विश्व प्रसिद्ध आध्यात्मिक गुरू श्री सत्य साईंबाबा नहीं रहे। आंध्र प्रदेश में अनन्तपुर में पुट्टापर्थी में इसकी औपचारिक घोषणा कर दी गई है। श्री सत्य साईं इंस्टीट्यूट ऑफ हायर मेडिकल साईसेंज के निदेशक डॉ० ए० एन० सफाया ने पुट्टापर्थी में बताया कि साईंबाबा ने आज सुबह सात बजकर चालीस मिनट पर अंतिम सांसे लीं। श्री साईंबाबा को इसी अस्पताल में पिछले महीने की २८ तारीख को इलाज के लिए भर्ती कराया गया था। इस दौरान डॉक्टर उनकी सेहत को लेकर लगातार जूझते रहे।

प्रधानमंत्री ने कहा है कि देश में पंचायतीराज संस्थाओं के कामकाज को बेहतर बनाने के लिए केन्द्र, राज्यों की मदद करना चाहता है। आज नई दिल्ली में राष्ट्रीय पंचायतीराज दिवस पर एक समारोह में उन्होंने कहा कि प्रशासनिक और संवैधानिक उपायों के बावजूद, सत्ता के पूर्ण विकेन्द्रीकरण की दिशा में अभी बहुत कुछ किया जाना बाकी है।
डॉक्टर मनमोहन सिंह ने कहा कि पंचायती राज संस्थायें ग्रामीण विकास में महत्वपूर्ण योगदान दे रही हैंं।
महात्मा गांधी नेशनल रूरल इम्पलाइमेंट गारंटी प्रोग्राम और इंदिरा आवास योजना जैसी बड़ी पूर्ण भूमिका निभाती हैं। पंचायतों और उनके पदाधिकारियों की क्षमता बढ़ाना भी इस योजना का एक अहम भाग है।
प्रधानमंत्री ने कहा कि सरकार चाहती है कि इन संस्थाओं को अधिक कारगर बनाने के लिए इनकी क्षमता बढ़ाई जाये।
हम पंचायतों की क्षमताओं को बढ़ाने के उपायों पर भी विचार कर रहे हैं ताकि वह अपनी जिम्मेदारियों को ज्यादा कारगर और कुशल तरीको ंसे निभा सकें। यूपीए सरकार पंचायतों के काम में सुधार लाने के लिए राज्यों की भरपूर मदद करने पर तुली है।
डॉक्टर मनमोहन सिंह ने कहा कि पंचायतें शासन प्रक्रिया का अंग हैं। उन्होंने राज्यों की पंचायतीराज संस्थाओं में नियमित रूप से चुनाव कराने की अपील की। उन्होंने कहा कि झारखंड और जम्मू कश्मीर में स्थानीय निकाय के चुनाव में बड़ी संख्या में लोगों की भागीदारी से पता चलता है कि लोग अपने प्रशासनिक फैसले स्वयं लेना चाहते हैं।
राष्ट्रीय सलाहकार परिषद की अध्यक्ष सोनिया गांधी ने सबसे निचले स्तर पर निर्णय लेने की प्रक्रिया में महिलाओं को अधिक भागदारी देने को कहा है। श्रीमती गांधी ने पंचायती राज संस्थाओं को मजबूत बनाने पर भी जोर दिया।

प्रधानंत्री कार्यालय ने मीडिया की इन खबरों का खण्डन किया है कि डॉक्टर मनमोहन सिंह ने पाकिस्तान के सेना प्रमुख जनरल परवेज कियानी से सम्पर्क साधा है। प्रधानमंत्री के मीडिया सलाहकार हरीश खरे ने आज नई दिल्ली में कहा कि इस सम्बन्ध में मीडिया में आई खबरें गलत हैं। इन खबरों में कहा गया था कि प्रधानमंत्री ने पाकिस्तान के सेना प्रमुख के साथ दस माह पूर्व, एक गैर-सरकारी दूत के जरिए गुप्त वार्ता शुरू की थी। यह खबर ब्रिटेन के एक मशहूर अखबार में छपी खबरों पर आधारित थी।

पश्चिम बंगाल के मुख्यमंत्री बुद्धदेव भट्टाचार्य ने दावा किया है कि वाम मोर्चा अपने बेहतर प्रशासन के बूते आठवीं बार सत्ता में लौट रहा है। श्री भट्टाचार्य ने कोलकाता में कहा कि तृणमूल कांग्रेस के बक्सों में भारी मात्रा में काला धन जमा है जिसे निर्वाचन आयोग को संज्ञान में लेना चाहिए।

बिहार में ग्राम पंचायत चुनाव के दूसरे चरण में २७ हजार ९ सौ पांच पंचायत पदों के लिए वोट डाले जा रहे हैं। इस चरण में आठ सौ ९५ ग्राम पंचायतों के लिए मतदान हो रहा है। ५२ लाख ८७ हजार से भी ज्यादा मतदाता ९४ हजार सात सौ ७६ उम्मीदवारों के राजनीतिक भाग्य का फैसला करेंगे।

ओड़ीशा में मलकानगिरी जि+ले के आरकिल थाना के जंगली इलाके में आज सुबह सुरक्षाबलों के साथ मुठभेड़ में एक महिला माओवादी मारी गई। ओड़ीशा के दक्षिण-पश्चिम रैंज के डी आई जी पुलिस सोमेन्द्र प्रियदर्शी ने बताया कि माओवादियों ने डी वी एफ और एस ओ जी के जवानों पर गोलियां चलाईं, जिसके बाद जवानों द्वारा जवाबी कार्रवाई की गई। मुठभेड़ के बाद माओवादी पास के जंगलों में भाग गये। कोई सुरक्षाकर्मी घायल नहीं हुआ है।

बौद्ध धर्मगुरू करमापा रिनपोछे उरगेन थिनले दोरजी अपने प्रवचन के लिए आज लेह पहुंचे। हमारे लेह संवाददाता ने बताया है कि पारंपरिक वेशभूषा में बड़ी संख्या में लोगों ने हवाई अड्डे से लेह कस्बे तक सड़क के दोनों ओर जमा होकर धर्मगुरू का स्वागत किया।

लोकपाल विधेयक का मसौदा तैयार करने के लिए बनाई गई समिति के कुछ सदस्यों को लेकर विभिन्न पक्षों की बयानबाजी पूरे हफ्ते मीडिया में चर्चा में रही। विशेष तौर पर दो सदस्यों के बारे में एक सीडी का प्रकरण खूब उछला। सोमवार को पंजाब केसरी ने इसे सीडी पर सियासत बताया। मंगलवार को समाचारों ने इस बात को प्रमुखता दी कि भ्रष्टाचार के खिलाफ सिविल सोसायटी के आंदोलन की आलोचना की शिकायत अन्ना हजारे ने यूपीए अध्यक्ष सोनिया गांधी तक पहुंचा दी है। श्रीमती सोनिया गांधी के जवाब को बृहस्पतिवार को नई दुनिया ने सुर्खी बनाया कि वे दुष्प्रचार की राजनीति का समर्थन नहीं करतीं। सिविल सर्विसेज डे के मौके पर प्रधानमंत्री की यह घोषणा कि सरकार भ्रष्टाचार से शक्ति से निपटेगी और मानसून सत्र में पेश होगा लोकपाल विधेयक, शुक्रवार को अखबारों की बड़ी खबर थी। शनिवार को नई दुनिया ने समिति के अध्यक्ष प्रणब मुखर्जी का यह बयान प्रकाशित किया कि विवादों का समिति के कामकाज पर असर नहीं पड़ेगा और दोनों पक्ष मिलकर एक मजबूत विधेयक का मसौदा तैयार करेंगे।
कुछ दिन पहले राष्ट्रीय सहारा का कहना था कि भ्रष्टाचार से अरबपति बनने वाले नेताओं, अफसरों और उद्योगपतियों की जान सांसत में है। अन्ना की आवाज ने लोकतंत्र की आंच को सुलगा दिया है अब यह कितनी भड़कती है यह देखना देश की जिम्मेदारी है।

समुद्री डकैती से जुड़ी मानवीय और आर्थिक समस्याओं पर विचार करने के लिए सोमवार को दुबई में ५० देशों की सरकारों और उद्योगजगत के प्रतिनिधियों की दुबई में बैठक हुई। डकैती की इन घटनाओं का बंधकों और उनके परिवारों पर भी असर पड़ता है। इस बीच संयुक्त राष्ट्र की ओर से सोमालिया के समुद्री डाकुओं के खिलाफ मिलकर कार्रवाई करने की पहल जो सामने आई है उसका कुल मिलाकर विश्व समुदाय ने और खासतौर पर इस क्षेत्र के देशों ने स्वागत किया है। मालिक कंपनी द्वारा फिरौती देने के बावजूद कुछ भारतीय नाविकों को न छोड़ने की हाल की घटना के संदर्भ में आज विदेश राज्य मंत्री परनीत कौर का बयान आकाशवाणी के समाचारों में भी था कि समुद्री डाकुओं की समस्या से निपटने के लिए विश्वव्यापी सहयोग की आवश्यकता है क्योंकि अब यह डाकू सोमालिया के आसपास समुद्र में कई मील दूर तक हमले करने लगे हैं।
इस बार भी मानसून सामान्य रहने की सूचना का न केवल किसानों ने बल्कि समूचे अर्थजगत ने एक खुशखबरी के रूप में स्वागत किया है। नवभारत टाइम्स ने बुधवार को सावन के मजे के साथ-साथ महंगाई की आग ठंडी होने की आस का भी जिक्र किया। हिन्दुस्तान का कहना था कि बरखा बहार लाएगी खुशियों की बौछार। लेकिन इक्नॉमिक टाइम्स ने बताया कि मानसून अच्छा रहने का मतलब ये कतई नहीं कि खाने पीने के दाम गिरेंगे। पत्र का कहना है कि बाजार और कंज्यूमर सेंटीमेंट पर भी इसका कोई असर नहीं पड़ता जिसकी मिसाल २००९-२०१० का साल रहा जब खराब मानसून के बावजूद सेंसेक्स में तेजी आई। राष्ट्रीय सहारा ने बृहस्पतिवार को एक अलग सवाल उठाया कि रबी की रिकॉर्ड तोड़ उपज के बावजूद गरीबों को अनाज न मिलना सार्वजनिक वितरण प्रणाली की नाकामी की तरफ इशारा करता है।
यमुना बचाओ आंदोलन के तहत जंतर-मंतर पर धरने पर बैठे संत और किसान तस्वीरों के साथ अखबारों में आए, उन्होंने यमुना नदी को बचाने के लिए प्रधानमंत्री और राष्ट्रपति से भी गुहार की है। दैनिक जागरण के अनुसार उनके समर्थन में युवाओं और महिलाओं के कई संगठन भी आवाज उठाने लगे हैं। अमर उजाला ने लिखा है कि आंदोलन के आठवें दिन संतों और किसानों के प्रतिनिधिमंडल ने यमुना का दौरा करने के बाद अपनी यह मांग फिर उठाई है कि यमुना नदी में गदे नालों का पानी गिराना बंद किया जाए और यमनोत्री से स्वच्छ जल नदी में छोड़ा जाए। १४ अप्रैल से शुरू हुआ यह आंदोलन अलग-अलग सुर्खियों से अखबारों में उठाया जा रहा है।

Popular Spiritual leader Satya Sai Baba is no more. A formal announcement on the passing away of Sai Baba was made at Puttaparthi in Ananthapur district of Andhra Pradesh by Dr A N Safaya Director of Sri Satya Sai Institute of Higher Medical Sciences. He told a crowded news conference that Sai Baba breathed his last at 7.40 this morning of cardio respiratory failure.
Baba had been ailing at the super speciality hospital at Puttaparthi since the 28th of last month with multi-organ disfunctioning. Satya Sai Baba’s body will be kept at Sai Kulwanth hall at Prashanthi Nilayam from 6 this evening till Tuesday for his devotees and the general public to pay their last respects to the spiritual leader. Saibaba’s last rites will be performed on Wednesday. Political leaders across party lines are reaching Puttaparthi while thousands of Sai Baba’s devotees are thronging the pilgrim town. Puttaparthy the town which sustained divinity due to the blessings and philanthropic work of Sai baba is in a state of mourning. Devotees of the baba are thronging saibaba temples everywhere. Small groups of devotees are also seen in front of Hospital where Baba was treated since last 27 days. There is tight security everywhere in the temple town. Dignitaries from various parts of the world are said to descending in Puttasparthy to pay their last respects to the spiritual leader who has left a legacy that will remain eternal and inspire all to lead a life based on values. Saibaba was instrumental in starting educational institutions, hospitals and rehabilitation homes benefiting poor and needy in rural and urban areas. The Vice-President Mohd. Hamid Ansari and the Prime Minister Dr. Manmohan Singh have expressed their condolence over the death Saibaba. Mr. Ansari in his message said that the Baba, a preacher of the highest Human values was an iconic figure for over five decades. Dr. Manmohan Singh said the nation deeply mourns his passing away. He said that the Baba believed that it was the duty of every person to ensure that all people have access to the basic requirements for sustenance of life. Congress President Sonia Gandhi and Senior BJP leader L.K. Advani have also expressed grief over the death of Sai Baba. Union Minister Vilas Rao Deshmukh and the Punjab Governor Shivraj Patil are among those who have expressed condolence saying Baba's passing away is an irreparable loss to all. Saibaba was a popular Indian Spiritual guru with over 10 crore followers from over 175 countries across the world. Born as Sathyanarayana Raju on 23 November 1926 in a poor agrarian family in a tiny village called Puttaparthi in the drought-stricken Ananathapur District, he declared him self as a reincarnation of great spiritual guru Sai Baba of Shirdi at his 14 years of age. Sathya Sai Baba advocated the path of spirituality to one and all. Preaching for five basic values-love, compassion, truth, peace and non violence he soon became a popular spiritual figure and educator. The Prime Minister today asserted that centre is keen to help the states to improve the working of the Panchayati institutions across the country. Addressing a function to mark the National Panchayati day in New Delhi , he said despite the administrative and constitutional measures, there is still a long way to go for full decentralization of powers to these institutions.
Dr. Singh said that past experience should guide us to take the process forward and make it more people centric. He said Panchayati Raj institutions are significantly contributing in rural development, particularly in the implementation of Mahatama Ghandhi NREGA and Indira Awas Yojna. He said government is to enhance the capacity of these institutions so as to make their working more effective.
Dr. Singh said these panchyats have become the part of governance process and called for regular election of these institutions in the states. He said that participation of people in local body elections in Jharkhand and Jammu and Kashmir in large numbers show that people exercise their right of franchise and they want to take administrative decisions themselves. Speaking on the occasion the NAC Chairperson Ms. Sonia Gandhi called for giving women a greater role in the decision making process at the grass root level. She strongly advocated for regular meetings of Panchayati Institutions to resolve the day to day problems of people. Prime Minister's Office has termed as false the media reports that the Prime Minister Dr. Manmohan Singh contacted Pakistan Army chief Gen Parvez Kayani. PM's Media Adviser Harish Khare said this in New Delhi today. In West Bengal, campaigning for the third phase of Assembly elections in the state has reached its peak. The West Bengal Chief Minister Buddhadeb Bhattacharya today said that the Left Front is seeking 8th term in office on the basis of good governance. Addressing the media in Kolkata, he said, the Left Front has presented an agenda before the people with focus on agricultural development, industrialization and improved Public Distribution System with rice at two rupees per kg for the poor. In Bihar one person was killed and four- sustained injuries during a clash between supporters of two contesting candidates at East Patahi panchayat in naxal infested East Chaparan district of the state last night. The incident occurred when supporters of candidates fired indiscriminately at each other at village Nanhkar under Patahi Police station of Motihari. AIR Patna correspondent reports that amid sporadic violence polling is underway for the second phase of panchayat elections in 895 gram panchayats in the state today. There is a report of clash between supporters of two candidates in Samastipur. A cane bomb was recovered in Gaya district. In Paliganj area of Patna district polling was cancelled at two booths due to wrong ballot papers. The elections is being held today for 27 thousand nine hundred five posts of panchayats. The polling began at 7 am and will end at 5 this afternoon. In naxal affected areas, polling will be held up to 3 pm only.

In Jammu and Kashmir, two Lashkar-e-Toiba militants were killed in a fierce encounter with security forces in Banihal area of Ramban district in the wee hours today. Our correspondent reports that acting on specific information about the presence of militants in Akhran area of Banihal, Army, Police and CRPF launched a joint operations to track down the militants.
Finding themselves trapped , the militants who were hiding in Dhanpi Nallah in Banihal area, started firing indiscriminately on the troops, forcing the troops to return the fire effectively. In the gun fight between two sides , two militants got killed who have been identified as Aijaz Ahmed alias Abu Musa and Farooq C alias Zulkarnaian . The killing of these two hardcore militants is considered a major success for security forces and a big blow to militant outfit in the Ramban and Doda area. Abu Musa , the Divisional Commander of Lashkar, who was active since 2002, was the most wanted militant and was involved in various militant activities including killing of some innocent persons in Ramban and Doda belt. In Odisha, one women Maoist has been killed in a brief gun battle between security forces and the rebels near a forest area in Malkangiri district this morning. The gun fight took place near Tentulipadar under Orkel police station when a police party, comprising personnel of the district volunteer force and special operations group, came face to face with a group of rebels.

Libya says its army has halted military operations against rebels in the town of Misrata. The Libyan Deputy Foreign Minister, Mr. Khaled Kaim, said troops had not withdrawn from the town but were giving local tribal leaders an opportunity to negotiate with the rebels. Despite his statement, there were reports of rocket explosions and automatic gunfire in Misrata early today. NATO warplanes bombed several military and civilian targets in Tripoli last night resulting in casualties. Report says, three loud explosions were heard near the Women's Military Academy in downtown Tripoli after NATO fighter jets flew over the capital.

In Afghanistan, a NATO helicopter crashed in Alah Say district of Kapisa province yesterday killing one crew member and injuring another. A NATO statement said today that the cause of crash is unknown and is under investigation but a Taliban spokesman said they shot down the helicopter. NATO said they came under enemy fire when they arrived at the crash site. It said the two crew members were recovered by coalition forces but one died at the scene from injuries received in the crash. Aircraft recovery operations and heavy fighting continue in the area.

Easter Sunday, one of the holiest festivals of Christians, is being celebrated across the globe with enthusiasm. Easter commemorates the Resurrection of Jesus after his Crucifixion. In India it is celebrated with religious fervor. Union Commerce and Industry Minister Anand Sharma today called on the Bangladesh Prime Minister Sheikh Hasina in Dhaka. The two leaders discussed various bilateral issues related to trade and economic relations. Mr. Anand Sharma has left for Delhi on the conclusion of his two day visit to Bangladesh.
During his stay in Dhaka, he met his Bangladeshi counterpart Faruk Khan and also held delegation-level talks.
