सीबीआई ने टू-जी स्पेक्ट्रम आबंटन मामले में पूर्व संचार मंत्री ए. राजा को आज गिरतार कर लिया। सीबीआई के मुख्य प्रवक्ता अनुराग ने बताया कि ए. राजा के साथ पूर्व संचार सचिव सिद्धार्थ बेहुरा और राजा के निजी सचिव आर. के. चन्दोलिया को भी गिरतार किया गया है। उन्होंने बताया कि इन तीनों को कुछ कंपनियों को स्पेक्ट्रम आबंटन में उनकी भूमिका के बारे में पूछताछ के दौरान प्राप्त तथ्यों के आधार पर गिरतार किया गया।

यूनीफाइड एक्सेस सर्विस ..और स्पेक्ट्रम के आवंटन में हुई अनिमितताओं के संबंध में चल रही जांच के दौरान तथ्यों के अभी तक खुलासे के आधार पर तत्कालीन केंद्रीय संचार एवं सूचना प्रौद्योगिकी मंत्री तत्कालीन सचिव दूरसंचार और केंद्रीय संचार एवं सूचना प्रौद्योगिकी मंत्री के तत्कालीन निजी सचिव को गिरतार किया है।
हमारे संवाददाता ने बताया है कि ए. राजा को कल अदालत में पेश किया जाएगा।

केंद्र में कांग्रेस सरकार के महत्वपूर्ण सहयोगी द्रमुक के अनुसूची जाति के चेहरे 42 वर्षीय ए. राजा को उनके इस्तीफा देने के दो महीने बाद आज गिरतार कर लिया गया। महालेखाकार परीक्षक ने अपनी रिपोर्ट में टू-जी स्पेक्ट्रम के आवंटन के दौरान 1 लाख 76 हजार करोड़ का सरकारी घाटा दिखाया था जिसके बाद राजा को इस्तीफा देना पड़ा था। इस गिरतारी का आने वाले तमिलनाडु असेम्बली चुनावों में दोनों दलों की गठजोड़ पर कोई असर होने के आसार नहीं है क्योंकि हाल ही में दोनों पार्टियों के नेताओं ने एक साथ चलने की शपथ ली थी।

कांग्रेस ने कहा है कि पूर्व संचार मंत्री ए.राजा की गिरतारी से स्पष्ट है कि कानून अपना काम कर रहा है। कांग्रेस महासचिव जर्नादन द्विवेदी ने कहा कि श्री राजा की गिरतारी का कांग्रेस और डी.एम.के. के सम्बन्धों पर कोई असर नहीं पड़ेगा।
दूसरी तरफ, भारतीय जनता पार्टी ने कहा कि श्री राजा की गिरतारी बहुत देरी से हुई है। पार्टी ने मांग की है कि इस घोटाले में शामिल अन्य लोगों को भी गिरतार किया जाना चाहिए। भाजपा प्रवक्ता रवि शंकर प्रसाद ने कहा कि ए. राजा की गिरतारी बहुत पहले हो जानी चाहिए थी।
वहीं मार्क्सवादी कम्युनिस्ट पार्टी की वरिष्ठ नेता वृंदा करात ने इस गिरतारी का श्रेय न्यायालय को दिया है।

प्रधानमंत्री डाक्टर मनमोहन सिंह ने आज कहा कि सरकार का महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार गारंटी योजना के तहत कार्य के आबंटन में भेदभाव, भुगतान में देरी और फर्जी मस्टर रोल बनाने की घटनाओं को कम करने के लिए इस योजना के तहत काम करने वाले लोगों का बायोमेट्रिक डाटा बेस तैयार करने का प्रस्ताव है। महात्मा गांधी नरेगा के पांच वर्ष पूरा होने के अवसर पर नई दिल्ली में आयोजित समारोह में यह घोषणाा करते हुए प्रधानमंत्री ने नक्सल प्रभावित क्षेत्रों में इसे लागू करने में आने वाली समस्याओं पर चिंता व्यक्त की।
इस काम में वामपंथी अतिवाद से प्रभावित जिलों के साथ-साथ उन जिलों को दर्जी दी जा रही है जहां मनरेगा का सालाना खर्च एक सौ करोड़ रूपये से ज्यादा है। सोशल आॅिडट का कार्य करने वालों लोगों को परेशान करने और उन्हें धमकी देने की जो भी रिपोर्ट हमारे सामने आई हैं। उन पर बड़ी कार्रवाई करने की जरूरत है।
प्रधानमंत्री ने घोषणा की कि सरकार हर ग्राम पंचायत में एक तकनीकी एकांश बनायेगी जिसमें एक पंचायत विकास अधिकारी और एक कनिष्ठ इंजीनियर होगा।

समारोह में राष्ट्रीय सलाहकार परिषद की अध्यक्ष श्रीमती सोनिया गांधी ने महात्मा गांधी नरेगा को लागू किये जाने में खामियों पर चिंता जाहिर की उन्होंने कहा कि इन खामियों को दूर करने की जिम्मेदारी राज्य सरकारों की है।
जिला स्तर की अधिकारी की नियुक्ति के बावजूद जनता की शिकायतें सुनने और उन्हें दूर करने की मौजूदा व्यवस्था पूरी तरह उत्तरदायी नहीं है। काम की जगह जो बुनियादी सुविधाएं होनी चाहिए उन्हें भी संतोष जनक नहीं कहा जा सकता है। ये सब ऐसी कमियां हैं जिनके राज्य सरकारों को निगरानी के साथ दूर करनी चाहिए और इन पर फौरन और सख्त कार्रवाई होनी चाहिए।

देश की समूची जनसंख्या की गिनती -जनगणना-2011 का काम नौ से 28 फरवरी के बीच किया जाएगा। गृह मंत्री पी. चिदम्बरम ने आज इस व्यापक जनगणना के लिए शुभकंर यानी मस्कोट जारी किया, जिसमें लिंग, धर्म, पेशा, शिक्षा, साक्षरता, वैवाहिक दर्जा, संस्कृति, आर्थिक स्थिति और अन्य बातों का वर्णन किया जाएगा। इनमें से मोबाइल फोन, कम्प्यूटर, बैंक खातों आदि का वर्णन पहली बार होगा। भारत के जनगणना आयुक्त डॉ0 सी. चन्द्रमोली ने जनगणना का ब्यौरा देते हुए कहा कि 27 लाख जनगणना अधिकारी और पर्यवेक्षक जनसंख्या की गिनती के लिए लगभग 24 करोड़ घरों में जाकर जानकारी प्राप्त करेंगे। हिमाचल प्रदेश और जम्मू-कश्मीर के बर्फीले क्षेत्रों में जनगणना का काम पहले ही कर लिया गया है। डॉ0 चन्द्रमोली ने कहा कि खानाबदोश लोगों की गिनती 28 फरवरी की रात में की जाएगी।

उन्होंने बताया कि जातिगत जानकारी अलग से इस साल जून से सितम्बर महीने के बीच प्राप्त की जाएगी।

उच्चतम न्यायालय ने आज गुटका और तम्बाकू के अन्य उत्पादों की पैकिंग किये जाने में प्लास्टिक के इस्तेमाल को नियमबद्ध किये जाने के बारे में कानून को लागू करने में केन्द्र को और समय देने से इंकार कर दिया। न्यायमूर्ति जी.एस. सिंघवी की अध्यक्षता में खण्डपीठ ने कहा कि इस बारे में दो दिन के भीतर अधिसूचना जारी कर दी जाए। अदालत ने अपने दिसंबर 2010 के आदेश का हवाला दिया, जिसमें केन्द्र से कहा गया था कि वह आठ हते के अंदर इस बारे में कानून बनाए। ये अवधि चार फरवरी को समाप्त हो रही है।

ओड़िशा के मुख्यमंत्री नवीन पटनायक ने कहा है कि पास्को परियोजना के विरोधियों से मिलने और बातचीत करने की उनकी कोई योजना नहीं है। श्री पटनायक ने नई दिल्ली से भुवनेश्वर लौटने पर पत्रकारों से कहा कि ओड़िशा सरकार राज्य के जगतसिंहपुर जिले में स्थापित होने वाली इस परियोजना को मंजूरी देते हुए केन्द्र ने जो शर्तें लगाई हैं, उनका गहराई से अध्ययन करने के बाद आवश्यक कदम उठाएगी।

इस बीच, पास्को प्रतिरोध संग्राम समिति ने परियोजना को मंजूरी देने के विरोध में फिर से आंदोलन शुरू कर दिया है।

प्रधानमंत्री ने मध्य प्रदेश कांग्रेस के अध्यक्ष सुरेश पचौरी से अनिश्चितकालीन भूख हड़ताल समाप्त करने की अपील की है। डा0 मनमोहन सिंह ने राज्य के शीतलहर से प्रभावित किसानों को हरसंभव सहायता देने का आश्वासन दिया है। श्री पचौरी पांच दिन से भूख हड़ताल पर हैं और वे राज्य की भाजपा सरकार से पीड़ित किसानों को पर्याप्त सहायता देने की मांग कर रहे हैं।

मुख्य निर्वाचन आयुक्त एस.वाई. कुरैशी अन्य दो निर्वाचन आयुक्तों एच.एस. ब्रह्‌मा और वी.एस. संपत के साथ आज तीसरे पहर गुवाहाटी पहुंचे। आयोग असम विधानसभा ं चुनाव की तैयारियों की समीक्षा करेगा।

इस बीच, राज्य सरकार ने, राज्य में चार और नौ अप्रैल को दो चरण में विधानसभा चुनाव कराने के लिए औपचारिक रूप से एक प्रस्ताव भेजा है।

मिस्र की राजधानी काहिरा के तहरीर चौक पर बडी संख्या में प्रदर्शनकारी राष्ट्रपति हुस्नी मुबारक को हटाये जाने की मांग को लेकर जमा हैं। रक्षा मंत्रालय ने युवा वर्ग से आग्रह किया है कि वे अपने घरों को लौट जायें। विपक्षी दलों ने घरों को वापस जाने के सेना के आदेश को ठुकरा दिया है और कहा है कि वे शुक्रवार को नमाज के बाद विशाल रैली आयोजित करेंगे। उनके नेताओं ने श्री मुबारक को चेतावनी दी है कि वे तब तक सत्ता से हट जायें।
इस बीच राष्ट्रपति मुबारक के समर्थक आज तहरीर चौक में विपक्ष के प्रदर्शनकारियों से भिड़ गये।
जहां मिश्र की सेना ने युवकों से घर वापस जाने का आग्रह किया और सामान्य स्थिति के लिए अपील की। वहीं मुबारक समर्थक और विपक्षी प्रदर्शनकारियों के बीच काहिरा के तहरीर स्कयड पर झड़प भी हुई है। सेना की अपील राष्ट्रपति मुबारक की उद्घोषणा के बाद आई हैं जिसमें उन्होंने अपना वर्तमान कार्यकाल सितम्बर में पूरा होते ही हट जाने और दुबारा चुनाव न लड़ने की बात कही थी। उनकी घोषणा ......व्यक्त करते हुए विपक्षी नेता मो. अरबदाई ने इसे छलावा बताते हुए कहा कि इससे लोगों की पीड़ा और बढ़ेगी। राजनैतिक विश्लेषक मिश्र की घटनाओं को नजदीक से देख रहे हैं। क्योंकि विपक्ष ने राष्ट्रपति मुबारक के तत्काल इस्तीफे तक अपना आंदोलन जारी रखने का ऐलान किया है।
मिस्र के पूर्व विदेश मंत्री और अरब लीग के महासचिव आम्र मूसा ने कहा कि प्रदर्शनकारियों को आगे की कार्रवाई करने से पहले मुबारक की बात पर विचार करना चाहिये।

मिस्र सरकार ने भारतीय समय के अनुसार आज रात साढे आठ बजे से कल सुबह साढे दस बजे तक कर्फ्‌यू लगा दिया है।

एयरइंडिया का एक विमान ढाईसौ से ज्यादा भारतीयों को लेकर आज रात काहिरा से मुम्बई के लिए रवाना होगा। एयरइंडिया के क्षेत्रीय प्रबंधक अभय पाठक ने आकाशवाणी को बताया कि भारतीयों के दो दल पहले ही काहिरा से भारत पहुंच चुके हैं। इन दो दलों में पांच सौ से ज्यादा लोग थे।

वित्त मंत्री प्रणब मुखर्जी ने कहा है कि सरकार लगातार तेल मूल्य स्थिति की निगरानी कर रही है और आशा है कि स्थिति नियंत्रण में रहेगी। नई दिल्ली में एक समारोह के दौरान उन्होंने मिस्र में उथल-पुथल के कारण अन्तर्राष्ट्रीय बाजार में कच्चे तेल के मूल्य में बढ़ोतरी पर चिंता व्यक्त की। श्री मुखर्जी ने कहा कि वित्त मंत्रालय इस मामले में पेट्रोलियम मंत्रालय के लगातार संपर्क में है।

पांच सत्रों से जारी गिरावट के रूख को पलटते हुए मुंबई शेयर बाजार का सेंसेक्स आज 68 अंक बढ़कर 18 हजार 91 पर बंद हुआ। नेशनल स्टाक एक्सचेंज का निटी 15 अंक बढ़कर पांच हजार 432 अंक पर पहुंच गया। एशियाई बाजारों में भी तेजी बनी रही। एक डालर की तुलना में रूपया 14 पैसे मजबूत होकर 45 रूपये 63 पैसे पर पहुंच गया। मिश्र संकट की वजह से एशियाई कारोबार में ब्रैन्ट क्रूड तेल 28 महीने के उच्चतम स्तर 102 डालर प्रति बैरल पर पहुंच गया।

देश के पहले सुरक्षा विशेषज्ञ के. सुब्रह्‌मण्यम का लम्बी बीमारी के बाद आज सुबह नई दिल्ली में अखिल भारतीय आयुर्विज्ञान संस्थान एम्स में निधन हो गया। वे 82 वर्ष के थे। देश के परमाणु कार्यक्रम को स्थापित करने में उनकी महत्वपूर्ण भूमिका थी। श्री सुब्रह्‌मण्यम प्रधानमंत्री के वैश्विक सामरिक विकास कार्यबल के अध्यक्ष भी थे। उप राष्ट्रपति हामिद अंसारी ने उनके निधन पर संवेदना व्यक्त की है।

भारत और बांग्लादेश के बीच 19 फरवरी को मीरपुर में होने वाले आई. सी. सी. क्रिकेट विश्व कप के उद्घाटन मैच के मैदानी अंपायर इंग्लैंड के स्टीव डेविस और श्रीलंका के कुमार धर्मसेना होंगे। अंतरराष्ट्रीय क्रिकेट परिषद, आई. सी. सी. ने 19 फरवरी से दो अप्रैल तक भारत, श्रीलंका और बांग्लादेश में होने वाले टूर्नामेंट के अभ्यास और ग्रुप चरण के मैचों के लिये नियुक्त अंपायरों और मैच रेफरी के नाम की आज घोषणा की। नाक आउट चरण के लिये अंपायरों और मैच रेफरी की घोषणा बाद में की जाएगी।

Former Telecom Minister A Raja was today arrested in the 2G Spectrum allocation case.  Speaking to reporters in New Delhi, CBI chief spokesman, Mr Anurag said along with  Raja former Telecom Secretary Siddartha Behura and Raja's Personal Secretary R K Chandolia have also been arrested. AIR correspondent quoting CBI sources reports, all the  three were called to the CBI headquarters this morning for questioning. Mr Anurag said the trio were arrested based on facts disclosed so far during the investigation regarding their role in allocation of  spectrum to certain companies. Mr. Anurag said, the three were arrested for criminal conspiracy and under the Prevention of Corruption Act. AIR correspondent reports Raja will be produced in the court tomorrow.

The arrest of 47-year-old Raja of DMK, a crucial ally of the Congress at the Centre, comes almost two months after his resignation as minister.  Raja  was forced to resign after embarrassing details of the Comptroller and Auditor General of India's report of a presumptive loss of  over 1 lakh 76 thousand crore rupees to the exchequer in the allocation of 2G Spectrum issue came to light. The arrest will have no impact on the political alliance between the two parties in the coming Tamil Nadu Assembly elections as both the parties pledge to continue the tie-up.

Congress says, Raja's arrest shows that law is  taking its own course. AICC General Secretary Janardhan Dwivedi told reporters that the development will not have any bearing on the relations between the Congress and DMK.       

BJP on the other hand dubbed the arrest as "too little too late" and demanded that others involved in the scam also be brought to book. BJP spokesperson Rajiv Pratap Rudy said that Raja's arrest was just the beginning of an exercise.

CPIM leader Brinda Karat said that it is not the question of arrest of an individual but is an issue of  policy.

Prime Minister Dr. Manmohan Singh today said that the government proposes to create a biometric data base of all workers covered under its flagship Mahatma Gandhi National Rural Employment Guarantee Act, scheme. Dr. Singh made the announcement at a function held in New Delhi to mark five years of the launch of MGNREGA. He expressed concern over problems in implementation of MGNREGA in Naxal-affected areas. The Prime Minister also announced that the government would establish a technical unit, in each gram panchayat. He also took note of reports of harassment and intimidation of social auditors. The Prime Minister maintained that MGNREGA had generated 880 crore person days of work since its inception. He also noted that wages under MGNREGA were now being disbursed through more than 10 crore bank and post office accounts. The Prime Minister said the challenge before the government was to improve the implementation of the Act on the ground.

 He pointed out that the role of Right to Information Act is important in this regard. Addresssing the function, the National Advisory Council Chairperson Mrs. Sonia Gandhi expressed concern over shortcomings in implementation of MGNREGA scheme but put the onus on the states to deal with them.

The Finance Minister says, government is continuously monitoring oil price situation and is confident of manage it. Talking to reporters on the sidelines of a function in New Delhi today he expressed concern over the hike in the crude oil prices in international market due to turmoil in Egypt. He said Finance ministry is in constant touch with its counterpart in the  Petroleum Ministry about the situation.

The biggest ever exercise to count the  entire  population of the country for census 2011 will be carried out from the 9th to 28th of this month. The Home Minister Mr. P. Chidambaram released the mascot  for the mammoth exercise classifying the population according to  their gender, religion, occupation, education, literacy marital status, culture, economic and several other parameters. Twenty nine questions have been devised for the purpose, some of them for the first time like ownership of mobiles  phones, computers and banking services. Giving details, the Registrar General and Census Commissioner of India Dr. C. Chandramauli said that 2.7 million enumerators and supervisors will visit approximately 240 million house holds to count India's population. The population enumeration has already been done in snow bound areas in Himachal Pradesh, Jammu and Kashmir and some other parts of the country.

The Supreme Court today refused to grant more time to the Centre for implementing the law to regulate the use of plastic for packaging gutka and other tobacco products. The court referred to its December 2010 order, in which it had directed the Centre to come out with the law within a time period of eight weeks which expires on February 4.

The Chief Election Commissioner S.Y.Quraishi, accompanied by two other Election Commissioners- H.S. Brahma and V. S. Sampath arrived in Guwahati this afternoon on a two-day visit to review the preparations for Assam Assembly elections. The elections to the 126-member state legislature are due before May this year.

In Egypt, the supporters of Egyptian President Hosni Mubarak clashed violently with opposition protesters after marching into an anti-regime rally in Tahrir Square today. Protesters from both sides threw stones at each other in the divided square in which several people have been reported injured. Soldiers, which were present at Tahrrir Square, did not intervene. As demonstrators are gathered at Tahrir Square in Cairo calling for ouster of President Mubarak, the defence ministry has urged the youth to return home. Government has imposed curfew from 8-30 PM Indian time today to 10-30 a.m. tomorrow.

As anti government demonstrations are intensifying in Egypt, several nations are evacuating their citizens from the country. Indian Ambassador to Egypt told AIR that all Indians are safe. 300 Indians are leaving country today and others will be facilitated to leave the country if needed. Thousands of protesters again crowded Cairo's Tahrir square today demanding President Hosni Mubarak's ouster despite his reform promises and appointment of Vice president and new Prime minister. Offices, Schools, Business Establishments and Stock exchange remain closed in the country and army have been deployed across the main areas.

Meanwhile, An Air India plane, carrying over 250 stranded Indian passengers from strife-torn Egypt, will leave Cairo tonight for Mumbai.

Nepal says, it is keen to strengthen bilateral relations with India.  The visiting President Mr. Ram Baran Yadav who held delegation level talks with the Prime Minister said in New Delhi this eveing said that no country in the world will tolerate terrorism.  He added, that the political disturbance in his country will come to an end soon as peace talks are on.

The Theme of the conference is Tapping Local Initiatives and Tackling Global Inertia. Officials from governments, corporate world and NGOs will be attending the summit. Prime Minister Dr. Manmohan Singh has made an appeal to the Madhya Pradesh Congress President Suresh Pachori to break his indefinite fast. Talking to him over phone Dr. Singh assured him of all possible help to the frost affected farmers of the state. Mr. Pachori has been on hunger strike for the last five days, demanding adequate relief to the frost hit farmers from the BJP ruled state government.

Snapping a 5-session losing streak, the Sensex at the Bombay Stock Exchange ended with a modest gain of 68 points, or 0.4 percent, at 18,091, on value-buying in fundamentally strong stocks, today. The Sensex had lost over eleven hundred points in the previous five trading sessions. The Nifty rose 15 points, or 0.3 percent, to 5,432. Stock markets in Japan, Hong Kong and Singapore gained between 0.3 percent and 1.8 percent.  The rupee appreciated 14 paise, to 45.63 against the dollar.  Gold fell 120 rupees, to 20,250 rupees per ten grams in Delhi. And crude oil futures declined 12 cents, to 90.65 dollars a barrel on the NYMEX, while Brent crude futures neared a 28-month high of about 102 dollars a barrel on Egypt concerns.

India's first security and strategic analyst K Subrahmanyam,  passed away in New Delhi this morning after a prolonged illness. He was 82.
