असम विधानसभा चुनाव के दूसरे और अंतिम चरण में भारी मतदान की खबर हैं। राज्य के मुख्य चुनाव अधिकारी हेमंत नरज+री के अनुसार निचले असम और बोडो क्षेत्र के १४ जिलों में फैले ६४ निर्वाचन क्षेत्रों में ७० प्रतिशत से अधिक मतदाताओं ने अपने मताधिकार का प्रयोग किया। उन्होंने बताया कि दूरदराज के क्षेत्रों से पूरी खबर मिलने के बाद मतदान का प्रतिशत बढ़ सकता है।
उग्रवाद प्रभावित कोकराझाड़ जिले में ७५ प्रतिशत मतदाताओं ने वोट डाला। बोडोलैंड क्षेत्रीय परिषद के चार जिलों में पुरुषों के मुकाबले महिलाओं ने बढ़-चढ़कर अपने मताधिकार का इस्तेमाल किया।
रांगिया, मोरिगांव, जलेश्वर, सामागुड़ी और भुवली में छुट-पुट घटनाओं को छोड़कर पूरे इलाके में मतदान प्रक्रिया शान्तिपूर्वक सम्पन्न हो गई। राज्य के दो पूर्व मुख्यमंत्री भूमि देव वर्मन और प्रफुल्ल कुमार मोहन्ता के अलावा असम गण परिषद के अध्यक्ष चन्द्र मोहन पटवारी समेत चार सौ ९६ उम्मीदवारों का भाग्य आज ईवीएम मशीन में बंद हो गया। वोटो की गिनती १३ मई को होगी। रमणीकांत शर्मा के साथ गुवाहाटी से मैं कृष्ण कुमार लाल।
इस बीच, तमिलनाडु केरल और पुडुचेरी में बुधवार को होने वाले चुनाव के लिए प्रचार अभियान आज शाम समाप्त हो गया। तमिलनाडु में चुनाव अभियान में मंहगाई, भ्रष्टाचार, बिजली कटौती तथा कानून व्यवस्था की स्थिति के मुद्दे मुख्य रूप से छाए रहे।
हमारे संवाददाता ने खबर दी है कि निर्वाचन आयोग द्वारा नियुक्त उड़न दस्तों ने राज्य के विभिन्न भागों से चालीस करोड़ रूपये से अधिक की नकदी और उपहार सामग्री जब्त की है।

केरल में भी एक ही चरण में होने वाले चुनाव के लिए आज शाम समाप्त हो गया। तिरूअनंतपुरम और उत्तर केरल में झड़पों और पत्थरबाजी की कुछ घटनाओं को छोड़कर चुनाव प्रचार का शोर-शराबा आज शाम थम गया।
चुनाव आयोग के अनुसार प्रदेश में २० हजार ७५८ मतदान केन्द्रों में से करीब १६ फीसदी मतदान केन्द्र संवेदनशील चिन्हित किये गये हैं। मुख्य निर्वाचन अधिकारी ने बताया कि ९३ पोलिंग बूथों पर सजीव वोट कास्टिंग के जरिए आयोग पूरी मतदान प्रक्रिया पर नजर रखेगा। इस बीच शांतिपूर्ण ढंग से स्वतंत्र व निष्पक्ष मतदान कराने के लिए करीब ८५ हजार सुरक्षाकर्मियों के साथ ही लगभग 1 लाख २० हजार कर्मचारियों व अधिकारियों की तैनाती की जा रही है। रामकृष्ण पिल्लई के साथ राघवेश पांडे आकाशवाणी समाचार तिरूवंतपुरम।

प्रधानमंत्री कार्यालय ने, राष्ट्रमंडल खेलों के आयोजन संबंधी परियोजनाओं में कथित अनियमितताओं के बारे में शुंगलू समिति की जांच रिपोर्ट आगे की कार्रवाई के लिए गृहमंत्रालय को भेज दी है। सूत्रों ने बताया कि प्रधानमंत्री कार्यालय ने गृहमंत्रालय से कहा है कि वह दिल्ली सरकार के विभागों द्वारा किये गये निर्माण कार्यों के बारे में शुंगलू समिति द्वारा उठाये गये सवालों के जवाब दे। राजधानी में विशेषकर सड़कें और परिवहन व्यवस्था जैसी बुनियादी सुविधाओं के विकास की परियोनाजों के बारे में अपनी तीसरी रिपोर्ट में समिति ने कहा है कि राज्य सरकार ने इसके लिए विशेष तैयारी नहीं की थी। इसमें मुख्य मंत्री शीाला दीक्षित पर आरोप लगाया गया है कि उनके फैसलों के कारण राष्ट्रमंडल खेलों के आयोजन संबंधी परियोजनाओं की लागत बढ़ गई।

उच्चतम न्यायालय ने केंद्र को टू-जी स्पेक्ट्रम मामले में वरिष्ठ वकील यू.यू. ललित को विशेष सरकारी वकील नियुक्त करने के आदेश दिए हैं। इस मामले में पूर्व संचारमंत्री ए. राजा सहित अन्य लोगों के खिलाफ मुकदमा दर्ज किया गया है। अदालत ने कहा कि श्री ललित, सी.बी.आई. के लिए काम कर रहे वकीलों में से अपनी पसंद के लोगों को अपनी टीम में शामिल कर सकेंगे। अदालत ने यह भी कहा कि सी.बी.आई. चाहे तो श्री ललित की सहायता के लिए अपने वकीलों के नाम सुझा सकती है। इससे पहले, केंद्र ने श्री ललित को विशेष सरकारी वकील नियुक्त किए जाने पर एतराज जताया था।

सरकार का दूरसंचार लाइसेंसों का नवीनीकरण अब दस साल बाद करने का प्रस्ताव है। अभी बीस साल बाद नवीनीकरण किए जाने का प्रावधान है। दूरसंचार मंत्री कपिल सिब्बल ने कहा है कि प्रस्तावित राष्ट्रीय दूरसंचार नीति २०११ के तहत कंपनियों को लाइसेंसों के नवीनीकरण के लिए अब तीस महीने पहले आवेदन करना होगा। इस नीति में विलय और अधिग्रहण के नियमों को सरल बनाया गया है। इसके अलावा प्रत्येक क्षेत्र में बी एस एन एल सहित कम से कम छह प्रतिस्पर्धी रहेंगे। इसके साथ ही स्पेक्ट्रम को लाइसेंस से अलग करने का भी प्रस्ताव है। श्री सिब्बल आज नई दिल्ली में दूरसंचार विभाग की नई संचार नीति के मुख्य प्रावधानों का खुलासा कर रहे थे।

ओडीशा सरकार ने कहा है कि विवादास्पद पोलावरम बांध परियोजना के बारे में तथ्य रिपोर्ट, केन्द्रीय जल आयोग के पूर्व सदस्य एम गोपाल कृष्णन देंगे। ओडीशा के जल संसाधन सचिव सुरेश महापात्रा ने बताया कि उच्चतम न्यायालय ने इस परियोजना के निरीक्षण के लिए राज्य सरकार द्वारा सुझाये गये तीन नामों में से श्री गोपाल कृष्णन के नाम को स्वीकृति दी है। श्री महापात्रा, आंध्र प्रदेश द्वारा इस परियोजना के निर्माण कार्य पर रोक लगाने की, ओडीशा सरकार की याचिका पर, उच्चतम न्यायालय के फैसले पर प्रतिक्रिया व्यक्त कर रहे थे। श्री महापात्रा ने बताया कि उच्चतम न्यायाल ने इस परियोजना के निर्माण कार्य पर रोक लगाने से पूरी तरह इंकार नहीं किया है और अंतिम फैसला १९ जुलाई को अगली सुनवाई के बाद ही लिया जायेगा।

सरकार ने आज उच्चतम न्यायालय को बताया कि ओड़ीशा में महात्मा गांधी राष्ट्रीय रोजगार गारंटी कार्यक्रम-मनरेगा के लिए दी गई धनराशि में गबन की सी.बी.आई. जांच कराने का फैसला किया है। अतिरिक्त महान्यायवादी इंदिरा जयसिंह ने प्रधान न्यायाधीश एस.एच. कापड़िया की खंडपीठ को बताया कि इस बारे में शीघ्र ही अधिसूचना जारी कर दी जाएगी।

सरकार संसद के मानसून सत्र में लोकपाल विधेयक लाने के लिए कृतसंकल्प है। दूरसंचार मंत्री और विधेयक का मसौदा तैयार करने संबंधी संयुक्त समिति के सदस्य कपिल सिब्बल ने आज नई दिल्ली में कहा कि केन्द्र सरकार कारगर विधेयक का मसौदा तैयार करने के लिए समाज के प्रबुद्ध सदस्यों के साथ मिलकर काम करेगी।
आम जनता की समस्यायें हैं वो अलग हैं माना की अगर आप बच्चों का शिक्षित कराना चाहते हो तो उसका लोकपाल से कोई तालुक नहीं है। लोकपाल केवल भ्रष्टाचार के साथ जुड़ा हुआ है तो हम ऐसा अच्छा बिल लायेंगे जो भ्रष्टाचार को खत्म करे।

इस बीच, कांग्रेस ने सभी संबंधित पक्षों से अपील की है कि लोकपाल विधेयक के मसौदे के बारे में विवाद या कहासुनी करने की बजाय उसके तौर-तरीकों पर ध्यान दिया जाना चाहिए।
भारतीय जनता पार्टी ने कहा कि लोकपाल विधेयक का मसौदा तैयार करने वाली संयुक्त समिति के सदस्य-कुछ मंत्रियों की टिप्पणी से प्रभावी विधेयक लाने की सरकार की मंशा पर सवाल उठ खड़े हुए हैं।

दिसंबर १९९९ में इंडियन एयरलाइंस के विमान आई सी आठ सौ चौदह को काठमांडू से हाइजैक कर कंधार ले जाने वाले एक संदिग्ध षड़यंत्रकारी को चिली में गिरफ्तार कर लिया गया है। पी टी आई ने सरकारी अधिकारियों और सी बी आई के हवाले से खबर दी है कि चिली पुलिस ने गिरफ्तार किए गए व्यक्ति की पहचान अब्दुल रउफ के रूप में की है जिसके खिलाफ इंटरपोल का रेडकार्नर नोटिस जारी किया गया था। सी बी आई की एक टीम शीघ्र ही चिली जाकर उसकी पहचान की पुष्टि करने के साथ-साथ उससे पूछताछ भी करेगी। सी बी आई द्वारा तलाश किया जा रहा अब्दुल रउफ, जैश-ए-मोहम्मद के सरगना मौलाना मसूद अजहर का साला है। जैश-ए मोहम्मद का प्रमुख उन तीन आतंकवादियों में से एक है जिसको आठ दिनों की बातचीत के बाद १६० यात्रियों की रिहायी के बदले छोड़ा गया था।

जापान के उत्तर-पूर्व इलाक़े में, आज फिर भूकंप के झटके महसूस किये गए। रिक्टर पैमाने पर सात दशमलव एक की तेजी वाले इस भूकम्प के बाद पहले ही जर्जर हो चुके फुकुशिमा परमाणु संयंत्र से कर्मचारियों को बाहर निकाल लिया गया है। स्थानीय समय के अनुसार शाम पांच बजकर सोलह मिनट पर आए इस भूकंप का केन्द्र फुकुशिमा संयंत्र के आसपास ही था और यह धरती से मात्र दस किलोमीटर नीचे था। भूकंप के तुरंत बाद त्सुनामी की चेतावनी दी गई थी, जो वापस ले ली गई है।
पिछले वृहस्पतिवार को भी रिक्टर पैमाने पर सात दशमलव एक तेजी का भूकंप आया था जिसमें चार लोग मारे गए थे और लाखों घरों की बिजली बंद हो गई थी।

सरकार ने दिल्ली की सार्वजनिक जल प्रणाली में दवा-रोधी वैक्टीरिया-सुपरबग पाए जाने का खंडन किया है और कहा है कि इस मामले में बिना वजह दिल्ली का नाम लिया जा रहा है। भारतीय चिकित्सा अनुसंधान परिषद के महानिदेशक वी एम कटोच ने कहा कि इस मामले में भारत को बेवजह बदनाम किया जा रहा है। उन्होंने कहा कि आरोप लगाने वालों के इरादे वैज्ञानिक नहीं हैं। इस बीच, दिल्ली की मुख्यमंत्री शीला दीक्षित ने लोगों से कहा है कि घबराने की कोई जरूरत नहीं है। दिल्ली जल बोर्ड ने इन आरोपों का स्पष्ट रूप से खंडन किया है।

In Assam, heavy polling has been recorded in the second and final phase of elections today. Over 70 per cent of electorates cast their votes in the polling held in 64 Assembly constituencies spread over 14 districts in lower Assam and the Bodo belt. Chief Electoral Officer of the State Hemanta Narzary said an estimated 70.35 per cent electorates exercised their franchise in today’s polling. Narzary said the poll percentage may further go up as reports from some remote areas are yet to come in. In the first phase of polling on the 4th of this month, voting took place in 62 constituencies. The polling today passed off peacefully barring a few stray incidents in some voting centres at Rangiya, Morigaon and Jaleswar. Police had to open fire there to control groups indulging in violence. AIR Correspondent reports that political fortune of 496 candidates were sealed in ballot boxes today.
Barring few minor incidents in some voting centres at Rangiya, Morigaon, Jaleswar, Samoguri and Dhubri, polling was by and large peaceful in other parts.Highest polling of 84 per cent was recorded at Barama Constituency in Nalbari district followed by 83 per cent at Bijni constituency in Bongaigaon district. Women voters outnumbered the men in the four districts of Bodoland Territorial Council. Meanwhile, campaigning ended this evening for Wednesday's Assembly polls in Tamilnadu, Kerala and Puducherry. In Tamil Nadu, the missing cycle and bike rallies with fluttering flags made a rare appearance today as curtains come down on campaigning. Candidates on improvised vehicles were making the final rounds of the constituencies in their last bid to woo the voters. The Election commission has taken a serious view of continuing instances of voters being lured with cash and gifts and has issued a stern warning against such unfair practices. Chief Electoral officer Praveen Kumar said, the Commission will be forced to take appropriate action if such incidents are repeated. Our correspondent reports that importance of the Tamil Nadu elections can be gauged by the fact that political parties fielded their star campaigners including national leaders this time.

The Prime Minister's Office has referred the Shunglu Committee findings on alleged irregularities in Commonwealth Games projects by Delhi Government to the Home Ministry for further action. Sources said, PMO has asked Home Ministry to send its reply on the queries raised by the Shunglu panel in works done by the city government controlled departments. In its third report on projects to upgrade city infrastructure, especially related to road and transport, the Committee has noted there was no special preparation by the Government of National Capital Territory of Delhi and blamed Delhi Chief Minister Sheila Dikshit for her decisions that led to cost escalation in CWG related projects. It said that unfair cost advantage was given to contractors due to compressed time frame and noted indication of collusive bidding by tenders floated by Public Works Department.

A person suspected to be a key conspirator in the hijacking of Indian Airlines plane (IC-814) to Kandhahar has been detained in Chile. PTI reports that highly-placed sources in the Government and the CBI said today that the Chilean police informed the CBI that they had detained a person identified as Abdul Rauf and that there was also an Interpol Red Corner notice pending against him. A CBI team would be soon going to Chile to ascertain his identity as well as question him, help from western friendly intelligence agencies was likely to be taken in this connection.

The Supreme Court has rejected Odisha Government's plea to stay Polavaram Dam construction by Andhra Pradesh. It also appointed former Central Water Commission, CWC member M Gopalakrishnan to inspect the project along with CWC and submit separate reports to it by July 19th, the next date of hearing. The apex court also allowed technical experts from Odisha, Andhra Pradesh, Maharashtra, Karnataka and Chhattisgarh to be present at the site when the CWC team conducts the inspection.

The government today informed the Supreme Court that it has decided to order a CBI probe into embezzlement of funds meant for implementation of the rural job guarantee scheme MNREGA in Orissa. The Additional Solicitor General Indira Jaising gave this information to a bench of Chief Justice S H Kapadia saying the government would issue the notification very shortly.

The Government today said, all telecom licences are proposed to be renewed after 10 years instead of the existing 20 year time frame. Telecom Minister Kapil Sibal said, in the proposed National Telecom Policy, 2011, that the companies have to file an application 30 months prior to the renewal of the telecom licenses. The Policy entails liberal mergers and acquisitions and a minimum of six competitors in each circle, including BSNL. There is also a proposal to delink spectrum from licence. Mr Sibal said this while unveiling the road contours of the New Telecom Policy-2011 and Department of Telecom, DoT's 100-days action plan and achievements. He said, the DoT will hire agencies for regular audit of spectrum and its usage to ensure proper utilisation of scarce natural resource. He said, spectrum sharing should also be considered to finalise the new policy. The DoT has also announced to set up a Committee for National Spectrum Act headed by retired Judge Shivraj V Patil. The Department has formed a broadband committee to look into the issues related to national broadband plan headed by Telecom expert and advisor to Prime Minister, Sam Pitroda.

The Supreme Court today directed the government to appoint senior advocate U U Lalit as Special Public Prosecutor for the trial of 2G spectrum case involving former Telecom Minister A Raja and others. The apex court said, that Lalit will be at liberty to choose his team of prosecutors from the panel of advocates working for the CBI which said, it will file its supplementary chargesheet by the 24th of this month in the case. Earlier, the Centre had objected to the appointment of Lalit as Special Public Prosecutor, saying he did not meet the eligibility criteria for the task.A Bench comprising Justices G S Singhvi and A K Ganguly made it clear that the trial will be held on a day-to-day basis and no adjournments would be granted. The Bench said that no other court will entertain any petition or application relating to the case other than the apex court.

A strong earthquake of 7.1 magnitude jolted Japan's north-east today after exactly one-month of the devastating quake and tsunami on the 11th of last month that had left thousands of people dead. Workers at the damaged Fukushima nuclear plant were evacuated following the latest quake. The epicentre of the latest quake was in an area in Fukushima prefecture. The tsunami warning issued immediately after the quake, has been lifted.
