क्या सच में भारतीय जनता पार्टी जीत पाएगी लोकसभा चुनाव?

लोक सभा चुनाव का बिगुल बज चुका है। और इस बार भारतीय जनता पार्टी अपनी जीत को लिए लेकर काफी उम्मीद लगाए हुए है। इस पार्टी की ओर से जीते के दावे भी किए जा रहे हैं।

ज्योतिषशास्त्र से भारतीय जनता पार्टी के दावे और लोकसभा चुनाव में इनकी स्थिति का आंकलन करने से ज्ञात होता है कि इस समय वास्तव में भारतीय जनता पार्टी का पलड़ा भारी है। �

भाजपा का उदय 6 अप्रैल 1980 को दोपहर 11.45 बजे� पर मूलसंज्ञक ज्येष्ठा नक्षत्र, अभिजित मुहूर्त, मिथुन लग्न और दुर्वासा द्रेष्काण में हुआ। भाजपा की मिथुन लग्न की कुंडली में लग्न से तीसरे पराक्रम भाव में मंगल, बृहस्पति, शनि एवं राहू, छठें शत्रुभाव में चन्द्रमा, नवम भाग्यभाव में बुध और केतु, दशम कर्मभाव में सूर्य तथा बारहवें हानिभाव में शुक्र बैठे हैं।

कुंडली में सौ से ज्यादा शुभा-शुभ योग बने हैं। इनमें सर्वाधिक प्रभावशाली एवं त्वरित परिणाम देनेवाला 'चतुर्ग्रही' योग का पराक्रम भाव में बनना तो इस पार्टी के लिए वरदान की तरह है इस भाव में एक साथ मंगल, शनि, राहू का होना बहुत ही शुभ फल देने वाला है।

कुंडली का सर्वोच्च योग पराक्रमेश सूर्य का दशम में बैठना और उन पर मंगल की शुभ दृष्टि का होना भी है इनके लिए शुभ है। अप्रैल 2012 से अप्रैल 2018 तक के मध्य भाजपा पर सूर्य की महादशा भी चलती रहेगी।

इसमें भी 18 जून 2013 से 13 मई 2014 तक के मध्य सूर्य की महादशा में राहू की अंतरदशा चल रही है। राहू महादशा स्वामी सूर्य से छठे यानी शत्रु भाव में बैठकर शत्रुहंता तथा सर्वारिष्ट शमन योग बनाए हुए है।

इस अवधि में कोई भी षड्यंत्र इस पार्टी का नुकसान नहीं कर सकता। 13 मई 2014 से 01 मार्च 2015 के बीच सूर्य की महादशा में बृहस्पति की अंतर्दशा आरम्भ हो चुकी होगी।

सूर्य-गुरु ने परस्पर अन्योन्याश्रित योग बनाया हुआ है साथ ही 19 जून तक गुरु लग्नराशि मिथुन में ही संचार करेंगें इसलिए यह समय भारतीय जनता पार्टी के लिए बहुत शुभ और अनुकूल रहेगा।

एक आदमी जिसने किया 225 करोड़ का दान

एक पढ़े-लिखे आदमी ने 225 करोड़ का दान कर दिया है। एक व्यक्ति के तौर पर किया गया, यह एक बड़ा दान है।

बेंगलुरू स्थित सूचना प्रौद्योगिकी कंपनी इंफोसिस के सहसंस्‍थापक कृष गोपालकृष्‍णन ने 225 करोड़ रुपए का दान एक संस्‍था को किया है।

गोपालकृष्‍णन ने 225 करोड़ का दान सेंटर फॉर ब्रेन रिसर्च, इंडियन इंस्टीट्यूट ऑफ साइंस को किया है। पिछले 105 सालों में‌ किसी एक व्यक्ति की तरफ से इंस्टीट्यूट को दिया गया सबसे बड़ा दान है।

यह धन गोपालकृष्‍णन ने प्रतीक्षा ट्रस्ट के अंतर्गत दी है। यह ट्रस्ट गोपालकृष्‍णन की पत्नी सुधा की तरफ से चलाया जाता है। ट्रस्ट का फंड एजुकेशन, रिसर्च, इनोवेशन और उद्यमशीलता के लिए दिया जाता है।

प्रतीक्षा ट्रस्ट और आईआईएस के बीच समझौते के तहत 10 सालों तक रिसर्च सेंटर को चलाने में मदद की जाएगी। दोनों की मदद से सेंटर फॉर न्यूरोसाइंस और दूसरी अस्पतालों को चलाने में मदद की जाएगी।

इस समझौते के तहत नोबेल पुरस्कार से सम्मानित प्रोफेसर ट्रॉस्टेन वीजल इस सेंटर में वैज्ञानिक सलाहकार के रूप में अपनी सेवाएं देंगे।

भटके हुए चुनावी अभियान

एक उम्मीदवार भ्रष्‍टाचार के खिलाफ मुखर है। वहीं दूसरा पुनर्वितरण और सशक्तिकरण की वकालत कर रहा है। एक तीसरा उम्मीदवार भी है, जो विकास की अलख जगाते हुए एक नए राष्‍ट्रीय गौरव का आह्वान कर रहा है, जिसमें हिंदुओं को पीड़ित बताए जाने की मंशा अंतर्निहित है। लेकिन दिक्कत यह है कि हमारे ये तीनों संभावित नेता देश की बागडोर संभालने की मंशा तो रखते हैं, लेकिन इस जरूरी तथ्य को नजरंदाज कर देते हैं कि बढ़ती हुई आर्थिक असमानता देश के भविष्य के लिए खतरनाक है।

ध्यान देने वाली बात है कि बीते मंगलवार को अमेरिकी राष्‍ट्रपति बराक ओबामा ने अमेरिकी कांग्रेस के संयुक्त अधिवेशन में दिए अपने वार्षिक संबोधन में असमानता के मुद्दे को केंद्र में रखा। उन्होंने इशारा किया कि असमानता को लेकर लोग अपना धीरज खो रहे हैं। हाल के वर्षों में न्यूयॉर्क से लेकर दक्षिण कोरिया और जोहान्सबर्ग तक में हुए 'ऑक्युपाई मूवमेंट' इसकी तसदीक करते हैं। राजनीतिकों को इसके आगे झुकना पड़ा और ब्रिटेन में खाद्य सेवा के कर्मचारियों, मनीला के कामगारों और कैपटाउन के किसानों के न्यूनतम पारिश्रमिक में बढ़ोतरी करनी पड़ी।

अंतरराष्‍ट्रीय दबाव के आगे झुकते हुए चीन जैसे देश ने भी अपनी सोच बदली है। विकास के लिए अपने निर्यात को निरंतर बढ़ाने की जगह अब उसने घरेलू उपभोग को बढ़ाकर असमानता को खत्म करने की कोशिश की है। लेकिन यह अभी देखा जाना बाकी है कि गैरबराबरी को खत्म करने वाले ये कदम किसी देश में आय के वितरण को दर्शाने वाले 'गिनी सूचकांक' में कैसा बदलाव लाते हैं।

दूसरी ओर भारत के चुनावी अभियानों और राजनीतिक चर्चाओं को देखकर आश्चर्य होता है कि 'असमानता' को लेकर हालिया वैश्विक नजरिये से हम कितने दूर हैं। चाहे वह अरविंद केजरीवाल का 'स्वराज' हो या राहुल गांधी का हालिया टेलीविजन इंटरव्यू या फिर गणतंत्र दिवस पर नरेंद्र मोदी का आइडिया ऑफ इंडिया के नाम से लिखा उनका ब्लॉग, असमानता का मुद्दा हर जगह से नदारद है। इतने महत्वपूर्ण मुद्दे से ऐसे अलगाव का बेहद विकृत रूप हमारे प्रमुख शहरों में देखा जा सकता है, जो 'असमानता' के मामले में दुनिया में अव्वल बने हुए हैं।

कुछ लोग यह तर्क दे सकते हैं कि 'असमानता' पहली दुनिया के देशों (शीत युद्ध काल में अमेरिका का साथ दे रहे पूंजीवादी देश) से जुड़ी एक पुरानी अवधारणा है। इसके मुताबिक सबसे पहली जरूरत लोगों के जीवन स्तर को ऊंचा उठाने की है। लेकिन हमारी सरकार ने अब तक आय की असमानता पर आंकड़े इकट्ठे करने की भी जरूरत नहीं समझी है। हालांकि इसमें संदेह नहीं है कि भारत जैसे विशाल देश में ऐसे आंकड़े एकत्र करना खासा मुश्किल है। लेकिन असमानता को मापने के लिए उपभोग व्यय पर आधारित सरकारी आंकड़े केवल कागजी महत्व ही रखते हैं। इतना ही नहीं, पूरे देश में आय के स्तरों का पहला व्यवस्थित सर्वे तकरीबन एक दशक पहले हुआ था। इसमें यह बात सामने आई कि भारत में असमानता का स्तर ब्राजील से भी ज्यादा है।

दूसरे देशों की तुलना में आज अगर भारत में असमानता की जड़ें ज्यादा गहरी हैं, तो इसकी एक वजह जाति व्यवस्‍था भी है। दरअसल, आजादी के बाद से इस समस्या से निपटने के लिए जो नीतियां बनाई गईं, वे उपयुक्त नहीं थीं। 1950 के दशक में आरक्षण का अस्‍थायी प्रावधान किया गया। इसके दो दशक बाद संपदा के पुनर्वितरण के लिए एक दंडात्मक और बेअसर कर व्यवस्‍था लागू की गई। हाल ही में 'असमानता' से निपटने के लिए मनरेगा और खाद्य सुरक्षा जैसे अधिकार आधारित कानूनों का सहारा लिया गया। लेकिन 'असमानता' की मूल वजह पर ध्यान नहीं दिया गया। दरअसल, दोष दो स्तर वाली हमारी शिक्षा प्रणाली का भी है जिसकी बदौलत अमीर विद्यार्थी तो ग्लोबल करोड़पति बन रहे हैं, वहीं गरीबों के बच्चों को ऐसा कौशल परोसा जा रहा है, जो उनके सर्टिफिकेट जितना ही शक्तिहीन है।

दरअसल, अपेक्षाकृत युवा और निरंतर बढ़ती जनसंख्या, असमान विकास, बेहद असंतुलित ढंग से संपदा का वितरण और सकल घरेलू उत्पाद के दस प्रतिशत से भी ज्यादा हिस्सा 55 निजी व्यक्तियों के हाथों में सिमटा होना जैसे लक्षण भारत में असमानता की सच्ची तस्वीर पेश करते हैं। इससे देश में घरेलू तनाव का बढ़ना लाजिमी है।

अगर वैश्विक तौर पर बात करें, तो रोजगार, पर्यावरण, संसाधनों तक पहुंच जैसे मामलों में पश्चिम भारत और चीन के विकास को खतरे के तौर पर देखता है। इसके अलावा ऐसे दौर में जबकि हर देश आज बढ़ती हुई असमानता के दुष्प्रभावों को दूसरे देशों पर थोपने पर तुला है, भारत की अर्थव्यवस्‍था के लिए संभावनाएं बनी हुई हैं। पर यह समझना होगा कि केवल निर्यात को बढ़ाकर और नागरिकों में कम उपभोग की प्रवृत्ति को बढ़ावा देकर भारत के विकास की कहानी नहीं लिखी जा सकती। भारत के लिए जरूरी है कि उसके विकास को जरूरी गति भीतर से मिले। और यह तभी होगा, जब उत्पादक और उपभोक्ता के तौर पर अर्थव्यवस्‍था में गरीब से गरीब व्यक्ति की भागेदारी सुनिश्चित की जाए।

इस हफ्ते मीडिया में राहुल गांधी के इंटरव्यू छाए रहने की वजह से हैदराबाद के एक ज्वैलरी स्टोर में हुई लूट की खबर पर किसी का ध्यान नहीं गया। इस वारदात को अंजाम देने वाला कोई पेशेवर अपराधी नहीं था। दरअसल, उसने यह चोरी अपने पायलट प्रशिक्षण कोर्स की फीस भरने और पोलियो से पीड़ित अपने चचेरे भाई के इलाज के लिए की थी। निराशा से भरे इस शहरी रॉबिनहुड ने कहा, 'सारे नेता चोर हैं, जो हमें पांच वर्ष तक लूटते हैं। मैं तो केवल एक रात के लिए चोर बना हूं, ताकि दुनिया को भारत में बढ़ रही असमानता के दर्शन करा सकूं। ' इसमें संदेह नहीं कि असमानता को मिटाने के लिए इस हैदराबादी लुटेरे ने जो मार्ग अपनाया, उससे कहीं ज्यादा रचनात्मक तरीके मौजूद हैं। लेकिन हमारे राजनीतिक तंत्र को इनकी तलाश करनी होगी, इससे पहले कि बहुत देर हो जाए।

उत्तराखण्ड के मुख्यमंत्री विजय बहुगुणा ने आज देहरादून में राज्यपाल को अपना इस्तीफा सौंप दिया है। पार्टी सूत्रों के अनुसार कांग्रेस पर्यवेक्षक गुलाम नबी आजाद और उत्तराखण्ड मामलों के प्रभारी जनार्दन द्विवेदी और अम्बिका सोनी कांग्रेस विधायक दल की बैठक में भाग लेने कल देहरादून जा रहे हैं। हमारे संवाददाता ने बताया है कि बैठक में नए नेता का चुनाव किया जाएगा।

केन्द्रीय मंत्री हरीश रावत को मुख्यमंत्री पद की दौड़ में पहले नम्बर पर देखा जा रहा है। राज्य के केबिनेट मंत्री प्रीतम सिंह और गढ़वाल सांसद सतपाल महाराज को भी इस दौड़ में अन्य नेताओं के साथ बताया जाता है। हरीश रावत को पिछले राज्य विधानसभा चुनाव में पार्टी को विजय दिलाने का श्रेय मिला था। समझा जाता है कि बहुगुणा ने पिछले वर्ष राज्य में अचानक आई बाढ़ और उसके बाद बड़े पैमाने पर किये गये बचाव और पुनर्वास के काम को जिस तरह अंजाम दिया उससे उनके नेतृत्व, कौशल और क्षमता पर सवाल उठे थे। तब से राज्य के कांग्रेस विधायक और अन्य पार्टी नेता बहुगुणा को हटाने की मांग को लेकर दिल्ली में केन्द्रीय पार्टी नेताओं से बराबर मिलते रहे । संजीव सुन्द्रियाल आकाशवाणी समाचार देहरादून।

दिल्ली के मुख्यमंत्री अरविन्द केजरीवाल ने लोगों से यह सुनिश्चित करने की अपील की है कि किसी भी भ्रष्ट राजनीतिज्ञ को आगामी लोकसभा चुनावों में संसद के लिए न चुना जाए। नई दिल्ली में आज राष्ट्रीय परिषद की बैठक को संबोधित करते हुए श्री केजरीवाल ने कहा कि उनकी पार्टी का लक्ष्य संसद से भी भ्रष्ट लोगों को हटाने का है। उन्होंने विभिन्न पार्टियों के प्रमुख राजनीतिज्ञों के खिलाफ गंभीर आरोप लगाए।
श्री केजरीवाल ने दोहराया कि उनकी पार्टी के दिल्ली में सत्ता में आने के बाद से भ्रष्टाचार में काफी कमी आई है।

दिल्ली सरकार ने जनलोकपाल विधेयक पास कराने के लिए अगले महीने की १३ तारीख को दिल्ली विधानसभा का सत्र बुलाया है जो १६ फरवरी तक चलेगा। यह फैसला मुख्यमंत्री अरविंद केजरीवाल की अध्यक्षता में मंत्रिमंडल की बैठक में किया गया।
बैठक के बाद सवांददाताओं से बातचीत में दिल्ली के शिक्षा मंत्री मनीष सिसोदिया ने कहा कि १६ फरवरी को विधानसभा का सत्र इन्दिरा गांधी स्टेडियम में होगा जहां जनलोकपाल विधेयक पारित किया जायेगा। उन्होंने कहा कि कुछ विभागों द्वारा विधेयक के बारे में की गई टिप्पणियों पर मंत्रिमंडल में अभी विचार किया जाना है। श्री मनीष सिसोदिया ने कहा कि सोमवार को मंत्रिमंडल की अगली बैठक में विधेयक का अनुमोदन किये जाने की संभावना है।

दिल्ली सरकार ने आश्वस्त किया है कि राजधानी दिल्ली में किसी तरह की बिजली कटौती नहीं की जाएगी। नई दिल्ली में पत्रकारों से बातचीत में मुख्यमंत्री ने बिजली कटौती के बारे में मीडिया की खबरों को निराधार बताया है। उन्होंने कहा कि बिजली आपूर्ति कम्पनियां केवल दहशत फैला रही हैं। उन्होंने कम्पनियों को चेतावनी दी कि भविष्य में इस तरह की दहशत फैलायी गयी तो उनके खिलाफ सख्त कार्रवाई की जाएगी।

ये बिजली कम्पनियां बदमाशी करके पैनिक क्रियेट करने की कोशिश कर रही हैं, ब्लैकमेलिंग करने की कोशिश कर रही हैं। इन्होंने चिट्ठी लिखी थी कुछ दिन पहले, इनको बुलाकर पावर डिपार्टमेंट ने, चीफ सेक्रेटरी साहब ने बातचीत की थी और कोई बिजली की कटौती नहीं होने वाली है। लेकिन मैं इनको चेतावनी देना चाहता हूं कि अगर इस तरह से ये फ्‌यूचर में जबर्दस्ती पैनिक क्रियेट करने की कोशिश करेंगी तो फिर इनके खिलाफ सख्त कार्यवाही की जायेगी।

श्री केजरीवाल ने यह भी कहा कि सरकार के निर्देश पर नियंत्रक और महालेखा परीक्षक द्वारा करायी जा रही ऑडिट में कम्पनियों को सहयोग करना चाहिए।

सरकार ने आगामी नीलामी के दौरान बेहतर बोलियां प्राप्त करने के लिए १८ सौ मेगाहर्ट्‌ज और नौ सौ मेगाहर्ट्‌ज बैण्ड्स के स्पैक्ट्रम के उपयोग की दरों को मंजूरी दे दी है। ये फैसला आज नई दिल्ली में केन्द्रीय मंत्रिमण्डल की बैठक में लिया गया। मौजूदा नीलामी से प्राप्त स्पैक्ट्रम के लिए समायोजित सकल राजस्व के पांच प्रतिशत की दरें लागू होगी। यदि किसी के पास इस स्पेक्ट्रम के पहले से आवंटित बैंड और नीलामी से प्राप्त स्पेक्ट्रम दोनों होंगे, तो सभी स्पैक्ट्रम के लिए बढी हुई औसत दरें लागू होंगी। जिन लाइसेंस धारकों को इस नीलामी में स्पैक्ट्रम नहीं मिलते हैं, वे इस्तेमाल का भुगतान मौजूदा दर से ही करते रहेंगे।

कृषि मंत्रालय ने तिलहन और पाम ऑयल से संबंधित राष्ट्रीय मिशन को लागू करने के लिए दिशानिर्देश और विस्तृत कार्यक्रम की घोषणा की है। इस योजना का उद्देश्य तिलहन का उत्पादन बढ़ाना है। सरकारी विज्ञप्ति के अनुसार १२वीं पंचवर्षीय योजना में इस मिशन के लिए तीन हजार पांच सौ सात करोड़ रूपये मंजूर किये गए हैं। इस मिशन को लागू करने की नीति में सिंचाई सुविधाएं बढ़ाना, खेती का क्षेत्रफल २६ से बढ़ाकर ३६ प्रतिशत करना और विभिन्न किस्म की फसलों को बढ़ावा देना शामिल है। इस योजना को लागू करने के लिए सभी सम्बद्ध पक्षों को सक्रिय रूप से शामिल किया जायेगा। केन्द्र कुल लागत का ७५ प्रतिशत खर्च करेगा जबकि २५ प्रतिशत राशि राज्यों को वहन करनी होगी। इस योजना के क्रियान्वयन के लिए दी जाने वाली राशि पर कड़ी निगरानी रखी जायेगी और यह सुनिश्चित किया जायेगा कि योजना का फायदा लाभार्थियों को सही समय पर मिल सके।

उच्चतम न्यायालय ने खालिस्तानी आतंकवादी देविन्दर पाल सिंह भुल्लर की मौत की सजा पर अमल रोक दिया है और उसके मृत्युदंड को उम्रकैद में बदलने की याचिका रद्द करने वाले अपने पूर्व फैसले की समीक्षा करने पर सहमति व्यक्त की है। न्यायालय ने अपने पहले के फैसले में दिल्ली बम विस्फोट के आरोपी भुल्लर की मौत की सजा को उम्रकैद में बदलने की याचिका खारिज कर दी थी। मुख्य न्यायाधीश पी सदाशिवम की अध्यक्षता में चार सदस्यों की पीठ ने भुल्लर की पत्नी नवनीत कौर की याचिका पर केन्द्र और दिल्ली सरकार को नोटिस जारी किया है। पीठ ने इंस्टीट्यूट ऑफ ह्‌युमन बिहेवियर एंड एलाइड साइन्सेंज को भी निर्देश दिया है कि भुल्लर की हालत के बारे में एक सप्ताह के भीतर रिपोर्ट पेश करे। कथित रूप से मानसिक बीमारी से पीड़ित भुल्लर का इस अस्पताल में इलाज चल रहा है।
देविन्दर पाल सिंह भुल्लर को नई दिल्ली में सितम्बर १९९३ में एक बम विस्फोट के आरोप में दोषी ठहराया गया था और उसे मौत की सजा सुनाई गई थी।

राष्ट्रवादी कांग्रेस पार्टी अध्यक्ष तथा कृषि मंत्री शरद पवार ने भारतीय जनता पार्टी के प्रधानमंत्री पद के उम्मीदवार नरेन्द्र मोदी के साथ नई दिल्ली में अपनी बैठक के बारे में मीडिया की खबरों को पूरी तरह आधारहीन, मनगढ़न्त और गलत बताया है। एक ट्वीट में श्री पवार ने कहा कि वे राज्य की अपनी यात्राओं के दौरान या दिल्ली में मुख्यमंत्री सम्मलेनों में उनसे मिलते हैं और इन अवसरों को छोड़कर पिछले एक साल में श्री मोदी से कोई मुलाकात नहीं की।
हमारे संवाददाता ने बताया है कि श्री पवार एक मराठी समाचारपत्र की खबर पर प्रतिक्रिया व्यक्त कर रहे थे, जिसमें संकेत दिया गया था कि वे १७ जनवरी को नई दिल्ली में गुप्त रूप से श्री मोदी से मिले थे। राष्ट्रवादी कांग्रेस पार्टी के प्रवक्ता डी पी त्रिपाठी ने कहा कि उस दिन तो श्री पवार दिल्ली में ही नहीं थे।
भारतीय जनता पार्टी के राष्ट्रीय प्रवक्ता कैप्टन अभिमन्यु ने कहा है कि उनकी पार्टी ऐसी किसी मुलाकात से इन्कार करती है।

उच्चतम न्यायालय ने राष्ट्रीय राजधानी में नर्सरी प्रवेश प्रक्रिया संबंधी अंतरिम आदेश पर रोक लगाने से इन्कार कर दिया है। उच्चतम न्यायालय ने दिल्ली उच्च न्यायालय से दिशा-निर्देशों के खिलाफ याचिकाओं पर तेजी से सुनवाई करने को कहा है। न्यायमूर्ति एच एल दत्तू की अध्यक्षता वाली पीठ ने कहा है कि उच्च न्यायालय का आदेश अंतरिम आदेश के रूप में था, इसलिए उच्चतम न्यायालय इसमें हस्तक्षेप नहीं कर रहा है।

अरूणाचल प्रदेश के राज्यपाल सेवानिवृत्त लेफ्टिनेंट जनरल निर्भय शर्मा ने असम और अरूणाचल प्रदेश के लोगों से शांति और सद्भाव बनाये रखने की अपील करते हुए कहा है कि वे किसी तरह के उकसावे और अफवाहों का शिकार न बनें। तरास्सो क्षेत्र में बुधवार को हुई घटना में मारे गए लोगों के पीड़ित परिवारों के साथ हार्दिक संवेदना व्यक्त करते हुए श्री शर्मा ने कहा कि दोनों राज्यों के सीमावर्ती क्षेत्र में हिंसा की इस घटना से उन्हें बहुत दुख हुआ है। मुख्यमंत्री नाबाम तुकी ने भी इस घटना पर शोक व्यक्त किया है। उन्होंने कहा कि दोनों राज्यों के बीच अरसे से जारी मित्रतापूर्ण संबंध हर हाल में कायम रहना चाहिए।

सीरिया सरकार और विपक्षी गठबंधन के बीच जिनेवा में सीधी वार्ता का पहला दौर समाप्त हो गया है। यह वार्ता संयुक्त राष्ट्र के विशेष दूत लखदर ब्राहि्‌मी की मध्यस्थता मे हुई। हमारे संवाददाता ने खबर दी है कि जिनेवा में संयुक्त राष्ट्र मुख्यालय में सप्ताह भर चली इस बातचीत के बाद श्री ब्राहि्‌मी ने बताया कि होम्स शहर में मानवीय सहायता काफिले के प्रवेश के बारे मे किसी भी प्रकार का समझौता न होने से वे बहुत निराश हैं।

Uttarakhand Chief Minister Vijay Bahuguna has submitted his resignation to the Governor in Dehradun today. According to party sources, Congress observers Ghulam Nabi Azad and Janardan Dwiedi and the Party’s Uttarakhand incharge, Ambika Soni are scheduled to visit Dehradun tomorrow to attend the Congress Legislature Party meeting in which the new leader will be elected. Delhi Chief Minster Arvind Kejriwal today appealed to the people to ensure that no corrupt politician is elected to Parliament in the upcoming Lok Sabha polls. Addressing the National Council meeting in New Delhi, Kejriwal said his party's aim is to remove all corrupt people from Parliament. He leveled serious charges of corruption against prominent politicians of several parties. Mr Kejriwal reiterated that corruption has come down considerably in Delhi after his party came to power.

The Delhi government has convened a session of the Delhi Assembly on the 13th of next month to pass the Janlokpal Bill. The session will continue till the 16th of February. The decision was taken at a Cabinet meeting chaired by the Chief Minister Arvind Kejriwal. Talking to reporters after the meeting, Delhi Education Minister Manish Sisodia said, the Assembly session on the 16th February will be held at the Indira Gandhi stadium in which the Lokpal Bill will be passed. He said, observations made by some departments about the Bill are yet to be discussed by the Cabinet. Mr Sisodia said, the Bill is expected to be approved in the next Cabinet meeting on Monday.

The Delhi government today assured the people of the city that there will be no power cut in the national capital. Talking to reporters in New Delhi, Chief Minister Arvind Kejriwal termed the media report about power cut as baseless, saying the power distribution companies are only creating panic. He warned the companies of strict action against them if they create such panic in future. Mr Kejriwal also said, the companies should cooperate in the CAG audit ordered by the government.

"These power companies are viciously trying to create panic and trying to blackmail. A few days back, they had written a letter and they were called by the Chief Secretary to discuss the issue. There will be no power cut. But, I am warning them, if they create such panic in the future, strict action will be taken against them."

NCP President and Agriculture Minister Sharad Pawar today termed as completely mischievous, baseless and false a media report about his meeting with BJP Prime Ministerial candidate Narendra Modi in New Delhi. In a tweet, Mr Pawar said, during state visits or in Chief Ministers' conferences in Delhi, he meets them and barring these occasions, he never met Modi in the last one year. Our Correspondent reports, Mr Pawar's reaction followed a report in a Marathi newspaper that he is understood to have secretly met Modi in New Delhi on the 17th of this month. NCP spokesperson D P Tripathi said, Pawar was not even in Delhi on that day. BJP National spokesperson Captain Abhimanyu said, the party denies any such meeting between Modi and Pawar.

Mumbai Police Commissioner, Dr Satya Pal Singh has submitted his application for voluntary retirement. He is likely to contest the Lok Sabha election from his native place in Uttar Pardesh. Police sources informed that Satya Pal Singh has submitted his resignation letter to the Home Ministry which forwarded it to the Chief Minister's Office for acceptance. Mr Singh confirmed his resignation and said that he would like to work for social harmony and world peace. The 1980 batch IPS officer belongs to Meerut in Uttar Pradesh and there is speculation that he could contest from there either on a BJP or an Aam Aadami Party ticket. Mr Singh is the first serving Mumbai Police Commissioner to resign. He was due to retire in 2015.

In Tamil Nadu, DMK Member Sivasankar elected from Kunnam Assembly constituency was suspended for the remaining period of the Assembly Session. Speaker Mr. Dhanapal after evicting the DMK members, said that Sivasankar's act was totally unacceptable and set a bad precedence to others. Earlier, commotion began when the ruling Party member Markandeyan had referred to the issue of DMK Chief Karunanidhi and his son Alagiri during his speech on the Governor's Address. The DMK members trooped to the well of the House and demanded that the Speaker Mr. Dhanapal expunges those remarks and also reiterated that the debate was only on the Governor's speech.

The Supreme Court today stayed the execution of Khalistani terrorist Devinderpal Singh Bhullar and agreed to review its previous judgement on the commutation of his death sentence to life term. In its earlier judgement, the apex court had rejected the 1993 Delhi bomb blast convict's plea to commute his death sentence to a life term. A four-judge bench headed by Chief Justice P Sathasivam issued a notice to the Centre and the Delhi government on a curative petition filed by Bhullar's wife Navneet Kaur. The bench also directed the Institute of Human Behaviour and Allied Sciences (IHBAS), where Bhullar is being treated, to file a medical report within a week on the condition of the death convict who is alleged to be suffering from a mental illness. The court said that it would examine whether its judgement pertaining to commutation of death sentence to life term on the ground of delay in deciding the mercy plea, is applicable or not in this case. Bhullar was convicted and awarded the death penalty for triggering a bomb blast in New Delhi in September 1993, which killed nine persons and injured 25 others, including the then Youth Congress president M S Bitta.

In yet another case, the Apex Court today refused to stay the interim order on the nursery admission process in the national capital. It further asked the Delhi High Court to expeditiously hear the pleas against the guidelines by advancing the scheduled hearing. A Bench headed by Justice H L Dattu said, since the order of the High Court was in the nature of an interim order, it was not interfering with it. The apex court gave liberty to the petitioners, Action Committee of Unaided Recognised Private Schools, Forum for Promotion of Quality Education for All and some parents to make an application before the single judge of the High Court for advancing the 11th of March hearing. The division bench of the High Court had confirmed the order passed by the single judge which had refused to stay the December 18th, 2013 guidelines of the Lieutenant Governor.

The first round of direct talks between the Syrian Government and the opposition coalition delegation mediated by the UN Special envoy Lakhdar Brahimi comes to an end in Geneva today. Sri Lanka’s Power Minister Ms Pavithra Wanniarachchi has hit out against a Chinese state-owned company for the frequent failure of the biggest thermal power plant in the country, saying that faults in material, design and construction of the plant, are causing a power crisis in the country.

The Agriculture Ministry has issued detailed guidelines and strategy for implementation of National Mission on Oilseeds and Oil Palm. The scheme aims at enhancing production of traditional and tree-borne oilseeds. In addition to raising production, large area is sought to be brought under oil palm cultivation. An official release said, 3507 crore rupees have been sanctioned for the Mission in the 12th Plan. The strategy to implement the Mission includes increasing Seed Replacement Ratio, irrigation coverage under oilseeds from 26 to 36 per cent. Diversification of area from low yielding cereal crops to oilseed crops and inter-cropping of oilseeds with cereals, pulses and sugarcane and use of fallow land after paddy and potato cultivation are also part of the strategy. The scheme would be implemented through active involvement of all the stakeholders.

The government has approved usage charges for spectrum in the 1800 MHz and 900 MHz bands to improve bidding in the forthcoming auction. The decision was taken at a Cabinet meeting in New Delhi. The spectrum acquired in the current auction will be charged at 5 per cent of the Adjusted Gross Revenue (AGR). In cases of combination of existing spectrum in these bands and spectrum acquired through the auction, the weighted average will apply to all the spectrum held by the operator. The licensees sees who do not acquire spectrum in this auction shall continue to pay usage charges according to the existing slab rate.

Arunachal Governor Lt. Gen (Retd) Nirbhay Sharma has appealed to the people of Arunachal Pradesh and Assam to maintain peace and harmony and not to fall prey to any provocation or rumours. Expressing heartfelt condolences to the bereaved families of the Wednesday incident at Tarasso area, Mr. Sharma said, he is very saddened by the incident of violence in the border area of two states. Ten people were killed while scores others injured when miscreants fired at villagers camping inside the disputed Tarasso area, bordering Papum Pare district of Arunachal Pradesh and Behali in Sonitpur district in Assam. Chief Minister Nabam Tuki has also condemned the incident but said, the age old friendly relations between the two states should be maintained at any cost.

आन्ध्रपदेश विधानसभा के दोनों सदनों ने आज  ध्वनिमत से राज्य पुनर्गठन विधेयक को रद्द करने संबंधी प्रस्ताव पारित कर दिया। मुख्यमंत्री किरण कुमार रेड्डी ने सदन में राज्य के विभाजन संबंधी विधयेक को रद्द किये जाने की जोरदार मांग और शोरशराबे के बीच एक पंक्ति का प्रस्ताव पेश किया जो ध्वनिमत से पारित कर दिया गया। मुख्यमंत्री द्वारा पेश नोटिस को स्वीकार करते हुए अध्यक्ष एन मनोहर ने कहा कि प्रस्ताव के बारे में उन्हें एक सरकारी और दस अन्य नोटिस प्राप्त हुए हैं। उनका कहना था कि शेष नोटिसों पर बहस कराने की जरूरत नहीं है क्योंकि मुख्यमंत्री का प्रस्ताव पारित कर दिया गया है। अध्यक्ष ने यह भी कहा है कि संविधान के अनुच्छेद-तीन के तहत राष्ट्रपति के निर्देशानुसार सदस्यों के विचारों के साथ सभा की कार्यवाही राष्ट्रपति को भेजी जा रही है। उन्होंने सदन को सूचित किया कि विधेयक पर ८६ सदस्यों ने चर्चा की और सदस्यों ने नौ हजार ७२ संशोधन का प्रस्ताव किया। ये सभी कार्रवाई के एक हिस्से के तौर पर राष्ट्रपति को भेजे जा रहे हैं। विधान परिषद में भी सदन के नेता सी रामचन्द्रेया ने विधेयक रदद किये जाने के प्रस्ताव को पेश किया जिसे ध्वनिमत से पारित कर दिया गया।

दिल्ली के मुख्यमंत्री अरविंद केजरीवाल ने कहा है कि  जनलोकपाल विधेयक पर विचार विमर्श के बाद संभवतः  मंत्रिमंडल कल इसका अनुमोदन भी कर देगा। नई दिल्ली में अपनी सरकार के एक महीना पूरे हो जाने के अवसर पर उन्होंने मीडिया से कहा कि जनलोकपाल विधेयक को पारित करने के लिए एक   पखवाड़े के अन्दर विधानसभा में पेश किया जायेगा।

 

दिल्ली जनलोकपाल बिल वो मोस्टप्रोबेबल कल कैबिनेट में पेश होना चाहिए और अगले १०-१५ दिन के अंदर असंबेली का सेशन होना चाहिए। असंबेली के सेशन में उसको पास किया जाना चाहिए।

भ्रष्टाचार के बारे में उन्होंने दावा किया कि भ्रष्टाचार निवारण हेल्पलाइन से सरकार को बड़ी संख्या में शिकायत प्राप्त हुई हैं और भ्रष्टाचार में कुछ कमी जरूर हुई है। श्री केजरीवाल ने कहा है कि राष्ट्रीय राजधानी क्षेत्र में पांच हजार से अधिक तिपहिया गाड़ियों को परमिट दिये जा चुके हैं। उन्होंने कहा कि सरकार गठन के कुछ ही दिनों के अंदर अतिरिक्त ५८ रैनबसेरे बनाये गए हैं जिससे सड़कों पर रात बिताने वालों को बड़ी राहत मिली है। १९८४ के सिख विरोधी दंगों की विशेष जांच दल द्वारा जांच कराये जाने के बारे में मुख्यमंत्री ने कहा कि सिख समुदाय की जोरदार मांग पर ही ऐसा किया गया है। उन्होंने कहा कि दिल्ली मंत्रिमंडल बहुत जल्द इसे मंजूर कर इसे उपराज्यपाल को भेज देगा।

एक पार्टी ऐसी है जिसका इसमें नाम सीधे-सीधे आ रहा है उससे तो उम्मीद नहीं कर सकते कि वो करेगी। लेकिन दूसरी पार्टी की भी शायद दिल्ली में पांच साल सरकार रही, केन्द्र में छह साल सरकार रही उन्होने भी मांग ही करते रहे वो उन्होंने कुछ किया नहीं। तो मैंने एलजी साहब से बात की थी और उन्होंने बहुत पॉजिटिव इसके ऊपर रिसपांस दिया।

     

इस बीच आम आदमी पार्टी की राष्ट्रीय कार्यकारिणी की बैठक नई दिल्ली में चल रही है।  बैठक में अन्य मुद्दों सहित आगामी लोकसभा चुनाव की रणनीति पर विचार किया जा रहा है। पार्टी सूत्रों ने कहा है कि बैठक में विभिन्न राज्यों में आम चुनाव के पहले अपनाई जाने वाली रणनीति तथा देश के विभिन्न निर्वाचन क्षेत्रों में पार्टी की लोकप्रियता का आकलन किया जायेगा और इसी के आधार पर उम्मीदवार तय किये जायेंगे।

कांग्रेस उपाध्यक्ष राहुल गांधी रेहड़ी-पटरी वालों सहित संगठित और असंगठित क्षेत्र के प्रतिनिधियों के साथ आज विचार विमर्श कर रहे हैं। यह बातचीत लोकसभा चुनाव के पहले विभिन्न प्रतिनिधियों की ओर से मिली जानकारियों को पार्टी के घोषणा-पत्र में शामिल करने के लिए की जा रही है। इससे पहले श्री राहुल गांधी, अल्पसंख्यक वर्गों तथा अनुसूचित जाति और जनजाति के प्रतिनिधियों, युवाओं, महिलाओं और पंचायत के चुने हुए सदस्यों के साथ भी बातचीत कर चुके हैं।

उच्चतम न्यायालय ने १९९१ से १९९४ के बीच आयकर रिटर्न दाखिल नहीं करने के तीन मामलों में तमिलनाडु की मुख्यमंत्री जयललिता और उनकी सहयोगी एस शशिकला को आरोपमुक्त करने से इन्कार कर दिया है । न्यायामूर्ति के.एस. राधाकृष्णन की अध्यक्षता वाली पीठ ने इस संबंध में मद्रास उच्च न्यायालय के आदेश को चुनौती देने वाली सुश्री जयललिता की याचिका आज खारिज कर दी। उच्चतम न्यायालय ने मामले की सुनवाई पर स्थगन आदेश को भी हटाते हुए निचली अदालत को सुश्री जयललिता और उनकी सहयोगी के खिलाफ मामले की सुनवाई चार महीने के भीतर पूरी करने का आदेश दिया है। आयकर विभाग ने आयकर रिटर्न दाखिल नहीं करने की वजह से १९९६-९७ में सुश्री जयललिता, शशिकला और शशि इन्टरप्राइज+ेज के  खिलाफ आपराधिक मुकदमा दर्ज किया था। शशि इन्टरप्राइज+ेज में दोनों साझेदार थीं।

अंडमान निकोबार द्वीप समूह में २६ जनवरी को पर्यटकों को ले जाने वाली नौका एमवी एकुआ मैरीन की मालकिन जया को गिरफ्तार कर न्यायिक हिरासत में भेज दिया गया है। नौका के डूबने से २१ पर्यटकों की मौत हो गई थी। गहन पूछताछ के बाद जया को अदालत में पेश किया गया, जिसने उसे कल न्यायिक हिरासत में भेज दिया। उप पुलिस अधीक्षक एन रशीद के नेतृत्व में अधिकारियों का एक दल घटना की जांच करेगा। कई गवाहों के बयान लिये जा चुके हैं। विशेषज्ञों ने पानी में डूबी नौका की फोटोग्राफी भी की है। इसके चालक, प्रबंधक और कर्मचारियों को पुलिस हिरासत में लिया गया है।

श्रीलंका की नौसेना ने आज तमिलनाडु में रामेश्वरम के पास अन्तर्राष्ट्रीय समुद्री सीमा में मछली पकड़ रहे ३८ तमिल मछुआरों को उनकी छह नौकाओं के साथ गिरफ्‌तार कर लिया। हमारे संवाददाता ने बताया है कि मछुआरों की गिरफ्‌तारी से उनके गांवों में काफी रोष है।

दोनों देशों के प्रतिनिधियों के बीच हुई वार्ता के बावजूद तमिल मछुआरों की समस्या का हल नहीं निकल सका है। श्रीलंका नौसेना द्वारा मछुआरों की गिरफ्तारी के बाद रामनाथपुरम जिले में मछुआरों के गांव में तनाव बना हुआ है। मछुआरों ने सरकार से श्रीलंका नौसेना के हमले से बचने के लिए ठोस कदम उठाने को कहा है। उधर, आज सुबह लंका जेल से रिहा किये ६९ मछुआरों को उनकी १६ नौकाओं के साथ भारतीय तटरक्षक बल द्वारा कराइकल लाया गया। ये लोग नागपट्टिनम के कलैक्टर मुन्नु स्वामी द्वारा उनके गांव भेजे गए। तिरूचिरापल्ली से के.देवी पदमनाभन की रिपोर्ट के साथ समाचार कक्ष से मैं मधुलिका।

        

मध्यप्रदेश में सिमी के तथाकथित कार्यकर्ता साजिद ने आज भोपाल की एक अदालत में समर्पण कर दिया। आतंकवाद निरोधी दस्ते ने इस पर १५ हजार रूपये का पुरस्कार रखा था। यह उज्जैन जिले का रहने वाला है। इससे पहले भी सिमी के एक अन्य कार्यकर्ता माजिद ने भोपाल की एक अदालत में समर्पण किया था।

असम में शोणितपुर जिले के चॉलदोहा में अरूणाचल प्रदेश के उग्रवादी तत्वों द्वारा दस लोगों की हत्या के विरोध में अनेक संगठनों ने विरोध प्रकट किया है। राजनीतिक दलों और नागरिक संगठनों ने इस घटना की निंदा की है। गोलीबारी की घटना में घायल आठ लोगों का इलाज चल रहा है। स्थानीय लोगों ने इन हत्याओं के जिम्मेदार लोगों को तुरन्त गिरफ्तार करने की मांग की है। असम के गृहसचिव मुक्ति गोगोई स्थिति की समीक्षा के लिए बिहाली जा रहे हैं। वहां वे स्थानीय प्रशासन से विचार विमर्श करेंगे। गृहसचिव ने यह भी बताया कि असम सरकार ने इस मुद्दे पर अरूणाचल प्रदेश सरकार से बातचीत की है।

बंगलादेश में हथियारो का बड़ा जखीरा बरामद किये जाने के मामले में चंटगाव की विशेष मेट्रोपालिटन अदालत ने प्रतिबंधित उग्रवादी संगठन उल्फा के प्रमुख परेश बरूआ, जमाते इस्लामी के प्रमुख रहमान निज+ामी और बंगलादेश नेशनलिस्ट पार्टी के पूर्व गृहमंत्री लुत्फुजमा बाबर को मौत की सजा सुनाई है। अदालत ने इस मामले में बंगलादेश की नेशनल सिक्योरिटी इन्टेलिजेंस के पूर्व महानिदेशक ब्रिगेडियर जनरल अब्दुल रहीम और इन्टेलीजेंस विभाग के एक अन्य अधिकारी ब्रिगेडियर रज्+जाक-उल-चौधरी सहित ११ अन्य लोगों को भी मौत की सजा सुनाई है। इसके साथ ही अवैध तरीके से हथियार रखने के मामले में विशेषाधिकार कानून १९७४ के तहत कुल १४ लोगों को मौत की सजा सुनाई गई है। इस मामले में १२ लोगों को आरोपी बनाया गया था। इनमें से ११ को आज अदालत में पेश किया गया जबकि २९ जमानत पर छूटे हुए हैं। उल्फा नेता परेश बरूआ फरार है। हथियारों का जखीरा अप्रैल २००४ में पुलिस ने चटगांव में एक फर्टिलाइजर कम्पनी की जेट्टी से बरामद किया था। दस ट्रकों में लदे इस जखीरे में राकेट लांचर, राकेट, हथगोले और एसॉल्ट राइफल जैसे घातक हथियार मौजूद थे।

राष्ट्रपति प्रणब मुखर्जी के नेतृत्व में राष्ट्र ने आज राष्ट्रपिता महात्मा गांधी की ६६वीं पुण्यतिथि पर उन्हें श्रद्धांजलि अर्पित की। उपराष्ट्रपति मोहम्मद हामिद अंसारी, प्रधानमंत्री डॉ० मनमोहन सिंह, रक्षामंत्री ए के एन्टनी, यूपीए अध्यक्ष सोनिया गांधी, भाजपा नेता लालकृष्ण आडवाणी और विभिन्न राजनीतिक दलों के अनेक प्रमुख नेताओं और अन्य गणमान्य लोगों ने आज नई दिल्ली में महात्मा गांधी की समाधि राजघाट जाकर श्रद्धा-सुमन अर्पित किये। दिल्ली के मुख्यमंत्री अरविन्द केजरीवाल और तीनों सेनाओं के प्रमुखों ने भी महात्मा गांधी की समाधि पर पुष्पांजलि अर्पित की। समाधि पर एक सर्वधर्म प्रार्थनासभा का आयोजन किया गया और उनके पंसदीदा भजन सुनाए गये। इस कार्यक्रम के दौरान विभिन्न विद्यालयों के लगभग ढाई सौ विद्यार्थी भी उपस्थित थे। दिन में ११ बजे राष्ट्रपिता की याद में देश भर में दो मिनट का मौन रखा गया। इस सिलसिले में देशभर में विभिन्न कार्यक्रमों का आयोजन किया गया है। तीस जनवरी १९४८ को महात्मा गांधी को एक हत्यारे ने गोली मार दी थी। यह दिन शहीद दिवस के रूप में मनाया जाता है।

बम्बई शेयर बाजार के तीसरे पहर के कारोबार में सेन्सेक्स में दो सौ अंक से अधिक की गिरावट आयी है। शुरूआती कारोबार में सेन्सेक्स एक सौ ९६ अंक की गिरावट के साथ बीस हजार ४५१ पर खुला। अब से कुछ देर पहले सेंसेक्स २८० अंक गिरकर २० हजार ३६६ पर था। नेशनल स्टॉक एक्सचेंज का निफ्टी भी ८३ अंक घटकर ६ हजार ३६ पर आ गया। अंतरबैंक विदेशी मुद्राबाजार में रूपया आज शुरूआती कारोबार में डॉलर के मुकाबले ४१ पैसे कमजोर हुआ। एक डॉलर की कीमत ६२ रूपये ८२ पैसे बोली गई।

वित्त मंत्रालय ने कहा है कि अमरीका के फेडरल रिजर्व की ओर से प्रोत्साहन पैकेज में कटौती पर भारतीय रिजर्व बैंक और सरकार दोनों कड़ी नजर रखे हुए है। अमरीकी फेडरल रिजर्व ने प्रोत्साहन पैकेज में कटौती के लिए बॉण्ड खरीद की सीमा ७५ अरब डॉलर से घटाकर ६५ अरब डॉलर प्रतिमाह करने का फैसला किया है। सरकार ने कहा है कि यह फैसला अप्रत्याशित नहीं है इसलिए देश के शेयर बाजारों पर इसका कोई असर नहीं पड़ेगा।

उत्तर प्रदेश में इलाहाबाद में मौनी अमावस्या के अवसर पर संगम तट पर माघ मेले का तीसरा महत्वपूर्ण स्नान आज हो रहा है। कड़ाके की सर्दी के बावजूद बड़े सवेरे से श्रद्धालू कड़ी सुरक्षा के बीच स्नान कर रहे हैं। मेला प्रशासन के अनुसार लगभग ३५ लाख श्रद्धालुओं ने अब तक संगम में स्नान कर लिया है। मेला प्रशासन का अनुमान है कि करीब ८० लाख लोग आज स्नान करेंगे। उत्तर मध्य रेलवे विशेष रेलगाड़ियां चला रहा है। उत्तर प्रदेश सड़क परिवहन निगम की एक हजार से अधिक बसें भी चलाई जा रही हैं। ब्यौरा हमारे संवाददाता से

जम्मू कश्मीर के श्रीनगर और अन्य पर्यटन स्थलों पर कड़ाके की ठंड पड़ रही है। पहलगाम और गुलमर्ग में भी तापमान में भारी गिरावट आई है। करगिल में तापमान शून्य से २१ डिग्री से भी अधिक नीचे चला गया है। मौसम विभाग ने ताजा हिमपात की खबर दी है। दो फरवरी की शाम से मौसम काफी खराब रहने और दक्षिण कश्मीर तथा पीरपंजाल की पहाड़ियों में भी भारी हिमपात होने की संभावना है।

राष्ट्रीय राजधानी दिल्ली आज सुबह कोहरे की चादर में लिपटी रही, जिसकी वजह से विमान, सड़क और रेल यातायात में बाधा पहुंची। मौसम विभाग के अनुसार इंदिरा गांधी अंतर्राष्ट्रीय हवाई अड्डे पर दृश्यता पचास मीटर से भी कम रहने से एक दर्जन से ज्यादा विमानों की आवाजाही पर असर पड़ा। वाहन चालकों को भी कोहरे के कारण काफी दिक्कतों का सामना करना पड़ा। उत्तर रेलवे के अनुसार दिल्ली आ रही लंबी दूरी की करीब बीस रेलगाड़ियां निर्धारित समय से कई घंटे देर से चल रही हैं।

Both houses of the Andhra Pradesh Legislature today passed a resolution rejecting the State Reorganization Bill by a voice vote. Chief Minister Kiran Kumar Reddy moved the single line resolution amid pandemonium seeking rejection of the Bill that proposed bifurcation of the state. Admitting the notice given by the Chief Minister, Speaker N. Manohar said he received an official notice and 10 other notices for resolution and said there was no need to take up remaining notices as the Chief Minister’s resolution was passed. The speaker also said the proceedings of the Assembly along with the views of the members are being sent to the president as directed by him under the article 3 of the Constitution. He informed the house that 86 members took part in the debate on the bill and 9072 amendments have been proposed by members and all of them are being sent as part of the proceedings. "Amidst pandemonium, Chief Minister Kiran Kumar Reddy moved a resolution seeking rejection of the bill while the Endowment Minister C Ramachandraiah moved it in the Council. Delhi Chief Minister Arvind Kejriwal today said the Janlokpal Bill will be discussed and approved by his Cabinet probably tomorrow. Addressing a press conference on completion of one month of his government in the national capital, Mr Kejriwal said the bill will be brought before the Assembly in the next ten to fifteen days for its passage.

Most Probably, the Janlokpal Bill will be brought before the cabinet tomorrow. And there should be a session of the assembly in the next 10 to 15 days in which this bill should be passed . 

On corruption, he claimed the government's anti-corruption help-line has received a huge response and corruption has declined to a considerable extent. On the probe by the SIT into the 1984 anti-Sikh riots, the Chief Minister said, it has been a major demand of the Sikh community. He said the Delhi Cabinet will soon approve it and send it to the Lt. Governor. He said the BJP has been in power at the Centre as well as in Delhi but it failed to take any steps to order a probe into the riots.

The Supreme Court today refused to discharge Tamil Nadu Chief Minister J Jayalalithaa and her associate S Sasikalaa from three cases against them for not filing income tax returns from 1991-94 and set a time limit of four months to complete the trial. A bench headed by Justice K S Radhakrishnan dismissed the petition filed by them challenging the Madras High Court's order which had refused to quash the proceedings against them. Giving green signal to the trial court to proceed against them, the apex court also vacated the stay order on the trial and directed the lower court to complete the proceedings within four months.The Income Tax department had in 1996-97 launched criminal proceedings against Jayalalithaa, Sasikalaa and Sasi Enterprises, of which both were partners, for not filing returns for the assessment years of 1991-92, 1992-93 and 1993-94. The trial court had dismissed their discharge pleas and the Madras High Court had upheld the same in 2006.

The owner of tourist ferry MV Aqua marine, which capsized leaving 21 tourists dead in the Andamans, has been remanded to judicial custody after her arrest. Jaya was arrested after prolonged interrogation and produced in court which remanded her to judicial custody for a day yesterday. The ferry disaster on Jan 26, would be investigated by a team of officials led by Deputy Superintendent of Police N Rasheed. The statements of several witnesses have been taken. Underwater photography of the sunken ferry has been done by experts.

In Assam, several organizations have protested against the killing of 10 persons by miscreants from Arunachal Pradesh at Chauldhua in Sonitpur district yesterday. Political parties and civil society organizations have condemned the incident. Eight injured persons in the firing incident are undergoing treatment. Locals demanded immediate arrest of the culprits behind the killing. Assam Home Secretary Mukti Gogoi is going to Behali to take stock of the situation. He said the Assam government has talked to the Arunachal Pradesh government on this issue. As reported, over 100  miscreants from Arunachal Pradesh  attacked people at Chauldhua village under the Bihali forest area. The incident occurred reportedly due to a boundary related conflict between people from Assam and Arunachali people bordering the Sonitpur district.

The Sri Lankan Navy apprehended 38 Tamil fishermen and their six boats when they were fishing in international waters today. This has created anguish in fishermen villages. More from our correspondent:

"There is no end to the travails of Tamil fishermen even after talks between fishermen representatives of India and Sri Lanka. Tension prevails in fishermen villages of Ramanathapuram district as Sri Lankan Navy apprehended 38 fellow fishermen and their fishing boats today. The fishermen are urging the government to take concrete steps to prevent attacks by Lankan Navy. It has been a mixed day for them as 69 Tamil fishermen from Pudukottai and Ramanathapuram district released from Sri Lankan jails along with their 16 boats were brought to Karaikkal by Indian Coast Guard today morning. Meanwhile, Speaking to All India Radio, Sri Lankan Navy Spokesman Kosala Warnakulasurya said in Colombo that the arrested fishermen have been taken to Kankesanthurai port and will be handed over to the Fisheries authorities. They will be produced before a magistrate’s court later today.

In Bangladesh, the Chittagong Metropolitan Special Tribunal  delivered the verdict in the sensational 10 trucks-loads of  arms haul today, sentencing ULFA Chief Paresh Barua, Jamaat Chief and former  Industries Minister Nizami, and former BNP Minister of State for Home Lutfouzzaman Babar  to death. The Tribunal also sentenced 11 others including former DG(NSI) Brig. Abdur Rahim and former Director(DGFI) Brig. Rezzakul Chowdhury  to death taking the death sentences to 14 person. Of the 52 accused, 11 were produced in court today, while 29 are on bail and 12 including ULFA leader Paresh Barua are absconding. A report:

In a judgement significant for both Bangladesh and India, Chittagong Metropolitan Special Tribunal sentenced 14 people including 2 former Ministers of the BNP Government and high officers of National Security Intelligence to death for illegal smuggling of arms. Absconding Military Wing chief of Assam's ULFA Paresh Baura is among those sentenced to death. The case acquired importance because of the sheer size and sophistication of the weapons hauled, and because police investigation had confirmed that the arms were for India's separatist outfit ULFA. India and Saudi Arabia have decided to enhance bilateral trade and economic co-operation along the lines of the Delhi declaration and the Riyadh declaration. The bilateral trade between the two countries stands at 43 billion dollar  which  they intend to double over the next five years. The views emerged at the 10th India-Saudi Arabia Joint Commission Meeting , JCM in Riyadh during January 27-28. The meeting of the JCM was co chaired by the finance minister Mr.P .Chidambaram and the Commerce & Industry Minister of  Saudi Arabia. More from our correspondent:

"Finance Minister P. Chidambaram said that India-Saudi Arabia bilateral trade stands at $43 billion and the target is to double it over the next five years. He met the captains of industry in Saudi Arabia and urged them to invest in India in projects such as Delhi Mumbai Industrial Corridor project and the petrochemical and refinery sector projects. It was decided at the JCM to form a Joint technical team to promote cooperation in the field of oil, gas and minerals. The JCM called for participation of Indian pharmaceutical firms in Saudi Arabia and finding the ways to make Indian companies eligible for Saudi projects. The Finance Ministry today said both the government and the Reserve Bank of India will continue to remain vigilant over the US Fed tapering. The US Federal Reserve yesterday decided to cut its bond purchase by another 10 billion dollars. It will now purchase 65 billion dollars per month of mortgage-backed securities and longer-term treasury securities as against 75 billion dollars. The Finance Ministry in a statement issued in New Delhi, said, the government and the RBI will take steps which are necessary to ensure stability in financial markets. It said the decision was expected and should in no way surprise or affect the country's markets. However, the statement noted that 65 billion dollars is not a small sum and will continue to infuse a large amount of liquidity into the world markets.

Tracking falling global markets, the Sensex at the Bombay Stock Exchange remained weak in afternoon trade, and stood 240 points, or 1.2 percent in negative territory, at 20,407 a short while ago. Earlier in the morning, the Sensex had fallen 196 points, on sustained selling by funds, after the US Federal Reserve, or central bank, decided to further taper its monetary stimulus programme. The Sensex had lost over 725 points in the previous four trading sessions.

देश में इस समय चुनावी माहौल है। ऐसे में केंद्र के किसी नेता को कला, संस्कृति के लिए फुरसत कहां, इसलिए सूरजकुंड अंतरराष्ट्रीय क्राफ्ट मेले की शुरुआत करने के लिए कोई केंद्रीय नेता नहीं मिला।

सूरजकुंड मेला फरीदाबाद में लगने वाला देश का सबसे बड़ा क्राफ्ट मेला है। इस बार पहली बार इसमें हजारों की संख्या में विदेशी भाग लेंगे।

ऐन वक्त पर बुधवार को इसके लिए मुख्यमंत्री भूपेंद्र सिंह हुड्डा के नाम का चयन किया गया। केंद्रीय नेताओं की सहमति के इंतजार का नतीजा यह है कि अभी तक मेले का आमंत्रण कार्ड तक नहीं छपा है।

मेला प्रशासन के सूत्रों के अनुसार, मेजबान राज्य चाहता था कि इसकी शुरुआत सोनिया गांधी या राहुल गांधी करें, क्योंकि यहां कांग्रेस की सरकार है। इसके अलावा प्रधानमंत्री एवं अन्य केंद्रीय नेताओं को भी बुलाने की कोशिश हुई, लेकिन बात नहीं बनी।

इससे पहले के वर्षों में सोनिया गांधी, प्रतिभा पाटिल, प्रणव मुखर्जी, हामिद अंसारी और मीरा कुमार जैसे लोगों ने इसकी शुरुआत की थी।

चौपाल तैयार, वाद्ययंत्र दर्शाए
सूरजकुंड अंतरराष्ट्रीय मेले में चौपाल बनकर तैयार हो गई है। मेले में आने वाले देशों के कलाकार यहां अपनी कला का प्रदर्शन करेंगे। कंट्री पार्टनर श्रीलंका और थीम स्टेट गोवा में प्रचलित वाद्ययंत्रों को इस पर दर्शाया गया है। एक तरह से गीत-संगीत की अच्छी फीलिंग होगी। चौपाल पर राष्ट्रीय पक्षी मोर की आकृति भी बनाई गई है।

अपना घर में हरियाणा की कला
मेला परिसर में हरियाणा का अपना घर बनकर तैयार हो गया है। इस घर में हरियाणा की कला और संस्कृति को दर्शाया जा रहा है। कहीं किसान को खेती करते हुए दिखाया जा रहा है, तो कहीं गाय और भैंस का दूध निकालते हुए लोगों की प्रतिकृति है।

ऊंट और घोडे़ की सवारी का लें आनंद
इस वर्ष लोगों को ऊंट और घोड़े की सवारी करने का मौका मिलेगा। मेले में ऊंट व घोड़े पहुंच चुके हैं। दरअसल शहरी क्षेत्र के बच्चों में ऊंट व घोड़े को लेकर गजब का उत्साह देखने को मिलता है। इसी बात को ध्यान में रखते हुए इनका इंतजाम किया गया है।

होटलों में रुकेंगे विदेशी कलाकार
मेले में दूसरे देशों से आने वाले कलाकारों के ठहरने के लिए होटलों में व्यवस्था की गई है। कजाकिस्तान और उजबेकिस्तान से मेले में शिरकत करने पहुंचे कलाकारों को राजहंस होटल में ठहराया गया है। श्रीलंका के कलाकारों को बड़खल मोटल में और अफगानिस्तान के कलाकारों के मैगपाई में ठहरने की व्यवस्था की गई है।

नहीं रहेगा कोई डर
मेले में आग से बचाव के लिए अग्निशमन विभाग भी तैयार रहेगा। विभाग ने मेले में पांच फायर ब्रिगेड गाड़ियां तैनात करने का निर्णय लिया है। 24 घंटे दो फायर अफसर और एक नोडल अफसर मेले की मॉनीटरिंग करेंगे। मेले में पलवल और गुड़गांव से तीन गाड़ियां मंगाई जाएंगी। पूरे मेले में 15 फायरमैन तैनात किए जाएंगे। सहायक अग्निशमन अधिकारी डीके नंदा ने बताया कि एक गाड़ी वीआईपी मूवमेंट के लिए तैनात रहेगी। मेले में स्टॉल लगाने वाले लोगों को अपने-अपने स्टॉल पर रेत से भरी दो बाल्टियां रखना अनिवार्य होगा।

कैसे पहुंचे?
फरीदाबाद में लगने वाले सूरजकुंड मेला देखने जाने के लिए कोई एक्‍स्ट्रा एफर्ट लगाने की जरूरत नहीं पड़ेगी। आप अपने रोजमर्रा के काम करते हुए इस खूबसूरत मेले का हिस्सा बन सकते हैं।

गुड़गांव, नोएडा और दिल्ली से यहां पहुंचने के लिए रोडवेज की स्पेशल सिटी बसों के अलावा एसी बसें भी उपलब्‍ध रहेंगी।

यातायात प्रबंधक डॉ. व्योम शर्मा ने बताया कि गुड़गांव में मेले के दौरान केवल छह बसें चलेंगी, इसलिए किराया दिल्ली की तर्ज पर हो सकता है।

जगद्गुरु शंकराचार्य हमेशा लोगों को यही सीख देते थे कि अपने समय को अच्छे कार्यों में लगाओ। एक बार एक धनवान श्रद्धालु ने उनसे कहा, महात्मन, अगर कोई व्यक्ति समय की कमी के कारण अपना समय अच्छे कार्यों में न लगा पाए, तो उसे क्या करना चाहिए?

शंकराचार्य ने उस व्यक्ति को समझाते हुए कहा, मेरा परिचय आज तक ऐसे किसी व्यक्ति से नहीं हुआ है, जिसको विधाता के बनाए समय से एक भी क्षण कम या अधिक मिला हो। समय की कमी से तुम्हारा क्या मतलब है? यह सुनकर वह भक्त चुप रह गया।

जगद्गुरु ने आगे कहा, जिसे तुम समय की कमी कह रहे हो, वह समय का अभाव नहीं, अव्यवस्था है। यदि कोई व्यक्ति यह ठान ले कि उसे सदैव व्यवस्थित जीवन जीना है, तो उसके पास हर काम को अच्छी तरह करने के लिए पर्याप्त समय निकल आता है। जो व्यक्ति व्यवस्थित जीवन नहीं जीते, वे अपने अमूल्य जीवन को भार-स्वरूप ढोते हैं।

जीवन की उपलब्धि यह नहीं है कि कितने वर्ष जीवित रहे, बल्कि इसमें है कि कितने समय का सदुपयोग किया। इसलिए प्रत्येक क्षण का सदुपयोग कर दूसरों को भी इस ओर प्रेरित करना चाहिए।

जगद्गुरु के इस उत्तर से वह व्यक्ति अत्यंत प्रभावित हुआ और उसने तय कर लिया कि वह स्वयं भी व्यवस्थित जीवन जीएगा और दूसरों को भी इस बात के लिए प्रेरित करेगा।
