• सरकार लोकपाल विधेयक के बारे में अन्ना हजारे के प्रतिनिधियों से तीसरे दौर की बातचीत करेगी। यूपीए अध्यक्ष सोनिया गांधी ने इस मुद्दे पर प्रधानमंत्री के साथ विचार विमर्श किया।

 सरकार, प्रस्तावित लोकपाल विधेयक पर समाजसेवी अन्ना हजारे के प्रतिनिधियों के साथ आज तीसरी बार बातचीत करेगी। यह बातचीत अब से कुछ देर बाद शुरू होगी। इससे पहले की वार्ताएं किसी नतीजे पर नहीं पहुंच सकी। कांग्रेस के वरिष्ठ नेता और वित्त मंत्री प्रणव मुखर्जी ने अन्ना हज+ारे से अपना अनशन छोड़ने की अपील की है। नई दिल्ली में जन्तर मन्तर पर उनके अनशन का आज चौथा दिन है। श्री मुखर्जी ने अन्ना हजारे से यह भी कहा है कि वे एक कारगर लोकपाल विधेयक तैयार करने के लिए अनौपचारिक समिति में शामिल हों।
 नई दिल्ली में एक समारोह से अलग पत्रकारों से बातचीत में श्री मुखर्जी ने कहा कि अन्ना हजारे के साथ बातचीत चल रही है। कांग्रेस अध्यक्ष सोनिया गांधी ने आज प्रधानमंत्री के साथ इस मुददे पर विचार विमर्श किया। उनके साथ प्रणव मुखर्जी, कपिल सिब्बल और उनके राजनीतिक सचिव अहमद पटेल भी थे। इसी मामले को लेकर प्रधानमंत्री ने राष्ट्रपति से मुलाकात की और उन्हें अवगत कराया कि इस मुद्दे के समाधान के लिए सरकार क्या प्रयास कर रही है। श्री सिब्बल ने संवाददताओं को बताया कि संयुक्त समिति के गठन के बारे में सरकारी अधिसूचना जारी करना सम्भव नहीं है लेकिन सरकार विधि मंत्रालय के जरिये एक सरकारी पत्र की सूरत में और एक प्रैस विज्ञप्ति के रूप में यह सूचना जारी करने के लिए तैयार है।

 एक गर्वमेंट ऑफ इंडिया का नोटिफिकेशन इसमें नही हो सकता, लेकिन हम आपको एक ऑफिसियल लैटर दे सकते है। लॉ मिनिस्टरी की तरफ से और साथ में चेयरमैन वहीं होगा, जो कमेटी का सीनियर मोस्ट केबिनेट मिनीस्टर होगा, तो हमने कहा कि ये दो बातें जो हमनें कल कही थी। उनके ऊपर सरकार कायम है।
 उधर, जन्तर मन्तर पर जुटे लोगों को अपने सम्बोधन में अन्ना हजारे ने देशभर में १३ अप्रैल से जेल भरो आन्दोलन शुरू करने को कहा। उन्होंने यह भी कहा कि वे आन्दोलन के दौरान अहिंसा का पालन अवश्य करें। हमारे संवाददाता ने बताया है कि मुम्बई के आज+ाद मैदान में अन्ना हजारे के समर्थकों ने एक व्यापक जनसम्पर्क कार्यक्रम शुरू किया है ताकि भ्रष्टाचार के खिलाफ आन्दोलन में अधिक से अधिक लोगों को शामिल किया जा सके। हिन्दी फिल्म जगत की कुछ हस्तियों द्वारा अन्ना हजारे के प्रति समर्थन व्यक्त करने से यह आन्दोलन और तेज हो गया है। जहां आमिर खान ने इस विधेयक के समर्थन में प्रधानमंत्री को पत्र लिखा है, वहीं शेखर कपूर, अनुपम खेर, प्रियंका चोपड़ा, फरहान अख्तर, मधुर भंडारकर, दिया मिर्जा और नीतू चन्द्रा जैसे कलाकारों ने ट्विटर पर लिखा है कि अन्ना हजारे की मांग जल्द से जल्द पूरी की जाये।

 उच्चतम न्यायालय ने सीबीआई को तुलसीराम प्रजापति की फर्जी मुठभेड़ की जांच करने का आदेश दिया है। तुलसीराम प्रजापति, सोहराबुदीन शेख की फर्जी मुठभेड़ का चश्मदीद बताया जाता है। गुजरात के पूर्व मंत्री अमित शाह पर सोहराबुदीन शेख के मामले में शामिल होने का आरोप था। उच्चतम न्यायालय ने यह आदेश तुलसीराम प्रजापति की मां नर्मदाबाई की अपील पर दिया। इस अपील में नर्मदा बाई ने आरोप लगाया है कि तुलसीराम प्रजापति को इसलिए फर्जी मुठभेड़ में मार दिया गया क्योंकि वह नवम्बर २००५ में सोहराबुदीन शेख और उसकी पत्नी कौसर बी की हत्या का प्रत्यक्षदर्शी था। न्यायालय ने कहा कि नर्मदाबाई ने सीबीआई से जांच कराने के लिए जोरदार दलीलें दी हैं। इस मामले में आन्ध्रप्रदेश, राजस्थान और गुजरात के पुलिस कर्मचारियों का हाथ होने का जबर्दस्त शक है। लेकिन खंडपीठ ने यह बात स्पष्ट की कि उसकी इस धारणा का निचली अदालत में चल रहे इसी मामले पर कोई असर नहीं पड़ेगा।
 उच्चतम न्यायालय ने इन हत्याओं की कमजोंर छानबीन के लिए गुजरात पुलिस की भी आलोचना की। इन हत्याओं में न केवल पुलिस के वरिष्ठ अधिकारियों बल्कि कुछ नेताओं के शामिल होने की बात भी कही गई है। पीठ ने इस बात पर खेद व्यक्त किया कि गुजरात पुलिस ने हत्याओं के बाद आरोप पत्र दायर करने के लिए साढे तीन साल से अधिक का समय लिया।

 सरकार ने दिहाड़ी मजदूरों की न्यूनतम मजदूरी १०० रूपये से बढ़ाकर ११५ रूपये कर दी है। ये बढ़ी हुई मजदूरी इस महीने की पहली तारीख से लागू हो गई है। ये औद्योगिक मजदूरों के लिए उपभोक्ता मूल्य सूचकांक पर आधारित है। केन्द्रीय श्रम और रोजगार मंत्री मल्लिकार्जुन खड़गे ने सभी राज्यों के मुख्यमंत्रियों को पत्र लिखकर उनसे मजदूरी की दरों में संशोधन करने का अनुरोध किया है। श्रम और रोजगार सलाहकार डॉक्टर विनीता कुमार ने आकाशवाणी से बातचीत में कहा कि देश में सभी जगह एक समान मजदूरी की व्यवस्था करने और न्यूनतम मजदूरी में असमानता को दूर करने के लिए राज्यों को यह सलाह दी गई है।
 हमारे संवाद्दाता ने खबर दी है कि सरकार के इस फैसले से निर्माण, कृषि और पत्थर तोड़ने के काम में लगे दो करोड़ मजदूरों को लाभ होगा। इन मजदूरों की दिहाड़ी अब सरकार के प्रमुख ग्रामीण रोजगार कार्यक्रम के तहत दी जा रही मजदूरी के बराबर हो गई है जो जनवरी में बढ़ायी गई थी। महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार गारंटी योजना के तहत हर राज्य  में कृषि मजदूरों की मजदूरी को जनवरी में उपभोक्ता मूल्य सूचकांक से  जोड़ दिया गया था।

 वित्तमंत्री ने समाहित वृद्धि विकास का लक्ष्य हासिल करने के लिए प्रशासन और सेवा क्षेत्र को चुस्त बनाने पर जोर दिया है। नई दिल्ली में आज सी आई आई के वार्षिक सम्मेलन को संबोधित करते हुए श्री प्रणव मुखर्जी ने स्वीकार किया कि प्रशासनिक स्तर पर  कुछ खामियों और व्यवस्था में भ्रष्टाचार की वजह से गरीबों पर असर पड़ा है।
 वस्तु और सेवा कर का जोरदार समर्थन करते हुए श्री मुखर्जी ने कहा कि वैश्विक, आर्थिक मंदी के असर के बावजूूद अर्थव्यवस्था की विकास दर तेज रही है। उन्होंने सरकार द्वारा किए जा रहे उपायों का ब्यौरा देते हुए कहा कि गरीब और बहुत पिछड़े हुए लोगों की पहचान कर उन्हें विकास के लाभ पहुंचाने  के प्रयास किये जा रहे हैं। वित्मंत्री ने कहा कि युवाओं को बेहतर अवसर उपलब्ध कराने और देश की अपेक्षाओं को पूरा करने की चुनौती को देखते हुए वित्तीय मजबूती बहुत महत्वपूर्ण है। उन्होंने कहा कि चालू वित्त वर्ष ेका बजट इसी दिशा में एक कदम है। श्री मुखर्जी ने आधारभूत ढांचे को सुदृढ़ करने के लिए उद्योग जगत से सरकार के साथ सहयोग करने की अपील की।  उन्होंने कहा कि प्रमुख उद्योगों और कामगारों की व्यावसायिक क्षमता को बेहतर करने के लिए ढांचागत सुविधाएं बहुत महत्वपूर्ण है। उन्होंने माध्यमिक और सैंकेडरी स्तर पर शिक्षा की गुणवत्ता और छात्रों को स्कूलों में रोकने की आवश्यकता पर बल देते हुए कहा कि स्वच्छ टैक्नोलोजी को बढ़ावा देने के प्रयास जरूरी हैं।
 दो दिन का यह वार्षिक सम्मेलन वित्तमंत्री के उद्घाटन भाषण से शुरू हुआ। इसमें प्रमुख नीति निर्माता, अर्थशास्त्री और उद्योग जगत के शीर्ष प्रतिनिधि समग्र विकास से जुड़े विभिन्न मुद्दों पर विचार व्यक्त करेंगे।

 देश के समुद्र तटों के साथ-साथ सात किलोमीटर की पट्टी की डिजिटल फोटोग्राफी की जायेगी ताकि खतरे की आशंका वाले क्षेत्रों का सर्वेक्षण किया जा सके। यह परियोजना त्सुनामी और ऊंची समुद्री लहरों से तटवर्ती इलाकों में पानी भरने जैसी आपदाओं से निपटने की बेहतर तैयारी के लिए लागू की जा रही है। पर्यावरण तथा वन मंत्री जयराम रमेश ने आज पत्रकारों को बताया कि विश्व बैंक की सहायता से इस परियोजना पर १२५ करोड़ रूपये से अधिक की लागत आयेगी। उन्होंने कहा कि दो साल के अन्दर चेतावनी केन्द्र स्थापित किये जायेंगे। इस सर्वेक्षण के अन्तर्गत विभिन्न प्रकार के आंकड़े जमा किये जायेंगे और यह पता लगाया जायेगा कि पिछले ४० साल में किन इलाकों में समुद्री लहरों से बाढ़ आई और अगले सौ साल में किन इलाकों में समुद्री लहरों से भूमि कटाव हो सकता है।
 श्री रमेश ने बताया कि इस परियोजना को तेजी से लागू करने के लिए पूरे समुद्री तट को आठ खंडों में बांटा जायेगा।

 जापान में पिछले महीने विनाशकारी भूकम्प और त्सुनामी से तबाह हुए क्षेत्र में कल फिर ७ दशमलव एक तीव्रता के भूकम्प में कम से कम चार लोगों की मृत्यु हो गई और लगभग ९० लोग घायल हो गये। उत्तरी जापान के बड़े इलाके में बिजली सप्लाई काट दी गई है, जिससे तीन परमाणु संयंत्रों को ठंडा रखने वाले उपकरणों को जेनरेटर से चलाया जा रहा है। कल रात करीब ३३ लाख से अधिक घरों की बिजली गुल हो गई। हालांकि फुकुशिमा दाइचि परमाणु परिसर के तीनों संयंत्रों में कम से कम एक वैकल्पिक जेनरेटर से बिजली सप्लाई जारी है। भूकम्प के इन झटकों के बाद इस इलाके में परमाणु विकिरण का खतरा और बढ़ गया है।
 जापान के मौसम कार्यालय ने भूकम्प के तत्काल बाद त्सुनामी की चेतावनी जारी कर दी, जिससे लोग ऊंचाई वाले स्थानों पर चले गये। लेकिन बाद में इस चेतावनी को वापस ले लिया गया।

  पर्यटन से इस वर्ष जनवरी से मार्च तक, पिछले वर्ष की इसी अवधि के मुकाबले छह दशमलव आठ प्रतिशत अधिक विदेशी मुद्रा की आमदनी हुई । ताजा आंकड़ों के अनुसार शुरू के तीन महीनों में करीब १८ हजार नौ सौ करोड़+ रूपये की आमदनी हुई। इस दौरान विदेशी पर्यटकों की संख्या में ११ प्रतिशत से अधिक की बढ़ोतरी दर्ज की गई। मार्च २०११ के दौरान पर्यटन से होने वाली विदेशी मुद्रा की आमदनी लगभग पांच हजार पांच सौ करोड़ रूपये रही जो पिछले वर्ष इसी अवधि में हुई आमदनी से शून्य दशमलव तीन प्रतिशत अधिक है।

 असम, पश्चिम बंगाल, तमिलनाडु, केरल और पुड्डूचेरी में विधानसभा चुनाव प्रचार जोरों पर है। विभिन्न दलों के प्रमुख नेता मतदाताओं को लुभाने में जुटे हुए हैं।
 असम में दूसरे चरण के चुनाव प्रचार में अब सिर्फ दो दिन रह जाने से विभिन्न दलों के नेता मतदाताओं को अपने पक्ष में करने के लिए कोई कसर नहीं छोड़ रहे हैं। इस चरण में निचले असम के ६४ विधानसभा क्षेत्रों में वोट पड़ेंगे। कांग्रेस, भाजपा, असम गण परिषद और आल इंडिया यूनाइटेड डेमोक्रेटिक फ्रंट के बड़े नेता चुनाव रैलियों और सभाओं को सम्बोधित करने के लिए हेलीकॉप्टरों से जगह-जगह जा रहे हैं। हमारे संवाद्दाता ने खबर दी है कि इस बार कांग्रेस को विपक्षी दलों से कड़ी चुनौती का सामना करना पड़ रहा है।

पिछले चुनाव में कांग्रेस को सभी सीटों पर सफलता मिली थी। लेकिन इस बार इन सीटों को बरकरार रखने में पार्टी को मुश्किलों का सामना करना पड़ रहा है। लाहौरी घाट विधानसभा क्षेंत्र में राष्ट्र सरकार की ----- डॉक्टर नजरूल इस्लाम को  एआईयूडीएफ से कड़ी चुनौती मिल रही है। सीपीआई मोरीगांव सीट को हर हाल में कांग्रेस से छीनने की कोशिश में जुटी हुई है। जागीरोड़ सीट पर कांग्रेस और असम गण परिषद  के बीच कड़ी टक्कर है। चुनाव प्रचार के दौरान सत्तारूढ़ कांग्रेस जहां जोर-शोर से विकास का मुद्दा उठा रही है, वहीं दूसरी ओर भाजपा, असम गण परिषद और एआईयूडीएफ समेत तमाम विपक्षी दल भारत संचार के मुद्दे को उठाकर कांग्रेस को भेजने की कोशिश कर रही है। चार लाख ६५ हजार से अधिक मतदाता इस जिले में १७ उम्मीदवारों के भाग्य का फैसला दूसरे चरण के मतदान में करेंगे।  मोरी गांव से दालिम फूकल के साथ मैं कृष्ण कुमार लाल।
 बोड़ोलैंड पीपुल्स फ्रंट के अध्यक्ष हगरामा मोहिलारी ने आज कहा कि उनकी पार्टी असम गण परिषद, भाजपा और ऑल इंडिया यूनाइटेड डेमोक्रेटिक फ्रंट जैसे दलों के साथ गठबंधन सरकार बनाने के लिए तैयार है। श्री मोहिलारी ने कहा कि बोड़ोलैंड पीपुल्स फ्रंट, ऊपरी असम में कुछ सीटों पर कांग्रेस का समर्थन कर रहा है। बोड़ो पीपुल्स फ्रंट राज्य में सत्तारूढ़ कांग्रेस का गठबंधन सहयोगी है। भारतीय जनता पार्टी ने कांग्रेस और आल इंडिया यूनाइटेड डेमोक्रेटिक फ्रंट पर गुप्त रूप से समझौता करने और राज्य में चुनाव के बाद सरकार बनाने के लिए गठजोड़ करने का आरोप लगाया है।

 पश्चिम बंगाल में विधानसभा चुनाव के दूसरे चरण में २३ अप्रैल को होने वाले मतदान के लिए नामांकन-पत्रों की जांच के बाद तीन सौ उम्मीदवार चुनाव मैदान में रह गए हैं। कल नाम वापिस लेने का आखिरी दिन है।
 इस बीच तीसरे और चौथे चरण के लिए नामांकन भरने का काम जारी है। पहले चरण के लिए चुनाव प्रचार धीरे-धीरे तेज+ी पकड़ रहा है। पहले चरण में उत्तरी बंगाल के छह जिलों में १८ अप्रैल को वोट डाले जाएंगे।

 तमिलनाडु में विधानसभा चुनाव के लिए अब केवल तीन दिन का समय रह गया है। राजनीतिक नेता जोरदार प्रचार में लगे हैं और मतदाताओं को अपने उम्मीदवारों के पक्ष में करने के लिए तरह-तरह के तरीके अपना रहे हैं। चुनाव प्रचार में राज्य के नेताओं के साथ पार्टियों के राष्ट्रीय नेता भी जुट गए हैं। हमारे संवाद्दाता ने कहा है कि कई पार्टियां चुनाव मैदान में है लेकिन मुख्य मुकाबला डीएमके और ऑल इंडिया अन्ना डी एम के नेतृत्व वाले मार्चों के बीच होने की संभावना है।

 सेलम जिले में सबसे ज्यादा  ११ विधानसभा क्षेत्रों में १३४ उम्मीदवार चुनाव मैदान में है, जबकि कोयम्बटूर की दस विधानसभा सीटों के लिए ९५ उम्मीदवार चुनाव लड़ रहे है। राज्य के अन्य हिस्सों की तरह पश्चिमी जिलों में भी बिजली का भारी संकट बना हुआ है और इसका सबसे ज्यादा असर इस क्षेत्र के उद्योग धंधों पर पड़ा है। वहीं सिरपुर स्थित रंग रोगन के काम से जुड़ी ईकाईयों के बंद हो जाने के कारण राज्य के वस्त्र उद्योग भी संकट का सामना कर रहे है। पश्चिमी क्षेत्र में स्थित नीलगिरी में उचित कीमत न मिलने के कारण फूलों के उत्पादकों को भी भारी नुकसान उठाना पड़ रहा है। पश्चिम के धनपुरी जिले सहित कई अन्य इलाकों में पीने के पानी का संकट भी बरकरार है।

 केरल में १३ अप्रैल को होने वाले विधानसभा चुनाव के लिए सभी प्रमुख राष्ट्रीय दलों ने अपना प्रचार तेज+ कर दिया है। बहुजन समाज पार्टी की नेता मायावती राज्य में तीन दिन के चुनाव प्रचार अभियान के लिए आज तिरूअनन्तपुरम पहुंच रही हैं। हमारे संवाद्दाता ने खबर दी है कि निर्वाचन आयोग चुनाव तैयारियों की अंतिम समीक्षा कर रहा है।

 राज्य विधानसभा की १४० सीटों के लिए प्रचार को अब महज कुछ दिन और बचे है। मार्क्सवादी कम्युनिस्ट पार्टी के नेतृत्व वाले एल.डी.एफ. और कांग्रेस की अगुवाई वाले यू.डी.एफ के शीर्ष नेता धुआंधार प्रचार में जुट गये है। लगभग सभी सीटों पर दोनों ही मोर्चे के बीच कांटे की टक्कर है। ऐसे में, वामपंथी और कांग्रेस दोनों ही मतदाताओं को अपने पक्ष में करने के लिए कोई कोर कसर नहीं छोड़ रहे हैं। मुख्यमंत्री वी.एस. अत्युतानंदन ने एर्नाकुलम में जाने-माने सामाजिक कार्यकर्ता अन्ना हजारे के आंदोलन का समर्थन करते हुए एल.डी.एफ के राज में केन्द्र से मिल धन के समुचित उपयोग का दावा किया है। उधर, कांग्रेस एल.डी.एफ पर केन्द्र से मिलने वाले धन का उपयोग न करने का आरोप लगा रही है। इस बीच, आज राज्य में बसपा सुप्रीमों मायावती और भाजपा के प्रमुख नेता भी चुनावी सभाएं कर रहे हैं। तिरूवनंतपुरम में पोलिंग बूथ के माडल वाले वाहन के जरिये चुनाव आयोग मतदाताओं को मतदान के तौर तरीकों की जानकारी दे रहा है।

 कश्मीर घाटी में प्रमुख धार्मिक नेता मौलवी शौकत शा पर श्रीनगर में आज अज्ञात आतंकवादियों ने हथगोला फैंका जिससे वे गंभीर रूप से घायल हो गए। वे जुम्मे की नमाज के लिए मस्जिद की तरफ जा रहे थे। हमारे संवाद्दाता ने खबर दी है कि मौलवी शौकत शा को तुरन्त श्रीनगर के गर्वनमेंट मेडीकल कॉलेज अस्पताल ले जाया गया। उनकी हालत गंभीर बतायी जाती है। ये घटना शहर के मैसूमा इलाके में हुई।

 केन्द्र सरकार ने नगालैंड के विभिन्न जिलों में लाइसेंसिंग अधिकारियों द्वारा जारी हथियारों के करीब तीन सौ ५२ लाइसेंस वापस ले लिए हैं। ये लाइसेंस अगस्त १९८७ से जनवरी २००७ के दौरान जारी किए गए थे। सरकारी विज्ञप्ति के अनुसार यह लाइसेंस गैरकानूनी ढंग से जारी किये गए थे। जिन लोगों के पास ये लाइसेंस हैं उन्हें अपने लाइसेंस, हथियार और कारतूस इस महीने की २१ तारीख तक जमाने कराने होंगे। ऐसा न करने वाले लोगों के खिलाफ शस्त्र कानून १९५९ की धारा २५ के तहत कार्रवाई की जायेगी।

 मध्यप्रदेश में ग्रामीण क्षेत्रों में विकलांग और बेसहारा बुजर्+गों की पहचान के लिए आज से सात दिन का विशेष स्पर्श अभियान शुरू किया जा रहा है। हमारे भोपाल संवाद्दाता ने खबर दी है कि ऐसे व्यक्तियों को एक स्पर्श कार्ड जारी किया जाएगा। इस काम के लिए स्पर्श मित्र नियुक्त किए जाएंगे जो उनकी मदद करेंगे।

स्पर्श अभियान के तहत मानसिक रूप से कमजोर या बीमारं और निरासित बुजुर्गों जैसे  ग्राहियों की पहचान की जा रही है। इन्हें इस महीने की १३ और १४ तारीख को जिला मुख्यालय में लगाये जाने वाले शिविरों में स्पर्श कार्ड उपलब्ध कराये जाएंगे। इसमें ग्राहियों के अभिभावक भी नियुक्त किये जाएंगे। सभी ग्राहियों को एक स्पर्श कार्ड भी दिया जाएगा, जिसमें अभिभावक के कार्यो और सरकारी सहायता का ब्यौरा दर्ज होगा। आंशिक रूप से निशक्त लोगों को गैर सरकारी संगठनों की सहायता से अपना व्यवसाय शुरू करने में भी मदद दी जाएगी, ताकि उन्हें मुख्यधारा में लाया जा सके।

 गुजरात में सीमावर्ती कच्छ जिले के सूखा प्रभावित क्षेत्रों को अगले दो वर्षों में नर्मदा नहर से पानी मिलने लगेगा। सरदार सरोवर नर्मदा नहर की कच्छ शाखा का निर्माण कार्य रापर कस्बे में कल से शुरू हो रहा है। कच्छ नहर से लाभ पाने वाले कुछ गांवो ंका दौरा करने के बाद हमारे भुज संवाददाता ने खबर दी है कि स्थानीय लोगों में सिंचाई के लिए नर्मदा के पानी को लेकर बहुत उत्साह है। नहर के पहले चरण के निर्माण पर चार हजार छह सौ करोड़ रूपये की लागत आने का अनुमान है।

 विश्व के सर्राफा बाजारों में सोने के भाव रिकॉर्ड ऊंचाई पर पहुंच गए। हाजिर सोने के भाव एक हजार ४६६ प्रति औंस बोले गए, जबकि चांदी १९८० के रिकॉर्ड को पार करते हुए सबसे उच्चतम स्तर ३९ डॉलर ९७ सेंट प्रति औंस हो गई।

 बम्बई शेयर बाजार के शुरूआती कारोबार में आज सेन्सेक्स में ८३ अंकों की वृद्धि हुई। कुछ समय बाद ही इसमें गिरावट आनी शुरू हो गई। अब से कुछ देर पहले यह १४५ अंक गिरकर १९ हजार ४४५ पर था। पिछले लगातार तीन सत्रों में सेन्सेक्स में १११ अंकों की गिरावट आई है।
 नेशनल स्टॉक एक्सचेंज का निफ्टी भी ४८ अंक की गिरावट के साथ ५ हजार ८३६ पर आ गया।
 उधर एशिया के प्रमुख शेयर बाजारों में तेजी का रूख है।
 अर्न्तबैंक विदेशी मुद्राबाजार में डॉलर के मुकाबले रूपया १९ पैसे मजबूत हुआ। एक डॉलर की कीमत ४४ रूपये एक पैसे बोली गयी।

 अरब में तनाव की स्थिति जारी रहने और नाइजीरिया में चुनाव टलने से एशियाई बाजार में कच्चा तेल महंगा रहा। मई की डिलीवरी के लिए न्यूयॉर्क का लाइट स्वीट क्रूड महंगा होकर ११० डॉलर ८५ सेंट प्रति बैरल हो गया। लंदन के ब्रेंट नॉर्थ सी क्रूड की कीमत में ३८ की वृद्धि हुई और एक बैरल १२३ डॉलर ५ सेंट का बोला गया।

 सरकार ने आज उच्चतम न्यायालय को बताया कि ६१७ करोड़ रूपये आयकर का भुगतान करने के लिए, सत्यम कम्पयूटर्स को दिया गया आदेश रद्द कर दिया जायेगा। केन्द्रीय प्रत्यक्ष कर बोर्ड की तरफ से पेश होते हुए एटार्नी जनरल गुलाम ई० वाहनवटी ने उच्चतम न्यायालय की पीठ को बताया कि १० मार्च २०११ का यह आदेश रद्द करके सत्यम कम्पयूटर्स के लिए कर की असली देनदारी तय की जायेगी। अब इस कम्पनी का नाम महिन्द्रा सत्यम है।
 उच्चतम न्यायालय सत्यम कम्पयूटर्स की उस याचिका पर सुनवाई कर रहा था जिसमें उसने आन्ध्रप्रदेश उच्च न्यायालय के आदेश को चुनौती दी है कि  २६७ करोड़ रूपये की बैंक गारन्टी के साथ साथ,  कर अधिकारियों के पास साढ़े तीन सौ करोड़ रूपये जमा कराये जायें। सत्यम कम्पयूटर्स के खातों पर रोक हटाने के मामले की अगली सुनवाई सोमवार को होगी।

 चौथा आई पी एल टी-२० क्रिकेट टूर्नामेंट आज शाम चेन्नई के एम.ए. चिदम्बरम स्टेडियम में शुरू हो रहा है। पहले मैच में महेन्द्र सिंह धोनी के नेतृत्व में चेन्नई सुपर किंग्स का मुकाबला कोलकाता नाईट राइडर्स से होगा जिसके कप्तान गौतम गंभीर हैं। चेन्नई सुपरंिकंग्स पिछली विजेता है, जबकि कोलकाता नाईट राइडर्स पिछली बार सबसे नीचे रही थी।

 आज अमर शहीद मंगल पांडेय का शहीदी दिवस है। इस उपलक्ष्य में कई स्थानों पर कार्यक्रम आयोजित किए गए है।

भारत की गुलामी की जंजीरों को तोड़ने के लिए अमरक्रांति की पहली चिंगारी के रूप में जाने जाने वाले अमर शहीद मंगल पांडे को आज श्रद्धासुमन अर्पित कर भावभीनीं श्रद्धांजलि दी जा रही है। उन्हें आज ही के दिन आठ अप्रैल १८५७ को कोलकाता के बैरकपुर छावनी में गोरी सरकार ने हजारों सैनिकों के सामने खुलेआम फांसी के फंदे पर लटका दिया था। उनकी खता यह थी कि वे देश का भविष्य गुलामी की जंजीरों में नहीं जकड़ा रहना देना चाहते थे। लिहाजा उन्होंने २९ मार्च १८५७ को अंग्रेजो के खिलाफ सेना में बगावत कर दिया और ६ अप्रैल को उन्हें फांसी की सजा सुनाई गई। प्रसिद्ध साहित्यकार अमृत लाल नागर की पुस्तक ÷गदर के फूल' के अनुसार फैजाबाद के मया बाजार से लगा रहीमपुर दुग्वां मंगल पांडे का पैतृक गांव है। आज चौंक स्थित अमर जवान मंगल पांडे सैन्य शहीद स्मृतिका पर पूर्व सैनिकों और स्मरांत नागरिकों ने श्रद्धासुमन अर्पित किये। मंगल पांडे जैसे वीर सुपुत की शहादत हमें हमेशा विपरीत परिस्थितियों में संघर्ष की प्ररेणा देती रहेगी।

 नवरात्रि के शुरू के चार दिनों के दौरान लगभग एक लाख, २५ हजार श्रद्धालु जम्मू कश्मीर में माता वैष्णो देवी की पवित्र गुफा के दर्शन कर चुके हैं। माता के दर्शनों के लिए करीब ३० हजार, यात्रियों ने आज पंजीकरण कराया है। हमारे संवाददाता ने बताया है कि पिछले वर्ष इसी अवधि में लगभग १६ लाख,  ७७ हजार तीर्थ यात्री माता वैष्णो देवी के दरबार पहुंचे थे। जबकि इस वर्ष ६२ हजार अधिक यानी १७ लाख, ४० हजार तीर्थयात्री पहुंचे हैं।

श्री माता वैष्णो देवी श्राइन बोर्ड के एडिशनल चीफ एजुकेटिव ऑफिसर डॉक्टर एम.के. भंडारी के अनुसार नवरात्रा के बाकी दिनों में माता के दर्शन करने वाले श्रद्धालुओं की संख्या में जबर्दस्त वृद्धि होने की आशा है। इस बीच, जम्मू सम्भाग के जिले पुटवर्ग के माता के मंदिरों में श्रद्धालुओं का भारी रश देखा जा रहा है। नवरात्रा के पहले चार दिनों में दिलावर तहसील में शुकाला माता और माता बालासुन्दरी में तीस हजार के करीब श्रद्धालुओं ने माथा टेका।

 मौसम विभाग का पूर्वानुमान है कि इस वर्ष देश में गर्मी के मौसम में लगभग सामान्य तापमान रहेगा। मौसम विभाग के महानिदेशक अजित त्यागी ने बताया कि इस वर्ष भीषण गर्मी पड़ने की आशंका नहीं है। हालांकि कुछ स्थानों पर तापमान ४५ डिग्री सेल्सियस तक हो सकता है, लेकिन भीषण गर्मी के दिनों की संख्या बहुत कम रहने की सम्भावना है। श्री त्यागी ने कहा कि इस महीने देश के उत्तरी राज्यों में तापमान सामान्य से कुछ डिग्री अधिक रह सकता है, जबकि पूर्वी राज्यों में अपेक्षाकृत कुछ ठंडक रहेगी। हमारे संवाददाता ने बताया है कि वर्ष १९०१ के बाद से पिछला वर्ष यानी २०१० सबसे गर्म रहा था।

The Government will hold third round of talks with representatives of Anna Hazare on proposed Lokpal Bill, a few hours from now as earlier discussions remained inconclusive. Senior Congress leader and Finance Minister Pranab Mukherjee has appealed to Anna Hazare to end his hunger strike, which entered the fourth day, and join the informal committee to make an effective Lokpal Bill. Talking to reporters on the sidelines of an event in New Delhi, he said, talks are going on with Anna Hazare, who is sitting on a fast-unto-death at Jantar Mantar to press for an effective Lokpal Bill to deal with corruption in high places. Congress President Sonia Gandhi, who had yesterday appealed to Hazare to end the fast, today met Prime Minister Manmohan Singh and discussed the issue. Senior ministers Pranab Mukherjee, and Kapil Sibal and Mrs Gandhi's political secretary Ahmed Patel were also present. Mr Sibal told reporters that it is not possible for official notification on the constittion of the joint committee, but the government is willing to issue an official letter through Law Ministry and a press note.  

On the other hand, addressing the gathering, Hazare announced a "Fill the jail protest", from April 13 across the country, while asking people to stick to non-violence during the agitation. AIR correspondent reports supporters of Anna Hazare in Mumbai have started a mass contact programme at Azad Maidan to convince more people to join the campaign against corruption. The activists have called citizens to carry out candlelight marches outside every railway station today evening as a sign of support to Hazare’s demand. The  agitation has gathered momentum with Bollywood personalities too pledging support for the cause. While actor Aamir Khan has penned a letter in favour of the bill, personalities like Shekhar Kapur, Anupam Kher, Priyanka Chopra, Neetu Chandra, Diya Mirza, Madhur Bhandarkar, Farhan Akhtar have tweeted demanding that Hazare’s demand be met at the earliest. The mood at Azad Maidan remained upbeat with scores of NGO and civic group members thronging the ground in support of Hazare. Meanwhile organisations like Bharatiya Krantikari Sanghatana (BKS), Republic Vidyarthi Sena, All India Students' Association and other groups have organised rallies, relay hunger strikes in various cities including Nagpur, Pune, Nasik around the state to express solidarity with Hazare's cause.

The Supreme Court today ordered a CBI probe into the alleged fake encounter killing of Tulsiram Prajapati, stated to be an eyewitness in the Sohrabuddin Sheikh encounter case allegedly involving former Gujarat state minister Amit Shah. An apex court bench rejected the plea of the Gujarat government that no CBI probe can be ordered as the state police has already filed a charge sheet in the case. The court direction was given on an appeal filed by Narmada Bai, mother of Tulsiram Prajapati, alleging that he was killed in a fake enounter by the Gujarat police as he was a key eyewitness in the November 2005 killing of Sohrabuddin Sheikh and his wife Kausar Bi. The apex court said the petitioner had made out a strong case for transfer of investigation to the CBI as there was strong suspicion about the involvement of police personnel from  Andhra Pradesh, Rajasthan and Gujarat. The bench, however, clarified that whatever observation was made in this judgement, it  shall not have any influence on the trial judge dealing with the case. The apex court  also criticised the tardy investigations conducted by the Gujarat police in the killings, in which, besides politicians, top police officials are also allegedly involved. The bench regretted that the State police took more than three-and-a-half years to file the charge sheet after the killings. The Gujarat government had strongly opposed a CBI probe on the ground that Prajapati's killing was a separate encounter and in no way connected to the encounter of Sohrabuddin Sheikh. The Gujarat Government had opposed the CBI's taking over the case on the ground that the Centre was trying to implicate the former State Home Minister and Chief Minister Narendra Modi, in the encounter deaths. Investigation by the CBI had stirred a political controversy after Shah was arrested and charged with killing Sohrabuddin and his wife.

The government today informed the Supreme Court that it will set aside its order directing the scam-hit, IT firm Satyam Computer to pay 617 crore rupees as income tax. Attorney General Goolam E Vahanvati, appearing for the Central Board of Direct Taxes (CBDT), told the apex court that it would recall its March 10, 2011, order, demanding tax and decide afresh on the actual tax liability of Satyam Computer, now known as Mahindra Satyam.  The bench, however, refused the Satyam Computer's plea to defreeze its bank account worth 1,300 crore rupees. The apex court was hearing a petition filed by Satyam Computers challenging the Andhra Pradesh High Court's order directing it to deposit 350 crore rupees along with a bank guarantee of 267 crore rupees to the tax authorities. The bench directed the matter of defreezing Satyam Computer's account for listing on Monday.

The government has raised the minimum wage for daily labourers from 100 rupees to 115 rupees. The revision wiil be  effective from 1st of this month and is based on the consumer price index for industrial workers. Union Labour and employment minister Mallikarjun Kharge has written to all Chief ministers requesting them to revise their wage rates.  Talking to All India Radio, Labour and employment Adviser Dr. Vineeta Kumar said that this advisory has been issued in order to have a uniform wage structure and to reduce the disparity in minimum wages across the country. The minimum wage for daily workers was previously revised to 100 rupees from 80 from 1 November 2009.  Our correspondent reports, that the enhanced national floor level minimum wage can  potentially benefit 20 million workers in sectors such as construction, agriculture and stone breaking. The hike makes the general wage rate consistent with wages paid under the government’s flagship rural jobs scheme, which were revised in January. Wages paid under the Mahatma Gandhi National Rural Employment Guarantee Scheme were linked in January to the consumer price index for agricultural labourers for each state. The rural development ministry, which oversees the scheme, estimated this would increase wages by 17-30% per cent.

  Finance Minister Pranab Mukherjee has called for effectively addressing issues of governance and service delivery to achieve inclusive growth.  Addressing Annual conference of the Confederation of Indian Industry (CII) in New Delhi today, Mukherjee conceded that there have been failures at the governance level besides corruption creeping into the system affecting the poor adversely. Strongly pleading for the goods and services tax , Mr. Mukherjee said that India's economy is growing at a faster pace despite the global melt down. He gave details of the initiatives taken by the government to achieve  inclusive growth with a focus on provision of identity to poor and marginalised. The minister said that the challenge is to create and sustain more and better opportunities for a young and aspiring India.  He said that the budget for the current fiscal is a step in that direction.  Mr. Mukherjee urged the business community to join hands with the government to address the structural concerns which include accelerating capacity in key infrastructure and core industries and upgrading vocational skills of the work force.  The two day annual session and  conference that began with the inauguration by the  Finance Minister will be addressed by policy makers, economists and captains of industry to prepare a framework for inclusive growth.

The Foreign Exchange Earnings (FEE) from tourism from January to March this year grew by over 6.8 percent compared to the corresponding period last year. According to the latest figures, FEE for the first three months of this year stood at over 18,900 crore rupees. The Foreign Tourist Arrival during this time also grew by over 11 percent. Foreign Exchange Earnings from tourism during the month of March 2011 were over 5500 crore rupees registering a marginal growth of 0.3 percent compared to corresponding month last year.

The Central Government today revoked 352 arms licenses which were issued by the licensing authorities of various districts of Nagaland. The licenses were issued during the period from August 1987 to January 2007. According to an official release these licences were without any authority of law. Government is initiating a digital photography survey to demarcate the hazard line along country's  coastal belt.  This is being done to enhance preparedness for facing sea hazards like Tsunami and flooding.  Talking to reporters in New Delhi today environment and Forest Minister Jairam Ramesh said that the world bank assisted project will cost over 125 crore rupees. The project will cover the ground over a period of five years.   He said, warning systems will be set up within two years.  The survey  will include the collection and presentation of data, identifying flood lines over the last 40 years and a prediction of erosions to take place over the next 100 years.   He added that the coastline has been divided in eight blocks for speedy completion of the project.

In Assam, leaders of different political parties are leaving no stone unturned to woo the voters as campaigning for the last and second phase of elections comes to an end tomorrow afternoon.  In this phase, 64 assembly constituencies spread over 14 districts in lower Assam go to the polls. Stalwarts of the Congress, BJP, AGP and All India United Democratic Front are making whirlwind tours in helicopters to address election meetings and rallies. Morigaon district in central Assam is considered to be a bastion of the Congress. AIR correspondent reports, that this time the Congress is facing a tough challenge from the opposition parties.

 In Morigaon district, there are three assembly segments - Jagiroad, Morigaon and Laharighat. In last elections the congress wrested all the three seats but this time there is an uphill task for the party to retain these seats. In Laharighat constituency Minister Dr. Nazrul Islam is facing challenge from AIUDF. In Morigaon assembly segment CPI is trying its best to capture seat from Congress.There is a direct contest between congress and Asom Gan Parishad in Jagiroad seat. During campaigning rulings congress are raising issues of development.On the other hand opposition parties including BJP, AGP and AIUDF are raising issues of corruption and scam in North Cachar Hills. These parties are also raising pachayat level corruption in respect of misappropriation of government funds in distribution of job cards.

The Chief of Bodoland Peoples Front ( BPF) Hagrama Mohilary today clearly stated that the party is ready to form a government in  coalition with anti- congress forums like AGP, BJP and All India United Democratic Front. Mr. Mohilary said that although BPF is extending support to Congress in some seats in upper Assam ther is no question of extending support to Congress candidates in lower Assam. It may be noted that BPF is a coalition partner of the ruling Congress in the state.

In Kerala, all major national parties have further intensified campaigning for the single phase state polls on 13th of this month. BSP leader Mayavati is arriving at Thiruvananthapuram today for three day election campaigning. Our correspondent reports, the Election Commission's  final review of poll preparedness is in progress in the state.

Even as a few days are left for active campaigning for polling to 140 assembly constituencies in Kerala, CPIM led LDF and Congress led UDF are on an aggressive campaigning path fielding prominent leaders to woo the voters. As count down to active campaigning is approaching the main rivals LDF and UDF are presenting a neck to neck fight. BJP has also unleashed intense campaign using national leaders. BSP has fielded candidates in 127 constituencies. However, in 2006 despite contesting in almost all constituencies the party failed to secure even one percent of total votes polled. Meanwhile, election commission has started plying mobile polling booths having all semblance of actual polling booths at Thiruvananthapuram, to enhance awareness among voters.

 In West Bengal, 300 candidates are in the fray after scrutiny of nomination papers for the second phase of elections in the state.  10 nominations were rejected after scrutiny of nominations yesterday.  Tomorrow is the last day of withdrawal of candidature for this phase of election.  The second phase polls will take place in Murshidabad, Nadia, Birbhum districts on 23rd of this month.  Meanwhile, filing of nominations are also on for third and fourth phase of elections.  Campaigning for first phase polls  is gradually gaining momentum where voting will take place on 18th of this month covering six North Bengal districts.

In Madhya Pradesh, a seven day special campaign Sparsh has been launched from today to identify disabled persons and destitute elders in all  urban areas. AIR  correspondent reports that a Sparsh Card would be issued to all the identified beneficiaries and Sparsh Mitra would be appointed to help them.

Under the Sparsh Campaign, beneficiaries like mentally ill and retarded persons and destitute elders are being identified. Medical Cards would be issued to them at Sparsh Camps, to be organized at district level on 13th and 14th of this month. Guardians would also be appointed for these people. A Sparsh Card would be provided to beneficiaries to mention the works of guardian and assistance of government. Persons who are partially disabled would also be brought into mainstream by helping them to start their own trade in cooperation with non-government organizations.

In Jammu and Kashmir, about 1.25 lakh pilgrims visited the holy cave shrine of Mata Vaishnodevi during the first four days of Navratras. About thirty thousand more pilgrims have registered themselves today for  darshan of Holy Mata. On an average over thirty thousand pilgrims are  arriving daily at Katra, the base camp of the holy shrine for their onward journey. Our Correspondent reports that this year, number of pilgrims for the yatra has  reached 17.40 lakh compared to 16.77 lakh for the same period  last year, recording an increase of 62 thousand.

According to Additional Chief Executive Officer, Shri Mata Vaishnodevi Shrine Board, Dr. M.K. Bhandari, the rush of pilgrims is expected to pick up during the remaining days of the Navratras. Meanwhile, heavy rush of devotees have been witnessed at all the Goddess shrines located in the Kathua district of Jammu division. Nearly 30 thousand devotees from in and outside the state have sought the blessings of Sukerala Mata and Mata Bala Sundri at Sundrikote in tehsil Billawar of Kathua district up to 4th of Navratra. Heavy rush of devotees have also been reported at Dhoula wali Mata and Jourian Wali Mata in tehsil Bani and Mata Maha Kali temple at Jasrota in Hiranagar tehsil.

In Japan, at least four people have been killed and over 90 injured in yesterday's 7.1 magnitude aftershock that hit the disaster zone devastated by the massive Earthquake and Tsunami on the 11 of last month. Electricity was cut across a huge area of northern Japan, forcing cooling systems at three nuclear plants to switch to emergency power and plunging more than 3.3 million households into darkness last night. However, at least one back-up supply remained online at all three plants at the Fukushima Daichi nuclear complex. The aftershock has also highlighted the potential risks of nuclear generation in an earthquake zone. The Tsunami alert, immediately issued by the Japanese Meteorological Agency that sent people fleeing to higher ground, was later withdrawn. The disaster management agency said at least 93 people were confirmed injured in yesterday's aftershocks.

Gold struck another record high in the global  markets, today, as the dollar weakened against the euro, while silver hit a fresh 31-year high, after ETF holdings jumped to an all time high, on inflation worries driven by a surge in crude oil prices. Spot gold rose to a new all-time record of 1,466 dollars an ounce. U.S. gold futures for June crossed 1,467 dollars an ounce, also a record high. And spot silver hit an intra-day peak of 39.97 dollars an ounce, its strongest since 1980, as rising oil prices boosted its appeal as a hedge against inflation, and a cheaper alternative to bullion.

World oil prices today stayed above multi-year highs. New York's benchmark West Texas Intermediate light sweet crude for May delivery rose 55 cents to 110.85 dollars per barrel after touching its highest level in two-and-a-half years in US trade on Thursday. Brent North Sea crude for May delivery gained 38 cents to 123.05 dollars.

Giving up all its initial gains, the Sensex at the Bombay Stock Exchange slipped 75 points, or 0.4 percent into the red,  at 19,516 in afernoon deals, a short while ago, amid sustained profit-booking by investors, in volatile trading. In the morning, however, the Sensex had gained 83 points, to 19,674, on the back of selective buying by funds and retail investors, amid firm regional bourses. The Sensex has lost more than 110 points in the last three trading sessions, after the big run-up, recently.

The   Rupee appreciated by 19 paise to 44.01 per dollar at the Interbank Foreign Exchange today, supported by steady capital inflows and a higher opening in the stock market. The Rupee had depreciated by 3 paise to close at 44.20 against the US currency in yesterday's trade.

In some good news for the people, the Met department has predicted  a near normal summer this year. Director General of Met Department, Ajit Tyagi said, summer this time will be cooler than last year. He said,  there will not be a persistent heat wave although the temperature may go beyond 45 degree celcius in certain pockets, but the number of such days will be very less. Mr Tyagi added, the mercury is likely to be few degrees above normal this month in northern parts of the country while the eastern regions will be cooler. AIR Correspondent reports that 2010 was the hottest year on record since 1901 and the mean annual temperature in the country was almost a degree above normal.

Israel Air Force jets attacked targets in the northern and southern Gaza Strip early this morning retaliating attack on a school bus yesterday in Israel. An Israeli defence Forces spokesperson said buildings in northern Gaza were targeted. He alleged that they were used for terror activities while targets in southern Gaza were three smuggling tunnels. Palestinian rescue services say three Palestinians were wounded by Israeli tank fire in the latest surge of fighting in the Gaza Strip. UN Secretary-General Ban Ki-moon has voiced concern at the escalating violence in the Middle East, with Palestinian militants firing rockets into southern Israel and Israeli military forces carrying out subsequent strikes in the Gaza Strip.

Nursultan Nazarbayev was today sworn in as President of Kazakhstan stretching his rule into a third decade.  President Nazarbayev took the oath of office in the capital Astana.  Kazakh elections officials said Mr. Nazarbayev won 95.5 percent of the ballots in Sunday's election.  Opposition parties boycotted the election, which was held two years before the 70-year-old leader's term was due to end, calling it a sham.
