2011-12 के रेल बजट में यात्री किराये और मालभाड़े में कोई वृद्धि नहीं की गई है। रेलमंत्री ममता बनर्जी ने आज लोकसभा में रेल बजट पेश किया। नौ नई दुरन्तो शुरू करना, पांच मौजूदा दुरन्तो गाड़ियों के फेरे बढ़ाना, तीन नई शताब्दी एक्सपे्रस, 56 नई एक्सप्रेस रेलगाड़ियां, तेरह नई यात्री गाड़ियां शुरू करने के अलावा एक नई सुपर वातानुकूलित श्रेणी, इस वर्ष के रेल बजट की अन्य प्रमुख विशेषताएं हैं।
बजट प्रस्तावों की अन्य प्रमुख बातों में राज्यों की राजधानियों को वहां के प्रमुख शहरों से जोड़ने वाली दस राज्य रानी एक्सप्रेस रेलगाड़ियां शुरू करने, रवीन्द्र नाथ ठाकुर और स्वामी विवेकानंद की एक सौ 50वीं जयंतियों के उपलक्ष्य में चार कवि गुरू एक्सप्रेस रेलगाड़ियां और चार विवेक एक्सप्रेस रेलगाड़ियां भी शुरू करना, पर्यटन को बढ़ावा देने के लिए महत्वपूर्ण ऐतिहासिक और शैक्षिक स्थानों को जोड़ने वाले चार मार्गों पर जन्म भूमि गौरव नाम से विशेष रेलगाड़ियां और जयपुर-दिल्ली और अहमदबाद-मुम्बई मार्गों पर वातानुकूलित डबल डैकर सेवा शामिल हैं।
रेलमंत्री ने नौ दुरंतो रेलगाड़ियां शुरू करने की भी घोषणा की।

इलाहाबद-मुम्बई एसी दुरंतो, पूणे-मुम्बई एसी दुरंतो, शियालदा-पूरी, सिकंराबाद-विशाखापट्नम, मदुरई-चैन्नई, चैन्नई-तिरूवनंतपूरम एसी दुरंतो, मुम्बई-सेन्टर न्यू दिल्ली, निजामुद्दीन .. नोन एसी दुरंतो, शालीमार-पटना दुरंतो।
आगामी वित्त वर्ष के लिए रेलवे के कार्यक्रम की रूपरेखा पेश करते हुए सुश्री ममता बैनजी ने कहा कि 25 नई लाइनें जोड़ी जायेंगी। छह लाइनों का गेज बदला जायेगा और 28 मार्गों पर दोहरी लाइनें बिछाने का प्रस्ताव है।
रेलमंत्री ने वरिष्ठ नागरिकों, शारीरिक रूप से अक्षम लोगों और कीर्ति तथा शौर्य चक्र विजेताओं के लिए रियायतें बढ़ाने और विकलांगों को अब राजधानी और शताब्दी रेलगाड़ियों में भी रियायतें देने की घोषणा की।

शारीरिक रूप से अक्षम लोगों को दूसरी ट्रेनों में रियायत मिलती है लेकिन राजधानी और शताब्दी में उन्हें रियायत नहीं थी। अब इन ट्रेनों में भी उन्हें यह रियायत मिलेगी।
पुरूष वरिष्ठ नागरिकों के लिए किराये पर छूट की सीमा मौजूदा तीस प्रतिशत से बढ़ाकर 40 प्रतिशत तक करने की घोषणा की गई है। महिलाएं अब अट्ठावन साल की आयु से ही यह सुविधा प्राप्त कर सकेंगी।
सुश्री ममता बैनर्जी ने गरीबों के लिए सुखी गृह योजना शुरू करने की घोषणा की जिसके तहत रेललाइनों के आसपास रहने वाले लोगों के लिए दस हजार आवास बनाये जायेंगे। ये मकान प्रयोग के तौर पर मुम्बई, सियालदाह, सिलीगुड़ी और तिरूचिरापल्ली में बनाये जायेंगे। 12वीं योजना के दौरान रेलवे की सामाजिक परियोजनाओं को लागू करने के लिए प्रधानमंत्री रेल विकास योजना चालू करने का भी प्रस्ताव है।
रेलवे के लिए अब तक की सबसे बड़ी निवेश योजना का प्रस्ताव रखते हुए सुश्री बैनर्जी ने कहा कि 57 हजार छह सौ तीस करोड़ रूपये वार्षिक खर्च का प्रस्ताव है। दस हजार करोड़ रूपये कर मुक्त बॉंडों के जरिये जुटाए जायेंगे। उन्होंने कहा कि पहली बार रेलवे की आमदनी एक लाख करोड़ रूपये से अधिक होने की उम्मीद है। रेलमंत्री ने रेलवे के गैंगमैन और ग्रुप-डी कर्मचारियों की बेटियों को उच्च शिक्षा के लिए बढ़ी हुई छात्रवृत्ति देने की घोषणा की।
लगातार तीसरी बार बजट पेश कर रही ममता बैनर्जी ने कहा कि आम आदमी उनकी प्राथमिकता है। भारतीय रेलों के इतिहास में पहली बार निवेशकर्ताओं को आर्थिक भागीदारी देने का फैसला किया गया है। हमारे संवाददाता मणिकांत ठाकुर के साथ एक विशेष भेंट में रेल मंत्री ममता बनर्जी ने कहा कि इससे सामाजिक रूप से महत्वपूर्ण क्षेत्रों में बुनियादी सुविधाओं के निर्माण में मदद मिलेगी।
रेल मंत्री ने बताया कि सामाजिक रूप से पिछड़ी चार लाख महिलाओं को पच्चीस रूपए की मासिक टिकट ÷इज्ज+त' उपलब्ध कराई गई है।

हम लोगों ने खाली 25 रूपये में इज्जत टिकट में सफर करने के लिए गरीब जनता को मदद किया है। चार लाख के करीब गरीब जनता अभी इज्जत टिकट ओनली 25 रूपये का मंथली टिकट में सफर करता है। जो रेल की लाइन के पास में रहता है, जिंदगी को खतरे में डालके, उसके लिए भी हमने सुखी जीवन प्रोजक्ट दिया है। अभी भी दस हजार घर हम बनाकर उनकों फ्री में देंगे। ऐसे बहुत सारे है।
रेल बजट पर प्रतिक्रिया व्यक्त करते हुए प्रधानमंत्री मनमोहन सिंह ने कहा कि इससे मुद्रास्फीति के दबाव को कम करने में मदद मिलेगी।

भारतीय जनता पार्टी के अनंत कुमार ने बजट को पश्चिम बंगाल में आगामी विधानसभा चुनावों का चुनावी घोषणा पत्र बताया।
बजट के लोकप्रिय और पश्चिम बंगाल प्रधान होने के आरोपों को खारिज करते हुए सुश्री बनर्जी ने कहा कि उन्होंने देश के हित को ध्यान में रखा है और हर एक क्षेत्र को परियोजनाएं दी हैं।
सीताराम येचुरी ने रेल बजट को आंकड़ों की बाजीगरी बताते हुए गुमराह करने वाला प्रयास बताया है।
बजट को वास्तविकता से परे बताते हुए सी पी आई के डी. राजा ने कहा कि इसमें शानदार जैसी कोई बात नहीं है।
कांग्रेस प्रवक्ता मनीष तिवारी ने कहा कि इस बजट में आम आदमी के प्रति चिंता और संवेदनशीलता झलकती है।
सी.आई.आई. और फिक्की सहित विभिन्न व्यापार संगठनों ने भी रेल बजट का स्वागत किया है।

संसद में आज पेश किये गए आर्थिक सर्वेक्षण में अगले वित्त वर्ष में देश की अर्थव्यवस्था 9 प्रतिशत की दर से बढ़ने की उम्मीद जताई गयी है और चालू वित्त वर्ष में विकास दर 8 दशमलव 6 प्रतिशत रहने की संभावना व्यक्त की गयी है। वित्तमंत्री प्रणब मुखर्जी द्वारा पेश किये सर्वेक्षण में मुद्रास्फीति पर चिंता व्यक्त करते हुए इसें कम करने के लिए भारतीय रिजर्व बैंक द्वारा सख्त मौद्रिक कदम उठाने का सुझाव दिया गया है।
सर्वेक्षण के अनुसार इस वर्ष अनाज का उत्पादन 23 करोड़ 20 लाख टन से भी अधिक होने की आशा है। सर्वेक्षण में कृषि क्षेत्र में तकनीकी सफलता और दूसरी हरित क्रांति की संभावना की बात पर भी बल दिया गया है।
वित्त मंत्री प्रणब मुखर्जी ने आर्थिक सर्वेक्षण पर प्रतिक्रिया व्यक्त करते हुए कहा कि मुद्रास्फीति और बढ रहा मौजूदा वित्तीय घाटा चिंता का विषय है। लेकिन सकल घरेलू उत्पाद में उद्योग क्षेत्र के योगदान के लिए बड़े पैमाने पर निवेश की जरूरत है।

कृषि, बुनियादी सुविधा और निवेश पर जोर दिया जाना बिलकुल सही है हाल के महीनों में उद्योगिक उत्पादों सूचकांक में घट-बढ़ हुई है। लेकिन पर्याप्त निवेश बहुत जरूरी है। जिससे सकल घरेलु उत्पाद में उद्योग जगत द्वारा योगदान जारी रह सकेगा।
आर्थिक विश्लेषक अंशुमन तिवारी का कहना है कि अर्थव्यवस्था नौ फीसदी की दर से बढ़ना अच्छा प्रदर्शन है।

सबसे पहली बात तो ये आर्थिक समीक्षा आने वाले साल के लिए नौ फीसदी की विकासदर का आंकलन करती है। इसमें यह भी जोड़ना महत्वपूर्ण है कि आर्थिक समीक्षा में 10 फीसदी की विकासदर की बात नहीं कही है और इसके पीछे कई सारे कारक है। जो समझे जा सकते हैं, क्योंकि महंगाई बड़ी चुनौती है जो आने वाले दिनों में आर्थिक विकासदर को प्रभावित करेगी। अंतर्राष्ट्रीय अर्थव्यवस्था की स्थितियों में तेज उतार चढ़ाव हो रहा है। कच्चे तेल की कीमते और तमाम जिंसो की कीमतें ऊपर जा रही है और इसके अलावा भारत में भी उद्यौगिक उत्पादन में जो तेजी आई थी वो धीरे-धीरे नीचे जा रही है। इनसब अस्थिरताओं को देखते हुए अर्थव्यवस्था को नौ फीसदी पर स्थिर होते रहना बहुत अच्छा यह बहुत अच्छा प्रदर्शन है। आने वाले समय में सरकार को मांग और महंगाई इन दोनों के बीच सही संतुलन स्थापित करना होगा।

विश्व बैंक ने भारत के आर्थिक विकास पर संतोष व्यक्त किया है। विश्व बैंक की ताजा रिपोर्ट में कहा गया है कि भारत का आर्थिक विकास वित्तीय संकट से पहले के रूझान पर आ गया प्रतीत होता है।

बिहार के 2011-12 के बजट में मोटर वाहनों, टेलीविजन, डिटर्जेन्ट और अन्य वस्तुओं पर कर में एक प्रतिशत की बढ़ोत्तरी का प्रस्ताव किया गया है। वैट को भी चार प्रतिशत से बढ़ाकर पांच प्रतिशत कर दिया गया है।

संयुक्तराष्ट ने कहा है कि ऐसे संकेत मिले हैं कि लीबिया में बल प्रयोग में हजारों प्रदर्शनकारी मारे गये। संयुक्तराष्ट मानवाधिकार उच्चायुक्त नेवी पिल्ले ने कहा है कि कर्नल मोअम्मर गद्दाफी की सेना ने विरोध प्रदर्शन कर रहे लोगों पर भारी कहर ढाया है। सुश्री पिल्ले लीबिया की ताजा स्थिति का जायजा लेने के लिए जिनेवा में बुलाये गये संयुक्तराष्ट्र मानवाधिकार परिषद के आपातकालीन सत्र को संबोधित कर रही थीं। राजधानी त्रिपोली के आसपास वाले शहरों में हिंसा जारी है और झड़पों में कम से कम 17 लोग मारे गये हैं।

उधर, इराक में आज विरोध दिवस मनाने के सिलसिले में हजारों प्रदर्शनकारी बगदाद में तहरीर चौक पर इक्ट्ठा हुये। मौसूल ,हाविजा सहित कई शहरों में प्रदर्शनकारियों और सुरक्षाबलों के बीच संघर्ष में कई लोगों की मौत हो गयी।
बहरीन में जहां सरकार ने आज राष्ट्रीय शोक दिवस मनाया, वहीं दूसरी ओर पर्ल चौक पर जमा हजारों प्रदर्शनकारियों ने देश में राजनीतिक सुधारों की मांग दोहराई।
उधर यमन में राष्ट्रपति सालेह ने विरोधियों के साथ बातचीत शुरू करने के लिए एक सरकारी समिति के गठन का आदेश दिया। विरोधी राष्ट्रपति से इस्तीफे की मांग कर रहे हैं।

वर्ष 2009 के आकाशवाणी पुरस्कारों का वितरण आज चंडीगढ़ में किया गया। सूचना और प्रसारण मंत्री अम्बिका सोनी की मौजूदगी में पंजाब के राज्यपाल शिवराज पाटिल ने 32 श्रेणियों में 64 लोगों को पुरस्कार प्रदान किए।
साहसिक और चुनौतीपूर्ण रिपोर्टिग के लिए दिया जाने वाला पुरस्कार कोलंबो की विशेष संवाददाता कंचन प्रसाद और काबुल के विशेष संवाददाता संतोष कुमार को दिया गया जबकि हैदराबाद संवाददाता एम एस लक्ष्मी को के एल शर्मा सर्वोत्तम संवाददाता पुरस्कार मिला। सर्वोत्तम संपादक का पुरस्कार समाचार सेवा प्रभाग दिल्ली के समाचार संपादक मदन कुमार और खेल संपादक लवलीन निगम को संयुक्त रूप से मिला है।

No increase in passenger fares and freight charges has been proposed in the rail budget for the year 2011-12 presented by Railway Minister Ms Mamta Banerjee in the Lok Sabha Today.  Introduction of nine new Duranto trains, increase in the frequencies of five existing Durantos, Three new Satabadi on Pune-Secunderabad, Jaipur- Agra, Ludhiana-Delhi routes, 56 new express trains and 13 new passenger services, new Super AC class are among the other features of the rail budget. The other high light of budget proposals are Ten Rajya Rani express trains connecting state capitals with important cities in respective states. Special Janam Bhumi Gaurav trains to promote tourism to run on four routes connecting important historical and educational places Introduction of Four Kavi Guru Express and an equal number of Vivek Express trains to commemorate the 150th Birth anniversaries of Rabindrarnath Tagore and Swami Vivekanand AC double Decker services on Jaipur-Delhi and Ahmedabad-Mumbai routes. Outlining the road map of the railways for the coming year, Banerjee said 25 new lines will be added while six gauge conversion and 28 doubling projects would be taken up.

Rail concession to physically challanged and Kirti and Shaurya chakra awardees will cover Rajdhani & Shatabdi trains. Concession for Senior Citizen is being increased from the present 30 to 40 percent for men Women to avail this facility from the age 58 years from 60 years. Concessions of 50 percent to press correspondents with family is proposed to be increased to twice a year. Reaching out to the poor, Ms Banerjee announced  Sukhi Griha scheme under which 10,000 dwelling units  for those living along the rail track sides will be provided. The housing units will come up in Mumbai, Sealdah, Siliguri and Tiruchirapalli on pilot basis. A scheme "Pradhan Mantri Rail Vikas Yojana has also been proposed for implementing social projects of the railways during the 12th plan.

Introduction of Go India smart card to serve as a single window package for booking tickets. Internet access on a pilot basis in Howrah Rajdhani Express, Rail yatri sevaks with modern trolleys in six more stations and new portal for e ticketing are among the passenger amenities announced. 1,300 km new lines will be completed besides 967 km doubling, 1017 km gauge conversion targeted for the next year. Increase in Suburban services are also proposed in metropolitan cities survey for 107 new lines to be undertaken. Banerjee outlined a number of steps to be taken in this direction. The introduction of Anti Collision Device will be expanded to new areas covering eight of the 17 railway zones.

Banerjee announced the setting up of a bridge factory in Jammu and Kashmir & establishing a state of the art Institute for Tunnel and Bridge Engineering at Jammu. A metro coach factory will be set up at Singur, diesel locomotive centre in Manipur and Centre of Excellence in Software at Darjeeling. Proposing the highest ever investment plan by the railways, Ms Banerjee said the annual plan outlay has been pegged at 57,630 crore rupees out of which 10,000 crores rupees would be raised through tax free bonds. She said for the first time railway earnings are set to exceed 1 lakh crore rupees. Construction of new lines in Maharashtra, West Bengal, Andhra Pradesh and Jharkhand to give impetus to growth in under-developed areas. Non lapsable fund for railway projects in North East region will be created, besides all state capitals in the North East except Sikkim is to be connected in the next 7 years.

Reacting to the rail budget, Prime Minister Manmohan Singh said that it will help in weakening the inflationary pressure as there has been no increase in fares and freight charges. Stating that Mamta Banerjee has done a commendable job, Dr Singh said that Ms Banerjee has taken care to increase investment in critical areas of infrastructure which will supplement growth momentum of the economy. CPIM's Sitaram Yechury termed the rail budget an exercise in deceit with cunning juggling of figures. Describing the budget as unrealistic, CPI's D Raja said that there is nothing spectacular. The Congress spokesman Manish Tiwari said the budget shows the concerns and sensitivity towards common man. BJP leader Gopinath Munde said the railway budget is devoid of any vision or roadmap for the Indian railways. He alleged that the budget is more oriented towards West Bengal neglecting rest of the country.

Trade bodies including CII and FICCI have welcomed the railway budget. CII said that the announcements and emphasis on technological development, growth, safety and passenger amenities, opportunities for industry to work closely with the Railways are a positive development. Lauding the budget, FICCI has welcomed the budget’s thrust on modernization and safety aspects with the plan for commissioning anti-collision devices in three zones this year.

For the first time in the history of Indian Railways, the National Career has decided to give economic share to the investors. In an exclusive interview to our correspondent Manikant Thakur, Railway Minister  Mamta Bannerjee said that if one invests in Railway production, a share will be provided to the investor. She said that 85 requests have been received so far.  Bannerjee  said that the unique initiative will be helpful in creating infrastructure  for the socially desirable areas. Elaborating on measures taken to connect the strategically placed North-eastern states with other parts of the country, the Railway Minister said that a non-lapsable fund has been created for the purpose. She said, government has also decided to set up two railway institutions in Jammu and Kashmir to increase the employability of the youth.

The Railway Minister further said that monthly tickets "Izzat" has been made available to four lakh socially backward women at a cost of 25 rupees only. Bannerjee said that for the welfare of the poor populace living near railway tracks, ten thousand dwelling units "Sukhi Grih" will be constructed.

Economy Survey has predicted a nine per cent growth in the next fiscal and said it is poised to clock 8.6 per cent growth in this financial year. The Survey tabled in Parliament by Finance Minister  Pranab Mukherjee today expresses concern over inflation and advocates for more monetary tightening by the Reserve Bank for reducing inflationary pressures. The inflation stood at 8.23 per cent in January this year. The Survey points out that inflation could be 1.5 per cent more in future as India is on a growth path. The Survey says, despite risks of global events like volatility in commodity prices and political turmoil in the West Asia, the economy is set to grow faster and scale greater heights. It says, industrial output grew by 8.6 per cent and is concerned about the fall in factory output in the coming months. Manufacturing registered 9.1 percent growth and Exports had an impressive growth of 29.5 percent from April to December. The Survey points out that imports have also increased by 19 percent in the same period due to higher prices of crude oil and food grains. It advocates that the trade gap has narrowed to over 82 billion US dollars in the first nine months of the current fiscal and gross fiscal deficit is at 4.8 per cent which is 1.5 percent less than last fiscal. The Survey says the spending in social sector programmes has increased by five percent of the GDP over past five years. The production of food grains is estimated at over 232 million tonnes with record production of wheat. It makes a strong case for a second green revolution with technological breakthrough in agriculture sector. The Survey also brings to the fore that there is scope of further improvements in Mahatma Gandhi National Rural employment guarantee scheme for building permanent assets including infrastructure development. The Survey points out that forex reserves are estimated to be over 297 billion US dollars. This is mainly due to growth in export sector. On the reform agenda the Survey calls for better convergence of schemes to avoid duplications and leakage and to ensure that benefits reach to the targeted groups. It also advocates for urgent need to streamline land acquisition and environment clearance for infrastructure projects and huge capacity addition in this vital sector in a time bound manner. The United Nations says there are indications that thousands of demonstrators have been killed in the violent crackdown by Libyan forces.  UN High commissioner for human rights Navi Pillay described the Libyan leader's actions as a brazen and continuing breach of international law.  The violence is continuing in towns close to the capital Tripoli, where fierce fighting has killed at least 17 people. Opposition supporters are bracing for mass protests in the capital where Gaddafi's forces are still in control. They are calling for a new, concerted push to oust him from power. Meanwhile, Libyan government has given landing clearance for two Air India planes per day from tomorrow for evacuation of Indian nationals. Speaking to media persons in New Delhi today External Affairs Minister S M Krishna said two flights have been given clearance to operate by Libyan authorities for ten days.
