  सरकार ने विदेशी बैंकों में जमा काले धन से जुड़े १७ व्यक्तियों को नोटिस जारी किये है।  वित्तमंत्री प्रणव मुखर्जी ने आज कोलकाता में कहा कि जब यह मामला खुली अदालत में सुनवाई के लिए आयेगा तब इसके ब्यौरे दिये जा सकते हैं।

 मुकदमा शुरू हो चुका है। १७ लोगों को नोटिस जारी किये गए हैं। एक व्यक्ति की मृत्यु हो चुकी है। इसलिए उसके खिलाफ कोई मुकदमा नहीं चलाया जा सकता। मैंने संवाददाता सम्मेलन में बताया था कि जब मुकदमे चलाए जाएंगे और मामला खुली अदालत में सुनवाई के लिए आएगा, तब नामों का खुलासा किया जाएगा।
 हमारे संवाददाता ने खबर दी है कि कर चोरी और भ्रष्टाचार के जरिये इकट्ठे किये गए गैर कानूनी धन की समस्या से निपटने के लिए सरकार ने पांच सूत्री योजना लागू की है। सरकार मानती है कि दोहरे कराधान से बचने से संबंधित समझौते और कर संबंधी सूचना के आदान प्रदान के समझौते ऐसे दो उपाय हैं जिनके जरिये सम्बद्ध सरकारों और टैक्स की छूट वाले क्षेत्रो ंसे गैरकानूनी धन के बारे में जानकारियां हासिल की जा सकती हैं। आयकर अधिकारियों ने पिछले १८ महीनों में ऐसे १५ हजार करोड़ रूपये का पता लगाया है जिसके बारे में लोगों ने कोई घोषणा नहीं की थी। इसके अलावा अंतर्राष्ट्रीय कराधान निदेशालय ने तीन हजार चार सौ करोड़ रूपये से अधिक की राशि भी हासिल की है।

 दिल्ली की एक अदालत ने सीबीआई को कहा है कि वह २ जी स्पेक्ट्रम घोटाला मामले की जांच के बारे में विस्तृत रिपोर्ट प्रस्तुत करे कि इस जांच के दायरे में राष्ट्रीय सुरक्षा का मुद्दा शामिल है। जनता पार्टी प्रमुख सुब्रमण्यम स्वामी ने अपनी शिकायत में पूर्व दूरसंचार मंत्री ए राजा के खिलाफ मुकदमा चलाने की मांग की है। मामले की अगली सुनवाई २३ फरवरी को होगी।

 ओड़ीशा में महिला एवं बाल विकास मंत्री प्रमिला मल्लिक ने इस्तीफा दे दिया है। दोपहर भोजन और विशेष पोषण कार्यक्रम के अन्तर्गत करोड़ों रूपये के दाल घोटाले में नाम आने के बाद उन्होंने इस्तीफा दिया है। उन्होंने अपना इस्तीफा मुख्यमंत्री नवीन पटनायक को दे दिया है।  विपक्षी कांग्रेस और भारतीय जनता पार्टी, दाल घोटाला मामले को लेकर उनके इस्तीफे की मांग कर थी। मामले की जांच कर रहे सतर्कता विभाग ने कई जिलों के जिला अधिकारियों और वरिष्ठ अधिकारियों के इस घोटाले में शामिल होने का पता लगाया है।

 जम्मू-कश्मीर के कुपवाड़ा जिले में हंदवारा क्षेत्र में सेना की गोलीबारी में एक युवक के मारे जाने की घटना के विरोध में कश्मीर घाटी में लोग विरोध प्रदर्शन कर रहे हैं। युवक मंसूर अहमद की कल रात सेना के अभियान के दौरान मौत हो गई। सेना के सूत्रों ने घटना पर खेद व्यक्त करते हुए इसे पहचानने में गलती होना बताया है। मुख्यमंत्री उमर अब्दुल्ला ने घटना पर खेद व्यक्त किया है।

 झारखंड में खूंटी जिले के नारंगबुरू गांव में आज सुबह नक्सलियों और पुलिस की मुठभेड़ में पांच पुलिसकर्मी धायल हुए हैं। मुठभेड़ पांच घंटे चली। पुलिस ने दो नक्सलियों के मारे जाने का दावा किया है, लेकिन अभी तक उनके शव बरामद नहीं हुए हैं। नक्सलियों को पकड़ने का अभियान जारी है।

 प्रतिबंधित संगठन यूनाईटेड लिबरेशन फ्रंट ऑफ असम - अल्फा ने घोषणा की है कि वह दस फरवरी को नई दिल्ली में केन्द्र सरकार के साथ बिना शर्त शांति वार्ता करेगा ताकि उसके ३१ वर्ष से चले आ रहे सशस्त्र संघर्ष का शांतिपूर्ण समाधान निकल सके। अल्फा के प्रचार सचिव मिथिंगा दाईमेरी ने आज गुवाहाटी में बताया कि पिछले सप्ताह एक अज्ञात स्थान पर संगठन की आम परिषद की बैठक में यह फैसला किया गया। दाईमेरी ने यह भी बताया कि अल्फा को बातचीत के लिए केन्द्रीय गृहमंत्री पी चिदम्बरम से निमंत्रण मिला है।

 सीमा सुरक्षा बल ने अल्फा के दो वरिष्ठ नेताओं को आज हिरासत में ले लिया। बंगलादेच्च के सुरक्षाबलों ने इन्हें मेघालय में भारतीय सीमा की तरफ खदेड़ दिया था। च्चिलंग में सरकारी सूत्रों ने बताया कि अंटू चौडांग और प्रदीप चेतिया नामक अल्फा नेताओं को दावकी सीमा क्षेत्र के रास्ते पीछे खदेड़ा गया।

 उच्चतम न्यायालय के पूर्व न्यायधीश, न्यायमूर्ति वी.आर. कृष्णा अय्‌यर ने न्यायाधीशों के चयन के लिए एक नियुक्ति आयोग बनाने का अनुरोध किया है जो उनकी निष्ठा, समर्पण और उच्च आदर्शों की जांच कर सके। न्यायमूर्ति कृष्णा ने अपने पत्र में कहा है कि भ्रष्टाचार के कई मामलों की खुलेआम और प्रेस में चर्चा हो रही है, इससे न्यायपालिका की गरिमा घटी है।  उन्होंने कहा कि न्यायपालिका में भ्रष्टाचार की जांच होनी चाहिए।

 यू पी ए अध्यक्ष सोनिया गांधी ने आज रायबरेली में एक स्वास्थ्य शिविर का उद्घाटन किया। शिविर में स्वास्थ्य की जांच और स्वास्थ्य जागरूकता संबंधी सामान उपलब्ध है। वे शिविर के कई स्वास्थ्य केन्द्रों पर गयी और डॉक्टरों से मुलाकात की। अब तक पांच हजार से अधिक लोगों ने स्वास्थ्य जांच करायी है। विभिन्न अस्पतालों के विशेषज्ञ डॉक्टर, आंखों, तपेदिक, एच आई वी और अन्य बीमारियों के बारे में मुफ्त सलाह के लिए मौजूद हैं। विकलांगों के लिए जयपुर फुट भी शिविर में उपलब्ध हैं। श्रीमती गांधी रायबरेली के हरचंदपुर ब्लाक के पंचायत प्रतिनिधि सम्मेलन में भी भाग ले रही हैं। उन्होंने महिला प्रतिनिधियों से ग्राम सभाओं को सक्षम बनाने का आह्‌वान किया।

 यू पी ए अध्यक्ष सोनिया गांधी ने पंचायत प्रतिनिधियों से यह सुनिश्चित करने को कहा है कि महात्मा गांधी रोजगार गारंटी अधिनियम का अधिक से अधिक लाभ जरूरतमंद लोगों को मिले।

 बिहार सरकार ने प्रस्तावित नालन्दा विश्वविद्यालय को चार सौ ४६ एकड़ भूमि सौंप दी है। नालन्दा के जिलाधीश ने जमीन के म्युटेशन से संबंधित कागजात विश्वविद्यालय के कुलपति गोपा सभ्भरवाल के सुपुर्द किये। हमारे पटना संवाददाता ने बताया है कि इस कार्रवाई के बाद विश्वविद्यालय के ढांचे का विकास कार्य शुरू हो जायेगा जिस पर पन्द्रह सौ करोड़ रूपये की लागत आने का अनुमान है। योजना आयोग विशेष अनुदान के रूप में पहले ही पचास करोड़ रूपये का आरम्भिक आवंटन कर चुका है। मुख्यमंत्री नीतीश कुमार ने विश्वविद्यालय के लिए राज्य सरकार की ओर से सभी सहायता देने का आश्वासन दिया है। इस विश्वविद्यालय की स्थापना से अंतर्राष्ट्रीय अध्ययन केन्द्र के रूप में नालन्दा की प्राचीन ख्याति फिर कायम हो जायेगी।

 देश में विकलांग लोगो की दशा सुधारने के लिए पूर्व प्रधानमंत्री राजीव गांधी के नाम पर नई फैलोशिप शुरू की जा रही है। सामाजिक न्याय और अधिकारिता मंत्री मुकुल वासनिक ने आज नई दिल्ली में दूसरे खेल सम्मेलन के उद्घाटन के बाद यह बात कही। उन्होंने कहा कि कार्मिक विभाग द्वारा विकलांग लोगों के लिए चल रहे विशेष भर्ती अभियान को इस साल ३० जून तक बढ़ा दिया गया है। विकलांगों के लिए सभी सुविधाएं देने की सरकार की प्रतिबद्धता दोहराते हुए श्री वासनिक ने कहा कि इसके लिए धनराशि की कमी नहीं है। हमारे संवाददाता ने खबर दी है कि १९९५ के वर्तमान एक्ट के स्थान पर सरकार एक नये प्रारूप पर काम कर रही है।

 जम्मू कश्मीर के मुख्यमंत्री उमर अब्दुल्ला ने स्वस्थ जम्मू और कश्मीर के लक्ष्य को प्राप्त करने के लिए विधायकों से सक्रिय होकर सहयोग करने का अनुरोध किया है। उन्होंने जम्मू में एक संगोष्ठी में कहा कि सभी को स्वास्थ्य के क्षेत्र में सम्पूर्ण विकास और खासतौर पर गांवों तथा दूरदराज के इलाकों के लोगों तक आधुनिक स्वास्थ्य सुविधाएं पहुंचाने पर ध्यान देना चाहिए। उन्होंने कहा कि सरकार ने नीति बनाने में स्वास्थ्य के क्षेत्र को सबसे अधिक महत्व दिया है।

 राष्ट्रपति प्रतिभा पाटील आज रात भारतीय वायुसेना के विशेष विमान से तीन दिन की यात्रा पर नागपुर पहुंच रही हैं।
 
 मुंबई उच्च न्यायालय के नागपुर खण्डपीठ से सम्बद्ध, उच्च न्यायालय अधिवक्ता संगठन के अमृत महोत्सव का उद्घाटन कल सुबह श्रीमती पाटिल के करकमलों द्वारा होगा। राज्यपाल श्री के. शंकर नारायण तथा मुख्यमंत्री श्री पृथ्वी राज चव्हाण के साथ अन्य गणमान्य व्यक्तियों की इस समारोह में प्रमुख उपस्थिति होगी। शाम को मध्य भारत के प्रमुख अंग्रेजी दैनिक दा हितवाद के शताब्दी महोत्सव का उद्घाटन भी श्रीमती पाटिल करेंगी। राज्यपाल श्री के. शंकर नारायण तथा मुख्यमंत्री श्री पृथ्वीराज चव्हाण के साथ मध्यप्रदेश के मुख्यमंत्री शिवराज सिंह चव्हाण और छत्तीगढ़ के मुख्यमंत्री डॉ० रमणसिंह भी इस समय उपस्थिति रहेंगे। ------
 भूटान की राजधानी थिम्मू में आज सवेरे सार्क देशों का पांच दिन का सम्मेलन आरंभ हुआ। इसकी शुरूआत कार्य समिति के विचार-विमर्श  से हुई। सार्क के महासचिव शीलकांत शर्मा ने बताया कि कार्यसूची को मंजूरी दी जायेगी और फिर स्थाई समिति के सामने इसे स्वीकृति के लिए पेश किया जायेगा।

पहले सार्क के महानिदेशकों और संयुक्त सचिवों की बैठक होगी। इसमें विदेश सचिवों की कल और परसों होने वाली बैठक की रूपरेखा तैयार की जाएगी और इसके बाद मंत्रीस्तरीय बैठक होगी
 यह सारी कार्रवाई मंगलवार को विदेशमंत्रियों के विचार विमर्श से पहले पूरी की जायेगी। हमारे संवाददाता ने सार्क के महासचिव शीलकांत शर्मा से विचार विमर्श के लिए सामने आने वाले मुद्दों पर बातचीत की। संवाददाता ने आतंकवाद पर रोक लगाने सहित विभिन्न क्षेत्रों में सार्क देशों के बीच सहयोग बढ़ाने के लिए अब तक की गई पहल के बारे में भी जानकारी ली। श्री शीलकांत शर्मा ने सार्क विकास कोष के धन से चलने वाली परियोजनाओं के क्रियान्वयन की प्रगति के बारे में बताया। इनमें महिला सशक्तीकरण और मातृ तथा बाल स्वास्थ्य देखरेख की परियोजना भी शामिल है।

 सार्क बैठक के अवसर पर विदेश सचिव  निरूपमा राव और पाकिस्तान के विदेश सचिव सलमान बशीर की कल अलग से बातचीत होने की आशा है। श्रीमती राव ने आषा व्यक्त की है कि २६ नवम्बर के मुम्बई हमले के मुकदमे को लेकर आगे की कार्रवाई के संबंध में जरूरी जानकारी के सिलसिले में पाकिस्तान संतोषजनक निष्कर्ष पेश करेगा।

 सार्क से सम्बन्धित मिटिंग थीम्पू में है। हम कुछ महीनों के बाद एक बार फिर मिल रहे हैं। वार्ता जारी रखने का प्रयास करेंगे। देखते हैं इसकी शुरूआत कैसे होती हैं। मुझे उम्मीद है कि दोनों देशों के बीच विचारों का आदान प्रदान होगा और हम इस दिशा में आगे बढ़ पाएंगे।
 इस बीच, इस्लामाबाद में पाकिस्तान के विदेश कार्यालय के प्रवक्ता ने कहा है कि उनका देश खुले मन से बातचीत करेगा। थिम्पू में पाकिस्तानी अधिकारियों ने कहा कि बातचीत को लेकर उनका सकारात्मक रवैया है और उन्हें आशा है कि बातचीत की प्रक्रिया को आगे बढ़ाने के तौर तरीकों पर दोनों पक्ष सहमत हो जायेंगें।

 अमरीका के उपराष्ट्रपति जो बिडन ने प्रधानमंत्री मनमोहन सिंह के साथ आपसी हित के क्षेत्रीय और वैश्विक मुद्दों पर विचार-विमर्श किया है।  वाशिंगटन में व्हाइट हाऊस के प्रवक्ता ने दोनों नेताओं के बीच टेलीफोन पर हुई बातचीत की जानकारी दी। श्री बिडन ने भारत के साथ वैश्विक और रणनीतिक भागीदारी कायम करने की अमरीकी वचनबद्धता को दोहराया है।

 भारत और फिनलैंड नवीकरण ऊर्जा के क्षेत्र में आपसी सहयोग बढ़ाएंगे। केन्द्रीय नवीकरणीय ऊर्जा मंत्री डॉ० फारूख अब्दुल्ला ने नई दिल्ली में कहा कि दोनों देशों के बीच बायो ईधन और ऊर्जा के आदान-प्रदान की अपार संभावनाएं हैं। उन्होंने दोनों देशों के बीच नवीकरणीय ऊर्जा के क्षेत्र में सहयोग की भी चर्चा की।

 मिस्र की राजधानी काहिरा में विरोध प्रदर्शन जारी है और प्रदर्शनकारी राष्ट्रपति हुस्नी मुबारक के इस्तीफे की मांग कर रहे हैं। उन्होंने कल के दिन को मुबारक के सत्ता से हटने के दिन के रूप में मनाया और वे काहिरा और सिकन्दरिया में बड़ी संख्या में इकटठे हुए लेकिन राष्ट्रपति के समर्थकों ने इसे उनके प्रति निष्ठा दिवस के रूप में मनाया। अमरीकी राष्ट्रपति बराक ओबामा ने कहा है कि राष्ट्रपति मुाबरक को लोगों की भावनाओं को समझकर भविष्य को ध्यान में रखते हुए ठीक ढंग से, अर्थपूर्ण और गंभीर फैसला करना चाहिए।
 इस बीच, राष्ट्रपति हुस्नी मुबारक ने कहा है कि वे अपने पद से हटना चाहेंगे लेकिन उन्हें लगता है कि इससे देश में अराजकता फैल जायेगी।
 एक टेलीविजन चैनल से भेंट में में श्री मुबारक ने कहा कि उन्हें अपने देश की चिंता है और वे हिंसा की घटनाओं से नाखुश हैं। उन्होंने यह भी कहा कि उनकी सरकार इसके लिए जिम्मेदार नहीं है। विपक्ष के नेता मोहम्मद अल बरदेई ने कहा है कि राष्ट्रपति मुबारक को लोगों की आवाज सुनकर गरिमापूर्वक अपने पद से हट जाना चाहिए। खबरों में बताया गया है कि मुबारक समर्थकों ने पत्रकारों के साथ दुर्व्यवहार किया। मिस्र के स्वास्थ्य मंत्रालय के अनुसार तहरीर चौक में अब तक  लड़ाई झगड़े में १२ लोगों की मौत हो चुकी है और १२ सौ से अधिक लोग घायल हुए हैं। हमारे संवाददाता ने जानकारी दी है कि मिस्र के उपराष्ट्रपति उमर सुलेमान ने प्रदर्शनकारियों से अनुरोध किया कि वे तहरीर चौक छोड़ दें।

रिपोर्टों के बीच कि ओबामा प्रशासन मिस्र के अधिकारियों से राष्ट्रपति मुबारक के इस्तीफे और उपराष्ट्रपति के नेतृत्व में सेना के सहयोग से कार्यवाह सरकार बनाने के फार्मूले पर बातचीत कर रहा है। मिस्र के उपराष्ट्रपति उमर सुलेमान ने विपक्षी मुस्लिम ब्रदर्स हुड को आधिकारिक रूप से चुनाव सुधारों पर बातचीत के लिए आमंत्रित किया है। राष्टपति मुबारक ने सत्ता छोड़ने की बात को लेकर प्रदर्शनों और अन्तर्राष्ट्रीय आवाज को अब तक अनसुना किया है। अमेरिकी राष्ट्रपति ओबामा ने कहा है कि मुबारक को अपने लोगों की आवाज सुननी चाहिए और निर्णय लेना चाहिए। वहीं यूरोपीय संघ का कहना है कि परिवर्तन का समय आ गया है।

 इधर, भारत ने कहा है कि अगर जरूरी हुआ, तो मिस्र में काहिरा से और भी भारतीयों को वापस बुला लिया जाएगा। काहिरा में पत्रकारों के साथ बद्सलूकी और उनकी गिरफ्तारी को दुर्भाग्यपूर्ण बताते हुए विदेश सचिव निरूपमा राव ने भारतीय पत्रकारों को वहां भारतीय दूतावास से सम्पर्क में रहने की सलाह दी है। श्रीमती राव ने बताया कि मिस्र में भारतीय दूतावास, वहां रह रहे भारतीयों के सम्पर्क में है।

 मौजूदा स्थिति को देखते हुए काहिरा में भारतीय दूतावास द्वारा भारतीय समुदाय के लोगों को फोन पर और ई मेल से सलाह दी जा रही है। एक वक्तव्य में दूतावास ने कहा कि एक नियंत्रण कक्ष स्थापित किया गया है और वह पिछले एक हफ्ते से २४ घंटे काम कर रहा है। इसके फोन नम्बर हैं -

 नेपाल के निर्वाचित प्रधानमंत्री झलनाथ खनाल कल दोपहर बाद राजधानी काठमांडू में राष्ट्रपति भवन में शपथ ग्रहण करेंगे। राष्ट्रपति रामबरन यादव उन्हें पद की शपथ दिलायेंगे। राष्ट्रपति के मीडिया सलाहकार ने आकाशवाणी को यह जानकारी दी। बृहस्पतिवार को नेपाल की संसद ने सी पी एन - यू एम एल के वरिष्ठ नेता झलनाथ खनाल को नया प्रधानमंत्री चुना। इससे पहले, माओवादी पार्टी के अध्यक्ष प्रचंड ने अपना नाम वापस लिया और श्री खनाल के नेतृत्व में यू एम एल सरकार के प्रति अपनी पार्टी के समर्थन की घोषणा की। श्री खनाल ने कहा कि शांति प्रक्रिया को उसके परिणाम तक ले जाना और नया संविधान बनाना उनकी सर्वोच्च प्राथमिकताएं हैं। आकाशवाणी के काठमांडू संवाददाता ने खबर दी है कि नई सरकार के गठन के बारे में सी पी एन - यू एम एल और माओवादियों के बीच जोरदार सलाह मश्विरा चल रहा है।

 केन्द्रीय कानून मंत्री वीरप्पा मोइली ने कहा है कि सरकार भ्रष्टाचार के खिलाफ पांच सूत्री एजेंडे पर काम कर रही है। आज चंडीगढ़ में चुनाव सुधार पर आयोजित एक सेमीनार में उन्होंने कहा कि मंत्रियों का एक समूह भ्रष्टाचार के खात्मे के लिए काम कर रहा है। उन्होंने कहा कि चुनाव भ्रष्टाचार की जड़ है जिसमें पूरी व्यवस्था को बिगाड़ दिया है।
 इससे पहले सेमीनार में कार्पोरेट और अल्पसंख्यक मामलों के मंत्री सलमान खुर्शीद ने कहा कि जाति व्यवस्था हमारी चुनाव प्रक्रिया को प्रभावित कर रही है और इस प्रवृत्ति को रोकने की जरूरत है। मुख्य निर्वाचन आयुक्त एस. वाई कुरैशी ने चुनाव के लिए सरकारी धन को एक खतरनाक प्रवृत्ति बताया।

 ओडिशा सरकार ५१ हजार करोड़ रूपए की पॉस्को परियोजना पर अपनी रिपोर्ट एक सप्ताह के भीतर केन्द्र सरकार को सौंपेगी। पॉस्को परियोजना भारत में सबसे बडी प्रत्यक्ष विदेशी निवेच्च परियोजना है। केंद्रीय पर्यावरण और वन मंत्रालय ने हाल में पॉस्को इस्पात संयंत्र, ऊर्जा और बंदरगाह से जुड़ी इस परियोजना को सच्चर्त मंजूरी देते हुए कहा था कि राज्य सरकार यह भरोसा दिलाए कि इससे वन संरक्षण अधिनियम-२००६ का उल्लंघन नहीं होगा।

Government has served notices to 17 persons relating to the foreign Banks black money trail. The Finance Minister Mr.Pranab Mukherjee said in Kolkata today that the details can be revealed in the open court when the matter comes for hearing.  He said that the  prosecution has begun but  it is not possible  to reveal their names at this time.

AIR correspondent reports that government has launched a five-pronged strategy to combat the menace of illicit funds generated by tax evasion and corruption. It maintains that double taxation avoidance agreement and the tax information exchange agreements are the two instruments under which information on illicit funds could be obtained from the sovereign governments and other tax haven jurisdiction.
Fifteen thousand crore rupees of undisclosed income has been detected in the last 18 months by the Income tax authorities. Apart from this,  over 3400 crore rupees have been collected by the Directorate of International Taxation.

A Delhi court today issued notice to the CBI, asking it to file a detailed report on whether its probe in the 2G spectrum case covers the aspect of national security as raised by Janta Party chief Subramanian Swamy in his complaint seeking prosecution of former Telecom Minister A Raja. During the hearing, the Special CBI Judge Pradeep Chaddah queried if they can still proceed in the case before it in the wake of Raja's arrest by the CBI. The court posted the hearing for February 23.

Five  police personnel have been injured in a five hour long encounter with about 40 naxals at Narangburu village in Arki police station in Khunti district of Jharkhand.  The encounter which started in the morning continued till 11 AM. Police claimed that two naxals have been killed although their bodies  have not yet been recovered.  Search and combing operations are still on.

The banned  United Liberation Front of Assam ULFA  today announced unconditional peace talks with the Centre on February 10 in New Delhi to find an amicable solution to their 31-year-long armed struggle. This was stated by the Publicity Secretary of the outfit Mithinga Daimary at a crowded press conference in Guwahati today. He said the decision was taken at the outfit’s general council meeting held at an unknown place last week. Daimary informed that the outfit has received an invitation from the Union Home Minister Mr. P.Chidambaram for the talks.

In Odisha, Women and Child Development Minister Pramila Mallick  resigned from the Cabinet today. This follows  allegations of her involvement in the multi-crore dal scam under the Mid-Day Meal Scheme and Special Nutrition Programme. She tendered her resignation papers to Chief Minister Naveen Patnaik at Bhubaneswar. Opposition Congress and BJP had been demanding her resignation over the dal scam. The vigilance department which is probing into the scam has also found a number of district collectors and senior officials involved in the scam.

The five-day long session of SAARC meet began today with the deliberation of programme committee in Thimpu this morning.  The committee will approve the agenda for the standing committee's approval before the Foreign Ministers start their discussions on Tuesday. AIR correspondent spoke to the Secretary General of SAARC,  Sheel Kant Sharma on the issues to be discussed and the progress made so far on the initiatives for forging greater cooperation amongst the SAARC member countries in different areas including combating terrorism.

Sheel Kant Sharma  also spoke about the progress in the implementations of the projects that are funded by SAARC Development Fund including the ones on women empowerment and maternal and child health care.

Foreign Secretary  Nirupama Rao and her Pakistan counterpart Salman Bashir are likely to meet tomorrow on the sidelines of SAARC meet in Thimpu in Bhutan.  Ahead of the meeting, India has expressed the hope that Pakistan will come out with a satisfactory conclusion about what is required for the 26/11 trial to go ahead. She said that justice has to be done to bring to book those responsible for the Mumbai terror attack. Mrs Rao had made these remarks after her meeting with Home Minister in Delhi.
Top officials said, to begin with,  India wants that  the two sides should start  discussion on issues like judicial committee on prisoners, outstanding consular issues, visit and movement of people,  Sir Creek and counter-terrorism  to which New Delhi attaches great importance. The two Foreign Secretaries are also expected to do the ground work for the Foreign Ministers meeting expected to take place in Delhi in the coming months.
Meanwhile,  Pakistan Foreign Office spokesman in Islamabad said that they are going to the talks with an open mind. Pakistani officials  in Thimpu have said that they are positive about the talks and expressed the hope the two sides will agree on the ways to take the process forward.

US Vice President Joe Biden called Prime Minister Manmohan Singh and discussed regional and global issues of mutual concern. Disclosing this in Washington, the White House said, the Vice President reaffirmed the US commitment in building a global, strategic partnership with India.

UPA Chairperson Mrs.Sonia Gandhi inaugurated a two day mega health camp in  Raebareli today. Basic health check ups and health awareness materials are being provided in the camp. Mrs.Gandhi took a round of different  stalls and interacted with participating doctors. More than five thousand people have registered their names for health check up at this camp.  Specialists doctors from various hospitals are providing free consultation on eye, tuberculosis, HIV and other problems.  Mrs. Gandhi is also taking part in Panchayat representatives conference in Harchandpur bloc of  Raebareli. Mrs. Gandhi called upon political workers and NGOs to popularise the welfare schemes of the government for the benefit of the common man.

President Mrs. Pratibha Patil would reach Nagpur tonight by the special Indian Air Force plane for a three-day visit to Maharashtra.
During the three-day visit, President Mrs. Pratibha Patil would be the chief guest at the inaugural ceremony of Platinum Jubilee celebrations of the High Court Bar Association attached with the Nagpur Bench of Bombay High Court tomorrow morning. Maharashtra Governor Mr. K. Shankanarayanan, Chief Minister Mr. Prithviraj Chavan, Supreme Court Judges Mr. Justice Dalveer Bhandari and Mr. Justice Vikas Sirpurkar and Chief Judge of Bombay High Court Mr. Justice Mohit Shah would be amongst the prominent dignitaries attending the function. Mrs. Patil would also inaugurate the centenary celebrations of the prominent English daily in Central India ‘The Hitavada’ in the evening. Maharashtra Governor Mr. K. In Cairo, the protesters are continuing their agitation demanding the resignation of President  Hosni Mubarak. They observed the day of the departure for Mubarak yesterday and assembled in large numbers at Cairo and  Alexandria. However, the supporters of the President observed the day as day of allegiance. 
US President Barrack Obama has said that President Mubarak needs to listen to what is voiced by the people and make judgment about a pathway forward that is orderly, meaningful and serious adding that US will continue to oppose violence as a response to this crisis. The European Union's 27 leaders said at a summit in Brussels that Egypt's transition process must start now and condemned the violence.
Meanwhile President Hosni Mubarak has said that he would like to step aside, but feared the country would plunge in chaos.
Opposition figure Mohammad A1 Bardei has said that President Mubarak should listen to the voices of the people and leave with dignity.
Reports say that journalists were manhandled by Mubarak supporters. AIR West Asia Correspondent reports that Egypt's Health Ministry has said that 12 people were killed and more than 1200 injured in the fighting at Tahrir square so far.

Amid reports that Obama administration is discussing a proposal with Egyptian officials for President Hosni Mubarak to resign and hand over power to a transitional government headed by Vice President Omar Suleiman with the support of the Egyptian military, the Egyptian Vice President Omar Suleiman has publicly invited the Muslim Brotherhood to participate in talks about election reform. President Mubarak has so far resisted huge protests and International calls aimed at forcing him to resign. International pressure is mounting as US President Barack Obama has said that President Mubarak needs to listen to the voices of his people and make a judgment and EU leaders told Mubarak that it is a time for change.

In Bangladesh, health experts have confirmed that Nipah virus outbreak is responsible for the death of 14 people over the last five days in the country’s Northwestern district of Lalmonirhat. The Director of the Institute of Epidemiology, Disease Control and Research in Dhaka, Mr. Mahmudur Rahman said that the mysterious disease which causes inflammation of the brain or encephalitis, has been confirmed to be due to Nipah virus infection after reviewing the results of the victim’s blood test. According to local health authorities,  twenty two more people are said to be infected in the area. Investigations into the disease outbreak have revealed that the disease spreads to humans by drinking date palm juice or half eaten fruits contaminated by infected bats or by close physical contact with infected human patients. People in the affected areas have been advised to refrain from consuming raw date palm juice.

Security forces of Bangladesh today pushed back two senior ULFA leaders through the Indo-Bangla border in Meghalaya where BSF took their custody. Official sources said in Shillong,  Antu Chaudang and Pradeep Chetia were pushed back through the Dawki border. They are being taken to Guwahati by a team of Assam Police.  Chaudang is the third  ULFA leader on the run after  Paresh Barua and  Jibon Moran.

In Iraq, at least seven people were killed and six  injured  when a plane crashed  in the northern Kurdish city of Suleimaniyah.  Reports say the private aircraft crashed shortly after it took off from Suleimaniyah Airport due to bad weather.

A new fellowship to improve the condition of the disabled in the country is being launched. It has been named after late Prime Minister Rajiv Gandhi. This was stated by the Minister of Social Justice and Empowerment  Mr. Mukul Wasnik in New Delhi today after inaugurating the 2nd Equal sports meet. He said that ongoing special recruitment drive for the disabled person through DOPT is extended till 30th June of this year. Reiterating Government's commitment to provide all basic facilities to them, Mr. Wasnik said that there will be no dearth of funds to achieve this objective.
AIR Correspondent reports that the government is working on new draft bill  to be introduced in place of the existing People with Disability Act 1995. The new bill will also take into considerations the provisions of United nation Convention on Right of Persons with Disabilities.

India and Finland will expand mutual cooperation in the field of renewable energy. Union Minister for New & Renewable Energy Dr. Farooq Abdullah today said in New Delhi that there is tremendous scope for exchanges in the sphere of bio-fuels and energy derived from wastage to sustain the ongoing development. He also stressed on potential cooperation between the two countries in the field of renewable energy. India and Finland already have an on-going mechanism of cooperation in the field of renewable energy under the aegis of Joint Working Group on Clean Technology and Waste Management.

In the ATP South African Open Tennis tournament, India's Somdev Devvarmn stormed into the semi-finals of the singles event ousting Rik de Voest of South Africa, 3-6,7-6, 6-1 at the Montecasino entertainment centre in Johannesburg yesterday. Somdev will now face South Africa's local favourite Izak Van der Merwe for a place in the finals.

After losing the Devid Ferrer of Spain in the Quarter-final stage of the ATP world tour last year, the reigning Commonwealth Games and Asian Games champion Somdev Devvarman struggled for 138 minutes yesterday to seal a semi-final berth in the on-going South African Open Tennis Tournament. After crashing out in the Doubles event, the 25-year old Davis Cup star bounced back strongly after going down in the opening set. A couple of final-set service breaks set up Devvarman for a comfortable victory, which moved him within two matches of a 76,500-dollar first prize and 250 ATP world Tour points. His best performance in the ATP circuit came in 2009 when he advanced yo the finals of the Chennai Open as a wild card. Somdev was given a direct entry into this South Africa Open by virtue of his good ranking in the ATP circuit.
Meanwhile,  the sixth-seed Adrian Mannarino of France will lock horns with South African, Kevin Anderson in the other semi-final encounter of the singles competition. Earlier yesterday, the Indo-US combine of Somdev Devvvarman and David Martin crashed out of the Doubles event after losing to the Slovakian-Israeli pair of Karol Beck and Dudi Sela 7-6, 3-6, 10-12 in the quarter-final match.
