केन्द्र करीब दस करोड़ शहरी गरीबों के लिए रोजगार के अवसर सृजित करेगा। केन्द्रीय आवास और शहरी गरीबी उन्मूलन मंत्री कुमारी शैलजा ने कल नई दिल्ली में कहा कि सरकार ने कौशल सुधार, उद्यम विकास और रियायती दरों पर ऋण उपलब्ध कराने जैसे मसलों को सुलझाने के लिए राष्ट्रीय शहरी आजीविका मिशन का प्रस्ताव रखा है। कुमारी शैलजा ने कहा कि यह मिशन १२वीं पंचवर्षीय योजना में लागू किया जाएगा और यह १९९७ में लागू स्वर्ण जयंती शहरी रोजगार योजना का स्थान लेगा। उन्होंने कहा कि यह मिशन रोजगार के अवसरों और शहरों में आर्थिक विकास की वजह से सृजित स्वरोजगार के अवसरों का लाभ उठाने में शहरी गरीबों की मदद करेगा।-
उच्चतम न्यायालय ने सरकार से कहा है कि भारतीय जेलों में बंद उन विदेशी नागरिकों को रिहा किया जाए जो सजा पूरी कर चुके हैं। न्यायालय ने सरकार को ऐसे कैदियों को एक महीने के भीतर उनके देश भेजने का निर्देश दिया है। उच्चतम न्यायालय की खण्डपीठ ने कहा कि लम्बे समय तक विदेशी नागरिकों को कैद रखना अनुच्छेद २१ के तहत विदेशी नागरिकों सहित देश के हर व्यक्ति को मिलने वाले जीवन और स्वतंत्रता के संवैधानिक अधिकार का उल्लंघन है। जम्मू कश्मीर, राजस्थान और मध्यप्रदेश की जेलों सहित देश की विभिन्न जेलों में तीन सौ ६५ ऐसे विदेशी नागरिक कैद हैं जिनकी सजा पूरी हो चुकी है।-
उत्तर प्रदेश विधानसभा चुनाव के चौथे चरण की अधिसूचना जारी होने के साथ ही आज से नामांकन पत्र दाखिल करने का सिलसिला शुरू हो रहा है। इस चरण में लखनऊ, फैजाबाद, कानपुर, चित्रकूट धाम और इलाहाबाद मंडलों के ग्यारह जिलों की ५६ सीटों पर १९ फरवरी को मतदान होगा। इस चरण के लिए एक फरवरी तक नामांकन पत्र दाखिल किये जा सकेंगे। दूसरे चरण के चुनाव के लिए ५७ नामांकन रद्द कर दिए गए हैं। ११ फरवरी को होने वाले चुनाव के लिए अब एक हज+ार एक सौ चवालीस उम्मीदवार मैदान में रह गये हैं और शुक्रवार को नाम वापस लेने का आखिरी दिन है। हमारे संवाददाता ने बताया कि पिछले २४ घंटों में निर्वाचन अधिकारियों ने ६१ प्राथमिकियां दर्ज की हैं, जबकि आदर्श आचार संहिता के उल्लंघन की पांच हजार से ज्यादा शिकायतों पर 'निर्वाचन आयोग ने राज्य के राष्ट्रीय राजधानी क्षेत्र के अपर पुलिस महानिदेशक वोरा रवात के पुलिस महानिरीक्षक और गोंडा के जिला अधिकारी को हटा दिया है। तीसरे चरण के चुनाव के लिए अब तक २५९ नामांकन पत्र भरे गए हैं। ५६ विधानसभा क्षेत्रों में नामांकन की अंतिम तारीख २८ जनवरी है। कले धन के खिलाफ चलाये जा रहे अभियान तहत पुलिस ने कानपुर, गोंडा और कोशांबी जिलों में लगभग ३६ लाख रुपये बरामद किये हैं और जांच के लिए सात लोगों हिरासत में लिया है। सुनील शुक्ल आकाशवाणी समाचार लखनऊ।'

निर्वाचन आयोग पंजाब विधानसभा चुनाव स्वतंत्र और निष्पक्ष ढंग से कराने के लिए तैयार है। पंजाब की विशेष निर्वाचन अधिकारी ऊषा शर्मा ने चंडीगढ़ में बताया कि आने वाले दिनों में आयोग शराब और मादक पदार्थों की अवैध आमद रोकने के लिए और ज्यादा सतर्कता बरतेगा। इस बीच राज्य से तीस करोड़ चौंसठ लाख तिरानवे हजार रुपये की बेहिसाबी नकदी जब्त की गई है और इसे आयकर विभाग को भेज दिया गया है। इस बीच, पंजाब में चुनाव प्रचार चरम पर पहुंच चुका है। कांग्रेस और भारतीय जनता पार्टी के राष्ट्रीय नेताओं ने कल राज्य के विभिन्न स्थानों पर रैलियों को संबोधित किया। सभी पार्टियों के कार्यकर्ता घर-घर जाकर प्रचार कर रहे हैं। हमारे संवाददाता ने बताया है कि राज्य में इस बार युवा मतदाताओं को शामिल करने के लिए विशेष अभियान चलाया गया।'पंजाब में इस महीने की दो से चार तारीख तक एक जनवरी को १८ वर्ष के होने वाले युवकों को मतदाता सूची में अपना नाम दर्ज करवाने के लिए विशेष समय दिया गया था और मतदाताओं की गिणती बढ़कर एक करोड़ ७६ लाख से ऊपर हो गई। चुनाव लड़ रहे प्रत्याशियों में से केवल बीस प्रत्याशी २६ से ३३ वर्ष की आयु वर्ग में है। सीपीआई की प्रत्याशी २६ वर्षीया चरणजीत सिंह सबसे कम उम्र के प्रत्याशी हैं। रातनीतिक दलों ने भी अपने चुनाव घाषणा प्रत्रों में युवकों के लिए विशेष वादे किये हैं। जसविन्द्र सिंह रंधावा आकाशवाणी चंडीगढ़।'

उत्तराखंड में स्वतंत्र और निष्पक्ष चुनाव कराने के लिए तैयारियां अंतिम चरण में पहुंच गई हैं। राज्य में विधानसभा की ७० सीटों के लिए ३० जनवरी को वोट डाले जाएंगे। सीमावर्ती जिलों पिथौरागढ़, चमौली और उत्तरकाशी के दूर दराज के मतदान केन्द्रों के लिए विशेष प्रबंध किये गए हैं। मुख्य निर्वाचन अधिकारी राधा रतूड़ी ने बताया कि चुनाव आयोग ने ऐसे मतदाताओं के लिए भी प्रबंध किये हैं जो मतदान केन्द्र पहुंचने के बावजूद मतदान नहीं करते।'श्रीमती रतूड़ी के अनुसार इस तरह के मामलों में पीठासीन अधिकारी मतदाता के हस्ताक्षर या अंगूठे का निशान एक विकट रजिस्टर में लेगा और वही मतदाता का मंतव्य भी दर्ज करेगा। इन मतदाताओं की गिनती मतदान करने वालों के साथ की जाएगी। इस बीच समूचे प्रदेश में ईवीएम में उम्मीदवारों की सूची सेट करने का काम अंतिम दौर में है। उधर, आयोग की आचार संहिता का अनुपालन में सख्ती का असर चुनाव प्रचार पर भी दिख रहा है। राघवेश पांडेय आकाशवाणी समाचार देहरादून।'

मणिपुर में विधानसभा चुनाव को देखते हुए पुलिस और सुरक्षा बल उग्रवादियों के तलाशी अभियान में जुटे हुए हैं। पुलिस ने कई संदिग्ध इलाकों में धरपकड़ की और चार जिलों में सघन खोज की। मणिपुर में २८ जनवरी को मतदान होना है। कल शाम चार बजे चुनाव प्रचार समाप्त हो जाएगा।-
निर्वाचन आयोग आज दूसरा राष्ट्रीय मतदाता दिवस मना रहा है। आयोग के स्थापना दिवस पर मनाए जाने वाले इस दिवस का मुख्य उद्देश्य ज्यादा से ज्यादा युवा मतदाताओं को चुनाव प्रक्रिया में भाग लेने के लिए प्रोत्साहित करना है। इस वर्ष आयोग ने बड़ी संख्या में महिला मतदाताओं को भी पंजीकृत करने पर जोर दिया है। आयोग ने सभी राज्यों और केन्द्रशासित प्रदेशों के मुख्य चुनाव अधिकारियों को निर्देश दिया कि १८ वर्ष की आयु वाले युवाओं का पंजीकरण करे। मुख्य चुनाव आयुक्त एस वाई कुरैशी ने कहा कि ज्यादा से ज्यादा युवा मतदाता वोट देने के लिए आगे आएं।'हम ये कोशिश कर रहे हैं। हर व्यक्ति १८ साल से ऊपर होते ही वोटर लिस्ट में शामिल हो और जिन वोटरों का नाम वोटर लिस्ट में शामिल है। वो मौका आने पर सभी इलेक्शनों में वोट जरूर डाले। इस तरह हम अपने नुमायन्दों को चुनने के लिए संविधान के जरिए दिये गए सबसे बड़े उपहार का इस्तेमाल करके लोकतंत्र की जड़ों को मजबूत करेंगे।'

मिस्र के सैनिक शासकों ने देश से आपात स्थिति आंशिक तौर पर हटाने की घोषणा की है। यह फैसला क्रांति की पहली वर्षगांठ के मौके पर आज से लागू हो रहा है। पिछले साल हुस्नी मुबारक की सरकार का तख्तापलट कर दिया गया था। आपात स्थिति के दौरान पुलिस को व्यापक शक्तियां दी गई थीं। पिछले साल की क्रांति की अगुआई करने वाले विपक्षी नेता और कार्यकर्ता आपात स्थिति पूरी तरह हटाने और सेना की जेलों में बंद नागरिकों की रिहाई की मांग कर रहे हैं। सत्तारूढ़ सैन्य परिषद ने क्रांति की पहली वर्षगांठ के मौके पर कई उपायों की घोषणा की है। आज राष्ट्रीय अवकाश घोषित किया गया है। सशस्त्र बल काहिरा के तहरीर चौक में आज से २८ जनवरी तक कई आयोजन करेंगे।-
राष्ट्रपति प्रतिभा देवी सिंह पाटिल आज ६३वें गणतंत्र दिवस की पूर्व संध्या पर राष्ट्र को संबोधित करेंगी। इसे आकाशवाणी के सभी चैनलों से शाम सात बजे से हिन्दी और अंग्रेजी में प्रसारित किया जाएगा। राष्ट्रपति का संबोधन दूरदर्शन के सभी चैनल भी इसी समय प्रसारित करेंगे। इसे आकाशवाणी के सभी क्षेत्रीय चैनलों पर रात साढ़े नौ बजे से क्षेत्रीय भाषाओं में प्रसारित किए जाएगा। इस कारण क्षेत्रीय भाषाओं के राष्ट्रीय समाचार बुलेटिनों के प्रसारण समय में फेरबदल किया गया है।-

The Centre will create job opportunities for the nearly 100 million urban poor. Union Minister for Housing and Urban Poverty Alleviation Kumari Selja said in New Delhi yesterday that the Government has proposed a National Urban Livelihoods Mission (NULM) to address issues related to urban poverty like skill upgradation, entrepreneurship development and providing credit at affordable rates.
She said the mission, to be launched in the 12th Five Year Plan, will replace the Swarna Jayanti Shahari Rojgar Yojana (the SJSRY) started in 1997.
The Minister said that the NULM will help the urban poor in utilising the opportunities of wage employment and self employment created by economic growth in urban areas. She added that all programmes and policies for the poor in urban areas will be converged under the NULM so that benefits could reach the targeted section.

The Supreme Court has criticized the Union government for total inaction in dealing with the prolonged incarceration of several foreign nationals in Indian jails despite them having completed their sentences. The court directed the government to repatriate them within a month.
A bench of the apex court noted that prolonged detention of foreign nationals was violative of the constitutional right of life and liberty granted under Article 21 to every person in the country, including foreign nationals. It said infraction of this right cannot be condoned by the courts.
There are 365 foreign nationals lodged in different jails including in Jammu and Kashmir, Rajasthan and Madhya Pradesh who have completed their sentences ranging from one to 10 years.

The Election Commission is observing "National Voters Day" today. This is the second Voters' Day celebration. The main purpose of celebrating this day is to encourage more young voters to participate in the election process. This year the Commission has also emphasized enrolling as many women voters as possible by running women specific campaigns. The Chief Election Commissioner of India, Mr. S. Y. Quraishi in his address said that efforts are on to enroll every eligible voter in the country.
"Through consistent efforts we have achieved an electoral roll of 75 crore voters. Following the recently concluded roll revision exercise, we know that quite a few eligible people are still not covered, unreached, unwilling and indifferent. Our endeavor is to ensure that every eligible person should be enrolled."

In Punjab, the Election Commission is fully geared up to holding free and fair elections in the state. Special Chief electoral officer of Punjab Usha Sharma said in Chandigarh that in the coming days the Commission will be more vigilant to ensure a check on the flow of liquor and drugs which can sway the voters.
Meanwhile, unaccounted cash worth 30 Crore 64 lakh 93 thousand rupees has been seized in the state and it has been referred to Income Tax Department. Liquor, poppy husk and other drugs are being seized in the state at different places on a daily basis. Our correspondent reports that the Commission has received 2400 complaints of violation of the Model Code of Conduct out of which 1,510 have been resolved.
Youth have a special role to play during this election as two lakh youths got themselves registered as voters from January 2 to 4 this year before final publication of voter list. During this period youths who attained the age of 18 on January 1st were given a chance to get themselves registered as voters. During these days, the number of voters have gone up from one crore 74 lakh to one crore 76 lakh. Among the candidates, 20 are in the age group of 26 to 33 years of age. In Manipur, the police and security forces are continuing their operations to flush out militants from the valley areas of the state. The Police raided several suspected areas and search operations were conducted in the four valley districts for smooth conduct of the forthcoming state assembly elections. "In view of the sudden spurt of violence, police and security forces have intensified search operations at suspected locations across the state. Inspector General of Manipur Police(Operations) L K Haokip told that such operations will continue till the polling process is over. The houses of five Congress workers were attacked with gunshots last night in Imphal East while one Congress worker was kidnapped in the hill district of Tamenglong. Manipur goes to poll on the 28th of this month and election campaign will end tomorrow at 4 PM, Ibomcha Sharma, AIR News, Imphal.

In Uttar Pradesh, the nomination process begins today for the fourth phase of Assembly Elections with the issuance of notification. Our Lucknow correspondent reports that 56 Assembly segments spread over 11 districts from Lucknow, Faizabad, Kanpur, Chitrakoot Dham and Allahabad divisions will go for polling in this phase on the 19th of next month.
The Election Commission has removed three senior officers including Additional Director General NCR region, District Magistrate Gonda and Inspector General Moradabad range. 57 nomination papers have been rejected filed for second phase of elections in scrutiny. A total of 1144 candidates are left in the fray for February 11 polling in 59 segments and January 27 is the last date for withdrawal of nominations. 249 candidates have filed their nominations for the third phase of elections in 56 assembly segments till now. Police has recovered unaccounted cash of 36 lakh rupees from Kanpur, Gonda and Kaushambi districts during ongoing drive against black money in the past 24 hours. Khamliana of Mizoram and Mohammed Abdul Bari of Odisha have been jointly selected for the prestigious National Communal Harmony Award for 2011 in the individual category. The award is given for promoting communal harmony and national integration and carries a cash prize of two lakh rupees and a citation. An official announcement in New Delhi said the names of Khamliana and Bari were selected by a jury headed by Vice-President Hamid Ansari.

India has sought the help of Myanmar in reigning in north-east insurgent groups which are planning large scale disturbances in the upcoming Manipur Assembly polls. Home Secretary R K Singh, who led the country's delegation at the 17th National Level Meeting between India and Myanmar last week, mentioned the camps and training facilities for Indian insurgent groups on Myanmar soil and sought its cooperation in dealing with them. In a statement, the Home Ministry said the leader of the Myanmar delegation, Deputy Home Minister Brig Gen Kya Zan Myin, assured that the country would never allow insurgents to use its territory to engage in any hostile activities against its neighbour India.

In Egypt, the military rulers have declared partial lifting of emergency in the country. The move comes into effect from today- the first anniversary of the 25th January revolution which saw the overthrowing of the decades long Mubarak regime in the country a year ago. The emergency laws gave sweeping powers to the police to arrest and prosecute anyone on charges of Thuggery. The opposition and the activists who led 25th January uprisings last year in Egypt have been campaigning for the total removal of emergency laws and release of all civilians in military jails.
The ruling military Council has announced a series of measures on the first anniversary celebrations of the revolution. The 25th January is now a national holiday. The Armed forces will hold celebrations from the 25th to the 28th of January in Cairo’s Tahrir Square.

Syria's state-run news agency Sana reports that Syria has agreed to extend the mandate of the Arab League observer mission by a month. Foreign Minister Walid Muallem had informed the Secretary General of the League of the Syrian government's decision. The group will now continue its work until the 23rd of February. The mission was set up in late December to monitor Damascus' compliance with a League plan to end the bloodshed in Syria.

In the Australian Open Tennis tournament at Melbourne, the sixth seeded Indo-Russian pair of Sania Mirza and Elena Vesnina will today clash with the Russian duo of Svetlana Kuznetsova and Vera Zvonareva in the Women’s Doubles semi-finals. Sania and Elena, yesterday, stunned the second seeded American pair of Liezel Huber and Lisa Raymond 6-3, 5-7, 7-6.
In Men’s Doubles Quarterfinals, the Indo-Czech pair of Leander Paes and Radek Stepanek will take on the American-Brazilian combine of Eric Butorac and Bruno Soares, while in the Mixed Doubles, the Indian pair of Mahesh Bhupathi and Sania Mirza will meet the English-American combine of Colin Fleming and Liezel Huber for a place in the semi-finals.

- The Sensex jumping to a 10-week high of 16,995 points is noticed by the Mail Today and the Hindustan Times. "New Year, new beginnings", writes the Mail Today. The Hindustan Times Business writes "Back in Growth Mode", all the doomsayers have been taken aback by the ferocity of the stock market rally in 2012.
- The Indian Express writes - "In an unprecedented disciplinary action, four of the biggest names in the 'space' community - including former Chairman of ISRO, G. Madhavan Nair, have been barred from occupying any government post, current or future - for their role in the Antrix - Devas deal, allegedly allotting S Band frequencies for Radio Waves to a private company.
- The Times of India reports that new Bureau of Energy Efficiency norms - calling for greater investment in making products that consume less power - will surely raise the prices of goods like refrigerators and air-conditioners.
