 विदेश सचिव निरूपमा राव ने कहा है कि भारत और पाकिस्तान के बीच मुद्दों के संतोषजनक समाधान के लिए वार्ता जरूरी है। उन्होंने कहा  कि भारत, पाकिस्तान के साथ सभी मुद्दों पर रचनात्मक और खुले मन से बातचीत करना चाहता है। मीडिया से बातचीत में उन्होंने आशा व्यक्त की कि पाकिस्तान के विदेश सचिव सलमान बशीर के साथ सार्थक विचार-विमर्श होगा और इस बैठक से आगे का रास्ता निकल सकेगा। समझौता एक्सप्रेस विस्फोट मामले पर विदेश सचिव ने कहा कि जांच का काम जारी है।
उधर, पाकिस्तान के विदेश सचिव सलमान बशीर ने कहा है कि वे थिम्फू में बैठक की प्रतीक्षा कर रहे हैं। उन्होंने कहा कि भारत और पाकिस्तान के बीच विदेश मंत्री स्तर की बातचीत की तैयारी की जा रही है।
समझौता विस्फोट मामले पर श्री बशीर ने कहा कि इस बारे में वे कोई टिप्पणी नहीं करना चाहते।

 भारत ने कहा है कि वह पाकिस्तान के साथ बातचीत का ताजा प्रयास जारी रखेगा, ताकि शांति वार्ता प्रक्रिया आगे बढ़ती रहे। सूत्रों ने आशा व्यक्त की है कि पाकिस्तान का रवैया भी अनुकूल होगा। भारत ने कहा है वह सभी मुद्दों पर पाकिस्तान के साथ सार्थक बातचीत करना चाहता है, हालांकि इसके लिए कोई समय सीमा तय नहीं की जा सकती। हमारी संवाददाता ने बताया है कि दोनों देशों के बीच कुछ आसान मुद्दों पर बातचीत आगे बढ़ सकती है जिनमें बंदियों के मामलों पर न्यायिक समिति, वाणिज्य और व्यापार तथा सरक्रीक मुद्दा शामिल है।  भारत मुंबई आतंकी हमले की जांच की धीमी गति का मुद्दा भी उठा सकता है।

 पाकिस्तान विदेश कार्यालय के प्रवक्ता के कल के उकसाने वाले वक्तव्य के बाद आज उनके विदेश सचिव सलमान बशीर का रवैया नरम पड़ा दिखाई दिया और वे एक मुद्दे की बात न कहकर उनका जोर भारत के साथ बिना रूकावट बातचीत पर था। भारत ने कल ही कहा था कि वे किसी बयानबाजी में पड़कर बातचीत से पहले वातावरण खराब नहीं करना चाहता। भारत जहां पाकिस्तान से मुंबई आतंकी हमले के पीछे लोगों के खिलाफ जल्द से जल्द कार्रवाई की अपेक्षा करता है वहीं हर बकाया मुद्दे पर बातचीत करने को भी तैयार है। लेकिन उसका मानना है कि प्रक्रिया को आगे ले जाने के लिए उन मुद्दों पर अगले महीनों में आगे बढ़ा जाए जो मुमकिन है। दोनों पक्ष बातचीत की प्रक्रिया को आगे बढ़ाने के लिए इच्छुक दिखाई देते हैं। पर क्या भूटान की राजधानी में वे इसमें सफलता प्राप्त कर सकेंगे, ये दोनों की आज रात की चर्चा के नतीजे पर निर्भर रहेगा।

 दक्षिण एशियाई क्षेत्रीय सहयोग संगठन-सार्क के विदेश सचिवों की स्थाई समिति की बैठक आज भूटान की राजधानी थिम्पू में शुरू हुई। सार्क विदेश मंत्रियों की बैठक मंगलवार को होगी। संगठन के संयुक्त सचिव पवन कपूर ने बताया कि दो दिन की इस बैठक में स्वास्थ्य शिक्षा और गरीबी उन्मूलन सहित कई मुद्दों पर चर्चा की जानी है। बैठक में दक्षिण एशियाई मंच बनाने के भारत के प्रस्ताव, लोकतांत्रिक घोषणापत्र संबंधी बंगलादेश के प्रस्ताव तथा कुछ अन्य परियोजनाओं को सार्क विकास निधि से धन उपलब्ध कराये जाने पर भी चर्चा होगी। स्थाई समिति में आतंकवाद से मुकाबले, सदस्य देशों के आर्थिक एकीकरण और खाद्य सुरक्षा जैसे मुद्दे भी रखे जाएंगे।
 सार्क के संयुक्त सचिव ने कहा है कि विदेश मंत्रियों के सम्मेलन में, अब तक के कार्यों में हुई प्रगति की समीक्षा की जाएगी और इस वर्ष माले में होने वाले शिखर-सम्मेलन की रूपरेखा भी तैयार की जाएगी।

 प्रधानमंत्री डॉक्टर मनमोहन सिंह ने कहा है कि संवैधानिक लोकतंत्र, उभरती अर्थव्यवस्थाओं के लिए सबसे अच्छा विकल्प है। उन्होंने कहा कि इसमें सभी को सामाजिक, राजनीतिक और आर्थिक न्याय मिलने की संभावना रहती है। १७वें राष्ट्रमंडल विधि सम्मेलन का आज हैदराबाद में उद्घाटन करने के बाद विधि विशेषज्ञों को सम्बोधित करते हुए उन्होंने कहा कि विकासशील देशों में लाखों लोगों की आकाक्षांओं को ध्यान में रखते हुए मानवीय संवेदनाओं के साथ विकास का रास्ता अपनाने के लिए साहसिक कदम उठाने चाहिए।

 प्रधानमंत्री ने लोकतंत्र और विधि व्यवस्था के सशक्तिकरण को जरूरी बताते हुए गरीबों को सस्ती दरों पर कानूनी सेवाएं उपलब्ध कराने के लिए उपाय किए जाने पर जोर दिया। उन्होंने कहा कि कानून को सामाजिक स्थिरता और विकास का साधन बनाने में अदालत और न्यायधीशों की भूमिका महत्वपूर्ण है। लोगों को न्याय दिलाने और संवैधानिक व्यवस्था को कायम रखने में न्यायिक प्रक्रिया को महत्वपूर्ण बताते हुए प्रधानमंत्री ने जवाबदेही लागू करने के लिए न्यायिक समीक्षा की जरूरत पर जोर दिया।

 भारत के प्रधान न्यायाधीश न्यायमूर्ति एस. एच. कापड़िया ने  ÷÷सबको न्याय'' के सिद्धांत के बदले न्यूनतम आवश्यकता दृष्टिकोण अपनाने की बात कही। आंध्र प्रदेश के राज्यपाल ई. एस. एल. नरसिम्हन, आंध्र प्रदेश उच्च न्यायालय के मुख्य न्यायाधीश न्यायमूर्ति ककरू और मुख्यमंत्री एन. किरण कुमार रेड्डी भी सम्मेलन में मौजूद थे।
 भारत में चार दशक बाद सबसे बड़ा विधि सम्मेलन हो रहा है। इसमें करीब आठ सौ विधि विशेषज्ञ, बदलती आर्थिक सामाजिक परिस्थितियों में कानून का शासन और चुनौती, सुधार और कंपनी कानून जैसे विषयों पर विचार विमर्श करेंगे। सम्मेलन में भाग लेने वाले प्रमुख कानूनी लोगों में पाकिस्तान के मुख्य न्यायाधीश इफ्तिखार मोहम्मद चौधरी, भारत के अटॉर्नी जनरल वाहनवटी और राष्ट्रमंडल महासचिव डॉक्टर कमाल हुसैन शामिल हैं।

 मिस्र में जारी सरकार विरोधी प्रदर्शनों के कारण उत्पन्न संकट को दूर करने के लिए सत्ताधारी नेशनल डेमोक्रेटिक पार्टी-एन डी पी के पोलित ब्यूरो के सदस्यों ने सामूहिक रूप से इस्तीफा दे दिया है। सरकारी टेलीविजन ने कल शाम घोषणा की कि राष्ट्रपति हुस्नी मुबारक के पुत्र जमाल सहित दो प्रमुख सहयोगियों को पद से हटा दिया गया है।
 सत्तारूढ़ पार्टी की छह सदस्यीय संचालन परिषद ने भी इस्तीफा दे दिया और इसके स्थान पर नए सदस्य नियुक्त कर दिए गए हैं। होसम बद्रावी, एन डी पी के महासचिव और राजनीतिक ब्यूरो के प्रमुख का कार्यभार संभालेंगे। इससे पहले, राष्ट्रपति मुबारक ने देश की अर्थव्यवस्था को उबारने के बारे में अपने मंत्रियों के साथ सलाह-मशविरा किया।
 हमारे संवाददाता ने बताया है कि मुस्लिम ब्रदरहुड पार्टी ने घोषणा की है कि वे राष्ट्रपति मुबारक को पद से हटाने के उद्देश्य से उपराष्ट्रपति उमर सुलेमान के साथ होने वाली बातचीत में हिस्सा लेंगे।

 जहां एक ओर मुस्लिम ब्रदरहुड उपराष्ट्रपति उमर सुलेमान से बातचीत को तैयार हो गई है, वहीं सत्ताधारी पार्टी के वरिष्ठ पदों पर बदलाव के संकट को हल करने और देश में स्थिति को शांत करने के प्रयास के तौर पर देखा जा रहा है। नवनियुक्त लोग आमतौर पर नौजवान हैं जो कि देश में परिवर्तन की आकांक्षाओं के अनुरूप दिखाई देता है। इस्तीफा देने वालों में राष्ट्रपति मुबारक के पुत्र जमाल मुबारक का नाम भी है, जिन्हें अपने पिता के स्थान पर अध्यक्ष के दावेदार के तौर पर देखा जाता था। विश्लेषकों का कहना है कि ये निर्णय प्रदर्शनकारियों के आत्मविश्वास को मजबूत करेगा। उनका मानना है कि राष्ट्रपति मुबारक का शासनतंत्र धीरे-धीरे सत्ता से बाहर होने की ओर कदम बढ़ा रहा है।
 उधर, विपक्षी नेता मोहम्मद अलबरदाई ने एक बार फिर राष्ट्रपति मुबारक को हटाए जाने की मांग की। तहरीर चौक पर मौजूद प्रदर्शनकारी भी राष्ट्रपति मुबारक के इस्तीफे की मांग कर रहे हैं।
 अमरीकी प्रशासन ने सत्तारूढ़ पार्टी में फेरबदल का स्वागत किया है। एक अमरीकी अधिकारी के अनुसार, अमरीका इसे राजनीतिक परिवर्तन की दिशा में एक सकारात्मक कदम मानता है, जो कि बहुत जरूरी है।

 सी पी एन-यू एम एल के अध्यक्ष झलनाथ खनाल को आज तीसरे पहर काठमांडू में नेपाल के ३४वें प्रधानमंत्री के रूप में शपथ दिलाई जाएगी। राष्ट्रपति रामबरन यादव स्थानीय समय के अनुसार, तीन बजे राष्ट्रपति भवन में एक समारोह में उन्हें पद और गोपनीयता की शपथ दिलाएंगे।
 मनोनीत प्रधानमंत्री झलनाथ खनाल और सी पी एन-माओवादी के अध्यक्ष प्रचंड की कल काठमांडू में एक बैठक के बाद आठ सदस्यों की एक समिति बनाई गई। ये समिति नई सरकार में विभागों के बंटवारे और न्यूनतम साझा कार्यक्रम पर विचार-विमर्श करेगी। दोनों पार्टियों की स्थायी समितियां आज अलग-अलग बैठकों में मंत्री पद के अपने उम्मीदवारों के नाम और नए गठबंधन के न्यूनतम साझा कार्यक्रम को अंतिम रूप देंगी।

 नौसेना ने आज लक्षद्वीप के पास सोमालिया के २५ समुद्री डाकुओं को पकड़ा। नौसेना के सूत्रों ने कोच्चि में बताया कि इन डाकुओं के कब्जे से २५ बंधकों को मुक्त कराया गया है। ये बंधक प्रैंटले-११ जहाज में थे। पकड़े गए समुद्री डाकुओं को पूछताछ के लिए मुंबई लाया जा रहा है।

 सूरत से मुंबई जा रही रानी एक्सप्रेस के छह डिब्बे आज सूरत और उधाना स्टेशनों के बीच पटरी से उतर गए। रेल अधिकारियों ने सूरत में बताया कि दुर्घटना में किसी के हताहत होने की खबर नहीं है लेकिन इसके कारण मुंबई-अहमदाबाद रेल मार्ग पर असर पड़ा है।
 ये दुर्घटना आज सुबह रानी एक्सप्रेस के सूरत स्टेशन से चलने के तुरंत बाद हुई। इस ट्रेन को रद्द कर दिया गया है और मार्ग पर मरम्मत का काम जारी है। रेलवे अधिकारियों ने बताया कि ६ घंटे की मशक्कत के बाद यातायात एक तरफ से बहाल हो गया है।

 सरकार ने काले धन से जुड़े मामलों की खुफिया जानकारी इकट्ठी करने और जांच के लिए भारतीय राजस्व सेवा-आई आर एस के कर्मियों को लगाने का फैसला किया है। हमारे संवाददाता ने वित्त मंत्रालय के सूत्रों का हवाला देते हुए खबर दी है कि आई आर एस के कुछ अधिकारियों को उनके राजस्व जैसे सामान्य कार्यों से हटाकर कालेधन से जुड़े मामलों की जांच का काम सौंपा जाएगा। काले धन पर रोक लगाने में विभाग के सामने चुनौतियों को देखते हुए ये कदम उठाया गया है। इस नए कदम से आई आर एस के अधिकारियों को कर प्रशासन के काम से हटकर अंतर्राष्ट्रीय कर, जांच, खुफिया जानकारी इकट्ठी करना और आपराधिक मामले चलाने जैसे विशेष कार्यों में काम करने का मौका मिलेगा।

 असम के उग्रवादी संगठन उल्फा और केंद्र की बृहस्पतिवार को नई दिल्ली में होने वाली शांतिवार्ता की अध्यक्षता गृह सचिव जी. के. पिल्लई करेंगे। पी टी आई से भेंट में केंद्र के वार्ताकार पी. सी. हलदर ने कहा कि इस बैठक में दोनों पक्ष बातचीत की प्रक्रिया और एक-दूसरे के विचारों को समझने का प्रयास करेंगे। श्री हलदर ने कहा कि बैठक में गृह मंत्री पी. चिदम्बरम भी उल्फा नेताओं से मिलने के लिए आ सकते हैं।

  महिला पुलिस के सवा सौ सदस्यों का एक दस्ता संयुक्त राष्ट्र. मिशन के लिए कल लाइबेरिया रवाना होगा। ये दस्ता युद्धग्रस्त देश में अतिविशिष्ट व्यक्तियों की सुरक्षा और नागरिक पुलिस का काम करेगा। अर्द्धसैनिक बल केंद्रीय रिजर्व पुलिस बल-सी आर पी एफ की ये महिलाएं लाइबेरिया में कानून और व्यवस्था कायम रखने और देश के राष्ट्रपति और अन्य विशिष्ट व्यक्तियों के कार्यालयों को सुरक्षा प्रदान करेंगी। महिला कमांडेंट की अध्यक्षता में इस दस्ते को लाइबेरिया भेजने से पहले दंगा नियंत्रण, गोलीबारी और बिना हथियार मुकाबला करने का सात हफ्ते का विशेष प्रशिक्षण दिया गया है।

 राष्ट्रपति प्रतिभा देवीसिंह पाटील ने विधि समुदाय से आग्रह किया है कि गरीब और उपेक्षित वर्ग के लोगों को निःशुल्क कानूनी सहायता योजना के तहत कानूनी सेवाएं मुहैया कराने के लिए कारगर उपाय किए जाएं। उन्होंने आज बंबई उच्च न्यायालय की नागपुर पीठ से जुड़ी उच्च न्यायालय बार एसोसिएशन के प्लेटिनम जयंती समारोह के दौरान उद्घाटन भाषण में ये बात कही।

 गुजरात में कच्छ की खाड़ी में समुद्री जीव-जन्तुओं के संरक्षण के लिए समेकित तटीय क्षेत्र प्रबंधन परियोजना कल शुरू हो गई। केंद्रीय पर्यावरण और वन मंत्रालय तथा विश्व बैंक ने इस महत्वपूर्ण परियोजना के लिए तीन सौ करोड़ रूपए की राशि मुहैया कराई है। इस परियोजना की सबसे बड़ी एजेंसी गुजरात पारिस्थितिकी आयोग के सदस्य सचिव ई. बालागुरूसामी ने कहा है कि कच्छ तटीय क्षेत्र के एक सौ ६० से ज्यादा गांवों को दस-दस लाख रूपए दिए जाएंगे, जिसका उपयोग वे सौर प्रकाश, सौर कुकर और खारे पानी को पेयजल जल में बदलने के लिए करेंगे। हमारे संवाददाता ने खबर दी है कि कच्छ के तटीय क्षेत्रों में बढ़ती औद्योगिक गतिविधियों के मद्देनजर शुरू की गई इस परियोजना के लिए कल से ही एक जनजागरण यात्रा की भी शुरूआत हुई है।

 पूरे देश में पश्चिम बंगाल के सुंदर वन क्षेत्र को छोड़ के कच्छ की घाटी में ही सिर्फ पाए जाने वाले बैंगरूज और कोरल के हारों की रक्षा के लिए शुरू की गई ये यात्रा कच्छ, जामनगर और राजकोट जिले के तटीय क्षेत्रों में लोगों को प्रोत्साहित करेगी। अंडमान निकोबार एवं लक्ष्यद्वीप तथा मन्नार की खाड़ी के पास वेस में स्थित कच्छ की खाड़ी में पाए जाने वाले कोरल के रखरखाव के लिए भी इस महत्वपूर्ण योजना में जोर दिया गया है। प्रारंभिक फेज में कच्छ के ९९ गांव में ये यात्रा के माध्यम से जनजागरण शुरू किया गया है।

 जोहान्सबर्ग में एटीपी दक्षिण-अफ्रीकी ओपन टेनिस टूर्नामेंट के एकल मुकाबले के फाइनल में, आज भारत के सोमदेव देवबर्मन का सामना चौथी वरीयता प्राप्त दक्षिण-अफ्रीका के केविन एंडरसन से होगा। श्री देवबर्मन पिछले वर्ष चेन्नई ओपन का खिताब जीतने से चूक गए थे। अगर आज के मुकाबले में उनकी जीत होती है तो ये उनका पहला एटीपी वर्ल्ड टूर खिताब होगा। दूसरी तरफ, घरेलू दर्शकों के सामने खेल रहे एंडरसन के लिए भी यह पहला एटीपी वर्ल्ड टाइटल होगा।

The Foreign Secretary Mrs Nirupama Rao has said that dialogue between India and Pakistan is a must if we have to resolve issues satisfactorily. Mrs Rao said, there are a number of outstanding issues between India and Pakistan and India is going into the talks with an open and constructive mind. Speaking to the media at Thimphu this morning, she expressed hope that her Pakistani counterpart Salman Bashir will also have a number of ideas to discuss. She said, it is an exploratory discussion and through this process, a way forward can be found. On the Samjhauta blast case, Mrs. Rao said, investigation is going on in the case.

Mrs. Rao will meet her Pakistani counterpart Salman Bashir later today. This is their first meeting after the one in Islamabad in July last year. The Pakistan Foreign secretary said that he is looking forward to the meeting. Downplaying the issue of the Samjhauta blast case, Mr. Bashir said that he would not like to make any specific comment.

A day after a provocative statement emanated from Pakistan's foreign office, today their foreign secretary Salman Bashir here in Thimpu , chose to play it down and instead stressed the need for a continues engagement with India . The Indian side yesterday itself had refused to be drawn in to a battle of words and vitiate the atmosphere before the talks. It has instead chosen to speak on the need for a step by step approach to move forward. For India cross border terrorism is a huge issue and it expects Pakistan to be more transparent and take steps to ensure that those involved in the Mumbai terror attack are brought to book at the earliest. It has suggested that issues where there is some degree of hope to move forward could be planned for the months ahead. India is also open to suggestions from Pakistan and is willing to discuss all outstanding issues. Both sides looked keen to restart the dialogue but will their attempt to unlock the process succeed will be known only after their talks tonight.

The SAARC Standing Committee comprising Foreign Secretaries began its two days of deliberations this morning at Thimpu in Bhutan, ahead of the Foreign Ministers meeting which will begin on Tuesday. According to Joint Secretary, SAARC, Mr. Pawan Kapoor, the entire gamut of issues of cooperation, including health, education and poverty alleviation are to be discussed. The Indian proposal for a South Asian Forum, Bangladeshi proposal for a Charter of Democracy and different projects in the pipeline to be funded by the SAARC Development Fund, is also on the table. Issues related to counter terrorism, economic integrity of member nations and food security are expected agenda to be placed before the Standing Committee. The Joint Secretary, SAARC, said that Foreign Ministers in their meeting spread over two days, will take stock of the progress made so far in the initiatives taken and set the pace for the next summit to be held in Male later this year.

Prime Minister Dr Manmohan Singh has said the Constitutional Democracy that provides Socio- political and economic justice to all would be the best choice for Emerging Economies. Addressing legal luminaries after inaugurating the 17th Commonwealth Law Conference in Hyderabad this morning, the Prime Minister said bold initiatives must be taken to pursue the path of development with a human face while keeping in view the woes of millions of people in developing countries.

Considering the reality and scale of conflict, deprivation and exploitation that affect the lives of millions and millions of people in the developing countries, they need to take bold and imaginative measures to pursue the path of development with social economic growth and to pursue the path of development with a human face. Stating that democracy and legal empowerment are kindred spirits, the Prime Minister emphasized the need to adopt legal empowerment measures to provide the poor the access of affordable legal services. The Prime Ministers also said the role of courts and judges in making law an instrument of social stability should not be over emphasized.

A judicial system conceived to serve the cause of substantive justice and to remedy injustices cannot be limited by outdated precedents.  The judicial process has in my view a dynamic role to play, both as the guarantor of justice to litigants and as upholder of the constitutional ideals of our nation.

While delivering the key note address, Chief Justice of India Justice S H Kapadia advocated for paradigm shift from ‘Justice to all’ to ‘Minimum Core Approach’ of the Governments especially after the Economic meltdown. India is hosting the biggest legal event after about four decades. About 800 legal luminaries, legal experts will deliberate upon a host of legal issues including Emerging Economies- rule of law and the challenges, Law reforms, corporate laws and changing economic and social conditions. Among the eminent law experts who are taking part in the conference are Pakistan Chief Justice Iftikhar Muhammad Chowdhary, Attorny General of India Ghulaam Vahanavathi and Commonwealth Secretary General Dr Kamal Hossain.

Home Secretary G K Pillai will chair the first round of the much-awaited talks with the ULFA to be held on Thursday. In an interview to PTI, Centre's interlocutor P C Haldar said the proposed meeting in Delhi will be a familiarization exercise for both sides to know each other's view before the formal dialogue process. It will be a preparatory kind of meeting. Mr. Haldar said, the Home Minister Chidambaram may drop in to meet the ULFA leaders. Senior ULFA leader Sasadhar Choudhury hinted that the group's core demand of 'sovereignty' will not be discussed as it has decided to go for unconditional talks.

With the Budget Session of Parliament a fortnight away, Government begins a fresh exercise on Tuesday to resolve the deadlock in Parliament on the issue of a JPC probe into the 2G scam. Finance Minister Pranab Mukherjee has convened a meeting of leaders of political parties on Tuesday in a move to 'save' the three-month long Budget session after the washout of the month-long Winter Session on the JPC demand.

Lok Sabha Speaker Meira Kumar has also convened a meeting of leaders of some of the political parties tomorrow to ensure smooth functioning of the Budget Session. She has already held two such meetings including one exclusively with the leaders of the BJP, the main opposition party, and the government.

The BJP-led NDA is sticking to its demand for a JPC probe into the three scams related to the 2G spectrum allocation, Adarsh Housing Society and Commonwealth Games preparations.

CPI(M) general secretary Prakash Karat has also urged the government not to stand in the way of a Joint Parliamentary Committee probe into the 2G spectrum scam to ensure smooth functioning of Parliament in its budget session.

In a significant statement ahead of the Tuesday meeting, Mamata Banerjee's Trinamool Congress has said that they do not have a problem with a JPC probe if the Congress agrees to it.

In an attempt to defuse the ongoing crisis, the politburo of Egypt's ruling National Democratic Party (NDP) has resigned en masse. The state TV announced last evening that two key allies of President Hosni Mubarak, including his son Gamal, were stripped of their posts. State TV said the ruling party's six-member Steering Committee of the General Secretariat stepped down and was replaced. The council was the party's highest decision-making body. Hossam Badrawi will take over as NDP secretary general and political bureau chief who is reputed to have good relations with opposition figures, Earlier, President Mubarak also held talks with his ministers to try to revive the economy.

While Muslim Brotherhood has agreed for talks with Egyptian Vice President, the shakeup of the ruling party’s senior positions is seen as a step towards the direction of resolving the crisis and calm down the situation in the country. The new appointments to the body are largely young figures, which analysts feel, reflects the mood of change that is sweeping the country. Jamal Mubarak, who was a member of the Steering Committee, was widely seen as being groomed by his father Hosni Mubarak to succeed him as president, also resigned. Analysts point out that development would reinforce protestors resolve and increase their confidence because it shows that the regime is retreating bit by bit.

US President Barack Obama's administration welcomed the party reshuffle. A Washington official said that US views this as a positive step toward the political change that will be necessary, and look forward to additional steps. But protesters rejected it as a meaningless gesture that showed the regime was in trouble. In a separate development, unknown saboteurs attacked the gas pipeline supplying gas to Jordan in the Sheikh Zuwayed area of the Sinai Peninsula near the Gaza Strip. Officials say that army has taken precautionary measures to stop the fire from spreading and rescue services are putting out the fire.

The veteran CPN (UML) leader Jhalanath Khanal will be sworn-in as the 34th Prime Minister of Nepal in Kathmandu this afternoon. President Dr. Ram Baran Yadav will administer the oath of office and secrecy to the new Prime Minister at a ceremony to be held at Rashtapati Bhavan at 3 PM local time.

A meeting of the Prime Minister-elect Jhalanath Khanal and CPN(Maoist) Chairman Prachanda in Kathmandu yesterday formed an eight member committee to discuss power sharing and common minimum programme of the new government. The standing committees of both the parties in their separate meetings to be held today will finalize their ministerial nominees in the new government and the common minimum programme of the newly formed alliance. AIR Kathmandu Correspondent reports that the swearing-in of the new Prime Minister will provide Nepal with an effective government after seven months of political deadlock and uncertainty.

The US Immigration and Custom Enforcement (ICE) has indicated that it is ready to consider reinstating the immigration status of those Indian students, who have lost their student visas due to the closure of California-based Tri-Valley University. Consul General, Indian Consulate San Francisco Susmita Gongulee Thomas said, she hopes that more details and clarification on this would be available from ICE early next week. She said, indications are that this is not going to be a general amnesty and ICE would consider the request for status change or visa extension on a case by case basis.

Meanwhile, nearly 150 Tri-Valley students turned up for the free legal aid camp organized by the Indian Consulate in San Francisco in association with the South Asian Bar Association.

Duped by the authorities of the Tri-Valley University, hundreds of Indian students, mostly from Andhra Pradesh, face the threat of being deported back home after having lost their student visa status.

Search and combing operation has been intensified against the notorious Kundan Pahan faction of Maoists in the forest areas of Arki police station in Khunti district of Jharkhand. New police force is pressed into service in the search operation, where a fierce gun battle took place yesterday for five hours in which six police personnel including an ASP were injured. One of the injured police personnel continues to be in serious condition.

The Navy today nabbed 25 Sumalian pirates after a brief exchange of fire near Lakshadeep. Naval sources in Kochi said, 25 others kept hostage by the pirates in their vessel Prantalay-11 were set free. All of them are being taken to Mumbai for interrogation.

Six coaches of the Mumbai-bound Flying Rani Express derailed between Surat and Udhna stations today. Railway officials said in Ahmedabad that there was no report of any casualty, but the derailment affected traffic on the busy Mumbai-Ahmedabad route.  The incident took place soon after the Surat-Mumbai train left Surat station in the morning. The express train was cancelled and track repair work was on. They said, one side traffic resumed after nearly six hours.

The Union Home Minister Mr. P. Chidambaram today handed over 1431 houses constructed by Puducherry government for the Tsunami affected families of Ganapathi Chettikulam, Periakalapet, Chinnakalapet and Pillaichavady. These houses were constructed with an estimated cost of 81.80 crore rupees.

 In the evening, Mr. P. Chidambaram will inaugurate Road Bridge built across Thenpenniar at Soriankuppam.

Over 550 educational institutions across the country will be connected under the National Knowledge Network by March this year. This was revealed by Communication and Information Technology Minister Kapil Sibal in New Delhi after launching the website and logo of the network, NKN. Mr Sibal said that NKN is a significant step towards ushering a knowledge revolution in the country. He emphasized on the need to spread the benefits of this network to students and people in remote parts of India.

AIR Correspondent reports that National Knowledge Network aims to connect all higher centres of learning and research in the country by bringing together various stakeholders from science, technology, higher education, healthcare, agriculture and governance to a common platform. The project enables delivery of effective distance education where teachers can interact with students at far flung places in a real time.

In Gujarat, the integrated Coastal zone Management Project to protect the marine life in the Gulf of Kutch kicked off yesterday. The Union Ministry of Environment and Forest and the World Bank have pumped 300 crore rupees for this important Project. The Member Secretary of Gujarat Ecology Commission, the Nodal Agency for this project, Mr. E.Balagurusami has said that more than 160 villages will be provided ten lakh rupees each for solar light, solar cooker and water softener for coastal villages of Kutch.

Union Environment & Forests Minister Jayaram Ramesh has said that his ministry is getting ready to launch the Green India Mission aimed at enhancing and protecting the forest cover of the country in a big way. Inaugurating the regional conference of forest ministers from south India at Thiruvananthapuram, he said that the Prime Minister will give final approval to the mission at a high level meeting to be held by the month end. Mr Jayaram Ramesh also clarified that conditional clearance to Posco steel plant in Odisha is a well thought out decision based on assurance that Forest Rights Act 2006 will not be violated.

Indiscriminate conversion of paddy fields and orchards is under way in different parts of north Kashmir. Our correspondent reports that the unscientific reclamation has been posing serious threat to the socio-economic and environmental conditions of the region.

“North Kashmir districts, Kupwara, Baramulla and Bandipora are worst hit by the conversion of the agricultural land for residential and industrial purposes. Right from Singhpora to Chowkibal, along the 150 kilometer long national highway, forest land, paddy fields and orchards are being converted into residential colonies, shopping complexes, and motor workshops. This Reclamation has become a brisk business and several property dealers are active in the area who fill up the paddy land and chop down the apple trees overnight. According to experts, this menace has brought picturesque north Kashmir on the brink of food disaster. There is a growing deficit in food grain production with respect to population growth.

At the Montecasino Entertainment Centre, both Somdev Devvarman and Kevin Anderson will fight it out in the finals, with the victor taking home his first ATP World Tour title. After failing to win the Chennai Open in 2009, today's encounter gives Somdev, the reigning Commonwealth Games and Asian Games champion a great opportunity to clinch his first ever title. Anderson, being the third consecutive South African opponent for Somdev in this competition, will be playing in front of his home crowd and will also be eyeing to register his first ATP World Tour title. In More news: In Jammu and Kashmir, the far flung areas of Kargil District like Drass, Snakoo and Chiktan Batalik have been cut-off from the District Headquarters due to heavy snowfall.  The farmers are happy from this snowfall as in the whole winter season Kargil remained dry and snowfall till February are considered to be the water store for summer season.
