भारतीय रिजर्व बैंक ने वृद्धि को प्राथमिकता देते हुए नकद आरक्षी अनुपात छह प्रतिशत से घटाकर साढ़े पॉंच प्रतिशत कर दिया है। बैंक ने आज तीसरी तिमाही के लिए मौद्रिक नीति समीक्षा में यह फैसला किया है, जिसे २८ जनवरी से लागू किया जायेगा। इस कटौती के कारण बैंकों को करीब ३२ हजार करोड़ रूपये की नकदी मिलेगी। रिजर्व बैंक का कहना है कि नकद आरक्षी अनुपात बाजार में स्थायी रूप से नकदी लाने का सबसे असरदार तरीका है और यह कटौती भविष्य में ब्याज दरों में कमी की सम्भावना का संकेत है।आज मुम्बई में मौद्रिक नीति समीक्षा की घोषणा करते हुए रिजर्व बैंक के गर्वनर डॉ० डी० सुब्बाराव ने कहा कि वृद्धि की रफ्‌तार सुस्त हो रही है और मुद्रास्फीति की दर भी अभी इस स्तर पर नहीं आई है कि ब्याज दरों में कटौती की जाये। मुद्रास्फीति की मौजूदा दर पर ब्याज दरों में कमी उचित नहीं होगी। उनका कहना था कि नकदी का प्रबन्ध एक बड़ी चुनौती रहा है।

सीआरआर में कमी करके रिजर्व बैंक ने नकदी की उपलब्धता पर दबाव कम करने की कोशिश की है, जो मौजूदा मौद्रिक स्थिति के विपरीत नहीं हैं। भविष्य में ब्याजदरों में कब और कितनी कमी होगी ये बहुत सी बातों पर निर्भर होगा।
रिजर्व बैंक ने नकदी समायोजन सुविधा एल ए एफ के तहत रैपो दर को साढ़े ८ प्रतिशत ही रखा है। रिवर्स रेपो दर भी साढ़े सात प्रतिशत ही रहेगी और छह प्रतिशत की बैंक दर में भी कोई बदलाव नहीं किया गया है।सकल घरेलू उत्पाद में वृद्धि का अनुमान सात दशमलव छह प्रतिशत से घटाकर सात प्रतिशत कर दिया गया है। लेकिन मार्च के अन्त तक मुद्रास्फीति का अनुमान सात प्रतिशत ही है।डॉ० सुब्बाराव ने कहा कि आर्थिक वृद्धि के लिए खतरे बढ़े हैं। उनका कहना था कि अक्टूबर-२०११ के बाद से दुनिया के हालात बहुत बदल गये हैं और २०१२ के दौरान वैश्विक वृद्धि भी अन्तर्राष्ट्रीय मुद्राकोष के चार प्रतिशत के अनुमान से कम रहने वाली है। डॉ० सुब्बाराव ने खाद्य मुद्रास्फीति में गिरावट को राहत बताते हुए वित्त वर्ष २०१३ में मुद्रास्फीति में कुछ गिरावट की आशा व्यक्त की है। उनका यह भी कहना था कि अगले बजट में घाटा कम करने के तरीके ढूंढना जरूरी है। उन्होंने यह भी कहा कि अब जो नीतिगत कदम उठाये जायेंगे, उनमें वर्तमान नीतिगत ब्याज दरों को पलटने पर ध्यान दिया जायेगा क्योंकि ब्याज दर का चक्र अपने चरम पर पहुंच चुका है।डॉक्टर सुब्बाराव ने कहा कि मौद्रिक नीति की समीक्षा में जो नीतिगत फैसले लिये गये हैं उनसे नकदी की स्थिति सुधरेगी और वृद्धि में गिरावट का खतरा कम होगा।

हमने वृद्धि के अनुमान में कमी कर दी है, लेकिन मुद्रास्फीति के अनुमान में कोई बदलाव नहीं किया है। यह फैसला वृद्धि के अनुमान में भारी कमी से मुद्रास्फीति के अनुमान में भी गिरावट आने की अपेक्षा के विपरीत है।

आर्थिक कार्य सचिव आर० गोपालन ने कहा है कि सी आर आर में आधा प्रतिशत कटौती के रिजर्व बैंक के फैसले से बाजार में नकदी बढ़ेगी और इससे आर्थिक वृद्धि को बढ़ावा मिलेगा। उन्होंने नई दिल्ली में पत्रकारों से कहा कि तीसरी तिमाही की मौद्रिक नीति में माना गया है कि ब्याज दर चरम पर पहुंच चुकी है और वृद्धि को आगे बढ़ाना जरूरी है। मुद्रास्फीति के बारे में श्री गोपालन का कहना था कि वर्ष के अंत तक यह दर सात प्रतिशत या उससे कुछ कम रहने की सम्भावना है।

योजना आयोग के उपाध्यक्ष डॉक्टर मोन्टेक ंिसंह अहलुवालिया का कहना है कि देश १२ वीं पंचवर्षीय योजना के दौरान ९ प्रतिशत की वृद्धि दर हासिल करना चाहता है।कोच्चि में १२ वीं योजना के दृष्टिकोण के बारे में एक गोष्ठी में डॉक्टर अहलुवालिया ने कहा कि इस योजना अवधि में कहीं तेज गति से, स्थायी और समावेशी वृद्धि हासिल करने पर जोर रहेगा।उन्होंने कहा कि और अधिक लोगों को कृषि क्षेत्र के दायरे से बाहर लाने और मैन्युफैक्चरिंग जैसी गैर कृषि गतिविधियों पर ध्यान देने की जरूरत है। उनका कहना था कि अगर आबादी के बहुत बड़े हिस्से को खेती जैसे कम उत्पादक क्षेत्र में छोड़ दिया गया तो उसे ऊंची वृद्धि दर का लाभ नहीं मिल पायेगा। डॉ० अहलुवालिया का कहना था कि ९ प्रतिशत की वृद्धि दर हासिल करने के लिए बढ़ती सबसिडी पर लगाम लगानी होगी। उनका यह भी कहना था कि समावेशी वृद्धि हासिल करने के लिए रोजगार के अवसर जुटाना, श्रमिकों का कौशल विकास, उत्तम शिक्षा की सुविधा, बुनियादी ढांचे का विकास, ऊर्जा की आवश्यकता में कटौती और पानी का कुशलता से उपयोग करना आवश्यक है।

बम्बई शेयर बाजार में आज बढ़त का रूख है। शुरूआती कारोबार में सेन्सेक्स में ८३ अंकों की बढ़त रही।
विदेशी संस्थागत निवेशकों और छोटे निवेशकों की चुनिंदा लिवाली से सेन्सेक्स में तेजी आई। भारतीय रिजर्व बैंक की मौद्रिक नीति की समीक्षा में सी आर आर में कटौती की खबर से बाजार में नई जान आई और सेन्सेक्स उछल कर एक बार फिर १७ हजार के आंकड़े को पार कर गया। अब से कुछ देर पहले यह २६४ अंक की वृद्धि के साथ १७ हजार १६ पर था।नेशनल स्टॉक एक्सचेंज का निफ्टी भी ८५ अंक बढ़कर पांच हजार १३१ पर आ गया।अन्तरबैंक विदेशी मुद्राबाजार में डॉलर के मुकाबले रूपया आज १५ पैसे मजबूत हुआ। एक डॉलर की कीमत ४९ रूपये ९५ पैसे हो गयी। दस सप्ताह बाद रूपया सबसे ऊंचे स्तर पर पहुंचा है।

एशियाई बाजारों में आज कच्चे तेल के भाव मिले जुले रहे। मार्च की डिलीवरी के लिए न्यूयॉर्क के लाइट स्वीट क्रूड की कीमत में एक सेंट की कमी आई और एक बैरल ९९ डॉलर ५७ सेंट का हो गया। लंदन का ब्रेंट नार्थ सी क्रूड तीन सेंट महंगा होकर ११० डॉलर १६ सेंट प्रति बैरल हो गया।

मणिपुर विधानसभा चुनावों के लिए मतदान कर्मी अपने-अपने मतदान केन्द्रों के लिए रवाना हो गए हैं। राज्य में दो हजार तीन सौ ५७ मतदान केन्द्र बनाए गए हैं और ११ हजार ७८५ कर्मियों को चुनाव ड्यूटी पर लगाया है। हमारे संवाददाता ने खबर दी है कि उग्रवादियों की धमकियों के मद्देनज+र राज्य में सुरक्षा व्यवस्था बढ़ा दी गई है।

मणिपुर में दुर्गम और पहाड़ी इलाकों में स्थित मतदान केन्द्रों पर चुनाव सामग्री लेकर जाने के लिए चुनावकर्मियों को कई दिन पहले निक०लना पड़ता है चूडचंदपुर जिले का बंगई इलाका खासा दुर्गम और कठिन रास्तों वाला है। इस बार मणिपुर विधानसभा चुनावों में दूरदराज के इलाकों तक चुनावकर्मियों और चुनाव सामग्री को पहुंचाने के लिए हेलिकॉप्टर का इस्तेमाल किया जा राह है। राज्य के कुल २३५७ मतदात केन्द्र बनाए गये है और इन केन्द्रों पर साढे ग्यारह हजार से ज्यादा चुनावकर्मी तैनात किये गये हैं। इस बीच कांग्र्रेस प्रत्याशियों को उग्रवादी संगठनों द्वारा दी जा रहीे धमकियों के मददेनजर राज्य में सुरक्षा इंतजाम और कडे कर दिये गय हैं। तमेंगलोंग जिले के नुन्ग्बा विधानसभा क्षेत्र के अंतर्गत नोने इलाके में कांग्रेस के एक दफ्तर पर आज तड़के उग्रवादियों द्वारा किये गये एक हमले में तीन कांग्रेसकर्मी घायल हो गये हैं। आकाशवाणी समाचार के लिए इम्फाल से सोनी कुमार कोन्जेंगबम के साथ राजीव रूस्तगी।

भारतीय जनता पार्टी ने पंजाब विधानसभा चुनाव के लिए अपना घोषणापत्र आज जारी किया। पार्टी, शिरोमणि अकाली दल के साथ मिलकर चुनाव लड़ रही है। भाजपा के वरिष्ठ नेता अरूण जेतली ने जालंधर में घोषणापत्र जारी करते हुए कहा कि पार्टी पंजाब में मजबूत लोकायुक्त के पक्ष में है। भ्रष्टाचार की कड़ी आलोचना करते हुए श्री जेतली ने कहा कि लोकायुक्त के अन्तर्गत उस पर सख्त कार्रवाई की जायेगी। श्री जेतली का कहना था कि सभी सरकारी अधिकारियों को लोकायुक्त के दायरे में रखा जायेगा और भ्रष्ट अधिकारियों या राजनेताओं की अवैध सम्पत्ति को जब्त करके सरकारी सम्पत्ति घोषित कर दिया जायेगा। इस अवसर पर अमृतसर से पार्टी के सांसद नवजोत सिद्धू और पार्टी के राष्ट्रीय महासचिव जे०. पी० नड्डा सहित अनेक नेता मौजूद थे। इस बीच हमारे संवाददाता ने खबर दी है कि चुनाव प्रचार जोरों पर है।

उत्तरप्रदेश विधानसभा के तीसरे चरण के चुनाव के लिए नामांकनपत्र भरने का काम जारी है। पर्चे भरने की अंतिम तिथि २८ जनवरी है। मतदान अगले महीने की १५ तारीख को होगा। इस चरण के लिए नामांकनपत्र भरने वालों में राज्य के समाज कल्याण मंत्री इन्द्रजीत सरोज और पर्यटन मंत्री विनोद सिंह शामिल हैं। इस बीच, दूसरे चरण के चुनाव के लिए दायर नामांकनपत्रों की आज जांच की जा रही है। इस चरण में अगले महीने की ११ तारीख को वोट डाले जाएंगे।

वोट डालने की प्रक्रिया को आसान बनाने के लिए कल से चुनाव आयोग दो नई सेवाएं शुरू कर रहा है। आयोग की बेवसाइट के सर्च इंजन में मतदाता अपना नाम या पहचान पत्र संख्या डालकर अपने मतदेय स्थलों की जानकारी ले सकते हैं। यही सेवा मोबाइल पर एसएमएस के जरिये भी उपलब्ध होगी। इस बार आयोग ने बड़ी संख्या में युवाओं और महिलाओं को मतदान की प्रक्रिया से जोडने का प्रयास किया है। यही कारण है कि मतदाता सूची में नाम शामिल करने का अभियान इस महीने की १२ तारीख तक चलाया गया। मतदान लोकतांत्रिक प्रक्रिया का बड़ा उत्सव है और मतदाता इसके प्रमुख घटक हैं जिनका इस उत्सव में योगदान बहुत हद तक उन पर ही निर्भर करता है। सलमान हैदर आकाशवाणी समाचार गोरखपुर।

उत्तराखंड में विधानसभा चुनावों के लिए प्रचार जोरों पर है। विभिन्न राजनीतिक दलों के दिग्गज प्रचार में जुटे हैं। केन्द्रीय वित्त मंत्री प्रणब मुखर्जी और पूर्व भाजपा अध्यक्ष राजनाथ सिंह राज्य के चुनावी दौरे पर हैं। हमारे संवाददाता ने खबर दी है कि निर्वाचन आयोग के निगरानी दल ने देहरादून और नैनीताल में कल राज्य पुलिस के सहयोग से करीब ४५ लाख रूपये बरामद किए हैं।

असम में गुवाहाटी में आज सुबह नौ जनजातीय उग्रवादी गिरोहों के एक हजार छह सौ पिचानवें उग्रवादियों ने गृहमंत्री पी. चिदम्बरम और मुख्यमंत्री तरूण गोगोई के सामने अपने हथियार डाल दिये । इन उग्रवादियों ने लगभग दो सौ हथियार जमा किए। समारोह को सम्बोधित करते हुए श्री चिदम्बरम ने कहा कि आज का दिन असम में शांति और समझौते का ऐतिहासिक दिन है। उन्होंने कहा कि सभी मतभेद शांतिपूर्वक बातचीत से सुलझाए जा सकते हैं। गृहमंत्री ने जोर देकर कहा कि ऐसी कोई समस्याएं नहीं हैं, जिन्हें शांतिपूर्वक बातचीत से न सुलझाया जा सके। मुख्यमंत्री तरूण गोगोई ने कहा कि लोकतांत्रिक तरीकों से ही उग्रवाद की समस्या का समाधान हो सकता है। उन्होंने कहा कि केन्द्र और राज्य सरकार उग्रवादियों की समस्या के समाधान के लिए इच्छुक हैं। उन्होंने परेश बरूआ के नेतृत्व वाले उल्फा गुट से भी बातचीत के लिए आगे आने को कहा।

कश्मीर घाटी में नियंत्रण रेखा के पास कुपवाड़ा जिले में कल रात बर्फ के तोंदे के नीचे दब गये सात सुरक्षाकर्मियों में से एक सीमा सुरक्षाबल के एक सब-इंस्पेक्टर का शव बरामद कर लिया है। अभी भी सेना के पांच तथा सीमा सुरक्षाबल का एक जवान लापता है। हेलीकॉप्टरों और खोजी कुत्तों की मदद से लापता जवानों की खोजबीन का व्यापक अभियान चलाया गया है।

सरकार प्रमुख उद्योगों में बिजली की खपत कम करने के उद्देश्य से परफोर्मेंन्स एचीव ट्रेड कार्यक्रम शुरू करने की योजना बना रही है। आज नई दिल्ली में बिजली की मांग प्रबन्धन पर राष्ट्रीय सम्मेलन में ऊर्जा सचिव पी० उमा शंकर ने कहा कि इस कार्यक्रम से अगले तीन वर्षों में बिजली की खपत में ४ प्रतिशत तक की कमी लाने में मदद मिलेगी। उन्होंने बताया कि इस कार्यक्रम को इस्पात, सीमेंट, ताप बिजलीघर, पल्प और कागज, वस्त्र तथा उर्वरक जैसे अधिक बिजली खपत वाले उद्योगों में लागू किया जायेगा।

सरकार ने देश भर में प्रमुख पर्यटन केन्द्र बनाने के लिए ४५ पर्यटन स्थलों की पहचान की है। इन केन्द्रों पर बुनियादी सुविधाओं के विकास के लिए केन्द्र वित्तीय सहायता प्रदान करेगा। सरकारी विज्ञप्ति में बताया गया है कि केन्द्रीय पर्यटन मंत्रालय २५ करोड़ रूपये से लेकर ५० करोड़ रूपये तक की वित्तीय सहायता देगा। पहचान किये गये पर्यटन स्थलों में हैदराबाद में चारमीनार क्षेत्र, राजस्थान में अजमेर-पुष्कर क्षेत्र, सिक्किम में गंगटोक, तमिलनाडु में महाबलिपुरम, उत्तराखण्ड में हरिद्वार-ऋषिकेश क्षेत्र और पश्चिम बंगाल में गंगा विरासत नदी पर्यटन सर्किट शामिल हैं।

उपराष्ट्रपति मोहम्मद हामिद अंसारी ने कहा है कि सरकार के अलावा समाज को भी राष्ट्रीय वीरता पुरस्कार विजेता बच्चों को सभी सहायता देनी चाहिए। वे आज नई दिल्ली में अपने आवास पर राष्ट्रीय वीरता पुरस्कार प्राप्त बच्चों से मिलने के बाद मीडिया से बातचीत कर रहे थे। उन्होंने कहा कि इन बहादुर बच्चों को अपनी शिक्षा पूरी करने और रोजगार पाने में पूरी मदद मिलनी चाहिए। श्री अंसारी ने कहा कि ये बच्चे सामान्य बच्चे नहीं है और उन्होंने स्वाभाविक रूप से वीरता का परिचय दिया है।कल नई दिल्ली में एक समारोह में प्रधानमंत्री डॉ० मनमोहनसिंह ने देश के विभिन्न भागों के २४ बच्चों को राष्ट्रीय वीरता पुरस्कार प्रदान किये। पुरस्कार पाने वालों में आठ लड़कियां और १६ लड़के हैं। पांच पुरस्कार मरणोपरान्त दिये गये। वीरता पुरस्कार प्राप्त बच्चे बृहस्पतिवार को गणतंत्र दिवस परेड में शामिल होंगे।

आज देशभर में बालिका दिवस मनाया जा रहा है। इस अवसर पर नई दिल्ली में आयोजित समारोह में महिला और बाल विकास मंत्री कृष्णा तीरथ ने देश में कन्या भ्रूण हत्या रोकने के लिए बहुमुखी नीति अपनाने की आवश्यकता पर जोर दिया। उन्होंने कहा कि विशेष रूप से शून्य से छह वर्ष के आयुवर्ग में लड़के-लड़की के बीच घटता अनुपात चिन्ताजनक है। उनका कहना था कि मजबूत कानूनों के साथ साथ लोगों की सोच भी बदलनी होगी तभी महिलाओं को सशक्त किया जा सकता है।२००९ से २४ जनवरी को राष्ट्रीय बालिका दिवस मनाया जाता है ताकि बेटियों के प्रति पूर्वाग्रह मिटाने के लिए जागरूकता फैलाई जा सके। इस वर्ष का विषय है - घटता बाल लिंग अनुपात - मुद्दे और चुनौतियां।

मध्यप्रदेश सरकार ने फेरी वालों के लिए कई कल्याणकारी योजनाओं की घोषणा की है। हमारे भोपाल संवाददाता ने खबर दी है कि राज्य के सभी शहरी स्थानीय निकाय फेरीवालों की पहचान करेंगे और इनको कारोबार कें लिए स्थान मुहैया करायेंगे।
राजधानी भोपाल में मुख्यमंत्री निवास में कल शहरी फेरीवालों की पंचायत को संबोधित करते हुए मुख्यमंत्री शिवराज सिंह चौहान ने कहा कि अगले तीन महीने में प्रदेश के सभी फेरीवालों को पहचान पत्र प्रदान किये जाएंगे। शहरों में फेरीवालो के लिए चिन्हित स्थानो ंके लिए तीन जोन रैड,ग्रीन और येलो जोन में बांटा जाएगा। ग्रीन जोन में दिनभर फेरी वाले व्यवसाय कर सकेंगे, वहीं येलो जोन में व्यावसाय के लिए समय निर्धारित होगा। रेड जोन में व्यवसाय करने की अनुमति नहंी होगी। फेरीवालों का अपना व्यवसाय आसानी से चलाने देने के लिए कम ब्याज दर पर उन्हें ऋण देने के लिए एक योजना भी बनायी जाएगी। राज्य सरकार फेरीवालो के लिए हर जिले में एक विशेष पुलिस सेल भी बनाएगी। फेरीवाले इस सेल में अपनी प्रताड़ना टाइप कर सकेंगे।शारिक नूर आकाशवाणी समाचार भोपाल।

ईरान के विदेश मंत्रालय के प्रवक्ता रहीम मेहमानपरस्त ने ईरान से तेल के आयात पर यूरोपीय संघ के नये प्रतिबंध को मनोवैज्ञानिक युद्ध बताया है। सरकारी टेलीविजन पर प्रसारित बयान में उन्होंने आरोप लगाया है कि यूरोपीय देश उसके परमाणु कार्यक्रम को रोकने की कोशिश कर रहे हैं।इस बीच, ईरान के दो प्रमुख सांसदों ने बदले की कार्रवाई के रूप में होर्मूज जलडमरू मध्य को बंद करने की धमकी दी है।विश्व के लगभग बीस प्रतिशत तेल की आपूर्ति होर्मुज जलडमरूमध्य से होकर होती है। इस बीच, रूस ने यूरोपीय संघ के प्रतिबंध का जोरदार विरोध किया है। ची ने भी प्रतिबंधों को खारिज कर दिया है।उधर, यूरोपीय संघ ने कहा है कि ईरान के तेल की आपूर्ति और उसके केन्द्रीय बैंक के साथ कारोबार पर प्रतिबंध से दो उद्देश्यों की पूर्ति होगी। एक तरफ ईरान के मुख्य आय का स्रोत बंद हो जाएगा और दूसरी ओर उसके विवादास्पद परमाणु कार्यक्रम पर दबाव बढ़ेगा। हमारे संवाददाता ने बताया है कि नये प्रतिबंधों के दूरगामी परिणाम होने की संभावना है।

ईरान से तेल के निर्यात के प्रतिबंध का असर न सिर्फ यूरोप में कर्ज में दबे इटली और ग्रीस तरह के देशों पर पड़ सकता है, बल्कि भारत और चीन जैसे उभरते देश भी इससे अछूते नहीं रह सकते। दोनों ही देश ईरान से दस फीसदी से ज्यादा तेल के आयात पर निर्भर हैं। यूरोपीय संघ ने इटली और ग्रीस सरी के देशों को एक जुलाई तक प्रतिबंध लगाने की मौहलत दी है। चीन के बाद यूरोपीय संघ ईरान के तेल का दूसरा सबसे बड़ा सबसे बड़ा खरीदार है, जबकि ईरान की आमदनी का ८० फीसदी हिस्सा तेल और पेट्रोलियम उत्पादों से ही आता है। नई पाबंदियों से तेल की कीमतें बढे रहने के आसार हैं। यूरोपीय संघ ने संयुक्त बयान में कहा कि वे ईरान के लोगों के खिलाफ नही, बल्कि सरकार की परमाणु कार्यक्रम के बारे में पादर्शिता नही ंबनाये रखने के खिलाफ है। अतुल तिवारी आकाशवाणी समाचार।

भारत की पहली परमाणु-शक्ति संपन्न पनडुब्बी आईएनएस-चक्र को रूस में भारत के राजदूत अजय मल्होत्रा ने औपचारिक रूप से प्राप्त किया। रूस में बनी यह पनडुब्बी रूस की प्रिमोरिए बंदरगाह पर एक समारोह में भारत के राजदूत को सौंपी गई। इसके साथ ही अमरीका, रूस, चीन ब्रिटेन और फ्रांस के बाद भारत छठा ऐसा देश बन गया है जिसके पास परमाणु- शक्ति संपन्न पनडुब्बी है।इस पनडुब्बी का मूल नाम नेरपा था जिसे अब आईएनएस-चक्र का नाम दिया गया है। यह ९० करोड़ डॉलर में , भारत को दस वर्ष की लीज+ पर दी गई है।हमारे संवाददाता ने खबर दी है कि इस पनडुब्बी की अधिकतम रफ्तार ३० नॉट है। इस पनडुब्बी में ५३३ और ६५० एम एम के चार-चार टॉरपीडो ट्यूब हैं।

Giving priority to growth factor, the Reserve Bank of India RBI) today decided to reduce the cash reserve ratio (CRR) by 50 basis points from 6.0 per cent to 5.5 per cent, effective from the fortnight beginning January 28, 2012. As a result of the reduction in the CRR, around 32,000 crore rupees of primary liquidity will be injected into the banking system.

Announcing the third quarter monetary policy review in Mumbai today, RBI Governor Dr. D Subbarao said that the CRR is most effective for permanent liquidity injection and that the cut is a signal to possible rate cuts in future.

In reducing the CRR, the Reserve bank has attempted to address the structural pressure on liquidity. In a way that is not inconsistent with the prevailing monetary stance. The Timing and magnitude of future rate actions will depend on a number of factors.

Dr. D Subbarao said that growth is decelerating and inflation rate is still not comfortable enough to warrant a rate cut. He said that it was premature to reduce rates on current inflation. He added that persistence of tight liquidity could disrupt credit flow. He said that liquidity management has been a major challenge.

We have revised our estimates for growth downwards but have not changed our inflation estimates. This runs counter to the expectation ,that is, significant downgrade in the growth projection, should lead to our downward derivation in the inflation projection. That's, not happened for two reasons, first, the rupee depreciation has been feeding it in core inflation, delaying the adjustment of inflation to slower growth. Second, as suppressed inflation in petroleum products and coal prices remains quite significant.

The RBI has retained the repo rate under the liquidity adjustment facility (LAF) at 8.5 per cent while the reverse repo rate stands at 7.5 per cent and the Marginal Standing Facility (MSF) rate stands at 9.5 per cent. The Bank Rate has been retained at 6.0 per cent. RBI said through the multiplier effect, additional credit to the tune of 1.6 lakh crore rupees would be generated in the system over a period of time.

GDP forecast has been brought down to 7% from 7.6% earlier. Dr. Subbarao said that risks to economic growth have increased. He said that global scenario has considerably changed after October 2011, adding that global growth during 2012 is expected to be lower than the International Monetary Fund’s September 2011 projection of 4.0 per cent.

Dr. Subbarao said slippage on fiscal deficit, crude prices and rupee depreciation are key challenges for inflation, which after remaining near double digit for almost two-years, came down to 7.5 per cent in December 2011. The central bank expects the headline inflation to moderate to 7 per cent by March 2012. However, the Governor added that decline in food inflation has given some relief. He said inflation will show some moderation in the next financial year.

Dr. Subbarao said that the next budget must explore ways to cut deficit. He stated further policy actions will look to reverse current policy rates as interest rate cycle has peaked.

The RBI Governor said that the policy actions taken in this monetary policy review are expected to ease liquidity conditions.

We expect that today's policy action and the guidance we have given, will result in the following three outcomes; First liquidity conditions will ease. Second, down side risks to growth will be mitigated and finally medium term inflation expectations will remain anchored on the basis of a credible commitment:- the low and stable inflation.

The Economic Affairs Secretary R Gopalan has said that the RBI's decision to cut cash reserve ratio (CRR) by half a percentage point will boost the economic growth by increasing liquidity in the system and reducing cost of fund. Talking to reporters in New Delhi today, he said the third quarter monetary policy also indicates that the interest rate cycle has peaked and there is a recognition that growth has to be now fostered. On the year-end inflation, Mr Gopalan said it is likely to be 7 per cent or even slightly lower than that.

The Sensex at the Bombay Stock Exchange rallied 186 points in late morning trade, today, soon after the Reserve Bank announced a cut in the Cash Reserve Ratio in its monetary policy review.

All the sectoral indices were trading in the green, with the banking index the biggest gainer. Later, in the afternoon, the Sensex gathered further momentum, and stood a solid 285 points, or 1.7 percent in positive territory, to cross the psychological 17,000 mark, at 17,037, a short while ago. Earlier in the morning, the Sensex had risen 83 points in opening trade.

Stock markets in Japan and Indonesia posted modest gains, today, on signs that Europe is taking steps to tame its sovereign debt crisis. But most Asian bourses are closed for a holiday. Wall Street had ended almost flat, overnight, as investors took a break from a recent rally.

Lok Sabha speaker Meira Kumar today said that inclusive economic growth is the key to the development of our country. Speaking at the golden jubilee celebrations of the Indian Economic Service in Delhi, Ms Kumar said that the main challenge before the Economic Service is the upliftment of the poor and downtrodden people so that the growth rate of the country corresponds to their development.

Expressing concern that India remains on 134th position on the Human Development Index, Ms Kumar said that the economists should focus on the revival of village economy as around 68.84 per cent of India's population lives in villages.

Ms Kumar also said that the world admires our country for its democracy and the way we run our economy. She said that when the super-powers of the world were reeling under a negative growth rate, India managed to retain a growth of 6-7 per cent. In this time of the global economic crisis, the world is looking upto India to show them the path of what needs to be done.

The Planning Commission Deputy Chairman Dr Montek Singh Ahluwalia says the country is aiming to achieve a growth rate of nine per cent during the 12th Five Year Plan. Speaking at a Seminar on the Approach to the 12th Plan in Kochi, Dr Ahluwalia said the focus of the plan period is to achieve a much faster, sustainable and inclusive growth in the country.

He said there is a need to pull more people out of agriculture sector and to focus on non-agricultural activities, such as manufacturing. He pointed out that if a large part of the population is left in such low productive sector such as agriculture, they will be deprived of the benefits of higher growth rate. Dr Ahluwalia said attempts should be made to curtail the growth of subsidies to achieve a growth rate of nine per cent. He said creation of employment opportunities, skill development of labour force, access to quality education, infrastructure development, curtailing energy requirements and efficient usage of water are important components of achieving inclusive growth.

In Uttar Pradesh, the nomination process is going on for third phase of assembly elections. The election for this phase will be held on 15th of February. Our correspondent reports that 58 nominations have so far been filed for this phase. 28th January is the last date for filing nominations.

The polling for this phase will be held on 11th February.

Meanwhile, the Election Commission is all set to celebrate National Voters Day, 25th January as a gala event in the state. Formation of 50-Kilometer long Human Chain, inauguration of Mobile Short Messaging Service and Voters' Web Search Engine will mark the occasion. The Commission's spokesperson Anita Meshram said that a state level function will be organised in Lucknow. The voters will be administered oath to vote in their respective constituencies. Though Manipur is a small state, in view of the difficult mountain terrains and bad road communication, the polling officials have to leave their headquarters much ahead of the polling date. In Assam, altogether 1695 militant cadres belonging to nine ethnic tribal ultra group today surrendered before the Union Home Minister P Chidambaram and the state Chief Minister Tarun Gogoi at a arms laying down ceremony held at Guwahati this morning. Addressing the function, Mr Chidambaram said that today was a historic day for peace and reconciliation in Assam. He said that all differences can be settled through peaceful negotiations. In the Kashmir valley, the body of one BSF sub-inspector, who was among seven personnel missing following an avalanche near Line of Control has been recovered. Five army jawans and two BSF personnel had gone missing after the avalanche occurred at Furkian top post in Fontier Kupwara district last night. A massive rescue operation involving helicopters and sniffer dogs was launched this morning to trace out missing jawans. During the rescue operations, body of the BSF Sub Inspector has been recovered till reports last came in.

He was talking to media persons after the National Bravery Award winner children called on him at his residence in New Delhi today. Women and Child Development Minister Krishna Tirath has called for a multi pronged strategy to prevent female foeticide in the country. In Madhya Pradesh, the state government has announced a series of welfare measures for street vendors. Our Bhopal correspondent reports that all the urban local bodies in the state will identify and develop specific places for the street vendors.

Addressing a meeting of street vendors at chief minister’s house in Bhopal yesterday, chief minister Shivraj Singh Chouhan said that Identity Cards will be provided to all the street vendors in the state in the next three months. Places identified for the business of street vendors in urban areas will be categorized into three zones. In order to enable street vendors to carry out their business smoothly, a scheme to provide them loan on lower interest rate will also be chalked out. भारतीय रिजर्व बैंक ने नकद आरक्षी अनुपात छह प्रतिशत से घटाकर साढे पांच प्रतिशत कर दिया। यह वह राशि है, जो बैंकों को नकदी में आर बी आई के पास अनिवार्य रूप से रखना आवश्यक है। यह फैसला २८ जनवरी से लागू हो जायेगा। इससे बैंकों को ३२ हजार करोड़ रूपये की नकदी मिलेगी और तरलता से जुडी समस्याओं का समाधान होगा। लेकिन मुद्रास्फीति से जुडी चिंतायें जारी रहने के चलते आर बी आई ने अल्पावधि का ऋण बैंकों को देने की अपनी ब्याज दर साढे आठ प्रतिशत पर ही अपरिवर्तित बनाये रखी है। आर बी आई गवर्नर डी सुब्बाराव ने तीसरी तिमाही की मौद्रिक नीति समीक्षा की घोषणा करते हुए कहा कि मुद्रास्फीति की दर अभी इस स्तर पर नहीं आई है कि ब्याज दरों में कटौती की जाय।वैश्विक आर्थिक वृद्धि की गति धीमी पडने और घरेलू स्तर पर नीतियों से जुडी समस्याओं को देखते हुए आर बी आई ने सकल घरेलू उत्पाद में २०११-१२ के दौरान वृद्धि के अपने अनुमान को भी सात दशमलव छह प्रतिशत से घटाकर सात प्रतिशत कर दिया है।श्री सुब्बाराव ने कहा कि आर्थिक वृद्धि और मद्रा स्फीति में संतुलन की दृष्टि से मौद्रिक नीति का दृष्टिकोण अब आर्थिक वृद्धि की तरफ झुक गया है । आर बी आई के गवर्नर ने यह भी कहा कि वित्तीय घाटे में बढोतरी , कच्चे तेल की कीमतें और रूपये में गिरावट मुद्रास्फीति के लिए प्रमुख चुनौतियां हैं।आज मुम्बई में उन्होंने कहा कि ब्याज दरों में कटौती कब होगी और कितनी होगी, कहना मुश्किल है। उन्होंने यह भी कहा कि सी.आर.आर. मौद्रिक नीति का एक भाग है और तरलता को स्थायी रूप से बढ़ाने में कारगर है।रिजर्व बैंक ने सीआरआर में कमी करके एक प्रकार से नकदी की उपलब्धता पर दबाव कम करने की कोशिश की है, जो मौजूदा मौद्रिक स्थिति के विपरीत नहीं हैं। भविष्य में ब्याजदरों में कब और कितनी कमी होगी ये बहुत सी बातों पर निर्भर करेगा।खाद्य मुद्रास्फीति पर श्री सुब्बाराव ने कहा कि पिछले दो महीनों में खाद्य मुद्रास्फीति में भारी गिरावट आई है।

मुंबई शेयर बाजार का सेंसेक्स २४४ अंक बढ़कर १६, ९९६ पर जा पहुंचा। नेशनल स्टाक एक्सचेंज का निफ्‌टी ८१ अंक बढ़कर पांच हजार १२७ पर बंद हुआ। रूपये में आज डालर के मुकाबले कोई परिवर्तन नहीं आया और एक डालर की कीमत ५० रूपये १० पैसे दर्ज हुई। सोना दिल्ली में ३० रूपये सस्ता होकर २७ हजार ९३० रूपये प्रति दसग्राम दर्ज हुआ। लेकिन चांदी ३१०० रूपये के उछाल से ५५ हजार ३०० रूपये प्रति किलो पर जा पहुंची।

निर्वाचन आयोग कल दूसरा राष्ट्रीय मतदाता दिवस मनाएगा। आयोग के स्थापना दिवस पर मनाए जाने वाले इस दिवस का मुख्य उद्देश्य ज्यादा से ज्यादा युवा मतदाताओं को चुनाव प्रक्रिया में भाग लेने के लिए प्रोत्साहित करना है। इस वर्ष आयोग ने बड़ी संख्या में महिला मतदाताओं को भी पंजीकृत करने पर जोर दिया है। मतदाता दिवस की पूर्व संध्या पर मुख्य चुनाव आयुक्त एस वाई कुरैशी ने कहा कि ज्यादा से ज्यादा युवा मतदाता वोट देने के लिए आगे आएं।

इलाहाबाद उच्च न्यायालय ने बहुजन समाज पार्टी के चुनाव चिन्ह हाथी की मूर्तियां ढकने के निर्वाचन आयोग के निर्देश को चुनौती देने वाली जनहित याचिका खारिज कर दी है। इससे पहले उच्च न्यायालय की एक खंडपीठ ने १६ जनवरी को सुनवाई पूरी होने पर इस मामले पर अपना फैसला सुरक्षित रखा था।उत्तर प्रदेश विधानसभा चुनावों को देखते हुए निर्वाचन आयोग ने सात जनवरी को यह आदेश दिया था कि विशेष रूप से राजधानी लखनऊ और गौतम बुद्ध नगर जिले में बहुजन समाज पार्टी अपने चुनाव चिन्ह हाथी की सभी मूर्तियों को ढक दे।

श्रीलंका में कोलंबो की एक जेल में कैदियों और जेल अधिकारियों के बीच हुई मुठभेड़ से तनाव की स्थिति बनी हुई है। खबरों के अनुसार कैदियों ने एक इमारत को आग लगा दी। आकाशवाणी की कोलंबो संवाददाता से बातचीत में जेल के कमिश्नर जनरल पी डब्ल्यू कोडीप्पली ने बताया कि घटना में २५ कैदी और चार जेल अधिकारी घायल हो गए।

The Reserve Bank of India today lowered the Cash Reserve Ratio, the amount of deposits that banks are required to keep in cash with the RBI, to 5.5 per cent, from 6 per cent, with effect from January 28. The Bank also decided to release 32,000 crore rupees into the system and ease liquidity problems. But the RBI kept its short-term lending rate unchanged at 8.5 per cent, in view of persisting inflationary concerns.

RBI Governor, D. Subbarao said, while unveiling the third quarterly monetary policy review, that based on the current inflation trajectory, it is premature to begin reducing the policy rate. He said that the policy actions taken in this monetary policy review are expected to ease liquidity conditions.

We expect that today's policy action and the guidance we have given, will result in the following three outcomes; First liquidity conditions will ease. Second, down side risks to growth will be mitigated and finally medium term inflation expectations will remain anchored on the basis of a credible commitment:- the low and stable inflation.

The RBI has also lowered its growth projection for 2011-12 to 7 per cent, from 7.6 per cent, in view of the global slowdown and domestic policy constraints. The Central Bank expects headline inflation to moderate to 7 per cent by March,though there are concerns over the persistently high prices.

The Allahabad High Court has dismissed the Public Interest Litigation challenging the Election Commission’s order of covering statues of Elephants put up by the Mayawati Government in Uttar Pradesh. A two judge Bench today dismissed the grounds on which the PIL was filed. In view of the Uttar Pradesh assembly elections the Election Commission had ordered on 7th of this month for covering of "Elephant Statues" mainly put up in the state capital Lucknow and in Gautam Buddhnagar district as the elephant is the BSP party symbol.

In Uttar Pradesh, the scrutiny of nomination papers for the second phase ended today. Our correspondent quoting official sources reports that the papers of a few independents and candidates of smaller parties were rejected on technical grounds. The nomination process continued for the third phase of assembly polls.

The 28th January is the last date for filing of nominations. Political leaders are campaigning for their party candidates for the first and second phase elections. In Uttarakhand, election campaign is in full swing. Star campaigners of all prominent political parties including Union finance minister and senior Congress leader Pranab Mukherjee, former BJP President Rajnath Singh are touring the state.

In Manipur, with only two days left for campaigning for the assembly elections, leaders and candidates belonging to various political parties are making frantic efforts to woo the voters. A report:

"In view of the prevailing law and order situation, strict vigil is being maintained across the state. The state government has also requested the army to open additional army posts in the hilldistricts particularly in Tamenglong following spurt in militant activities. Meanwhile, 135 polling personnel have left Churachandpur district headquarters along with poll materials for far flung and remote polling stations located at Bangai hill range on Assam-Mizoram border. In Punjab, addressing an election rally at Gurdaspur, Congress President Sonia Gandhi said that the Central Government had never discriminated in diverting funds to the state. Addressing a political rally at Jalandhar, Bharatiya Janta Party’s National President, Nitin Gadkari accused the Congress led UPA Government for rampant corruption and price rise in the country due to which inflation has risen.

The Election Commission will observe the National Voters' Day tomorrow. This will be the second Voters' Day celebration with the first ever observed last year. Observed on the foundation day of the Election Commission of India, the main purpose behind celebrating the day is to encourage young voters to participate more in the election process.

This year the Commission has also been emphasizing to enroll as many women voters as possible by running women specific campaigns. The Chief Election Commissioner of India, Mr. S.Y.Qureshi in his address on the eve of Voters' Day said the Commission's endeavour is to ensure that every eligible person should be enrolled.

In Assam, altogether 1695 militant cadres belonging to nine ethnic tribal ultra group today surrendered before the Union Home Minister P Chidambaram and the state Chief Minister Tarun Gogoi at Guwahati this morning. The militants also deposited about 200 arms at the function. Addressing the function, Mr Chidambaram stressed that there are no hurdles that can not be solved through peaceful talks. The Home Minister assured the surrendered militants that they will be treated as equal citizens.

In Odisha, one of the top Maoist has been arrested by police in Baragarh district. Dhiren Mahato alias Girish was arrested by a team of police personnel from Kharamunda village under Attabira police station over 350 km from Bhubaneswar during a search operation. Mahato was wanted in dozens of criminal cases both in Odisha and neighboring Jharkhand. The Police also arrested his aide Shankar Cherua alias Munda during the search operation.

In the Kashmir valley, the body of a BSF sub-inspector was recovered today who was among seven personnel missing following an avalanche near the Line of Control. Five army jawans and two BSF personnel had gone missing after the avalanche occurred at Furkian top post in Frontier Kupwara district last night.

External Affairs Minister S M Krishna today moved the Supreme Court seeking quashing of a private complaint and probe by the Lokayukt police against him over alleged illegal mining during his tenure as Karnataka Chief Minister from 1999 to 2004.

The petition filed by Krishna challenged the January 20 decision of the Karnataka High Court by which his plea for quashing the private complaint and proceedings ordered by the Lokayukt Special Court against him was declined.

The petition, contended that the Cabinet decision was a collective one taken by 34 ministers and an individual cannot be held responsible for it. The high court had ordered that the investigation should continue into offences relating to de-reservation of forest area in the mineral-rich fragile zones.

The Union Cabinet today approved renaming of the Mana Airport at Raipur in Chattisgarh as the Swami Vivekanand Airport, Raipur. The decision was taken at the Cabinet meeting chaired by Prime Minister Dr Manmohan Singh in New Delhi. Swami Vivekanand, spent a major part of his life in Raipur.
