मुख्य समाचार :

• लीबिया पर अमरीकी प्रतिबंध, सैन्य संबंध स्थगित, कर्नल गद्दाफी और उनके परिवार की सम्पत्तियों पर निशाना। संयुक्त राष्ट्र में आगे की कार्रवाई पर विचार। संयुक्त राष्ट्र मानवाधिकार परिषद का लीबिया की सदस्यता निलंबित करने का फैसला।

अमरीका ने लीबिया पर प्रतिबंध लगा दिए हैं, जबकि संयुक्त राष्ट्र वहां हो रहे खून खराबे के कारण आगे की कार्रवाई पर विचार कर रहा है। अमरीकी राष्ट्रपति ओबामा ने कहा है कि कर्नल गद्दाफी और उनके परिवार की सम्पत्ति भी प्रतिबंधों के निशाने पर होगी। उन्होंने कहा कि गद्दाफी मंत्रिमंडल ने अन्तर्राष्ट्रीय नियमों का उल्लंघन किया है।
भारत और सुरक्षा परिषद के १४ अन्य सदस्य गद्दाफी सरकार पर प्रतिबंध लगाने के सिलसिले में एक और बैठक करने पर सहमत हो गए हैं। इस विषय में सुरक्षा परिषद की कल आपातकालीन बैठक हुई और आज रात की बैठक में प्रतिबंधों के मसौदे पर चर्चा होगी। ब्रिटेन और फ्रांस ने लीबिया को हथियारों की सप्लाई पर प्रतिबंध लगाने के प्रस्ताव का मसौदा तैयार किया है।

संयुक्त राष्ट्र मानवाधिकार परिषद ने सर्वसम्मत से एक प्रस्ताव पारित कर लीबिया को परिषद की सदस्यता से खारिज कर दिया। मानवाधिकार परिषद ने कर्नल गद्दाफी के शासनकाल में हुए मानवाधिकारों के हनन से जुड़े मामलों की स्वतंत्र जांच कराने का भी फैसला किया। लीबिया की सदस्यता समाप्त करने के बारे में परिषद ने जो सिफारिश की है उसे संयुक्त राष्ट्र महासभा के दो तिहाई सदस्यों की मंजूरी चाहिए होगी।

लीबिया की राजधानी त्रिपोली में फिर से भड़की हिंसा के बीच कर्नल मोअम्मर गद्दाफी ने अपने समर्थकों से कहा है कि सरकार विरोधी प्रदर्शनकारियों का मुकाबला करें। शहर के सैंट्रल स्क्वायर में आकर कर्नल गद्दाफी ने कहा कि लीबिया के दुश्मनों को मुंहतोड़ जवाब दिया जाएगा और इसके लिए पूरी जनता को हथियार मुहैया कराये जायेंगे। शहर में कई जगह सरकार समर्थकों ने जुम्मे की नमाज+ के बाद सड़कों पर उतरी भीड़ पर गोलियां चलाईं। त्रिपोली के पास के अन्य महत्वपूर्ण शहरों से भी विरोधियों को तितर-बितर करने की कोशिश कर रहे सरकारी बलों के साथ संघर्ष की खबरें मिली हैं। कर्नल गद्दाफी के बेटों में से एक, सैफ अल इस्लाम ने स्वीकार किया कि दो पश्चिमी शहरों में सरकारी बलों को कठिनाई का सामना करना पड़ा। उन्होंने विदेशी पत्रकारों को बताया कि वहां संघर्ष विराम की बातचीत हो सकती है, इसलिए और हमले नहीं किए जाएंगे। उन्होंने अलकायदा पर लीबिया के अंदर कथित आतंकवादियों को बढ़ावा देने का आरोप लगाया।
इस बीच अनेक अरब देशों में सड़कों पर विरोध प्रदर्शन को रहे हैं। इराक में सुरक्षा बलों के साथ झड़पों में कम से कम ११ लोग मारे गए हैं। ट्यूनीशिया में अपदस्थ राष्ट्रपति जैनुल आबिदीन बिन अली की जगह गठित अंतरिम सरकार के प्रति विरोध प्रदर्शन की खबर है।

जहां बहरीन में प्रदर्शनकारी राजधानी म्यांमा के पर्ल चौक पर देश के व्यापक राजनीतिक परिवर्तनों की मांग को लेकर जमा है। वहीं मध्य पूर्व के कई देशों में लोगों ने अपनी सरकारों के खिलाफ प्रदर्शन किया। बहरीन सरकार और विपक्ष के बीच बातचीत में गतिरोध बना हुआ है। इराक के विभिन्न शहरों में बड़ी तादाद में लोग सत्ता में भ्रष्टाचार और मूलभूत सुविधाओं को लेकर सड़कों पर निकल पड़े। यमन में ३२ सालों से सत्ता पर काबिज+ राष्ट्रपति के खिलाफ चल रहे प्रदर्शनों की श्रृंखला में लोग फिर से सड़कों पर थे। मिस्र में सत्ता परिवर्तन के बावजूद सुधारों की धीमी गति के विरोध में लोग फिर बहरीन चौक पर जमा हुए और नए कैबिनेट की मांग दोहराई। हर देश में विरोध की अलग स्थितियों के बावजूद विश्लेषक इनमें राजनीतिक सहभागिता की कमी और आर्थिक समस्याओं को एक दूसरे से जोड़ने वाला कारण मानते हैं।

एयर इंडिया के दो विमान आज सुबह लीबिया में फंसे भारतीयों को वापस लाने के लिए मुम्बई और नई दिल्ली से त्रिपोली रवाना हुए। ६४० यात्रियों की क्षमता वाले ये दोनों विमान शाम तक वापस लौट आयेंगे। विदेश मंत्रालय के अनुसार त्रिपोली में भारतीय दूतावास के अधिकारी, भारतीय समुदाय के साथ सम्पर्क में हैं और वे खुद हवाई अड्डे पर मौजूद रहेंगे।
इस बीच एक यात्री जहाज+ सोमवार तक बेनग़ाजी बन्दरगाह पहुंच जायेगा और वहां से लगभग एक हजार दो सौ यात्रियों को सिकन्दरिया लायेगा। वहां से उन्हें विमान से भारत लाया जायेगा। तबरूख़ से भी करीब डेढ़ सौ भारतीयों को लाने के इंतजाम किये जा रहे हैं। भारतीय नौसेना के दो जहाज+ भी थोड़ी देर बाद मुम्बई से लीबिया रवाना हो रहे हैं । भारतीय वायुसेना का एक विमान भी इस काम के लिए तैयार रखा गया है। त्रिपोली, काहिरा और ट्यूनिस में भारतीय दूतावास लगातार काम कर रहे हैं। सरकार ने स्पष्ट किया है कि लीबिया में रह रहे भारतीयों को वापस आने के लिए किसी किस्म का भुगतान नहीं करना होगा।

अमरीका ने भारत को आश्वासन दिया है कि कैलिफोर्निया की ट्राई वैली युनिवर्सिटी बंद हो जाने से प्रभावित, भारतीय छात्रों के हितों की रक्षा की जायेगी। विदेश मंत्री हिलेरी क्लिंटन ने अमरीका में भारत की राजदूत मीरा शंकर को पत्र लिखकर कहा है कि उन्हें गर्व है कि अमरीका में एक लाख से ज्यादा भारतीय छात्र शिक्षा ग्रहण करते हैं। उन्होंने उम्मीद जाहिर की कि आने वाले समय में इनकी संख्या और बढ़ेगी। सुश्री क्लिंटन ने कहा कि अमरीका का गृह विभाग मामले को देख रहा है और भारतीय छात्रों को न्याय दिलाने के लिए वहां के आन्तरिक सुरक्षा विभाग तथा भारत सरकार के साथ सम्पर्क में है। वीज+ा घोटाले के आरोप में ट्राई वैली युनिवर्सिटी के बंद हो जाने के बाद १८ भारतीय छात्रों को रेडियो टैग पहनाये गये थे जिसका भारत ने कड़ा विरोध किया था।

भूटान के प्रधानमंत्री लियोनचेन जिगमी थिनले ने अपने देश और उसकी सीमा से लगे असम के बीच सुरक्षा संबंधी सहयोग पर संतोष व्यक्त किया है। गुवाहाटी हवाई अड्डे पर संवाददाताओं से बातचीत में उन्होंने कहा है कि असम के अपराधियों, विशेष रूप से विद्रोही गुटों के लोगों को उनके देश में शरण नहीं लेने दी जाएगी। उन्होंने बताया कि प्रतिबंधित अल्फा ने कुछ वर्ष पहले भूटान द्वारा की गई कार्रवाई के बाद वहां अपने अड्डे बनाने बंद कर दिये थे। श्री थिनले भूटान में सेंड्रूप झंखार जाते हुए कुछ देर के लिए गुवाहाटी हवाई अड्डे रूके थे। उन्होंने कहा कि भूटान सरकार इस समय गुवाहाटी के रास्ते सप्ताह में दो बार उड़ानें चला रही है। इससे असम और भूटान के बीच ज्यादा नजदीकी और लाभकारी सहयोग के अवसर पैदा होंगे। हवाई अड्डे पर असम के जलसंसाधन मंत्री पृथ्वी माझी और राज्य पुलिस के महानिदेशक शंकर बरूआ ने उनका स्वागत किया।

ब्राजील, दक्षिण अफ्रीका, भारत और चीन के संगठन बेसिक के पर्यावरण मंत्रियों की कल नई दिल्ली में बैठक होगी जिसमें जलवायु परिवर्तन से वैश्विक और राष्ट्रीय स्तरों पर निपटने की एक कार्ययोजना तैयार की जाएगी। इन चारों देशों के पर्यावरण मंत्री क्योटो संधि के क्रियान्वयन पर विचार करेंगे। वे इस बारे में की गई प्रतिबद्धताओं और विकसित देशों द्वारा उठाये जा रहे कदमों की समीक्षा करेंगे तथा कानकुन जलवायु परिवर्तन समझौते के बाद की स्थिति का जायजा लेंगे। अर्जेंटीना, अल्जीरिया और मालदीव के प्रतिनिधियों को भी प्रेक्षक के रूप में इस बैठक में आमंत्रित किया गया है।

कृषि क्षेत्र में चालू वित्त वर्ष के दौरान पांच दशमलव चार प्रतिशत विकास दर प्राप्त होने की पूरी उम्मीद है। प्रारंभिक अनुमानों के अनुसार अच्छे मानसून के कारण चालू वर्ष में कृषि की स्थिति काफी अच्छी है। चालू वर्ष के पहले छह महीनों में कृषि और सम्बद्ध क्षेत्रों की विकास दर तीन दशमलव चार प्रतिशत दर्ज की गई जबकि पिछले वर्ष इसी अवधि में यह एक दशमलव चार प्रतिशत थी।
खेती खलियानी भारतीय अर्थव्यवस्था की रीड मानी जाती है और यही वजह है कि खाद्य सुरक्षा के साथ ही समग्र और टिकाऊ विकास के लिए कृषि क्षेत्र की मजबूती को आर्थिक सर्वेक्षण में जरूरी बताया गया है। हालांकि खेतीबाडी के क्षेत्र में विकास के लिए पहले से भी कदम उठाए जा रहे हैं। फिर भी संसद में पेश आर्थिक सर्वेक्षण में कृषि पैदावार को लेकर चिंता जताई गई है। साथ ही उपज बढ़ाने को प्राथमिकता देते हुए शोध और अनुसंधान को आवश्यक बताया गया है। इसके अलावा कृषि क्षेत्र में सरकारी और गैर सरकारी स्तर पर निवेश पर जोर देते हुए खाद्य प्रसंस्करण इकाइयों के साथ ही मौसमी उत्पादों के लिए कोल्ड चेन की यानि सर्वेक्षण करने की प्रक्रिया को जरूरी बताया गया है। रिपोर्ट में खाद्यानों के लिए गोदाम और कृषि उपज के प्रभावी विपणन को भी आवश्यक बताया गया है, ताकि पैदावार में बढ़ोत्तरी और खाद्य सुरक्षा दोनों ही चुनौतियों से निपटा जा सके।

केन्द्रीय सूचना और प्रसारण मंत्री अम्बिका सोनी ने कहा है कि देश में एफएम रेडियो के विस्तार के तीसरे चरण में लगभग ८०० एफएम स्टेशनों की नीलामी की जायेगी । श्रीमती सोनी चंडीगढ़ में आकाशवाणी राष्ट्रीय पुरस्कार वितरण समारोह में बोल रही थी।
इस अवसर पर पी एस मदनकुमार और लवलीन निगम को संयुक्त रूप से सर्वश्रेष्ठ समाचार सम्पादक का पुरस्कार दिया गया,। बहादुरी और साहसिक संवाददाता का पुरस्कार आकाशवाणी के काबुल संवाददाता संतोष कुमार और कोलम्बो संवाददाता कंचन प्रसाद को दिया गया। के एल शर्मा सर्वश्रेष्ठ संवाददाता पुरस्कार, हैदराबाद संवाददाता एम एस लक्ष्मी को मिला।

योजना आयोग ने २०११-२०१२ के लिए हरियाणा की २० हजार तीन सौ ५८ करोड़ रूपये की वार्षिक योजना को मंजूरी दी है। यह राशि पिछले वर्ष की योजना राशि से ग्यारह दशमलव चार नौ प्रतिशत है। हरियाणा सरकार के प्रवक्ता के अनुसार योजना आयोग के उपाध्यक्ष मोंटेक सिंह अहलूवालिया और हरियाणा के मुख्यमंत्री भूपेन्द्र सिंह हुडा की बैठक में योजना खर्च को मंजूरी दी गई।

महाराष्ट्र में राष्ट्रवादी कांग्रेस पार्टी ने पचौरा से अपने विधायक दिलीप वाघ को आज पार्टी से निकाल दिया। उन पर एक लड़की के साथ कथित रूप से बलात्कार का आरोप है। पार्टी के प्रदेश अध्यक्ष मधुकर पिचाड ने विधायक को निलम्बित करते हुए सरकार से मामले की जांच कराने की मांग की। पुलिस के अनुसार पीड़ित की शिकायत पर बृहस्पतिवार को नासिक के एक थाने में विधायक और उसके निजी सहायक महेश माली के खिलाफ मामला दर्ज किया गया। अभी तक कोई गिरफ्‌तारी नहीं हुई है।

भारतीय जनता पार्टी ने माओवादियों द्वारा मलकानगिरी के जिला कलैक्टर आर विनील कृष्णा के अपहरण और उन्हें छुड़ाने के ओड़ीशा सरकार के प्रयासों की केन्द्रीय जांच की मांग की है। पार्टी ने ओड़ीशा सरकार से माओवादियों के साथ समझौता ज्ञापन को सार्वजनिक करने को भी कहा है।

छत्तीसगढ में मुख्यमंत्री रमन सिंह ने विधानसभा में आज वर्ष २०११-२०१२ का बजट पेश किया। मुख्यमंत्री के पास इस समय वित्त मंत्री का भी कार्यभार है। मुख्यमंत्री ने कहा कि किसानों, गरीबों और अनुसूचित जाति, जनजाति के लोगों के कल्याण की दृष्टि से बजट में तीस हजार, ७२६ करोड रूपये का प्रावधान किया गया है।

रेल राज्य मंत्री के एच मुनीयप्पा ने राज्यों से कहा है कि वे रेल परियोजनाओं पर काम तेज करने के लिए परियोजना खर्च में हिस्सा बंटायें और इनके लिए जरूरी जमीन रेल मंत्रालय को सौंपें। आज बंगलूरू में संवाददाताओं से बातचीत में श्री मुनीयप्पा ने कहा कि जिन रेल परियोजनाओं को पूरा करने में १० से १५ वर्ष लगते हैं उन्हें पांच वर्ष के अंदर पूरा किया जा सकता है बशर्ते कि राज्य सरकार उसकी लागत में हिस्सा दें और उनके लिए निर्धारित जमीन का आवंटन करें। उन्होंने कहा कि कर्नाटक और आंध्रप्रदेश परियोजनाओं के लिए लागत हिस्सा देने के मामले में सबसे आगे हैं।

बिहार में बांका जिले में माझीडीह के जंगलों में सुरक्षा बलों और माओवादियों की बीच चल रही मुठभेड़ में छह माओवादी मारे गये हैं, जबकि एक माओवादी को गिरफ्‌तार कर लिया गया है। पुलिस के हवाले से हमारे पटना संवाददाता ने बताया है कि पुलिस ने घटनास्थल से एक एस एल आर और भारी मात्रा में गोलाबारूद बरामद किये हैं। ताजा खबर मिलने तक मुठभेड़ जारी है।

जम्मू-कश्मीर के लिए नियुक्त केन्द्र सरकार के वार्ताकारों का कहना है कि वे कश्मीर मामले पर अपनी रिपोर्ट सरकार को दे देंगे, भले ही अलगाववादी अपना मत व्यक्त करें या न करें,। राज्य के अपने पांचवें दौरे के अंत में तीन सदस्यीय वार्ताकारों के इस दल के प्रमुख दिलीप पडगांवकर ने श्रीनगर में पत्रकारों को बताया कि ये राज्य की जनता को देखना है कि अलगाववादियों का उनसे मुलाकात न करने का रवैया सही है या गलत ?

नाल्को के अध्यक्ष और प्रबंध निदेशक ए के श्रीवास्तव और तीन अन्य लोगों को आज बाद में दिल्ली की एक अदालत में पेश किया जाएगा। इन लोगों को कल सी बी आई ने गिरफ्तार किया था। सी बी आई ने श्रीवास्तव की पत्नी द्वारा एक बिचौलिये की पत्नी से तीन किलोग्राम सोना लिये जाने के बाद इन्हें गिरफ्तार किया था। यह बिचौलिया श्रीवास्तव और मध्यप्रदेश की एक कंपनी के बीच सौदा कराने का काम कर रहा था।
बाद में श्रीवास्तव की पत्नी के लॉकर की छानबीन करने के बाद सोने की एक-एक किलोग्राम की सात और ईंटें बरामद हुईं।

भारत और उरूग्वे ने अक्षय ऊर्जा के क्षेत्र में सहयोग के समझौता ज्ञापन पर हस्ताक्षर किये हैं। इससे दोनों देशों के बीच जैव, सौर और पवन ऊर्जा के क्षेत्र में सहयोग बढ़ेगा। नवीन और नवीकरणीय ऊर्जा मंत्री फारूख अब्दुल्ला ने दोनों देशों के बीच व्यापार निवेश बढ़ाने की आवश्यकता पर जोर देते हुए कहा कि इसके लिए दोनों देशों को व्यापार मेलों, गोष्ठियों और व्यापार सम्मेलन में भाग लेना चाहिए।

अमरीका में भारत की राजदूत मीरा शंकर ने कहा है कि दुनिया के कई देशों, खासकर तीसरी दुनिया के देशों ने भारत से चुनाव सम्पन्न कराने का प्रशिक्षण लेने में रूचि दिखाई है। उन्होंने कहा कि निर्वाचन आयोग एक संस्थान बनाने जा रहा है, जहां चुनाव के बारे में प्रशिक्षण दिया जायेगा। सुश्री मीरा शंकर में वाशिंगटन पत्रकारों से कहा कि हालांकि इस संस्थान का मूल उद्देश्य भारत के चुनाव कर्मचारियों को प्रशिक्षित करना होगा लेकिन दुनिया के अन्य देशों ने भी इसमें गहरी रूचि दिखाई है।

३४वें राष्ट्रीय खेल का झारखंड के लिये खासा महत्व रहा है जिसका सार कल के फाइनल हॉकी मैच में देखने को मिला। न सिर्फ २० हजार लोगों ने स्टेडियम में सुबह से कतार में लगकर इसे देख बल्कि बगल के विषाल फुटबॉल के स्टेडियम में भी करीब ४० हजार लोगों ने इसे बड़े टीवी स्क्रीन पर देखा। अपने भव्य स्टेडियम और बेहतरीन खान-पान और अन्य इंतजाम से झारखंड ने देश का मन मोह लिया है और इसका उत्कर्ष आज शाम समापन समारोह में देखने को मिलेगा जब प्रसिद्ध स्थानीय एवं बॉलिवुड के सितारे रंगारंग नृत्य कार्यक्रमों से खेल के इस राष्ट्रीय कुम्भ को केरल के लिए विदा करेंगे।

विश्व कप क्रिकेट मुकाबले के गु्रप ए के मैच में कोलंबो में श्रीलंका का सामना पाकिस्तान से चल रहा है। ताजा समाचार मिलने तक पाकिस्तान ने टॉस जीतर पहले बल्लेबाजी करते हुए ३ ओवर में बिना किसी नुकसान के १३ रन बना लिए थे।

Two Air India aircraft, a Boeing 747 and Airbus 330, today left  Mumbai and New Delhi for Tripoli this morning to bring back Indian citizens from Libyan. The two aircraft have a total passenger capacity of 640 and they are expected to return  late this evening.  According to the External Affairs Ministry, Indian Embassy officials in Tripoli are in touch with Indian community associations and will be at the airport to facilitate the departure of the Indian citizens.

Meanwhile, the passenger ship Scotia Prince is expected to dock at Benghazi in Libya on Monday and bring back over 1200 passengers to Alexandria on Wednesday after that Air India flights will  fly them to India.

Arrangements are being made for the travel of around 150 Indian nationals from the Tobruk as well. Two  Indian Navy vessels are expected to leave Mumbai shortly for Libya, to assist in the on going evacuation operations . An Indian Air Force IL 76 aircraft is also on standby to meet additional transportation requirements wherever needed.

The Indian  embassies in Tripoli, Cairo and Tunis are working round the clock and the Government is doing its best to assist in the safe return of Indian nationals at the earliest.

Meanwhile, the government has clarified that no payment or charge of any kind is being levied by the government, for the evacuation and assisted departure of any Indian national in Libya. The clarification was made after it came to notice that some unscrupulous elements are asking for payments,handling charges and facilitation fee for arranging evacuation of Indian nationals, through the Embassy of India in Libya.

The United States has imposed sanctions on Libya while the United Nations considers further action in response to the bloodshed in the country.

Going ahead with unilateral sanctions against the Muammar Gaddafi's  regime, the US  suspended its military ties with Libya and temporarily closed down its embassy in Tripoli.

President Obama said the sanctions would target the assets of Col. Gaddafi and his family. He said the cabinet of Moammar Gaddifi has violated international norms.  India and 14 other members of the UN Security Council have agreed to hold yet another meeting  to consider sanctions against the Muammar Gaddafi regime. The Security Council, which met in an emergency session on Libya yesterday, will again hold talks tonight to discuss a draft resolution aimed at imposing sanctions on the Gaddafi regime. Britain and France have drafted a UN Council  resolution calling for an arms embargo. The UN Human Rights Council has unanimously passed a resolution recommending suspension of Libya from the Geneva-based body. It decided to conduct an independent probe into violations by the Gaddafi regime. The 47-nation body's  recommendation to suspend Libya needs to be approved by a two-thirds majority at the 192-member United Nations General Assembly. The Libyan Leader Moammar Gaddafi, on the other hand  has urged his supporters to fight anti-government protesters as violence erupted once more in the capital Tripoli. Appearing in a Central Square in the city Col. Gaddafi called for retaliation against Libya's enemies and promised to arm the whole population. Elsewhere in the city witnesses said pro-government militiamen opened fire on crowds which took to the street after Friday prayers. There has also been more fighting in strategic  towns closed to Tripoli where government forces trying to dislodge opposition supporters. One of Col. Gaddafi's sons Saif al Islam admitted that government troops had a problem in two western cities. He told foreign journalists that further attacks would not be launched there in the hope that cease-fires could be negotiated. He also blamed Al Queda for supporting what he called terrorists inside Libya. There have also been big street protests across the Arab world.

In Bahrain, large numbers of protestors are camping at Pearl Square calling for sweeping political reforms in the country. The talks between government and opposition is deadlocked as opposition is demanding the resignation of the government headed by King’s uncle, Sheikh Khalifa bin Salman, as a pre-requisite for dialogue. Country’s crown prince Salman said that the national dialogue has not yet been achieved because of strict conditions set by the opposition. The Government has already released several opposition leaders as part of reconciliation. In Iraq, protesters took to the streets across country today to mark a Day of Rage, with thousands flooding Baghdad's Tahrir Square. Security forces used water cannons and tear gas to disperse thousands of angry protesters in Baghdad. Four government buildings were set ablaze and one provincial governor resigned. Rallies in Iraq have called for improved public services, more jobs and less corruption, and some for broader political reforms. Voice of Iraq news agency reported that protestors set fire to the Ninewa provincial council building shortly after hundreds of protestors stormed the building. In Yemen, tens of thousands of supporters and opponents of Yemeni President Ali Abdullah Saleh held rival demonstrations in the capital Sanaa. Protesters outside Sanaa University demanded the downfall of the regime while loyalists shouted support for a leader they said was holding the fractured and impoverished tribal country together. President Saleh has ordered the formation of a government committee to open a dialogue with protesters. In Egypt, large numbers of demonstrators gathered at Tahrir square to press the military rulers for the rapid reforms after the ouster of Hosni Mubarak. They demand formation of a new cabinet, end of emergency laws and release of political prisoners. Egyptian authorities have arrested the country's former information minister and the chairman of state TV and radio on corruption allegations. In Jordan, several thousand people demonstrated in the centre of capital Amman on in a Day of Anger to call for political reforms organised by opposition. There was a strong security presence, but police stayed on the sidelines. Reports say that, Influential intellectuals in Saudi Arabia have asked Saudi King to adopt far-reaching political and social reforms. In a statement, the group says that Arab rulers should derive a lesson from the uprisings in Tunisia, Egypt and Libya and listen to the voice of disenchanted young people. The group includes renowned Islamic scholars, a female academic, a poet and a former diplomat.

Apart from Bahrain where protestors are camping at Pearl Square, demonstrations were organised in several countries in Middle East. In Bahrain, protestors are calling for sweeping political reforms and talks between government and demonstrators are deadlocked despite government releasing large number of political prisoners. While Iraqi protestors demonstrated against corruption in government and lack of basic services despite an elected government in place, Yemeni protestors want the ouster of President Saleh, who has been in power for 32 years. Analysts say while each uprising has its own dynamics protesters in every country seem united by frustration over lack of political participation and economic hardships.

  The US has assured India that hundreds of Indian students affected by the closure of a California-based university would be given fair and appropriate treatment and their interests would be carefully considered. The assurance by Secretary of State Hillary Clinton came in the form of a letter to Indian Ambassador to the US, Meera Shankar. Talking to reporters in Washington, Meera Shankar said, in the letter, Clinton emphasised that the US is proud to host over one lakh  Indian students in the country and hopes to increase the numbers in the years ahead. Clinton said that the Department of State is following the case closely and working with the Department of Homeland Security and government of India to ensure fair and appropriate treatment of the students. Nearly 1,500 Indian students were affected by the closure of the Tri Valley University on charges of massive visa fraud. As many as 18 Indian students were radio tagged, which India termed as inhuman.

Nalco Chairman and managing director A K Srivastava and three others arrested yesterday by CBI will be produced in a Delhi court later today. The investigation agency arrested Srivastava after his wife had accepted 3 kg of 24 carat gold from the wife of a middleman who was brokering a deal between the CMD and a Madhya Pradesh-based private group of companies. Later,a  search of Mr Srivastava's wife's locker resulted in the seizure of seven more gold bricks of 1 kg each.Ten kg of gold and 30 lakh rupees in cash have been seized from the lockers. The overall value of the gold, at current prices, comes to approximately over 2 crore rupees . All the four accused, Srivastava, his wife, the middleman and his wife will be produced in the court.

Agriculture sector is poised to grow at the rate of 5.4 percent during the current fiscal.  According to advanced estimates, things are looking bright in the current year with a relatively good monsoon. The agriculture and allied sector registered a growth of 3.4 percent during the first half of the current year as compared to 1.4 percent growth registered during the same period in the last financial year. The Economic Survey presented in Parlament yesterday  said that  there is a marked improvement in the gross capital formation in the agriculture sector. Stalemate continues in Andhra Pradesh state Assembly over Telengana satehood issue. The Assembly could not take up any listed business even today as members belonging to Telengana Rashtra samithi, CPI and Telengana Congress and TDP members  stalled the proceedings. Waiving placards and raising slogans on the issue, the agitating members brought the proceedings in the house to a standstill. The repeated appeals by Deputy speaker Nadendla Manohar for cooperation of members to put the house in order fell on deaf ears. As a result, the deputy speaker initially adjourned the house twice for short period and when there was no let-up in the situation, he adjourned the house for Monday.

The Planning Commssion has approved an Annual Plan Outlay of 20,358 crore rupees for 2011-2012 for Haryana. This represents an increase of 11.49 percent over last year's  Plan Outlay. According to Haryana Government spokesman the Plan Outlay was approved at a meeting between Deputy Chairman Planning Commission Montek Singh Ahluwalia and Hatryana Chief Minister Bhupender Singh Hooda.

NCP MLA from Pachora, Dilip Wagh, who has been booked for allegedly raping a girl, was today suspended from the party. Maharashtra NCP President Madhukar Pichad suspended the legislator and has asked the government to conduct an in-depth inquiry into the incident. Wagh and his personal assistant Mahesh Mali were booked by police yesterday for the alleged crime. According to the police, the action was taken after the victim filed a complaint at Sarkarwada police station in Nashik on Thursday. No arrests have been made so far. Maharashtra Home Minister R R Patil had yesterday said a case has been registered against the MLA and police are investigating the matter.

The Union Minister for Information and Broadcasting Ambika Soni has said, nearly 800 FM stations are likely to be auctioned in the third phase of expansion of the FM Radio in the country. Mrs. Soni was speaking at the Aakashwani National Annual Awards function in Chandigarh. Mrs. Soni said, both Doordarshan and All India Radio would be completely digitalized by the year 2017 and the government had allocated 843 Crore rupees for the purpose. This would not only lead to a marked improvement in the quality of programmes of these two media, but would also help in preserving the invaluable treasure of classical, carnatic and light music available with Aakashwani. The Bhutan Prime Minister Lyonchhen Jigmi Thinley has expressed satisfaction over the security cooperation between the neighbouring Assam and his country. He told reporters in Guwahati airport that law breakers from Assam, especially rebel groups, will not be allowed to take refuge in his country. He mentioned that the banned United Liberation Front of Asom (ULFA) had stopped setting up bases in Bhutan after the all clear operation launched by his country few years ago. Thinley was talking to reporters during his brief stop over at Guwahati airport en-route to Sandrup Jhankhar in the Himalayan Kingdom bordering Assam yesterday. He said the Royal Bhutan Government is at present operating bi-weekly flights via Guwahati and this will create opportunities for closer and more productive cooperation between Assam and Bhutan. He was received at the airport by the Assam Water Resources Minister Mr.Prithvi Majhi besides the State Director General of Police Mr. Shankar Baruah and the Central West Range Inspector General of Police Mr. Pallab Bhattacharyya, among others.

Environment Ministers of the four BASIC countries will meet in New Delhi tomorrow to work out an action plan at the global and national level to tackle climate change. Ministers from Brazil , South Africa, India and China will deliberate the implementation of the Kyoto Protocol , review the commitments, actions of developed countries and assess the post Cancun climate change policy. Representatives from Argentina, Algeria and Maldives have also been invited to the meeting as observers. AIR correspondent reports that the meeting assumes significance as it will be the first major international conference of any group of countries since December last when Cancun Agreements were reached. Environment Minister Mr Jairam Ramesh has said that in the last 15 months members of the Basic countries have become a powerful force within the climate change negotiations and are evolving a coordinated approach to important negotiating issues. He said that that grouping will continue to work closely to ensure a positive outcome at Durban where the seventeenth conference of the parties of the United Nations Framework Convention on Climate Change will be held while advancing the interests of emerging economies and its partners.

The tourist destinations of Himachal Pradesh - Shimla and Manali - received  fresh snowfall early today, making the destinations more picturesque. AIR Shimla correspondent reports that the city saw a light spell, nearby places like Kufri and Narkanda experienced moderate snowfall, Manali also received moderate snow.

This was the season’s fifth snowfall that froze the 'Queen of Hills', Shimla today .the temperature has dipped down considerably and due to heavy snow in upper areas buses have stopped plying in the region. The higher reaches of Lahaul and Spiti, Kinnaur, Kullu, Shimla and Chamba districts have been experiencing moderate to heavy snowfall since Friday, while mid and lower hills experiencing rain. Kalpa, some 250 km from here in Kinnaur district, and Dalhousie in Chamba district have also experienced snow. The weatherman said there are chances of more rainfall and snowfall in the state till evening as western disturbances are active in the region. Even in Shimla and Manali might be one or two mild spells of snow late in the evening.
