असम में प्रतिबंधित संगठन उल्फा ने केंद्र के साथ बिना शर्त के बातचीत करने का फैसला किया है। 31 साल से चल रहे संघर्ष के बाद पहली बार ऐसा हो रहा है। ये बातचीत बृहस्पतिवार को नई दिल्ली में होगी।
उल्फा नेता शशाधर चौधरी ने आज गुवाहाटी में बताया कि इस हते कार्यकारी समिति और महा परिषद की बैठकों में एकमत से फैसला लिया गया। श्री चौधरी ने कहा कि संगठन की इच्छा है कि प्रधानमंत्री भी बातचीत के दौरान मौजूद रहें क्योंकि वे संसद में असम का प्रतिनिधित्व करते हैं।
उन्होंने कहा कि पहले उल्फा असम के लिए संप्रभुता की मांग करता था, लेकिन अब उसकी मांग वही है जो असम के लोग चाहते हैं। उल्फा के प्रचार सचिव मिथिंगा दाइमरी ने बताया कि केंद्रीय गृहमंत्री पी चिदम्बरम से बातचीत का निमंत्रण प्राप्त हुआ था।
केंद्र के वार्ताकार पी सी हलदर ने अल्फा के इस प्रस्ताव को एक सकारात्मक कदम बताया है। उन्होंने कहा कि इससे बहुत रचनात्मक और सार्थक बातचीत के लिए आधार तैयार होगा।

वित्तमंत्री प्रणब मुखर्जी ने फिर उन लोगों के नामों का खुलासा करने से इंकार कर दिया है, जिन्होंने विदेशों में काला धन जमा कर रखा है। उन्होंने आज कोलकाता में बताया विदेशों के बैंकों में जमा काले धन से जुड़े 18 में से 17 व्यक्तियों को नोटिस जारी कर दिए गए हैं।
जो 18 नाम हमारे पास आए हैं, हमने उनके खिलाफ कानूनी कार्रवाई शुरू कर दी है। इस सिलसिले में 17 लोगों को नोटिस जारी किए जा चुके है। एक व्यक्ति की मृत्यु हो चुकी है, इसलिए उसके खिलाफ कोई कार्यवाई नहीं की जा सकती। जब मामला खुली अदालत में आएगा तब नामों का ब्यौरा दिया जाएगा। हमने नोटिस जारी कर दिए हैं और कानूनी कार्रवाई जल्द ही शुरू होगी।

हमारे संवाददाता ने खबर दी है कि कर चोरी और भ्रष्टाचार के जरिये इकट्ठे किये गए गैर कानूनी धन की समस्या से निपटने के लिए सरकार ने पांच सूत्री योजना लागू की है। आयकर अधिकारियों ने पिछले 18 महीनों में ऐसे 15 हजार करोड़ रूपये का पता लगाया है जिसके बारे में लोगों ने कोई घोषणा नहीं की थी। इसके अलावा अंतर्राष्ट्रीय कराधान निदेशालय ने तीन हजार चार सौ करोड़ रूपये से अधिक की राशि भी हासिल की है।

केन्द्रीय विधि मंत्री वीरप्पा मोइली ने चुनाव में भ्रष्टाचार को खत्म करने को कहा है। आज चण्डीगढ़ में चुनाव सुधार पर एक सेमिनार में उन्होंने कहा कि साल भर के भीतर भ्रष्टाचार को खत्म करने के प्रयास जारी हैं। मंत्रियों का एक दल इस मुद्दे पर काम कर रहा है। श्री मोइली ने कहा कि भारतीय लोकतंत्र तभी सफल है, जब संविधान और संसद के कामकाज चलते रहें।

दिल्ली की एक अदालत ने सीबीआई से कहा है कि वह 2 जी स्पेक्ट्रम घोटाले की जांच के बारे में विस्तृत रिपोर्ट प्रस्तुत करे उसने पूछा है कि क्या इस जांच के दायरे में राष्ट्रीय सुरक्षा का मुद्दा शामिल है। जनता पार्टी प्रमुख सुब्रमण्यम स्वामी ने अपनी शिकायत में यह मुद्दा उठाया है और पूर्व दूरसंचार मंत्री ए राजा पर मुकदमा चलाने की मांग की है। मामले की अगली सुनवाई 23 फरवरी को होगी।

ओड़ीशा में महिला और बाल विकास मंत्री प्रमिला मलिक ने इस्तीफा दे दिया है। उन पर दोपहर भोजन की योजना के तहत दाल की खरीद में सात सौ करोड़ रूपये के घोटाले का आरोप है। सुश्री मलिक ने भुवनेश्वर में बताया कि उन्होंने नैतिक आधार पर स्वयं इस्तीफा दिया है।
मुख्यमंत्री ने उनका इस्तीफा मंजूरी के लिए राज्यपाल को भेज दिया है। उन्होंने देवगढ़ के कलैक्टर और मयूरभंज जिले के पूर्व कलक्टर के खिलाफ आरोप पत्र दायर किए जाने और बालेश्वर जिले के कलक्टर के तबादले के निर्देश भी दिए हैं।
सुश्री प्रमिला मलिक ने अपने इस्तीफे के फैसले के लिए अपनी पार्टी के सदस्यों को ही दोषी ठहराया है।

बहुद्देशीय विमान सी-130 जे. सुपर हरकुलिस आज भारतीय वायु सेना में शामिल हो गया। इस विमान से भारतीय वायुसेना की मारक क्षमता काफी बढ़ जाएगी। अमरीका में बना ये विमान रात और दिन दोनों समय उड़ान भर सकता है। इसे दिल्ली के पास हिन्डन हवाई अड्डे पर एक समारोह में रक्षा मंत्री ए के एंटनी ने औपचारिक रूप से वायुसेना में शामिल किया।
हमारे संवाददाता के अनुसार इन विमानों का ये बेड़ा अमरीका से सबसे बड़े सैनिक अनुबंध के तहत आ रहा है। विशेषज्ञों के अनुसार इस विमान को दिल्ली के पास रखने का कारण ये है कि मुंबई आतंकी हमलों जैसी स्थिति में तुरंत कार्रवाई की जा सके।
भारतीय वायु सेना ने आज अपने बेड़े में एक ओर सर्वउद्देश्य हवाईजहाज को जोड़ दिया। वील्डवाइपर नामक इस जहाज को तरकीप के साथ शिकार करने के उद्देश्य के तहत विकसित किया गया है। यह हवाई जहाज किसी भी मौसम में सैना की तेनाती करने में सक्षम है और निम्न हवाई स्तर भी ईधन का भराव कर सकता है। युद्ध के समय इसका इस्तेमाल हवाई आपरेशनों, दुर्घटनाग्रस्त वाहनों और घायलों के उत्थान में किया जा सकता है क्योंकि यह दिन के उजाले और रात के अंधेरे में अपने काम को बेखूबी अंजाम दे सकता है।

रक्षा मंत्रालय ने नौसेना के कमोडोर सुखजिंदर सिंह की सेवाएं समाप्त करने का फैसला किया है। यह जानकारी रक्षामंत्री ए.के. एंटनी ने दी। पिछले वर्ष अप्रैल में रूस में कमोडोर सिंह की एक महिला के साथ कुछ आपत्तिजनक तस्वीरें मिली थीं।

यूपीए अध्यक्ष सोनिया गांधी ने पंचायत प्रतिनिधियों से कहा है कि वे केंद्र की योजनाओं को आम लोगों तक ले जाएं और ये सुनिश्चित करें कि मनरेगा जैसी योजनाओं के लाभ जरूरतमंद लोगों तक पहुंचें।
आज रायबरेली के हरचंदपुर ब्लॉक के कठवाड़ा गांव में पंचायत प्रतिनिधियों को संबोधित करते हुए श्रीमती गांधी ने महिला प्रतिनिधियों से ग्राम सभाओं को सक्षम बनाने का आव्हान किया।

जिस तरह आप अपने परिवार को मजबूत और स्वस्थ बनाए रखने के लिए लगन और उत्साह से काम करती हैं उसी तरह ग्राम सभा को भी सक्षम बनाने और विकास के काम करने की भी जरूरत है।
श्रीमति गांधी ने मौजूद लोगों को आश्वासन दिया कि वे उत्तर प्रदेश में पंचायत की समस्याओं को सुलझाने की कोशिश करेंगी।
इससे पहले उन्होंने रायबरेली शहर में दो दिन के स्वास्थ्य शिविर का उद्घाटन किया।

भारत ने कहा है कि वह कल भूटान की राजधानी थिम्फू में पाकिस्तान के विदेश सचिव के साथ होने वाली बैठक में बड़े एहतियात, लेकिन उम्मीद के साथ शामिल होगा।

सूत्रों ने बताया है कि दोनों देशों के बीच बातचीत की प्रक्रिया को फिर से शुरू करने के उपायों पर विचार किया जाएगा। विभिन्न मुद्दों पर एक-एक कदम करके आगे बढ़ने के नए तरीकों पर चर्चा की जाएगी। पाकिस्तान के विदेश मंत्रालय के प्रवक्ता के बयान पर कोई टिप्पणी करने से इंकार करते हुए सूत्रों ने कहा कि वे ऐसा कुछ भी नहीं करना चाहते, जिससे माहौल बिगड़े। उन्होंने आशा व्यक्त की कि पाकिस्तान भी इस बातचीत में इसी भावना के साथ शामिल होगा।

सार्क विदेश सचिवों की बैठक कल भूटान की राजधानी थिम्पू में शुरू होगी। ये विचार-विमर्श मंगलवार को शुरू होने वाली विदेश मंत्रियों की बैठक से पहले हो रहा है। आज कार्यक्रम समिति के सत्र में सार्क की स्थाई समिति के सामने प्रस्तुत किए जाने वाले मुद्दों और कार्यसूची को मंजूरी दी गई। स्थाई समिति में आतंकवाद का मुकाबला, सदस्य देशों के बीच आपसी आर्थिक संबंध, खाद्य सुरक्षा और सार्क विकास कोष में हुई प्रगति जैसे मुद्दों पर विचार-विमर्श होगा।

मिस्र के राष्ट्रपति हुस्नी मुबारक ने आज अपने नए मंत्रिमंडल की बैठक में देश की मौजूदा स्थिति पर विचार किया। उधर, श्री मुबारक के त्याग-पत्र की मांग करते हुए हजारों प्रदर्शनकारी काहिरा के तहरीर चौक पर जमा हैं। खबरों में कहा गया है कि उपराष्ट्रपति उमर सुलेमान मौजूदा तनाव को कम करने के लिए विपक्ष से मुलाकात कर सकते हैं।

श्री मुबारक ने कहा है कि उनके अपने पद से हटने से मिस्र में अराजकता फैल जाएगी।

श्री मुबारक के प्रमुख विरोधी मोहम्मद अल बरदेई ने एक समाचार पत्रिका से बातचीत में कहा है कि वे सेना के वरिष्ठ अधिकारियों से जल्दी ही बात करेंगे कि बिना किसी खून-खराबे के सत्ता हस्तांतरण कैसे किया जा सकता है।

हमारे संवाददाता ने बताया है कि इस मसले के राजनीतिक समाधान के कुछ संकेत मिल रहे हैं।
रिपोर्टो के अनुसार अमरीकी प्रशासन एक कार्रवाहक सरकार के प्रारूप पर विचार विमर्श कर रहा है, जिसकी अगवाई उपराष्ट्रपति उमर सुलेमान करे और इसके बाद वे विपक्ष से देश के संविधान के संशोधन और राजनीतिक परिवर्तन की प्रक्रिया प्रारंभ कर सकें। राष्ट्रपति मुकारक ने पहले ही घोषणा कर दी है कि वे सितम्बर में अपना कार्यकाल समाप्त होने के बाद, चुनाव नहीं लड़ेंगे। लेकिन तबतक वे इसी पद पर बने रहना चाहते है, लेकिन विपक्ष इस बात पर दृढ निश्चय है कि उन्हें तुरन्त जाना होगा।
जर्मनी में म्युनिख में सुरक्षा सम्मेलन में जर्मनी के एक राजनयिक वुल्फगैंग इशिंगर ने बताया कि मिस्र में नवनियुक्त उपराष्ट्रपति उमर सुलेमान पर हाल में जानलेवा हमला किया गया, लेकिन वे बाल-बाल बच गए। इस हमले में कई लोग मारे गए। यह मालूम नहीं हुआ है कि यह हमला कब और कहां हुआ।

In Assam, the banned ULFA has decided to hold unconditional talks with the Centre for the first time in its 31-year-long struggle. The much-awaited talks will be held on Thursday in New Delhi. Disclosing this in Guwahati today, ULFA leader Sasadhar Choudhury said, the decision to hold talks with the Centre was taken at the Executive Committee and General Council meetings this week and there was no split in its ranks on the issue. He said, the ULFA is yet to select its leaders to participate in the talks. Sasadhar Choudhury said, the group will like Prime Minister Manmohan Singh to be present during the talks as he represents Assam in Parliament. Answering a query, he said that due to the situation in the state in 1979, they wanted sovereignty for Assam. But now ULFA shall have to do what the people of Assam want. ULFA  Publicity Secretary Mithinga Daimary said that the outfit has received an invitation from Union Home Minister P.Chidambaram for the talks. Centre's interlocutor P C Haldar termed the development as very positive. He said, this will facilitate the ground for very constructive and meaningful dialogue.

Finance Minister Pranab Mukherjee has again ruled out disclosing the names of those who have stashed away money in tax havens abroad. He, however, said that notices have been sent to 17 of the 18 names of account holders in a  foreign bank and the prosecution has begun. He was talking to reporters in Kolkata today. He said details can be revealed in the open court when the matter comes up for hearing.
We have already started prosecution, notices are being issued in case of 17 persons, one person is dead, so, no prosecution could be given and I told in my earlier press conference as and when there would be prosecutions, and the matter will come to the open court, then the names would be disclosed, but government suo moto, cannot disclose the names.
AIR correspondent reports that the government has launched a five pronged strategy  to combat the menace of illicit funds generated by tax evasion and corruption.  It maintains that double taxation avoidance agreement and the tax information exchange agreements are the two instruments under which information on illicit funds could be obtained from the severance government and other tax haven jurisdiction.  Fifteen thousand crore rupees of undisclosed income has been detected in the last 18 months by the Income tax authorities.  Apart from this, over 3400 crore rupees have been collected by the Directorate of International Taxation.

In Odisha, Women and Child Development Minister Pramila Mallick has resigned. Her resignation comes in the wake of allegation of a  700-crore rupees scam in the purchase of dal for mid-day meal scheme and Supplementary Nutrition Programme. Pramila Mallick said in Bhubaneswar that she had resigned on her own on moral grounds. She also blamed some BJD party leaders of hatching a 'political conspiracy' against her. The Odisha Chief Minister has forwarded her resignation to Governor Bhandare for acceptance. He has also directed filing of chargesheet against the Collector of Deogarh and a former Collector of Mayurbhanj district and transfer of the Collector of Balasore district. The Oppostion, Congress and BJP have asked Chief Minister Naveen Patnaik to take responsibility for the scam and tender his resignation.

In Jharkhand, six  police forces have been injured in a five hour long encounter with naxals in Khundi district of Jharkhand.Police claimed that two naxals have been killed although their bodies  have not been recovered yet.  search and combing operations are still on.

Ahead of the talks between the Foreign Secretaries of India and Pakistan, New Delhi today said that they are going into the talks with cautious optimism and reasonable expectations. Foreign Secretary Nirupama Rao and her Pakistani counterpart Salman Bashir will meet tomorrow on the sidelines of the SAARC meet at Thimphu, Bhutan. Sources said that they will attempt to unlock the process and explore new ways to move forward step by step. Refusing to comment on the latest statement by the Pakistan Foreign Office spokesman today, sources said, they do not want to say anything that will vitiate the atmosphere and expressed the hope that Pakistan will approach the talks in the same spirit. They also said that India is willing to discuss all issues, though it cannot be bound by any time lines. In rersponse to a question on Pakistan raising the Samjhauta blast investigations, sources pointed out that there is no comparison in terms of the gravity and scale. They pointed out that the investigations into Samjhauta blast are still going on. They also said that India will raise the issue of the slow pace at which the trial against those involved in the Mumbai terror attack, is going on in Pakistan.

The SAARC Foreign Secretaries will begin their deliberations tomorrow in Thimpu in Bhutan, ahead of the Foreign Ministers meeting which will be held from Tuesday.  According to Joint Secretary, SAARC, Pawan Kapoor, the entire gamut of issues of cooperation including health, education and poverty alleviation will come up at the meeting of eight member nations. The Indian proposal for South Asian Forum, Bangladeshi proposal for Charter of democracy, will also be discussed . Issues related to counter terrorism , economic integrity of the member nations, food security and progress in the implementation of SAARC Development Fund, apart from other issues are also expected to come up.

Egyptian President Hosni Mubarak held talks with members of his new Cabinet today as protests demanding his resignation entered the 12th day. According to official MENA news agency, it was his first meeting with the new Ministers after he sacked the previous government last week in a bid to appease the protesters. Reports say that country’s Vice President Omar Suleiman is likely to meet opposition in an attempt to defuse tense situation in the country.
As thousands of demonstrators are in Cairo's Tahrir Square for a 12th day of protests against Egypt's President Hosni Mubarak's 30-year rule, the signs of political solution to the issue are slowly emerging. According to reports, US administration is working on a transitional government headed by Vice President Omar Suleiman who would then negotiate with the opposition figures to amend Egypt’s Constitution and begin a process of democratic changes. Mr Mubarak has already said that he will not stand for re-election in September but insists that he must stay until then to prevent chaos in the country. Protesters firm demand is that he should go immediately.
US president Barack Obama has said that President Mubarak needs to listen to what is voiced by the people and make a judgment about a pathway forward that is orderly, meaningful and serious, adding that US will continue to oppose violence as a response to this crisis.
The future of Egypt will be determined by its people. It's also clear that there needs to be a transition process that begins now. That transition must initiate a process that respects the universal rights the Egyptian people and that leads to free and fair elections."
The European Union's 27 leaders said at a summit in Brussels that Egypt's transition process must start now and condemned the violence. Opposition figure Mohammad Al Bardei has said that President Mubarak should listen to the voice of the people and leave with dignity.

The host of a security conference in Germany today said that Omar Suleiman, the recently appointed Egyptian Vice President, recently escaped assassination.  German diplomat Wolfgang Ischinger mentioned the development during a plenary session of the meeting and said that several people were killed. Details about the incident, including when and where it happened, were not immediately known. Suleiman had been an intelligence chief and a powerful behind-the-scenes player for a long time, and his appointment was seen widely as an attempt by Mubarak to restore order.

US secretary of state Hillary Clinton has launched a landmark nuclear arms reduction pact with Russia.  The new START nuclear arms reduction treaty officially came into force when Ms Clinton and Russian counterpart Sergei Lavrov exchanged ratification documents at a security conference in the German city of Munich today. The pact slashes existing warhead ceilings by 30 per cent over the next 10 years and limits each side to 700 deployed long-range missiles and heavy bombers. The original 1991 pact expired at the end of 2009.

The US made giant multi-mission aircraft C-130J Super Hercules has been inducted in the Indian Air Force. The aircraft was formally inducted today by Defence Minister A.K.Antony at a special function at Hindon airbas on the outskirts of Delhi.  Mr. Antony handed over the keys of the aircraft to the commanding officer of No. 77 squadron, Group Captain Tejbir Singh in the presence of the Chief of Air Staff, Air Marshal P V Naik. Mr. Antony said, government is fully committed to provide the latest arms to its Forces. He also said, India is always committed for peace and stability in the immediate neighbourhood. AIR correspondent reports that the new fleet is one of the biggest contracts executed so far under Washington's foreign military sales programme. The fleet will have another five aircrafts by the end of this year, to make it to six.
The awesome arsenal of Indian Airforce has added another world's top class giant all purosose aircrat to its inventry.Named as veiled vipers,  the aircraft adopts kill with stealth as its motto. The tactical airlift aircraft will be able to undertake quick deployment of special forces in all weather conditions. This super hercules aircraft is capable of undertaking low level air to air refuelling to enhance its range. Government has constituted a committee to suggest ways for best use of Sporting Infrastructure created for the Commonwealth Games. Youth Affairs and Sports Minister Ajay Maken said that the committee will comprise of P T Usha, Baichung Bhutia, MC Marycom, Dilip Turkey and veteran sports journalsit K Dutta. Mr. Maken said, the Committee will submit its recommendation within four weeks.

The International Cricket Council's anti-corruption tribunal has banned former Pakistan captain Salman Butt for 10 years, Mohammad Asif for seven years and Mohammad Aamer for five years. Yesterday, Britain's Crown Prosecution Service had decided to charge the already suspended players with taking bribes and commiting fraud during the England tour last year.
