मिस्र में राष्ट्रपति हुस्नी मुबारक के खिलाफ अभियान ने आज उस समय निर्णायक मोड़ ले लिया जब सरकार और मुस्लिम ब्रदरहुड सहित विपक्षी संगठनों ने संवैधानिक सुधारों के जरिए सत्ता के हस्तांतरण का रास्ता तैयार करने के लिए एक समिति गठित करने पर सहमति जताई। तेरह दिनों के जबर्दस्त विरोध प्रदर्शन के बाद मिस्र के विपक्षी संगठनों और सरकार के बीच आज यह सहमति बनी। प्रदर्शनकारी, हुस्नी मुबारक के तीस वर्ष के शासन का अंत देखना चाहते हैं। सरकारी मीडिया के अनुसार बातचीत के पहले दिन ही समिति बनाने पर सहमति बन गई। इस समिति में राजनीतिक और न्यायिक हस्तियां शामिल होंगी जो संभावित संविधान सुधारों का अध्ययन करेगी। समिति राष्ट्रपति के कार्यकाल की सीमा तय करने के अलावा राष्ट्रपति के उम्मीदवारों के लिए कानून भी सुझाएगी।
लेकिन विपक्षी खेमे से इन खबरों की पुष्टि नहीं हुई है। यह पहली बार है जब मिस्र की सरकार और मुस्लिम ब्रदरहुड के बीच किसी तरह की बातचीत हुई है। ब्रदरहुड की प्रदेश में शाखाएं फैली हुई हैं और ऐसी आशा की जाती है कि मुबारक के बाद मिस्र में जो स्थान खाली होगा उसकी भरपाई इसी संगठन से होगी।
समिति से अपना काम मार्च के पहले हफ्‌ते तक पूरा करने को कहा गया है। उसके बाद ही आगे की कार्रवाई तय की जाएगी।
सरकार का निर्णय विरोध प्रदर्शनों को आगे बढ़ने से रोकने को लेकर सामने आया है जो सरकार और विपक्ष की बातचीत के बाद संभव हो सका। सरकार ने राष्ट्रपति मुबारक के इस्तीफे को छोड़कर विपक्ष की बातों को माना बड़ी संख्या में प्रदर्शनकारी अब भी तहरीर चौक पर जमा हैं और यह देखना शेष है कि वह इन निर्णयों के बाद अपना आंदोलन समाप्त करते हैं या राष्ट्रपति मुबारक के इस्तीफे की मुख्य मांग को लेकर आंदोलन के लिए डटे रहते हैं।

प्रधानमंत्री ने कहा है कि संवैधानिक लोकतंत्र, उभरती अर्थव्यवस्थाओं के लिए सबसे अच्छा विकल्प है। उन्होंने कहा कि इसमें सभी को सामाजिक, राजनीतिक और आर्थिक न्याय मिलने की संभावना रहती है। आज हैदराबाद में 17वें राष्ट्रमंडल विधि सम्मेलन का उद्घाटन करने के बाद विधि विशेषज्ञों को सम्बोधित करते हुए उन्होंने कहा कि विकासशील देशों में लोगों की आकाक्षांओं को ध्यान में रखते हुए मानवीय संवेदनाओं के साथ विकास का रास्ता अपनाने के लिए साहसिक कदम उठाए जाने चाहिए।
विकासशील देशों में लाखों लोगों के जीवन को प्रभावित करने वाले संघर्ष, अभाव और शोषण के स्तर को ध्यान में रखते हुए उन्हें सामाजिक, आर्थिक विकास के साथ विकास हासिल करने और मानवीय संवेदना के साथ विकास की राह पर चलने के लिए कड़े कदम उठाने की जरूरत है।
प्रधानमंत्री ने लोकतंत्र और विधि व्यवस्था के सशक्तिकरण को जरूरी बताते हुए गरीबों को सस्ती दरों पर कानूनी सेवाएं उपलब्ध कराने के लिए उपाय करने पर जोर दिया। उन्होंने कहा कि कानून को सामाजिक स्थिरता और विकास का साधन बनाने में अदालत और न्यायधीशों की भूमिका महत्वपूर्ण है।
मेरे विचार में न्यायिक प्रक्रिया को लोगों को न्याय सुनिश्चित करने के लिए और संवैधानिक आदर्शों का पालन करने के लिए बहुत गतिशील भूमिका निभानी होगी।

राष्ट्रपति प्रतिभा देवीसिंह पाटील ने विधि समुदाय से आग्रह किया है कि गरीब और उपेक्षित वर्ग के लोगों को निःशुल्क कानूनी सहायता योजना के तहत कानूनी सेवाएं मुहैया कराने के लिए कारगर उपाय किए जाएं। उन्होंने आज बंबई उच्च न्यायालय की नागपुर पीठ से जुड़ी उच्च न्यायालय बार एसोसिएशन के प्लेटिनम जयंती समारोह के दौरान उद्घाटन भाषण में ये बात कही।

तेलुगु फिल्म अभिनेता चिरंजीवी के नेतृत्व में प्रजाराज्यम पार्टी का आज कांग्रेस पार्टी में विलय हो गया। श्री चिरंजीवी ने नई दिल्ली में कांग्रेस के आंध्र प्रदेश के प्रभारी वीरप्पा मोइली की मौजूदगी में यह घोषणा की। इससे पहले उन्होंने कांग्रेस अध्यक्ष सोनिया गांधी से मुलाकात की। बाद में संवाददाताओं से बातचीत में उन्होंने कहा कि विलय से दोनों दलों को फायदा होगा।

श्री वीरप्पा मोईली ने कहा कि प्रजाराज्यम पार्टी के विचार कांग्रेस की नीतियों से मिलते जुलते हैं, इसलिए इस विलय से दोनों पार्टियों को लाभ होगा।
हमारी हैदराबाद संवाददाता ने बताया है कि 294 सदस्यों वाली राज्य विधानसभा में प्रजाराज्यम पार्टी के 18 विधायक हैं और कांग्रेस के विधायकों की संख्या 155 है।
ढ़ाई साल के बाद तेलुगु अभिनेता चिरंजीवी अपनी पार्टी को कांग्रेस पार्टी में मर्ज किया है। चिरंजीवी का मानना है कि ये कदम सामाजिक न्याय के लिए काम करने का और भ्रष्टाचार के विरोध में लड़ने के लिए विस्तृत दौरे पर मौका देते हैं। यह भी जगन मोहन रेड्डी का एपिसोट के बाद यह मर्जर के समय भी अहमियत रखते हैं जबकि एन. किरण कुमार रेड्डी के नेतृत्व पर कांग्र्रेस सरकार एक लंबे बजट सेशन को सामना करने वाले हैं।

ओड़ीशा के राज्यपाल मुरलीधर चंद्रकांत भंडारे ने महिला और बाल विकास मंत्री प्रमिला मलिक का इस्तीफा स्वीकार कर लिया है। प्रमिला मलिक ने कई करोड़ रूपये के दाल घोटाले में शामिल होने के आरोपों के मद्देनजर कल मुख्यमंत्री को इस्तीफा सौंप दिया था।

केंद्रीय वित्त मंत्री प्रणब मुखर्जी ने कहा है कि देश में मुद्रास्फीति के मौजूदा दबाव से अब भी निपटा जा सकता है लेकिन अगर स्थिति और खराब होती है तब चिंता की बात होगी। । वे पश्चिम बंगाल में मुर्शिदाबाद जिले के कांडी में संवाददाताओं से बातचीत कर रहे थे। वित्त मंत्री ने कहा कि देश का निर्यात काफी बढ़ रहा है और इसके साथ-साथ आयात में भी काफी बढ़ोतरी हो रही है। उन्होंने कहा कि अंतर्राष्ट्रीय बाजार में तेल की कीमतें बढ़ने से आयात में वृद्धि हो रही है। उन्होंने कहा कि सरकार समूची स्थिति पर नजर रख रही है।

नौसेना ने आज हिन्द महासागर में लक्षद्वीप के पास थाईलैंड की मछली पकड़ने वाली एक नौका से 20 से ज्यादा समुद्री डाकुओं को गिरफ्‌तार किया और उनके कब्जे से 24 बंधकों को मुक्त करा लिया। यह नौका समुद्री डाकुओं ने अगवा की थी। रक्षा मंत्रालय के सूत्रों ने बताया कि समुद्री डाकुओं को पकड़ने के लिए नौसेना और तटरक्षक बलों ने दक्षिण पश्चिमी तटवर्ती क्षेत्र के समीप समुद्र में साझा अभियान चलाया था। यूनान के एक मालवाहक जहाज पर समुद्री डाकुओं के हमले की खबर मिलते ही कल शाम नौसेना के दो जहाजों और तटरक्षक बल की दो नौकाओं ने समुद्री डाकुओं का पीछा करना शुरू किया। आज सुबह उन्हें समुद्री डाकुओं तक पहुंचने में कामयाबी मिल गई। ये डाकू थाईलैंड की अगवा की गई नौका- प्रांतालय 11 से अपनी गतिविधियां चला रहे थे।

भारत और पाकिस्तान के विदेश सचिव आज रात भूटान में थिम्पू में महत्वपूर्ण बातचीत करेंगे। इससे पहले विदेश सचिव निरूपमा राव ने कहा दोनों देशों के बीच कई बकाया मुद्दे हैं और भारत इन पर रचनात्मक और खुले मन से बातचीत करना चाहता है। श्रीमती राव ने कहा कि इस बातचीत से आगे विचार-विमर्श का रास्ता निकल सकेगा। समझौता एक्सप्रेस विस्फोट मामले पर उन्होंने बताया कि जांच का काम जारी है।
इसमें कोई संदेह नहीं कि यह एक आतंकवादी घटना थी। इस मामले में भारत, समय आने पर पाकिस्तान को जरूरी जानकारी देगा। भारत ने कभी भी बातचीत से परहेज+ नहीं किया है।
उधर, पाकिस्तान के विदेश सचिव ने कहा कि वे इस बैठक की प्रतीक्षा कर रहे हैं। उन्होंने कहा कि इसमें दोनों देशों के विदेश मंत्रियों की बातचीत की तैयारी की जाएगी।
हमारी संवाददाता ने बताया है कि भारत और पाकिस्तान के विदेश सचिवों के सकारात्मक बयानों से यह संकेत मिलता है कि बातचीत अच्छे माहौल में होगी।
कुछ ही मिनटों में भारत और पाकिस्तान के विदेश सचिव निरूपवा राव और सलमान बशीर अपनी महत्वपूर्ण बैठक भूटान की राजधानी थिम्पू के ताजसाशी होटल में शुरू करने वाले हैं। एक साल से भी कम समय पहले दोनों देशों के प्रधानमंत्रियों ने अपने विदेश मंत्रियों और विदेश सचिवों को आपसी विश्वास दूर कर वार्तालाप का रास्ता खोलने के लिए काम करने के निर्देश दिये थे। जुलाई में दोनों देशों विदेश मंत्री और विदेश सचिव मिले थे अंतः इस बैठक से कडवाहट ही हाथ लगी थी अब फिर एक बार कोशिश की जा रही है। दोनों विदेश सचिवों ने आज बैठक में खुले मन और सकारात्मक रवैया अपनाने की बात कहीं हैं आशा है कि आज की कोशिश से सफलता हाथ लगेगी और बातचीत की प्रक्रिया फिर से शुरू हो पायेगी।

भारत ने व्यापार और सेवाओं पर सार्क समझौते को जल्द मंजूरी दिए जाने को कहा है। विदेश सचिव निरूपमा राव ने कहा कि इससे क्षेत्र के देशों को समझौते का पूरा लाभ मिल सकेगा।

नेपाल में सी पी एन-यू एम एल नेता झालनाथ खनाल को आज काठमांडू में 34 वें प्रधानमंत्री के रूप में शपथ दिलायी गई। राष्ट्रपति डॉक्टर रामबरन यादव ने राष्ट्रपति भवन में आयोजित समारोह में इन्हें पद और गोपनीयता की शपथ दिलाई।

आकाशवाणी के काठमांडू संवाददाता ने खबर दी है कि सी पी एन - यू एम एल और माओवादियों के बीच नई सरकार में विभागों के बंटवारे को लेकर विवाद के कारण किसी को मंत्री पद की शपथ नहीं दिलाई गई।
सीपीएन-यूएमएल और माओवादियों के बीच अपग्रह और सुरक्षा मंत्रालयों के पद भार से दोनों दल का संयुक्त कार्यदल के सहमति नहीं बन पाने के कारण आज हुई कार्यदल की बैठक बिना निष्कर्ष समाप्त हुआ। दूसरा सबसे बड़ा दल नेपाली कांग्रेस के बीच विपक्षी निर्णय किये जाने के बाद खनाल नेतृत्व की सरकार को मई 28 तारीख के अंदर समझौता किया है और सविंधान निर्माण से जुड़े विवादित मुद्दों को श्री झाले को काफी चुनौती सामना कर सकता है।

जम्मू कश्मीर में करगिल जिले में हो रही भारी बर्फबारी से द्रास, स्नाकू और चिकटन बटालिक जैसे दूरदराज के इलाके जिला मुख्यालय से कट गए हैं। इस बर्फबारी से किसान काफी खुश हैं क्योंकि पूरी सर्दियों में मौसम सूखा रहा था। फरवरी की बर्फबारी को गर्मियों के मौसम में जल भण्डारण के लिए अच्छा माना जाता है।

The campaign against Egyptian President Hosni Mubarak took a decisive turn today as the regime and opposition groups including the outlawed Muslim Brotherhood agreed to form a committee to study constitutional reform to chart a way towards a transition of power. Egypt's opposition groups and the ruling regime entered into landmark negotiations today that came after 13 days of unrelenting street protests by Egyptians seeking an end to Mubarak's 30-year rule and a move towards a representative government. This is the first time that Egypt's ruling regime has entered into any kind of negotiations with the Brotherhood which has a vast organisational network in the country and is widely expected to fill the political space in a post-Mubarak democratic Egypt. The committee has been asked to finish its task by the first week of March following which the future course of action will be decided. However, so far there appears to be no indication that Mubarak would step down immediately as demanded by the thousands of protesters who have been camping at Cairo's Tahrir Square. The landmark talks aimed at bringing a peaceful end to the mass uprising came a day after the top leadership of Egypt's ruling National Democratic Party resigned en masse. The opposition groups met Vice President Omar Suleiman to press for their "legitimate demands", even as central Cairo remained flooded with demonstrators who observed a 'Day of Martyrs' to honour those killed in the anti-government unrest.

Prime Minister Dr Manmohan Singh has said the Constitutional Democracy that provides Socio- political and economic justice to all would be the best choice for Emerging Economies. Addressing legal luminaries after inaugurating the 17th Commonwealth Law Conference in Hyderabad this morning, the Prime Minister emphasised the need to adopt legal empowerment measures to provide poor the access to affordable legal services to bring the fruits of democracy closer to them.

While delivering the key note address, Chief Justice of India Justice S H Kapadia advocated for paradigm shift from ‘Justice to all’ to ‘Minimum Core Approach’ of the Governments especially after the Economic melt down. In his address Pakistan Supreme Court Chief Justice Iftikhar Muhammad Choudhary has called upon the Commonwealth Countries to uphold the principle of rule of law, transparency and accountability in the international arena besides in the domestic administrations. India is hosting the biggest legal event after about four decades. About 800 legal luminaries, legal experts will deliberate upon a host of legal issues including Emerging Economies- rule of law and the challenges, Law reforms, corporate laws and changing economic and social conditions.

President Mrs. Pratibha Devi Singh Patil has urged the legal community to make concerted efforts to secure legal services for the people who are vulnerable and poor, through the free legal aid scheme. She was speaking at the inaugural ceremony of the Platinum Jubilee celebrations of the High Court Bar Association attached with the Nagpur Bench of Bombay High Court today.

Praja Rajyam Party headed by Telugu film Star Chiranjeevi today merged with Congress. PRP President Chiranjeevi announced this in New Delhi in the presence of Andhra Pradesh State Congress affairs in-charge Veerappa Moily. 

Having launched Prajarajyam as a regional political party  with Social Justice as the  main plank, film star Chiranjeevi  merged it with Congress in less than two and half years . Chiranjeevi believes that it will provide a greater forum to work for social Justice. For Congress, the charisma of the film actor is expected to give  much needed impetus especially in the backdrop of Jagan Mohan Reddy episode.  The timing of the  merger is  also significant especially when the state Government under the leadership of N Kiran Kumar Reddy is going to face the lengthy Budget Session. The PRP has 18 MLAs in the 294-member state Assembly and Congress' strength is 155. The merger   will surely pave way for emergence of new political equations in Andhra Pradesh.

The Union Finance Minister, Mr. Pranab Mukherjee today said that the current inflationary pressure in the country is still managable. Talking to newsmen at Kandi in Mushirdabad district of West Bengal today, Mr. Mukherjee said if the situation worsens further then it will be a cause of concern. The Finance Minister said that the country's export is increasing substantially but we must keep in mind that the imports are also increasing simultaneously along with prices of non-oil imports products and various other raw materials. Mr. Mukherjee said that trade gap is also increasing along with oil price in the international market. The Finance Minister said that the government is keeping a close watch on the overall situation.

Odisha Governor Muralidhar Chandrakant Bhandare has accepted the resignation of Women and Child Development Minister Pramila Mallick. The Governor, now at New Delhi, accepted the resignation through fax communication. Pramila had resigned from the Naveen Patnaik Cabinet yesterday following allegations of her involvement in the multi-crore dal scam. Chief Minister Naveen Patnaik had forwarded Pramila's resignation paper to the Governor for acceptance.

The Foreign Secretaries of India and Pakistan will hold their crucial meeting tonight at Thimpu in Bhutan in an endeavour to revive the process of dialogue. Ahead of the talks Mrs Nirupama Rao said that dialogue between India and Pakistan is a must if issues are to be resolved satisfactorily. Mrs Nirupama Rao has said that there are a number of outstanding issues between India and Pakistan and India is going into the talks with an open and constructive mind. Speaking to media this morning she expressed the hope that her Pakistani counterpart Salman Bashir will also have a number of ideas to discuss. She said it is an exploratory discussion and through this process a way forward can be found. On Samjhauta blast case, Mrs Rao said investigation is going on in the case and it was an act of terrorism and there is no doubt about it ‘ She said that when India is ready to share evidence about it will do so. She pointed out that that India has never shied away from discussion.

The Pakistan Foreign secretary said that he is looking forward to the meeting and they are in Thimpu for the preparation of engagement between the two foreign ministers. Downplaying the issue of Samjhauta blast case Bashir said that he would not like to make any specific comment, there are plenty of issues. He said two should work towards continuous engagement.

AIR correspondent says that their positive statements have set the right tone for the talks.

The two Foreign secretaries will do the groundwork for the meeting of the Foreign Ministers of the two countries and discuss ways to engage with each other and plan the agenda for the coming months.

India today called for an early ratification of the SAARC Agreement on Trade in Services which will give a boost to realizing the full potential of agreement in the region. Addressing 38th session of the Standing Committee in Thimpu today Foreign Secretary Mrs Nirupama Rao said that SAFTA is an important instrument to deepen intra-regional trade provided it complied with by all member states and implemented in letter and spirit. She said that India has already submitted its sector-specific request list of services to various Members and expressed the hope that the process can soon gather pace at the meeting of the Expert Group scheduled for the end of next month. Mrs Rao also said that India is fully committed to working with other Member States to increase the prosperity of the South Asian region through social development and regional economic integration.  Referring to the SAARC Development Fund as an important pillar of SAARC she said that apart from the two ongoing projects on Women’s Empowerment and Maternal Healthcare, a third project on Zero Energy Cold Storage has been approved by the Governing Board of the SDF.

Indians travelling abroad for leisure are showing more interest in new destinations such as China, Maldives, Indonesia, Africa and Bangladesh and the most preferred destination Singapore is fast losing out, according to a survey by the Nielsen Company.  The India Outbound Monitor, a survey by the Nielsen Company and Pacific Asia Travel Association is based on their most recent trips taken. The percentage of Indians visiting newer places such as China, Indonesia, Africa, Bangladesh and Macau has gone up to 38 per cent in 2010, up from 20 per cent in 2008. On the other hand, Singapore's share has gone down to 24 per cent in 2010 from 32 per cent in 2008.

The veteran CPN (UML) leader Jhalanath Khanal has been sworn-in as the 34th Prime Minister of Nepal in Kathmandu this afternoon. President Dr. Ram Baran Yadav administered the oath of office and secrecy to the new Prime Minister at a ceremony at Rashtapati Bhavan. AIR Kathmandu Correspondent reports that no other member of cabinet could be sworn-in today following a dispute over power sharing the new government between the CPN (UML) and the Maoists.

The US ambassador to India Timothy J Roemer today said the US is very sensitive and attentive to the Indian students problems in that country. Speaking to reporters on the sidelines of a function in New Delhi, on the issue of Tri-Valley University, Mr Roemer said, he does not want any segment of the society to take advantage of these students. The envoy said his country is proud that there are 1,03,000 Indian students in American schools. Mr Roemer added US wants more students to go to America.
