 अगले वित्त वर्ष के रेल बजट में यात्री किराये और मालभाड़े में कोई वृद्धि नहीं की गई है। नौ नई दुरान्तो, तीन नई शताब्दी एक्सपे्रस, ५६ नई एक्सप्रेस  रेलगाड़ी और १३ नई यात्री गाड़ी शुरू करने के अलावा एक नई सुपर वातानुकुलित श्रेणी, नया गो इंडिया स्मार्ट कार्ड शुरू करना और वरिष्ठ नागरिकों तथा विकलांगों के लिए रियायतें बढ़ाना इस वर्ष के रेल बजट की अन्य प्रमुख बाते हैं। रेलमंत्री ममता बैनर्जी ने आज लोकसभा में यह बजट पेश करते हुए राज्यों की राजधानियों को वहां के प्रमुख शहरों से जोड़ने वाली दस राज्य रानी एक्सप्रेस शुरू करने की घोषणा की। चार कवि गुरू एक्सप्रेस रेलगाड़ी और चार विवेक एक्सप्रेस रेलगाड़ियां भी शुरू की जायेंगी। ये रेलगाड़ियां गुरूदेव रवीन्द्र नाथ ठाकुर और  स्वामी विवेकानंद की एक सौ ५०वीं जयंतियों के उपलक्ष्य में शुरू की जायेगी।
 
 पर्यटन को बढ़ावा देने के लिए महत्वपूर्ण ऐतिहासिक और शैक्षिक स्थानों को जोड़ने वाले चार मार्गों पर जन्म भूमि गौरव नाम से विशेष रेलगाड़ियां भी चलाई जायेंगी। पांच दुरून्तो गाड़ियों के फेरे बढ़ाये जायेंगे। जयपुर-दिल्ली और अहमदबाद-मुम्बई मार्गों पर वातानुकुलित डबल डैकर रेल सेवा शुरू की जायेगी। नई शताब्दी रेलगाड़ियां पुणे-सिकन्दराबाद, जयपुर-आगरा और लुधियाना-दिल्ली मार्गों पर चलाई जायेंगी। नौ नई दुरन्तो रेलगाड़िया भी शुरू की जाएगी।
 
 आगामी वित्तवर्ष के लिए रेलवे के कार्यक्रम की रूपरेखा बताते हुए सुश्री ममता बैनजी ने कहा कि २५ नई लाइनें जोड़ी जायेंगी। छह लाइनों का गेज बदला जायेगा और  २८ मार्गों पर लाइनें दोहरी लाइनें कटने का प्रस्ताव है।
 वरिष्ठ नागरिकों, शारीरिक रूप से अक्षम लोगों और कीर्ति तथा शौर्य चक्र विजेताओं के लिए रियायतें बढ़ाने का प्रस्ताव रखते हुए रेलमंत्री ने घोषणा की कि विकलांगों को अब राजधानी और शताब्दी रेलगाड़ियों में भी रियायतें मिलेगी।
 
 वरिष्ठ पुरूष नागरिकों के लिए किराये पर छूट की सीमा मौजूदा तीस प्रतिशत से बढ़ाकर ४० प्रतिशत की जा रही है। महिलाएं अब ५८ साल की आयु से ही यह सुविधा प्राप्त कर सकेंगी।
 
 पत्रकारों को उनके परिवार सहित किरायों में मिल रही पचास प्रतिशत की छूट वर्ष में दो बार देने का प्रस्ताव है।
 रेल मंत्री ने घोषणा की कि इस वर्ष के अंत तक १६ हजार पूर्व सैनिकों को रेलवे में नौकरी दी जाएगी।
 
 सुश्री ममता बैनर्जी ने गरीबों के लिए सुखी गृह योजना शुरू करने की घोषणा की जिसके तहत रेललाइनों के किनारे रहने वाले बेघर लोगों के लिए दस हजार आवास बनाये जायेंगे।
 
 उन्होंने कहा कि ये मकान प्रयोग के तौर पर मुम्बई, सियालदाह, सिलीगुड़ी और तिरूचिरापल्ली में बनाये जायेंगे। १२वीं योजना के दौरान रेलवे की सामाजिक परियोजनाओं को लागू करने के लिए प्रधानमंत्री रेल विकास योजना चालू करने का भी प्रस्ताव है।
 
 यात्री सुविधाओं में सुधार के लिए रेलमंत्री ने कहा कि प्रस्तावित गो इंडिया स्मार्ट कार्ड के तहत एक ही जगह रेल टिकटों की बुक्रिग की सुविधा उपलब्ध कराई जायेगी।
 
 हावड़ा राजधानी एक्सप्रेस में प्रयोग के तौर पर इंटरनेट सुविधा शुरू की जायेगी। छह और स्टेशनों पर आधुनिक ट्रॉलियों के साथ रेल यात्री सेवक व्यवस्था शुरू होगी और ई टिकटिंग के लिए नई वेबसाइट शुरू की जायेगी।
 अगले वित्तवर्ष में रेल नेटवर्क के विस्तार के लिए शुरू की जाने वाली परियोजनाओं का ब्यौरा देते हुए रेलमंत्री ने कहा कि एक हजार तीन सौ किलोमीटर लंबी नई रेललाइनें बिछाने का काम पूरा किया जायेगा। इनके अलावा नौ सौ ६७ किलोमीटर लंबी लाइनों को दोहरा किया जायेगा और एक हजार १७ किलोमीटर लंबी लाइनों का गेज परिवर्तन होगा। महानगरों में उपनगरीय सेवाएं बढ़ाने का भी प्रस्ताव है और एक सौ सात नई रेल लाइनों के लिए सर्वेक्षण का काम किया जायेगा।
 यात्रियों की सुरक्षा को अपनी पहली प्राथमिकता बताते हुए सुश्री ममता बैनर्जी ने इस बारे में उठाये जाने वाले विभिन्न कदमों की जानकारी दी। १७ रेलवे खंडों में से आठ में और क्षेत्रो ंमें गाड़ियों में टक्कर रोधी उपकरण लगाये जायेंगे।
 
 उन्होंने कहा कि बिना चौकीदार वाले डेढ हजार क्रासिंग को समाप्त करके तथा रेलवे पुलों और सबवे का निर्माण करके रेल दुर्घटनाओं में ३६ प्रतिशत कमी की गई है। आगामी वर्ष में बिना चौकीदार वाले शेष ढाई हजार क्रांसिंग को समाप्त किया जायेगा।
 
 पर्यावरण के अनुकूल उपायों को बढ़ावा देने के लिए २०११-१२ को हरित उर्जा वर्ष घोषित किया गया है।
 रेलवे पर आधारित उद्योगों का और विस्तार करने का ब्यौरा देते हुए सुश्री ममता बैनर्जी ने जम्मू कश्मीर में ब्रिज फैक्टरी स्थापित करने की घोषणा की। उन्होंने कहा कि जम्मू में एक आधुनिक सुरंग और पुल इंजीनियरिंग संस्थान बनाया जायेगा।
 
 सिंगूर में मेट्रो कोच फैक्टरी, दार्जिलिंग में उन्नत सॉफ्‌टवेयर केन्द्र और मणिपुर में डीजल रेल इंजन कारखाना बनाया जायेगा।
 
 रेलमंत्री ने सार्वजनिक और निजी क्षेत्र की भागीदारी से केरल में अलपुड़ा और कोलार में दो और बुनियादपुर में एक रेलगाड़ी कारखाने लगाने की भी घोषणा की।
 रेलमंत्री ने जैलिंघम में और न्यू बोंगईगांव में दो रेल औद्योगिक पार्क और महाराष्ट्र में थाकुरली में गैस पर आधारित सात सौ मेगावाट का बिजली संयंत्र लगाने की भी घोषणा की।
 रेलवे के लिए अब तक की सबसे बड़ी निवेश योजना का प्रस्ताव रखते हुए सुश्री बैनर्जी ने कहा कि ५७ हजार छह सौ तीस करोड़ रूपये वार्षिक खर्च का प्रस्ताव है। दस हजार करोड़ रूपये कर मुक्त बॉंडों के जरिये जुटाए जायेंगे। उन्होंने कहा कि पहली बार रेलवे की आमदनी एक लाख करोड़ रूपये से अधिक होने की उम्मीद है।
 कम विकसित क्षेत्रों के विकास को बढ़ावा देने के लिए रेलमंत्री ने महाराष्ट,्रपश्चिम बंगाल, आन्ध्रप्रदेश और झारखंड में नई लाइनें बिछाने का प्रस्ताव रखा।
 
पूर्वोत्तर क्षेत्र में रेल परियोजनाओं के लिए निरंतर जारी कोष बनाया जायेगा। इसके अलावा सिक्किम को छोड़कर सभी पूर्वात्तर राज्यों की राजधानियों को अगले सात वर्षों में रेललाइनों से जोड़ा जायेगा।
 रेलवे बजट में १४ लाख रेलवे कर्मचारियों पर भी विशेष ध्यान दिया गया है। रेल कर्मचरियों और उनके परिवारों के लाभ के लिए कई उपायों की घोषणा की गई है। दो सौ उन्नहतर रेलवे स्कूलों में शिक्षा का स्तर सुधारने के लिए रेलवे विद्यालय प्रबंधन बोर्ड की स्थापना की जायेगी। गैंगमैन और ग्रुप डी के कर्मचारियों की बेटियों को उच्च शिक्षा के लिए छात्रवृत्ति में वृद्धि की जायेगी।
 
 रेल कर्मचारियों के बच्चों के लिए बीस छात्रावास और बनाये जायेंगे तथा दूरदराज के इलाकों में रहने वाले रेल कर्मचारियों के लिए बीस चिकित्सा वैन उपलब्ध कराई जायेंगी।
 लगातार तीसरी बार रेल बजट पेश कर रहीं ममता बैनर्जी ने अपने भाषण का समापन करते हुए कहा कि आम आदमी अब भी उनकी प्राथमिकता है। इसीलिए उन्होंने आर्थिक दबावों के बावजूूद यात्री किराये में कोई वृद्धि नहीं की है।

 प्रधानमंत्री ने रेल बजट की सराहना की है। डॉक्टर मनमोहन सिंह ने कहा कि रेलमंत्री ने बहुत बढ़िया प्रयास किया है। रेल बजट पर प्रतिक्रिया देते हुए डॉक्टर मनमोहन सिंह ने कहा कि यह आम आदमी का बजट है। इसमें यात्रियों के किराये में कोई वृद्धि नहीं की गई है और माल भाड़े की दरें न बढ़ने से मुद्रास्फीति कम होगी।

 भारतीय जनता पार्टी के नेता अनन्त कुमार ने कहा कि रेल बजट पश्चिम बंगाल के विधानसभा चुनाव को ध्यान में रखकर तैयार किया गया है, इसमें देश के बाकी हिस्सों की अवहेलना की गयी है।
 भारतीय कम्युनिस्ट पार्टी के डी.राजा ने कहा कि बजट में कुछ भी उल्लेखनीय नहीं है, भविष्य के लिए कोई योजना नहीं सुझायी गयी है। उनका कहना था कि रेल बजट वास्तविकताओं पर आधारित नहीं है।
 कांग्रेस ने कहा है कि ये रेल बजट आम आदमी के लिए है क्योंकि इसमें यात्री किराये और माल भाड़े में कोई वृद्धि नहीं की गयी है।

  वित्तमंत्री प्रणब मुखर्जी ने आज संसद में आर्थिक सर्वेक्षण पेश किया। इसके अनुसार देश की अर्थव्यवस्था अगले वित्त वर्ष में ९ प्रतिशत की दर से बढ़ने की उम्मीद है। चालू वित्त वर्ष में वृद्धि दर ८ दशमलव ६ प्रतिशत रहने की संभावना है। पश्चिम एशिया में राजनीतिक उथल-पुथल और विभिन्न वस्तुओं की कीमतों में ज+बर्दस्त उतार-चढ़ाव के बावजूद देश की अर्थव्यवस्था के अधिक तेजी से बढ़कर नई ऊंचाइयां छूने की संभावना है। सर्वेक्षण के अनुसार औद्योगिक उत्पादन ८ दशमलव ६ प्रतिशत की दर से बढ़ा। विनिर्माण क्षेत्र में ९ दशमलव एक प्रतिशत वृद्धि दर्ज की गई। आर्थिक सर्वेक्षण में इस बात का भी उल्लेख किया गया है कि देश का निर्यात अप्रैल से दिसम्बर तक २९ दशमलव ५ प्रतिशत की तेज दर से बढ़ा। सरकार ने निर्यात बढाने के लिए कई प्रोत्साहन दिए। इसी अवधि में खनिज तेल और अनाज के दाम बढ़ने के कारण आयात में भी १९ प्रतिशत की वृद्धि हुई। मौजूदा वित्त वर्ष के पहले ९ महीनों में आयात-निर्यात में अन्तर लगभग ८२ अरब डॉलर कम हो गया।
 इस समय सकल वित्तीय घाटा ४ दशमलव ८ प्रतिशत है जो कि पिछले वित्त वर्ष के मुकाबले डेढ़ प्रतिशत कम है। ऐसा थ्री जी स्पैक्ट्रम की  नीलामी में मिली भारी रकम और विभिन्न सरकारी कम्पनियों में विनिवेश के कारण संभव हुआ।
 सामाजिक क्षेत्र में सरकारी खर्च पिछले पांच साल में सकल घरेलू उत्पाद के ५ प्रतिशत से भी अधिक रहा। इस वर्ष अनाज का उत्पादन २३ करोड़ २० लाख टन से भी अधिक होने की आशा है। गेहूँ की इस बार रिकॉर्ड पैदावार होगी। सरकार ने कृषि विकास के अनेक उपाय किए हैं। सर्वेक्षण में  तकनीकी सफलता और दूसरी हरित क्रांति की संभावना पर भी बल दिया गया है। सर्वेक्षण के अनुसार महात्मा गांधी राष्ट्रीय ग्रामीण रोजगार गारंटी कार्यक्रम-मनरेगा में और सुधार की संभावना है। इससे न केवल बुनियादी सुविधाओं का विस्तार होगा, बल्कि देश में स्थायी परिसम्पत्तियों का भी निर्माण होगा। सरकार और रिज+र्व बैंक ने मांग और आपूर्ति में कमी, विभिन्न सब्जियों, विशेषकर प्याज जैसी वस्तुओं की कीमतें और महंगाई की समूची स्थिति के कारण खाद्य मुद्रास्फीति में वृद्धि की रोकथाम के लिए अनेक वित्तीय और मौद्रिक उपाय किए।
 आर्थिक सर्वेक्षण में यह जानकारी भी दी गई कि विदेशी मुद्रा का भंडार दो सौ सत्तानवें अरब डॉलर से अधिक हो जाने का अनुमान है। ऐसा मुख्य तौर पर निर्यात में वृद्धि के कारण हुआ।
 अर्थव्यवस्था के सभी मूल आधार बहुत मजबूत हैं। कृषि क्षेत्र की विकास दर फिर बढ़ने,  विनिर्माण क्षेत्र में तेज+ी आने और निजी सेवाओं में बढ़ोतरी के कारण  अर्थव्यवस्था में वृद्धि दर्ज हुई है।
 सुधारों के एजेंडे के बारे में आर्थिक सर्वेक्षण में कहा गया है कि बुनियादी सुविधाओं के विकास के लिए भूमि अधिग्रहण और विभिन्न परियोजनाओं की पर्यावरण संबंधी मंजूरी की व्यवस्था को युक्तिसंगत बनाया जाए। राष्ट्रीय वन भूमि बैंक की स्थापना के लिए विभिन्न एजेंसियों की प्रबंधकीय तथा तकनीकी क्षमता का विकास किया जाए। वस्तु तथा सेवाकर के समर्थन में जोरदार तर्क देते हुए आर्थिक सर्वेक्षण में कहा गया है कि बुनियादी सुविधाओं के क्षेत्र में निजी सरकारी भागीदारी बढ़ाने पर बल दिया गया है। सर्वेक्षण के अनुसार इससे और विदेशी प्रत्यक्ष पूंजी निवेश आकर्षित होगा तथा देश की अर्थव्यवस्था की विकास दर बढ़ेगी।

 सरकार ने आज कहा है कि भारत और स्विटजरलैंड के बीच दोहरे कराधान रोकने संबंधी समझौते में संशोधन के बाद भारत को इस वर्ष पहली अप्रैल से स्विटजरलैंड से कुछ खास मामलों में बैंक खातों की जानकारी मिल सकेगी। स्विटजरलैंड के बैंकों में जमा काले धन के मुद्दे पर आज लोकसभा में एक प्रश्न के लिखित उत्तर में वित्तमंत्री प्रणव मुखर्जी ने कहा कि पिछले वर्ष अगस्त में हुआ संशोधित समझौता स्विटजरलैंड में आंतरिक प्रक्रिया पूरी होने के बाद लागू हो जायेगा।  यह संशोधन विशेष रूप से बैंक खातों के बारे में सूचनाओं के आदान प्रदान के लिए किया गया है।
 प्रश्नकाल के दौरान काले धन के मुददे को लेकर शोरशराबे के कारण कुछ देर के लिए सदन की कार्यवाही स्थगित करनी पड़ी।

 देश में कुल कृषि क्षेत्र में पिछले दो दशकों में करीब २७ लाख ६० हजार हेक्टेयर की कमी हुई है। आज राज्यसभा में एक लिखित उत्तर में यह जानकारी देते हुए कृषिमंत्री शरद पवार ने कहा कि खेती का कुल क्षेत्र १८ करोड़ बीस लाख हेक्टेयर से बढ़कर १९ करोड़ पचास लाख हेक्टेयर हो गया। उन्होंने कहा कि इस अवधि में अनाज के उत्पादन में वृद्धि हुई और यह १७ करोड़ टन से बढ़कर साढे २३ करोड़ टन हो गया।

 गृहमंत्री पी चिदम्बरम ने आज राज्यसभा में भाजपा के उत्तेजित सदस्यों को आश्वासन दिया कि कल दिल्ली में भाजपा की रैली में आए लोगों पर अगर पुलिस ने कोई ज्यादती की है, तो इसकी जांच करायी जाएगी। श्री चिदम्बरम इस घटना पर भाजपा के वरिष्ठ नेता वैंकैया नायडू की चिंता पर अपनी प्रतिक्रिया दे रहे थे। श्री नायडू ने इस घटना की न्यायिक जांच की मांग करते हुए कहा था कि दोषी पुलिस वालों के खिलाफ कार्रवाई की जाए।
 इससे पहले इस मुद्दे पर भारतीय जनता पार्टी के सदस्यों के हंगामें के कारण सदन की कार्यवाही एक घंटा स्थगित करनी पड़ी। लोकसभा में यह मुद्दा पार्टी के वरिष्ठ नेता लालकृष्ण आडवाणी ने उठाया।

 गुजरात में वित्तमंत्री वजुभाई वाला ने आज वर्ष २०११-१२ का बजट पेश किया। इसमें करीब ४९ करोड़ ६९ लाख रुपये का अधिशेष दिखाया गया है। राज्य विधानसभा में रिकार्ड १७वीं बार बजट पेश करते हुए वित्त मंत्री ने तम्बाकू उत्पादों और मोबाइल फोन पर वैट बढ़ाकर तथा बिजली उत्पादन पर हरित शुल्क लगाकर ५२४ करोड़ रूपये का अतिरिक्त राजस्व जुटाने का प्रस्ताव रखा है। हमारे संवाददाता योगेश पंड्या ने गांधीनगर से खबर दी है कि वित्त मंत्री ने हरित ऊर्जा को छोड़कर शेष बिजली उत्पादन पर दो पैसे प्रति यूनिट की दर से हरित शुल्क लगाने का भी प्रस्ताव किया है। हरित शुल्क से होने वाली आय से राज्य में हरित ऊर्जा कोष की स्थापना की जाएगी।

 बिहार में उपमुख्यमंत्री और वित्त मंत्री सुशील कुमार मोदी आज अगले वित्त वर्ष का बजट पेश करेंगे। वे लगातार सातवें साल विधानसभा में बजट प्रस्तुत करेंगे। हमारे पटना संवाद्दाता ने बताया है कि इस बजट में आर्थिक विकास को बढ़ावा दिए जाने की उम्मीद है। बिहार की २०११-१२ की वार्षिक योजना २४ हजार करोड़ रूपये की है।

 तेलंगाना मुद्दे पर आंध्र प्रदेश विधानसभा में बाधा बनी हुई है। सदन  की कार्यवाही आज बिना कोई काम निपटाए दिनभर के लिए स्थगित करनी पड़ी। तेलंगाना क्षेत्र के टीआरएस और टीडीपी विधायकों ने संसद में तेलंगाना विधेयक पेश करने संबंधी प्रस्ताव पारित करने की मांग करते हुए सदन की कार्यवाही में बाधा पहुंचाई।

 सी बी आई, २ जी स्पैक्ट्रम मामले में पूर्व दूरसंचार मंत्री अरूण शौरी से पूछताछ कर रही है। श्री शौरी ने आज नई दिल्ली में सी बी आई मुख्यालय के बाहर पत्रकारों को बताया कि वे इस मामले के व्यापक प्रश्नों के बारे में ५० पृष्ठों का ब्यौरा पेश करेंगे।

 सीबीआई आज बिहार में भाजपा विधायक राज किशोर केसरी की हत्या के मामले की जांच शुरू करेगी। सी बी आई के संयुक्त निदेशक जावेद अख्+तर ने  बताया कि सीबीआई के पुलिस अधीक्षक आर सी चौधरी के नेतृत्व में गठित टीम पूर्णिया जाकर जांच  करेगी। एक निजी स्कूल की   शिक्षक रूपम पाठक ने पिछले महीने श्री केसरी की उनके निवास पर चाकू मारकर हत्या कर दी थी।

 बम्बई शेयर बाजार के शुरूआती कारोबार में आज संवेदी सूचकांक में १६६ अंकों से अधिक की वृद्धि हुई। कारोबारियों के मुताबिक  ताजा+ लिवाली और एशियाई बाजारों में तेजी के रूख के कारण बाजार उछला। अब से कुछ देर पहले सैंसैक्स ५९  अंकों की वृद्धि के साथ १७ हजार ६९० पर था।
 नेशनल स्टॉक एक्सचेंज का निफ्टी भी ३७ अंक बढ़कर ५ हजार २९९ पर था।
 अन्तर्राष्ट्रीय मुद्राबाजार में डॉलर के मुकाबले रूपया १६ पैसे मजबूत हुआ। एक डॉलर ४५ रूपये ३२ पैसे का बोला गया।
 उधर तेल निर्यातक देशों के संगठन - ओपेक के इस आश्वासन के बाद कच्चे तेल के दाम घटे हैं कि  लीबिया में जारी घटनाक्रम के कारण प्रभावित तेल उत्पादन की भरपाई कर ली जाएगी। न्यूयॉर्क का लाइट स्वीट क्रूड ४० सेंट सस्ता होकर ९६ डॉलर ८८ सेंट प्रति बैरल हो गया। लंदन के ब्रेंट नॉर्थ सी क्रूड की कीमत भी ४७ सेंट कम हुई।  एक बैरल ११० डॉलर ८९ सेंट का बोला गया।

 लीबिया ने, भारतीय नागरिकों को निकालने के लिए रोज+ एयर इंडिया के दो विमानों को उतरने की अनुमति दे दी है। विदेशमंत्री एस एम कृष्णा ने नई दिल्ली में पत्रकारों को बताया कि लीबिया ने यह सुविधा दस दिन के लिए दी है। भारत ने लीबिया सरकार से कहा है कि अगर इस  अवधि में भारतीयों को सुरक्षित निकालने का काम पूरा न हुआ तो और उड़ानों को उतरने की अनुमति दी जाए।
 भारत सरकार ने अपने नागरिकों को वहां से लाने के लिए  जहाज चार्टर किए हैं, जो मिस्र से रवाना हो चुके हैं।

 अमरीकी राष्ट्रपति बराक ओबामा ने ब्रिटेन, फ्रांस और इटली के नेताओं से लीबिया के संकट से निपटने के तरीकों पर विचार को कहा है। स्विटजरलैंड सरकार ने कर्नल गद्दाफी की सभी परिसम्पत्तियां तुरंत फ्रीज करने के आदेश दिए हैं।
   कर्नल गद्दाफी के वफादार सैनिकों ने राजधानी त्रिपोली के आसपास के शहरों को विपक्ष के कब्जे से छुड़ाने के लिए कार्रवाई शुरु कर दी हैं।

 बहरीन सरकार ने आज सरकारी तौर पर शोक दिवस का ऐलान किया है। बहरीन के युवराज  सलमान ने कहा है कि यह घोषणा राष्ट्रीय विचार विमर्श के लिए सभी राजनीतिक दलों के राजी होने के बाद की गयी है। हमारे संवाददाता ने बताया है कि पहले विपक्ष की कड़ी शर्तों की वजह से रूकावट बनी हुई थी।
 
जहां देश आज आधिकारिक शोक दिवस मना रहा है, वहीं प्रदर्शनकारी अपनी मांगों के समर्थन में राजधानी म्यांमा के पर्ल चौक पर जमा है। इस बीच विदेश मंत्री ने कहा है कि गतिरोध खत्म करने के लिए आयोजित बातचीत में सभी मुद्दों पर चर्चा की जा सकती है। बातचीत के लिए वातावरण तैयार करने के उद्देश्य से सरकार ने बड़ी संख्या में कैदियों को रिहा किया है, जिनमें २३ वे लोग भी शामिल है, जिन्हें राष्ट्र दो के आरोप में आतंकवादी विरोधी कानूनों के तहत गिरफ्तार किया गया था। विपक्षी पार्टियों और प्रदर्शनकारियों का कहना है कि सभी मांगों के पूरे हुए बिना वे बातचीत नहीं शुरू करेंगे। उनकी मांगों में अन्य बातों के अलावा सरकार इस्तीफा, इन सब घटनाओं की जांच और सही अर्थों में संवैधानिक राजतंत्र की स्थापना शामिल हैं।

No increase in passenger fares and freight charges, introduction of nine new Duranto, three new Satabadi are the main highlights of the rail budget for the year 2011-12 presented by Railway  Minister Ms Mamta Banerjee today in the lok Sabha. Besides, 56 new express trains and 13 new passenger services will be launched. A new Super AC class , New Go India smart card  and extension of concessions for senior citizens and physically challenged are the other highlights of the Railway budget .  Ten Rajya Rani express trains connecting state capitals with important cities in respective states, Four Kavi Guru Express trains and an equal number of  Vivek Express trains to commemorate the 150th  Birth anniversaries of Rabindrarnath Tagore and Swami Vivekanand will be introduced.  To promote tourism, special trains called Janam Bhumi Gaurav will also be run on four routes connecting important historical and educational places. The frequency of five Duranto trains to be increased. AC double Decker services will be introduced on Jaipur-Delhi and Ahmedabad-Mumbai routes. The new routes for the Shatabdi will be Pune-Secunderabad, Jaipur- Agra, Ludhiana-Delhi.   Outlining the road map for the railways for the coming year, Ms. Banerjee said 25 new lines will be added while  six gauge conversion and 28 doubling projects would be taken up. Extending concessions to elderly, disabled besides kirti and shourya chakra awardees, the Rail Minister announced   concession to physically handicapped persons including travel in Rajdhani & Shatabdi trains. Concession for  Senior Citizen is being increased from the present 30 to 40 percent for men while women's age to avail this facility is being brought down to 58 years from 60 years.

Ms. Mamta Banerjee said Concessions of 50 percent to press correspondents with family is proposed to be increased to twice a year. Reaching out to the poor, Ms. Banerjee announced  Sukhi Griha scheme under which  10,000 dwelling units  for those living along the rail track sides will be provided.

Ms. Banerjee said the housing units will come up in Mumbai, Sealdah, Siliguri and Tiruchirapalli on pilot basis.   A scheme "Pradhan Mantri Rail Vikas Yojana” has also been proposed for implementing social projects of the railways during the 12th plan.  In order to improve amenities and facilities for passengers the Minister said the proposed Go India smart card will be a single window package for booking tickets. Internet access on a pilot basis will be introduced in Howrah Rajdhani Express, Rail yatri sevaks with modern trolleys will be launched in six more stations and new portal for e ticketing would be set up.  Detailing the projects to be undertaken for expansion of network in the next financial year, the railway minister said 1,300 km new lines will be completed besides 967 km doubling, and 1017 km gauge conversion are targeted for the next year. Suburban services are also proposed to be increased in metropolitan cities besides survey for 107 new lines are to be undertaken. Describing the safety and security of the passengers as a first priority, Ms. Banerjee outlined a number of steps to be taken in this direction. The introduction of Anti Collision Device will be expanded to new areas covering eight of the 17 railway zones. She said that the number of accidents has come down by 36 percent as a result of doing away with 1500 unmanned crossing and construction of railway over bridges and sub-ways. The remaining 2500 unmanned crossings will also be eliminated in the coming year, she announced. Ms. Banerjee said in order to give thrust to the green initiatives,  2011-12 has been declared as a year of green energy and several initiatives have been announced including free supply of CFLs to railway households and use of bio-diesels, CNG and LNG in Locos and workshops and the increase the use of solar energy.  Listing the initiatives to further expand Rail based industries, Ms. Banerjee announced the setting up of a bridge factory in Jammu and Kashmir.

A metro coach factory will be set up at Singur, diesel locomotive centre in Manipur and Centre of Excellence in Software at Darjeeling. She also proposed the setting up of two more Wagon units under PPP mode at Kolar and Allappuzha in Kerala and one in Buniadpur. She also announced setting up of two Rail Industrial Parks at Jellingham and new Bongaigaon and a 700 MW gas-based power plant at Thakurli in Maharashtra.

Proposing the highest ever investment plan by the railways, Ms. Banerjee the annual plan outlay has been pegged at 57,630 crore rupees.  10,000 crores rupees will be raised through tax free bonds.

The Railway Minister said for the first time railway earnings are set to exceed 1 lakh crore rupees.  In order to give impetus to growth in under-developed areas, the Railway Minister has proposed for construction of new lines in  Maharashtra, West Bengal, Andhra Pradesh and Jharkhand.

Non lapsable fund for railway projects in North East region will be created, besides all state capitals in the North East except Sikkim is to be connected in the next 7 years.

The 14 lakh railway employees had a special place in the budget with a slew of measures to benefit the staff and their kin. Setting up Railway Vidyalay Prabandhan Board to improve the quality of education in 269 Railway schools, increasing the scholarship of girl child of gang men and group D employees for higher education, an additional 20 hostels for children of railway employees and 20 road medical vans for employees staying in remote areas will be provided in the coming year.

Concluding her speech, the Railway Minister Ms. Mamta Banerjee who presented the third budget in a row said that the common man continues to be her priority and that is the reason that she has spared the passengers from any hike, despite financial pressures.

AIR parliamentary correspondent says that the one hour long Rail budget speech was replete with couplets and was marked by repeated thumping of desks.

The Prime Minister has lauded the Railway Minister, Ms. Mamta Banerjee  and said that she has done a commendable job.  In his reaction to the Railway Budget, Dr. Manmohan Singh said that it is common man's budget with no hike in fares.   He said, said that no hike in freight charges will weaken inflationary pressure. The BJP has said that the budget is Railway Minister's election sop to West Bengal.

Economy is poised to grow by nine percent in the next fiscal. It is expected to clock 8.6 percent growth in this financial year. The Economic Survey tabled in Parliament by the Finance Minister Mr. Pranab Mukherjee today says despite risks of global events like volatility in commodity prices and political turmoil in the West Asia, the economy is set to grow faster and scale greater heights. The Survey says that industrial output grew by 8.6 percent and manufacturing registered 9.1 percent growth. The Survey brings to the fore that exports had an impressive growth of 29.5 percent from April to December. The government gave a number of incentives to exporters for promoting exports besides hunting new markets in view of impact of economic meltdown in some European markets. The imports have also increased by 19 percent in the same period due to higher prices of crude oil and food grains. The Survey points out that the trade gap has narrowed to 82 billion US dollars in the first nine months of the current fiscal. The gross fiscal deficit stands at 4.8 percent which is 1.5 percent less than last fiscal. This is mainly due to huge revenue received in 3G auction and continued disinvestment process. The Survey says the spending in social sector programmes has increased by five percent of the GDP over past five years. The higher allocation in social sector programmes was possible only by higher growth. The production of food grains is estimated at over 232 million tonnes with record production of wheat. Government took a series of measures in this area with conducive monsoon contributing to the agriculture sector growth. The Survey makes a strong case for a second green revolution with technological break through in agriculture sector. It also says that there is scope of further improvements in Mahatma Gandhi NAREGA for building permanent assets including infrastructure development. The Survey says that the inflation may be 1.5 percent higher than what it would be if India was not on growth path. The government and the Reserve Bank of India have taken a number of fiscal and monetary measures to keep it under check but due to demand supply gap and increase in vegetable prices particularly onions, the food inflation contributed to overall price situation. The Survey points out that forex reserves are estimated to be over 297 billion US dollars. This was mainly due to growth in export sector. AIR correspondent reports that the Survey brings to the fore, that robust growth and steady fiscal consolidation are the hallmark of the Indian Economy and its fundamentals are strong. It says that the growth was possible due to rebound in agriculture and continued momentum in manufacturing and services. The Survey also says that Savings and Investments are going up and inflation has started falling. On the reform agenda the Survey calls for better convergence of schemes to avoid duplications and leakage and to ensure that the benefits reach to the targeted groups. It also advocates for urgent need to streamline land acquisition and environment clearance for infrastructure projects and huge capacity addition in this vital sector in a time bound manner. The Survey calls for building managerial and technical capabilities of executing agencies and setting up of a National Forest land bank. Strongly pleading for a new Goods and Services Tax, the Survey also points out for increasing private public partnerships in infrastructure sector. This will help attract more foreign direct investment and put the growth path on higher trajectory.

The total area of agricultural land in the country has come down by an estimated 2.76 million hectares during the last two decades 1988-89 to 2008-09. Giving this information in a written reply in the Rajya Sabha today, the Agriculture Minister Mr Sharad Pawar said however, the gross cropped area has increased from over 182 million hectare to 195 million hectare with net area sown remaining largely at 141 million hectare. He said the production of food grains has increased from 170 million tonnes to 235 million tonnes in the corresponding period.

The government today said that India will be able to get information on bank deposits from Switzerland in specific cases from the period beginning the first of April this year, once the amending protocol between India and Switzerland on avoidance of double taxation is implemented. In a written reply to a question on the issue of black money stashed in Switzerland bank, the Finance Minister Mr. Pranab Mukherjee said that the amending protocol signed in August last year will come into force on the completion of internal procedures by Switzerland. The protocol has been amended specifically provide for exchange of banking information as well as information without domestic interest. Mr. Mukherjee said that efforts had been made from time to time earlier to seek details of bank accounts held by Indians in Swiss confederation under the existing agreement but such information was not at their disposal under Swiss laws in the normal course of tax administration.

The Home Minister Mr. P Chidambaram today assured the agitating BJP members in the Rajya Sabha that he would look into any police excesses committed during BJP rally in the capital yesterday. Mr. Chidambaram was responding to the concern expressed by senior party leader Mr. Venkaiah Naidu, who demanded a judicial probe into the incident and action against those police personnel responsible. Displaying newspapers, Mr. Naidu said 200 party activists were injured with several of them with serious injuries. Later, the Leader of the opposition in the Rajya Sabha, Mr. Arun Jaitley drew attention of the Home Minister to the newspaper reports and asked him to independently ascertain the facts. Earlier, the house was adjourned for one hour as BJP members strongly protested against the incident demanding government's intervention saying that the incident was unprecedented in the national capital. The issue was also raised in the Lok Sabha by senior party leaders including Mr. L K Advani.

Oil prices fell in Asian trade today as supply fears eased with oil cartel OPEC promising to boost output to make up for any production loss in revolt-hit Libya. New York's light sweet crude lost 40 cents to 96.88 dollars per barrel.  Brent North Sea crude was down 47 cents to 110.89 dollars per barrel.

The Libyan government has given landing clearance for two Air India planes per day from tomorrow for evacuation of Indian nationals. Speaking to media persons in New Delhi today External Affairs Minister S M Krishna said two flights have been given clearance to operate by The Libyan authorities for ten days. He said the country has also requested the Libyan government to extend the flight clearance if the evacuation was not completed within the given time period. India had already chartered ships to evacuate its nationals from Libya and they have set sail from Egypt.

US President Barack Obama has called the leaders of Britain, France and Italy to discuss ways to respond to the crisis in Libya. Mr. Obama outlined a range of possible measures, including plans for humanitarian assistance. The Swiss government has ordered an immediate freeze on any assets belonging to Col. Gaddafi.   Earlier, the White House said all options were on the table, including sanctions.

India has expressed interest in cooperation with Zimbabwe in sectors like mining, power generation and agriculture. The Commerce and Industry Minister Mr. Anand Sharma conveyed India's interest for cooperation when the visiting Finance Minister of Zimbabwe Mr. Tendai Biti called upon him in New Delhi. Besides, the two leaders also talked about the possibilities of cooperation in the field of science and technology. India has also shown interest in education and capacity building programmes in Africa and in Zimbabwe in particular, through the 'India-Zimbabwe SME Project'.

The Bahrain government has declared today as an official day of mourning. Country’s crown prince Salman said the day has been announced after all political powers agreed to engage in national dialogue which is not yet achieved because of strict conditions set by the opposition.

While official day of mourning has been declared today, the protestors are camping at the Pearl Square in Manama in support of their demands. Country’s foreign minister has meanwhile said that all issues can be brought to the table in a Bahraini national dialogue aimed at ending the standoff. In order to initiate dialogue, government has already released number of prisoners including those 23- who were charged to endanger state security. The opposition groups and protesters say they will not enter in to talks until all their demands are met, which include resignation of the government, investigations of deaths of protesters and the creation of a real constitutional monarchy.

The Central Bureau of Investigation will today start its probe into the murder case of BJP MLA Raj Kishore Keshari. The CBI Joint Director Javed Akhtar said that a  team led by agency’s superintendent of Police R C Chaudhary would visit Purnea today to start investigation. MLA Raj Kishore Keshari was stabbed to death by a private school teacher Rupam Pathak at his residence in Purnea last month.

Chasing a victory target of 207 runs, Australia were 58 for no loss wickets against New Zealand in a Group 'A' encounter of the ICC cricket world cup at Nagpur when the report last came in.  Earlier, Australia won the toss and asked New Zealand to bat first. New Zealand's top order batsmen could not withstand the fiery spell of Johnson and Tait  and were all out for a paltry 206 runs in 45.1 overs. Nathan MacCullam 52 and Daniel Vetori 44 were the top scorer. For Australia, Johnson claimed 4 and Shaun Tait took 3 wickets. The Telangana issue continues to disrupt the proceedings of Andhra Pradesh state Assembly. The Assembly was adjourned for the day today without transacting any business as TRS and TDP legislators from Telangana region stalled the proceedings in the house, demanding it to pass a resolution for tabling Telangana bill in parliament.

In Gujarat, the Finance Minister Mr. Vajubhai Vala today presented the Budget for the year 2011-2012 showing estimated surplus of 49.69 crore rupees. Presenting the budget for the record 17th time in the State Assembly, Mr. Vala proposed additional revenue of 524 crore rupees from increasing VAT on Tobacco products and Mobile phones and green cess on electricity production. AIR Correspondent Yogesh Pandya reports from Gandhinagar that Finance Minister Mr.Vala proposed to increase VAT on Tobacco and its products from current 20 percent to 25 percent.

The Indian rupee appreciated by 16 paise to 45.32 rupees per dollar today. It had closed at 45.48 rupees against the greenback in the previous session. Forex dealers said dollar weakness against other currencies and a higher opening in the stock market kept rupee sentiment firm.
