 जापान के भूकंप प्रभावित फुकुशीमा परमाणु ऊर्जा संयंत्र में आज दो और विस्फोट होने तथा आग लग जाने से परमाणु संकट और बढ़ गया है तथा विकिरण खतरनाक स्तर तक पहुंच गया है। प्रधानमंत्री नाओतो कान ने संवाददाता सम्मेलन में घोषणा की कि पूर्वी तट पर फुकुशीमा के एक नम्बर संयंत्र के आसपास रेडिएशन काफी बढ़ गया था और अब ये इतना हो गया है कि इससे लोगों के स्वास्थ्य को खतरा पैदा हो सकता है। तोक्यो में अधिकारियों ने कहा है कि राजधानी में रेडिएशन का स्तर सामान्य से ज्यादा हो गया है लेकिन यह खतरनाक स्तर तक नहीं पहुंचा है। प्रधानमंत्री कान ने परमाणु संयंत्र के २० किलोमीटर के दायरे से आगे के १० किलोमीटर क्षेत्र में रहने वाले लोगों से घर के अंदर ही रहने को कहा है। शुक्रवार के भूकंप और सुनामी के बाद इस पुराने फुकुशीमा संयंत्र में संकट हर रोज बढ़ता जा रहा है। सोमवार को रिएक्टर नम्बर तीन में विस्फोट हुआ था जिससे ११ लोग घायल हुए और वहां से जबरदस्त धुआं निकला। आज सुबह दो नम्बर के रिएक्टर में विस्फोट हुआ जिसके थोड़ी देर बाद हाइड्रोजन विस्फोट हुआ और नम्बर चार रिएक्टर में आग लग गई। पुलिस ने कहा है कि भूकंप और सुनामी से मरने वालों की अधिकृत संख्या दो हजार ४१४ हो गई है, हालांकि अधिकारियों का कहना है कि कम से कम दस हजार लोगों के मरने की आशंका है। सुपर बाजार खुले हैं लेकिन बाजारों में सामान नहीं हैं। ठंड के कारण कई बच्चे बीमार हो गए हैं लेकिन दवाईयों की दुकानें बंद हैं। राहत केन्द्रों में आपात सहायता नहीं पहुंची है। अधिकारियों ने अब तक परमाणु संयंत्र के आसपास से दो लाख १० हजार लोगों को हटाया है। मियागी में शहरों और गांवों के मलबे में खोजबीन कर रहे बचाव दलों को दो हजार शव मिले हैं। सोमवार को बाजार फिर खुलने पर तोक्यो के शेयर बाजार में गिरावट का असर दुनिया भर के बाजारों पर पड़ा। आज दोपहर बाद के कारोबार में तोक्यो के शेयर बाजार में १२ प्रतिशत की और गिरावट आई। जोखिम का विश्लेषण करने वाली प्रमुख कंपनी एआईआर वर्ल्डवाइड ने कहा है कि भूकंप से साढ़े १४ अरब डॉलर से लेकर ३४ अरब ६० करोड़ डॉलर के बीच नुकसान होने का अनुमान है।

 राष्ट्रमंडल खेलों की आयोजन समिति के निलम्बित अध्यक्ष सुरेश कलमाड़ी से सीबीआई ने आज दूसरी बार पूछताछ की। यह पूछताछ खेलों के आयोजन में कथित घोटाले के सम्बन्ध में की गई। इससे पहले सीबीआई ने पिछले साल दिसम्बर में उनसे पूछताछ की थी और दिल्ली, मुम्बई तथा पुणे में उनके आवास तथा कार्यालयों की तलाशी ली गई थी। उनके बैंक लॉकर की भी तलाशी ली गई थी। कलमाड़ी के तीन निकट सहयोगी, आयोजन समिति के पूर्व महासचिव ललित भनोट, पूर्व निदेशक वी० के० वर्मा और उनके निजी सहयोगी शेखर देवरूखकर खेलों के दौरान हुई कथित अनियमितताओं के सिलसिले में पहले से ही जेल में बंद हैं। सी बी आई ने अब तक ८ मामले दर्ज किये हैं। इन आठों मामलों में कलमाड़ी का नाम शामिल नहीं है।

 आदर्श सोसायटी हाऊसिंग घोटाले की जांच के सिलसिले में सीबीआई ने आज मुंबई म्युनिसिपल कॉरपोरेशन के पूर्व आयुक्त जयराज पाठक के आवास पर छापे मारे। हमारे संवाददाता ने बताया है कि पाठक का पुत्र कनिष्क उन १०३ सदस्यों में शामिल है जिनके मुंबई के कोलाबा इलाके में आदर्श सोसायटी में अपार्टमेंट हैं।  आदर्श घोटाले कांड कांड की तफतिश को तेज करते हुए सीबीआई ने आज मुम्बई के पूर्व म्युनिसिपल कमिशनर जयराज पाठक के घरों पर छापें मारे। आज सुबह उनके मुम्बई के  तीन ठिकानों पर सीबीआई ने छापा मारा, जिसमें उनका नरीमन प्वांइट का घर भी  शामिल है। सीबीआई ने घोटाले के मामले में पाठक के खिलाफ २९ जनवरी में एफआईआर दर्ज कर लिया था। पाठक के  खिलाफ यह आरोप है कि उन्होंने अपने कार्यकाल के दौरान गैरकानूनी तौर पर बिल्डिंग की लम्बाई बढ़ाने की मंजूरी दी थी।  श्री पाठक के अलावा एफ आई आर में जिन लोगों के नाम दर्ज कराये गये है उनमें महाराष्ट्र के पूर्व मंत्री अशोक चव्हाण, सेना के सेवानिवृत अधिकारी और नौकरशाह शामिल हैं। इन सबके खिलाफ षडयंत्र और शक्ति के दुरूपयोग का आरोप लगाया गया है।

 उच्चतम न्यायालय ने निर्माण मजदूरों के रोजगार नियमन संबंधी कानून को लागू न करने वाले राज्यों और केन्द्र शासित प्रदेशों के संबद्ध अधिकारियों को कारण बताओ नोटिस जारी किया है। प्रधान न्यायाधीश न्यायमूर्ति एस एच कापड़िया की अध्यक्षता वाली पीठ ने इन अधिकारियों से मामले की अगली सुनवाई पर न्यायालय में उपस्थित रहने और ये स्पष्ट करने को कहा है कि इस कानून को लागू करने में वे क्यों विफल रहे। पीठ ने अधिकारियों से यह स्पष्ट करने को कहा है कि उनकी इस विफलता के लिए उनके खिलाफ कार्रवाई क्यों न शुरू की जाए।

 प्रधानमंत्री का खाद्य और सार्वजनिक वितरण प्रणाली संबंधी कोर ग्रुप आधार पहचान कार्डों के इस्तेमाल के जरिए खाद्य सब्सिडी नकद उपलब्ध कराने के विकल्प पर विचार कर रहा है ताकि प्रणाली की खामियों को दूर किया जा सके। आज नई दिल्ली में एक समारोह के दौरान पत्रकारों से अलग से बातचीत करते हुए योजना आयोग के उपाध्यक्ष मोंटेक सिंह अहलुवालिया ने कहा कि सार्वजनिक वितरण प्रणाली में बड़े स्तर पर खामियां है। उन्होंने कहा कि सार्वजनिक वितरण प्रणाली का कम्प्यूट्रीकरण करने से ही अनाज की हेराफेरी की समस्या का दूर नहीं किया जा सकेगा। इस कोर ग्रुप के सदस्यों में दिल्ली, बिहार, छत्तीसगढ़ और असम के मुख्यमंत्री तथा प्रधानमंत्री की आर्थिक सलाहकार परिषद के अध्यक्ष सी रंगराजन शामिल हैं।  श्री अहलुवालिया इसके अध्यक्ष हैं। श्री अहलुवालिया राशन की दुकानों के जरिए अनाज के वितरण में सुधार के सुझावों के साथ रिपोर्ट को अंतिम रूप दे रहे हैं। प्रधानमंत्री मनमोहन सिंह ने राशन की दुकानों के जरिए अनाज का कारगर वितरण सुनिश्चित करने के लिए पिछले वर्ष अप्रैल में कोर ग्रुप का गठन किया था। पिछले महीने २०११-१२ का बजट पेश करते हुए वित्त मंत्री प्रणब मुखर्जी ने मिट्टी के तेल और उर्वरकों के लिए नकद सब्सिडी देने का प्रस्ताव रखा था।

 केन्द्रीय मंत्रिमंडल ने वस्तु और सेवा कर लगाने संबंधी संविधान संशोधन विधेयक को मंजूरी दे दी है। संसद के बाहर संवाददाताओं से बातचीत में वित्त मंत्री प्रणब मुखर्जी ने कहा कि वे संसद के चालू सत्र में ये विधेयक पेश करने का प्रयास करेंगे। हमारे संवाददाता ने कहा है कि संविधान संशोधन विधेयक लाना जरूरी है क्योंकि केन्द्र विनिर्माण के बाद और राज्य सरकारें सेवा कर नहीं लगा सकतीं। वस्तु और सेवा कर के तहत केन्द्र और राज्य सरकारें, समान वस्तुओं और सेवाओं पर यह कर लगाएंगी। वस्तु और सेवा कर लागू होने के बाद राज्य स्तर पर वैट और केन्द्रीय उत्पाद शुल्क तथा सेवा कर समाप्त हो जाएंगे।

 सरकार ने निजी टीवी चैनलों पर नियंत्रण के लिए स्वनियामक व्यवस्था को अंतिम रूप दे दिया है। सूचना और प्रसारण मंत्री अंबिका सोनी ने लोकसभा में बताया कि नियामक समिति में प्रसारणकर्ताओं सहित समाज के विभिन्न वर्गो के जाने माने लोग होंगे और इसका अध्यक्ष अवकाश प्राप्त न्यायाधीश होगा। समिति जन-शिकायतों का समाधान करेगा और फैसले देगा। श्रीमती सोनी ने बताया कि भारत में टेलीविजन रेटिंग प्वाइंट टीआरपी की समीक्षा करने के लिए सूचना और प्रसारण मंत्रालय द्वारा बनायी गई समिति पहले ही अपनी रिपोर्ट दे चुकी है।  जहां तक टीआरपी की बात है, ये इण्डस्ट्री रिलेटिड एक विषय है, जहां ब्रॉडकास्टिंग और इंडस्ट्री का ज्यादातर तालमेल रहता है। हमने श्री अमित मित्रा की अध्यक्षता में एक्सपर्ट की कमेटी बनाई, जो उन्होंने एक रिपोर्ट दी है और ब्रॉडकास्ट्स के साथ वो रिपोर्ट डिस्कस हुई है। उस रिपोर्ट को स्वीकार किया गया है कि जो आज आठ हजार डिब्बें मॉनिटर करते है ऑर्डियन्‌स रिसर्च को, वो बिल्कुल काफी नहीं है।   रूलर एरियाज तक हमें जाना चाहिये। हमें आने वाले समय में तीस हजार पीपुल्स लगाने की बात की है। पूरक प्रश्न के जवाब में श्रीमती सोनी ने बताया कि पाकिस्तानी टेलीविजन के दुष्प्रचार का मुकाबला करने के लिए जम्मू कश्मीर के सीमावर्ती इलाकों में ट्रांसमीटर्स को मजबूत करने के वास्ते ११० करोड़ रुपये दिये गये हैं। दूरदर्शन में लगभग ११ हजार रिक्त पदों का जिक्र करते हुए उन्होंने बताया कि जल्दी ही तीन हजार पदों पर भर्ती की जाएंगी।  पिछले साल से हमने रिक्रूटमेंट बोर्ड प्रसार भारती ने स्थापित किया है। रूल्‌स रिकू्रटमेंट हो गये और एक जीओएम गठित किया गया है, जिसके गृहमंत्री अध्यक्ष है। और इनसे कहा गया है कि अमरजेंसी पोस्टिंग  जो तकरीबन तीन हजार तक पहुंची है, वो तुरन्त भरी जाएं और बाकियों को भरने की हम बात कर रहे है।

 नौकरियों में आरक्षण को लेकर चल रहे जाट आन्दोलन की गूंज आज राज्यसभा में भी सुनाई पड़ी, जब भाजपा ने इस मुद्दे पर सरकार से जवाब मांगा। आज शून्यकाल के दौरान यह मामला उठाते हुए श्री राम दास अग्रवाल ने कहा कि इस आन्दोलन से रेलगाड़ियों के आने जाने में बाधा आ रही है। उन्होंने चेतावनी दी कि अगर सरकार ने आन्दोलनकारियों की मांगों पर ध्यान नहीं दिया तो वे उग्र रूप धारण कर लेंगे। उनकी इस बात का कई सदस्यों ने समर्थन किया।

 उत्तरप्रदेश में जाट आन्दोलन के कारण दिल्ली-मुरादाबाद सेक्शन पर ६६ रेलगाड़ियां रद्द की गई हैं। आज आन्दोलन का ११वां दिन है। उत्तर रेलवे के प्रवक्ता ने बताया कि ज्योतिबाफुले नगर के काफुरपुर स्टेशन पर जाट महासभा के धरने के कारण कल से अब तक १४० रेलगाड़ियां रद्द की गई हैं। कानून और व्यवस्था बनाये रखने के लिए रेल सुरक्षा बल के साथ स्थानीय पुलिस को भी तैनात किया गया है। रेल सम्पत्ति को नुकसान पहुंचाने वालों के खिलाफ कार्रवाई करने को कहा गया है। जाट नेता केन्द्र सरकार की नौकरियों में आरक्षण की मांग कर रहे हैं।

 राज्यसभा में अल्पसंख्यक मामलों के मंत्रालय के कामकाज पर चर्चा हो रही है। बहस शुरू करते हुए कांग्रेस के ए० रहमान खान ने कहा कि देश भर में मुस्लिम वक्फ बोर्डों को अपनी संपत्तियों के विकास के लिए सहायता की जरूरत है, जिनका अन्य कामों के लिए गैर कानूनी ढंग से इस्तेमाल हो रहा है। उन्होंने कहा कि इन संपत्तियों का उपयोग समुदाय के लिए शिक्षा संस्थान स्थापित करने और अन्य सुविधाएं उपलब्ध कराने पर किया जा सकता है। उन्होंने सरकार से अनुरोध किया कि अल्पसंख्यकों को सब्सिडी देने की बजाए उनका सशक्तिकरण किया जाए। भारतीय जनता पार्टी के एस एस अहलुवालिया ने आरोप लगाया कि सरकार देश के अल्पसंख्यकों के कल्याण के लिए प्रयाप्त कदम नहीं उठा रही है। उन्होंने कहा कि पाकिस्तान में सिख धार्मिक स्थलों के संरक्षण के बारे में स्पष्ट नीति न होने के कारण सरकार अपना कर्तव्य पूरा करने में विफल रही है।  राष्ट्रवादी कांग्रेस पार्टी के तारिक अनवर ने कहा कि सच्चर कमेटी और रंगनाथ मिश्रा कमेटी की रिपोर्टों को उचित तरीके से लागू किया जाए। बहस जारी है।

 पूर्व नागर विमानन मंत्री और केन्द्रीय भारी उद्योग मंत्री प्रफुल्ल पटेल ने कहा है कि फर्जी लाइसेंस वाले पायलेटों के मामले को गम्भीरता से लेने की जरूरत है। संसद से बाहर पत्रकारों से बातचीत में श्री पटेल ने कहा कि लाइसेंस जारी करने की प्रणाली को दुरूस्त करने और वर्तमान में पायलटों के लाइसेंसों की कड़ाई से जांच करने की जरूरत है। लेकिन उन्होंने अपने समय में इस मामले के होने की बात से इंकार किया। इस बीच कांग्रेस प्रवक्ता मनीष तिवारी ने कहा कि इस तरह की घटनाओं को रोकने के लिए फ्‌लाइंग स्कूलों पर निगरानी की जरूरत है।  एयर इंडिया ने इस मामले में तीन सदस्यों की समिति पहले ही गठित कर दी है। यह कमेटी जाली लाइसेंसों के सभी ऐसे मामलों की जांच करने के लिए बनाई गई है।

 सरकार ने जवाहरलाल नेहरू राष्ट्रीय शहरी नवीकरण मिशन के तहत ६५ शहरों का चयन किया है जहां आबादी बढ़ने के कारण शहरी सुविधाओं का विकास किया जाएगा। शहरी विकास राज्य मंत्री चौधरी मोहन जटुआ ने आज लोकसभा में बताया कि देश में २०२६ तक शहरी आबादी बढ़कर साढ़े ५३ करोड़ तक पहुंच जाने की संभावना है। इस मिशन के तहत शहरों में बुनियादी सुविधाएं बढ़ाने, सेवाएं देने की व्यवस्था में सुधार करने, लोगों की भागीदारी और शहरी स्थानीय निकायों की जवाबदेही बढ़ाने पर विशेष जोर दिया जाएगा। इसके अलावा गरीबों के लिए मकानों के निर्माण और यातायात के बेहतर साधनों पर भी खास ध्यान दिया जा रहा है।

 मुख्य निर्वाचन आयुक्त  एस वाई कुरैशी के नेतृत्व में चुनाव आयोग आज पुड्डुचेरी में विभिन्नि राजनीतिक दलों के प्रतिनिधियों और वरिष्ठ सरकारी अधिकारियों से मुलाकात कर विधानसभा चुनावों की तैयारियों की समीक्षा कर रहा है। इस केन्द्रशासित प्रदेश में अगले महीने की १३ तारीख को मतदान होगा।

 इस बीच, डीएमके अध्यक्ष एम करूणानिधि और तमिलनाडु कांग्रेस कमेटी के अध्यक्ष के वी थंगाबालू ने आज निर्वाचन क्षेत्रों के बारे में औपचारिक समझौतों पर हस्ताक्षर किए। इस समझौते के अनुसार राज्य में कांग्रेस को दिए गए ६३ निर्वाचन क्षेत्रों में से १४ सुरक्षित सीटें होंगी।  गठबंधन में शामिल अन्य दलों के लिए निर्वाचन क्षेत्रों की घोषणा आज शाम किए जाने की उम्मीद है।

 महाराष्ट्र विधानसभा की कार्यवाही आज विपक्ष के शोर-शराबे के कारण स्थगित हो गई। विपक्षी सदस्य पूर्व केन्द्रीय सतर्कता आयुक्त पी जे थॉमस की नियुक्ति में मुख्यमंत्री पृथ्वीराज चव्हाण की भूमिका पर बहस की मांग कर रहे थे। आज जैसे ही सदन की कार्यवाही शुरू हुई विपक्ष के नेता एकनाथ खडसे ने यह मुद्दा उठाया और इस पर बहस की मांग की। उन्होंने श्री चव्हाण से उनके इस बयान पर स्पष्टीकरण मांगा की सतर्कता मंजूरी रिपोर्ट के लिए केरल सरकार जिम्मेदार है। श्री चव्हाण ने हाल में कहा था कि थॉमस की नियुक्ति के लिए सतर्कता संबंधी मंजूरी केरल सरकार ने दी थी। जिस पर केरल के मुख्यमंत्री वी एस अच्युतानंदन ने कहा है कि यह बात पूरी तरह से गलत है। विधानसभा अध्यक्ष दिलीप वी पाटिल ने कहा कि यह मामला महाराष्ट्र सरकार के अधिकार क्षेत्र में नहीं आता और उन्होंने भारतीय जनता पार्टी की प्रश्नकाल में बाधा डालने के लिए आलोचना की। इस पर श्री खडसे ने कहा कि मुख्य सतर्कता आयुक्त के कार्य क्षेत्र में महाराष्ट्र भी आता है। भारतीय जनता पार्टी के सदस्य इस मुदृदे को लेकर शोर-शराबा करते रहे जिस पर अध्यक्ष ने सदन की कार्यवाही दिन भर के लिए स्थगित कर दी।

 जम्मू-कश्मीर में एक सड़क दुर्घटना में छह लोग मारे गए और ४५ घायल हो गए। यह दुर्घटना उधमपुर जिले में एक मेटाडोर के गहरी खाई में फिसल कर गिर जाने से हुई। हमारे संवाददाता के अनुसार यह मेटाडोर लट्टी से चेन्नई जा रही थी। घायलों को उधमपुर के जिला अस्पताल और जम्मू के गवर्नमेंट मेडिकल कॉलेज में भर्ती कराया गया है।

 मुम्बई शेयर बाजार के संवेदी सूचकांक में आज शुरूआती कारोबार में ४८६ अंक की गिरावट आई। अब से कुछ देर पहले ये २३३ अंक गिरकर १८ हजार २१५ पर था। शेयर दलालों का कहना है कि जापान के एक परमाणु संयंत्र में विस्फोट की आशंकाओं के बीच निक्केई में दस प्रतिशत से अधिक की गिरावट आने के कारण यह कमजोर हुआ है। उनका कहना है कि कल अमरीकी बाजार में गिरावट के कारण भी ऐसा हुआ है। जापान का निक्केई आज सुबह के कारोबार में दस दशमलव एक एक प्रतिशत और हांगकांग का हेंगसेंग तीन दशमलव आठ आठ प्रतिशत गिरा। अमरीका का डाओजोन्स  कल शून्य दशमलव चार तीन प्रतिशत की गिरावट के साथ बंद हुआ।  रूपया अमरीकी डॉलर के मुकाबले २९ पैसे कमजोर हुआ। अन्तर बैंक विदेशी मुद्रा बाजार में आज सुबह इसकी कीमत ४५ रूपये ३५ पैसे प्रति डॉलर बोली गई। एशियाई बाजार में तेल के दामों में कमी हुई है। न्यूयॉर्क के लाइट स्वीट तेल के दाम ५८ सैंट गिरकर सौ डॉलर ६१ सैंट प्रति बैरल हो गये। ब्रेंट नॉर्थ सी तेल के मूल्य में ७२ सैंट की कमी हुई और ये ११२ डॉलर ९५ सैंट प्रति बैरल हो गया।

 हिमाचल प्रदेश में धर्मशाला में निर्वासन में रह रही तिब्बती संसद की बैठक में दलाई लामा के राजनीतिक नेता के रूप में त्याग पत्र देने के अनुरोध पर चर्चा शुरू हो गई है। नोबेल पुरस्कार प्राप्त ७५ वर्षीय दलाई लामा ने पिछले हफ्‌ते कहा था कि वे तिब्बत की निर्वासन में चल रही सरकार के राजनीतिक प्रमुख के पद से हटना चाहते हैं और अगले प्रधानमंत्री को ये जिम्मेदारी सौंपना चाहते हैं। इस परिवर्तन के लिए संवैधानिक संशोधन किया जाना है जिस पर आज तिब्बती संसद में विचार चल रहा है। तिब्बती आंदोलन १९५९ से भारत निर्वासन में चल रहा है जब दलाई लामा चीन के शासन के खिलाफ विफल आंदोलन के बाद तिब्बत से भाग कर यहां आ गए थे।

 सउदी अरब और संयुक्त अरब अमीरात सहित खाड़ी देशों में बहरीन में शासकों के हाथ मजबूत करने के लिए सुरक्षा बल भेजे है। सत्ता पर राजशाही की पकड़ खत्म करने के लिए बहरीन में विरोध प्रदर्शन जारी है। बहरीन में सरकार विरोधी आंदोलन चौथे हफ्ते में प्रवेश कर गया। प्रदर्शनकारियों और सरकार के बीच सीधी बातचीत के कोई संकेत नहीं दिखाई देते। हालांकि सरकार ने बातचीत करने के उद्देश्य से कई रियायतों की घोषणा भी की है। सुरक्षाबलों और सरकार समर्थकों से लोहा लेते हुए यमनी प्रदर्शनकारी ३२ सालों से शासन राष्ट्रपति के खिलाफ लगातार प्रदर्शन कर रहे है। कुछ अन्य जैसे जॉर्डन और ओमान में भी छिटपुट प्रदर्शन हुये है। जिन्होंने कई राजनीतिक और आर्थिक कदम उठाये है। लेकिन ये सब प्रदर्शनकारियों को पूरी तरह से शांत करने में सफल नहीं रहे है, क्योंकि प्रदर्शनकारी तेज राजनीतिक और आर्थिक सुधारों से कम किसी बात से मानने पर राजी दिखाई नहीं देते।

 बांगलादेश की सुप्रीम कोर्ट ने नोबेल पुरस्कार विजेता डॉ. मोहम्मद युनूस की दो याचिकाओं पर सुनवाई दो सप्ताह के लिए स्थगित कर दी है। युनूस हाई कोर्ट के उस फैसले पर रोक लगाना चाह रहे हैं जिसमें उन्हें ग्रामीण बैंक के प्रबंध निदेशक पद से हटाने के बांगलादेश बैंक के आदेश को बरकरार रखा गया है। मुख्य न्यायाधीश ए बी एम खैरूल हक की अध्यक्षता में छह सदस्यों की अपील अदालत ने हाई कोट के आठ मार्च के फैसले का अध्ययन करने के लिए सुनवाई स्थगित की। इस फैसले में बांगलादेश बैंक के आदेश की वैधता को चुनौती देने वाली डॉ. युनूस की याचिका खारिज कर दी गई थी। डॉ. युनूस ने नौ मार्च को हाईकोर्ट के आदेश के खिलाफ सुप्रीम कोर्ट में अपील की थी। इस महीने कीं शुरूआत में बांगलादेश बैंक ने ७० वर्षीय डॉ. मोहम्मद को  उनके पद से हटाने के लिए ग्रामीण बैंक को पत्र भेजा था। बांगलादेश बैंक का कहना है कि युनूस बैंक के निदेशक पद पर बने रहने के लिए कानूनी रूप से तय साठ साल की उम्र पार कर चुके हैं। बैंक का यह भी कहा है कि डॉ. युनूस को अनिश्चित समय सीमा तक प्रबंध निदेशक पद पर नियुक्त करने के लिए ग्रामीण बैंक बोर्ड ने उसकी अनुमति नहीं ली।

 नेपाल में, एक निजी टीवी चैनल के कार्यकारी अधिकारी युनूस अंसारी पर इस महीने की दस तारीख को हुई गोलीबारी की घटना की जांच के लिए मंत्रिमंडल ने तीन सदस्यों का उच्चस्तरीय आयोग का गठित किया है। अंसारी पर काठमांडू में जेल परिसर के भीतर गोली मारी गई। अंसारी जाली भारतीय करेंसी और नशीले पदार्थो की तस्करी के आरोप में जेल में बंद है। सुप्रीम कोर्ट के पूर्व न्यायाधीश राजेन्द्र भंडारी आयोग के अध्यक्ष होंगे। इसके अलावा उपमहान्यायवादी प्रेम राज करकी और नेपाल पुलिस के उपमहानिरीक्षक कुबेर मानसिंह इसके सदस्य होंगे। समिति अपनी रिपोर्ट एक महीने के अन्दर दे देगी।

 विश्व उपभोक्ता दिवस के अवसर पर आज देशभर में विभिन्न कार्यक्रम आयोजित किये जा रहे हैं। उपभोक्ता मामलों के मंत्रालय ने इस अवसर पर जागो ग्राहक जागो अभियान शुरू करने की योजना बनाई है। इसके लिए चार अरब रूपये अगले वर्ष के बजट में अधिकृत किये गये हैं।  हमारे संवाददाता ने बताया है कि इस अवसर पर दो दिन के सम्मेलन का आयोजन किया गया है, जिसमें उपभोक्ता शिकायत प्रणाली और इनके निपटारे के लिए अतिरिक्त पीठों की व्यवस्था के बारे में विचार विमर्श किया जायेगा।

देश में सशक्त होते हुए उपभोक्ता आंदोलन का अंदाजा इसी बात से लगाया जा सकता है कि पिछले एक वर्ष के दौरान ३९ लाख से अधिक शिकायते उपभोक्ता फॉमों को प्राप्त हुई है। अब उपभोक्ता मॉल्‌स और दुकानों में उत्पाद की एक्सपेरी डेट और उसमें इस्तेमाल सामग्री की जांच भी करते है। सरकार ने उपभोक्ता मंचों को सशक्त बनाने और उससे अधिक से अधिक उपभोक्ता हित के अनुरूप बनाने का फैसला किया है। जिससे देश में उपभोक्ताओं के अधिकारों को और मजबूत करने में मदद मिलेगी।

Japan's nuclear crisis escalated today as two more blasts and a fire rocked the quake-stricken Fukushima atomic power plant, sending radiation up to dangerous levels. Prime Minister Naoto Kan said in a Press Conference that radiation around the Fukushima No.1 plant on the eastern coast had risen considerably and was now high enough to endanger human health. In Tokyo, authorities also said that higher than normal radiation levels had been detected in the capital but not at harmful levels.

Kan warned people living up to 10 kilometres beyond a 20 km exclusion zone around the nuclear plant to stay indoors. He said the fire, which was later reportedly extinguished, was burning in the plant's number-four reactor. The crisis at the ageing Fukushima plant has escalated daily after Friday's quake and tsunami which knocked out cooling systems. On Saturday an explosion blew apart the building surrounding the plant's number-one reactor. On Monday, a blast hit the number-three reactor, injuring 11 people and sending plumes of smoke billowing into the sky. Early today a blast hit the number-two reactor. That was followed shortly after by a hydrogen explosion which started a fire at the number-four reactor.

Meanwhile, police said today the official death toll has risen to 2,414. However, officials say at least 10,000 are likely to have perished. Supermarkets are open but shelves are completely empty. Many children are sick in this cold weather but pharmacies are closed. Emergency relief goods have not reached evacuation centres in the city. Officials have already evacuated 210,000 people in the exclusion zone around the crippled plant. Further north in the region of Miyagi, rescue teams searching through the shattered debris of towns and villages have found 2,000 bodies. Tokyo stocks, fell by another 12 per cent by early afternoon today.

Several US lawmakers have expressed concern over the safety and security of nuclear power plants in the country in the aftermath of the damages caused to Japanese atomic plants by earthquake and tsunami. Democrats members of the House Committee on Energy and Commerce wrote a letter to its chairman, Fred Upton, seeking a Congressional hearing on this issue. In the letter, they wrote the worsening nuclear crisis in Japan is raising serious questions in the minds of many Americans about the safety and preparedness of nuclear power plants in the United States.

Environment Minister Jairam Ramesh  today said government is looking at putting in place additional environmental safeguards for the proposed nuclear reactors in Jaitapur in Maharashtra. Speaking to reporters on the sidelines of a function in New Delhi, Mr Ramesh said the Nuclear Power Corporation of India Limited is having a relook at all safety systems and designs. He, however said this is appropriately a subject that has to be dealt with the Atomic Energy Regulatory Board. The minister said Prime Minister Dr Manmohan Singh has made a detailed statement in Parliament and has ordered a review of safety systems at all the nuclear plants in the country.

Suspended Commonwealth Games Organising Committee Chairman Suresh Kalmadi was today questioned by the CBI for the second time in connection with the alleged scams related to the conduct of the sporting extravaganza. He  was earlier questioned by the CBI at his residence in New Delhi  in December last year when teams of agency officials searched his residential and official premises in Delhi, Mumbai and Pune. His bank lockers were also searched. Three of his close aides including former OC Secretary General Lalit Bhanot, former OC Director General V K Verma and his personal assistant Shekhar Deorukhkar are already behind bars in connection with alleged irregularities during the Games.  The CBI has so far registered eight cases of which three are related to restoration work of two sporting venues, two are related to Queen Baton's relay, while one each is related to overlays, contract given to Swiss Time Keeping, and contract given to SIS live for the coverage of the Games.   So far Kalmadi has not been named accused in the eight FIRs filed by the agency.

As part of the investigations in the Adarsh Society Housing Scam, the CBI today raided the residence of former Mumbai Municipal Commissioner Jairaj Phatak in Mumbai. A senior CBI official said that the searches began at around 7 a.m. and they have raided a total of six locations, three in Mumbai, two in Delhi, and one in Pune. CBI Western Region Director R.R. Singh said that Phatak’s Nariman Point residence was also raided in the search operation. Mr. Phatak’s son Kanishka is among the 103 members who owned an apartment in Adarsh Society in Mumbai’s Colaba area.

In yet another major crack down on senior bureaucrats allegedly involved in the Adarsh Hosuing Scam in Mumbai, the CBI today raided the residence of former Mumbai Municipal Commissioner Jairaj Phatak. In the early morning searches were conducted in three locations owned by Phatak in Mumbai which also included his residence at Nariman Point. The agency had registered an FIR in the scam on January 29. Mr. Phatak, a former commissioner of the Brihanmumbai Municipal Corporation, was named in the list of people awaiting sanction for prosecution as he was a joint secretary rank officer for which the agency needs to take permission from the Centre.

The Rajya Sabha is discussing the working of the Minority Affairs Ministry. Initiating the discussion A. Rahman Khan of the Congress said that the Muslim Waqf Boards across the country need help for developing its properties which are unlawfully being used for some other purposes. He said the properties could be utilized for establishing institutions for education and other utilities for the benefit of the community. Urging the government to empower the minority instead of offering subsidies, he emphasized the need to have a mechanism for the development and dispute solving. Talking of subsidy on Haj pilgrimage Mr. Khan informed the House that some airlines carrying the passengers till Jeddah for Haj charge only 35 to 20 thousand rupees while government is spending 85 thousand rupees per passenger on Air India as subsidy. He said there is a need to create a logistics corporation instead of giving subsidies. Mr. S.S. Ahluwalia of the BJP alleged that the government is not doing enough for the welfare of all the minorities in the country. The discussion was continuing when reports last  came in.

Prime Minister Dr Manmohan Singh's core group on food and public distribution system (PDS) is looking at the option of providing foodgrain subsidies through cash transfers using Aadhar Unique Identification cards to eliminate leakages. Speaking to reporters on the sidelines of a function in New Delhi,  Planning Commission Deputy Chairman Montek Singh Ahluwalia said  there is a massive leakage in PDS. Mr Ahluwalia said  the proposition to move towards smart card using Aadhar number is being considered.  He said computerization of PDS alone cannot eliminate leakage of food grains.  The core group includes chief ministers of Delhi, Bihar, Chhattisgarh, Assam and chairman of Prime Minister's Economic Advisory Council C Rangarajan as members besides Mr Ahluwalia who heads it. Mr Ahluwalia, who is finalising the report with suggestions to improve the distribution of food grains through ration shops, said, through smart card, cash subsidy goes to PDS in uniform manner at market prices.

Prime Minister Manmohan Singh had set up the group in April 2010 to ensure effective nationwide distribution of food grains through ration shops.

Presenting the Budget 2011-12 last month, Finance Minister Pranab Mukherjee had proposed direct cash transfer of subsidies for kerosene and fertilisers.

Government has started survey in 15 States for slum development under Rajiv Awas Yojna. The programme is aimed to make India slum free. This information was given by the Minister for Housing and Poverty Alleviation Ms. Selja in the Lok Sabha today. She said that under Jawahar Lal Nehru urban renewal mission 15 lakh houses have been constructed for poor and downtrodden sections of society. She said under the slum free planning 60 crore rupees have been released to states till March last year.

The Government has selected 65 cities under Jawahar Lal Nehru National Urban Renewal Mission, JNNURM to enhance the urban facilities in view of increased pressure of population in these cities. The Minister of State for Urban Development Choudhary Mohan Jatua told Lok Sabha today that the urban population in India is likely to rise to around 535 million by 2026. The mission will focus on efficiency in urban infrastructure, service delivery mechanism, community participation and accountability of Urban Local Bodies. Construction of houses for poor and better means of transportation have also been taken under the mission.

Former Civil Aviation Minister and Union Heavy Industries Minister, Praful Patel says that the issue of fake licenses to pilots needs to be dealt seriously. Talking to reporters outside Parliament, Mr Patel called for strengthening the license issuance system and stressed the need to verify the licenses of pilots at present. He however denied knowledge of the issue during his tenure.

Meanwhile, Congress spokesman Manish Tewari today called for regulating the flying schools to keep a check on such incidents. He added Directorate General of Civil Aviation is not the well equipped to keep a tab on such issues and pleaded for restructuring the organization.

Air India has already appointed a three member committee to look into the issue. The Committee has been set up after the fake licenses issue of pilots came to fore in the recent past. BJP leader Shri. Venkaya Naidu said the matter needs to be investigated.

Cabinet today approved the constitutional amendment bill to roll out the Goods and Services Tax , GST.  Talking to reporters outside parliament Finance Minister Mr. Pranab Mukherjee said that he will try to introduce the bill in the current session of parliament.  AIR correspondent reports that a constitutional amendment bill is necessary as centre cannot impose a tax beyond manufacturing and states cannot levy service tax.  Under the GST, the centre and states will impose the tax on common goods and services. Once GST is implemented, the state level VAT and the Centre excise duty and service tax will be done away with.

The Government has finalized a self regulatory mechanism to control the content on Private Television Channels. The Information and Broadcasting Minister, Mrs. Ambika Soni informed the Lok Sabha that a regulatory committee headed by a retired Judge will have eminent members from the cross sections of society including broadcasters. The committee will deliver judgement and resolve public complaints.

Mrs. Soni said that a committee set up by the Ministry of Information and Broadcasting to review the TRP measurement in India had already submitted its report. The committee headed by Dr. Amit Mitra, Secretary General of FICCI had given 15 key recommendations which the government is examining. She said that the Television Ratings Point, TRP system is not foolproof and efforts are on to enhance the people's meters from existing 8,000 to 30,000 for better results. Replying to a supplementary, the Minister said 110 crore rupees have been provided to strengthen transmitters located in bordering areas of Jammu and Kashmir to counter the propaganda put out by the Pakistan Television. Referring to about 11,000 vacancies in Doordarshan, she said 3000 emergency postings will be filled up soon. Mrs. Soni informed that Prasar Bharati has already finalized the recruitment rules and a GoM headed by Home Minister is also seized of the matter. Regarding Direct to Home services DTH, the Minister said the number of such channels will be 200 by next year from the existing 58 channels.

The Full Election Commission Led by Chief Election Commissioner Mr. S.Y.Qureshi is in Puducherry reviewing the poll preparedness. The Union Territory goes to polls on the 13th of next month with neighboring Tamil Nadu. Mr Qureshi along with Election Commissioners Mr Sampath and Brahma are holding discussions with representatives of various political parties. AIR correspondent reports that later this evening the Election commissioners will also take stock of the security arrangements for the polls during their meeting with senior government officials.

In Tamil Nadu the DMK Chief Mr.M.Karunanidhi and the state  Congress Committee President  Mr.K.V.Thangkabaalu today signed the formal agreement on constituencies . According to the agreement,  out of the 63 constituencies allotted to the Congress party fourteen of them are reserved. In Chennai city alone out of the 16 constituencies, five have been offered to the congress party. Speaking to newsmen after signing the agreement, the TNCC President Mr.Thangkabaalu said that the applications will be received from the party candidates from tomorrow and will be reviewed by the election committee of the state congress. The applications would also be sent to Delhi for further review for the finalization of the candidates. The other constituencies of the allied parties are expected to be announced by this evening.

In Kerala, the ruling Left Democratic Front released its election manifesto today. The manifesto aims to develop Kerala as the fastest growing state in India. It also envisages creation of 25 lakh employment opportunities in non-agrarian sector during the next five years. BJP is expected to announce its  second list of candidates today.

In a function attended by Chief minister V.S. Achuthanandan, CPIM State secretary Pinarayi Vijayan and other prominent leaders, LDF has released its manifesto for next month's assembly election in Kerala. The manifesto aims to achieve ambitious socio- economic development of the state. It also blames the Centre on neo liberal frame work that aggravates inequality and poverty. The LDF has already announced the number of seats to be contested by CPI (M) and other parties in its fold. Meanwhile, congress led U.D.F. is expected to finalise seat sharing arrangements in a couple of days. However, there is no word so far on candidature of opposition leader Oommen Chandy and Chief Minister V.S. Achuthanandan.  Ram Krishana Pillai

In Assam, security has been placed on high alert across the State following yesterday’s twin-attack by suspected militants at Guwahati and Kokrajhar ahead of the ensuing polls. Eight BSF jawans  killed and equal number of jawans were hurt when suspected anti-talk group of the banned NDFB ambushed a vehicle carrying the jawans at Ultapani in Kokrajhar district last evening.  In another incident three Congress Party officials were also injured in a powerful explosion by suspected ULFA militants at the Pradesh Congress Committee headquarter at Guwahati last evening. Official reports said over a hundred companies of central forces have been deployed in all the vulnerable spots following the threat perception emanating from the banned groups.

In Uttar Pradesh, 66 trains were cancelled  on the Delhi-Moradabad section today in view of  the agitation by the Jat community in western parts of the state. Today is the 11th day of their agitation. Northern Railway said due to the ongoing agitation by Jat Mahasabha at Kafurpur station of Jyotibaphule Nagar more than one hundred and forty trains have been cancelled since yesterday.  The Railway Protection Force and General Rail Police ,local police force have also been deployed in troubled areas to maintain law and order.

In Himachal Pradesh,  the Tibetan parliament-in-exile at Dharamshala today began debating the Dalai Lama's request to resign as a political leader. The 75-year-old Nobel laureate announced last week that he wanted to shed his role as political chief of the government-in-exile and hand his responsibilities to the next prime minister, who will be elected on Sunday. In a letter read out in the Tibetan parliament in exile  yesterday, the Dalai Lama argued that the Tibetan movement was now mature enough for a directly-elected political leader.

Ireland today won the toss and  elected to field first against South Africa in their Day-Night Group B  match beginning in a short while from now at the Eden Gardens in Kolkata.  While South Africa are the favourites today, an upset win by the Irish side  cannot completely be ruled out.  AIR correspondent adds that having to revive their last chance for a quarter final berth, Ireland will go all out for a win at this historical cricket ground.

With the Proteas trying to win full points from today's match to get the top spot in the group 'B' ahead of India, the encounter today has much more at stake for the Irish side who have already upset England earlier in the tournament chasing down 327 runs with 3 wickets and 5 balls to spare.To say the least, none of their games Ireland have lost in the World Cup so far can rightly be termed as a one sided affair, thanks to the gutsy and tenacious approach by this Irish side, who will go every inch of their way for nothing less than a win at the Eden Gardens today. Several functions on consumer awareness will mark the World Consumer Rights Day today. The Ministry of Consumer Affairs plans to intensify its "Jago Grahak Jago" campaign. A budget of 400 crore rupees has been allocated for the campaign in next year's budget.

One can assess the increasing pace of consumer movement from the fact that more than 39 lakhs consumer complaints have been received in consumer fora during past one year. The consumer now check the expiry date and composition of products before buying it. The government is trying to revamp the consumer fora which will take the consumer right's movement further.
