विश्व प्रसिद्ध आध्यात्मिक गुरू श्री सत्य साईंबाबा का आज सवेरे देहावसान हो गया है। श्री सत्य साईं इंस्टीट्यूट ऑफ हायर मेडिकल साईसेंज के निदेशक डॉ0 ए0 एन0 सफाया ने पुट्टापर्थी में बताया कि साईंबाबा ने आज सुबह सात बजकर चालीस मिनट पर अंतिम सांस लीं। श्री साईंबाबा को इसी अस्पताल में पिछली 28 मार्च को इलाज के लिए भर्ती कराया गया था।
सांई बाबा का जन्म 23 नवंबर 1926 को आंध्र प्रदेश के अनंतपुर जिले में पुट्टापर्थी गांव में एक सामान्य परिवार में हुआ था। बचपन में इनका नाम सत्य नारायण राजू था। हमारे संवाददाता ने खबर दी है कि करोड़ों श्रद्धालुओं में साईं नाथ के नाम से लोकप्रिय सत्य साईं बाबा को अंतिम श्रद्धांजलि अर्पित करने के लिए उनके पार्थिव शरीर को प्रशांति निलय में साईं कुलवंत हॉल में रखा गया है।

पुट्टापर्थी के प्रशांति निलयन में जहां साई बाबा के पार्थिक शरीर को जनता के दर्शानार्थ रखा गया है। वहां आसपास हजारों की संख्या में श्रृद्धालुओं की भीड़ उमड़ रही है। सुरक्षा व्यवस्था के तैनात करीब 7 हजार पुलिस कर्मियों को भीड़ को नियंत्रित करने में काफी मशक्कत करनी पड़ रही है, जिस कुलवंत हाल में सांई बाबा की देह रखी गई है, वहां की व्यवस्था आश्रम के कर्मचारी संभाल रहे हैं। कस्बे के सभी प्रवेश द्वारों पर पुलिस ने नाकाबंदी कर रखी है और कस्बे के सारे बाजार बंद है। श्रद्धालुओं की सुविधा के लिए पूरे कस्बे में बड़े बड़े स्क्रीन लगाये गये हैं जहां कुलवंत हाल की गतिविधियों का सीधा प्रसारण किया जा रहा है। महिलाएं, बच्चे और बुजुर्ग सांई राम सांई राम का जप करते हुए अश्रुपूरित आंखों से अपनी बारी का इंतजार डटकर कर रहे हैं। बुधवार को उनका अंतिम संस्कार पूरे राजकीयसम्मान के साथ किया जाएगा।

प्रधानमंत्री ने प्रशासन में जनता की प्रभावी भागीदारी के लिए ग्रामसभाओं को मजबूत करने पर जोर दिया है। आज नई दिल्ली में राष्ट्रीय पंचायत दिवस के अवसर पर आयोजित समारोह में डॉक्टर मनमोहन सिंह ने कहा कि सरकार, पंचायतों को अधिक मजबूत बनाने पर विचार कर रही है ताकि वे अपनी जिम्मेदारियां प्रभावी रूप से निभा सकें।
महात्मा गांधी नेशनल रूरल इम्पलाइमेंट गारंटी प्रोग्राम और इंदिरा आवास योजना जैसी बड़ी योजनाएं लागू करने में भी पंचायतें एक महत्वपूर्ण भूमिका निभाती है। पंचायतों को उनके पदाधिकारियों की क्षमता बढ़ाना भी इस योजना का एक अहम भाग है।

प्रधानमंत्री ने कहा कि पंचायतों का कामकाज सुचारू रूप से चलाने के लिए इनके चुनाव समय पर कराना जरूरी है। उन्होंने कहा कि स्व प्रशासन की अवधारणा को हालांकि कानूनी मान्यता प्राप्त है लेकिन विकेन्द्रीकरण की दिशा में अभी बहुत कुछ किया जाना बाकी है। उन्होंने कहा कि 1993 में पंचायती राज के बारे में 73वें संविधान संशोधन से राजीनतिक अधिकारों का विकेन्द्रीकरण किया गया और पंचायतों को अधिक अधिकार दिये गये।
डॉक्टर मनमोहन सिंह कहा कि सोशल आडिट के कारण सरकारी योजनाओं को लागू करने में पारदर्शिता आई है।
यूपीए अध्यक्ष सोनिया गांधी ने समारोह में कहा कि ग्रामसभाओं को सभी योजनाओं के सोशल आडिट का अधिकार होना चाहिए और मनरेगा की निगरानी में उनकी विशेष भूमिका होनी चाहिए। उन्होंने कहा कि पंचायती राज प्रणाली को सशक्त करने के विभिन्न विकल्पों पर विचार करने की जरूरत है।

पंचायतराज एक ऐसा औजार है जिसके जरिए लोग अपने सामाजिक, आर्थिक विकास की योजना बना सकते हैं। इन कार्यक्रमों का पूरा लाभ सभी लोगों को तभी मिल सकेगा जब पंचायतराज संस्थाएं मजबूत और सक्षम होंगी।

श्रीमती गांधी ने कहा कि ग्रामसभाओं की बैठकें नियमित रुप से होनी चाहिए और महिलाओं तथा वंचित वर्गों को अपने विचार रखने के लिए इनमें भाग लेना चाहिए। इससे पहले प्रधानमंत्री ने सात राज्यों को उनके उल्लेखनीय योगदान के लिए पंचायत-गौरव ग्राम सभा पुरस्कार प्रदान किए।

राष्ट्रपति प्रतिभा देवी सिंह पाटिल ने कहा है कि भारत और मारीशस हिंद महासागर में समुद्री डाकुओं से निपटने के लिए मिलकर काम करेंगे। मारीशस जाते हुए एअर इंडिया के एक विशेष विमान पर संवाददाताओं से बातचीत में उन्होंने कहा कि भारत, मारीशस सरकार को एक आतंकवाद विरोधी सेल बनाने में मदद करेगा। उन्होंने कहा कि भारत और मारीशस के बीच साझेदारी काफी व्यापक और बहुआयामी है और इसकी विविधता से पता चलता है कि इससे दोनों देशों को फायदा हो रहा है। श्रीमती पाटिल ने कहा कि मारीशस के नेताओं के साथ उनकी बातचीत में परस्पर हितों के आपसी, क्षेत्रीय और अंतर्राष्ट्रीय मुद्दों पर चर्चा होगी। भारत और अफ्रीका के संबंधों को ऐतिहासिक और मजबूत बताते हुए राष्ट्रपति ने कहा कि भारत ने अफ्रीका के देशों के साथ व्यापक स्तर तक विचार-विमर्श करने के लिए भारत-अफ्रीका फोरम शिखर सम्मेलन की शुरुआत की।

आज शाम को पोर्टल्यूइस शिवसागर रामगुलाम हवाई अड़डे पर राष्ट्रपति प्रतिभा देवी सिंह पाटिल का विमान जब उतरा तो इस बात की याद दिला गया कि भारत और मारीशस के बीच रिश्तो की जड़े गहरी है। पोर्टल्यूइस पहुंचने से पहले राष्ट्रपति ने भी इस बात को दोहराया कि भारत और मॉरीशस एक दूसरे के अभिन मित्र है और उनकी इस यात्रा से दोनों देशों के संबंध और प्रगाढ़ होंगे।

पश्चिम बंगाल में विधानसभा चुनाव के तीसरे चरण का प्रचार चरम पर पहुंच गया है। इस चरण में बुधवार को कोलकाता सहित उत्तर और दक्षिण-24 परगाना जिलों के 75 निर्वाचन क्षेत्रों में वोट पड़ेंगे। विभिन्न दलों के चार सौ 80 उम्मीदवार चुनाव मैदान में हैं। हमारे संवाददाता ने खबर दी है कि कांग्रेस, वाममोर्चा और तृणमूल कांग्रेस के नेताओं ने इन क्षेत्रों का तूफानी दौरा किया।

जहां सुबह के वक्त प्रत्याशियों ने मतदाताओं से सीधा संपर्क साधा वहीं दोपहर राजनैतिक रैलियों के नाम रहा जबकि आम जनसभाओं का दौर फिलहाल जारी है, जहां एक ओर प्रणव मुखर्जी, ममता बैनर्जी और बुद्धदेवभट्टाचार्य अपनी-अपनी पार्टियों के स्टार प्रचारक थे। वहीं सीपीआईएम से निष्कासित पूर्व लोकसभा अध्यक्ष ने व्यक्तिगत तौर पर वामनेता और मंत्री गौतम देव के साथ मंचासीन हुए। बंगाल के चुनावी इतिहास में मुकाबला शायद ही कभी पहले इतना करीबी और रोचक रहा हो।

केन्द्र ने पश्चिम बंगाल सरकार पर राज्य के लोगों के कल्याण के लिए दी गई राशि का उपयोग नहीं करने का आरोप लगाया है। वित्तमंत्री प्रणब मुखर्जी ने दक्षिण-24 परगना में एक चुनाव रैली में कहा कि राज्य सरकार, विभिन्न विकास परियोजनओं के लिए दी गयी दस अरब रुपये की राशि खर्च करने में विफल रही है।

बिहार में पंचायत चुनाव के दूसरे चरण में आज 59 प्रतिशत मतदान होने का अनुमान है। चुनाव के दौरान हुई हिंसा में एक व्यक्ति मारा गया और चार घायल हो गए। घटना आज तीसरे पहर मधुबनी जिले के लदानिया प्रखंड में हुई, जब उम्मीदवारों के समर्थकों ने एक दूसरे पर अंधाधुंध गोलियां चलाई। इस सिलसिले में तीन लोगों को गिरतार किया गया है। हमारे संवाददाता ने खबर दी है कि मतदान के दौरान गड़बड़ी पर काबू पाने के लिए पुलिस को मुंगेर के नयागांव और शिवहर के पितृाही में गोली चलानी पड़ी।

मतपत्रों में गड़बड़ी के कारण 6 मतदान केन्द्रों पर आज मतदान स्थगित कर दिया गया। राज्य निर्वाचन आयोग ने मतदान के दौरान लापरवाही बरतने के आरोप में बांका के एसडीपीओ को हटाने का निर्देश दिया है। नवादा जिला परिषद के पूर्व अध्यक्ष समेत 800 से अधिक लोगों को मतदान प्रक्रिया में गड़बड़ी फैलाने के चलते गिरफतार किया गया, गिरफ्‌तार किये गये लोगों के पास से लगभग 80 हजार रुपये भी बरामद किये गये।

लीबिया में पश्चिमी शहर मिसराता में भीषण लड़ाई जारी है। इससे पहले लीबिया सरकार ने आज कहा कि उसने विद्रोहियों के खिलाफ लड़ाई रोक दी है ताकि स्थानीय जनजातीय लोग इस बढ़ते संघर्ष का कोई हल निकाल सकें। लड़ाई रूकने की विरोधाभासी खबरों के बीच मीडिया ने बताया है कि लीबिया के तीसरे बड़े शहर मिसराता में विस्फोटों और तोपों की आवाज सुनी गई। स्थानीय निवासियों और डॉक्टरों ने कल के दिन को पिछले कई हतों में सबसे ज्यादा खूनखराबे वाला दिन बताया है। देश के पश्चिम में विद्रोहियों के ठिकाने के आसपास कम से कम 25 लोग मारे गए और 71 घायल हुए।

केन्द्रीय वाणिज्य और उद्योग मंत्री आनंद शर्मा ने आज ढाका में बंगलादेश की प्रधानमंत्री शेख हसीना से मुलाकात की। इस बैठक के दौरान शेख हसीना ने कहा कि उनकी सरकार दक्षिण एशियाई क्षेत्र से गरीबी दूर करने के लिए पड़ोसी देशों के साथ मिलकर काम करना चाहती है। दोनों नेताओं ने दोनों देशों के बीच व्यापार और आर्थिक संबंधों से जुड़े विभिन्न मुद्दों पर चर्चा की।

बौद्ध धर्मगुरू करमापा रिनपोछे उरगेन थिनले दोरजी अपने प्रवचन के लिए आज लेह पहुंचे। उनका कार्यक्रम चार दिनों का है। हमारे संवाददाता ने बताया है कि पारंपरिक वेशभूषा में बड़ी संख्या में लोगों ने हवाई अड्डे से लेह कस्बे तक सड़क के दोनों ओर जमा होकर धर्मगुरू का स्वागत किया।

सुबह से लद्दाख के कोने-कोने से पहुंचे हजारों लोग सड़कों के किनारे करमापा की एक झलक पाने को बेताब थे। लेह एयरपोर्ट से चौखम विहारा तक करीब 4 किलोमीटर की दूरी में लोग चप्पे-चप्पे पर खड़े नजर आए, चाहे बच्चे हो बूढ़े हो, या जवान हर कोई पारम्परिक लद्दाखी परिधान में सजधज कर हाथों में गुलदस्ता और अगरबत्ती लिये। करमापा के दर्शन करने और उनसे आर्शीवाद पाने को पलके बिछाये खड़ा था। इतना ही नहीं पूरा पूरा लेह पारम्परिक झंडों से पटा पड़ा था। हर तरफ पारम्परिक ढोल नगाड़ों और वाद्य यंत्रों की गूज थी।

भारत के मुक्केबाज परमजीत समोटा और शिव थापा ने बेलग्रेड में अंतरराष्ट्रीय मुक्केबाजी टूर्नामेंट में स्वर्ण पदक हासिल किये हैं। दिल्ली राष्ट्रमंडल खेलों के स्वर्ण पदक विजेता समोटा ने 91 किलोग्राम से अधिक के वर्ग में बोसनिया के मार्सेटा माने को पराजित किया। 56 किलोग्राम वर्ग के फाइनल में 17 वर्षीय शिव थापा ने बुल्गारिया के डेलाकलाइव डेटेलिन को हराया। थापा का किसी सीनियर अंतरराष्ट्रीय टूर्नामेंट में यह पहला स्वर्ण पदक है।

The mortal remains of Satya sai Baba, known as Sainath to millions of devotees, have been placed in Sai Kulwant Hall in Prashanthi Nilaya for devotees to pay their last respects to the departed soul. Sai Baba breathed his last at 7.40 this morning due to cardio-respiratory failure. Chief Minister of Andhra Pradesh Kiran Kumar Reddy and Governor E L S Narasimhan, Chief Minister of Karnataka, B S Yeddyurappa, BJP National President Nitin Gadkari and Council of Ministers from all over the country paid their respects to the spiritual leader. Thousands, including disabled, old and children, are standing for their turn to pay a visit to their departed guru. Arrangement has been made for devotees to pay their obeisance for the next two days amidst tight police security. Sai Baba's mortal remains will be buried with all state honours on Wednesday.

Satya Sai Baba was born into an ordinary family as Satyanarayana Raju in the sleepy Puttaparthi village in Anantapur district of Andhra Pradesh, on November 23rd, 1926. It was at the age of 14 that he declared himself as the reincarnation of Sai Baba of Shirdi. His divine preaching apart, Satya Sai Baba pioneered many social service activities beginning with a tiny general hospital at Puttaparthi which has now transformed into a 220-bedded super-speciality hospital. He also completed large water supply projects in scarcity hit areas of Andhra Pradesh, Tamil Nadu and Maharashtra.

The President Mrs. Pratibha Devisingh Patil, the Vice President Mohd. Hamid Ansari and the Prime Minister Dr. Manmohan Singh have condoled the death of Sri Satya Saibaba. Mr. Ansari in his message, said that the Baba, a preacher of the highest Human values was an iconic figure for over five decades. Dr. Manmohan Singh said, the Baba believed that it was the duty of every person to ensure that all people have access to the basic requirements for sustenance of life.

Congress President Sonia Gandhi, Senior BJP leader L.K. Advani, Lok Sabha Speaker Meira Kumar Union Ministers, State Governors, and State Chief Ministers, have condoled the death of Satya Sai Baba and recorded his contribution to the mankind.

The Prime Minister Dr. Manmohan Singh today emphasized the need to strengthen Gram Sabhas for effective participation of people in governance. Addressing a function on National Panchayat Diwas in New Delhi, Dr.Singh said, the government was considering increasing the capacity of Panchayats so that they can discharge their responsibilities effectively. Noting that timely elections to Panchayats were necessary for their effective functioning, the Prime Minister said that 70 to 80 per cent turnout in the Panchayat elections in Jammu and Kashmir and Jharkhand reflects that people now want to decide their future themselves.

Addressing the function, UPA Chairperson Sonia Gandhi said, the Gram Sabhas should have power for social audit of all schemes and it has a special role in the monitoring of MNREGS.

PM's Media Adviser Harish Khare said this in New Delhi today. Earlier Media reports said that the Prime Minister had initiated secret talks with Pak Army Chief, ten months ago through an unofficial envoy. The Centre today alleged that the West Bengal Government is not utilising the funds meant for the welfare of the people of the State. Addressing a rally in South 24 Pargana District for the third phase of polls sheduled for Wednesday, Finance Minister Pranab Mukherjee said, the State Government has failed to spend 1000 crore rupees Central grant for various developmental projects. He said, the tempest of change which started in North Bengal, will turn into Cyclone Laila in South Bengal and will uproot the Left-Front government.
On the other hand, State Chief Minister Buddhadeb Bhattacharya said, the Left Front is seeking continuous 8th term on the basis of good governance. Addressing the media in Kolkata, he said, the Left Front has presented an agenda before the people with focus on agricultural development, industrialization and improved Public Distribution System with rice at two rupees per kg for the poor. Trinamool Congress Chief Mamta Banerji has asked her supporters not to get provoked by what she termed baseless charges by the Left Front leaders. Addressing a public meeting at Garia in South 24 Pargana, she asked the people to rise to the occassion and vote for change. In West Bengal, a day ahead of the end of campaigning, most of the important leaders of Trinamool Congress, Left Front and Congress criss-crossed the constituencies in three districts of Kolkata, North and South 24 Parganas. If morning session is marked by door-to-door campaign, michil or political rally dominates the day, while public meetings after sunset are still on. Pranab Mukherji, Mamta Banerjee and Buddhadeb Bhattacharya are star campaigners, besides the candidates rooting for other popular leaders for local meetings. Even former Lok Sabha Speaker and expelled CPIM leader Somnath Chatterji shared dias with Housing Minister Gautam Deb in his individual capacity. Electoral contest in West Bengal were never so close before.

In Bihar, one person was killed and four sustained injuries during the second phase of panchayat elections in the state. The incident occurred when supporters of candidates fired indiscriminately on each other at Ladania block in Madhubani district this afternoon. Three persons have been arrested in this connection. An estimated 59 percent voting was recorded today. Our correspondent reports that the polling percentage is likely to increase as reports from remote areas are yet to come in.

President Pratibha Devisingh Patil has said, India and Mauritius would join hands to combat piracy in the Indian Ocean. Speaking to reporters on-board the special Air India aircraft on her way to Mauritius, she said, India will help the Mauritian government in setting up an anti-terrorism cell.

The President who arrived in the Mauritius capital Port Louis this evening, was accorded a red carpet welcome and was received by Prime Minister of Mauritius Naveen Ramgoolam was accompanied by his wife. Our correspondent reports, during her stay, the President will address the National Assembly and hold wide-ranging discussions with the island nation's political leaders.

Lauding Mauritius role for extending support to India on global issues, the President said the island nation, consistently supported India's candidature for a permanent membership in an expanded United Nations Security Council. Mrs Patil said India and Mauritius will jointly fight the menace of international terrorism. During her stay, Mrs Patil will address the National Assembly and hold wide-ranging discussions with the island nation's top leadership. In her meetings with her counterpart Sir Anerood Jugnauth and Prime Minister Navindchandra Ramgoolam, President Patil will discuss a number of bilateral, regional and international issues that concern both the nations.

Union Commerce and Industry Minister Anand Sharma today called on the Bangladesh Prime Minister Sheikh Hasina in Dhaka. During the meeting, Sheikh Hasina said that her government wants to continue its effort along with other neighbouring countries to alleviate poverty from the South Asian region. The two leaders discussed various bilateral issues related to trade and economic relations between the two countries. Later, Mr. Sharma left for Delhi on the conclusion of his two day visit to Bangladesh.

Earlier, Mr.Anand Sharma met his Bangladeshi counterpart Mr.Faruk Khan and also held delegation-level talks. He also held discussions with the Bangladesh Food and Disaster Management Minister Dr.Abdur Razzaque and Foreign Minister Dr.Dipu Moni. Mr. Anand Sharma stressed the need for further strengthening economic relations between the two countries.

In Jammu and Kashmir, the Army troops today foiled an infiltration bid along the Line of Control and pushed back a group of terrorists in Poonch district. A senior Army officer said in Poonch, during a routine patrol, troops found that a group of ultras carrying torches had entered into the Indian territory in Durga post forward belt in the early hours. Later, the ultras escaped back to the Pakistani side after they came under fire.

The Central Bureau of Investigation is likely to file supplementary chargesheet in the multi-crore 2G Spectrum scam tomorrow. The charge sheet will be filed in a court of Special CBI Judge O P Saini. CBI sources said that the chargesheet will focus on the kick backs in the allotment of Spectrum licences. The investigating Agency had filed the first charge sheet in the case on 2nd of this month, naming former Telecom Minister A Raja and several other top business executives in it.

Fierce fighting raged in the western besieged town of Misurata even as the Libyan regime today said it had suspended operations against rebels in a bid to allow the local tribes to resolve the deepening conflict. Amid conflicting reports over the halt to operations, media reports said, explosions and gunfire were heard from Misurata, Libya's third largest city.

The Human rights groups have expressed fears that more than 1,000 people have been killed in the fighting there amid looming humanitarian crisis in the port city.

In Yemen, defiant protesters camped out in Yemen's capital and second city of Taiz have demanded President Ali Abdullah Saleh step down immediately, even after his ruling party accepted a 30-day exit plan. A report from our West Asia Correspondent:

Protesters, who have taken to the streets for months have said that they would not stop street demonstrations until President Saleh leaves office once and for all. The decision of protestors has come after President Saleh accepted a GCC plan under which Mr. Saleh would submit his resignation to parliament within 30 days, after forming a national unity government and handing power to his deputy. A presidential vote would be held within two months. The gulf initiative will also grant Saleh and his family, immunity from prosecution.Meanwhile, the Common Forum parliamentary opposition, which has accepted the proposal, has said it would not take part in a government formed under Saleh, indicating he should hand power before the cabinet is sworn in.

In Pakistan, five persons including the Chief of Salarzai Qaumi Lashkar have been killed and eight others injured in a suicide attack in Salarzai Tehsil of Bajour Agency. According to official sources the incident took place when the Lashkar convoy was returning after visiting the check posts and meeting volunteers.

Easter Sunday, one of the holiest festivals of Christians, is being celebrated across the globe with enthusiasm. Easter commemorates the Resurrection of Jesus after his Crucifixion. In India, it is celebrated with religious fervour. In Nagaland, since the crack of dawn, believers irrespective of denominations, thronged the historic War Cemetery to take part in the Easter sunrise service.

Pope Benedict the XVI celebrated the Easter Mass in St Peter's Square, packed with about one lakh pilgrims and tourists while choir voices rang out across the cobblestone square in late morning. Thousands of people streamed up the boulevard leading from the Tiber to the Vatican, to hear the pontiff deliver the traditional message.
