  • पूर्व संचार मंत्री ए. राजा की सी.बी.आई. हिरासत तीन दिन और बढ़ी। स्वैन टेलीकॉम के प्रमोटर शाहिद बलवा की हिरासत चार दिन बढ़ाई गई।

दिल्ली की एक अदालत ने टू-जी स्पेक्ट्रम मामले में पूर्व केन्द्रीय मंत्री ए0 राजा का सीबीआई रिमांड तीन दिन और बढ़ा दिया है। अदालत ने इसी मामले में स्वान टेलीकॉम कंपनी के शाहिद बलवा की हिरासत भी चार दिन बढ़ा दी है। सीबीआई के विशेष न्यायाधीश ओ0 पी0 सैनी ने यह आदेश तब दिया जब सीबीआई ने कहा कि पैसे के लेन-देन के मामले में उनसे और पूछताछ करने की जरूरत है। न्यायाधीश ने कहा कि अपराध की व्यापकता, तथा जांच की जटिलता और ढेर सारे दस्तावेजों के मद्देनजर आरोपियों से हिरासत में और पूछताछ करना उचित है। सुनवाई के दौरान राजा और बलवा की हिरासत बढ़ाने की मांग करते हुए कहा गया कि जांच एजेंसी को और दस्तावेज प्राप्त हुए हैं, इसलिए इन दोनों से और पूछताछ करने की जरूरत है। राजा का सीबीआई रिमांड तीन दिन और बढ़ने के साथ ही उनका रिमांड चौदह दिनों का हो जायेगा, जोकि किसी जांच एजेंसी द्वारा किसी अपराधी को हिरासत में रखने की अधिकतम सीमा है। सीबीआई ने राजा को दो फरवरी को हिरासत में लिया था।

कर्नाटक उच्च न्यायालय ने पांच निर्दलीय विधायकों को अयोग्य ठहराने के विधानसभा अध्यक्ष के फैसले को बरकरार रखा है। अध्यक्ष श्री के0 जी0 बोपइय्‌या ने दल-बदल कानून के तहत इन पांचों विधायकों को विधानसभा की सदस्यता के अयोग्य ठहरा दिया था। न्यायमूर्ति ए0 एस0 बोपन्ना, न्यायमूर्ति मोहन शान्तनागौदर और न्यायमूर्ति एस0 अब्दुल नजीर की पीठ ने इन निर्दलीय विधायकों की याचिका खारिज कर दी। अदालत ने कहा है कि अध्यक्ष के फैसले से वैधानिक स्थिति का उल्लंघन नहीं हुआ। याचिकाकर्ताओं की दलीलों को खारिज करते हुए पीठ ने कहा कि मतदाताओं को इस बात का अधिकार है कि वे दल-बदल के लिए अपने विधायकों के खिलाफ याचिका दायर करें। विधानसभा अध्यक्ष ने भारतीय जनता पार्टी की सरकार से समर्थन वापस लेने और व्हिप का उल्लंघन करने के आरोप में इन पांचों निर्दलीय विधायकों को अयोग्य ठहरा दिया था।

सरकार ने भारतीय विशिष्ट पहचान-पत्र प्राधिकरण-यू आई डी ए आई के अध्यक्ष नंदन नीलेकणि के नेतृत्व में विभिन्न मंत्रालयों का एक कार्यदल बनाया है, जो गरीबों तथा किसानों को मिट्टी के तेल, रसोई गैस और खाद पर सीधे सब्सिडी देने की व्यवस्था तैयार करेगा। वित्त मंत्रालय द्वारा जारी एक विज्ञप्ति में कहा गया है कि ऐसे बहुत से मामले सामने आ रहे हैं कि मिट्टी के तेल पर दी जाने वाली सब्सिडी की मौजूदा नीति से बहुत सा तेल बेकार जाता है और इसकी चोरी तथा इसमें मिलावट की जाती है।
यह कार्यदल चार महीने में अपनी अंतरिम रिपोर्ट देगा। संबद्ध मंत्रालय इस नई व्यवस्था के तहत, इस कार्यदल की सिफारिशों को प्रयोग के आधार पर छह महीने लागू करेंगे। यह कार्यदल मौजूदा प्रणाली में सुधार करते हुए लोगों को सीधे सब्सिडी देने के लिए एक मॉडल भी सुझाएगा।

इस कार्यदल से इस व्यवस्था के लिए सरकारी प्रशासन में परिवर्तन और सप्लाई तंत्र के संचालन के लिए समुचित कम्प्यूटर प्रणाली तैयार करने को भी कहा गया है।
श्री नीलेकणि के अलावा इस कार्यदल में वित्त, कृषि, खाद्य तथा सार्वजनिक वितरण, तेल तथा प्राकृतिक गैस, ग्रामीण विकास और रसायन तथा उर्वरक मंत्रालयों के सचिव भी शामिल होंगे।
उधर, आज तिरूअन्नतपुरम में श्री नीलेकणि ने कहा कि भारत के साठ करोड़ लोगों को तीन से चार साल में विशिष्ट पहचान संख्या ''आधार'' मुहैया करा दी जायेगी। एक सेमिनार में उन्होंने बताया कि इस परियोजना के तहत अभी तक 15 लाख नागरिकों को यह नम्बर जारी किया गया है।

अरविन्द राजखोवा की अगुवाई में उल्फा नेताओं का एक प्रतिनिधिमंडल आज प्रधानमंत्री डा0 मनमोहन सिंह से मिला। उल्फा नेताओं की इस मुलाकात को औपचारिक भेंट बताया गया है क्योंकि प्रधानमंत्री असम से राज्यसभा सांसद हैं। तीन दशकों की अशान्ति के बाद पिछले वृहस्पतिवार को उल्फा नेताओं का एक प्रतिनिधिमंडल गृह मंत्री पी चिदम्बरम और गृह सचिव जी के पिल्लई से मिला था और बातचीत की प्रक्रिया शुरू की थी।

लोकसभा अध्यक्ष मीरा कुमार ने संसद की कार्यवाही सुचारू रूप से चलने के उद्देश्य से बजट सत्र की पूर्व संध्या 20 फरवरी को सर्वदलीय बैठक बुलाई है। यह बैठक इसलिए महत्वपूर्ण है, क्योंकि टू-जी स्पैक्ट्रम घोटाले की संयुक्त संसदीय समिति-जपीसी से जांच के मुद्दे पर सरकार और विपक्ष के बीच बने गतिरोध से पिछला शीतकालीन सत्र लगभग पूरी तरह बाधित रहा था और बजट सत्र को भी बाधित करने की चेतावनी है।

टू-जी स्पैक्ट्रम मुद्दे की संयुक्त संसदीय समिति-जेपीसी से जांच कराने की मांग के मद्देनजर कांग्रेस के वरिष्ठ नेताओं ने आगामी बजट सत्र के दौरान लोकसभा की कार्यवाही सुचारू रूप से चलाने के लिए रणनीति पर विचार-विमर्श किया। बैठक में पार्टी प्रमुख सोनिया गांधी और प्रधानमंत्री मनमोहन सिंह भी शामिल थे। वित्त मंत्री और लोकसभा नेता प्रणब मुखर्जी द्वारा पिछले हते सर्वदलीय बैठक बुलाने के बाद वरिष्ठ नेताओं के बीच पहली बार ऐसी बैठक हुई।

मुद्रास्फीति की दर में इस साल जनवरी में आई मामूली कमी से उत्साहित योजना आयोग ने कहा है कि प्याज और अन्य सब्जियों की कीमतें कम होने के कारण आने वाले महीने में भी मुद्रास्फीति की दर में गिरावट जारी रहेगी। योजना आयोग के उपाध्यक्ष मोंटेक सिंह अहलूवालिया ने नई दिल्ली में पत्रकारों से कहा कि प्याज और सब्जियों के दाम में तेजी के कारण जरूरी चीजों की कीमतें बढ़ गई थीं। थोक मूल्य सूचकांक इस साल जनवरी में दशमलव दो शून्य की कमी से आठ दशमलव दो-तीन प्रतिशत पर आ गया। इससे पहले महीने में यह आठ दशमलव चार-तीन प्रतिशत पर था।

उड्डयन मंत्रालय ने आर्थिक तंगी से जूझ रही एयर इंडिया के लिए और 20 अरब रूपए की मांग की है। उड्डयन मंत्री वायलार रवि अगले बजट में विमानन क्षेत्र से जुड़े मुद्दों पर विचार के लिए कल वित्त मंत्री प्रणब मुखर्जी से मिलेंगे। श्री रवि, एयर इंडिया को आर्थिक तंगी से निकालने के लिए बुधवार को मुम्बई में सभी मजदूर संघों के नेताओं के साथ बैठक भी करेंगे। इस एयरलाइंस में 32 हजार नियमित कर्मचारी और दस हजार ठेके पर हैं।

बम्बई शेयर बाजार का संवेदी सूचकांक आज 473 अंक के भारी उछाल के साथ 18 हजार दो सौ दो पर बंद हुआ। पिछले चार महीनों में किसी एक दिन में सेंसेक्स में यह सबसे अधिक बढोत्तरी है। नेशनल स्टॉक एक्सचेंज का निफ्‌टी भी 146 अंक बढ़कर पांच हजार 456 पर पहुंच गया।

पाकिस्तानी गायक राहत फतेह अली खां और उनके दो साथियों को छोड़ दिया गया है, लेकिन श्री खां और उनके साथियों से मिली विदेशी मुद्रा के मामले की जांच जारी रहेगी। उन्होंने अपने पासपोर्ट राजस्व गुप्तचर निदेशालय के पास जमा करा दिए हैं। सरकारी सूत्रों ने बताया है कि श्री खां और उनके साथी मारूफ तथा चित्रेश श्रीवास्तव को 17 फरवरी को फिर इसी निदेशालय में पेश होने को कहा गया है।

श्री खां और उनके साथियों से कल नई दिल्ली के इंदिरा गांधी हवाई अड्डे पर लगभग साठ लाख रुपये मूल्य की विदेशी मुद्रा पकड़ी गई थी। उन्होंने न तो इस पैसे की घोषणा की थी और न ही वे इस रकम का हिसाब बता पाए। इस सिलसिले में श्री खां और उनके दो साथियों से आज गहन पूछताछ की गई।

इसी सिलसिले में राजस्व गुप्तचर निदेशालय के अधिकारियों ने आज मुंबई में चित्रेश की कंपनी आईलाइन टेलीफिल्मस एंड ईवेंट्स दतर पर छापा मारा।

उधर, पाकिस्तान टेलीविजन ने बताया है कि पाकिस्तान के गृहमंत्री रहमान मलिक ने दिल्ली में पाकिस्तान के उच्चायुक्त को राहत फतेह अली खां को कानूनी सहायता पहुंचाने को कहा है। पाकिस्तानी उच्चायोग के कुछ अधिकारी आज नई दिल्ली में राजस्व गुप्तचर निदेशालय के कार्यालय में भी गए।

उच्चतम न्यायालय ने राष्ट्रपति की मंजूरी मिलने के बाद प्रसार भारती के निलंबित मुख्य कार्यकारी अधिकारी बी एस लाली को पद से हटाने के लिए आज कार्यवाई शुरू कर दी। न्यायालय ने बी.एस.लाली द्वारा की गई कथित अनियमितताओं के बारे में केन्द्र से सबूत पेश करने को कहा है। मुख्य न्यायाधीश एस एच कपाड़िया की अध्यक्षता वाली पीठ ने सरकार से लाली की अनियमितताओं के बारे में चार सप्ताह में बयान दाखिल करने और लाली से उसका जवाब अगले तीन सप्ताह में देने को कहा है।

रिलायंस इंफोकॉम ने आज उच्चतम न्यायालय में इस आरोप का खण्डन किया कि उसने समाजवादी पार्टी के पूर्व नेता अमर सिंह का फोन गैर कानूनी ढंग से टैप किया था। न्यायाधीश जी. एस. सिंघवी और न्यायाधीश ए. के. गांगुली की खंडपीठ को सौंपे हलफनामे में कंपनी ने कहा कि उसने वैध तरीके से और निर्धारित प्रक्रिया के अनुसार कार्रवाई की।

श्री अमर सिंह ने उच्चतम न्यायालय में एक याचिका दायर करके न्यायिक जांच की मांग करते हुए आरोप लगाया था कि उनका टेलीफोन कथित रूप से कांगे्रस पार्टी सहित उनके राजनीतिक विरोधियों के कहने पर गैर कानूनी ढंग से टैप किया गया ।

दार्जिलिंग में छह दिन से जारी बंद में कल सुबह छह बजे से 12 घंटे की ढील दी जायेगी। गोरखा जनमुक्ति मोर्चा के प्रमुख बिमल गुरंग ने आज कहा कि पृथक गोरखालैंड की मांग के समर्थन में कुमानी से सनकोश तक प्रस्तावित पदयात्रा भी स्थगित कर दी गई है। दार्जिलिंग और जलपाईगुड़ी जिले की सीमा पर पिछले कई दिनों से डेरा डाले श्री गुरंग ने कहा कि उनसे मिलने आने वाले जनमुक्ति मोर्चे के समर्थकों को पुलिस द्वारा रोका नहीं जाना चाहिए। यह पूछे जाने पर कि निर्वाचन आयोग के अधिकारियों के दार्जिलिंग आने पर क्या वे बंद वापस लेने पर विचार करेंगे, उन्होंने कहा कि पहले जनमुक्ति मोर्चा को पदयात्रा की इजाजत दी जानी चाहिए, उसके बाद ही बंद वापस लिए जाने पर विचार किया जायेगा। बंद से जनजीवन प्रभावित हुआ है। रसोई गैस, सब्जियां तथा आवश्यक उपभोक्ता वस्तुओं की कमी हो गई है।

34वें राष्ट्रीय खेलों में आज दूसरे दिन मध्य प्रदेश पदक तालिका में शीर्ष पर बना हुआ है। मणिपुर दूसरे और दिल्ली तीसरे स्थान पर है।

34वें राष्ट्रीय खेलों के प्रतिस्पर्द्वा के दूसरे दिन आज 14 खेलों में 35 स्वर्ण पदकों के लिए घमासान हुआ। जमशेदपुर में घुड़सवारी मुकाबले में सेना को स्वर्ण, हरियाणा को रजत मिला जबकि बिहार ने इसमें कांस्य पदक जीतकर अपना खाता खोला। मध्यप्रदेश ने 8 स्वर्ण पदक जीतकर 12 स्वर्ण पदकों के साथ पहले नम्बर पर स्थान बनाए रखा है जबकि 9 स्वर्ण पदकों के साथ मणिपुर दूसरे स्थान पर पहुंच गया है। दिल्ली 6 स्वर्ण पदकों के साथ तीसरे स्थान पर जबकि महाराष्ट्र 5 स्वर्ण पदकों के साथ चौथे स्थान पर है। सेना के बाद झारखंड छठें स्थान पर है। यह सारे मेडल मुक्ता मार्शल आर्ट तैनाती और लॉन बॉल्स मुकाबले में आ रहे हैं।

Former Telecom Minister A Raja was today sent to CBI remand for three more days by a Delhi court in the 2G spectrum case. It also extended the custody of Swan telecom promoter Shahid Balwa for four days after the CBI said it wanted to confront them on the money trail. Special CBI judge O P Saini said, that considering the enormity of the crime, complicated nature of the investigation and  voluminous documents involved in the case, further custodial interrogation of the accused persons is justified. During the hearing on its plea for extension of the remand for Raja and Balwa, the CBI said the duo needed to be confronted with some more documents recovered by the investigating agency.

The  Karnataka High Court has upheld the order by the Karnataka Legislative Assembly Speaker K G Boppaiah to disqualify five Independent MLAs under Anti Defection Law. Justices A S Bopanna, Mohan Shantanagoudar and S Abdul Nazeer have unanimously ruled in favour of the  Speaker and dismissed the petition filed by the Independent MLAs. The ruling states that the impugned order passed by the Speaker is not in violation of constitutional mandate. Refuting the argument submitted by the Petitioners, the Bench ruled that voters have the right to file petition against their MLAs for defection.

The government today constituted an inter-ministerial task force under the Unique Identification Authority of India,UIDAI, Chairman Nandan Nilekani for evolving mechanisms to provide direct subsidies on kerosene, LPG and fertilisers to intended beneficiaries. The Finance Ministry said in a release,the task force has been constituted in light of the overwhelming evidence that the present policy of giving subsidy on kerosene is resulting in waste, leakage, adulteration and inefficiency. The Task Force would submit its interim report within four months of its constitution. The ecommendations of the report would be implemented on a pilot basis by the concerned ministries under the supervision of the Task Force in the following six months. Besides, the Task Force would evolve a model of direct

transfer of subsidies on these items by re-engineering existing systems, processes and procedures in the implementation process. The panel has also been asked to design appropriate IT systems and  bringing about changes in the administration and supply chain management. Besides the  UIDAI chairman, the team will consist of secretaries from finance,chemicals & fertilizers, agriculture, food & public distribution, petroleum & natural Gas and rural development along with DG UID Authority.

Encouraged by moderation in inflation in January, the Planning Commission today forecast continuation of the trend in the coming month due to decline in the cost of onion and other vegetables. Planning Commission Deputy Chairman Montek Singh Ahluwalia told reporters in New Delhi that the prices of primary articles were high because of the impact of shooting up of price of onions and vegetables. The headline inflation or Wholesale Price Index declined marginally to 8.23 per cent in January from 8.43 per cent in the previous month as per the data releases today.

Coal Minister Sriprakash Jaiswal today said Coal India will set up 20 new washeries with a combined  capacity of 111 million tonnes to help realise a better price for its produce. Addressing a coal gas summit in New Delhi,  Jaiswal said the remaining are non-coking coal washeries, with a total capacity of 39.40 million tonnes per annum.  The Ministry had earlier estimated that establishment of the new washeries will require an investment of 2,500 crore rupees, with a view to reduce the ash content in coal produced by Coal India Limited and improve its calorific value, among other things.

The Civil Aviation Ministry has sought another 2,000 crore rupees for the ailing national carrier in this financial year. Civil Aviation Minister Vayalar Ravi would meet Finance Minister Pranab Mukherjee in New Delhi tomorrow to discuss issues pertaining to the aviation sector in the upcoming budget. AIR correspondent quoting sources reports that while a demand for allocation of 2,000 crore rupees for Air India has already been made by the Ministry,  provision for at least 1,200 crore rupees worth of equity could be made in the 2011-12 budget.

Minister of State for Women and Child Development Mrs. Krishna Tirath, launched a Child Adoption Resource Information and Guidance System CARINGS in New Delhi today. It is a web based management information system that offers a child centric approach for the child, parents and agencies. Our correspondent reports that it is developed by Central Adoption Resource Authority with the support of NIC.On the occasion, Mrs. Tirath said that it facilitates the expeditious and smooth adoption along with transparency in the adoption process.

In a move aimed at ensuring a smooth running of Parliament, a meeting of leaders of all political parties has been convened by Lok Sabha Speaker MeiraKumar on February 20 on the eve of the Budget Session. The meeting assumes significance as the entire Winter Session had been a washout following the government-opposition deadlock over the issue of JPC probe into the 2G spectrum scam which threatens to mar the Budget Session too.

Noted Pakistani singer Rahat Fateh Ali Khan and two others have been released pending investigations into recovery of foreign exchange case. They have surrendered their Passports  to Directorate of Revenue Intelligence. Official sources said that  Rahat and two others Maroof and Chitresh Shirivastava have been asked to appear before DRI on February 17 again. Rahat Fateh Ali Khan was detained at the IGI airport in New Delhi by revenue intelligence sleuths after he and two of his troupe members were caught allegedly carrying worth 60 lakh rupees foreign currency with out any decleration. Rahat and two of this troupe members were extensively questioned. In a related development, sleuths of DRI carried out searches at an event management company in Mumbai in connection with alleged recovery of foreign currency. Sources privy to the investigations claimed that the sleuths found 51 lakh rupees in cash which was seized besides some documents which could be helpful in the probe being carried out by the DRI .During the day Pakistan Television said that Interior minister Rehman Malik has directed its envoy in New Delhi to extend legal support to the singer. Some members of the commission also visited DRI Delhi office during the day where the singer was questioned.

A delegation of ULFA leaders, led by its 'chairman' Arabinda Rajkhowa, today met Prime Minister Dr Manmohan Singh, days after the group sat for unconditional talks with the government. The ULFA leaders were closeted with the prime minister for about 15 minutes. The meeting was described as a courtesy call by the ULFA leaders as Dr Singh represents Assam in the Rajya Sabha. On Thursday last, the eight-member ULFA delegation met Home Minister P Chidambaram and Home Secretary G. K Pillai and began the process of dialogue, after three decades of insurgency.

In West Bengal, the President of Gorkha Jana Mukti Morcha Mr. Bimal Gurung backtracked and decided to continue the indefinite Darjeeling hill bandh. The announcement came shortly after his announcement of  relaxation in bandh for 24 hours from tomorrow.  The indefinite bandh which entered the sixth day today was called to protest the February eight Sibechu police firing which claimed lives of three Morcha activists.  Large number of Morcha supporters courted arrest protesting against the incident in Darjeeling, Kurseong and in Kalimpong today but they were released on  bond later.  They were demanding CBI enquiry into the Sibechu police firing and creation of a separate state of Gorkhaland comprising of Darjeeling hills, Terai and Doors in Jalpaiguri district.

About 76 percent polling has been recorded in the bye election to the Sanjari Balod assembly seat in Chhattisgarh. No untoward incident has been reported from any part of the state during the polling which remained peaceful.

In Madhya Pradesh, polling for Kukshi and Sonkutch assembly seats by-elections passed off peacefully today. No untoward incident was reported during polling. According to initial estimates more than seventy percent voters exercised their franchise in both the areas. Counting of votes will take place on Thursday.

35 gold medals were at stake today in 14 events on the second day of the competition in the 34th National Games being held in Jharkhand.
