के रूपनगर, बिलासपुर और मनाली जिलों को शामिल किया जाएगा। इस परियोजना के पूरा हो जाने पर समय के साथ यात्रा खर्च विशेष रूप से भारी वाहनों के खर्च में कमी आएगी। इस निर्माण से स्थानीय मजदूरों के लिए रोजगार के अवसर भी बढ़ेंगे। राष्ट्रीय राजमार्ग-२१, दिल्ली और हिमाचल प्रदेश के पर्यटक स्थल मनाली के बीच महत्वपूर्ण संपर्क मार्ग है, साथ ही यह लद्दाख में लेह के लिए भी प्रमुख संपर्क मार्ग है।मंत्रिमंडलीय समिति ने हरियाणा में उत्तरप्रदेश और हरियाणा की सीमा को जोड़ने वाले राष्ट्रीय राजमार्ग-७३ पर यमुनानगर-शाहबरवाला-पंचकुला मार्ग को चार लेन का बनाने की परियोजना को भी मंजूरी दी। इस परियोजना में यमुनानगर, अम्बाला और पंचकुला जिलों को शामिल किया जाएगा। इसकी कुल लंबाई एक सौ चार दशमलव सात सौ ७० किलोमीटर होगी।
मंत्रिमंडलीय समिति ने आंध्रप्रदेश में विजयवाड़ा-गुंडुगोलानू मार्ग को छह लेन का बनाने की परियोजना को भी मंजूरी प्रदान की। इसकी कुल लंबाई एक सौ तीन दशमलव पांच सौ ९० किलोमीटर होगी और इस पर लगभग दो हजार ११ करोड रुपये की लागत का अनुमान है। इस परियोजना में आंध्रप्रदेश के गुंटूर, कृष्णा और पश्चिम गोदावरी जिलों को शामिल किया जाएगा।

निर्वाचन आयोग ने गोवा विधानसभा चुनाव के दौरान राज्य की सभी सीटों में मतदान निगरानी प्रणाली लगाने की मंजूरी दी है। इस प्रणाली के तहत फिंगर प्रिंट रीडिंग मशीन द्वारा मतदाताओं की अंगुलियों के निशान लिये जाएंगे तथा कम्प्युटर से जुड़े वैब कैमरे से उनके फोटो भी लिये जाएंगे। आयोग ने इन मशीनों की खरीद के लिए एक करोड़ ८४ लाख रूपये मंजूर किये हैं। हमारे संवाददाता ने बताया है कि तीन मार्च को होने वाले चुनाव के लिए राज्यभर में एक हजार ६०० से अधिक मतदान केन्द्र स्थापित किये जाएंगे। इन केन्द्रों को केन्द्रीय सर्वर से जोड़ा जाएगा। इससे राज्य के निर्वाचन अधिकारी सभी केन्द्रों पर मतदान प्रक्रिया पर नजर रख सकेंगे। ऐसी प्रणाली देश में पहली बार इस्तेमाल की जाएगी।-----

मणिपुर में इस महीने की २८ तारीख को होने वाले विधानसभा चुनाव के लिए नामांकन पत्रों की जांच की जा रही है। कल पर्चे दाखिल करने की आखिरी तारीख थी। ६० सदस्यों की विधानसभा के लिए कुल दो सौ ८२ उम्मीदवारों ने नामांकन पत्र दाखिल किये हैं। केवल सत्तारूढ़ कांग्रेस ने ही सभी ६० सीटों के लिए उम्मीदवार खड़े किये हैं, जबकि तृणमूल कांग्रेस ४८ सीटों पर चुनाव लड़ेगी। प्रमुख उम्मीदवारों में राज्य के मुख्यमंत्री ओकराम इबोबी सिंह, कांग्रेस के प्रदेश अध्यक्ष गाइखंगम, राष्ट्रवादी कांग्रेस पार्टी के प्रदेश अध्यक्ष और पूर्व मुख्यमंत्री राधागोविन्द कोइजम और मणिपुर पीपल्स पार्टी के प्रमुख डॉक्टर निमाईचंद लुवांग शामिल हैं।-----
पंजाब विधानसभा चुनाव के लिए नामांकन दाखिल करने की आज आखिरी तारीख है। एक सौ १७ सदस्यों की विधानसभा के लिए कल तक नौ सौ उन्यासी उम्मीदवारों ने अपने नामांकन भरे थे। सबसे अधिक ७६ नामांकन लुधियाना में हुए, उसके बाद अमृतसर में कल ६२ उम्मीदवारों ने अपने पर्चे दाखिल किये।विभिन्न राजनीतिक दलों के उम्मीदवार अपने नामांकन दाखिल करने के लिए जाते हुए लोगों को आकर्षित करने के लिए यातायात के विभिन्न साधनों का इस्तेमाल कर रहे हैं। अमृतसर से एक महिला उम्मीदवार ने साइकिल से चुनाव कार्यालय का सफर तय किया, तो जालंधर जिले में एक अन्य उम्मीदवार एक प्राइवेट बस से नामांकन पत्र भरने पहुंचे। लुधियाना में शिरोमणि अकाली दल के एक वरिष्ठ नेता अपने पर्चे दाखिल करने के लिए स्कूटर से पहुंचे। वहीं जालंधर के एक अन्य उम्मीदवार एक खुली गाड़ी में अपने सोफे पर बैठकर नामांकन पत्र भरने पहुंचे। हमारे जालंधर संवाददाता ने बताया है कि लगभग सभी प्रमुख नेताओं ने अपने नामांकन पत्र दाखिल कर दिए हैं। इनमें राज्य के मुख्यमंत्री प्रकाश सिंह बादल, उप मुख्यमंत्री सुखबीर सिंह बादल, पूर्व मुख्यमंत्री कैप्टन अमरिंदर सिंह और राजिन्दर कौर भट्टल शामिल हैं। भारतीय जनता पार्टी के वरिष्ठ नेता मनोरंजन कालिया और नवगठित पीपल्स पार्टी ऑफ पंजाब के अध्यक्ष मनप्रीत सिंह बादल ने भी अपने पर्चे दाखिल कर दिए हैं।

केन्द्रीय माध्यमिक शिक्षा बोर्ड ने बारहवीं कक्षा की दो विषयों की परिक्षाओं की तारीख आगे बढ़ाने का फैसला किया है। सरकारी विज्ञप्ति के अनुसार राजनीति शास्त्र और लैण्डिंग ऑपरेशन की परीक्षा अब तीन मार्च के स्थान पर १६ अप्रैल को होंगी। उत्तरप्रदेश में विधानसभा चुनाव के पहले चरण का मतदान तीन मार्च को कराने के निर्वाचन आयोग के फैसले के मद्देनज+र यह फैसला किया गया है।-----

सरकार ने एचआईवी-एड्स के प्रति लोगों में जागरूकता बढ़ाने के उद्देश्य से रेड रिबन एक्सप्रैस रेलगाड़ी के तीसरे चरण की आज नई दिल्ली में शुरूआत की। केन्द्रीय स्वास्थ्य मंत्री गुलाम नबी आजाद और दिल्ली की मुख्यमंत्री शीला दीक्षित ने संयुक्त रूप से झंडी दिखाकर इसे रवाना किया। इस मौके पर श्री आजाद ने कहा कि देश में पिछले दस वर्षों में एड्स के नये मरीजों की संख्या में करीब पचास प्रतिशत की कमी हुई है। उन्होंने कहा कि सरकार देश से इस बीमारी को पूरी तरह खत्म करने के लिए प्रतिबद्ध है। उन्होंने इस कार्य के लिए राज्य सरकारों से भी सहयोग देने की अपील की। श्री आजाद ने कहा कि इस रेलगाड़ी के जरिए सरकार लोगों को एड्स के कारणों, उसकी रोकथाम तथा उपचार के बारे में जानकारी देने का प्रयास कर रही है।बाइट-आजाद

राष्ट्रीय ग्रामीण स्वास्थ्य मिशन की समीक्षा बैठक आज नई दिल्ली में हो रही है। इसमें सार्वजनिक स्वास्थ्य सेवा व्यवस्था को और बेहतर करने तथा ग्रामीण क्षेत्रों में स्वास्थ्य और चिकित्सा सुविधाएं आसानी से उपलब्ध कराने पर प्रमुखता से चर्चा की जाएगी। बैठक का उद्घाटन स्वास्थ्य और परिवार कल्याण मंत्री गुलाम नबी आजाद ने किया। सम्मेलन में स्वास्थ्य और चिकित्सा सुविधाएं बढ़ाने और मानव संसाधन पर जोर देते हुए आशा कार्यक्रम को और मजबूत बनाने पर चर्चा की जाएगी। स्वस्थ राष्ट्र के निर्माण के लिए स्वस्थ ग्राम विषय पर हो रहे विचार-विमर्श में सामुदायिक भागीदारी वाले कार्यक्रमों के महत्व पर विशेष रूप से विचार-विमर्श होगा।-----
खाद्य पदार्थो की मुद्रास्फीति की दर लगातार दूसरे सप्ताह शून्य से कम दर्ज की गई है। ३१ दिसम्बर को समाप्त सप्ताह के दौरान ये दर शून्य से दो दशमलव नौ शून्य प्रतिशत कम थी। थोक मूल्य सूचकांक पर आधारित दर इससे पहले के हफ्ते में शून्य से तीन दशमलव तीन छह प्रतिशत कम दर्ज की गई थी, जबकि २०१० की इसी अवधि में खाद्य मुद्रास्फीति की दर १९ प्रतिशत से अधिक थी।नवम्बर के पहले सप्ताह से खाद्य पदार्थो के मूल्यों में काफी गिरावट आई है और खाद्य मुद्रास्फीति की दर दहाई के आंकड़े से गिरकर शून्य से भी नीचे आ गई है। आज जारी सरकारी आंकड़ों के अनुसार इस सप्ताह के दौरान सब्जियां वार्षिक आधार पर ४९ दशमलव शून्य तीन प्रतिशत सस्ती हुईं। लेकिन अन्य खाद्य वस्तुओं के दाम पिछले वर्ष के मुकाबले कुछ बढ़े हैं। दालों के दामों में १४ दशमलव सात दो प्रतिशत और दूध के दाम में दस दशमलव सात नौ प्रतिशत वृद्धि हुई। अण्डे, मांस और मछली के मूल्य में भी पिछले वर्ष के मुकाबले १५ दशमलव दो दो प्रतिशत की बढ़ोतरी हुई। फल नौ प्रतिशत महंगे हुए, जबकि मोटे अनाज के दाम दो दशमलव शून्य तीन प्रतिशत बढ़े।
खाद्य मुद्रास्फीति के शून्य से कम रहने पर प्रतिक्रिया व्यक्त करते हुए वित्तमंत्री प्रणब मुखर्जी ने कहा है कि ये रूख इस वर्ष मार्च तक जारी रहेगा। उन्होंने कहा कि इससे मुद्रास्फीति को उचित स्तर तक लाने में सहायता मिलेगी। मुद्रास्फीति की दर दिसम्बर २०१० से नौ प्रतिशत से ऊपर बनी हुई है। नवम्बर २०११ में यह ९ दशमलव एक एक प्रतिशत थी।

औद्योगिक उत्पादन सूचकांक में नवम्बर २०११ में पिछले वर्ष की इसी अवधि के मुकाबले पांच दशमलव नौ प्रतिशत की वृद्धि दर्ज की गई। सांख्यिकी और कार्यक्रम क्रियान्वयन मंत्री श्रीकांत जैना ने आज नई दिल्ली में ये आंकड़े जारी किये। आंकड़ों के अनुसार विनिर्माण क्षेत्र में पिछले वर्ष इसी अवधि के मुकाबले छह दशमलव छह प्रतिशत और बिजली क्षेत्र में १४ दशमलव छह प्रतिशत वृद्धि हुई, जबकि खनन क्षेत्र में चार दशमलव चार प्रतिशत की कमी आई। श्री जैना ने कहा कि पूंजीगत वस्तुओं के उत्पादन में भी कमी दर्ज की गई, लेकिन बुनियादी वस्तुओं, उपभोक्ता वस्तुओं और टिकाऊ उपभोक्ता वस्तुओं के उत्पादन में वृद्धि हुई।-----

उच्चतम न्यायालय ने मुम्बई के व्यापारी एलिएस्टर परेरा को २००६ में कार के नीचे सात लोगों को कुचल देने के मामले में दोषी करार देने और उसे तीन साल की कैद की सजा सुनाने को सही ठहराया है॥ न्यायमूर्ति आर एम लोढ़ा की अध्यक्षता वाली पीठ ने परेरा की जमानत रद्द कर दी और उसे बाकी की जेल की सजा पूरी करने को कहा। न्यायालय ने ये आदेश परेरा की विशेष अनुमति याचिका पर दिया, जिसमें उसने उसे दोषी ठहराने के बम्बई उच्च न्यायालय के फैसले को चुनौती दी थी। १२ नवम्बर २००६ को मुम्बई में परेरा ने तेज रफ्तार कार से इन लोगों को कुचल दिया था।-----
दिल्ली उच्च न्यायालय ने शैक्षणिक संस्थानों के आसपास जंकफूड और सॉफ्ट ड्रिंक की बिक्री पर रोक लगाने के लिए दिशा निर्देश तय करने के वास्ते भारतीय खाद्य सुरक्षा और मानक प्राधिकरण को नोटिस जारी किया है। कार्यकारी मुख्य न्यायाधीश ए के सिकरी और न्यायमूर्ति राजीव सहाय एंडलॉ की पीठ ने प्राधिकरण को विचार करने के लिए छह महीने का समय दिया हैं न्यायालय गैर सरकारी संगठन उदय फाउंडेशन की जनहित याचिका की सुनवाई कर रहा था। मामले की अगली सुनवाई २५ जुलाई को होगी। -----
अंडमान निकोबार द्वीप समूह में पुलिस ने जारवा जनजाति की महिलाओं को पर्यटकों के सामने नचाने के सिलसिले में अनजान लोगों के खिलाफ मामला दर्ज किया है। इन महिलाओं के नृत्य की वीडियो फिल्म भी तैयार की गई है। सरकारी सूत्रों ने पोर्ट ब्लेयर में बताया कि पुलिस ने डीएसपी के नेतृत्व में एक विशेष टीम बनाई है, जो साइबर सेल की मदद से उस कम्प्यूटर का पता लगाएगी जिस पर यह वीडियो तैयार किया गया। लंदन स्थित एक अखबार में इस घटना की खबर आने के बाद मामले ने तूल पकड़ लिया है।-----

कर्नाटक में मंगलौर में आज शाम १७वां राष्ट्रीय युवा महोत्सव शुरु हो रहा है। पांच दिन के इस महोत्सव में सभी राज्यों और केन्द्रशासित प्रदेशों से आए लगभग पांच हजार युवा भाग ले रहे है। महोत्सव में सार्क देशों के शिष्टमंडल भी शामिल हो रहे हैं। हमारे संवाददाता ने खबर दी है कि राष्ट्रीय युवा महोत्सव स्वामी विवेकानंद की जयंती के अवसर पर हर वर्ष १२ से १६ जनवरी तक आयोजित होता है। इस वर्ष महोत्सव का विषय है- विविधता में एकता।स्वामी विवेकानंद की जयंती के अवसर पर मध्यप्रदेश में स्कूलों में सामूहिक सूर्य नमस्कार कार्यक्रम का आयोजन किया गया। हमारे संवाददाता ने बताया है कि भोपाल में मुख्यमंत्री शिवराज सिंह चौहान ने कार्यक्रम में भाग लिया।

पाकिस्तान के प्रधानमंत्री युसूफ रजा गिलानी ने रक्षा सचिव नईम खालिद लोधी को ग़लत आचरण और गैरकानूनी कार्रवाई के आरोप में तत्काल बर्खास्त कर दिया है। प्रधानमंत्री कार्यालय से जारी बयान के अनुसार केबिनेट सचिव नरगिस सेठी को रक्षा सचिव का अतिरिक्त कार्यभार सौंपा गया है। सेना ने ब्रिगेडियर सरफराज अली को रावलपिंडी में सैनिक कमान का नया कमांडर नियुक्त किया है। ये कमान सैनिक तख्ता पलट में हमेशा महत्वपूर्ण भूमिका निभाती रही है। पाकिस्तान मामलो ंके जानकार राहुल जलाली का कहना है कि नाराज बैठी आर्मी हुकूमत के लिए खतरा बन सकती है।कट- राहुल जलाली
पाकिस्तान फिर से एक भंवर से बीत रहा है। ये किसी को नहीं मालूम कि आगे क्या होगा। क्या दोबारा आर्मी का राज पाकिस्तान में वापस आ जाएगा जो सिविलियन गवर्मेंट है उसे हटा दिया जाएगा। एक तरफ पूरी आर्मी नाराज बैठी है और लग रहा है कि कभी एक होकर के इस हुकुमत को निकाल दें। दूसरी तरफ जो पाकिस्तान में जितनी भी सियासती दलें हैं उनमें अभी एकमत ये नहीं हैं वो आर्मी के खिलाफ मिलकर एक जद्दोजहद चलाये और तीसरी तरफ जो पाकिस्तान की सुप्रीम कोर्ट है उन्होंने भी फैसला दिया है प्र्रधानमंत्री गिलानी सरकार के खिलाफ और इस असंमजस में ये किसी को नहीं मालूम कि यह दोबारा आर्मी का राज पाकिस्तान में कब आ जाएं और भला इसी में है कि वहां पे शांति हो और सब लोग ठीक से सोंचे, समझे और शबुहरियत को कोई खतरा न आये।

अमरीका ने कहा है कि वह पाकिस्तान की स्थिति पर नजर रखे हुए है। विदेश विभाग की प्रवक्ता विक्टोरिया न्यूलैंड ने कल संवाददाताओं से बातचीत में कहा कि उनका देश पाकिस्तान में लोकतांत्रिक सरकार के लिए प्रतिबद्ध है। पाकिस्तान में असैन्य लोकतांत्रिक सरकार के समर्थन में अमरीका का यह कड़ा वक्तव्य सरकार और सेना के बीच बढ़ते तनाव को देखते हुए बहुत महत्वपूर्ण माना जा रहा है। इस तनाव को देखते हुए पाकिस्तान में एक बार फिर सेना द्वारा तख्ता पलट की आशंका उत्पन्न हो गई है। १९४७ में पाकिस्तान बनने के बाद से वहां अधिकांश समय सेना का ही शासन रहा है।1400 HRS

The government today approved the National Policy on Narcotic Drugs and Psychotropic Substances, NDPS, to re-assert India's commitment to combat the drug menace in a holistic manner. The decision was taken in a Cabinet meeting chaired by the Prime Minister Dr. Manmohan Singh in New Delhi. The policy attempts to curb the menace of drug abuse and contains provisions for treatment, rehabilitation and social re-integration of victims of drug abuse. Implementation of the provisions of the policy will lead to reduction of crime, improvement in public health and uplifting of the social milieu.
AIR correspondent reports that the NDPS Policy will serve as a guide line to various Ministries and organizations. The policy recommends production of Concentrate of Poppy Straw in India by a company or body corporate. This will enable India to retain its status of a traditional supplier of Opiate Raw Material to the rest of world, while remaining competitive.
On the illicit cultivation of poppy and cannabis, the policy emphasizes use of satellite imageries for detection of illicit crop and its subsequent eradication and development of alternate means of livelihood in respect of cultivators in pockets of traditional illicit cultivation. The policy was drafted by the Ministry of Finance, Department of Revenue in consultation with the concerned Ministries and Agencies of the Central and the State Governments.
In another decision, the Cabinet today reviewed the implementation of the Rashtriya Swasthya Bima Yojana. The scheme has been extended to a few segments of unorganised workers. It is likely to be expanded to other segments of such workers. The Scheme was launched in 2007 as the health insurance scheme for families living below the poverty line.

The Election Commission of India has approved the use of innovative Poll Monitoring System, PMS, in all the 40 Assembly constituencies of Goa for the ensuing Assembly polls on March 3rd. Under the system, fingerprints of the voters would be recorded by finger print reading machines along with their photographs by the web cameras fitted to computers. The Election Commission has sanctioned 1.84 crore rupees for the purchase of hardware under the PMS.
AIR Panaji correspondent quoting official sources reports that all the 1612 polling stations in the state would be networked to the central server from where poll officials would be able to monitor the polling process in each and every polling station in the state. Each polling station will be provided with a computer equipped with a web camera and a finger recording machine. The Poll monitoring system is being used for the first time in electoral history of the country.

In Uttar Pradesh, the election process for Assembly polls has begun today with the issuance of notification for the first phase of Assembly polls by the state Governor B L Joshi.
AIR Lucknow correspondent reports that in the first phase, 55 constituencies spread over 10 districts including Sitapur, Gonda, Basti, Baharaich, Balrampur Barabanki, Faizabad, Ambedkar Nagar, Siddhartha Nagar and Shrawasti are going on polls. January 19 is the last date for nominations while voting will be held on February 8.
Meanwhile, a case has been registered at Lucknow against the state Parliamentary Affairs Minister Lalji Verma and BSP MP Jugal Kishore for alleged violation of the model code of conduct. Both the leaders had held an election meeting without taking permission.
"Most of the major political parties including BJP Congress and Samajwadi Party have conducted their first round of intensive campaigning in these areas. Congress leader Rahul Gandhi recently had several public meetings in the different districts going for poll in this phase. BJP leaders Rajnath Singh and Kalraj Mishra had taken out Yatras to woo the voters for their party. Samajwadi Party President Mulayam Singh Yadav has addressed an election rally at Barabanki a couple of days earlier while state president Akhilesh Yadav has also completed his Kranti Yatra in these areas. Most of the political parties have announced their candidates for the constituencies going for poll in this phase. After the work of draping the statues of BSP supremo Mayawati and its election symbol elephant was completed, the parks in which they were installed in Lucknow have been closed for the public till the assembly polls get over. In the poll bound Punjab, today is the last day of filing the nominations. As many as 979 candidates had filed their nominations for 117 Assembly seats in Punjab till yesterday. Ludhiana was leading with 76 nominations followed by Amritsar where 62 nominations were filed yesterday. Candidates from various political parties are using different means of transport to get noticed while going to file their nomination papers. A woman candidate from Amritsar cycled her way to the office of the Returning Officer, whereas another candidate in Jalandhar District boarded a private bus to file his nomination.

These include Chief Minister Prakash Singh Badal, Deputy Chief Minister Sukhbir Badal, former Chief Ministers, Captain Amrinder Singh and Rajinder Kaur Bhattal, Senior BJP leader Manoranjan Kalia and President of the newly formed People’s Party of Punjab, Manpreet Singh Badal.

In Uttarakhand, a large number of candidates are rushing to file their nomination papers on the last day today for the 70 Assembly seats in Uttarakhand. Most of the bigwigs have already filed nominations in the last seven days. More from AIR correspondent:
"Amid tight security arrangements, more than 500 candidates of different political parties and independents had filed nomination papers since the nomination process began in the hill state on January 5. Today is the last day for foiling of nominations. As per schedule, scrutiny of the nomination papers will be held tomorrow, whereas the last day of withdrawal of candidature is January 16th. Meanwhile, candidates are facing difficulties in the election campaign due to snowfall and rains. On the other hand Election Commission is making all out efforts to ensure maximum turnout of voters on the day of the polling, which is due on January 30th. In Manipur, scrutiny of nomination papers is going on for the Assembly Elections on the 28th of this month. On the last day of filing of nomination papers yesterday, altogether 282 candidates have filed their nomination papers for the 60 seats. Only ruling Congress is contesting all the sixty seats of the state Assembly while Trinamool Congress is contesting in 48 seats.
Among the prominent candidates, senior Congress leader and state Chief Minister Okram Ibobi Singh, Congress state unit President Gaikhangam, NCP state unit President and former Chief Minister Radhabinod Koijam and Manipur People’s Party President Dr. Nimaichand Luwang are in the fray.

Congress today said that the decision to allow 4.5 per cent reservation for minorities in the OBC quota, will be implemented after the completion of Assembly elections in the five poll bound states. Talking to reporters in New Delhi, party spokesman Rashid Alvi said, the Election Commission's order to put on hold the decision will be applicable only till the end of the polls. Mr Alvi further stated that the government had taken the decision before the model code of conduct came in force.

The government today launched the third phase of Red Ribbon Express in New Delhi to create awareness among people about HIV/AIDS. It was jointly flagged off by Union Health Minister Ghulam Nabi Azad and Delhi Chief Minister Sheila Dikshit.
Speaking on the occasion, Mr Azad said, there is a sharp reduction of 50 per cent in new cases of HIV/AIDS in last 10 years in the country. He said, government is committed to eradicate AIDS and sought co-operation from the states in reducing the cases of HIV AIDS in the country.

He said, through this train, the government will be able to disseminate information about HIV/AIDS including its causes and treatment. This time the renewed focus of the Red Ribbon express is on youth.

AIR correspondent reports that Red Ribbon Express phase three continues to focus on rural and difficult to reach areas with an objective of disseminating the information on primary prevention services and developing an understanding about the infection to reduce the stigma and discrimination against people living with HIV/AIDS.
The train will cover 23 States and 162 halt stations during its year-long journey. It has seven coaches including 3 coaches exhibiting informational material on HIV and AIDS and a coach for counseling the patients.

The Supreme Court today upheld the conviction and three years jail term given to Mumbai businessman Alistair Pereira for mowing down seven persons in his speeding car in 2006. A Bench headed by Justice R M Lodha cancelled his bail and directed him to undergo his remaining jail term. The court passed the order on an special leave petition filed by Pereira, challenging the Bombay High Court verdict convicting him. Seven persons were killed and seven others injured when Pereira ran his car over them on November 12, 2006 in Mumbai.

The Delhi High Court has directed the Food Safety and Standards Authority of India, FSSAI to frame guidelines on banning the sale of junk food and aerated drinks in and around educational institutions. A division bench of acting Chief Justice A K Sikri and Justice Rajiv Sahai Endlaw gave six-month time to FSSAI to consider the issue. The court was hearing a PIL filed by the NGO 'Uday Foundation. Seeking a compliance report from FSSAI, the Bench fixed July 25 for further hearing of the matter.

A review meeting of the National Rural Health Mission, NRHM, is underway in New Delhi today. The meeting will mainly focus on continuing improvement in strengthening of the public health service system and increasing access to health care in rural areas. The meeting was inaugurated by Health and Family Welfare Minister Ghulam Nabi Azad.
Enhancing health infrastructure and human resources at facilities, strengthening of the ASHA programme and other community processes will also be discussed during the deliberations being held under the underlying theme of developing healthy villages to create a healthy nation. AIR Correspondent reports that the NRHM was launched in 2005, to provide accessible, affordable and accountable quality health services to the poorest households in the remotest rural regions.

Central Board of Secondary Education, CBSE, has extended the date of two board examinations of class 12th, following the Election Commission’s decision to postpone the first phase of elections in Uttar Pradesh from 4th of February to 3rd March. According to an official release, the examinations for Political Science and Lending Operations will now be held on 16th April instead of the earlier scheduled 3rd March.

Food prices fell for the second consecutive week as food inflation remained in the negative zone. It was minus 2.90 per cent for the week that ended on 31st of last month. Food inflation, as measured by the Wholesale Price Index, stood at minus 3.36 per cent in the previous week. It was above 19 per cent in the corresponding week of 2010.
According to an official release issued today, vegetables became 49.03 per cent cheaper during the week ended December 31. The fall in the rate of price rise of food items since the first week of November is substantial, as it has plummeted from double-digit territory into the negative zone. However, other food products became more expensive on an annual basis, led by protein-based items. Pulses were 14.72 per cent costlier during the week under review, while milk grew dearer by 10.79 per cent. Egg, meat and fish prices were up 15.22 per cent year-on-year. Fruits also became 9 per cent more expensive on an annual basis, while cereal prices were up 2.03 per cent.
Reacting to the development, the Finance Minister Mr. Pranab Mukherjee said that the trend will continue till March this year. He told reporters that it will help to bring the headline inflation to manageable levels.
Headline inflation has been above the 9 per cent-mark since December, 2010. It stood at 9.11 per cent in November, 2011.

The Index of Industrial Production bounced back to register a growth of 5.9 percent in November 2011 compared to the corresponding month in the previous year. Statistics and Programme Implementation Minister Srikant Kumar Jena released this data in New Delhi today. According to the data, the Manufacturing sector grew by 6.6 percent, Electricity registered a growth of 14.6 percent but the mining sector reported a negative growth of 4.4 percent during the corresponding period. Mr Jena added that although there has been negative growth in capital goods, the basic goods, intermediate goods and consumer durables and non durables have registered a positive growth.

The Sensex at the Bombay Stock Exchange fell 125 points, or 0.8 per cent, to 16,051 in opening trade, this morning. Later, the Sensex remained weak, and stood 144 points, or 0.9 percent in negative territory, at 16,032 in afternoon trade, a short while ago. At one stage the Sensex had slipped below the 16,000 mark.
