• टू-जी स्पेक्ट्रम आवंटन और १९९८ से २००९ तक इसकी कीमत के मामले की जांच के लिए ३० सदस्यों की संयुक्त संसदीय समिति का गठन। समिति अपनी रिपोर्ट संसद के अगले सत्र के अंत तक दे देगी।
• प्रधानमंत्री ने कहा - सार्वजनिक जीवन में भ्रष्टाचार की समाप्ति के लिए सभी उपाय किए जाएंगे। कृषि उत्पादन और बढ़ाया जाएगा तथा सार्वजनिक वितरण प्रणाली को मजबूत बनाया जाएगा।

सरकार ने आज टू-जी स्पेक्ट्रम आवंटन और १९९८ से २००९ तक इसकी कीमत के मामले की जांच के लिए ३० सदस्यों की संयुक्त संसदीय समिति - जे पी सी के गठन की घोषणा की। लोकसभा में सदन के नेता प्रणव मुखर्जी द्वारा रखे गये प्रस्ताव को बहस के बाद स्वीकार कर लिया गया। श्री मुखर्जी ने बताया कि इस समिति में २० सदस्य लोकसभा से और १० सदस्य राज्यसभा से लिये जायेंगे। समिति के अध्यक्ष का नाम लोकसभा अध्यक्ष तय करेगी। यह अगले सत्र में अपनी रिपोर्ट दे देगी।
श्री प्रणव मुखर्जी ने कहा कि समिति निर्धारित अवधि में मुख्य मुद्दे पर लिये गये नीतिगत फैसलों के अलावा सरकारी फैसलों के अमल के नतीजों और गड़बड़ी पाए जाने की स्थिति में उसकी भी जांच करेगी। समिति निर्धारित नीतियों के अमल के लिए उपयुक्त प्रक्रिया सुनिश्चित किये जाने के बारे में सुझाव भी देगी।
सदन में विपक्ष की नेता सुषमा स्वराज ने कहा कि कार्यकारिणी और विधायिका में देरी के कारण न्यायालय को कार्रवाई के लिए बाध्य होना पड़ा है। उन्होंने प्रस्ताव का समर्थन करते हुए जेपीसी की संदर्भ शर्तों के विस्तार की मांग की।

मुझे खुशी है कि बहुत ही वरिष्ठ साथी इसमें रखे गये हैं। ये जेपीसी केवल दोषारोपण के लिए नहीं बन रही, आप यह तय करीये कि इस तंत्र को वापस कैसे खड़ा किया जाये। इस व्यवस्था में कौनसी खामिया आ गई है, उन खामियों को कैसे सुधारा जाये?
भारतीय कम्युनिस्ट पार्टी के गुरूदास गुप्ता ने कहा कि जे पी सी उस समय गठित की गई है जबकि पूर्व संचार मंत्री को गिरफ्‌तार करने के अलावा अनेक कदम उठा लिए गए थे।

विपक्ष के आरोपों को खारिज करते हुए संचार मंत्री कपिल सिब्बल ने सरकारी कोष को कोई हानि न होने के बारे में अपने रूख को स्पष्ट किया और कहा कि इसे ऑपरेटरों को लाइसेंस के साथ दिये जाने वाले स्पेक्ट्रम के आवंटन की सरकार की नीति के संदर्भ में देखा जाना चाहिए।

मैं विपक्ष के सदस्यों को जानकारी के लिए बताया चाहता हूं कि आखिर तथ्य क्या है? ६.२ मेगाहार्टज+ स्पैक्ट्रम के लिए ३६,९९३ करोड़ रूपयों का प्रावधान था। स्वयं कैग द्वारा की गई गणना के अनुसार एनडीए शासन में ६.२ से ऊपर के स्पैक्ट्रम के राष्ट्र को १२,२१४ करोड़ रूपये कीमत चुकानी पड़ी।

जनता दल यूनाईटेड, राष्ट्रीय जनता दल, मार्क्सवादी कम्युनिस्ट पार्टी और ऑल इंडिया अन्ना डी एम के सदस्यों ने प्रस्ताव के पक्ष में अपने विचार रखे।

प्रधानमंत्री ने विपक्ष के इन आरोपों को खारिज कर दिया है कि उदार आर्थिक नीतियां, कथित घोटालों के लिए जिम्मेदार हैं। उन्होंने गड़बड़ियों को रोकने के लिए प्रभावी कानूनी व्यवस्था कायम करने की बात कही। संसद के संयुक्त अधिवेशन में राष्ट्रपति के अभिभाषण पर धन्यवाद प्रस्ताव पर हुई बहस का उत्तर देते हुए डॉ० मनमोहन सिंह ने भरोसा दिलाया कि सार्वजनिक जीवन को साफ-सुथरा बनाने के लिए सभी आवश्यक उपाय किए जाएंगे। प्रधानमंत्री ने कहा कि दूरसंचार और राष्ट्रमंडल खेलों के मामले में जहां पर भी सबूत मिले हैं, कार्रवाई की गई है। सी बी आई सभी गलत काम करने वालों के पीछे लगी हुई है।

प्रक्रिया जारी है। जैसे ही खेल समाप्त हुए, एक उच्च अधिकार प्राप्त समिति का गठन कर दिया गया। समिति की पहली रिपोर्ट अब उपलब्ध है। रिपोर्ट में सामने आए तथ्यों के आधार पर कार्रवाई शुरू कर दी गई है।
प्रधानमंत्री ने कहा कि अंतरिक्ष देवास समझौते को सरकारी मंजूरी नहीं दी गई थी और ठेके को रद्द कर दिया गया है। डॉ० मनमोहन सिंह ने कहा कि काले धन के बारे में जानकारी प्राप्त करने के लिए अन्य देशों के साथ नयी संधियों के के बारे में बातचीत की जा रही है।

प्रधानमंत्री ने कहा कि भारत के आर्थिक मॉडल की समूचे विश्व में प्रशंसा हो रही है। उन्होंने कहा कि अंतर्राष्ट्रीय आर्थिक संकट के बावजूद भारत की विकास दर साढ़े आठ प्रतिशत रही है। उन्होंने कहा कि पर्याप्त खाद्य भंडार के अलावा देश में तीन अरब डॉलर की विदेशी मुद्रा का भंडार है।

विश्व मंदी की मार से जूझ रहा है। विकसित देशों में विकास की दर कम हो गई लेकिन इस अप्रत्याशित अंतर्राष्ट्रीय आर्थिक संकट के दौर में भारतीय अर्थव्यवस्था साढ़े आठ प्रतिशत की दर से बढ़ रही है।
प्रधानमंत्री ने कहा कि सरकार कृषि क्षेत्र के विकास, उत्पादन में वृद्धि और सार्वजनिक वितरण प्रणाली को सुचारू बनाने के लिए हर संभव प्रयास कर रही है।

उन्होंने सदन को भरोसा दिलाया कि शीघ्र ही राष्ट्रीय खाद्य सुरक्षा विधेयक संसद मेंपेश किया जायेगा।

हमें सार्वजनिक वितरण प्रणाली को मजबूत बनाना होगा और इसी कारण सार्वजनिक वितरण प्रणाली और सुदृढ़ हो इसी के वास्ते हम इस सत्र में राष्ट्रीय खाद्य सुरक्षा विधेयक लाना चाहते हैं।प्रधानमंत्री ने कहा कि मुद्रास्फीति की दर इस वित्त वर्ष के अंत तक सात प्रतिशत के आस-पास आ जाएगी।

ओडीशा में अगवा किये गये मलकानगिरि के जिला कलेक्टर विनील कृष्णा को माओवादियों ने रिहा कर दिया है। श्री कृष्णा को माओवादियों ने आठ दिन अपने कब्जे में रखने के बाद आज शाम मलकानगिरि जिले के दुलिअंबा वन क्षेत्र में मीडिया कर्मियों के सामने रिहा किया। इस समाचार की पुष्टि करते हुए ओडीशा के गृह सचिव यू एन बेहरा ने आकाशवाणी के भुवनेश्वर संवाददाता को बताया कि श्री कृष्णा को मलकानगिरि लाया जा रहा है। श्री बेहरा ने थोड़ी देर पहले फोन पर श्री कृष्णा से बातचीत की और बताया कि उनका स्वास्थ्य ठीक है।

रिहाई के बाद श्री कृष्णा ने पत्रकारों से टेलीफोन पर बातचीत करते हुए उनकी रिहाई के लिए सभी लोगों के प्रयासों के प्रति आभार व्यक्त किया।

उच्चतम न्यायालय ने सी बी आई से २००७ में पश्चिम बंगाल के नंदीग्राम में हुई गोलीबारी की जांच रिपोर्ट पेश करने को कहा है ताकि दोषी पुलिस अधिकारियों के खिलाफ आपराधिक षडयंत्र रचने के बारे में कार्रवाई संबंधी निर्णय लिया जा सके। खंडपीठ ने सीबीआई से दो हफ्‌ते के भीतर रिपोर्ट पेश करने को कहा है।

राष्ट्रमंडल खेल आयोजन समिति के पूर्व शीर्ष अधिकारी ललित भनोट और वी के वर्मा को स्विस कंपनी के साथ एक अरब सात करोड़ रूपए के सौदे में हुई कथित अनियिमितताओं के सिलसिले में आज पांच दिन की सी बी आई हिरासत में भेज दिया गया। सी बी आई ने आज इन दोनों को अदालत में पेश किया और कहा कि इन दोनों ने अपने पद का दुरूपयोग किया, जिससे सरकार को भारी नुकसान पहुंंचा।

५७ इस्लामी देशों के संगठन ओ आई सी ने लीबिया में चल रही दमनकारी घटनाओं को नरसंहार बताते हुए राष्ट्रपति गद्दाफी से निर्दोष लोगों के खिलाफ तुरंत हिंसा रोकने को कहा है।

इस बीच खबर है कि लीबिया के नेता मुअम्मर गद्दाफी देश छोड़कर भागने की तैयारी कर रहे हैं। बताया जाता है कि श्री गद्दाफी का नियंत्रण बेनगाजी के आसपास के इलाके से समाप्त हो गया है।

लंदन स्थित लीबिया के विपक्षी नेता गुमा-अल-गमती ने विश्वसनीय सूत्रों के हवाले से बताया है कि श्री गद्दाफी देश छोडकर भागने की तैयारी में हैं और उनका निजी विमान सोने की ईटों और विदेशी मुद्राओं से लदा हुआ जिम्बाब्वे के लिए उड़ने को तैयार खड़ा है।

भारत सरकार ने लीबिया से भारतीयों को बाहर निकालने के लिए बारह सौ सीटों वाला एक यात्री जहाज किराए पर लिया है। उम्मीद है कि यह जहाज रविवार तक बेनगाजी पहुंचेगा और मंगलवार तक अलेक्जेंड्रिया पहुंच जाएगा।

वर्ष २०११-०१२ का रेल बजट कल लोकसभा में पेश किया जाएगा। रेलमंत्री ममता बैनर्जी लगातार तीसरी बार रेल बजट पेश करेंगी।

आकाशवाणी से रेलमंत्री के भाषण का सीधा प्रसारण ११ बजकर ५५ मिनट से किया जाएगा। इस भाषण से पहले साढ़े ११ बजे से रेल बजट पर विशेष चर्चा प्रसारित होगी। रेलमंत्री के भाषण के बाद रेल बजट पर चर्चा फिर शुरू होगी जो दो बजे तक चलेगी। यह कार्यक्रम राज्यों की राजधानी में स्थित आकाशवाणी के सभी केन्द्रों से प्रसारित किया जाएगा।

खाद्य पदार्थो की मुद्रास्फीति दर मे १२ फरवरी को समाप्त हुए सप्ताह के दौरान मामूली वृद्धि हुई और यह ११ दशमलव चार नौ प्रतिशत हो गई। इससे पहले के हफ्ते में यह ११ दशमलव शून्य-पांच प्रतिशत थी। यह वृद्धि दूध, अंडों, मांस और सब्जियों के दाम बढ़ने के कारण हुई। इससे पहले के दो हफ्तों में खाद्य मुद्रास्फीति की दर में कमी हुई थी।

मुम्बई शेयर बाजार में आज लगातार तीसरे सत्र में गिरावट आई। सेंसेक्स ५४६ अंक लुढक कर १७ हजार ६३२ पर बंद हुआ। यह १८ महीनों में एक दिन में अब तक की सबसे बड़ी गिरावट है।

नेशनल स्टाक एक्सचेंज का निफ्‌टी १७५ अंक गिरकर पांच हजार दो सौ ६३ पर आ गया। दिल्ली में सोना ३०० रूपये बढ़कर २१ हजार २४० रूपये प्रति दस ग्राम हो गया।

 लोकसभा में आज वर्ष २०११-२०१२ का रेल बजट पेश किया जाएगा। रेलमंत्री ममता बनर्जी लगातार तीसरी बार रेलबजट पेश करेंगी। हमारी संवाददाता ने बताया है कि पिछले आठ वर्ष में यात्री किरायों में कोई बदलाव नहीं हुआ है।

 भारतीय रेलसेवा विश्व की दूसरी सबसे बड़ी रेल नेटवर्क है और हर रोज दो करोड़ से भी ज्यादा लोग रेलगाड़ियों में सफर करते हैं। ज+ाहिर है उन्हें रेल सुरक्षा और यात्री सुविधाओं को लेकर इस बजट से कई अपेक्षाएं हैं।
 तत्काल में कुछ सीटें कम करके अगर इधर हमें दे दिया जाये तो इससे हमारा किराया एक आम आदमी के लिए ज्यादा फायदेमंद होगा।
 कार्गो टे्रन्स हैं, उनके जो किराये हैं वो कम होने चाहिए, ताकि जो इन्फलेशन जो आजकल खाने की चीजों पे सभी चीजों पे है वो थोड़ी कंट्रोल में आये।
पिछले वित्तवर्ष के मुकाबले रेल दुर्घटनाओं में इस बार कुछ कमी आई है, पर वित्तीय स्थिति को लेकर खबर इतनी अच्छी नहीं। आयरन ओर के रेल द्वारा ढुलाई में कमी, नक्सली इलाकों में रात को गाड़ियों के बंद होने की वजह से कोयले की ढुलाई में भी कमी तथा गुज्जर प्रदर्शन की वजह से रेलवे को नुकसान उठाना पड़ा है। वित्तीय स्थिति को बेहतर बनाने, लोगों की उम्मीदों और क्षेत्रों की आकांक्षाओं के प्रति खरा उतरने के लिये ममता बैनर्जी ने क्या योजना बना रखी है, इसका खुलासा कुछ ही घंटों के बाद हो जायेगा।

 आकाशवाणी का समाचार सेवा प्रभाग रेलमंत्री के बजट भाषण से पहले साढ़े ग्यारह बजे से रेल बजट पर विशेष चर्चा प्रसारित करेगा। बजट भाषण के बाद रेल बजट पर चर्चा फिर शुरू होगी जो दो बजे तक चलेगी। यह कार्यक्रम साढ़े ग्यारह बजे से आकाशवाणी के सभी राजधानी केन्द्रों से प्रसारित किया जाएगा। दोपहर एक बजे का अंग्रेजी  और एक बजकर पांच मिनट का हिन्दी बुलेटिन अपने समय पर ही प्रसारित होंगे जबकि कई भाषाई समाचार बुलेटिनों का समय बदला गया है।

 वित्तमंत्री प्रणब मुखर्जी आज संसद में आर्थिक सर्वेक्षण पेश करेंगे। आर्थिक सर्वेक्षण में बढ़ती मुद्रास्फीति सहित आर्थिक स्थिति वित्तीय  घाटे से निपटने और विकास दर बढ़ाने जैसे महत्वपूर्ण मुद्दों पर जोर दिये जाने की संभावना है।

 सरकार ने कल संसद में १९९८ से लेकर दो हजार नौ तक टू जी स्पेक्ट्रम के आवंटन के मामले की जांच के लिए ३० सदस्यों की संयुक्त संसदीय समिति- जे पी सी के गठन की घोषणा की। सदन के नेता प्रणव मुखर्जी के प्रस्ताव को चर्चा के बाद सदन में स्वीकार कर लिया गया। श्री मुखर्जी ने कहा कि ३० सदस्यों वाली समिति में २० सदस्य लोकसभा से और १० सदस्य राज्यसभा से लिये जायेंगे। सभापति का नाम लोकसभा अध्यक्ष तय करेगी। समिति संसद के अगले सत्र के अंत तक अपनी रिपोर्ट दे देगी। उन्होंने कहा समिति निर्धारित नीतियों के अमल के लिए उपयुक्त प्रक्रिया अपनाये जाने के बारे में भी सुझाव देगी।

 ओड़ीशा में माओवादियों ने मलकानगिरी के अपहृत जिला कलेक्टर आर वी कृष्णा को रिहा कर दिया है। उन्हें कल मलकानगिरी जिले में दुलियाम्बा वन क्षेत्र के किनारे पर  रिहा किया गया। संवाददाताओं से बातचीत में श्री कृष्णा ने कहा कि माओवादियों ने उनके साथ अच्छा व्यवहार किया। उन्होंने कहा कि इस दौरान केवल रेडियो के जरिये ही बाहरी दुनिया से उनका सम्पर्क था।
  मलकानगिरी जिले में चित्रकोन्डा के पहाड़ी इलाके में १६ फरवरी को माओवादियों ने श्री कृष्णा का जूनियर इंजीनियर पबित्र मोहन माझी के साथ अपहरण कर लिया था।

 सरकार ने उम्मीदवारों का चुनाव खर्च बढ़ा दिया है। विधि मंत्रालय की अधिसूचना में कहा गया है कि संसदीय निर्वाचन क्षेत्रों के लिए अधिकतम चुनाव खर्च सीमा ४० लाख और विधानसभा क्षेत्रों के लिए १६ लाख रूपये होगी। अब तक संसदीय चुनाव क्षेत्र के लिए २५ और विधानसभा सीटों के लिए १० लाख रूपये अधिकतम चुनाव खर्च सीमा थी। निर्वाचन आयोग ने सलाह मशविरे के बाद जारी अधिसूचना में सबंधित नियमों में संशोधन किया जाएगा।

 लीबिया के नेता कर्नल गद्दाफी ने कहा है कि उनके देश में प्रदर्शनों के लिए ओसामा बिन लादेन और उनके साथी जिम्मेदार हैं। श्री गद्दाफी ने सरकारी टेलीविजन से अपने संबोधन में कहा कि लीबिया में उनकी सरकार के खिलाफ हुआ विद्रोह मिस्र और ट्यूनीशिया जैसा नहीं है, बल्कि यह ओसामा बिन लादेन के संगठन द्वारा उकसाया गया है।
 इस बीच लीबिया में पिछले दस दिन में विद्रोह की घटनाओं में तीन सौ से ज्यादा लोग मारे जा चुके हैं।
 इस बीच, भारत ने लीबिया से अपने नागरिकों को निकालने के लिए १२०० सीटों वाले यात्री जहाज की व्यवस्था की है।

 अल्जीरिया में पिछले १९ साल से जारी आपातकाल आधिकारिक रूप से हटा लिया गया है। अल्जीरियाई अधिकारियों ने १९९२ में विरोधियों के दमन के लिए आपातकाल लागू किया था। हाल के दिनों में सरकार के खिलाफ प्रदर्शन कर रहे विपक्षी गुट इसे हटाने की मांग कर रहे थे।

 The government today announced setting up of a 30 member JPC to look into the allocation and pricing of 2 G spectrum from 1998 to 2009. A resolution moved by the leader of the Lok Sabha Mr. Pranab Mukherjee was adopted by the House after a discussion. Giving details about the committee Mr. Mukherjee said it will have 20 members from Lok Sabha and 10 from Rajya Sabha. The Chairman of the committee will be decided by the Speaker of the Lok Sabha which will submit its report by the end of the next session of Parliament. Moving the resolution, Mr. Pranab Mukherjee said it will examine irregularities and aberrations if any and their consequences in the implementation of the Government's decisions besides policy preions on the issue in the specified period. The panel will also make recommendations to ensure that appropriate procedures are formulated for implementation of laid down policies. Speaking of the resolution, Mr Pranab Mukerjee expressed regret that the winter session was almost washed out and said that parliament cannot be mortgaged to concede to a particular demand. He said disruption of proceedings is an area of concern which needs to be addressed collectively. Later responding to a debate, he said that the government is prepared to walk an extra mile to accommodate the opposition. Speaking on the resolution, the leader of the opposition, Mrs Sushma Swaraj alleged that due to delay by the executive and legislature, the judiciary has been forced to act. In her spirited speech, Mrs. Swaraj gave many examples holding the government responsible for such happening and also criticized it for delaying the setting up of JPC.

 Speaking in the same vein, Mr. Gurudas Dasgupta of the CPI said that the JPC has been set up at a stage when a series of measures including the arrest of former Telecom Minister has already taken place.

 

 Dismissing the opposition allegations, the Telecom Minister Mr. Kapil Sibal clarified his stand on zero loss to the exchequer qualifying it with the government's policy of allotting start of spectrum which comes bundled with a license to an operator. Members of JDU, RJD, CPIM, AIADMK were among those who spoke in favour of the motion.

 Dismissing Opposition's allegations that liberalised economic policies were responsible for reported scams, the Prime Minister today called for setting up sound and effective regulatory mechanism to check the leakages. Replying to the debate in both Houses of Parliament on the Motion of Thanks to the President's address to the Joint Sitting of Parliament today, Dr. Manmohan Singh assured the members that everything will be done to cleanse public life. He said that some unfortunate developments have taken place in Telecom and Commonwealth Games and these are being addressed.

 Referring to the Antrix Devas deal, the Prime Minister said that the government's approval for the agreement was not given and the contract has been annulled.

 Responding to the concerns with regard to black money stashed in foreign banks, the Prime Minister said that steps are being taken like negotiating new legal treaties with other countries for smooth flow of information on black money. The Prime Minister said that the entire world is hailing the economic model being pursued by India.

 Dr. Singh admitted that high rate of inflation has been a problem for the last 18 months and gave details of the measures taken to deal with it.

 On internal security situation, the Prime Minister said that the security apparatus has been strengthened after Mumbai terror attacks but the situation continues to remain highly uncertain and there is a need to keep a strict vigil. On foreign policy, he said that New Delhi is ready to discuss all outstanding issues with Pakistan provided Islamabad stops using it soil for terror activities against India. AIR Parliamentary correspondent reports that the two Houses later adopted the Motion of Thanks on the President's  address after negating the amendments moved by some members.

 The Railway Minister, Ms. Mamta Banerjee will present the Rail Budget for 2011-12 in Lok Sabha tomorrow. News Services Division of All India Radio will bring  a bilingual pre-rail budget live discussion from 11.30 a.m. This will be followed by live relay of the Railway Minister’s speech from 1155 hours. After her speech the live bilingual discussion will continue till 1400 hrs.  In Odisha, abducted Malkangiri district magistrate and collector R Vineel Krishna has been released by the Maoists. Odisha's Home Secretary, UN Behera, told AIR correspondent that Krishna is being brought to Malkangiri. Behera, who spoke to Krishna over telephone a few minutes ago, also said the health of the Malkangiri collector is fine.

 After being released, Krishna, while talking to newmen over phone, thanked for the efforts made by everyone to release him. Krishna also said he would not forget the help all his life as everyone stood solidly during his hour of crisis. The Malkangiri collector was kidnapped by the Maoists from the hilly terrains of Chitrakonda in Malkangiri district on February 16 last along with junior engineer Pabitra Mohan Majhi. The Odisha Government resolved all the 14 demands put forward by the Maoists in its discussion with Maoist appointed mediators, Prof G Haragopal, Prof R Someswar Rao and Dandapani Mohanty at Bhubaneswar in the last four days of negotiations. Meanwhile, thousands of people have gathered in front of the official residence of Malkangiri collector to receive Krishna. Opposition BJP has described the hostage of Malkangiri collector as a 'drama' prepared by the Naveen Patnaik Government.

The 57-member grouping of Islamic countries has described the happenings in Libya as a "humanitarian catastrophe and asked Tripoli to stop immediately the violence against innocent people. It emphasized the need to address their claims peacefully. Meanwhile, UN Secretary-General Ban Ki-moon has blasted Muammar Gaddafi for ignoring his call to stop violence against protestors, which the UN chief stressed to the Libyan leader during a 40 minute conversation this week. The Libyan Interior Ministry has put the death toll in over a week of violence at 300, but Italian Foreign Minister Franco Frattini has claimed that the crackdown has killed as many as 1,000 people.

 In Bahrain, protestors are camping  at Pearl Square calling for sweeping political reforms in the country. AIR Correspondent repots that they have vowed not to leave the place despite the release of leading opposition activists and renewed calls by the King for talks.

 Protestors are camping at the Pearl Square in Manama in support of their demands. In order to initiate dialogue, government has already released number of prisoners including those 23 who were charged to endanger state security. The opposition groups and protesters say they will not enter in to talks until all their demands are met. Street protesters are saying they want nothing less than the end of monarchy but official opposition groups have stopped short of voicing the same demand and they are asking the resignation of the government, investigations of deaths of protesters and the creation of a real constitutional monarchy.

 Meanwhile, thousands of Yemeni anti-regime demonstrators remain defiant after government loyalists shot two of them dead, Reports say that eight ruling party MPs resigned over the suppression of protests.

 The government has chartered a passenger ferry with a capacity of 1200 seats to evacuate Indians in Libya. The ship "Scotia Prince" is already in Egypt and is getting ready to sail to Benghazi from where initially the evacuation operations will begin.  The Ship is expected to reach Benghazi by Sunday and bring back at least 1200 persons to Alexandria in Egypt by Tuesday.

 The death toll from the Christchurch earthquake in New Zealand has risen to 98 and there are grave fears for a further 226 still missing. As after shocks continue to rock the city, no-one has been rescued from the rubble since yesterday afternoon and there is no new information regarding any survivors from Tuesday's 6.3-magnitude quake. So far 164 people have been admitted to hospitals.

 Falling for the third straight session, the Sensex at the Bombay Stock Exchange tanked 546 points---its biggest single day fall in 18 months-- to close well below the key 18,000 mark, at 17,632, today, on intense all-round selling pressure. The markets fell on macro-economic concerns about oil prices and inflation, the political crisis in Libya, and on weak Asian and European bourses. The Nifty plummeted 175 points, or 3.2 percent, to 5,263.Stock markets in Japan, Hong Kong, South Korea and Singapore lost  between 0.5 percent and 1.3 percent. The rupee depreciated 34 paise, to 45.47 against the dollar. Gold gained 300 rupees, to an all-time high of 21,240 rupees per ten grams in Delhi. Silver zoomed 1,200 rupees, to cross the magical 50,000 rupees per kilo mark, at a record 50,500 rupees per kilo.

In Orissa, mediators have once again appealed to the Maoists to release Malkangiri District Collector R Vineel Krishna by this evening. They said, any additional demand put forth by Naxals will further complicate the matter. The fresh demands made by of the Maoists have surprised the Odisha government and the three negotiators, Prof G Haragopal, Prof R Someswar Rao and Mr Dandapani Mohanty.
Meanwhile, Maoists have asked the Odisha government to free top Maoist leaders from jail to facilitate release of abducted District Collector. They have also asked the negotiators come to Malkangiri to secure the release of Mr Krishna. Back-channel activities continued till late last night for the release of the Malkangiri Collector with Odisha's Industry Secretary T Ramachandra and Inspector General of Prisons Pranabindu Acharya meeting Maoist leader Ganti Prasadam at the Jharpada Special Jail in Bhubaneswar. Maoists have already freed junior engineer Pabitra Mohan Majhi yesterday abducted along with Krishna.

The Maoists seems to have become rigid over the release of their top Maoist leader including Sriramulu Srinvias, Padma, Iswari, Rosy Mandangi in lieu of releasing abducted Malkangiri district magistrate. They are believed to have no faith in the Odisha Government's assurance to examine all the cases and release the Maoist leaders as promised by Odisha Home Secretary U.N.Behera during the talks. While only Ganti Prasadam, one of the top Maoist leaders, has got bail, the others are yet to get the same due to the lengthening judicial process. There is also difference of opinion in the Maoist cadre for the release of Malkangiri collector. With the Odisha Government resolving all the 14 demands made by the Maoists during talks with the mediators, the fresh approach of the Maoists for release of Krishna has stunned both the administration and negotiators.

The two top executives responsible for organising the Commonwealth Games, Lalit Bhanot and V K Varma were  arrested yesterday by the Central Bureau of Investigation. The duo were arrested after they were summoned to the CBI headquarters and subjected to questioning. Both have been arrested for irregularities in a 107 crore contract to a Swiss company for time-keeping equipment during the October 2010 Games. Bhanot has been booked by the probe agency under the sections for criminal conspiracy cheating the IPC and various sections of the Prevention of Corruption Act, along with Switzerland-based firm Swiss Timing Ltd and other unknown persons.

The Prime Minister’s council on Climate Change has approved 46,000 crore rupees programme to increase forest cover in the country.  The programme known as Green India Mission is aimed at increase in the forest cover by 5 million hectares over next ten years. The programme will be executed by the   Ministry of Environment and Forests. AIR correspondent adds that Green India is one of the eight missions to address the issue of climate change in the country. Seven other missions have already been  implemented.

In Andhra Pradesh, the 48-hour bandh across Telengana region passed off peacefully last night. AIR correspondent reports that the bandh was total and badly impacted day-to-day life.
Perhaps it is for the first time in the recent times that the people in telengana region came under severe impact of a bandh that brought everything to a standstill. The public transport system remained off the roads and rail services were also affected. Educational institutions remained closed completely and commercial establishments were also shut down by and large. The telengana activists took out rallies and held rasta rokos at several places. Tension prevailed on Osmania university campus as agitating student activists indulged in stone-pelting and damaging public property. On the whole, barring few incidents, the bandh passed off peacefully.

Libyan ruler Col Muammar Gaddafi is battling to retain control over capital Tripoli and areas in western Libya as protesters consolidated their gains in the east. Much of the capital is deserted as pro-Gaddafi gunmen roam the streets with reports of uprisings in western towns such as Misurata, Sabratha and Zawiya. Masses of protesters have been celebrating success in the  eastern towns. At least 300 people have died in the uprising so far.
Thousands of foreigners continued to leave Libya with chaos at the Tripoli airport. Countries across the world began evacuating their nationals. Foreign Secretary Nirupama Rao said, India is keeping a close watch on the situation in Libya.  She said in a tweet that New Delhi was awaiting clearance for landing of its aircraft and for ships to evacuate its nationals. 
India and 14 other members of the powerful UN Security Council strongly condemned the use of force against peaceful protesters and demanded an immediate end to the violence in the country.
Meanwhile, the price of Brent crude oil has hit 111 dollars a barrel as worries persist about the unrest in Libya. US light sweet crude oil prices touched 100 dollars a barrel for the first time since October 2008.

Skipper Shahid Afridi was the chief-wrecker of the Kenyan innings with Five wickets for 16 runs in 8 overs. It was his maiden five wicket haul in World Cup.

Continuing their sparkling show at the 34th National Games in Ranchi, Services (SSCB) yesterday added five more gold to their medals tally, giving themselves a great chance to put up a better show than what they managed in the last edition of the Games four years ago. With 56 gold, 37 silver and 31 bronze medals in their kitty, Services are now just four gold medals short of improving their Guwahati Games count of 59 Gold, 46 Silver and 37 Bronze.

More than 10 gold medals is on stage today in the ongoing 34th National Game in Jharkhand.
