प्रधानमंत्री आज चीन और कजाख्स्तान की पांच दिन की यात्रा पर रवाना हो रहे हैं। यात्रा के पहले चरण में डॉक्टर मनमोहन सिंह चीन के सान्या शहर में ब्रिक्स शिखर सम्मेलन में हिस्सा लेंगे। इस दौरान वे चीन के राष्ट्रपति हू चिन्ताओ और रूस, ब्राजील तथा दक्षिण अफ्रीका के राष्ट्रपति से वार्ता करेंगे। श्री हू के साथ बैठक के दौरान दोनों देशों के बीच आर्थिक सम्बंध मज+बूत करने और सम्बंधों के विस्तार पर विचार-विमर्श होगा। द्विपक्षीय बैठकों के दौरान आपसी हित के मसलों और वैश्विक अर्थव्यवस्था में उभरती अर्थव्यवस्थाओं की बढ़ती भूमिका तथा लीबिया के घटनाक्रम पर चर्चा हो सकती है।
ब्रिक्स शिखर सम्मेलन में अन्तर्राष्ट्रीय आर्थिक स्थिति, सहस्राब्दी विकास लक्ष्यों, दोहा दौर की वार्ता तथा विकास से जुडे+ विविध मसलों पर विचार-विमर्श होगा।
ब्रिक्स में भारत के अलावा चीन, रूस, ब्राजील तथा दक्षिण अफ्रीका शामिल हैं। दक्षिण अफ्रीका इस शिखर सम्मेलन में पहली बार हिस्सा ले रहा है।

चीनी थिंक टैंक की रिपोर्ट के अनुसार ब्राजील, रूस, भारत, चीन और दक्षिण अफ्रीका के समूह ब्रिक्स की अर्थव्यवस्था २०१५ तक अमरीका से अधिक हो जाएगा। रिपोर्ट के मुताबिक वर्ष २०१५ तक दुनिया के सकल घरेलू उत्पाद यानी जी डी पी में एक तिहाई बढ़ोतरी इन्हीं देशों से आएगी।
यह रिपोर्ट १३ और १४ अप्रैल को चीन में हो रही ब्रिक्स देशों की बैठक से पहले आई है।

दिसंबर १९९९ में इंडियन एयरलाइंस के विमान आई सी आठ सौ चौदह को काठमांडू से अपहरण कर कंधार ले जाने वाले एक संदिग्ध षड़यंत्रकारी पाकिस्तानी नागरिक को चिली में गिरफ्तार कर लिया गया है। पी टी आई ने सरकारी अधिकारियों और सी बी आई के हवाले से खबर दी है कि चिली पुलिस ने गिरफ्तार किए गए व्यक्ति की पहचान अब्दुल रउफ के रूप में की है जिसके खिलाफ इंटरपोल का रेडकार्नर नोटिस जारी किया गया था। सी बी आई की एक टीम शीघ्र ही चिली जाकर उसकी पहचान की पुष्टि करने के साथ-साथ उससे पूछताछ भी करेगी। सी बी आई द्वारा तलाश किया जा रहा अब्दुल रउफ, जैश-ए-मोहम्मद के सरगना मौलाना मसूद अजहर का संबंधी है। जैश-ए मोहम्मद का प्रमुख उन तीन आतंकवादियों में से एक है जिसको आठ दिनों की बातचीत के बाद १६० यात्रियों की रिहाई के बदले छोड़ा गया था।

तमिलनाडु, केरल और पुद्दुचेरी विधानसभा चुनाव के लिए प्रचार कल शाम समाप्त हो गया।
तमिलनाडु में मुख्य निर्वाचन अधिकारी प्रवीण कुमार ने राजनीतिक दलों को चेतावनी दी है कि मतदाताओं को रिश्वत के रूप में पैसे बांटे जाने पर कडी कार्रवाई की जाएगी। उन्होंने बताया कि राज्य के विभिन्न हिस्सों से अब तक चालीस करोड़ रूपये से अधिक की नकदी बरामद की गयी है और आदर्श आचार संहिता के उल्लंघन के ६१ हजार से ज्यादा मामले दर्ज किए गए हैं। राज्य में २३४ विधानसभा सीटों के लिए कल मतदान होगा। सुरक्षा के पुख्ता इंतजाम किये गये हैं।

पश्चिम बंगाल में विधानसभा चुनाव के पहले चरण में १८ अप्रैल को मतदान होगा। पहले चरण में उत्तरी बंगाल के छह जिलों की ५४ विधानसभा सीटों के लिए ९७ लाख से ज्यादा मतदाता ३६४ उम्मीदवारों की किस्मत का फैसला करेंगे।
असम में विधानसभा चुनाव के दूसरे और अंतिम चरण में कल वोट ड़ाले गए। राज्य के मुख्य निर्वाचन अधिकारी हेमंत नरजरी ने हमारे गुवाहाटी संवाददाता को बताया कि ७० प्रतिशत से अधिक मतदान हुआ। उन्होंने बताया कि दूरदराज के इलाकों से रिपोर्ट मिलने के बाद मतदान का प्रतिशत बढ़ सकता है।

प्रधानमंत्री कार्यालय ने राष्ट्रमंडल खेलों के आयोजन से सम्बद्ध दिल्ली सरकार की परियोजनाओं में कथित अनियमितताओं पर शुंगलू समिति की रिपोर्ट आगे की कार्रवाई के लिए गृह मंत्रालय के पास भेज दी है। सूत्रों ने बताया कि प्रधानमंत्री कार्यालय ने दिल्ली सरकार के विभागों के कामकाज पर शुंगलू समिति द्वारा उठाए गए प्रच्च्नों पर गृह मंत्रालय से जवाब मांगा है।

सरकार का दूरसंचार लाइसेंसों का नवीकरण अब हर दस साल बाद करने का प्रस्ताव है। अभी बीस साल बाद नवीकरण किए जाने का प्रावधान है। दूरसंचार मंत्री कपिल सिब्बल ने कहा है कि प्रस्तावित राष्ट्रीय दूरसंचार नीति २०११ के तहत कंपनियों को लाइसेंसों के नवीनीकरण के लिए अब तीस महीने पहले आवेदन करना होगा। इस नीति में विलय और अधिग्रहण के नियमों को सरल बनाया गया है। इसके अलावा प्रत्येक क्षेत्र में बी एस एन एल सहित कम से कम छह प्रतिस्पर्धी रहेंगे। इसके साथ ही स्पेक्ट्रम को लाइसेंस से अलग करने का भी प्रस्ताव है। श्री सिब्बल कल नई दिल्ली में दूरसंचार विभाग की नई संचार नीति के मुख्य प्रावधानों का खुलासा कर रहे थे।

संयुक्त राष्ट्र सुरक्षा परिषद ने सोमालियाई समुद्री लुटेरों से निपटने के लिए विशेषज्ञता प्राप्त अन्तर्राष्ट्रीय न्यायालय, जेल और नए कानून बनाने का आह्वान किया है। सुरक्षा परिषद ने सोमालियाई तट पर समुद्री डकैती के बढ़ते खतरे के खिलाफ अन्तर्राष्ट्रीय संघर्ष से सम्बद्ध रूस के प्रस्ताव को सर्वसम्मति से पास कर दिया है। इस प्रस्ताव में समुद्री लुटेरों पर सोमालिया से बाहर किसी अन्य देश में मुकदमें चलाने के लिए न्यायालय का गठन करने की बात कही गयी है।
सोमालियाई लुटेरों ने इस समय दर्जनों जहाजों पर कब्जा कर रखा है और सैकड़ों लोगों को बंधक बना रखा है। एक अन्तर्राष्ट्रीय नौसैनिक बल हिन्द महासागर में इन समुद्री लुटेरों से जूझ रहा है। सोमालियाई लुटेरे अदन की खाडी में जहाजों में लूटपाट करते है जिसकी वजह से यह इलाका दुनिया का एक सबसे खतरनाक समुद्री मार्ग बन चुका है।

जापान में परमाणु सुरक्षा एजेंसी ने भूकम्प और त्सुनामी से ध्वस्त फुकुशिमा परमाणु बिजलीघर के संकट का स्तर पांच से बढ़ाकर सात कर दिया है। यह अंतर्राष्ट्रीय पैमाने पर सबसे ऊंचा स्तर है। जापान के समाचार माध्यमों ने खबर दी है कि एजेंसी ने यह फैसला इसलिए किया क्योंकि बिजलीघर से कई घंटे तक रेडियोधर्मी सामग्री और जल के रिसाव के कारण संकट अधिकतम स्तर पर पहुंच गया है। हालांकि यह भी बताया गया है कि अब रिसाव में गिरावट आई है।
इस बिजलीघर के चौथे रियेक्टर में आज आग लगने की भी खबर आई थी लेकिन बताया जाता है कि आग बुझा दी गई है।
बिजली घर के आसपास प्रतिबंधित इलाके का दायरा बढा दिया गया है। मुख्य केबिनेट सचिव यूकिओ अदानो ने पत्रकारों से कहा कि परमाणु बिजली परिसर के २० से तीस किलोमीटर के दायरे में रहने वाले बच्चों, गर्भवती महिलाओं और मरीजों को यह जगह छोड़ देनी चाहिए।
इस बीच, तोक्यो के निकटवर्ती चिबा प्रांत में आज सुबह छह दशमलव तीन तीव्रता का भूकम्प आया। लेकिन त्सुनामी का कोई खतरा नहीं है।

The Prime Minister Dr. Manmohan Singh will leave on a five-day visit to China and Kazakhstan today. On the first leg of his visit, he will arrive at Sanya in China to participate in the BRICS Summit. On the sidelines of the summit, he will hold talks with the Chinese President Hu Jintao and Presidents of Russia, Brazil and South Africa. During his meeting with the Chinese President, intensification of economic ties and diversification of relations between the two countries will be the focus of discussions. Issues of mutual interest and role of emerging economies in the global economic order and developments in Libya are also expected to come up during the bilateral meetings.
The BRICS Summit will discuss international economic situation, millennium development goals, multi-polarity, Doha round of talks and several other developmental issues. It is for the first time that South Africa is participating in the summit. Our correspondent reports that on the second leg of his visit, Dr. Singh will have a bilateral summit with the President of Kazakhstan in Astana.
BRICS is essentially an economic grouping of emerging economies. Participation of South Africa promises to open a gateway for this grouping to trade and investments in the resource rich African nations. The present round of discussion is bound to take the partnership to a new hike as they have common strategic dealings with issues like climate change, agricultural subsidies and development issues. The Prime Minister's Office has referred the Shunglu Committee findings on alleged irregularities in Commonwealth Games projects by Delhi government to the Home Ministry for further action. Sources said, PMO has asked the Home Ministry to send its reply on the queries raised by the Shunglu panel in works done by the city government controlled departments. In its third report on projects to upgrade city infrastructure, especially related to road and transport, the Committee has noted there was no special preparation by Delhi government and blamed Chief Minister Sheila Dikshit for her decisions that led to cost escalation in CWG related projects.

All arrangements have been made for assembly elections in Tamil Nadu, Puducherry and Kerala tomorrow. Campaigning for polls in these states ended last evening.

Election machinery is in full swing to conduct poll in 234 assembly segments tomorrow. More than fifty thousand polling booths have been made for four crore and fifty lakh voters. All the sensitive polling booths are going to be under surveillance of live camera. Ramps have also been created in all the polling booths to encourage physically challenged voters. The Election commission has reiterated that if any political party would be found bribing voters strict action would be taken against them. In Puducherry, all necessary arrangements have been put in place to ensure a peaceful poll. Over 8.10 lakh voters will decide the fate of 187 candidates including 79 Indpendents. For the first time, all the 851 polling booths have been connected with webcasting to monitor the polling process.
In Kerala, all the 140 constituencies will go to polls tomorrow amidst tight security. Campaigning in the state came to an end last evening.
In Assam, heavy polling was reported in the second and final phase of Assembly polls yesterday. Chief Electoral Officer of the State Hemanta Narzary told AIR Guwahati Correspondent that 70.35 per cent electorate exercised their franchise in the polling.
In West Bengal, over 97 lakh voters of 54 assembly constituencies in six district of North Bengal would decide the fate of 364 aspirants in the first phase on the 18th of this month. Our Correspondent reports that the Election Commission will set up 12092 polling booths across six districts of North Bengal of which 3607 are senstive.

A Pakistan-born computer technician in the United States pleaded guilty and was sentenced to 23 years in prison for joining an al-Qaeda plot to bomb the Washington region's Metrorail system. Farooque Ahmed, 35, a naturalised US citizen from Pakistan settled in northern Virginia, apologised for his actions during a hearing in a US District Court. His lawyer pleaded that Ahmed had succumbed to a government sting operation after being seduced by a radical cleric, Anwar al-Awlaki, and others.

Japan's nuclear safety agency has decided to raise the crisis level of the crippled Fukushima nuclear power plant from five to seven, the highest on the international scale. Japanese news media reported that the Agency made the decision after concluding that the radioactive material leaking from the Fukushima plant for several hours after the earthquake and tsunami last month reached the maximum severity level. They said the radioactive leakage has since declined.
Yet another fire broke out at the troubled plant but reports say it was soon put out.
Severe aftershocks that rattled northeastern Japan yesterday killed two people and caused a temporary loss of power at the Fukushima plant. Yet another earthquake of 6.3 magnitude has jolted Chiba Prefecture. Kyodo news agency said there is no threat of tsunami.

The UN Security Council has called for the establishment of specialised international courts and prisons and new laws to combat Somali pirates. The council voted unanimously on a Russian drafted resolution to step up the international battle against the growing threat from piracy off the Somali coast. The resolution calls for setting up court in a third country outside Somalia to try pirates.
Somali pirates are currently holding dozens of vessels and hundreds of hostages. An international navy is trying to battle the scourge in the Indian Ocean.

The internationally-recognised winner of the Presidential elections in Ivory Coast Alasanne Ouattara says legal proceedings will be started against the defeated candidate Laurent Gbagbo. Mr. Outtara was speaking soon after Mr. Gbagbo finally surrendered to troops besieging his residence in Abidjan after refusing to give up power for four months. He said steps will be taken to ensure Mr. Gbagbo's physical safety and a Truth and Reconciliation Commission will be set up.

In Belarus, at least 11 people were killed and over 100 injured in a blast at a metro station in the capital Minsk during evening rush hours. Interior Ministry officials have described yesterday's incident as a terror attack. However, no one has claimed responsibility for the blast so far. According to Russian radio Mayak, the blast took place at the Oktyabrskaya station, the only interchange junction of the Minsk metro. Authorities in Moscow have tightened security at local metro stations in the wake of Minsk blast.

Kolkata Knight Riders made 163 for four in 20 overs with Jacques Kallis hitting 53 and Amit Mishra taking two wickets for 19. Deccan Chargers were 154 for eight in 20 overs. Nepal have qualified for the Asian Football Challenge Cup 2012 final after they held Sri Lankan team to a goal-less draw yesterday. The qualifying match played at the Dashrath Stadium in Kathmandu ended without a goal, adding a point to Nepal in order to qualify for the final from Group ‘D’ along with the defending champion, North Korea. In the other match, North Korea defeated Afghanistan 2-0.

Former world junior champion Abhijeet Gupta opened his account against Amir Kowsarinia of Iran and the other two Indian GMs in the fray, B Adhiban and R R Laxman, also registered easy victories in the tournament.
