कृषि क्षेत्र के उत्पादन में सुधार से प्रोत्साहित होकर सरकार ने चालू वित्त वर्ष के लिए आर्थिक विकास दर का अनुमान बढ़ाकर ८ दशमलव ६ प्रतिशत कर दिया है, जो एक वर्ष पहले आठ प्रतिशत था। केन्द्रीय सांख्यिकी संगठन के प्रारंभिक अनुमानों के अनुसार सकल घरेलू उत्पादन की विकास दर भारतीय रिजर्व बैंक और वित्त मंत्रालय द्वारा पहले अनुमान लगायी गयी दर से ज्यादा रहेगी। आंकड़ों के अनुसार कृषि और सम्बद्ध क्षेत्रों की विकास दर चालू वित्त वर्ष में ५ दशमलव चार प्रतिशत रहेगी जो एक वर्ष पहले शून्य दशमलव चार प्रतिशत थी।

 वित्त मंत्री प्रणब मुखर्जी ने विश्वास व्यक्त किया था कि बढ़ती मुद्रास्फीति के बावजूद अर्थव्यवस्था की विकास दर साढ़े आठ प्रतिशत रहेगी। भारतीय रिज+र्व बैंक ने भी पिछले महीने मौद्रिक नीति की तिमाही समीक्षा में साढे ८ प्रतिशत विकास दर का अनुमान लगाया था।

 चालू वित्त वर्ष की विकास दर में वृद्धि मुख्य रूप से विनिर्माण क्षेत्र में ८ दशमलव ८ प्रतिशत वृद्धि के कारण होने की संभावना है। एक वर्ष पहले भी इस क्षेत्र की वृद्धि दर इतनी ही थी। प्रारंभिक अनुमानों के अनुसार खनन क्षेत्र की विकास दर ६ दशमलव २ प्रतिशत रहेगी जो इससे पहले के साल में ६ दशमलव ९ प्रतिशत थी। बिजली, गैस और पानी के उत्पादन में ५ दशमलव एक प्रतिशत वृद्धि होगी  जो पिछले वर्ष ६ दशमलव ४ प्रतिशत थी।

 वित्तमंत्री प्रणब मुखर्जी ने आर्थिक विकास दर ८ दशमलव ६ प्रतिशत रहने के अनुमान पर संतोष व्यक्त किया है।  आज नई दिल्ली में संवाद्दाताओं से बातचीत में उन्होंने कहा कि बढ़ती मुद्रास्फीति और व्यापार असंतुलन को देखते हुए विकास दर का यह अनुमान काफी उत्साहजनक है। उन्होंने कहा कि यह बहुत अच्छी बात है कि चुनौतियों के बावजूद सकल घरेलू उत्पादन की दर में गिरावट नहीं आ रही है।

सरकार ने कहा है कि ऐसे प्रयास किये जा रहे हैं कि सकल घरेलू उत्पादन में वृद्धि से समग्र विकास का लक्ष्य प्राप्त किया जा सके। आज नई दिल्ली में राष्ट्रमंडल सांख्यिकी विशेषज्ञों के १५ वें सम्मेलन का उद्घाटन करते हुए सांख्यिकी और कार्यक्रम क्रियान्वयन मंत्री एम.एस.गिल ने कहा कि सरकार अपने एक अरब से  अधिक नागरिकों को बुनियादी सुविधाएं उपलब्ध कराने के उपाय कर रही है। उन्होंने उपभोक्ता मूल्य सूचकांक की नई श्रृंखला की नई व्यवस्था भी जानकारी दी, जिसके तहत आगामी वित्त वर्ष से उपभोक्ता मूल्य सूचकांक का हिसाब शहरी और ग्रामीण लोगों के लिए अलग-अलग किया जाएगा।

भारत को उसकी कार्य-कुशलता की वजह से आउटसोर्सिंग के लिए तरजीह दी जा रही है। ए टी कर्नेज+ फर्म के अनुसार आउटसोर्सिंग के मामले में भारत पहले, चीन दूसरे और मलेशिया तीसरे नम्बर पर है। रैंकिंग शुरू होने के समय से ही ये तीनों देश सबसे आगे हैं क्योंकि यहां प्रतिभाएं उपलब्ध हैं और पूरी प्रक्रिया कम खर्चीली रहती है। सूचना प्रौद्योगिकी में भारत की उत्कृष्टता इसके सर्वोतम शिक्षण संस्थानों की वजह से है।

प्रधानमंत्री ने सार्वजनिक सेवाएं बेहतर ढंग से उपलब्ध कराने के वास्ते नयी और सुधरी तकनीकें अपनाने को कहा है। उत्पादकता, गुणवत्ता, विश्वसनीयता, अधिकतम कुशलता और मॉडलिंग के बारे में नयी दिल्ली में ंआयोजित अन्तर्राष्ट्रीय सम्मेलन का उद्घाटन करते हुए डॉ० मनमोहन सिंह ने कहा कि नवीनतम प्रौद्योगिकी के इस्तेमाल से सरकारी सेवाओं को कम खर्चीली और भरोसेमंद बनाया जा सकता है।

प्रधानमंत्री डॉ० मनमोहन सिंह ने गुणवत्ता और उत्पादकता में सुधार की जोरदार वकालत करते हुए सभी सम्बद्ध पक्षों से अनुरोध किया है कि वे आपसी सहयोग से आधुनिक जानकारी और टेक्नोलॉजी का बेहतर इस्तेमाल सुनिश्चित करें। आज नई दिल्ली में इस बारे में अन्तर्राष्ट्रीय सम्मेलन का उद्घाटन करते हुए प्रधानमंत्री ने कहा कि इन क्षेत्रों में विभिन्न देशों में कई तरह के बदलाव आ रहे हैं, जिन्हें देखते हुए नवीनतम जानकारी और तकनीकी विशेषज्ञता को बढ़ावा देना चाहिए, ताकि और ऊंचे मानक प्राप्त किये जा सके। प्रधानमंत्री ने सांख्यिकी की आधुनिक तकनीकों और श्रेष्ठता प्राप्त करने के लिए अनुसंधान को बढ़ावा देने को कहा।

सेवाओं में गुणवक्ता, उत्पादकता और विश्वसनीयता को अधिकतम कार्य क्षमता के तकनीक द्वारा बढ़ाया जा सकता है। यह सिर्फ निजी क्षेत्र के लिए ही नहीं बल्कि उन लोगों के लिए भी उपयोगी साबित होगा जो लोक सेवाओं में शामिल हैं। वास्तव में सरकारी सेवाओं में गुणवक्ता लाने के लिए कम लागत वाले और भरोसेमंद तकनीकों को लागू करना होगा।

प्रधानमंत्री का ये बयान ऐसे समय में आया है जब उन्होंने राज्यों से खाद्य वस्तुओं की बेरोक-टोक मुक्त सप्लाई सुनिश्चित करने के लिए चुंगी और मंडी कर समाप्त करने का अनुरोध किया हैं। इन वस्तुओं की आपूर्ति और मांग के बीच अन्तर के कारण उनकी कीमतें बढ़ी है, जिससे मुद्रास्फीति पर दबाव भी बढ़ा है।

समारोह में वित्त मंत्री प्रणब मुखर्जी ने निजी क्षेत्र से अनुरोध किया कि वह अच्छे स्तर के स्पर्धा में बने रहने के साथ-साथ बेहतर किस्म के उत्पाद तैयार करने के वास्ते सार्वजनिक क्षेत्र के साथ सहयोग करें। उन्होंने कहा कि विकास की गति बढ़ाने के लिए क्वालिटी और उत्पादन दोनों ही जरूरी हैं।

 उत्पादकता को बढ़ाने के लिए जरूरत इस बात की है कि हम सटीक और कम लागत वाले तरीकों को अपनाते हुए तकनीकों का हस्तांतरण करें।

 इसके लिए हमें अपनी तकनीक और कुशलता को ज्यादा से ज्यादा गुणवक्ता बनाने पर ध्यान देना होगा ताकि अपने उत्पादन और सेवाओं में हम और सुधार कर सकें।
हमारे संवादददाता ने खबर दी है कि प्रधानमंत्री और वित्त मंत्री ने घरेलू उद्योग से आग्रह किया कि वे अपनी भावी योजनाएं तैयार करते समय अन्तर्राष्ट्रीय घटनाओं को ध्यान में रखें, हालांकि इस बदलाव को लाने में समय लग सकता है।

विदेश मंत्री एस.एम. कृष्णा ने कहा है कि भारत और पाकिस्तान के विदेश सचिवों की बैठक से स्थायी वार्ता प्रक्रिया की ठोस नींव रखे जाने के संकेत मिले हैं। वे थिम्पू से लौटने के बाद पत्रकारों से बातचीत कर रहे थे। उन्होंने कहा कि कल रात की बैठक पाकिस्तान के विदेश मंत्री शाह मोहम्मद कुरैशी के साथ इस्लामाबाद में हुई सहमति के अनुरूप रही। श्री कृष्णा ने कहा कि दोनों देशों के प्रधानमंत्रियों ने पिछले वर्ष थिम्पू में अपनी मुलाकात के दौरान जो दिशा-निर्देश तैयार किये थे उनके आधार पर ही यह वार्ता प्रक्रिया चल रही है। विदेश मंत्री ने कहा कि इन सभी बैठकों का उद्देश्य आपसी विश्वास और भरोसा जमाना है।

इससे पहले, दोनों देशों के विदेश सचिवों ने अपनी कल रात की बातचीत को उपयोगी और सार्थक बताया, जिसमें दोनों पक्षों ने खुला और ठोस रवैया अपनाया। विदेश सचिव निरूपमा राव ने थिम्पू में संवाद्दाताओं को बताया कि कल रात हुई इस बातचीत में कोई एक मुद्दा प्रमुख तौर पर नहीं था इसलिए कई महत्वपूर्ण मुद्दों पर चर्चा हुई। उन्होंने कहा कि दोनों पक्षों ने आगे बढ़ने की संभावनाओं और प्रक्रिया पर बातचीत की। इसका और खुलासा किए बिना श्रीमती राव ने कहा कि इस प्रक्रिया को अमल में लाए लाने का इंतजार करना होगा और पूरी सतर्कता बरतनी होगी। उन्होंने कहा कि दोनों देशों के बीच कई मुद्दे हैं जिन्हें हल किया जाना चाहिए क्योंकि दोनों के संबंध बहुत जटिल हैं 

पाकिस्तान के विदेश सचिव सलमान बशीर ने कहा है कि दोनों देश विश्वास में आई कमी को दूर करने के लिए काफी हद तक प्रयास करने में सफल रहे हैं। इनमें विश्वास में आई कमी को दूर करने के प्रयास, दोनों देशों के बीच लगातार सम्पर्क और सभी बातों पर आपस में विचार-विमर्श करना शामिल है।

१० महीने पहले यहीं थिम्पू में दोनों देशों के प्रधानमंत्रियों ने आपसी विश्वास को बढ़ाने और वार्तालाप की ओर बढ़ने की बात की थी और कल रात ही इन पर दोनों पक्षों ने इस प्रक्रिया को आगे बढ़ाने की आवश्यकता पर एक ही सुर में बात की। दोनों आपस की बातचीत को लेकर रवैया सकारात्मक और आशावादी दिखा। कम से कम अभी तो यही लगता है कि इस्लामाबाद की बातचीत के बाद जो कड़वाहट पैदा हुई थी उसे पीछे छोड़ते हुए दोनों पड़ोसी देश शांतिप्रक्रिया को फिर से पटरी पर बिठाने की दिशा में आगे बढ़ने के लिए इच्छुक हैं।

राष्ट्रपति प्रतिभा देवीसिंह पाटील ने कहा है कि युवा पीढ़ी को जिम्मेदार नागरिक बनाने के लिए उन्हें स्वाधीनता संग्राम के प्रेरणादायी और गौरवशाली इतिहास से अवगत कराया जाना चाहिए। राष्ट्रपति आज नागपुर में स्वतंत्रता सेनानी शहीद शंकर महाले की याद में बने स्मारक को देखने के बाद वहां उपस्थित लोगों को संबोधित कर रहीं थीं।

लाखों लोगों के जीवन पर महात्मा गांधी की शिक्षाओं के गहरे प्रभाव की चर्चा करते हुए उन्होंने कहा कि महात्मा गांधी ने सत्य, अहिंसा और भाईचारे के सिद्धांत से आम लोगों को स्वाधीनता संग्राम में शामिल होने की प्रेरणा दी। श्रीमती पाटील ने कहा कि समग्र विकास के जरिये कमजोर और उपेक्षित लोगों तक विकास के लाभ पहुंचाना सरकार की जिम्मेदारी है। इस मौके पर महाराष्ट्र के राज्यपाल के शंकरनारायण, रोजगार गांरटी योजना मंत्री डॉक्टर नितिन राउत और सांसद अविनाश पांडे भी मौजूद थे।

झारखंड में बरकाकाना- मुरी रेल खंड पर आज सवेरे से रेलगाड़ियों का आवागमन फिर से शुरू हो गया है। रामगढ़ और माइल रेलवे स्टेशनों के बीच संदिग्ध माओवादियों द्वारा रेल पटरी उड़ाये जाने से इस मार्ग पर रेल यातायात बाधित था। रांची डिविज+न के मंडल रेल प्रबंधक घटनास्थल पर पहुंच गए हैं।
हमारे संवाददाता ने बताया है कि माओवादियों ने जगह-जगह पोस्टर लगाये थे, जिनमें कहा गया था कि वे तीन राज्यों झारखंड,बिहार और ओड़ीशामें महंगाई और भ्रष्टाचार के खिलाफ आज बंद कर रहे हैं।                                                        ----

बिहार में माओवादियों के बंद के दौरान किसी अप्रिय घटना की खबर नहीं है। हमारे पटना संवाद्दाता ने खबर दी है कि किसी भी अप्रिय घटना को रोकने के लिए कड़े सुरक्षा प्रबंध किए गए हैं। राज्य के नक्सल प्रभावित इलाकों और झारखंड से लगते इलाकों में गश्त बढ़ायी गयी है। रेलवे ने बिहार से गुजरने वाली रेलगाड़ियों में अतिरिक्त सुरक्षा बल तैनात किए हैं।

बंबई उच्च न्यायालय, मुम्बई आतंकी हमलों में भूमिका के लिए पाकिस्तानी आतंकवादी अजमल कसाब के मृत्यु दंड की पुष्टि का अंतिम फैसला २१ फरवरी को सुनाएगा। हमारी संवाददाता ने बताया है कि उसी दिन न्यायालय को मृत्यु दंड के खिलाफ कसाब की अपील पर भी फैसला देना है।

बांबे हाई कोर्ट ने कहा कि इस मामले से जुड़े बहुत सारे कागजातों को इकट्ठा करने के लिए समय चाहिए, इसलिए फैसले को दो हफ्ते के बाद रखा गया है। इस मामले के सहअभियुक्त सईम अंसारी और सबाउद्दीन अहमद को बरी किये जाने के खिलाफ महाराष्ट्र सरकार द्वारा दायर अपील और कसाब ने अपनी मृत्युदंड खिलाफ दी हुई चुनौती के बारे में हाई कोर्ट २१ फरवरी को फैसला सुनाएगी। इस मामले में बचाव पक्ष और सरकारी पक्ष की दलाली पिछले साल अक्टूबर १७ को शुरू हुई थी। दलीलों के दौरान सरकारी वकील उज्वल निकम ने कसाब को दोषी बताते हुए उनके खिलाफ सबूतों को न्यायालय के सामने पेश किया वहीं कसाब के वकील अमन सोलकर और फरहाना साह ने उन्हें निर्दोष बताया। दोनों पक्षों की दलीलें जनवरी सात को खतम हुईं और आगे की सुनवाई के लिए आज का दिन तय किया गया था।
         
कसाब को २१ फरवरी को न्यायालय में नहीं लाया जाएगा। लेकिन उसे वीडियो कांफ्रेंसिंग द्वारा कार्रवाई में शामिल किया जाएगा।

पाकिस्तान के पूर्व राष्ट्रपति परवेज मुशर्रफ का नाम पूर्व प्रधानमंत्री बेनजीर भुट्टो की हत्या के मामले में आया है। इस हत्याकांड की जांच कर रही रावलपिंडी की आतंक विरोधी अदालत में अभियोजन पक्ष की ओर से दायर अंतरिम आरोप पत्र में उनका नाम संदिग्ध आरोपियों में शामिल है। श्री मुशर्रफ २००९ के शुरू से ही स्वेच्छा से ब्रिटेन में रह रहे हैं। सरकारी टीवी ने बताया है कि इस मामले सरकारी तौर पर कुछ नहीं कहा गया है। भुट्टो हत्या की जांच कर रहे संयुक्त राष्ट्र के एक आयोग ने आरोप लगाया है कि श्री मुशर्रफ ने पूर्व प्रधानमंत्री बेनजीर भुट्टो को सुरक्षा उपलब्ध कराने के लिए उचित कदम नहीं उठाए। दिसम्बर २००७ में रावलपिंडी में एक चुनावी रैली में एक आत्मघाती हमलावर ने श्रीमती भुट्टो की हत्या कर दी थी। श्री मुशर्रफ उस समय पाकिस्तान के राष्ट्रपति थे।

मिस्र में विपक्षी गुटों ने राजनीतिक सुधार योजना में उन्हें शामिल करने की पेशकश को अपर्यापत बताया है और राष्ट्रपति मुबारक के त्यागपत्र की मांग दोहरायी है। तहरीर चौक और अन्य शहरों में प्रदर्शनकारी मौजूद हैं और राष्ट्रपति मुबारक के पद छोड़ने की मांग कर रहे हैं।

मिस्र में सरकार विरोधी आंदोलन के १४वें दिन आज भी काहिरा के तहरीर चौक पर बड़ी संख्या में प्रदर्शनकारी जमा हैं जो इस बात पर दृढसंकल्प हैं कि विपक्षी पार्टियों की सरकार से बातचीत से राष्ट्रपति मुबारक को सत्ता विहीन करने के उनके अभियान पर कोई असर नहीं होगा। सरकार द्वारा दिये गये प्रस्तावों जिनका मूल उद्देश्य स्थिति को शांत करना है के अंतर्गत कई रियायतें दी गयीं लेकिन राष्ट्रपति मुबारक के इस्तीफे की मुख्य मांग नहीं मानी गयी। कुल मिलाकर छह विपक्षी समूहों ने उपराष्ट्रपति से बातचीत में हिस्सा लिया, जिसमें प्रतिबंधित मुस्लिम बदरहुड, नौजवानों का एक संघ और बुद्धिजीवी लोगों का एक समूह भी शामिल था। जहां विपक्षी पार्टियों ने इसे अप्रयाय बताया वहीं उनमें मसले को लेकर मतभेद भी दिखाई दिए कि राष्ट्रपति मुबारक के ३० वर्षों के शासन का अंत कैसे हो।

इस बीच अमरीका के राष्ट्रपति बराक ओबामा ने कहा है कि मिस्र हमेशा के लिए बदल गया है और उन्होंने लोकतांत्रिक सरकार की अपील की है। श्री ओबामा ने एक टेलीविजन चैनल से बातचीत में कहा कि मिस्र अब फिर से वैसा नहीं होगा, जैसा वो पहले था।

मिस्र की सरकारी समाचार एजेंसी के अनुसार उपराष्ट्रपति उमर सुलेमान ने संविधान में संशोधन के लिए समीक्षा समिति बनाने का प्रस्ताव रखा है। उन्होंने कानूनी और राजनीतिक विशेषज्ञों की समिति बनाने का प्रस्ताव भी रखा है, जो प्रस्तावित संविधान संशोधनों का अध्ययन करेगी, जिनमें राष्ट्रपति चुनाव में ज्यादा उम्मीदवारों के हिस्सा लेने और राष्ट्रपति के कार्यकाल की समय-सीमा निर्धारित का व्यवस्था है। सरकारी प्रवक्ता मगदी रादी ने कहा कि सभी दल प्रस्तावित संविधान संशोधनों का अध्ययन करने और पहली मार्च तक जरूरी वैधानिक संशोधन करने के लिए जजों और राजनीतिकों की समिति बनाने पर सहमत हो गए थे। हुस्नी मुबारक के शासन के खिलाफ १३ दिन से चल रहे प्रदर्शनों में शामिल सभी विपक्षी दल इस बातचीत में मौजूद नहीं थे। संयुक्त राष्ट्र परमाणु ऊर्जा एजेंसी के पूर्व अध्यक्ष और मिस्र के प्रमुख असंतुष्ट नेता मोहम्मद अल बरदेई को इस बातचीत में आमंत्रित नहीं किया गया।

पश्चिमी ऑस्ट्रेलिया में पर्थ के बाहरी इलाके में जंगलों में लगी आग से कम से कम चालीस मकान नष्ट हो गये है और बीस अन्य मकानों को नुकसान पहुंचा है। आग बुझाने का काम जारी है। ७० किलोमीटर प्रतिघंटे की रफ्तार से तेज+ हवाओं की वजह से लपटें तेज हो रही हैं। सैंकड़ों लोगों ने घर छोड़ दिये है।  दो साल पहले ऐसी ही आग में दक्षिणी राज्य विक्टोरिया में १७३ लोग मारे गये थे और बड़ें पैमाने पर तबाही हुई थी।

क्वींसलैंड और विक्टोरिया में भीषण बाढ़ के बाद पर्थ के पास आग लगी है। ऑस्ट्रेलिया के उत्तर पूर्वी तटीय शहरों में पिछले सप्ताह तूफान यासी आया था।

थाईलैंड और कम्बोडिया की सेनाओं के बीच आज चौथे दिन सीमा के आरपार गोलीबारी हुई। ११वीं सदी के विवादित मंदिर के आसपास के इलाके में गोलीबारी की आवाजें सुनाई दीं। इससे पहले हुई लड़ाई में इस मंदिर को नुकसान पहुंचा था।  शुक्रवार और शनिवार को हुई मुठभेड़ में कम से कम पांच लोग मारे जा चुके हैं। संयुक्त राष्ट्र महासचिव बान की मून ने कल कहा कि वे दोनों देशों के बीच हुई सैन्य मुठभेड़ को लेकर चिंतित है। उन्होंने दोनों पक्षों से आग्रह किया कि वे दुश्मनी खत्म करने का ठोस प्रयास करें और ज्यादा से ज्यादा संयम बरते। कंबोडिया के प्रधानमंत्री हुन सेन ने कल संयुक्त राष्ट्र सुरक्षा परिषद को एक पत्र भेजा था जिसमें उन्होंने कंबोडियाई क्षेत्र में थाईलैंड के हमले को रोकने के लिए आपात बैठक बुलाने का आग्रह किया गया है।

भारत ने कहा है कि अमरीका के साथ अंतरिक्ष और परमाणु विज्ञान के क्षेत्रों में प्रौद्योगिकी के हस्तातंरण के तौर-तरीकों के बारे में आज बातचीत की जाएगी। अमरीका द्वारा भारत के साथ उच्च टैक्नोलोजी के कारोबार पर लगा प्रतिबंध उठाये जाने के बाद यह बातचीत हो रही है। पिछले वर्ष नवम्बर में अमरीका के राष्ट्रपति ओबामा की भारत यात्रा के दौरान यह प्रतिबंध हटाने का फैसला किया गया था। वाणिज्य और उद्योग मंत्री आनन्द शर्मा ने संवाद्दाताओं  को बताया कि अमरीका के वाणिज्यमंत्री गैरी-लॉक के साथ बातचीत में इन तौर-तरीकों के अलावा गैर-शुल्क बाधाएं हटानें और बाजार तक पहुंच जैसे मुद्दों पर भी चर्चा होने की उम्मीद है।

पेट्रोलियम मंत्रालय ने कहा है कि वह केयर्न इंडिया की नौ अरब ६० करोड़ अमरीकी डॉलर की हिस्सेदारी को वेदांत रिसोर्सिज+ द्वारा अधिगृहीत किये जाने की स्वीकृति जल्दी देने के पक्ष में है। लेकिन मंत्रालय चाहता है कि इससे पहले सरकारी प्रतिष्ठान ओ. एन. जी. सी. की चिंताएं दूर किये जाने पर ध्यान दिया जाना चाहिए। हमारे संवाददाता ने खबर दी है कि इस समझौते की पूर्व शर्तों में रॉयल्टी के १४ हजार करोड़ रुपये का भुगतान करने की ओ.एन.जी.सी की मांग पर राजी होना शामिल है। यह रॉयल्टी राजस्थान तेल क्षेत्रों के तेल की बिक्री से सरकारी फर्म को केयर्न इंडिया की ओर से ओ.एन.जी.सी. को देनी होगी।

बंबई शेयर बाजार के शुरूआती कारोबार में आज संवेदी सूचकांक में करीब १२७ अंक की वृद्धि हुई। अब से कुछ देर पहले यह १३३ अंक की बढ़त के साथ १८ हजार १४१ पर था।
नेशनल स्टॉक एक्सचेंज का निफ्टी भी ३२ अंक बढ़कर ५ हजार ४२८ पर था।
अन्तर्राष्ट्रीय मुद्राबाजार में डॉलर के मुकाबले रूपया की कीमत में ४ पैसे की वृद्धि हुई। एक डॉलर की कीमत ४५ रूपये ५५ पैसे बोली गयी।

राष्ट्रीय महिला आयोग की अध्यक्ष गिरिजा व्यास ने बलात्कार और अपहरण मामलों से निपटने के उत्तर प्रदेश प्रशासन के तौर-तरीकों की आलोचना की है। आज नई दिल्ली में मीडिया से बातचीत में उन्होंने कहा कि पीड़ितों को न्याय दिलाने के कोई प्रयास नहीं किये जा रहे हैं, पुलिस छानबीन में ढिलाई बरतती है और निर्दोष लोगों को फंसाने में लगी हुई है। सुश्री गिरिजा व्यास का यह बयान उत्तर प्रदेश में एक दलित लड़की पर हुए क्रूर हमले के मद्देनजर आया है।

असम में कोकराझार जिले में उल्टापानी जंगल इलाके में अज्ञात बन्दूकधारियों ने कल छह लोगों का अपहरण कर लिया। सरकारी सूत्रों ने बताया है कि २० बन्दूकधारियों ने डब्ल्यू डब्ल्यू एफ के नये भर्ती किये गये छह लोगों का अपहरण कर लिया है। ये लोग मानस नेशनल पार्क में बाघों और हाथियों की गणना के अलावा दूसरे काम देख रहे थे। अभी तक किसी गुट ने अपहरण की जिम्मेदारी नहीं ली है। अपहृत अधिकारियों को ढूंढने के लिए बड़े पैमाने पर तलाशी अभियान चलाया गया है।

नौसेना और तटरक्षक गार्डों की संयुक्त कार्रवाई में लक्षद्वीप तट के पास २८ सोमाली समुद्री लुटेरे पकड़े गए हैं। तटवर्ती सेनाओं ने एक बड़ी कामयाबी में समुद्री लुटेरों के कब्जे से थाइलैंड की मछली पकड़ने वाली नौका भी जब्त की है। इस नौका के चालक दल में शामिल थाइलैंड और म्यांमा के २४ नागरिकों को छुड़ा लिया गया है। हमारे संवाददाता ने खबर दी है कि अदन की खाड़ी में समुद्री लुटेरों के खिलाफ विभिन्न देशों की नौसेनाओं की संयुक्त कार्रवाई के बाद ये लुटेरे हिन्द महासागर में आ गए थे।

अन्तर्राष्ट्रीय क्रिकेट परिषद-आई सी सी का तीन सदस्यीय दल आज कोलकाता में ईडन गार्डन स्टेडियम का इस बात का फैसला करने के लिए निरीक्षण कर रहा है कि वहां विश्व कप क्रिकेट प्रतियोगिता के तीन मैच कराये जा सकते हैं या नहीं।  २७ फरवरी को भारत और इंगलैंड के बीच होने वाला मैच ईडन गार्डन का मैदान पूरी तरह से तैयार न होने के कारण पहले ही बंगलुरू में कराने का फैसला किया जा चुका है। यह दल  आई सी सी की तकनीकी समिति को रिपोर्ट देगा जो इस बारे में अंतिम फैसला करेगी।

Led by a smart recovery in farm output, the government today estimated economic growth for the current financial year at 8.6 per cent, as against 8 per cent a year ago.  According to Advance Estimates released by the Central Statistical Organisation, CSO today GDP growth projection is higher than the forecasts made by the Reserve Bank of India and Finance Ministry earlier. According to data released, agriculture and allied activities are projected to grow by 5.4 per cent this fiscal, as against 0.4 per cent a year ago.

Finance Minister Pranab Mukherjee had exuded confidence that the economy would grow by 8.5 per cent despite rising inflation. The RBI had also projected that the economy would expand by 8.5 per cent in its quarterly monetary policy review last month. Growth this fiscal is likely to be driven by 8.8 per cent expansion in the manufacturing sector, the same as in the year-ago period.   According to the advance estimates, mining and quarrying is likely to grow by 6.2 per cent, compared to 6.9 per cent a year ago, while electricity, gas and water production will grow up by 5.1 per cent, as against 6.4 per cent in the previous fiscal.

The Finance Minister, Mr. Pranab Mukherjee has expressed satisfaction over the estimated economic growth rate of 8.6 per cent.  Talking to reporters in New Delhi today, he said that this growth rate is quite encouraging in the wake of the rising inflation and trade imbalances. He said, despite challenges it is quite encouraging that the GDP is not deteriorating.

The Government today said that efforts are being made to translate the growing GDP into the broadbased inclusive growth of the country. Inaugurating the 15th Conference of the Commonwealth Statisticians in New Delhi today, Union Minister for Statistics and Programme Implementation M S Gill said that the government is taking measures to make the basic amenities accessible to it’s over a billion citizens. He also released the methodology for a new series of Consumer Price Index that will be calculated separately for the urban and rural citizens from the upcoming fiscal year.

Prime Minister  has urged for use of better techniques for effective delivery of public services.  Inaugurating an international Congress on Productivity, Quality, Reliability, Optimization and Modelling in New Delhi, Dr. Manmohan Singh said, these can be used to design government services cost effective and reliable. Pitching strongly in favour of quality and better productivity, the Prime Minister Dr. Singh urged all stakeholders to join hands to ensure better use of latest knowledge and technology for this purpose. 

The Prime Minister called for this sophisticated techniques of statistics and research have to be used. The statement has come at a time when Prime Minister has asked the states to do away with octroi and mandi taxes to ensure hassle free supply of food items.  The supply demand gap of these items has led to spurt in their prices putting further pressure on inflation. 

Dr. Manmohan Singh said it is not enough to meet the requirements of customers only but the focus has to be to grow in excellence and foster innovation. 

Addressing the function the Finance Minister Mr. Pranab Mukherjee urged the private sector to join hands with the public sector to achieve better standards of products besides staying competitive. He said that both quality and quantity is essential for faster growth trajectory.

AIR correspondent reports that both Prime Minister and the Finance Minister urged the domestic industry to take lessons from the international developments and chart out the future course of action. They however maintained that this may take sometime now.

The External Affairs Minister Mr. S. M Krishna said, the meeting between India and Pakistan Foreign Secretaries indicates that a solid foundation has been laid for a sustained engagement. He was speaking to media on his arrival in Thimpu. Mr. Krishna said, the meeting last night was in keeping with the understanding reached with  with Pakistan Foreign Minister Shah Mehmoood Qureshi in Islamabad.

Mr. Krishna said, the aim of all these meetings is only to build bridges of trust and mutual confidence.

The Pakistan Foreign Secretary Salman Bashir has said that the two sides have been able to make efforts to a considerable extent in bridging the trust deficit. Speaking to reporters, he said, there has been forward movement on the things agreed to by the Prime Ministers of the two countries in Thimpu in April last year . These included, efforts to bridge the trust deficit, have frequent contacts and that everything should be discussed. He said that the two countries are pursuing that format. While strongly condemning terrorism, Mr. Bashir said that that the two sides have agreed to cooperate to deal with this menace. He said that there is belief that there is a large area of convergence in this regard and the need to work where ever there are divergences.

The Bombay High Court will pronounce a final verdict on the confirmation of death sentence awarded to Pakistani terrorist Ajmal Kasab for his role in the 26/11 terror attacks on the 21st of this month.   AIR correspondent reports, Kasab will not be brought to the Court on that day, but will be made to participate in the proceedings through video conferencing.

The Court has stated that it is taking the two weeks’ time for compilation of the voluminous documents related to the case. The Court will also give its decision on Kasab’s appeal against his death sentence and the Maharashtra’s government’s appeal against acquittal of co-accused Faheem Ansari and Sabauddin Ahmed on the same day. Arguments on these matters began on October 17 last year and were heard on a day-to-day basis by the court. During the arguments, Public prosecutor Ujjwal Nikam presented various evidences establishing Kasab’s guilt and justifying the death penalty awarded to him by the special trial court. While defence lawyer Amin Solkar argued against the death sentence awarded to Kasab. The arguments concluded on January 7 and the division bench of Justices Ranjana Desai and R V More had reserved order and kept the matter for directions today.

Pakistan's former president Pervez Musharraf was today named as an accused in the assassination of ex-premier Benazir Bhutto.  He was named in an interim charge sheet filed by prosecutors in an anti-terrorism court in Rawalpindi conducting the trial of suspects charged with involvement in the murder. Musharraf has been living in self-exile in Britain since early 2009. The state TV reported but there was no official word on the development. A report by a UN commission that probed the Bhutto assassination had blamed Musharraf for failing to take adequate steps to provide security to former premier. Bhutto was killed by a suicide attacker in Rawalpindi in December 2007 during an election rally in Rawalpindi. Musharraf was then President of Pakistan.

Egypt's opposition groups have termed the offer to include them in political reform plans as insufficient and renewed their demands of President Mubarak’s resignation. Demonstrators are present at Tahrir square and other cities, calling for ouster of President Mubarak.

As demonstrations in Egypt entered the 14th day today, central Cairo's Tahrir Square is still filled with anti-regime protesters adamant that the start of dialogue with opposition groups would not divert their campaign to overthrow President Mubarak. The offers of the government are aimed at averting the escalation of protests, in which government has made several concessions, except resignation of President Mubarak. In all, six groups were represented at the talks hosted by Vice-President Omar Suleiman, including a coalition of youth organisations, banned Muslim Brotherhood and a group of wise men. However reports suggest that opposition appears to be divided over how to bring about an end to President Hosni Mubarak's nearly 30-year rule.

Meanwhile, US President Barack Obama has said that Egypt has changed forever and called for a representative government. Mr. Obama told a television channel that Egypt is not going to go back to what it was.

According to the Egypt's, state news agency Vice President Omar  Suleiman has proposed a review body to amend the constitution. He has also proposed to set up a committee of judiciary and political figures to study proposed constitutional amendments that would allow more candidates to run for president and impose term limits on the presidency.

In Sudan, at least thirty soldiers have been killed in Upper Nile state, during internal fighting among troops of the national army.  The mutiny in Sudan's army first broke out on Thursday in the politically sensitive southern town of Makalal. The mutiny began when southern soldiers in the SAF unit who resisted redeployment to the north began exchanging fire with other members of the same unit. Southern Sudan is set to become the world's newest nation on the 9th of July 2011.  Southern Sudan is waiting for the final results of its independence referendum. Provisional results say 99 percent of the voters opted to secede from the north.

The armies of Cambodia and Thailand have exchanged fire across their border for a fourth day. Artillery and machine gun fire was heard in the disputed area around the 11th Century Preah Vihear temple, which was damaged in earlier fighting. UN Secretary-General Ban Ki-moon yesterday said he was deeply concerned by reported armed clashes between Cambodia and Thailand in their border area, and called on both sides to make an effective arrangement to end hostilities and exercise maximum restraint. Cambodian Prime Minister Hun Sen yesterday sent a letter to the UN Security Council requesting to convene an urgent meeting to stop Thai invasion into Cambodian territory. At least five people were killed in clashes on Friday and Saturday.

A fresh band of  28 Somali pirates have been captured off the Lakshadweep coast in a joint operation by the Navy and Coast Guard. They were captured after a gunfight.   In a major achievement, the Marintime forces also seized the pirate controlled Thai fishing trawler. Trawleer's original crew of 24 Thai and Myanamarese nationals.

In Sri Lanka, flood fury continues as the Island is battered by a second wave of rains. 

According to the Disaster Management Centre flood water are flowing over roads, agricultural land and town centres, worsening the damage already caused by rains that began in December. Relief activities have also been hit as the main roads are submerged in water. Acres and acres of Paddy fields have been destroyed. More than two lakh people have displaced in 653 temporary evacuation centres in 11 districts across the island. The government has allocated Rs. 800 Million for the provision of dry rations to the flood victims in the affected districts. United Nations agencies are providing additional support to the Government of Sri Lanka in its efforts to respond to fresh floods, situation.

The Sensex at the Bombay Stock Exchange gained 127 points, to 18,135 in opening trade, this morning, as investors bought fundamentally strong stocks at bargain prices. But the Sensex later pared its gains, to stand a more modest 45 points, or 0.3 percent in the green, at 18,053, a short while ago.

Elsewhere in Asia, the key stock indices in Japan, South Korea, Hong Kong and Singapore were trading mixed, today. The market in China remained shut for a  holiday. Over in the US, the Dow Jones Industrial Average had gained 0.3 per cent in Friday's session.

A three-member ICC team is now inspecting the Eden Gardens stadium in Kolkata to ascertain whether it can host the three matches of the Cricket World Cup.  The India- England  match of 27th February has already been shifted to Bangalore due to under preparedness of Eden Gardens which is being renovated.  The team will report to the Technical Committee of the ICC for the final decision.

In Tennis, India's Somdev Devvarman failed to win his first ATP World Tour title  as he lost to the fourth-seed, Kevin Anderson of South Africa in the finals of the ATP South African Open at Johannesburg. The reigning Commonwealth Games and Asian Games champion lost 6-4, 3-6, 2-6 yesterday to Anderson.  This was Somdev's second defeat in the title-round of an ATP event. He lost to Marin Cilic of Croatia in the finals of the Chennai Open in 2009.

In Assam, unidentified gunmen kidnapped 6 persons from Ultapani Forest Area in Kokrajhar district. Official sources said, a group of about 20 gunmen kidnapped the six WWF’s newly recruited volunteers yesterday. They were carrying out tiger and elephant census and monitoring other exercises inside the Manas National Park. So far ,no group has claimed the responsibility. A massive search operation is on to rescue the kidnapped officials.

The Jammu-Srinagar National Highway was closed for traffic today due to landslides triggered by heavy rains at Pathal area in Ramban district. Over 600 vehicles have been stranded at various places.  Our correspondent says, efforts are on to clear the landslide but heavy rains in the area was making the task difficult.

Reacting to the Avalanche warnings by army, authorities have suspended the sking at high altitude slopes in Gulmarg and have advised the tourists not to venture out for sking.
