मिस्र के राष्ट्रपति हुस्नी मुबारक के इस्तीफे की मांग करते हुए भारी संख्या में लोग काहिरा के तहरीर स्क्वेयर में जमा हुए हैं और वे आज के दिन को राष्ट्रपति मुबारक की रूखसती का दिन बता रहे हैं। उधर, राष्ट्रपति ने कहा है कि वे अपना पद छोड़ना चाहते हैं, लेकिन उन्हें देश में अव्यवस्था फैलने का डर है। कल एबीसी टेलीविजन पर एक इंटरव्यू में श्री मुबारक ने कहा कि उन्हें अपने देश में व्याप्त हिंसा पर दुख है लेकिन इसके लिए उनकी सरकार जिम्मेदार नहीं है।

राष्ट्रपति मुबारक के समर्थकों ने आज के दिन को निष्ठा का दिन बताया है। हमारे संवाददाता ने खबर दी है कि सत्तारूढ़ एनडीपी पार्टी के महासचिव डॉक्टर इब्राहिम कामेल ने कहा है कि श्री मुबारक अपने पद से नहीं हटेंगे।

सेना ने चौक के चारों और वाहनों की दीवार खड़ी कर एक बफर जोर बना दिया जिससे संघषोर्ं को डाला जा सकें। देश के रक्षा मंत्री ने तहरीर चौक का दौरा कर आंदोलनकारियों से आंदोलन समाप्त करने की अपील की। राष्ट्रपति मुबारक के समर्थकों ने भी महन जैसी इन इलाकों में छोटी रैली की जो इस दिवस को वफादारी दिवस के रूप में मना रहे हैं। विश्लेषकों का कहना है कि शीघ्र किसी समझौते की आशा श्रेय होती जा रही है क्योंकि विपक्ष ने सत्ता पक्ष द्वारा आंदोलन समाप्त करने और बातचीत की मांग ठुकराते हुए राष्ट्रपति की इस्तीफे की मांग की है। यह साफ नहीं है कि कौन विजयी होगा लेकिन यह निश्चित है कि यह घटनाक्रम म्रिस के लिए आने वाले समय में मंहगा हो सकता है।
तहरीर स्क्वेयर में अब तक 12 लोग मारे जा चुके हैं और 1200 से अधिक घायल हुए हैं।

मौजूदा हालात को देखते हुए काहिरा में भारतीय दूतावास द्वारा भारतीयों को फोन और ई-मेल के जरिए सलाह दी जा रही है। एक वक्तव्य में दूतावास ने कहा है कि पिछले एक हते से एक नियंत्रण कक्ष चौबीस घंटे काम कर रहा है।

प्रधानमंत्री डॉ0 मनमोहन सिंह ने भ्रष्टाचार के खिलाफ बोलते हुए कहा है कि इससे प्रशासन की जड़ें कमजोर होती हैं। आज नई दिल्ली में राज्यों के मुख्य सचिवों के दो दिन के सम्मेलन में प्रधानमंत्री ने कहा कि इससे देश की अंतर्राष्ट्रीय छवि धूमिल होती है और अपने लोगों के सामने ही व्यवस्था की प्रतिष्ठा कम होती है।

इससे हमारी अंतर्राष्ट्रीय छवि धूमिल होती है और हम अपने ही लोगों के सामने शर्म सार होते हैं। हमें इसका सामना साहस पूर्वक और बढ़ चढ़कर करना होगा। हमने भ्रष्टाचार से निपटने के लिए सभी कानूनी और प्रशासनिक उपायों के विचार के वास्ते मंत्रियों के समूह का गठन किया है।

डॉ0 सिंह ने कहा कि भ्रष्टाचार, तेज आर्थिक विकास के रास्ते में रूकावट है और इससे समाज को आगे बढ़ाने के प्रयास में बाधा पहुंचती है। वित्तमंत्री की अध्यक्षता वाले मंत्री समूह की चर्चा करते हुए उन्होंने कहा कि भ्रष्टाचार से निपटने के लिए सभी कानूनी और प्रशासनिक उपायों का सुझाव देने के लिए इसका गठन किया गया है। प्रधानमंत्री ने कहा कि भ्रष्टाचार का पर्दाफाश करने वालों की सुरक्षा और न्यायिक जवाबदेही से संबंधित दो विधेयक संसद में पहले ही पेश किये जा चुके हैं।

उन्होंने भ्रष्टाचार के अवसरों को कम करने के लिए प्रशासनिक काम काज और प्रक्रिया में तेजी से सुधार करने तथा व्यवस्थित प्रक्रिया शुरू करने की आवश्यकता पर जोर दिया। प्रशासन में सुधार के लिए नौकरशाही का समर्थन मांगते हुए उन्होंने कहा कि अधिकारों और जिम्मेदारियों के कारगर विकेन्द्रीकरण से फैसलों में देरी को काफी हद तक दूर किया जा सकता है, क्योंकि देरी ही भ्रष्टाचार का एक बड़ा कारण है।

टू-जी स्पेक्ट्रम आबंटन के मामले में वर्ष 2003 में एनडीए के शासनकाल में प्रक्रियागत कमियां थीं जो 2008 तक यूपीए शासनकाल के दौरान भी जारी रहीं। टू-जी स्पेक्ट्रम मामले पर गौर करने के लिए गठित एक सदस्यीय समिति की रिपोर्ट में कहा गया है कि अपनाई गई पद्धतियां अनुचित और गलत थी तथा पारदर्शी नहीं थीं। अब इस रिपोर्ट को सीबीआई को भेजा जाएगा। दूरसंचार मंत्री कपिल सिब्बल ने यह जानकारी देते हुए कहा कि एनडीए सरकार ने अतिरिक्त पक्षों द्वारा कई चरणों में बोली लगाने के 2003 के कैबिनेट के फैसले और ट्राई की सिफारिश का उल्लंघन किया था और पहले आओ, पहले पाओ के आधार पर लाईसेंस दिए थे।
जो लोग आज आरोप लगा रहे हैं शुरूआत तो उन्होंने ही की। अब यह सवाल उठेगा कि जो मंत्रिगण उस कैबिनेट में बैठे थे। उन्होंने कैसे उसको एलाउ किया। उस समय जांच क्यों नहीं हुई और यह गलत फैसले कैसे अपनाए गए और साथ-साथ में जो ब्यूरोके्रसी थी उसने क्यों साथ दिया। यह बड़े गंभीर सवाल उठते हैं।

श्री सिब्बल ने दोहराया कि पूर्व संचार मंत्री ए. राजा ने 2003 में एनडीए सरकार द्वारा लिए गए नीतिगत फैसले पर ही अमल किया था।

उच्चतम न्यायालय ने दूर संचार नियामक प्राधिकरण ट्राई को कॉलों को एक नेटवर्क से दूसरे पर ले जाने के लिए ऑपरेटरों में इंटर कनेक्टिवीटी के मूल्यों के बंटवारे के नए तौर-तरीके तय करने के निर्देश दिए हैं।

मुख्य न्यायाधीश एस एच कापड़िया की पीठ ने संबंधित पक्षों से सलाह-मशविरे के बाद चार महीने के भीतर मोबाइल टर्मिनेशन प्रभार और कैरिज प्रभारों के बारे में नए इंटर कनेक्ट विनियम लाने को कहा है।

उच्चतम न्यायालय ने यह निर्देश ट्राई की उस याचिका पर दिए हैं जिसमें ट्रिब्यूनल के उस आदेश को चुनौती दी गई है जिसके द्वारा पिछले साल 29 सितंबर को ट्राई के इंटरकनेक्शन यूसेज प्रभार विनियमन-2009 को निरस्त कर दिया गया था और ट्राई से नए मापदंड और विनियम लाने को कहा था।

गृहमंत्री पी. चिदंबरम ने आज जम्मू में एक उच्चस्तरीय बैठक में जम्मू कश्मीर में सुरक्षा की स्थिति की समीक्षा की। बैठक में मुख्यमंत्री उमर अब्दुलला भी उपस्थित थे। श्री चिदंबरम ने उग्रवाद का सफाया करने के लिए विभिन्न एजेंसियों में मजबूत तालमेल की जरूरत पर जोर दिया।

श्री चिदंबरम राज्य की दो दिन की यात्रा पर कल जम्मू पहुंचे। उन्होंने अधिकारियों के साथ सुरक्षा से जुड़े विभिन्न मुद्दों पर चर्चा की। सुरक्षा संगठनों ने सुरक्षा से जुड़े मुद्दों पर अपने विचार रखे। हमारे संवाददाता ने बताया है कि इस मुद्दों में राज्य में अपने मूल स्थानों को लौटने के इच्छुक गुमराह नौजवानों के संबंधियों से प्राप्त आवेदनों का मुद्दा भी शामिल था।
केंद्रीय गृह मंत्री पी. चिदम्बरम ने जम्मू संभाग के पांच जिलों रियासी, उधमपुर, रामबान, किश्तवार और डोडा की सुरक्षा व्यवस्था और कानून व्यवस्था से एक उच्च स्तरीय बैठक में जायजा लिया। इस मीटिंग में इन जिलों के सिविल और पुलिस के वरिष्ठ अधिकारी उपस्थित थे। गृह मंत्री ने इन जिलों में चल रही विकास से संबंधित परियोजनाओं के बारे में भी अधिकारियों से बात की। चिदम्बरम 13 वर्षों में पहले ऐसे गृह मंत्री हैं जिन्होंने किश्वतार का दौरा किया जो कि एक समय हिजबुल मुजाहुद्दीन, लश्करे तैयबा और और हरकुतवाल ..इस्लामी जैसे आतंकी संगठनों का गढ़ माना जाता था।

असम, अरूणाचल प्रदेश, मणिपुर और मेघालय में आज शाम सात बजकर 24 मिनट पर भूकंप के झटके महसूस किए गए, जिन्हें रिक्टर पैमाने पर इसकी तीव्रता छह दशमलव चार मापी गई। भूकंप का केंद्र भारत और म्यामां के सीमावर्ती इलाकों में बताया जाता है। हमारे गुवाहाटी संवाददाता ने बताया है कि भूकंप के कारण कई ऊंची इमारतों में दरारें पड़ गईं। इस भूकंप के कारण पूर्वोत्तर राज्यों में किसी के हताहत की कोई खबर नहीं है।

उधर, बंगलादेश में ढाका से भी भूकंप के झटकों के समाचार मिले हैं। बताया जाता है कि भूकंप के झटके 30 सेकेंड से भी अधिक तक महसूस किए जाते रहे।

भूकंप का केंद्र मणिपुर में इम्फाल से 85 किलोमीटर दूर, आइजॉल से 227 किलोमीटर दूर और बंगलादेश में ढाका से 455 किलोमीटर दूर था।

योजना आयोग के उपाध्यक्ष मोंटेक सिंह अहलुवालिया ने कहा है कि अगले महीने तक मुद्रास्फीति घटकर सात प्रतिशत तक आ जाएगी। मुद्रास्फीति को एक गंभीर समस्या बताते हुए श्री अहलुवालिया ने कहा कि सरकार इस समस्या से परिचित है और खाद्य मुद्रास्फीति, एक मौसमी बढ़ोत्तरी है और यह घट जाएगी।

मुंबई शेयर बाजार का संवेदी सूचकांक आज 4 सौ 41 अंक लुढ़क कर 18 हजार आठ के स्तर पर बंद हुआ, जो पिछले पांच महीनों का सबसे निचला स्तर है। बढ़ती मुद्रास्फीति के साथ-साथ ब्याजदरों में बढ़ोतरी का नकारात्मक असर बाजार पर नजर आया। नेशनल स्टॉक एक्सचेंज का निटी भी 1 सौ 31 अंक लुढ़क कर पांच हजार 396 के स्तर पर बंद हुआ। मुद्रा बाजार में रुपये में आज दो पैसे की मजबूती आई और एक डॉलर, 45 रुपये 60 पैसे के स्तर पर दर्ज हुआ। दिल्ली सर्राफा बाजार में आज सोना स्टेंडर्ड 295 रुपये के उछाल से 20 हजार 395 रुपये प्रति दस ग्राम के स्तर पर दर्ज हुआ। और न्यूयॉर्क मर्केंन्टाइल एक्सचेंज में कच्चे तेल के वायदा भाव-5 डॉलर सेंट की बढ़त से 90 डॉलर 99 सेंट प्रति बैरल दर्ज हुए।
आयकर विभाग ने आज तेलगुदेशम संसदीय पार्टी के नेता एन. नागेश्वर राव के कार्यालयों और आवासों पर एकसाथ छापे मारे। आयकर अधिकारियों ने उनके गृह नगर खम्मम में निर्माण कंपनी और उनके हैदराबाद स्थित कार्यालय तथा आवासों पर छापे मारे। श्री नागेश्वर राव खम्मम निर्वाचन क्षेत्र से लोकसभा के लिए चुने गये हैं।
प्रधानमंत्री मनमोहन सिंह ने आज वित्त मंत्री प्रणव मुखर्जी की अध्यक्षता में एक मंत्री समूह का गठन किया। यह समूह कोयला उत्पादन से उपजे पर्यावरण सम्बन्धी मुद्दों का समाधान करेगा। सरकार ने यह फैसला कोयले की मांग और आपूर्ति में बढ़ रहे अन्तर को पाटने के मद्देनजर किया है।

पाकिस्तान के सलमान बट, मोहम्मद आसिफ और मोहम्मद आमिर पर आज ब्रिटेन की अभियोजन सेवा ने स्पॉट फिक्सिंग के मामले में आरोप तय कर दिए हैं। इन तीनों क्रिकेटरों के खिलाफ ब्रिटेन के क्राउन प्रोसिक्यूशन सर्विस ने समन जारी किये हैं, जिसकी पहली सुनवाई 17 मार्च को वेस्टमिनस्टर मजिस्ट्रेट कोर्ट में होगी। आई. सी. सी. ने पिछले साल सितंबर में इन तीनों क्रिकेटरों को निलंबित कर दिया था।

Tens of thousands of Egyptians defied military orders to go home and have started marching towards the embattled Presidnet Hosni Mubarak's palace in the capital Cairo to further pressurise him to step down.  According to an AP report, as soon as Friday prayers were over, protestors started their march. The Speaker of Egypt's state-backed Al Azhar Mosque also resigned and joined the protesters in Tahrir Square who have been chanting "change, strength, nationalism, and justice". The Friday deadline is being called the "Day of Departure" by anti-Mubarak protestors. Amid reports that the US is trying to broker a deal for a transitional government in Egypt headed by Vice President Omar Suleiman, massive crowds thronged the Central Square which is  the hub of the unrelenting 11-day protests that have claimed over 300 lives.

Defence Minister visited the square to appeal to demonstrators to give up their protest. There was also a pro-government rally at Mohandeseen neighbourhood with the thin presence of President Supporters who called it the day of allegiance. Analysts say that chances of a compromise are getting bleak. Egyptian authorities have been appealing to demonstrators to go home But opposition groups have rejected calls to enter talks and demanded the resignation of President Mubarak. It is still unclear who will win but it is almost certain that standoff will prove costly for Egypt, in days to come.

India has said that more evacuations of its citizens could be under taken from Cairo in Egypt, if needed. Calling the detention and mishandling of journalists in Cairo, unfortunate, the Foreign Secretary Mrs. Nirupama Rao today asked the Indian media to be in close touch with the Embassy. She said the Indian mission was in touch with the Indian community, including 1,037 students at Al-Azhar university. She informed that the students were fine. Mrs. Rao said that there were about 3600 Indian nationals living across Egypt, including Cairo and Alexandria. The Foreign Secretary said that about 500 people have so far been evacuated from the strife torn Cairo.

The Prime Minister Dr. Manmohan Singh today strongly spoke out against corruption saying it strikes at the roots of governance. Addressing the two day state Chief Secretaries conference in New Delhi, he said that corruption is an impediment to faster growth and dilutes the efforts of social inclusion.  

Dr. Singh said that two Bills have already been introduced in Parliament relating to judicial accountability and protection of whistle blowers. He advocated revamping the administrative practices and procedures on fast track and called for a systemic response to reduce opportunities for corruption. The Prime Minister said that the introduction of competition, greater choice and modern technology will cut down the opportunities for corruption in a meaningful manner. Seeking support of the bureaucracy in bringing about improvements in governance, he said, delays in the decisions could be addressed to a large extent by effective decentralization and delegation of powers and responsibilities. Delays he added, is a major cause of corruption. Referring to the internal security situation, he assured states full support of the Centre in dealing with left wing  extremism, cross border terrorism and religious fundamentalism. Dr. Manmohan Singh favoured waiving mandi octroi and local taxes to tackle rising prices.

The Prime Minister said there is a need for a paradigm shift in the institutional arrangements, for improving the availability of various commodities to meet the higher levels of domestic consumption.

The  Shivraj Patil Committee has concluded that there were procedural lapses in the allocation of 2G Spectrum from 2003 when the NDA was in power and later this continued during the UPA regime. The Committee was set up to look into  procedural lapses in allocation of 2G spectrum licenses. The report states that the procedures adopted were unfair, incorrect and non-transparent.

Sharing the report of the single-man panel under former Supreme Court Judge Shivraj V. Patil, Telecom Minister Kapil Sibal told reporters in New Delhi this evening that it will now be referred to the CBI for further investigation. Mr. Sibal said, the NDA government had violated the Cabinet decision of 2003 and TRAI recommendation for multi staged bidding for additional players  by allocating licenses on first-cum-first served basis. Conceding that there were lapses on part the Department of Telecommunication, Mr. Sibal however reiterated that former Telecom Minister A Raja only followed the policy decision taken under the NDA government in 2003. He admitted that the Department of telecom ignored the opinion of Law ministry during the UPA government and added that the Committee has recommended comprehensive spectrum reforms and penalty on hoarding spectrum. The BJP has dubbed the report as an attempt to bail out former Telecom Minister A Raja and insisted that only a JPC probe could bring out the truth. BJP Chief Spokesperson Ravi Shankar Prasad said, BJP will comprehensively respond after going through the contents of the report.

The Supreme Court today directed telecom regulator TRAI to evolve a new set of revenue sharing norms and other regulations on interconnectivity among operators for carrying calls of one network through others. A bench of Chief Justice S H Kapadia asked the Telecom Regulatory Authority of India to bring the new Interconnect Regulation on Mobile termination charges and carriage charges within four months after consulting various stake holders. The apex court gave its direction on a petition by TRAI challenging the TDSAT order, which had set aside on September 29 last year the TRAI's Interconnection Usage Charges(Regulation), 2009 and asked the telecom regulator to bring out fresh interconnection norms and regulations in consultations with various stake holders.

The Union Home Minister Mr. P. Chidambaram today concluded the two day visit of Jammu and Kashmir State after taking stock of the overall security situation of the State at high level meetings here. Our Correspondent reports that during the meeting, the two leaders discussed issues like security situation, counter terrorism, infiltration attempts from across the border and steps to be taken to prevent on unrest like situation in the Kashmir valley. 

During his visit to Kishtwar along-with Chief Minister Mr. Omar Abdullah, the Union Home Minster, Mr. P. Chidambaram reviewed the general law and order situation and security scenario prevailing in the districts of Reasi, Udhampur, Doda, Kishtwar and Ramban at a high level meeting which was attended by civil and Police officers of these districts. He also got the district wise appraisal of the developmental activities and status of various projects under execution in these districts. Chidambaram is the first Union Home Minister to visit Kishtwar after a gap of almost 13 years . Mr. L.K. Advani was the last Home Minister to have visited Kishtwar in 1998.

Finance Minister Pranab Mukherjee today said steps have been taken to tame inflation but the government has no magic lamp to bring it down immediately. Talking to reporters in new Delhi, Mr. Mukherjee said, the Reserve Bank has taken steps, including tightening of the monetary policy, to control inflation. The government has already  took steps like banning exports of onion and abolished duty on its imports to check the upward trend of the inflation.

Deputy Chairman of the Planning Commission, Montek Singh Ahluwalia today said that the overall inflation will come down to seven per cent by next month. Stating that inflation was a serious problem and the government is aware of it, he said, the high food inflation was a seasonal spike and would come down. Talking to newsmen in New Delhi, Mr. Ahluwalia said, once the new crop is available in the market, food inflation will come down. He said, all the emerging markets in the world are experiencing price pressure and the situation is not unique to India.

Snapping a two-day rally, the Sensex at the Bombay Stock Exchange closed with a big loss of 441 points, or 2.4 percent, at an over 5-month low of 18,008, today, as inflation and rising interest rate fears again gripped investors. The Nifty slumped 131 points, or 2.4 percent, to 5,396.  The rupee strengthened 2 paise, to 45.60 against the dollar. Gold jumped 295 rupees, to 20,395 rupees per ten grams in Delhi. And crude oil futures gained 45 cents, to 90.99 dollars a barrel on the NYMEX, while Brent crude futures stood at around 102 dollars a barrel.

Heavy Industries Minister Praful Patel today said that BHEL is likely to be the next PSU to get the coveted Maharatna tag, a move that will provide more financial flexibility to the state-run power equipment manufacturer. Mr. Patel was speaking to reporters on the sidelines of a function in New Delhi. At present, there are four Maharatnas -- ONGC, Indian Oil, SAIL and NTPC.

Union Health Minister Mr Ghulam Nabi Azad today said that an ambitious scheme costing 1350 crores is being implemented soon to strengthen the fabric of medical education in the country. Addressing the 31st convocation at the premises of PGI Chandigarh, Mr. Azad said that in the medical colleges run by the central government 4000 seats are being added and besides 269 new nursing colleges are being opened to consolidate the paramedical infrastructure. Mr. Azam said, the government is making all out efforts to eradicate communicable diseases. Expressing concern at WHO report prophesying that India will become hub of cancer by 2020, he said that a pilot project to combat cancer is being launched in the hundred districts of the country. Earlier he gave away post graduate degrees to the students in various disciplines.

A Pakistani anti-terrorism court today adjourned the trial of Lashker-e-Taiba's Zakiur Rehman Lakhvi and six others charged with involvement in the Mumbai attacks till the 17th of this month. The prosecution team told anti-terrorism court Judge Rana Nisar Ahmed that more time was needed for the High Court to decide on its plea to declare lone surviving Mumbai attacker Ajmal Kasab and terror suspect Fahim Ansari as proclaimed offenders or fugitives. The Federal Investigation Agency's plea was listed for hearing by the High Court yesterday but could not be taken up as the Bench handling the petition, was dissolved following the retirement of a judge. The High Court is expected to notify a new Bench to take up the matter.

British prosecutors today charged three Pakistani cricketers with taking bribes to fix incidents in an international match in England last year. Salman Butt, Mohammad Asif and Mohammad Amir are accused of fixing certain incidents, such as the bowling of no-balls at pre-agreed times, during the fourth test at Lord's in August last year. Britain's Crown Prosecution Service said the trio, along with a fourth man, sporting agent Mazhar Majeed, have been charged with conspiracy to obtain and accept corrupt payments and with conspiracy to cheat. Meanwhile, Pakistan has named experienced all-rounder Shahid Afridi as the captain of the national team for the ICC cricket World Cup.
