तेलंगाना राष्ट्र समिति-टी.आर.एस. ने कांग्रेस में विलय की संभावना से इंकार किया है, लेकिन पार्टी ने कांग्रेस के साथ गठबंधन का विकल्प खुला रखा है। टी.आर.एस. ने किसी भी पार्टी से गठबंधन पर विचार के लिए श्री केशव राव की अध्यक्षता में वरिष्ठ नेताओं की एक समिति गठित की है। पार्टी अध्यक्ष के चंद्रशेखर राव ने कल दिन भर चली पार्टी की आम सभा की बैठक के बाद देर रात हैदराबाद में यह जानकारी दी।  उन्होंने सीमांध्र प्रदेश को विशेष दर्जा देने संबंधी अध्यादेश लाने, और तेलंगाना को इससे वंचित रखने के लिए कांग्रेस और केंद्र की यूपीए सरकार की आलोचना की।

उधर, कांग्रेस प्रवक्ता अभिषेक मनु सिंघवी ने कहा है कि गठबंधन पर कोई अंतिम फैसला अभी नहीं लिया गया है।

आंध्र प्रदेश में पूरा देश जानता है कि तेलंगाना के विषय में और सीमांध्र में संतुलन रखने के विषय में कांग्रेस से ज्यादा भरसक और सदैव प्रक्रिया अगर की है कानूनी और एडमिनिस्ट्रेटिव और राजनीतिक तो किसी पार्टी ने नहीं की है। उसके आधार पर जो सबसे प्रभावशाली व्यापक गठबंधन हो सकेगा, उसकी तरफ हम अग्रसर हैं। अंतिम निर्णय अभी कुछ नहीं हुआ है।

उच्चतम न्यायालय ने कहा है कि वह राजनेताओं को नफरत फैलाने वाले भाषण देने से रोकने के मामले में हस्तक्षेप नहीं करेगा। एक जनहित याचिका पर सुनवाई के दौरान न्यायालय ने कहा कि भारत १२८ करोड़ लोगों का देश है और इतनी ही राय हो सकती हैं। उनका कहना था कि यह लोकतंत्र की परिपक्वता का प्रतीक है। हो सकता है कि जो व्यक्ति ऐसा भाषण दे रहा हो, उसे यह नफरत फैलाने वाला भाषण नहीं लगता। याचिका में उच्चतम न्यायालय से निर्वाचन आयोग को यह निर्देश देने को कहा गया था कि वह राजनेताओं को नफरत फैलाने वाले भाषण देने और मतदाताओं को लुभाने वाले वायदे करने से रोके। न्यायालय ने कहा कि इस मामले में उसका कोई भी आदेश बोलने की आज+ादी का उल्लंघन होगा।

उच्चतम न्यायालय के पूर्व न्यायाधीश के टी थॉमस ने लोकपाल खोज समिति के प्रमुख का पद संभालने के प्रस्ताव से इंकार कर दिया है। श्री थॉमस ने कहा कि उन्होंने प्रधानमंत्री कार्यालय को इस संबंध में पत्र लिखा है।

श्री थॉमस ने कहा कि खोज समिति को, लोकपाल चयन समिति के पास नामों की सिफारिश करनी है, लेकिन उन्हें स्वीकार किया जाएगा या नहीं यह निश्चित नहीं है। इसलिए इस खोज समिति की आवश्यकता नहीं है।

मेरा कोई वैचारिक मतभेद नहीं है। मेरा मानना है कि यह जब सीधे चयन समिति ही कर सकती है, तो फिर इसे खोज समिति के माध्यम से क्यों किया जाए। मैंने यह भी कहा है कि इस पद के लिए आवेदन आमंत्रित करना मुझे सही नहीं लगता।

इससे पहले जाने माने वकील फली नरीमन ने भी लोकपाल खोज पैनल का सदस्य बनने से इंकार कर दिया था।

इस बीच, भारतीय जनता पार्टी ने कहा है कि न्यायमूर्ति थॉमस के इंकार से सरकार को नीचा देखना पड़ेगा।

भाजपा के आरोपों का खंडन करते हुए कांगे्रस प्रवक्ता अभिषेक मनु सिंघवी ने कहा कि केन्द्र को कुछ नीचा नहीं देखना पड़ेगा, क्योंकि लोकपाल एक वैधानिक संस्था है।

खोज समिति के प्रमुख का पद संभालने के लिए किसी के सहमति देने या न देने का सरकार से कोई लेना देना नहीं है और न ही उस पर कोई आक्षेप है। क्योंकि अगर वह यह पद संभालते तो एक वैधानिक संस्था के सदस्य होते, ना कि किसी सरकारी संस्था के।

स्टूडेंट्स इस्लामिक मूवमेंट ऑफ इंडिया-सिमी पर लगे प्रतिबंध की वैधता की जांच करने के लिए सरकार ने दिल्ली उच्च न्यायालय के न्यायाधीश सुरेश कैत की अध्यक्षता में न्यायाधिकरण का गठन किया है। गैरकानूनी गतिविधि निरोधक अधिनियम के अनुसार, सरकार की ओर से प्रतिबंध की अधिसूचना जारी होने के छह महीने के भीतर, उच्च न्यायालय के न्यायाधीश की अध्यक्षता वाले न्यायाधिकरण से उसकी पुष्टि करानी होती है। यह न्यायाधिकरण सिमी के खिलाफ सबूतों की जांच के लिए देश भर का दौरा करेगा। सरकार ने कहा है कि सिमी के सदस्य महाराष्ट्र, आंध्र प्रदेश, गुजरात और मध्य प्रदेश में गैर-कानूनी गतिविधि में शामिल है। सिमी के कई सदस्य आतंकवाद के आरोप में जेल में बंद है और न्यायाधिकरण राज्य पुलिस द्वारा जुटाए गए सबूतों की जांच करेगा।

बंगाल की खाड़ी के देशों के बीच बहुक्षेत्रीय तकनीकी और आर्थिक सहयोग से संबद्ध पहल यानी ÷÷बिम्सटेक'' के सदस्य देशों की शिखर बैठक अब से कुछ देर बाद म्यामां की राजधानी ने पी डौ में हो रही है। इसमें कुछ सहमति ज्ञापनों और समझौता पत्रों पर हस्ताक्षर होंगे और नेपाल को बिम्सटेक की अध्यक्षता सौंपी जाएगी। शिखर सम्मेलन में तीसरी बिम्सटेक शिखर सम्मेलन घोषणा को भी मंज्+ाूरी दी जाएगी और श्रीलंका के दूत सुमित नकदाला को बिम्सटेक का पहला महासचिव नियुक्त किया जाएगा।

प्रधानमंत्री मनमोहन सिंह, शिखर सम्मेलन के दौरान श्रीलंका के राष्ट्रपति महिंदा राजपक्षे और बंगलादेश की प्रधानमंत्री शेख हसीना के साथ आज मुलाकात करने वाले हैं। वे शाम को म्यामां से स्वदेश रवाना होने से पहले भूटान के प्रधानमंत्री और म्यामां में नेशनल लीग फॉर डेमोक्रेसी की अध्यक्ष आंग सांग सू ची से भी मिलेंगे।

भारत, रॉल्स रॉयस कम्पनी पर रिश्वत देने के आरोपों की जांच के बारे में ब्रिटेन से जानकारी लेगा। रक्षा मंत्रालय के सूत्रों ने कहा है कि हिन्दुस्तान एयरोनॉटिक्स लिमिटेड से भी कहा गया है कि वह लंदन स्थित रॉल्स रॉयस कम्पनी से उस रकम की वसूली करे, जो उसने अपने कमीशन एजेंट को दी थी।

रक्षा मंत्री ए.के. एंटनी, हिन्दुस्तान एयरोनॉटिक्स को विमान इंजन सप्लाई करने के दस हज+ार करोड़ रुपये के सौदे में रिश्वत दिए जाने के आरोपों की जांच सी.बी.आई. से कराने का आदेश दे चुके हैं। इस सौदे के तहत २००७ से २०११ के बीच हॉक ट्रेनर और जागुआर लड़ाकू विमान के लिए इंजन सप्लाई किए जाने थे।

इलाहबाद उच्च न्यायालय की लखनऊ पीठ ने उत्तर प्रदेश सरकार को आपराधिक रिकॉर्ड वाले सभी २८८ व्यक्तियों को उपलब्ध कराए गए हथियारबंद सुरक्षाकर्मियों को दस दिन के भीतर वापस बुलाने को कहा है। न्यायमूर्ति इम्तियाज मुर्तज+ा और न्यायमूर्ति डी के उपाध्याय की पीठ ने कहा है कि सुरक्षा वापस लेने के बाद जिन व्यक्तियों को वास्तव में कोई खतरा है, उनके लिए अलग से आदेश पारित किया जा सकता है। एक जनहित याचिका पर सुनवाई करते हुए न्यायालय ने राज्य सरकार को सलाह दी कि जिन लोगों के पास हथियारों के लाईसेंस हैं, उन्हें सुरक्षा उपलब्ध नहीं कराई जाए।

सहारा प्रमुख सुब्रत रॉय को आज दोपहर दो बजे उच्चतम न्यायालय में पेश किया जाएगा। श्री रॉय को कल लखनऊ से सड़क के रास्ते दिल्ली लाया गया था। अपनी दो कंपनियों द्वारा निवेशकों के बीस हजार करोड़ रूपये नहीं लौटाने के कारण अवमानना के मुकद्दमे की सुनवाई के दौरान श्री रॉय २६ फरवरी को उच्चतम न्यायालय में पेश नहीं हुए थे। न्यायालय ने इस पर श्री रॉय की गिरफ्तारी का आदेश दिया था। पिछले शुक्रवार को श्री रॉय के समर्पण करने के बाद उत्तर प्रदेश पुलिस ने उन्हें गिरफ्तार कर लिया था।

भारत ने पोलियो प्रभावित सात देशों अफगानिस्तान, इथियोपिया, सीरिया, केन्या, सोमालिया, नाइजीरिया और पाकिस्तान से आने वाले पर्यटकों के लिए पोलियो खुराक लेना अनिवार्य कर दिया है ताकि इन देशों से पोलियो का वायरस देश में न आने पाये। इन देशों से आने वाले पर्यटकों को प्रस्थान से छह हफ्‌ते पहले पोलिया की खुराक लेना जरूरी होगा। भारत से इन देशों में जाने वाले सभी पर्यटकों को भी यह खुराक लेनी होगी, क्योंकि पहली मार्च से पोलियो टीकाकरण का नया कानून प्रभावी हो गया है।

The Telangana Rashtra Samiti, TRS has ruled out its merger with the Congress. However, the party is open to an alliance with the Congress for the coming Lok Sabha elections. The TRS has decided to form a committee of senior leaders headed by Keshav Rao to look into the issue of alliances. This was disclosed by the Party President K Chandrashekhar Rao in Hyderabad last night after a day-long meeting of the General Body of the party. Mr Rao said, the general body meeting unanimously decided not to merge the TRS with the Congress. He also criticised the Congress and the UPA government at the Centre for bringing in an ordinance giving a special category status to the residuary state while denying the same to the new state of Telangana. Mr Rao said, this is an undemocratic move which will be challenged in the Supreme Court. He has also opposed making Hyderabad the joint capital.

Congress President Sonia Gandhi has asked party MPs to go to the Lok Sabha polls with confidence. Addressing MPs at a dinner she hosted at her residence last night, Mrs Gandhi asked MPs to be battle ready for the next Lok Sabha polls. At least 100 MPs talked to Mrs Gandhi during dinner. Due to hectic engagements over Telangana issue, Mrs Gandhi was unable to have an interaction with party MPs during the just-concluded winter session of Parliament, as there was no valedictory dinner meeting of the parliamentary party . It was, therefore, a kind of farewell meeting with Lok Sabha MPs as Sonia and Rahul Gandhi walked up to the dinner tables of MPs and chatted with them.

Former Supreme Court Judge K T Thomas has turned down the offer to head the Lokpal Search Committee. Speaking to a news agency over the phone, Mr. Thomas said he has written to the Prime Minister's Office, expressing his disinclination to head the Lokpal Search Committee.

The former Judge said, the Search Committee was to recommend names to the Select Committee which may or may not accept those names. So, it was not worthwhile having this Search Committee and that is the reason why he turned down the offer.

I don't have any ideological difference.  I thought work can be done by the Selection Committee directly, why should it be routed through a search committee.  I also mentioned that inviting applications for this post is not appreciable by me.

Meanwhile, the BJP described the resignation of Justice Thomas from the Lokpal Committee Search Panel as an embarrassment to the government. Refuting the BJP's allegations the Congress said the resignation is in no way an embarrassment to the Centre as the Lokpal is a statutory body not an executive one.  Congress party spokesperson Abhishek Manu Singhvi said Justice Thomas should have registered his resentment during the last Parliament proceedings when the Lokpal structure was discussed.

Giving or not giving consent has no connection or no comment on the government in any manner, for the simple reason that if they were to say yes, they would be numbers, not any government body, but over statutory body.

Supreme Court has said it will not intervene in the bid stop politicians from delivering hate speeches. Hearing a PIL, the apex court said, India is a country of 128 crore people and there may be 128 crore views. This is the maturity of a democracy. For a person making such a speech, it may not be a hate speech. The PIL had sought the Supreme Court's direction to the Election Commission to stop politicians from making hate speeches and promises designed to influence voters. The apex court said that an order from them on hate speeches would amount to an infringement of the right to free speech.

The Supreme Court has issued notices to the Centre and all the states on a PIL to declare HIV affected children as disadvantaged group under the Right to Education Act. The notices come in order to ensure that such children get education without discrimination.

A Bench headed by Justice B S Chauhan also sought a response from the government on the plea of an NGO seeking framing of guidelines to prevent any kind of discrimination towards students due to their HIV status or that of their parents or guardians. The petition said, the confidentiality of the HIV-positive status of the children is being routinely breached, leading to violation of their right to privacy.

The Lucknow Bench of the Allahabad High Court has asked Uttar Pradesh government to withdraw the gunners provided to all 288 persons with criminal antecedents within ten days. The bench comprising justices Imtiyaz Murtaza and DK Upadhyaya said that after withdrawal of security cover, separate orders may be passed for those persons who have actual threat of any nature. Acting on a PIL, the court advised the state government to refrain from giving security to those having an arms licence. The court directed the state government to make its position clear in the matter. The case will come up for further hearing on the 7th of next month.

Heads of governments of BIMSTEC nations will meet in Myanmar's capital Nay Pyi Taw this morning. They will adopt the 3rd BIMSTEC Summit Declaration. Three Memoranda of Agreements are expected to be signed. These are establishment of a Permanent Secretariat at Dhaka, establishment of a Weather and Climate Centre in India, and a Cultural Industries Commission in Bhutan.

Prime Minister Manmohan Singh and his Nepalese counterpart Sushil Koirala had a bilateral meeting last evening. India promised all possible assistance to Nepal in the areas of economic development, institution building and consolidation of democracy. External Affairs Minister Salman Khurshid told reporters that India has offered to train the doctors at the trauma centre in Kathmandu which is going to become operational very soon.

Dr Manmohan Singh also held meeting with Myanmar's President Thein Sein. Dr. Singh reiterated the priority and importance that India attaches to its relations with Myanmar.

Russian Foreign Minister Sergei Lavrov has harshly criticised threats of sanctions and boycotts over his country's role in the crisis in Ukraine. Mr Lavrov said at the opening of the UN Human Rights Council in Geneva that those who try to interpret the situation as a type of aggression and threaten sanctions and boycotts, are the same ones who have consistently encouraged Ukrainians to refuse dialogue.            

Meanwhile,  US Vice President Joe Biden called on Russian Prime Minister Dmitry Medvedev. The Vice President urged Russia to pull back its forces, support the immediate deployment of international monitors to Ukraine, and begin a meaningful political dialogue with the Ukrainian government.

India has made oral polio vaccination immunization mandatory for travellers coming from seven polio affected countries with a view to prevent  polio virus from entering the country.  These countries are Afghanistan, Ethiopia, Syria, Kenya, Somalia, Nigeria and Pakistan. An official release said, all travelers coming from these countries to India would need to take the Oral Polio Vaccine six weeks before departure from their country.

 In Uttar Pradesh, the agitating medicos have refused to end their stir unless cases slapped against doctors are withdrawn and action against SSP Kanpur and MLA Irfan Solanki is taken. A court in Kanpur had granted bail to all the arrested doctors on Monday. More from our correspondent.

Due to ongoing strike, twenty six patients have reportedly lost their lives in the state so far because they could not get medical aid on time. More than three hundred serious patients had to return from King George Medical University of Lucknow on Monday where OPDs and operation theaters were locked by junior doctors. The stir is all set to intensify more from today as private doctors and Indian Medical Association have said to shut down the services in solidarity with their agitating counterparts. Sahara chief Subrata Roy will be produced before the Supreme Court at 2 PM today. He was brought to Delhi from Lucknow yesterday for this purpose. The order to arrest Roy was issued on February 26 for his failure to appear before the apex court in a contempt case arising out of non-refund of 20,000 crore rupees to investors by two of his companies. Roy surrendered last Friday and was arrested by the Uttar Pradesh Police.

The government has set up a tribunal headed by Delhi High Court Judge Justice Suresh Kait to examine the validity of the ban imposed on the Student Islamic Movement of India, SIMI. As per the Unlawful Activities (Prevention) Act, the ban has to be approved by a tribunal headed by a sitting High Court Judge within six months of the government notification. The first hearing is scheduled today in the Delhi High Court. The tribunal will travel across the country to examine evidence against the organisation. The government has said that the SIMI cadres are involved in anti-national activities in Maharashtra, Andhra Pradesh, Gujarat and Madhya Pradesh.

Saina Nehwal is the only Indian to be seeded in the 400,000 US Dollar Super Series Premier tournament. चीन में दक्षिण पश्चिमी यूनान प्रांत की राजधानी कुन्मिंग में रेलवे स्टेशन पर हुए आतंकी हमले में २९ लोग मारे गए और १३० घायल हो गए। अज्ञात हमलावर चाकुओं से लैस थे। चीन की सरकारी समाचार एजेंसी शिन्हुआ के अनुसार यह पूर्व नियोजित संगठित हमला था। स्थानीय टेलीविजन ने बताया है कि पुलिस ने रेलवे स्टेशन पर कई हमलावरों को मार गिराया है। दमकल वाहनों और चिकित्साकर्मियों को घटना स्थल पर भेजा गया है और घायलों को आपात उपचार के लिए अस्पतालों में ले जाया गया है।

कुन्मिंग, दक्षिण-पश्चिम चीन के बड़े स्टेशनों में एक है। चीन के राष्ट्रपति षी चिन फिंग और प्रधानमंत्री ली कुछियांग ने शीर्ष सुरक्षा अधिकारियों को हमले की जांच के निर्देश दिए हैं।

निर्वाचन आयोग ने एजेंसियों चुनाव सर्वेक्षण में कथित हेरा-फेरी की शिकायतों पर सरकार से उपयुक्त कार्रवाई करने को कहा है। आयोग ने इस संबंध में कानून, कंपनी मामलों और सूचना तथा प्रसारण मंत्रालयों को पत्र लिखकर कहा है कि यह मामला सर्वेक्षणों में पैसे लेकर गुमराह करने वाली सूचनाओं को शामिल करने की साजिश से जुड़ा है।

आयोग ने भारतीय प्रेस परिषद और समाचार प्रसारण संघ को भी पत्र लिखकर चुनाव सर्वेक्षणों के लिए दिशानिर्देश और मापदंड तैयार करने को कहा है।

कांग्रेस ने एक समाचार चैनल के स्टिंग ऑपरेशन के आधार पर आयोग से शिकायत की थी कि चुनाव सर्वेक्षणों में शामिल कुछ एजेंसियों ने आंकड़ों के साथ हेरा-फेरी की है।

महाराष्ट्र में कथित सिंचाई घोटाले की जांच करने वाली माधव चिताले समिति ने कल मुख्यमंत्री पृथ्वीराज चव्हाण को अपनी रिपोर्ट सौंप दी । १३६१ पृष्ठों की इस रिपोर्ट को १४ महीनों से अधिक समय तक हजारों दस्तावेजों की जांच के बाद तैयार किया गया है। जल प्रबंधन विशेषज्ञ माधव चिताले को सरकार ने दिसंबर ं२०१२ में नियुक्त किया था जब राष्ट्रवादी कांग्रेस पाटी्र के नियंत्रण वाले जल संसाधन मंत्रालय में कथित अनियमितताओं की जांच की जिम्मेदारी दी थी। सिंचाई परियोजनाओं की लागत कई गुना बढ़ाने के लिए नियमों में बदलाव करने के आरोपों के मीडिया में आने के बाद उप मुख्यमंत्री अजित पवार ने सितंबर २०१२ में इस्तीफा दे दिया था। वे कई वर्ष से जल संसाधन विभाग का कार्य देख रहे थे। लगभग दो महीने बाद दिसंबर २०१२ में अजित पवार फिर से मंत्रिमंडल में शामिल कर लिए गए थे। भारतीय जनता पार्टी की महाराष्ट्र इकाई के अध्यक्ष देवेन्द्र फड़नवीस ने माधव चितले समिति की रिपोर्ट सार्वजनिक करने तथा दोषी राजनेताओं और अधिकारियों के खिलाफ कार्रवाई की मांग की है।

गुजरात पुलिस ने जेल में बंद आसाराम के बेटे नारायण साई के खिलाफ एक महिला के साथ दुष्कर्म की शिकायत पर ११ सौ पृष्ठों का आरोप पत्र दायर किया है। सूरत में मुख्य न्यायिक मजिस्ट्रेट जे. एन. ठक्कर की अदालत में दायर इस आरोप पत्र में डेढ सौ से अधिक गवाहों के बयान शामिल हैं। नारायण साई पर भारतीय दंड संहिता के अंतर्गत दुष्कर्म और आपराधिक षडयंत्र के आरोप हैं। उस पर विभिन्न धाराओं के तहत अन्य कई आरोप भी लगाए गए हैं।

उत्तर प्रदेश में लखीमपुर जिले के इलोना घाट के पास कल शाम एक नौका के महोना नदी में डूब जाने से तीन बच्चो सहित १२ लोगों के मारे जाने की आशंका है। प्रत्यक्षदर्शियों के अनुसार नाव बीच नदी में डूबी। सब डिविजनल मजिस्ट्रेट डी पी पॉल ने दुर्घटना की पुष्टि की है।

बिहार में एसटीएफ और पुलिस की टीम ने मुंगेर जि+ले में एक मकान पर छापा मारकर ४५० स्वदेशी पिस्तौलों सहित भारी मात्रा में हथियार और गोलाबारूद बरामद किया है। पुलिस महानिरीक्षक अमित कुमार ने बताया कि एक सुराग के आधार पर सुरक्षाबलों ने कासिम बाज+ार स्थित मोहल्ला हजरतगंज में एक मकान पर छापा मारा। सुरक्षा बलों ने ४५० पिस्तौलें, १२ कारतूस, ७ मोबाइल फोन और एक जनरेटर सेट बरामद किया। इस सिलसिले में दो लोगों को गिरफ्‌तार किया गया है।

१८५७ की क्रांति के दौरान ब्रिटिश सरकार की गोलियों से मारे गए ढाई सौ से अधिक भारतीय सैनिकों के शवों को अमृतसर जिले के अजनाला के एक कुँए से मंत्रोच्चार के बीच बाहर निकाला जा रहा है। पिछले दो दिनों में अजनाला और आसपास के लोगों ने बिना किसी सरकारी सहायता के कुँए से करीब सौ कंकाल निकाले हैं। पहले स्वाधीनता संग्राम के दौरान पाँच सौ निहत्थे सैनिकों ने लाहौर के मियां मीर छावनी में बग़ावत कर दी थी। इनमें से २३७ को अंग्रेजों ने मार गिराया और ४५ सैनिकों को कुँए में जिंदा दफन कर दिया था।

हिमाचल प्रदेश में ऊंचाई वाले स्थानों पर बर्फबारी और बारिश से शीतलहर जारी है। समूचे पहाड़ी क्षेत्रों में बर्फबारी से कई स्थानों पर परिवहन व्यवस्था प्रभावित हुई है। हमारे संवाददाता ने बताया है कि जनजातीय क्षेत्र लाहोल स्पीति, किन्नौर और चंबा में बर्फबारी से जनजीवन प्रभावित है।

In China, twenty-nine people have been killed and 130 injured in a terrorist attack by a group of unidentified men armed with knives at a railway station in the capital city of Kunming of China's southwestern Yunnan province. State-run Xinhua news agency said it was an organised and premeditated attack. More than 60 victims of the attack have been sent to hospital. Kunming Railway Station is one of the biggest stations in southwest China. We spoke to PTI Correspondent in Beijing over the incident.

The Madhav Chitale committee in Maharashtra, which probed into the alleged irrigation scam in the state submitted its report to Chief Minister Prithvraj Chavan yesterday. The report consisting of 1361 pages has been compiled after the scrutiny of thousands of documents for over 14 months. Madhav Chitale, a water management expert, was appointed by the state government to examine the alleged irregularities in the water resources department in September 2012 when deputy chief minister Ajit Pawar held the water resources portfolio. He resigned following media reports about his role in alteration of rules to increase the cost of irrigation projects manifold.

Gujarat Police have filed an 1,100-page charge sheet against Narayan Sai, the son of jailed Asaram in a rape case on the complaint of a city-based woman. The charge sheet, filed before Chief Judicial Magistrate J N Thakkar in a Suart court, includes statements of over 150 witnesses. Narayan Sai has been charged with rape, unnatural sex and criminal conspiracy under the Indian Penal Code. He has also been implicated under various sections of the IPC for molestation, wrongful confinement, unlawful assembly, rioting, possession of deadly weapon and criminal intimidation.

In Bihar, a joint team of Special Task Force and police have seized a huge cache of arms and ammunition, including 450 country-made pistols, during a raid at a house at Munger district. IG Operations Amit Kumar said acting on a tip-off, the security forces raided the house in Mohallah Hazratganj at Kasim Bazar and seized 450 country-made pistols, 12 cartridges, 7 mobile phones and one generator set. He said two persons have been arrested.

In Uttar Pradesh, 12 people, including three children, were feared drowned when the boat in which they were crossing the Mahona river capsized near Elona Ghat in Lakhimpur Kheri, late last evening. According to eyewitnesses, the boat capsized in the main stream of the river. Confirming the accident, Sub-Divisional Magistrate D P Pal said the details of the victims were not known as yet.

The Election Commission has asked the government to take appropriate action on a complaint about alleged manipulation of opinion polls by agencies. In a communication to the ministries of Law, Corporate Affairs and Information and Broadcasting, the Commission said the matter involves allegations of conspiracy to prepare false reports and polls for publishing misleading information on illegal payment of money.

The Commission has also written to the Press Council and News Broadcasting Association to consider prescribing appropriate guidelines and norms.

The Commission had received a complaint from Congress on a sting operation done by a news channel purportedly showing that some agencies engaged in conducting opinion polls were tweaking the figures.

RJD Parliamentary Board is meeting today in Patna to finalize the party candidates for up coming Lok Sabha Elections. Yesterday, RJD chief Lalu Prasad offered 11 seats to Congress in Bihar and asked the party to give its acceptance by today.

Egypt's new cabinet led by Prime Minister Ibrahim Mehleb was sworn in yesterday, with army chief Field Marshal Abdel-Fattah al-Sisi retaining his position as Defence Minister. Mehleb was appointed Prime Minister by interim President Adly Mansour after surprise resignation of Hazem El-Beblawi on Monday.

The new premier has kept 20 ministers from el-Beblawi's cabinet and appointed 11 new faces, mostly technocrats. The new cabinet is tasked with organising the presidential election.

In Punjab, the mortal remains of more than 250 Indian soldiers who were shot dead by the British during the 1857 mutiny are being exhumed from a well at Ajnala in Amritsar district. About a hundred skeletons have so far been exhumed in the last two days by the people of Ajnala and surrounding areas without any help from the state.

About 500 un-armed soldiers of 26 Regiment of Bengal Native Infantry revolted at Mian Mir Cantonment in Lahore as a part of the 1857 mutiny. They swam across the river Ravi to reach Ajnala. Out of them, 218 were killed by the British at Dadian Sofian village on July 31, 1857. Historian Surinder Kochhar told AIR that the remaining 282 were incarcerated in a small room by the then Deputy Commissioner of Amritsar Frederick Henry Cooper. Out of them 237 were shot dead and rest 45 were buried alive along with them in the well. प्रधानमंत्री मनमोहन सिंह ने उद्योग एसोसिएशनों और वाणिज्य और उद्योग मंडल से अति लघु, लघु और मझौले उद्यमों के विकास में आने वाली रूकावटों को दूर करने के विशेष उपाय सुझाने को कहा है। नई दिल्ली में आज राष्ट्रीय पुरस्कार समारोह में डॉ. मनमोहन सिंह ने उनसे नीतियां बनाने और उन पर अमल करने के लिए रचनात्मक सुझाव भी मांगे हैं। तेज और समावेशी विकास के लिए अति लघु, लघु और मझौले उद्यमों के मज+बूत प्रदर्शन को जरूरी बताते हुए उन्होंने कहा कि निजी क्षेत्र और समाज की भागीदारी से ही सरकार के प्रयास सफल हो सकते हैं।

हम सब के लिए संतोष की बात है कि सूक्ष्म, लघु और मध्यम उद्यम का विकास हाल के वर्षो में १० प्रतिशत की दर से हुआ है। हमारी सरकार ने इस अहम क्षेत्र के तेज विकास में आने वाली बाधाओं को दूर करने के लिए कई उपाय किये हैं।

प्रधानमंत्री ने बताया कि यूपीए सरकार ने इस महत्वपूर्ण क्षेत्र के तेजी से विकास के मार्ग में आने वाली बाधाओं को दूर करने के लिए कई उपाय किए हैं। उन्होंने इस क्षेत्र से निर्यात को बढ़ावा देने की जरूरत पर भी जोर दिया।
इस अवसर पर अति लघु, लघु और मझौले उद्यमों के मंत्री के. एच. मुनियप्पा ने कहा कि उनका मंत्रालय एशियाई विकास बैंक की मदद से खादी क्षेत्र के लिए एक व्यापक सुधार पैकेज लागू कर रहा है। उन्होंने बताया कि इस पैकेज में नौ सौ पचास करोड़ रुपये की वित्तीय सहायता से तीन सौ खादी संस्थानों को उन्नत बनाना और उनकी क्षमता का निर्माण करना तथा विपणन में सुधार करना शामिल है। उन्होंने प्रधानमंत्री से खादी तथा ग्रामोद्योग आयोग को कर्ज मुक्त बनाने के लिए उसके बकाया ऋणों को माफ करने का अनुरोध किया है।

राष्ट्रपति प्रणब मुखर्जी ने कहा है कि सुरक्षा बलों और खुफिया तंत्र को शांति भंग करने वाली किसी भी आतंकी घटना को रोकने के लिए हमेशा चौकस रहना होगा। नई दिल्ली में कल केन्द्रीय रिज+र्व पुलिस बल के डायमंड जुबली समारोह में राष्ट्रपति ने कहा कि आतंकवादियों की घातक साजिश को सभी स्तरों पर रोकने के लिए बहुकोणीय नज+रिया अपनाना होगा। देश में बढ़ती साम्प्रदायिक हिंसा पर चिंता ज+ाहिर करते हुए राष्ट्रपति ने कहा कि इसके प्रसार को रोकने के लिए सूचना तंत्र को मजबूत बनाना चाहिए।

कई आतंकवादी समूह भारत को विशेष रूप से आतंकवाद का निशाना बना रहे हैं। सुरक्षा बलों और खुफिया तंत्र को हर पल चौकस रहना होगा, ताकि आतंक फैलाने और शांति भंग करने की किसी भी घटना को रोका जा सके।

सोशल मीडिया के व्यापक प्रसार को रेखांकित करते हुए श्री मुखर्जी ने सुरक्षा बलों से अपील की कि सोशल मीडिया के जरिये भेजे जाने वाले भड़काऊ संदेशों पर कड़ी नजर रखें।

सरकार ने सार्वजनिक क्षेत्र के इंडियन ऑयल कॉर्पोरेशन-आईओसी और भारत हैवी इलेक्ट्रिक्ल्स लिमिटेड-बी एच ई एल में विनिवेश को मंजूरी दे दी है। इन कम्पनियों में सरकारी शेयरों की बिक्री से चालू वित्त वर्ष में सात हजार तीन सौ करोड़ रुपये की प्राप्ति होगी। विनिवेश के बारे में अधिकार प्राप्त मंत्री समूह ने आई ओ सी में दस प्रतिशत और बी एच ई एल में पांच प्रतिशत शेयरों की बिक्री का फैसला कल किया था।
सरकार अपने दस प्रतिशत शेयरों की बिक्री दस प्रतिशत की छूट पर सार्वजनिक क्षेत्र के ओ एन जी सी और ओ आई एल को करेगी। इससे करीब पांच हजार तीन सौ करोड रुपये प्राप्त होंगे। तेल मामले के सचिव विवेक राय ने कहा कि ये दोनों कम्पनियां इस सौदे को अंतिम रुप देंगी तथा शेयरों की बिक्री जल्द होगी।
सरकार बी एच ई एल के अपने पांच प्रतिशत शेयरों की बिक्री भारतीय जीवन बीमा निगम के जरिये करेगी जिससे लगभग दो हजार पैंतालिस करोड़ रुपये की प्राप्ति होगी।

आगामी लोक सभा चुनावों से पहले आम आदमी पार्टी के संयोजक अरविन्द केजरीवाल ने आज ३ दिन की अपनी उत्तर प्रदेश यात्रा की शुरूआत की। पांच सौ किलोमीटर की अपनी इस यात्रा की शुरूआत उन्होंने गाजियाबाद में कौशाम्बी के आम आदमी पार्टी कार्यालय से एक रोड शो के साथ शुरू की।
कांग्रेस और भारतीय जनता पार्टी दोनों को निशाना बनाते हुए श्री केजरीवाल ने कहा कि अगर भाजपा सत्ता में आती है तो भ्रष्टाचार देश को खोखला करता रहेगा। उन्होंने जोर देकर कहा कि मूल्यवृद्धि, भ्रष्टाचार और सांप्रदायिकता हमारे सबसे बड़े शत्रु हैं और अन्य पार्टियां इन मुद्दों पर कुछ भी नहीं कर रही हैं।
पार्टी नेता मनीष सिसोदिया ने कहा है कि उत्तर प्रदेश एक पिछड़ा क्षेत्र है, जो जाति और धर्म की राजनीति से ग्रसित है। उन्होंने कहा कि उनकी पार्टी जाति और धर्म की राजनीति के स्थान पर विकास की राजनीति करना चाहती है।

मध्यप्रदेश में आज से खाद्य सुरक्षा कानून लागू हो गया है। हमारे संवाददाता ने खबर दी है कि इस कानून के लागू होने से राज्य की ७५ प्रतिशत आबादी को फायदा होगा।

राष्ट्रीय खाद्य सुरक्षा अधिनियम के तहत केन्द्र सरकार द्वारा राज्य को दो रुपये प्रति किलोग्राम की दर से गेंहू और तीन रुपये प्रति किलोग्राम की दर से चावल उपलब्ध कराया जाएगा। वहीं राज्य सरकार सभी पात्र परिवारों को मुख्यमंत्री अन्नपूर्णा योजना के तहत एक रुपये प्रति किलो की दर से गेंहू और चावल देगी। अन्त्योदय कार्ड धारकों को हर महीनें ३५ किलो खाद्यान्न दिया जाएगा। शारिक नूर आकाशवाणी समाचार भोपाल।

इस बीच राज्य में मुख्य विपक्षी दल कांग्रेस के आह्‌वान पर आज रखे गए बंद का मिलाजुला असर है। राज्य के प्रमुख शहरों में बड़े बाजार और व्यापारिक प्रतिष्ठान बंद हैं। सभी आवश्यक सेवाओं सहित स्कूल और कालेजों को बंद से मुक्त रखा गया है।
कांग्रेस ने इस बंद का आह्‌वान राज्य के व्यावसायिक परीक्षा बोर्ड घोटाले की जांच सी बी आई से कराने की मांग को लेकर किया है। बोर्ड की कई प्रवेश परीक्षाओं में बड़ी संख्या में अनियमितताओं और जालसाजी की बात सामने आयी है। राज्य का विशेष कार्य बल इस घोटले की जांच कर रहा है।

बिहार में जनता दल यूनाइटेड के समर्थकों ने बिहार को विशेष दर्जा दिए जाने की मांग को लेकर राज्य के विभिन्न हिस्सों में रैलियां निकाली। मुख्यमंत्री और जनता दल यूनाइटेड के नेता नीतीश कुमार ने राज्य को विशेष दर्जा न देने के कारण केन्द्र के खिलाफ कल बन्द का आह्‌वान किया है। उन्होंने सभी दलों से बन्द का समर्थन करने की अपील की है। मुख्य विपक्षी दल भारतीय जनता पार्टी कल के बन्द का समर्थन नहीं कर रही है। प्रदेश भाजपा के उपाध्यक्ष संजय मयूख ने हमारे पटना संवाददाता को बताया कि भाजपा ऐसा इसलिए कर रही है क्योंकि सत्तारूढ़ जनता दल यूनाइटेड ने इस मुद्दे पर उसके रेल रोको कार्यक्रम का समर्थन नहीं किया था। भारतीय कम्युनिस्ट पार्टी और मार्क्सवादी कम्युनिस्ट पार्टी ने बन्द का समर्थन करने का फैसला किया है।

यूक्रेन ने रूस पर क्रिमिया में सैन्य अतिक्रमण का आरोप लगाया है। क्रिमिया में यूक्रेन के राष्ट्रपति के विशेष दूत ने स्थानीय टीवी चैनल से कहा कि रूस के १३ विमान करीब दो हजार सैनिकों के साथ क्रिमिया के निकट सैन्य हवाई अड्डे पर उतरे हैं। उन्होंने कहा कि युक्रेन ने अपने हवाई क्षेत्र को बंद कर दिया गया है। संयुक्त राष्ट्र सुरक्षा परिषद ने अनौपचारिक बैठक में यूक्रेन में तेजी से बदल रहे घटनाक्रम पर चर्चा की। यूके्रन के राजदूत यूरी सेरगेयेफ ने कहा कि रूस की क्रिमिया में बढ़ रही सैनिक मौजूदगी इस क्षेत्र की सुरक्षा, शांति और अंखडता के लिए चुनौती है।
इस बीच अमरीकी राष्ट्रपति बराक ओबामा ने यूके्रन की सीमा में रूसी सैनिक गतिविधि पर चिंता व्यक्त की है और चेतावनी दी है कि किसी भी हस्तक्षेप के लिए रूस को कीमत चुकानी होगी।

तुर्की में मुख्य विपक्षी रिपब्लिकन पीपुल्स पार्टी ने न्यायपालिका पर कड़ा नियंत्रण लगाने के सरकार के कदम को चुनौती दी है। पार्टी ने कहा कि संसद में पारित नया कानून संविधान का उल्लंघन है इसलिए उसने संवैधानिक अदालत से इसे रद्द करने की अपील की है।
एक अन्य घटनाक्रम में तुर्की के अभियोजकों ने भ्रष्टाचार के मामलों में गिरफ्तार तीन पूर्व मंत्रियों के बेटों तथा वरिष्ठ अधिकारियों को इस्तांबुल में रिहा कर दिया है।

भारत और ईरान चाबाहार बंदरगाह परियोजना पर मार्च के अंत तक फैसला लेने पर सहमत हो गए हैं। विदेश मंत्री सलमान खुर्शीद और ईरान के विदेश मंत्री जवाद शरीफ के बीच कल नई दिल्ली में हुई बातचीत में इसका फैसला किया गया। सरकारी सूत्रों ने बताया कि दोनों नेताओं की बैठक में चाबाहार बंदरगाह के बारे में यह निर्णय लिया गया कि परियोजना के विशिष्ट प्रस्तावों पर ईरान में मार्च में नवरोज की छुट्टियों में अंतिम निर्णय लिया जाएगा।

भारतीय रिजर्व बैंक ने निर्यात संबंधी लेन-देन पर नजर रखने के लिए कमप्यूटर आधारित एकीकृत प्रणाली शुरू की है। बैंक की अधिसूचना में कहा गया है कि निर्यात डेटा प्रसंस्करण और निगरानी प्रणाली से विदेशी मुद्रा से होने वाले निर्यात कारोबार में सरकारी नियमों के पालन पर नजर रखी जाएगी। रिजर्व बैंक के गवर्नर रघुराम राजन ने कल मुम्बई में कहा कि यह प्रणाली एक महत्वपूर्ण पहल है क्योंकि इससे कागजी औपचारिकताएं काफी हद तक खत्म हो जाएंगी। इस प्रणाली से निर्यात संबंधी लेन-देन पर नजर रखना और उनके ब्यौरे जुटाना भी आसान होगा।

हिमाचल प्रदेश के ऊंचाई वाले इलाकों में आज लगातार तीसरे दिन भी रूक-रूक हो रही बर्फबारी और वर्षा के कारण तापमान में काफी गिरावट आयी है। जनजातीय क्षेत्र लाहौल स्पीति, किन्नौर और चम्बा में जनजीवन पर असर पड़ा है।
मौसम विभाग ने ऊंचाई वाले पर्वतीय इलाकों में हिमपात और वर्षा होने का अनुमान व्यक्त किया है। निचले और मैदानी इलाकों में गरज के साथ वर्षा हो सकती है।
पश्चिमी विक्षोभ के कारण राजस्थान, उत्तरप्रदेश, हरियाणा और पंजाब में कुछ जगहों पर भारी वर्षा हुई है।
उत्तराखण्ड में भी ठंड बढ़ गई है।

राज्य में पिछले तीन दिनों से बारिश और बर्फबारी की वजह से सर्दी बढ़ने के साथ ही लोगों की परेशानियां बढ़ गयी हैं। लगातार बारिश से ऋषीकेश, बद्रीनाथ और कर्ण प्रयाग, ग्वालतम राजमार्ग भूस्खलन के कारण बार-बार बंद हो रहे हैं। उत्तरकाशी के गंगोत्री,यमुनोत्री क्षेत्र में दो फीट बर्फ गिरने से तापमान में भारी गिरावट आ गयी है। चम्पावत में भारी बारिश से आज सुबह ओलावृष्टि से जनजीवन अस्त व्यस्त हो गया। वहीं टिहरी में बारिश के बाद शीतलहर चलने से ठंड बढ़ गयी है। नैनीताल में कल बर्फबारी के बाद आज भी बारिश हो रही है। मौसम विभाग का अनुमान है कि राज्य में आज और कल कई जगहों में बारिश होने के साथ बर्फ गिरेगी। संजीव सुन्दरियाल आकाशवाणी समाचार देहरादून।

राजधानी दिल्ली में भी आज सुबह ठंड रही। भारतीय कृषि अनुसंधान संस्थान में कृषि भौतिकी विभाग के प्रमुख रविन्दर सिंह ने आकाशवाणी से बातचीत में कहा कि यह वर्षा रबी की फसल के लिए अच्छी है, लेकिन भारी वर्षा और तेज हवाओं से गेंहू की फसल को नुकसान हो सकता है।

इस वर्ष उत्तरी-पश्चिमी भारतीय क्षेत्रों में काफी अच्छी वर्षा हुई है। ये जो बारिश है जो रवि का जो अभी गेंहू की फसल है, चने की फसल है, मसूर की फसल है, सरसों की फसल है , उनके लिए काफी अच्छा है। परन्तु जो सिंचित क्षेत्र हैं औेर गेंहू का थोड़ा बड़ा क्रॉप है, उनमें थोड़ा नुकसान हो सकता है। सरसों के जो खेत हैं जो मस्टर्ड कुछ लोगों ने काट लिए हैं और जो कुछ कटाई की तरफ हैं, तो उनमें थोड़ा ध्यान रखें तो उनको काटकर ठीक से किसान भाई बाहर की तरफ रखें क्योंकि नमी बहुत होने से जो फंगस है वो आ जायेगी और इससे आपकी जो फलियों में क्वालिटी है उसका नुकसान होने का अंदेशा रहता है और गेंहू की फसल में भी, क्योंकि जहां-जहां पानी भर गया है। वहां किसान भाई जल्दी से उस पानी को खेत से बाहर निकाल दें।
