केंद्रीय मंत्रिपरिषद में आठ नए मंत्रियों को शामिल किया गया है और कई मंत्रियों के विभागों में फेरबदल हुआ है। तीन राज्यमंत्रियों का दर्जा बढ़ाकर कैबिनेट मंत्री बनाया गया है। सात मंत्रियों का इस्तीफा स्वीकार कर लिया गया है। नए मंत्रियों को कल शाम राष्ट्रपति भवन में राष्ट्रपति प्रतिभा देवीसिंह पाटील ने पद और गोपनीयता की शपथ दिलाई।
विधिमंत्री वीरप्पा मोइली को कंपनी कार्य मंत्रालय और श्री सलमान खुर्शीद को विधि मंत्रालय सौंपा गया हैं। तृणमूल कांग्रेस के दिनेश त्रिवेदी का दर्जा बढ़ाकर कैबिनेट मंत्री बनाया गया है और उन्हें रेलमंत्रालय दिया गया है। श्री बेनीप्रसाद वर्मा, को इस्पात मंत्रालय और श्री जयराम रमेश को ग्रामीण विकास मंत्रालय में कैबिनेट मंत्री बनाया गया है।
सुश्री जयंती नटराजन को पर्यावरण और वन मंत्रालय और पबन सिंह घटोवर को उत्तर-पूर्व क्षेत्र विकास मंत्रालय का स्वतं+त्र प्रभार राज्य मंत्री नियुक्त किया गया है।
तृणमूल कांग्रेस के सुदीप बंधोपाध्याय को स्वास्थ्य और परिवार कल्याण, अलवर से सांसद जीतेंद्र सिंह को गृह, मिलिंद देवड़ा को संचार तथा सूचना प्रौद्योगिकी और राजीव शुक्ला को संसदीय कार्य मंत्रालय में राज्यमंत्री बनाया गया है।
वाणिज्य तथा उद्योग मंत्री आनंद शर्मा को कपड़ा और संसदीय कार्यमंत्री पवन कुमार बंसल को जलसंसाधन मंत्रालय का अतिरिक्त कार्यभार दिया गया है। आंध्रप्रदेश से सांसद वी. किशोरचंद्र देव को जनजातीय और पंचायती राज मंत्रालय में कैबिनेट मंत्री बनाया गया है।
ग्रामीण विकास मंत्री विलासराव देशमुख के विभाग में परिवर्तन कर उन्हें विज्ञान तथा प्रौद्योगिकी और पृथ्वी विज्ञान मंत्री बनाया गया है। विदेश राज्यमंत्री ई. अहमद को मानव संसाधन विकास विभाग भी सौंपा गया है। श्री चरणदास महंत को कृषि और खाद्य प्रसंस्करण मंत्रालय में राज्यमंत्री बनाया गया है। श्री मुकुल रॉय अब जहाजरानी मंत्रालय में राज्यमंत्री होंगे।
अब मंत्रिपरिषद में मंत्रियों की संख्या अड़सठ हो गई है। श्री दयानिधि मारन सहित सात मंत्रियों को मंत्रीपरिषद् से हटा दिया गया है।
शपथग्रहण के बाद पर्यावरण और वन मंत्री सुश्री जयंती नटराजन ने कहा कि उन्हें जो जिम्मेदारी सौंपी है, उसे निभाने का पूरा प्रयास करेंगी।

महारे कांग्रेस अध्यक्षा सोनीया जी और माननीय प्रधानमंत्री ने जो रिस्पांसीब्लिटी हमको दिया है ये बहुत बड़ा रिस्पांसीब्लिटी है।ग्रामीण विकास मंत्री जयराम रमेश ने कहा कि उनके मंत्रालय का कार्य बहुत चुनौतीपूर्ण है।

ग्रामीण विकास बहुत बड़ी चुनौती है। जिसमें सबसे ज्यादा अस्सी हजार करोड़ रुपये का सरकारी खर्च होता है। इसमें से चालीस हजार करोड़ रुपये मनरेगा के लिए है। मैं ये नई जिम्मेदारी उठाने को तैयार हूं।

प्रधानमंत्री ने कहा है कि केन्द्रीय मंत्रिमंडल में डीएमके पार्टी के लिए दो सीटें खाली रखी गई हैं। कल शाम शपथ ग्रहण समारोह के बाद संवाददाताओं से डा० मनमोहन सिंह ने कहा कि देश में आगामी आम चुनाव से पहले मंत्रिपरिषद का यह अंतिम फेर बदल है।

उधर, डीएमके प्रमुख एम. करूणानिधि ने कहा है कि केन्द्रीय मंत्रिमंडल में फेरबदल के दौरान उन्होंने किसी मंत्री पद की मांग नहीं की थी। श्री करूणानिधि ने पत्रकारों से कहा कि वित्तमंत्री प्रणब मुखर्जी की चेन्नई यात्रा के दौरान हुई बातचीत को पार्टी की आम परिषद की बैठक में रखा जाएगा।

उच्चतम न्यायालय ने कहा है कि ग्रेटर नोएडा में विवादित जमीन पर बन रहे आवासीय परिसरों में मकान बुक करने वाले सभी ग्राहक, बिल्डरों से अपनी पूरी रकम ब्याज सहित वापस पाने के हकदार होंगे।
न्यायमूर्ति जी.एस सिंघवी और न्यायमूर्ति ए.के. गांगुली की खण्डपीठ ने कल कहा कि अगर बिल्डर रकम लौटाने से इंकार करें तो ग्राहक कानूनी मदद ले सकते हैं। इस आदेश से ग्रेटर नोएडा में बिल्डरों द्वारा बनाए जा रहे रिहायशी परिसरों में फ्लैट बुक कराने वाले छह हजार से ज्यादा लोगों को लाभ होगा।
खण्डपीठ ने छह जुलाई को ग्रेटर नोएडा भूमि प्राधिकरण द्वारा १५६ हैक्टेयर से ज्यादा भूमि का अधिग्रहण रद्द कर दिया था।

उत्तर प्रदेश में, लखनऊ के उपमुख्य चिकित्सा अधिकारी डॉक्टर वाई एस सचान की रहस्यमय परिस्थितियों में मौत की न्यायिक जांच की रिपोर्ट में कहा गया है कि सरसरी तौर पर यह हत्या का मामला लगता है। मुख्य न्यायिक मजिस्ट्रेट राजेश उपाध्याय ने यह जांच की थी।
हमारे लखनऊ संवाददाता ने खबर दी है कि इलाहाबाद उच्च न्यायालय में कल जनहित याचिका की सुनवाई के दौरान मुख्य न्यायिक मजिस्ट्रेट की रिपोर्ट पेश की गई।

न्यायिक जांच के लिए सत्य उस समय सामने आये जब इलाहाबाद उच्च न्यायालय की लखनऊ खंडपीठ के सामने मुख्य न्यायिक मजिस्ट्रेट की रिपोर्ट को खोला गया। इस रिपोर्ट को राज्य सरकार ने इस मामले की सीबीआई जांच कराने संबंधी मांग को लेकर साचन जनहित याचिका की सुनवाई के दौरान प्रस्तुत किया। इस बीच, राज्य सरकार ने उस मामले की जांच के लिए विशेष जांच दल बनाने का समर्थनक करते हुए सीबीआई जांच का विरोध किया है। इलाहाबाद उच्च न्यायालय ने सीबीआई जांच संबंधी याचिका पर अपना निर्णय कल तक के लिए सुरक्षित कर लिया है। सुनील शुक्ल आकाशवाणी समाचार लखनऊ।

संघ लोक सेवा आयोग ने सिविल सेवा परीक्षा में उम्मीदवारों को अंग्रेजी और हिन्दी के अलावा भारतीय भाषाओं में साक्षात्कार की अनुमति देने का फैसला किया है। आयोग ने एक उम्मीदवार की जनहित याचिका पर बम्बई उच्च न्यायालय में दाखिल हलफनामे में कहा है कि लिखित परीक्षा में हिंदी के अलावा कोई अन्य भारतीय भाषा चुनने वाले उम्मीदवार अब अंग्रेजी या हिंदी के अलावा उसी भाषा में भी साक्षात्कार दे सकेंगे। इतना ही नहीं अंग्रेजी में मुख्य परीक्षा देने वाले उम्मीदवार भी अंग्रेजी, हिंदी या उसी भारतीय भाषा में साक्षात्कार दे सकेंगे जो उन्होंने लिखित परीक्षा में अनिवार्य भारतीय भाषा के पर्चें के लिए चुनी होगी।

पाकिस्तान के अशांत पश्चिमोत्तर इलाके में जबरदस्त अमरीकी ड्रोन हमलों में कम-से-कम ४५ आतंकवादी मारे गए है।
टीवी चैनलों ने स्थानीय अधिकारियों के हवाले से खबर दी है कि ड्रोन हमले सोमवार रात को शुरू हुए। उत्तरी वज+ीरिस्तान में आतंकवादियों के एक संदिग्ध ठिकाने और एक वाहन पर नौ मिसाइल दागी गईं। इस हमले में २५ आतंकवादी मारे गए।
कुछ घण्टे बाद ड्रोन विमानों ने दक्षिणी वज+ीरिस्तान में हमला कर ५ आतंकवादियों को मार गिराया। ड्रोन विमानों ने कल उत्तरी वज+ीरिस्तान में आतंकवादियों के एक और ठिकाने पर दो मिसाइल दागीं। इस हमले में १५ आतंकवादी मरे गए।

भारत ने चीन से कहा है कि वह भारतीय दवा कम्पनियों को अपने यहां कारोबार करने की मंजूरी जल्दी दे ताकि वे उसके बड़े बाजार में प्रवेश कर सकें।
स्वास्थ्य मंत्री गुलाम नबी आजाद ने पेइचिंग में चीन के स्वास्थ्य मंत्री चेन झू से मुलाकात में कहा कि भारतीय दवा कम्पनियों के चीन के बाजार में प्रवेश से वहां के लोगों को बहुत लाभ होगा क्योंकि भारतीय कम्पनियां दूसरों के मुकाबले सस्ती और किफायती दवाइयां बनाती है।
भारत ने दोनों देशों के बीच बढ़ते व्यापार असंतुलन को कम करने के लिए चीन को निर्यात बढ़ाने के लिए सूचना प्रौद्योगिकी के साथ-साथ औषधि क्षेत्र की पहचान की है।

मुख्य रेल सुरक्षा आयुक्त प्रशांत कुमार आज से कालका मेल दुर्घटना की जांच शुरू करेंगे। उत्तर-मध्य रेलवे के मुख्य जनसंपर्क अधिकारी के अनुसार इस दुर्घटना में मरने वालों की संख्या बढ़कर उनहत्तर हो गई है।

रेल सुरक्षा आयुक्त न सिर्फ रेल कर्मचारियों से दुर्घटना के संबंध में पूछताछ करेंगे बल्कि वे आम जनता से भी दुर्घटना के बारे में जानकारी प्राप्त करेंगे। रेलवे ने लोगों से संबंध में अपील करते हुए कहा है कि अगर किसी के पास हादसे जुड़ी कोई सूचना हो तो वो रेल संरक्षा आयुकत से मिल सकता है अथवा उन्हें लिखित सूचना दे सकता है। इस बीच दिल्ली, हावड़ा रेल मार्ग पर क्षेत्रीय यातायात शुरू होने के बाद से अब तक तमाम रेलगाड़ियां अपने लिये निर्धारित इसी रेल मार्ग से चल रही हैं। संजय प्रताप सिंह आकाशवाणी समाचार इलाहाबाद।
इस बीच, नए रेलमंत्री दिनेश त्रिवेदी ने कल रात घायलों का हालचाल पूछने के लिए कानपुर और फतेहपुर का दौरा किया। उन्होंने फतेहपुर सदर अस्पताल के वार्डों में जाकर घायलों से बात की। रेलमंत्री ने दुर्घटना में मारे गए प्रत्येक व्यक्ति के करीबी रिश्तेदार को नौकरी देने की भी घोषणा की।
ये दुर्घटना जो घटी है बहुत ही दुखद है। ये रेलवे ने निर्णय लिया है कि एक नौकरी एक-एक परिवार के सदस्य जिन्होंने अपना कोई गंवाया है उनकी रोजमर्रा की उनकी जिन्दगी चले।
उधर, कानपुर और फर्रूखाबाद के बीच बिल्हौर के निकट एक मामूली रेल दुर्घटना में कम से कम १३ यात्री घायल हो गए। रेलवे के सूत्रों के अनुसार यह हादसा कल शाम एक यात्री रेलगाड़ी के इंजन पर पेड़ गिरने से हुआ।

वित्त मंत्रालय ने सार्वजनिक-निजी भागीदारी के आधार पर नौ हजार सात सौ ७४ करोड़ रुपये की लागत वाली छह सड़क परियोजनाओं को मंजूरी दी है। नई दिल्ली में कल वित्त मंत्रालय के एक अधिकारी ने बताया कि आर्थिक मामलों के सचिव आर. गोपालन की अध्यक्षता वाली सार्वजनिक-निजी भागीदारी अनुमोदन समिति ने ये मंजूरी दी है। पांच राज्यों में बनने वाली इन छह परियोजनाओं के प्रस्ताव सड़क परिवहन और राजमार्ग मंत्रालय ने दिए थे।

छत्तीसगढ़ सरकार ने पुलिस महानिदेशक बिस्वरंजन का तबादला कर दिया है। श्री अनिल नवानी अब नये पुलिस महानिदेशक होंगे, जबकि श्री बिस्वरंजन को होम गार्ड महानिदेशक का प्रभार सौंपा गया है। सूत्रों ने बताया कि राज्य में नक्सलियों के खिलाफ कथित अपर्याप्त कार्रवाई पर गृहमंत्री नानकी राम कंवर के साथ बढ़ते टकराव की वज+ह से श्री बिस्वरंजन को हटाया गया है।

राष्ट्रीय एंटी डोपिंग निरोधी एजेंसी, नाडा ने खिलाड़ियों को चेतावनी दी कि वे प्रतिबंतिधत दवाओं के सेवन से बचे। नाडा ने कहा दवाओं के सेवन के लिए प्रशिक्षकों को नहीं, बल्कि खिलाड़ियों को ही जिम्मेदार माना जाएगा। बंगलौर में खेल प्राघिकरण के दक्षिणी केन्द्र में नाडा के वरिष्ठ परियोजना प्रबंधक डॉ वी जयरामन ने कहा कि खेंलों में प्रतिबंधित दवाइयों का इस्तेमाल बिलकुल भी नहीं होना चाहिए।

The Union Council of Ministers has been reshuffled with eight new faces in it. The new Ministers were administered oath of office and secrecy by President Pratibha Devisingh Patil at an impressive function at Rashtrapati Bhavan last evening. In the reshuffle, three ministers were elevated to the cabinet rank and the resignation of seven ministers has been accepted. Jairam Ramesh is the new Rural Development Minister, who replaces Vilasrao Deshmukh. He described the Rural Development ministry as a challenging one.
Rural development is the huge challenge. Its next to Defence. Its the maximum public investments that take place, about 80,000 crores now out of which 40,000 crores is only for NREGA. So I am looking forward to the new assignment but as I said I mean, the last 26 months, Ministry of Environment and Forest was exciting, was challenging, was frustrating at times but never dull moment. So I am sure rural development would be equally challenged.
M Veerappa Moily has been shifted from Law to Corporate Affairs and Salman Khursheed brought in his place. Trinamool Congress leader Dinesh Trivedi has been elevated to Cabinet rank and given the Railways portfolio, Beni Prasad Verma is now a Cabinet Minister for Steel, a portfolio he earlier held as Minister of State with Independent charge. Jayanti Natrajan has been given the Environment Ministry. She said told media persons that the UPA government is committed to sustainable development.
I am absolutely confident that there is no dichotomy. The issue really is that sustainable development can not happen if environment is the corner stone. UPA government is completely committed to sustainable development.
Veteran Parliamentarian from Andhra Pradesh V Kishore Chandra Deo has been inducted into the Cabinet, making him the second minister from the state after S Jaipal Reddy. The other new faces in the Council of Ministers are Paban Singh Ghatowar-Development of North Eastern Region, Sudip Bandopadhyaya -Health and Family Welfare, Jitendra Singh -Home, Milind Deora-Communication and IT and Rajiv Shukla -Parliamentary Affairs. Charan Das Mahant has also made a debut as Minister of State in Agriculture and Food Processing, Anand Sharma has been given additional charge of Textiles and P.K. Bansal Water Resources. Anand Sharma, however, retains Commerce and Industry and Bansal Parliamentary Affairs. HRD Minister Kapil Sibal continues to hold additional charge of Telecom, while Overseas Indian Affairs Minister Vayalar Ravi continues to hold additional charge of Civil Aviation. Rural Development Minister Vilasrao Deshmukh has been shifted to Science and Technology and Earth Sciences. Minister of State for External Affairs E Ahamed has been given the additional charge of HRD, V Narayanasamy and Ashwani Kumar shed Parliamentary Affairs portfolios which have gone to new entrant Rajiv Shukla. Harish Rawat, retains Minister of State for Agriculture and Food Processing. Mukul Roy has been given Ministry of Shipping as Minister of State. Seven Ministers including Dayanidhi Maran have been dropped. There is no change in the portfolios of Finance, Home, Defence and External Affairs ministries. With this the strength of the Council of Ministers has gone up to 68. Two ministers, Srikant Jena and Gurudas Kamat did not take the oath.

The Prime Minister Dr. Manmohan Singh has said that two seats have been kept vacant to accommodate the DMK in the Union Cabinet. Talking to reporters after the swearing-in ceremony, he said, this is the last reshuffle before the general elections in the country. In reply to a question on shifting Jairam Ramesh, he said, his services will be better utilised in the Rural Development Ministry.

The DMK Chief Mr. M. Karunanidhi has said that he had not asked for any ministerial berth in the reshuffle. Reacting on the Union Cabinet reshuffle, Mr. Karunanidhi said that his discussions during the recent visit of the Finance Minister Mr. Pranab Mukherjee would be taken up at the Party’s general council meeting.

The Supreme Court ruled that all the buyers who had invested in the controversial Noida Housing Projects will be entitled to complete refund of money, including interest, from the builders. A bench of justices G S Singhvi and A K Ganguly, yesterday said if the builders refuse to repay the amount, then the purchasers shall be free to avail appropriate legal remedy. The apex court quashed the acquisition of over 156 hectares of land acquired by the Greater Noida Land Authority on the 6th of July.

In Uttar Pradesh, the chief judicial magistrate Lucknow has said that, prima facie Dr. YS Sachan was murdered in Lucknow district jail hospital where he was found dead under mysterious circumstances on the 22nd of last month. Our correspondent reports that the judicial probe was conducted by the CJM Rajesh Upadhyaya.
The findings of the judicial probe came out when report of the Chief Judicial Magistrate was opened in the Lucknow bench of the Allahabad High court during the hearing on a PIL seeking a CBI probe into the case. The government has submitted the report to the court. Dr. Sachan was found dead inside the district jail hospital. He was also named as the key accused in the murder case of CMO B P Singh. After Sachan's death, denying CBI probe the government had claimed that he committed suicide. Meanwhile favoring for setting up a special investigation team state government has again opposed CBI inquiry into mysterious death of Dr. Sachan. The Allahabad High Court has reserved its order for tomorrow over CBI probe into the case.

The Railway has requested to general public, if they are having any information regarding the Kalka Mail accident may present their facts to Safety Commissioner or they may send the written information to himk. After restoration of tracks on Allahabad Kanpur section kost oof the trains scheduled on this track are now running on the route. The new Rail Minister has also announced a job for a dependent of those who lost their lives in this accident.

The Union Public Service Commission, UPSC has decided that candidates who opt for an Indian language medium other than Hindi for the written Civil Services exam can now give the interview in the same Indian language, English or Hindi. The UPSC said in an affidavit submitted in the Bombay High Court that as per the recommendations of an expert committee, even those candidates who give the main exam in English can now choose for the interview English, Hindi or any other Indian language, opted for by them for the compulsory Indian language paper in the written part of the test,
The affidavit was submitted in response to a PIL filed by an IAS aspirant.

The National Anti-Doping Agency, NADA has warned athletes and sports persons to be wary of banned drugs. It said that athletes and sports persons would ultimately be held responsible and not their coaches or others who encourage them to take steroids to boost their performance.
Speaking to the athletes and hockey coaching campers at the South Centre of the Sports Authority of India in Banglore, Dr V Jayaraman, Senior Project Manager of NADA, said consumption of banned drugs could reduce a sports hero to zero.
Jayaraman said there was need to increase awareness among athletes and sports persons about banned substances both by NADA and the World Anti-Doping Agency.

In Pakistan, at least 45 militants were killed in the restive northwest in one of the deadliest strikes by US drones. Quoting local officials, TV channels said the drone attacks commenced on Monday night when unmanned aircraft unleashed nine missiles into a suspected militant compound and a vehicle in north Waziristan, killing 25 militants.
A few hours later, the drone struck again in nearby South Waziristan firing missiles and killing five militants.
The drones reappeared yesterday and fired two missiles at another compound in North Waziristan killing 15 militants.

India has imposed anti-dumping duty on imports of a chemical used in industrial cleaning processes and ceramics manufacture to protect domestic players from cheap Chinese shipments. According to an official press release, the restrictive duty of up to 0.556 dollars per kilogram on the import of 'Sodium Tripoly Phosphate' will be imposed for a period of five years. Our correspondent adds that the Directorate General of Anti-Dumping and Allied Duties (DGAD), a nodal agency under the Commerce Ministry, had recommended the imposition of the duty after an investigation. The DGAD concluded in its probe that the domestic industry had suffered a material injury on account of dumping of the product by China. Anti-dumping duty has already been imposed on imports of fabric, yarn, nylon tyre cord and several other chemicals. Anti-dumping duty is recommended by the Commerce Ministry, while the Finance Ministry imposes the same.

India asked China to expedite clearance for its pharmaceutical companies to gain access to this country's huge market. Health Minister Ghulam Nabi Azad, who is on a four-day visit to China, met his counterpart Chen Zhu in Beijing and told that the entry of Indian pharmaceuticals to this country's market would also greatly benefit Chinese people as India produces comparatively affordable drugs.
According to official sources, the two ministers exchanged views on public screening for major illnesses like diabetes and cancer.
India has identified pharmaceuticals along with IT as a major area of opportunity to push its exports to China to reduce the growing trade imbalance between the two countries.

 विभिन्न नए मंत्रियों ने आज अपने मंत्रालयों का कार्यभार संभाल लिया। अपना मंत्रालय संभालने के बाद ग्रामीण विकास मंत्री जयराम रमेश ने आज पत्रकारों से कहा कि गरीबी की रेखा से नीचे रहने वाले ंलोगों की गिनती का काम इस साल के अंत तक समाप्त करना उनकी प्राथमिकता होगी। उन्होंने बताया कि भूमि अधिग्रहण विधेयक और पुर्नस्थापना तथा पुनर्वास विधेयक संसद के अगले अधिवेशन में प्रस्तुत किया जायेगा।
 कंपनी मामलों के नये मंत्री वीरप्पा मोइली ने भी आज सुबह कार्यभार संभाल लिया। उन्होंने बताया कि कंपनी विधेयक २००९ पास कराना उनकी प्राथमिकता होगी। उन्होंने इन खबरों का खंडन किया कि वे प्रधानमंत्री और यूपीए की अध्यक्ष से नाखुश हैं।
 श्री सलमान खुर्शीद ने विधि मंत्री का कार्यभार संभालने के बाद कहा कि वे सोलीसीटर जनरल के इस्तीफे के बारे में कोई अन्तिम फैसला लेने से पहले उनसे बातचीत करेंगे। श्री खुर्शीद ने यह भी कहा कि भ्रष्टाचार से कारगर ढंग से निपटने के लिए, सरकार संसद के मॉनसून सत्र में एक मजबूत लोकपाल विधेयक लाने को वचनबद्ध है।

 तेलंगाना क्षेत्र के कांग्रेस नेताओं ने अलग राज्य के मुद्दे पर आज सुबह हैदराबाद में ४८ घंटे का अनशन शुरू किया। राज्य की गृहमंत्री सविता इन्द्रा रेड्डी सहित आठ मंत्री, आठ सांसद, १४ विधायक, विधान परिषद के तीन सदस्य और अनेक पार्टी कार्यकर्ता तेलंगाना संचालन समिति के तहत हो रहें इस अनशन में भाग ले रहे हैं। इस बीच तेलंगाना क्षेत्र में बंद के कारण आज कई शिक्षा संस्थान भी बंद हैं।

 रेलवे ने आन्धप्रदेश के तेलंगाना क्षेत्र में कल के रेल रोको आंदोलन के मद्देनज+र यात्रियों की सुरक्षा और रेलगाड़ियों  के परिचालन को सुनिश्चित करने के लिए समुचित व्यवस्था की है। रेल मंत्रालय के परामर्श के अनुसार रेल प्रशासन, राज्य प्रशासन के साथ भी तालमेल रखे हुए है ताकि रेल सेवाएं सुचारू रूप से चल सकें। यात्रियों की सुरक्षा सुनिश्चित करने के लिए कल तेलंगाना क्षेत्र से गुजरने वाली रेलगाड़ियों में देरी होने, उनका मार्ग बदले जाने या अन्य स्टेशनों पर उन्हें रोके जाने की संभावना भी हो सकती है। रेलवे ने यात्रियों से अनुरोध किया है कि वे इन सबको देखते हुए अपना कार्यक्रम बनाएं।

 मुख्य रेल सुरक्षा आयुक्त ने फतेहपुर में रविवार को हुई कालका मेल दुर्घटना की जांच शुरू कर दी है। उत्तर-मध्य रेलवे के जनसम्पर्क अधिकारी अमित मालवीय ने आकाशवाणी को बताया कि सुरक्षा आयुक्त प्रशांत कुमार कानपुर रेलवे कार्यालय में रेलवे अधिकारियों से  दुर्घटना के बारे में जानकारी प्राप्त कर रहे हैं। रेलवे ने आम जनता से भी दुर्घटना से संबंधित जानकारी देने को कहा है। वे आयुक्त को लिखित जानकारी भी भेज सकते हैं।
 रेल मंत्री दिनेश त्रिवेदी कल फतेहपुर और कानपुर के अस्पतालों में घायलों को देखने गए। श्री त्रिवेदी ने दुर्घटना में मरने वाले व्यक्तियों के परिवारों के एक सदस्य को नौकरी देने का एलान किया

 कालका मेल दुर्घटना में उन्नहत्तर लोगों की मृत्यु हुई, जबकि कानपुर, फतेहपुर और इलाहाबाद के विभिन्न अस्पतालों में डेढ़ सौ से अधिक घायलों का अब भी ईलाज चल रहा है।

 उत्तर प्रदेश में लखीमपुर खीरी जिले की एक स्थानीय अदालत ने उन तीन डॉक्टरों के खिलाफ एफआईआर दर्ज करने का आदेश दिया है जिन्होंने निघासन पुलिस थाना परिसर में कथित रूप से दुष्कर्म का शिकार हुई एक किशोरी के शव का पहला पोस्टमार्टम किया था। मुख्य न्यायिक मजिस्टे्रट आर के शुक्ला ने यह आदेश एक याचिका पर दिया जिसमें इन डॉक्टरों पर ड्यूटी में लापरवाही का आरोप लगाते हुए उनके खिलाफ कार्रवाई की मांग की गई थी। हमारे संवाददाता ने बताया है कि अदालत ने जिला पुलिस अधिकारियों को मामले की जांच के बाद एफआईआर दर्ज करने का निर्देश दिया है।

जिले के मुख्य न्यायिक मजिस्ट्रेट ने एक गैर सरकारी संस्था द्वारा दाखिल आवेदन पर यह आदेश दिया है। आवेदन में चिकित्सकों के खिलाफ दायित्व निर्वहन में लापरवाही बरतने को लेकर कार्रवाई की मांग की गई है। मुख्य न्यायिक मजिस्ट्रेट ने जिला पुलिस को निर्देश दिया है कि वह सम्बन्धित चिकित्सकों के खिलाफ प्राथमिकी दर्ज कर जांच शुरू करे। अल्पव्यस्क लड़की निघासन थाना परिसर में रहस्यमय परिस्थतियों में मृत पाई गई थी। दूसरे पोस्टमार्टम में उसकी हत्या की बात सामने आई थी। उधर, इलाहाबाद उच्च न्यायालय ने इस मामले की सी बी आई जांच की मांग को लेकर दाखिल याचिकाओं पर जवाब दाखिल करने के लिए राज्य सरकार को निर्देशित किया है। न्यायालय की एक खंडपीठ ने इसके लिए सरकार को एक सप्ताह का समय दिया है। राष्ट्रीय मानवाधिकार आयोग, राष्ट्रीय अनुसूचित जाति आयोग और राष्ट्रीय महिला आयोग ने भी इस मामले में अलग अलग राज्य सरकार को नोटिस जारी किये हैं। सुनील शुक्ल आकाशवाणी लखनऊ।

 उत्तर प्रदेश में लखनऊ के विशेष अतिरिक्त मुख्य न्यायिक मजिस्ट्रेट ने लखनऊ के पूर्व मुख्य चिकित्सा अधिकारी डॉक्टर ए.के. शुक्ला को १४ दिन की न्यायिक हिरासत में भेज दिया है। उन्हें राष्ट्रीय ग्रामीण स्वास्थ्य मिशन के तहत स्वास्थ्य और परिवार कल्याण विभाग में कथित वित्तीय अनियमितताओं के सिलसिले में कल लखनऊ के एक अस्पताल से गिरफ्तार किया गया था।
 हमारे लखनऊ संवाददाता ने खबर दी है कि न्यायालय ने जेल प्रशासन को निर्देश दिया है कि डॉक्टर शुक्ला को विशेष सुरक्षा इंतजाम तथा कैमरे की निगरानी में रखा जाए। डॉक्टर शुक्ला ने अपनी जान को खतरा होने की बात कही थी।

 भारतीय जनता पार्टी के एक शिष्टमण्डल ने आज राष्ट्रपति से मुलाकात कर उत्तर प्रदेश में कानून व्यवस्था की बिगड़ती स्थिति और कथित भ्रष्टाचार के मामलों की जांच कराने की मांग की। बाद में संवाददाताओं से बातचीत में भाजपा अध्यक्ष नितिन गडकरी ने कहा कि शिष्टमण्डल ने श्रीमती प्रतिभा देवीसिंह पाटील से हस्तक्षेप का आग्रह करते हुए उत्तर प्रदेश में भ्रष्टाचार और कानून व्यवस्था की खराब हालत की निष्पक्ष जांच कराने की मांग की। उन्होंने आरोप लगाया कि राज्य में संवैधानिक तंत्र पूरी तरह ठप्प हो गया है।

 चेन्नई पुलिस ने सन ग्रुप के अध्यक्ष और प्रबंध निदेशक कलानिधि मारन को पेश होने के लिए इस महीने की २७ तारीख तक का समय दिया है। पुलिस ने फिल्म वितरक टी एस सेल्वाराज की शिकायत पर पूर्व केन्द्रीय मंत्री दयानिधि मारन के भाई कलानिधि मारन को सम्मन भेजा था। शहर के पुलिस आयुक्त जे के त्रिपाठी ने कहा है कि सन गु्रप के खिलाफ अब तक तीन एफ आई आर दर्ज की जा चुकी हैं।

 रक्षा सचिव प्रदीप कुमार कल नये केन्द्रीय सतर्कता आयुक्त के रूप में कार्यभार संभाल लेंगे। राष्ट्रपति प्रतिभा देवी सिंह पाटील उन्हें नये आयुक्त के रूप में कल राष्ट्रपति भवन में शपथ दिलायेंगी। हरियाणा कैडर के १९७२ के आईएएस अधिकारी श्री प्रदीप कुमार को इस पद के लिए चयन समिति ने लगभग १५ दिन पहले सर्वसम्मति से चुना । इस समिति में प्रधानमंत्री डॉक्टर मनमोहन सिंह, गृहमंत्री पी चिदम्बरम और लोकसभा में विपक्ष की नेता सुषमा स्वराज शामिल हैं। श्री प्रदीप कुमार का कार्यकाल तीन साल से कुछ अधिक समय का होगा।

 जम्मू कश्मीर के लिए केन्द्र द्वारा नियुक्त वार्ताकारों ने कहा है कि राज्य  में शांतिपूर्ण ढंग से हुए पंचायत चुनाव से स्पष्ट हो गया है कि लोकतांत्रिक सरकार के प्रति लोगों की गहरी आस्था है। इन चुनावों में बड़ी संख्या में मतदाता वोट डालने पहुंचे थे। हमारे संवाददाता ने खबर दी है कि राज्य के दसवें दौरे के समापन पर मुख्य वार्ताकार दिलीप पडगांवकर ने आज जम्मू में बताया कि नवनिर्वाचित पंचों और सरपंचों के साथ बातचीत के दौरान उन्होंने पंचायतों के लिए वित्तीय और प्रशासनिक अधिकारों की मांग की।

 केरल विधानसभा में विपक्षी लेफ्ट डेमोक्रेटिक फ्रंट के सदस्यों ने सरकारी कर्मचारियों के बड़े पैमाने पर तबादलों का विरोध करते हुए सदन से वॉकआउट किया। राज्य के पूर्व मंत्री ए के बालन ने कर्मचारियों के तबादलों को राजनीति से प्रेरित बताते हुए इस मुद्दे पर स्थगन प्रस्ताव रखने की अनुमति मांगी। विपक्ष के नेता वी एस अच्चयुतानंदन ने ऐसा ही आरोप लगाया लेकिन मुख्यमंत्री उम्मन चांडी ने स्पष्ट किया कि बड़ी संख्या में कर्मचारियों की प्रोन्नति के कारण उनका स्थानांतरण जरूरी था और इसमें किसी भी नियम का उल्लंघन नहीं हुआ है। विपक्षी सदस्य मुख्यमंत्री के जवाब से संतुष्ट नहीं हुए और वे सदन से उठकर चले गए।

 बिजली क्षेत्र में सुधार सुझाने के लिए योजना आयोग ने एक समिति बनाई है। योजना आयोग के उपाध्यक्ष मोंटेक सिंह अहलुवालिया ने आज नई दिल्ली में बिजली मंत्रियों के सम्मेलन में बताया कि पूर्व नियंत्रक और महालेखा परीक्षक वी के शुंगलू की अध्यक्षता वाली इस समिति को सितम्बर तक रिपोर्ट देने को कहा गया है। इस समिति की सिफारिशों पर अमल का फैसला, राज्य के मुख्यमंत्रियों के साथ विचार विमर्श के बाद किया जायेगा। श्री अहलुवालिया ने बिजली के लिए, भारी खपत के समय और कम खपत के समय के दो मापदंड रखने का सुझाव दिया है।
 बिजली मंत्री सुशील कुमार शिंदे ने इस क्षेत्र में प्रबंधन में सुधार पर बल देते हुए कहा कि नुकसान कम करने के लिए बिजली की चोरी रोकनी होगी। श्री शिंदे का कहना था के बिजली की चोरी से निपटने के लिए कड़े प्रावधान मौजूद हैं। उन्होंने बताया कि २३ राज्यों ने बिजली की चोरी की रोकथाम के लिए विशेष अदालतें बनाई हैं और ११ राज्यों ने विशेष थाने स्थापित किये हैं। उन्होंने कहा कि हर राज्य किसानो और समाज के अन्य कमजोर वर्गो को बिजली पर सब्सिडी देने के लिए स्वतंत्र है लेकिन यह भी आवश्यक है कि राज्य सरकारें बिजलीघरों को बिजली कानून के मुताबिक व्यापारिक दृष्टि से सफलतापूर्वक चलाने के लिए सब्सिडी दें। बिजली राज्यमंत्री के सी वेणुगोपाल ने भी सम्मेलन को संबोधित किया और कृषि क्षेत्र में ऐसे उपकरण इस्तेमाल करने पर बल दिया गया जिनसे बिजली की बचत हो।

 उद्योग मंत्रालय ने भविष्य निधि कोष के प्रबंध, ग्रेच्युटी के भुगतान और छोटे तथा मझोले उद्योगों के मजदूरों के बीमें जैसी वैधानिक जिम्मेदारियां निभाने के लिए स्वतंत्र संगठन बनाने का प्रस्ताव किया है। ऐसे संगठन विभिन्न श्रम कानूनों के तहत बनाये जा सकते हैं और इनका प्रबंध किसी बाहरी संस्था को दिया जा सकता है। इस बारे में सभी सम्बद्ध पक्षों से सुझाव मांगे गए हैं। १६ अगस्त तक सुझाव भेजे जा सकते हैं।
 प्रस्ताव के अनुसार यह नई व्यवस्था किसी ट्रस्ट के रूप में हो सकती है, जैसे कि कर्मचारी भविष्य निधि कोष अधिनियम में प्रावधान भी है। नये संगठन, अस्पतालों के साथ व्यवस्था कर सकते हैं ताकि कर्मचारी राज्य बीमा अधिनियम के तहत मजदूरों को चिकित्सा जैंसी सुविधाएं दी जा सकें, इससे इस अधिनियम में किसी संशोधन की भी जरूरत नहीं पड़ेगी। इसी तरह किसी भी बाहरी व्यवस्था के तहत मजदूरों का बीमा भी किया जा सकता है ताकि छंटनी की हालत में उन्हें नौकरी जाने की स्थिति के बीमे का लाभ मिल सके।

 केरल सरकार, गरीबी रेखा से नीचे के ३८ हजार पांच सौ परिवारों को राजीव गांधी ग्रामीण विद्युतीकरण योजना के तहत बिजली उपलब्ध कराने की योजना बना रही है। राज्य विधानसभा में एक ध्यानाकर्षण प्रस्ताव का जवाब देते हुए राज्य के बिजली मंत्री थिरूवंचूर राधाकृष्णन ने सूचित किया इस योजना पर ११४ करोड़ ५७ लाख रूपये खर्च किए जाएंगे। उन्होंने कहा कि राज्य के ८५ विधानसभा निर्वाचन क्षेत्रों का पूरी तरह विद्युतीकरण किया जा चुका है।

 भारतीय नौसेना में, तेजी से हमला करने वाला एक नया युद्धपोत कोशवारी शामिल किया गया है। इसे अंडमान समुद्र में गैरकानूनी गतिविधियों पर नजर रखने के लिए तैनात किया गया है। नई दिल्ली में रक्षा सूत्रों ने बताया है कि इस पोत का इस्तेमाल कोंकण तट और लक्षद्वीप इलाके में समुद्री डाकुओं की गतिविधियों पर काबू पाने के लिए भी किया जायेगा। आई एन एस कोशवारी का बेस कारवाड़ में रहेगा। यह युद्धपोत कम गहराई में भी तेज रफ्तार से दिन रात गश्त लगा सकता है। यह समुद्र से मिलने वाली सभी चुनौतियों का मुकाबला करने के हथियारों से लैस है। इसका नाम तूती कोरीन के  नजदीक एक द्वीप के नाम पर रखा गया है। इसे विशाखापत्‌तनम में पूर्वी नौसेना कमान में भारतीय बेड़े में शामिल किया गया। यह पोत सरकारी कंपनी गार्डन रीच शिप बिल्डर्स एंड इंजीनियर्स कोलकाता ने बनाया है।

 भारत के अत्याधुनिक संचार उपग्रह जी सैट-१२ को अंतरिक्ष में भेजने के लिए धुव्रीय प्रक्षेपण यान-पीएसएलवी सी-१७ की गिनती शुरू हो गई है। इस रॉकेट को शुक्रवार को श्रीहरिकाटा से छोड़ा जायेगा। संचार उपग्रह जी सैट-१२ में १२ विस्तारित सी बैंड ट्रांसपोंडर लगे हैं। इनसे लोगों को टैली-मैडिसन, टैली-एजुकेशन, संचार और मौसम के अनुमान के बारे में सही सूचनाएं मिल सकेंगी। आशा है कि यह उपग्रह सात साल काम करेगा। भारतीय अंतरिक्ष अनुसंधान संगठन-इसरो के प्रवक्ता डॉक्टर एस सतीश ने आकाशवाणी को बताया कि सभी काम ठीक से चल रहे हैं।

 दिल्ली उच्च न्यायालय ने सी बी आई को २ जी स्पैक्ट्रम मामले में रिलायंस अनिल धीरूभाई अम्बानी समूह के अध्यक्ष अनिल अम्बानी, टाटा समूह के प्रमुख रतन टाटा, कार्पोरेट लॉबिस्ट नीरा राडिया और डी.एम.के अध्यक्ष एम.करूणानिधि की पत्नी दयालु अम्मल को अभियुक्त बनाने का निर्देश देने की मांग संबंधी याचिका को स्वीकार नहीं किया है। न्यायमूर्ति अजित भरिहोक ने याचिकाकर्ता से अपनी याचिका वापिस लेने या अपने
जोखिम पर दलीलें देने को कहा। इसके बाद याचिकाकर्ता, दिल्ली के पत्रकार एम. फुरकान ने अपनी याचिका वापिस ले ली।

 मिस्र की एक अदालत ने पूर्व प्रधानमंत्री अहमद नाजिफ और पूर्व वित्त मंत्री यूसुफ बुतरस घाली और एक अन्य मंत्री को जेल की सजा सुनाई है। काहिरा के तहरीर चौक पर पिछले शुक्रवार से जमा भीड़ राजनीतिक विरोधियों की हत्या के लिए जिम्मेदार अधिकारियों के लिए कार्रवाई की मांग कर रहे हैं।
 मिस्र की सरकारी ऑनलाइन मीडिया एजेंसी अल अहराम के अनुसार पूर्व प्रधानमंत्री अहमद नाजिफ को एक वर्ष के कारावास की सजा सुनाई गई है। लेकिन उस पर अमल फिलहाल स्थगित रहेगा जबकि पूर्व वित्तमंत्री बुतरस घाली की अनुपस्थिति में मुकदमा चलाया गया। उन्हें दस वर्ष कैद की सजा सुनाई गई है। मिस्र में सत्ता परिवर्तन के दौर में बुतरत घाली देश से भाग गए थे। पूर्व गृहमंत्री हबीब अल अदली को को पांच वर्ष की सजा सुनाई गई है। इन सभी पर निजी हित के लिए सार्वजनिक धन के दुरूपयोग के आरोप हैं।

 तुर्की में बड़ी मात्रा में विस्फोटक सामग्री और हथियारों का पता चलने के बाद पुलिस ने पश्चिमी क्षेत्र में छापे मारे और १४ लोगों को हिरासत में लिया है। आंतरिक मंत्रालय के अनुसार पुलिस ने अंकारा के एक मकान पर छापे के दौरान सात सौ किलोग्राम अमोनिया नाइट्रेट बरामद किया। हिरासत में लिये गए लोगों का संबंध अफगानिस्तान में सक्रिय आतंकवादी गुट से बताया गया है। इन लोगों पर आरोप है कि वे  ओसामा बिन लादेन की हत्या का बदला लेने के लिए तुर्की स्थित अमरीकी ठिकानों पर हमले की योजना बना रहे थे। अंकारा में छापों के बाद पश्चिमी प्रांत बुरसा और यलोवा में भी छापेमारी की गई। अलकायदा आतंकवादी इस्ताम्बुल में २००३ के बम विस्फोटों के लिए जिम्मेदार थे। इन हमलों में लगभग साठ लोग मारे गए थे और बड़ी संख्या में जख्मी हुए थे।

 भारत यात्रा पर आये पौलैंड के विदेशमंत्री रादोस्लॉं सिकरोस्की ने भारत के विदेशमंत्री एस एम कृष्णा के साथ आपसी, क्षेत्रीय और अंतर्राष्ट्रीय मुद्दों पर बातचीत की है। दोनों नेताओं ने कल रात नई दिल्ली में आपसी व्यापार बढ़ाने के साथ साथ अफगानिस्तान की स्थिति और आतंकवाद की रोकथाम जैसे विषयों पर भी विचार विमर्श किया। दोनों देशों में इस बात पर सहमति हुई कि सभी बकाया समझौतों पर बातचीत जल्दी पूरी की जाए। हमारे संवाददाता ने बताया है कि भारत और पौलैंड ऊर्जा, विज्ञान तथा टैक्नोलॉजी, रक्षा और संस्कृति के क्षेत्र में भी सहयोग कर रहे हैं। २०१० में पौलैंड को भारत का निर्यात ४० प्रतिशत बढ़कर एक अरब डॉलर से अधिक हो गया। श्री सिकरोस्की ने कहा कि पौंलैड भारत में पूंजीनिवेश बढ़ाना चाहता है। पोलैंड अपने यहां भारतीय उद्योगपतियों और विभिन्न क्षेत्रों के विशेषज्ञों का भी स्वागत करता है।

 अफगानिस्तान के राष्ट्रपति हामिद करजई आज अपने भाई अहमद वली करजई के अंतिम संस्कार में शामिल हुए। कल दंिक्षणी प्रांत कंधार में वली करजई के सुरक्षा गार्ड ने गोली मारकर उनकी हत्या कर दी थी। वे कंधार की प्रांतीय परिषद के प्रमुख थे और उन्हें देश का एक बहुत प्रभावशाली व्यक्ति माना जाता था। उनका अंतिम संस्कार पैतृक गांव कर्ज में किया गया। इसमें हजारों लोग शामिल हुए। इस मौके पर किये गए कड़े सुरक्षा प्रबंधों के तहत हेलीकॉप्टरों से भी निगरानी की गई।

 संयुक्त राष्ट्र महासचिव बान की मून ने इस्राइल और फलस्तीन से कहा है कि वह क्षेत्र में संघर्ष और तनाव समाप्त करने के लिए शांति वार्ता फिर शुरू करें। पश्चिम एशिया के बारे में अमरीका, यूरोपीय संघ, रूस और संयुक्त राष्ट्र की बैठक के बाद श्री बान की मून ने कहा कि पश्चिम एशिया वार्ता प्रक्रिया से जुड़े तीनों देश, अंतर्राष्ट्रीय समुदाय और सम्बद्ध पक्षों को हरसंभव प्रयास करने चाहिए ताकि फलस्तीनी क्षेत्रों से इस्राइल का अधिग्रहण समाप्त हो और शांति वार्ता फिर शुरू हो सके। उन्होंने कहा कि बातचीत का उद्देश्य एक स्वतंत्र फलस्तीन राष्ट्र और सुरक्षित इस्राइल होना चाहिए।
 इस्राइल द्वारा फलस्तीनी क्षेत्र में अपनी बस्तियों के निर्माण पर दस महीने पुरानी रोक की अवधि और बढ़ाने से इंकार करने के बाद दोनों पक्षों की बातचीत में पिछले वर्ष गतिरोध आ गया था। रूकी हुई वार्ता प्रक्रिया फिर शुरू होने की संभावना के मद्देनजर फलस्तीन १९६७ से पहले की स्थिति के अनुरूप अपने देश की मान्यता के लिए सितम्बर में संयुक्तराष्ट्र में प्रस्ताव लाने की योजना बना रहा है।

 बम्बई शेयर बाजार के शुरूआती कारोबार में सेन्सेक्स १४२ अंक की बढ़त के साथ खुला। अब से कुछ देर पहले यह ११६ अंक बढ़कर -१८-हजार--५२७--- पर था। नेशनल स्टॉक एक्सचेंज का निफ्टी भी ३८ अंक की वृद्धि के साथ -५ हजार  ५६४ पर  था। अन्तरबैंक विदेशी मुद्राबाजार में डॉलर के मुकाबले रूपया ११ पैसे मजबूत हुआ। एक डॉलर की कीमत ४४ रूपये ५९ पैसे बोली गयी।

 हरियाणा के अम्बाला जिले में नारायणगढ़ के निकट सोम नदी के तेज प्रवाह में आज सेना के छह जवान बह गए। जिनमें से पांच को गचा लिया गया। अपनी बटालियन के साथ रात को इस इलाके में आये जवान नदी तट पर सो रहे थे। आसपास के पर्वतीय इलाके में भारी वर्षा के कारण नदी का पानी और प्रवाह अचानक तेज हो जाने से यह दुर्घटना हुई। सेना ने इलाके को सील कर दिया है और राहत कार्य जारी है।

 बम्बई उच्च न्यायालय की नागपुर पीठ ने महाराष्ट्र सरकार और स्थानीय प्रशासन को निर्देश दिया है कि सूफी संत बाबा मुस्तफा का पार्थिव शरीर तीन दिन के अंदर कब्र से निकालकर दूसरे ऐसे स्थान पर दफन किया जाए जो कानूनी रूप से स्वीकृत स्थान हो। न्यायमूर्ति भूषण धर्माधिकारी और न्यायमूर्ति प्रमोद कोडे की खंडपीठ ने कहा कि बाबा मुस्तफा का २७ जून को किया गया अंतिम संस्कार नागपुर निगम कानून १९४८ के प्रावधानों के अनुरूप नहीं है। खंडपीठ ने अपने ही आदेश पर एक सप्ताह के लिए रोक भी लगा दी ताकि प्रतिवादी पक्ष इसके खिलाफ उच्चतम न्यायालय में अपील कर सके।

 उच्चतम न्यायालय ने कहा है कि ग्रेटर नोएडा में विवादित जमीन पर बन रहे आवासीय परिसरों में फ्‌लैट बुक करने वाले सभी ग्राहक बिल्डरों से अपनी पूरी रकम ब्याज सहित वापस पाने के हकदार होंगे। न्यायमूर्ति जी.एस सिंघवी और न्यायमूर्ति ए.के. गांगुली की खण्डपीठ ने कल कहा कि अगर बिल्डर रकम लौटाने से इंकार करें तो ग्राहक कानूनी मदद ले सकते हैं। इस आदेश से ग्रेटर नोएडा में बिल्डरों द्वारा बनाए जा रहे रिहायशी परिसरों में फ्लैट बुक कराने वाले छह हजार से ज्यादा लोगों को राहत मिलेगी। खण्डपीठ ने छह जुलाई को ग्रेटर नोएडा भूमि प्राधिकरण द्वारा  १५६ हैक्टेयर से ज्यादा भूमि का अधिग्रहण रद्द कर दिया था।

 The new Ministers are taking over charge today and listing priorities of their Ministries. Some of them were administered oath of office and secrecy last evening and some of them got new portfolios in the reshuffle. While Mr. Jairam Ramesh who has been elevated to the Cabinet rank, took over the charge of Rural Development Ministry late last evening, Mr. Veerappa Moily took over as Corporate Affairs Minister and Salmaan Khursheed as Law Minister this morning. Mr. Pawan Kumar Bansal and others will take over later in the day. With dropping of seven Ministers and induction of 8 new faces, the strength of the Union Council of Ministers is at 78. This excludes the Prime Minister. The new Union Minister for Corporate Affairs Veerappa Moily said that a draft bill on Company Affairs is ready and will be his endeavour  to push through the state of the Art Bill in Parliament. Taking over the charge of his Ministry this morning he said this is the Ministry of the future as lot of business deal are in the pipeline. Mr. Moily said that this Ministry is not new to him as lot of references from corporate affairs used to come to him when he was Minister of Law and Justice. The New Union Law Minister Salman Khursheed has said that his priorities are the same which are the combined priorities of the UPA government. Taking over the charge of his Ministry today, he reaffirmed the government's commitment of bringing a strong Lok Pal Bill in the Monsoon Session of Parliament.  He said, some of the other important Bills include Judiciary Accountability Bill, Historic Food Security Bill and Communal Violence prohibition bill.

The Chief Commissioner of Railway Safety has begun investigations into Kalka Mail accident which occurred in Fatehpur last Sunday. The North-Central Railway PRO, Amit Malviya told AIR News that Chief Commissioner of Railway safety, Prashant Kumar has been receiving information from railway officials in Kanpur railway office about the accident. The Railway has also appealed to the general public to present the facts to Rail Safety Commissioner or send the written information to him. The newly appointed Railway Minster Dinesh Trevedi had also visited Fatehpur and Kanpur hospitals last night to know the condition of the injured. He expressed satisfaction at their treatment.
More than 150 injured are still undergoing treatment at different hospitals in Kanpur, Fatehpur and Allahabad.

The Supreme Court has ruled that all the buyers who had invested in the controversial Greater Noida Housing Projects will be entitled to complete refund of money, including interest, from the builders. A Bench of Justices G S Singhvi and A K Ganguly, yesterday said, if the builders refuse to repay the amount, then the buyers shall be free to avail appropriate legal remedy. The apex court had quashed the acquisition of over 156 hectares of land acquired by the Greater Noida Land Authority on the 6th of this month.

The Union Public Service Commission, UPSC has decided that candidates who opt for an Indian language medium other than Hindi, for the written Civil Services Examination, can now undergo interview in the same Indian language, English or Hindi. The UPSC said in an affidavit submitted in the Bombay High Court that as per the recommendations of an expert committee, even those candidates who give the Main Examination in English, can now choose for the interview in English, Hindi or any other Indian language, if they opted for by them for the compulsory Indian language paper in the written part of the Test. The affidavit was submitted in response to a PIL filed by an IAS aspirant.

 Planning Commission has set up a committee to suggest ways and means for reforms in the power sector.  The Committee to be headed by former CAG, V.K. Shunglu has been asked to submit its report by the end of the September this year. Deputy Chairman of the Planning Commission, Montek Singh Ahluwalia said, the recommendations of the Shunglu Committee will be implemented after consultations with State Chief Ministers. He was addressing a conference of the State Power Ministers in New Delhi.  Mr. Ahluwalia advocated two tier tariff for the peak and non-peak hour. Addressing the conference, Union Power Minister Sushil Kumar Shinde called for  improving governance in the power sector and curbing pilferage to bring down losses.  He said, there are stringent provisions to deal with the power thefts and pilferage and so far 23 States have set up special courts to deal with these problems. Moreover, 11 States have come up with Special Police Stations to tackle power thefts effectively. Mr Shinde said, while every State is free to give subsidies to farmers and other weaker sections, it is essential that State governments run the power utilities on commercial basis as per the electricity act.  Minister of State for Power K.C. Venugopal also addressed the day long conference and called for promoting usage of energy efficient machines in the agriculture sector.

Jharkhand Chief Minister has approved the dismissal of 22 serving Additional District Judges, of the state. The ADJs were appointed on the recommendations of the 11th Financial Commission and are posted in different districts of the state. The decision was taken on the recommendation of the Department of Personnel in view of an order of the Jharkhand High Court on 7th March 2011, which had cancelled the appointments of these 22 ADJs on the ground of gross procedural irregularities.

A BJP delegation today met the President  demanding an inquiry into the alleged corruption, abuse of power and worsening law and order situation in Uttar Pradesh under Chief Minister Mayawati's rule. Later, speaking to reporters, Party President Nitin Gadkari said that the delegation asked Mrs. Pratibha Devisingh Patil to intervene and institute an independent and impartial inquiry into increasing lawlessness and corruption in the state. The Indian Navy has commissioned indigenously built Fast Attack Craft (FAC) Koswari to  keep an eye on illegal activities in the  Andaman seas. Defence sources said in New Delhi today, it would be deployed in coastal patrol and anti-piracy missions, along the Konkan coast and Lakshadweep group of islands. Fitted with advanced multi unit engines and latest communication sets for the purpose of extended coastal and offshore surveillance and patrol, INS Koswari would be based at Karwar. The craft's ability to operate in shallow waters at high speed, along with its day-and-night surveillance capability, coupled with enhanced fire power, is expected to give the requisite impetus to combating asymmetric threats emanating from the sea. Named after an island off Tuticorin, INS Koswari, measuring 52 meters in length and displacing 325 tonnes, could achieve speed in excess of 30 knots. It was commissioned at the eastern naval command in Visakhapatnam.  It has been designed and built by state-run Garden Reach Shipbuilders and Engineers, Kolkata.

In Egypt, the Egyptian criminal court has sentenced the former Prime Minister and two other ministers. Huge crowds gathered at Tahrir square in Cairo since last Friday demanding action against officials responsible for killings of political protestors. According to Egyptian official online media Al Ahram, former Prime Minister Ahmed Nazif was given a suspended one year sentence, while former Finance Minister Youssef Boutros Ghali, who was tried in absentia, was imposed a 10 year prison term in the same case after the court announced its verdict. Ghali, who fled the country following the revolution, was previously handed a 30 year prison term for squandering public funds. Former Interior Minister Habib El-Adly has been sentenced to five years jail term for squandering public funds in the infamous car plates case.

Afghan President Hamid Karzai has led thousands of mourners at the funeral of his influential brother who was killed in the southern province of Kandahar yesterday. Ahmad Wali Karzai was gunned down at home by his bodyguard. He headed the Provincial Council Kandahar and was regarded  as one of the country's most powerful men. Bus-loads of mourners followed the body from the provincial governor's compound to his family village of Karz. Security was tight, with helicopters overhead and many troops deployed.

UN chief Ban Ki-moon has asked both Israeli and the Palestinian side to re-start peace talks to bring an end to the conflict in the region. After attending a meeting of the Middle East Quartet -- US, EU, Russia and the UN-- Secretary General Ban said, the Quartet, the international community and the parties, need to make all efforts to find a way forward to re-start negotiations to  end the occupation. He said that the talks should lead to  an independent Palestine and a secure Israel. The talks halted, last year, after Israel refused to extend its 10-month moratorium on settlement construction in the Palestinian territories.

China's economic growth has slowed further in the second quarter after the government stepped up its battle against inflation. Growth was 9.5 per cent in the three months to the end of June compared with a year earlier. That is down from 9.7 per cent in the previous quarter. China says controlling prices is its top priority after inflation hit a three-year high in June.  China has already raised interest rates three times this year; the most recent increase coming last week.

Back home, The Chennai Police had granted time to  Mr. Kalanidhi Maran, the brother of former Union Minister to appear for interrogation on the 27th of this month. Mr. Maran was issued summons by the police with regard to a complaint lodged by Mr. T.S. Selvaraj, a film distributor. In Uttar Pradesh a local court at Lakhimpur Kheri district has ordered for lodging FIR against three doctors, who had conducted the first post mortem of the teenaged girl, who was allegedly raped and killed inside the police station premises in Nighasan town. In the second autopsy it was revealed that strangulation to be the main cause of the death and the post mortem report also disclosed four physical injury marks on the body. A report:

The Chief Judicial Magistrate of the district has passed this order on an application seeking action against doctors for their negligence in discharge their duties. The application has been moved by a NGO. The court has directed the district police to investigate the case against doctors after lodging FIR. The three doctors have already been suspended by the government for dereliction of their duties. The girl was found dead in mysterious condition in Nighasan police station premises and her mother had alleged rape and murder of her daughter by the policemen. At the other hand the Lucknow bench of the Allahabad High Court has sought a reply from the state Government on writ petitions seeking a CBI probe into the case. A division bench of the court has directed the government to submit its reply within a week's time. National Human Rights Commission, National Commission for Schedule casts and Nation Commission for Women have also issued notices separately to the state government in this case. The Nagpur Bench of Bombay High Court has directed the Maharashtra Government and local authorities to exhume the body of Sufi Saint Baba Mustafa within three days and bury it at a legally permissible place in accordance with the provisions of the law. The Division Bench consisting Mr. Justice Bhushan Dharmadhikari and Mr. Justice Pramod Kode unequivocally held that burial of Baba Mustafa was not performed as per the provisions of the City of Nagpur Corporation Act 1948.  The bench also granted stay on its own order for a week so as to allow the respondents opposing the exhumation time to approach the apex court to challenge the order. Meanwhile, the police personnel also including those belonging to the State Reserve Police Force and Rapid Action Force conducted the flag march in Mominpura and adjoining sensitive areas hours before the verdict. The situation is  tense but under control in Mominpura and the curfew still continues.

Kerala government is planning to provide electricity connection to 38, 500 BPL families under the central scheme of Rajiv Gandhi Rural Electrification Yojana. In reply to a calling attention motion in the state assembly, state Minister Thiruvanchoor Radhakrishnan informed the House, that 114.57 crore will be spent for the same. The Delhi High Court today refused to entertain a petition seeking a direction to the CBI to make Reliance ADAG chairman Anil Ambani, Tata Group chief Ratan Tata, corporate lobbyist Niira Radia and DMK chief M Karunanidhi's wife Dayalu Ammal, as accused in 2G case. Justice Ajit Bharihoke asked the petitioner to either  withdraw the  petition or argue at his own peril. This forced the petitioner M Furquan, a Delhi-based scribe, to withdraw his plea. Justice Bharihoke said in his order that the petition is dismissed as withdrawn.

The Sensex at the Bombay Stock Exchange gained 142 points, or 0.8 per cent, to 18,553 in opening trade, this morning, on renewed buying by investors, driven by a positive trend on the other Asian bourses. Afterwards, the Sensex continued firm, and stood 140 points, or 0.8 percent in the positive zone, at 18,551 in afternoon deals, a short while ago. The 30-share Sensex had lost more than 665 points in the past three trading sessions. Other Asian markets in Japan, China, Hong Kong, Indonesia, Singapore and South Korea were up by between 0.4 percent and 1.4 percent, today, after the latest data showed a modest slowing in Chinese economic growth. But in the US, the key Dow Jones Industrial Average had declined 0.5 per cent, overnight.

The Indian rupee appreciated by 11 paise to  44 rupees 59 paise per US dollar in early trade on the Interbank Foreign Exchange today. The Indian currency was supported by weakness of the American currency against other Asian rivals overseas and a higher opening in the stock market. The rupee had depreciated by 23 paise to close at 44 rupees 70 paise against the American currency in yesterday's trade amid weak equities and continued dollar demand from importers.

He will have a tenure of a little over three years.

Meanwhile, Former Chief Vigilance Commissioner PJ Thomas  whose appointment to the post was declared illegal by the Supreme Court, today filed a petition in the Delhi High Court seeking directions to the government not to finalize the appointment of the new CVC till President Pratibha Devisingh Patil decides his representation. In a representation submitted to the President on March 16, Thomas had requested her to refer the decision of the Supreme Court annulling his appointment as CVC to a constitution bench of the Supreme Court. He had also urged President Patil to grant him personal audience to explain his stance and also urged her to keep in abeyance the cancellation of his warrant of appointment. The new CVC is to swear-in on tomorrow.

In Haryana, six Army jawans were flown away in the high speed water current of the Som River near Naraingarh in Ambala district today while they were sleeping on its bank. The jawans  had come in the area  in the night along with their battalion. The incident occurred due to sudden rise in the flow of water following heavy rains in the surrounding hilly areas.  The army has sealed the area and rescue operation is on. The five out of the six jawans are reportedly saved by the army.

The countdown for the launch of India’s advanced communication satellite GSAT-12 onboard the PSLV-C17 has begun. The PSLV C-17 is scheduled to be launched from the spaceport at Sriharikota on Friday . The GSAT-12 has 12 Extended C- band transponders and would help users in the field of tele- medicine, tele - education, communication and weather forecasting. The satellite has an expected mission life of seven years. The ISRO is using the most powerful version of PSLV configuration for this mission. Speaking exclusively to AIR, ISRO spokesperson Dr S. Satish said that all operations are proceeding normally.

 Nasa astronauts have completed the last space walk of the space shuttle era. The six-and-a-half hour excursion retrieved an ailing ammonia pump on the International Space Station (ISS), where shuttle Atlantis is docked. The space walk is part of a busy schedule for the last shuttle mission, which will also see four tonnes of supplies delivered to the ISS. Smaller supply ships developed by private companies are expected to supply the ISS when the shuttle programme retires. Nasa extended Atlantis' mission by one day on Monday and it will head homeward for the last time on 21 July.

मुम्बई में आज शाम आतंकवादियों के तीन बम धमाके भीडभरे इलाके झाबेरी बाजार, दादर और ओपेरा हाउस में हुये जिसमें कम से कम पचास लोग घायल हुये हैं। इन तीन हमलों से मुम्बई के 26 नवम्बर के हमलों की याद ताजा हो गयी जिसमें 166 लोग मारे गये थे। नई दिल्ली में आंतरिक सुरक्षा सचिव यू के बसंल ने पत्रकारों को बताया कि आज के विस्फोट आतंकवादी हमले हैं और इसमें आई ई डी का इस्तेमाल हुआ। केंद्रीय गृह सचिव राजकुमार सिंह ने कहा कि सिलसिलेवार बम विस्फोट की खबरों के बाद गृह मंत्रालय लगातार मुम्बई पुलिस के संपर्क में है। इस समय गृह मंत्रालय और उच्च सुरक्षा अधिकारियों की बैठक चल रही है। पूरे देश में रेड अलर्ट जारी कर दिया गया है। उन्होंने बताया कि राष्ट्रीय जांचएजेंसी की टीम मुम्बई रवाना हो गयी है राष्ट्रीय सुरक्षा गार्ड को अलर्ट कर दिया गया है। गृह मंत्रालय के सूत्रों ने बताया कि एन एस जी कर्मियों और फोरेंसिंक विशेषज्ञों को लेकर बी एस एफ का एक विमान भी मुम्बई के लिये रवाना हो गया है।

इस बीच, मुंबई में विस्फोट होने के बाद राजधानी दिल्ली में आज शाम सुरक्षा अलर्ट घोषित कर दिया गया। पुलिस प्रवक्ता ने हमारे संवाददाता को बताया कि पुलिसकर्मियों को पूरे शहर में गहन तलाशी और चेकिंग पर लगा दिया गया है। प्रवक्ता ने कहा कि पुलिसकर्मियों को मॅाल, सिनेमाघरों, पार्को ,ं आई एस बी टी और रेलवे स्टेशनों पर तैनात कर दिया गया है। जगह जगह पर चेकिंग की जा रही है। प्रवक्ता ने कहा कि व्यापक पैमाने पर कड़ी चौकसी बरती जा रही है। दिल्ली पुलिस ने सभी नागरिकों से अपील की है कि वे अगर किसी संदिग्ध वस्तु या लोगों को देखें तो पुलिस को उसकी तुरन्त सूचना दें।

उत्तर प्रदेश सरकार ने 22 जुन को लखनऊ की जिला जेल में उप मुख्य चिकित्सा अधिकारी डॉक्टर वाई एस सचान की रहस्मय मौत की जांच सीबीआई से कराने का फैसला किया है। मुख्यमंत्री मायावती की अध्यक्षता में आज लखनऊ में हुई बैठक में यह फैसला लिया गया। हमारे संवाददाता ने खबर दी है कि डॉक्टर सचान की पत्नी मालती सचान ने सीबीआई से जांच की मांग करते हुए उच्चतम न्यायालय में याचिका दाखिल की और इसके अलावा इसी संबंध में इलाहाबाद उच्च न्यायालय की लखनऊ पीठ में भी तीन जनहित याचिकाएं दाखिल की गई। कल इन याचिकाओं पर सुनवाई हो सकती है।

मायावती सरकार ने दावा किया है कि सीबीआई जांच का आदेश डॉ. सचान के परिजनों की मांग पर की गई है जबकि कल ही सरकार ने इलाहाबाद उच्च न्यायालय में इस मामले की सुनवाई के दौरान इसका जमकर विरोध किया था और कहा कि सीबीआई को स्वतंत्र जांच एजेंसी नहीं कहा जा सकता क्योंकि यह केंद्र के अधीन काम करती है। जानकारों का मानना है कि राज्य सरकार ने आगे होने वाली अपने संवेदन से बचने के लिए यह निर्णय लिया है। इससे पहले लखनऊ के मुख्य न्यायाधीश मजिस्ट्रेट ने अपनी जांच में डॉ. सचान की मौत को हत्या करार दिया हैं जबकि राज्य सरकार इसे आत्महत्या बताती रही है। सुनील शुक्ल

सीबीआई ने एयरसेल के पूर्व प्रमुख सी. शिवशंकरन के आरोपों की जांच के सिलसिले में स्टैंडर्ड चार्टर्ड बैंक के अधिकारियों से स्पष्टीकरण मांगा है। शिवशंकरन ने आरोप लगाया है कि तत्कालीन दूरसंचार मंत्री दयानिधि मारन ने 2006 में मलेशिया की कंपनी मेक्सिस ग्रुप को अपनी कंपनी बेचने के लिए उनपर दबाव डाला था। श्री मारन ने इन आरोपों का खंडन करते हुए कहा है कि एयरसेल-मेक्सिस के सौदे में उनकी कोई भूमिका नहीं है।

प्रधानमंत्री ने गृह और संचार राज्यमंत्री गुरूदास कामत का इस्तीफा स्वीकार कर लिया है। कल के मंत्रिमंडल फेरबदल में श्री कामत का दर्जा बढ़ाकर पेयजल और स्वच्छता मंत्रालय के राज्यमंत्री के रूप में स्वतंत्र प्रभार दिया गया था, लेकिन उन्होंने इसका कार्यभार संभालने से इंकार कर दिया और कहा कि वे महाराष्ट्र में पार्टी के लिए काम करना चाहेंगे। प्रधानमंत्री कार्यालय सूत्रों ने बताया कि श्री कामत का इस्तीफा राष्ट्रपति प्रतिभा देवीसिंह पाटील के पास भेज दिया गया है। इसकी पुष्टि करते हुए राष्ट्रपति भवन सूत्रों ने बताया कि इस संबंध में जल्द ही अधिसूचना जारी की जाएगी।

कांगे्रस ने विभिन्न मंत्रियों को विभागों के वितरण के मामले में प्रधानमंत्री का समर्थन किया है। पार्टी प्रवक्ता अभिषेक मनु सिंघवी ने नई दिल्ली में आज पत्रकारों को बताया कि मंत्रियों के विभागों का वितरण करना प्रधानमंत्री का विशेषाधिकार है। उन्होंने कहा कि मंत्रिमंडल में फेरबदल देश हित में किया गया है। गुरूदास कामत के इस्तीफे के बारे में पूछे गये सवाल के जवाब में श्री सिंघवी ने कहा कि यह मामला सरकार और संबंधित व्यक्ति के बीच है। लेकिन उन्होंने कहा कि श्री कामत को इसे सार्वजनिक नहीं करना चाहिए था।

जहां तक अनुशासनहीनता या पार्टी का सवाल हैं उन्होंने स्पष्ट कर दिया है कि उन्होंने पार्टी के विषय में कुछ नहीं कहा है। जहां तक उनके इस्तीफे का सवाल है। ये उनके और सरकार के बीच की बात है और हमें इस पर कुछ कहने की आवश्यकता नहीं है। हॉं मैं यह जरूर जोड़ना चाहता हूॅं कि ऐसी चीजें नहीं होनी चाहिए।

केंद्र ने असम में अल्फा के एकतरफा संघर्ष विराम की घोषणा का स्वागत किया है। गृहमंत्री पी चिदम्बरम ने आज नई दिल्ली में एक बयान में कहा कि सरकार को प्रतिबंधित संगठन अल्फा के साथ एक समझौता होने की उम्मीद है, ताकि उसके साथ जल्दी बातचीत शुरू करने के लिए उसके खिलाफ चल रहा अभियान स्थगित किया जा सके। उन्होंने कहा कि समझौते के नियमों को निकट भविष्य में अंतिम रूप दिया जायेगा। श्री चिदम्बरम ने कहा कि केंद्र, हिंसा छोड़ने वाले किसी भी संगठन से वार्ता करने के लिए हमेशा तैयार है।

असम में कामरूप जिले के भातकुची में रविवार को हुए शक्तिशाली बम विस्फोट के सिलसिले में केन्द्रीय रिजर्व पुलिस बल ने सोलह लोगों को हिरासत में लिया है। विस्फोट के कारण गुवाहाटी-पुरी एक्सप्रेस के चार डिब्बे पटरी से उतर गए थे, जिसमें चालीस लोग घायल हुए थे। इन लोगों को विस्फोट स्थल के आसपास के चार गांवों से कल रात हिरासत में लिया गया। पुलिस को सूचना मिली थी कि इन लोगों ने विस्फोट में आतंकवादियों की मदद की है।

मुख्य रेल सुरक्षा आयुक्त ने उत्तरप्रदेश में कालका मेल दुर्घटना के कारणों की जांच शुरू कर दी है। मुख्य सुरक्षा आयुक्त, इस महीने की 15 तारीख तक रेलवे के अधिकारियों और आम लोगों से कानपुर रेलवे कार्यालय में दुर्घटना के बारे में जानकारी प्राप्त करेंगे। रेलवे ने आम लोगों से भी दुर्घटना से संबंधित जानकारी रेल सुरक्षा आयुक्त को देने की अपील की है।
इस बीच इलाहाबाद उच्च न्यायालय में इस दुर्घटना को लेकर आज एक जनहित याचिका दायर की गई है। याचिकाकर्ता ने दुर्घटना की जांच देश और विदेश के रेल विशेषज्ञों के विशेष दल से कराने की मांग की है।

भारत के अत्याधुनिक संचार उपग्रह जी सैट-12 को अंतरिक्ष में भेजने के लिए धुव्रीय प्रक्षेपण यान-पीएसएलवी सी-17 की 53 घंटे की उल्टी गिनती आज सवेरे ग्यारह बजकर 48 मिनट पर शुरू हुई। इस रॉकेट को शुक्रवार को शाम चार बजकर 48 मिनट पर श्रीहरिकोटा के सतीश धवन अन्तरिक्ष केन्द्र से छोड़ा जायेगा। चौदह सौ दस किलोग्राम के संचार उपग्रह जी सैट-12 में 12 विस्तारित सी बैंड ट्रांसपोंडर लगे हैं जिनसे लोगों को टैली-मैडिसन, टैली-एजुकेशन, संचार और मौसम के अनुमान के बारे में सही सूचनाएं मिल सकेंगी। आशा है कि यह उपग्रह सात साल काम करेगा। इसरो के अध्यक्ष के. राधाकृष्णन ने बताया कि भविष्य में प्रभावशाली संचार व्यवस्था के लिए अधिक ट्रांसपोंडरों की आवश्यकता होगी।

Terror struck Mumbai when three serial blasts rocked crowded areas in Zaveri Bazar, Dadar and the Opera House this evening leaving at least 10 killed and over 100 people injured. However, Maharashtra CM Prithviraj Chavan said at least 13 killed have been killed in the blasts. In New Delhi, the Union Home Ministry said the multiple explosions were a terror strike and that Improvised Explosive Devices(IED) were used. Home Ministry is in touch with the Maharashtra government on the issue. Home minister Chidambaram is chairing a high level meeting in New Delhi in the wake of the blasts in Mumbai. Top security and Home Ministry officials are attending the meeting to assess the situation.
Mumbai Police spokesperson Nisar Tamboli said, the first explosion took place in south Mumbai's Zaveri Bazaar, near famous Mumbadevi temple. The second explosion was reported in a taxi in Dadar near railway station. The third blast was reported from Opera House in Charni.
Teams of Maharashtra Anti Terrorism Squad (ATS) have rushed to the spots. The Mumbai Police and the fire brigade have rushed to the site of explosions. Security has been beefed up across Mumbai. Maharashtra’s Public Works Department Minister, Mr. Chhagan Bhujbal appealed to the people not to panic and stay calm. Our correspondent has filed this report.
Talking to reporters in New Delhi, the Internal Security Secretary Mr. U. K. Bansal said that multiple explosions were a terror strike and that Improvised Explosive Devices(IED) were used in the serial blasts. The Home Secretary Mr. R. K. Singh said that the Ministry is in touch with Mumbai Police after reports of multiple explosions. A red-alert has also been sounded across the country. He said, a National Investigation Agency Team has left for Mumbai and the National Security Guard has been put on alert. The Home Ministry sources said that one BSF plane has left for Mumbai with NSG personnel and forensic experts. Top security and Home Ministry officials are meeting to assess the situation. Home Ministry is constantly in touch with the Maharashtra government. The Prime Minister Dr. Manmohan Singh spoke to Maharashtra Chief Minister Prithviraj Chavan following the blasts. The PMO sources said that the situation is being monitored constantly. A security alert was sounded in the national capital Delhi this evening following the blasts in Mumbai . Delhi Police spokesman Rajan Bhagat told our correspondent that police personnel have been fanned across the city to carry out intensive searches and checks. Delhi Police has appealed to the citizens to report to them about any suspicious objects or persons they come across.
The Home Minister P. Chidambaram has said that at least ten people have been killed in todays serial blasts in Mumbai. He said the toll may go up. The Home Minister added that till now 54 people are reported injured

The Uttar Pradesh government has decided to hand over the investigation to CBI into the mysterious death of Deputy Chief Medical Officer, Dr. Y.S. Sachan inside the Lucknow district jail on 22nd of last month. This was decided in a high level meeting chaired by the Chief Minister Ms. Mayawati. Dr. Malati Sachan, wife of Dr. Sachan has filed a petition in the Supreme Court seeking a CBI probe into the case and three Public Interest Litigation Petitions were filed in the Lucknow bench of the Allahabad High Court in this regard. A report.
The Mayawati government has claimed that the CBI probe has been ordered as per the wishes of Dr Sachan’s family members. While in the Allahabad High Court yesterday the government had opposed CBI probe into the case saying premium investigating agency works under central government and it can not treated an independent inquiry. Additional advocate general of the state had favored setting up a special investigating team for the probe. Observers say that to save face from further embarrassments the government has taken this decision as petitions filed in the Supreme Court and Lucknow bench of the Allahabad court are likely to come up for hearing tomorrow. Earlier the Chief Judicial Magistrate Lucknow concluded in his judicial probe report that Dr. YS Sachan was murdered into Lucknow district jail hospital where he was found dead in mysterious circumstances on 22nd of last month.

Union Law Minister Salman Khurshid said in New Delhi today that he would discuss the resignation of Solicitor General Gopal Subramanium with Prime Minister Manmohan Singh and take a decision later. Responding to a query on whether he would accept the resignation of Subramanium, Khurshid said he had an open mind and would study all the facts. He was talking to reporters after taking over the charge of the ministry. He listed farmers' land acquisition bill and the anti-corruption Lokpal bills as his top priorities.
We have committed before the nation that we want to make an effective Lokpal bill for which we are in consultation with various political parties. Besides, the judicial accountability bill has been put up before the standing committee and we have to wait for decision on it. Further more food security bill is being drafted and communal violence bill has to be placed before the cabinet.
Talking to the media after taking over charge the Corporate Affairs Minister M. Veerappa Moily said the passage of a new bill to replace the 55-year-old Companies Act and issues of corporate governance are his top priorities. He also said that the ministry of corporate affairs was crucial for the economic development of the country.
Pawan Kumar Bansal, who took over as Minister of Water Resources said that the government will come out with a new national water policy by the 31st March of next year. He reiterated that the Water Resources Ministry will focus on National River Linking Projects. After taking over charge, the Union Rural Development Minister Mr. Jairam Ramesh says that immediate priority is to ensure the completion of census of below poverty line people by the end of this year.

The Centre today welcomed the unilateral ceasefire by ULFA in Assam. Union Home Minister, Mr. P. Chidambaram said in a statement in New Delhi that the government is expected to sign an agreement with the banned outfit for suspension of operations and also for facilitating early talks. He said ground rules for the agreement will be finalised in the near future. Mr. Chidambaram said the Centre has always expressed its willingness to hold a dialogue with any group that shuns violence, lays down arms and seeks a solution through peaceful democratic means. The pro-talk ULFA leaders led by Rajkhowa had yesterday announced a unilateral indefinite ceasefire to ensure a peaceful atmosphere for political negotiations. The 53-hour countdown for the launch of the Polar Satellite Launch Vehicle, PSLV-C17 carrying India’s latest communication satellite, G-SAT-12 began at 1148 hrs this morning. The satellite would help users in the fields of tele-medicine, tele-education, communication and weather forecasting. The G-SAT-12, has 12 Extended C- band transponders and weighs 1410 kgs. It has an expected mission life of seven years. Radha Krishna Chairman of ISRO said that the launch is scheduled at 1648 hrs. on Friday from the Satish Dhavan Space Certre in Sriharikota. He said ISRO is using the most powerful version of PSLV configuration for this mission.

The United States has strongly condemned the killing of Afghan President Hamid Karzai's brother Ahmad Wali Karzai and said America will help the Afghan government find the killers and bring them to justice. Ahmad Wali Karzai was shot dead by his bodyguard yesterday at his home in Kandhar in Afghanistan. Fifty year old Ahmad Wali Karzai was the leader of the Kandahar Provincial Council and one of the top politicians of the country. The Taliban has claimed responsibility for the attack. Meanwhile, five International Security Assistance Force soldiers were killed in an attack today. An International Joint command news release said insurgents attacked in eastern Afghanistan today and killed the soldiers.
