• मौजूदा वित्त वर्ष में आर्थिक विकास दर आठ दशमलव छह प्रतिशत रहने का सरकार का अनुमान। वित्तमंत्री ने कहा मुद्रास्फीति और व्यापार असंतुलन बढ़ने के बावजूद विकास दर उत्साहजनक।
• प्रधानमंत्री ने विश्व बाजार में टिके रहने और आगे बढ़ने के लिए उद्यमियों से उत्कृष्ट कार्य संस्कृति अपनाने को कहा।

कृषि क्षेत्र के उत्पादन में सुधार से प्रोत्साहित होकर सरकार ने चालू वित्त वर्ष के लिए आर्थिक विकास दर का अनुमान बढ़ाकर 8 दशमलव 6 प्रतिशत कर दिया है, जो एक वर्ष पहले आठ प्रतिशत था। केन्द्रीय सांख्यिकी संगठन द्वारा आज जारी प्रारंभिक अनुमानों के अनुसार सकल घरेलू उत्पाद की विकास दर भारतीय रिज+र्व बैंक और वित्त मंत्रालय द्वारा पहले अनुमान लगायी गयी दर से ज्यादा रहेगी। आंकड़ों के अनुसार कृषि और सम्बद्ध क्षेत्रों की विकास दर चालू वित्त वर्ष में 5 दशमलव चार प्रतिशत रहेगी जो एक वर्ष पहले शून्य दशमलव चार प्रतिशत थी।
वित्त मंत्री प्रणब मुखर्जी ने विश्वास व्यक्त किया था कि बढ़ती मुद्रास्फीति के बावजूद अर्थव्यवस्था की विकास दर साढ़े आठ प्रतिशत रहेगी।

सरकार ने कहा है कि ग्रामीण, शहरी और ग्रामीण-शहरी मिश्रित क्षेत्र के लिए जनवरी माह की नई उपभोक्ता मूल्य श्रृंखला इस महीने की 18 तारीख को जारी की जायेगी। इससे सामान्य व्यक्ति पर मूल्य वुद्धि के प्रभाव की सटीक जानकारी मिल पायेगी। ये उपभोक्ता सूचकांक पांच प्रमुख समूहों में उपलब्ध होंगे। ये समूह हैं-खाद्य पदार्थ, पेय पदार्थ और तम्बाकू, ईधन और बिजली, आवास, कपडा, बिस्तर और जूते चप्पल, तथा विविध पदार्थ।
ये सूचकांक राज्यों, केन्द्र शासित प्रदेशों और अखिल भारतीय स्तर पर जारी किये जायेंगे। मुख्य सांख्यिकी अधिकारी टीसीए अनंत ने कहा कि नयी श्रृंखला का आधार जनवरी-दिसम्बर 2010 होगा।

सरकार सार्वजनिक वितरण प्रणाली में खामियों को दूर करने के लिए आधार का इस्तेमाल करने के वास्ते विशेष पहचान प्राधिकरण-यूनिक आईडेन्टिफिकेशन ऑथारिटी के साथ काम कर रही है। सार्वजनिक वितरण और उपभोक्ता मामलों के मंत्री के वी थॉमस ने आज कहा कि समाज के जरूरतमंद वर्गों के लिए खाद्य सुरक्षा सुनिश्चित करने के लिए एक मजबूत सार्वजनिक वितरण प्रणाली आवश्यक है। इससे पहले श्री थॉमस ने पूर्वोत्तर राज्यों के खाद्य मंत्रियों की बैठक की अध्यक्षता की।

प्रधानमंत्री ने उद्यमियों से नयी और सुधरी तकनीके अपनाने के लिए कहा है, ताकि वे विश्व बाजार में टिके रह सकें और आगे बढ़ सकें। नई दिल्ली में उत्पादकता और गुणवत्ता पर अन्तर्राष्ट्रीय सम्मेलन का उद्घाटन करते हुए डॉ0 मनमोहन सिंह कहा कि गुणवत्ता और उत्पादकता बढ़ाने के लिए नयी तकनीक अपनाना जारी है।
सेवाओं में गुणवक्ता, उत्पादकता और विश्वसनीयता को अधिकतम कार्य क्षमता के तकनीक द्वारा बढ़ाया जा सकता है। यह सिर्फ निजी क्षेत्र के लिए ही नहीं बल्कि उन लोगों के लिए भी उपयोगी साबित होगा जो लोक सेवाओं में शामिल हैं। वास्तव में सरकारी सेवाओं में गुणवक्ता लाने के लिए कम लागत वाले और भरोसेमंद तकनीकों को लागू करना होगा।
प्रधानमंत्री ने कहा कि कृषि उत्पादन बढ़ाने और आपूर्ति प्रबंधन में सुधार के लिए उत्पादकता टेक्नोलॉजी का इस्तेमाल किया जा सकता है। उन्होंने कहा कि भारत जैसे देश में जहां 70 प्रतिशत लोग कृषि पर निर्भर हैं, सप्लाई प्रबंधन का अभाव है, इसलिए खाद्य मुद्रास्फीति बढ़ती है। डॉ0 सिंह ने कहा कि खाद्य आपूर्ति प्रबंधन में कमजोरियां सामने आने के बाद सरकार अब इस पर ध्यान दे रही है।
वित्तमंत्री प्रणब मुखर्जी ने सम्मेलन में निजी क्षेत्र से सार्वजनिक क्षेत्र के साथ सहयोग करने का आह्‌वान किया, ताकि स्पर्धा में टिके रहने के अलावा बेहतर किस्म के उत्पाद तैयार किए जा सकें।

पर्यावरण और वन मंत्रालय ने गुटका और तंबाकू उत्पादों की प्लास्टिक पैकिंग पर प्रतिबंध लगाने के लिए अधिसूचना जारी की है। पर्यावरण मंत्री जयराम रमेश ने कहा कि देशभर में प्लास्टिक के इस्तेमाल पर प्रतिबंध लगाना अव्यवहारिक है।

उच्चतम न्यायालय ने इस महीने की 2 तारीख को केंद्र को नियम लागू करने के लिए और अधिक समय देने से इंकार करते हुए इन उत्पादों की प्लास्टिक पैंकिंग पर दो दिन के भीतर अधिसूचना जारी करने को कहा था।

संसद का बजट सत्र शुरू होने से लगभग दो सप्ताह रह गए हैं और सरकार टू जी स्पेक्ट्रम मामले में संयुक्त संसदीय समिति-जे पी सी की मांग को लेकर संसद में बने गतिरोध को हल करने की फिर कोशिश कर रही है। वित्तमंत्री प्रणब मुखर्जी ने कल विपक्षी दलों के नेताओं की बैठक बुलाई है। हालांकि भारतीय जनता पार्टी और वाम दल जे पी सी की अपनी मांग पर कायम है। कांग्रेस ने कहा है कि वह इस पर संसद में खुलकर चर्चा करने के लिए तैयार है।
इस बीच, सरकार ने आज पूछा कि विपक्ष की जेपीसी की मांग के पीछे तर्क क्या है? सरकार का कहना है कि इससे टू जी स्पेक्ट्रम घोटाले की दो जांच हो जाएंगी। सदन के नेता और वित्तमंत्री प्रणब मुखर्जी ने लोकसभा अध्यक्ष मीरा कुमार द्वारा बुलाई गई निर्दलीय सांसदों और एक सदस्यीय पार्टियों की बैठक में यह बात कही।
हमारे संवाददाता ने बताया है कि इस मुद्दे को लेकर करीब पूरे शीतकालीन सत्र के बाधित रहने के बाद, सरकार को इस गतिरोध को खत्म करने के लिए कोई वैकल्पिक प्रस्ताव लाना पड़ सकता है।
इस गतिरोध को दूर करने के लिए लोकसभा अध्यक्ष श्रीमती मीरा कुमार और वित्तमंत्री प्रणवमुखर्जी द्वारा विपक्ष के द्वारा कई दौर की वार्ता की गई लेकिन कोई नतीजा नहीं निकल सका। मतलब साफ है कि न तो विपक्ष अपनी मांग से पीछे हटने को तैयार है और न ही सरकार के रूख में कोई बदलाव है। उधर सरकार के सहयोगी दल त्रिणमूल कांग्रेस का कहना है कि यदि जेपीसी के मुद्दे पर कांग्रेस सहमत है तो उसे कोई आपत्ति नहीं है। अब समय आ गया है कि दोनों पक्षों को कोई रचनात्मक रवैया अपनाना चाहिए ताकि महत्वपूर्ण बजट सत्र का संचालन सुचारू हो सके।

निर्वाचन आयोग का तीन सदस्यों का दल कल पश्चिम बंगाल के उपद्रवग्रस्त क्षेत्रों का दौरा करेगा। दल अब उन जगहों का दौरा करेगा जहां वाममोर्चा कार्यकर्ताओं और तृणमूल कांगे्रस कार्यकर्ताओं के बीच झड़पें हुई हैं।
इस बीच, वामपंथी पार्टियों ने आज निर्वाचन आयोग से मांग की कि विधानसभा चुनाव के दौरान पश्चिम बंगाल की दूसरे राज्यों से लगी सीमाएं सील की जानी चाहिए ताकि यह सुनिश्चित हो सके कि माओवादी हिंसा न भड़कायें।

कांगे्रस महासचिव राहुल गांधी ने आज उत्तर प्रदेश के बांदा तथा कानपुर जिले का दौरा किया और बलात्कार पीड़ित लड़कियों से मुलाकात की। कानपुर में राहुल गांधी ने फतेहपुर की उस अनुसूचित जाति की लड़की से अस्पताल में मुलाकात की जिसने अपने गांव में शनिवार को तीन लोगों द्वारा उसके साथ बलात्कार करने के प्रयास का विरोध किया। वे उस लड़की के परिवारवालों से भी मिले।
इससे पहले राहुल गांधी ने बांदा जिले के शाहबाजपुर गांव में बलात्कार पीड़ित लड़की और उसके परिवार वालों से मुलाकात की। परिवारवालों ने अपनी सुरक्षा की चिंता व्यक्त करते हुए श्री राहुल गांधी से प्रर्याप्त सुरक्षा का प्रबंध करने की मांग की। इस बीच बांदा जिला अदालत ने बलात्कार मामले के सभी चारों आरोपियों की न्यायिक हिरासत 15 फरवरी तक बढ़ा दी है इनमें पुरूषोतम नरेश द्विवेदी विधायक भी शामिल हैं।

हिमाचल प्रदेश में छतरपुर ढाडा गांव में एक सरकारी स्कूल की दिवार गिर जाने से पांच बच्चे दब गये। गांव वालों ने तेजी से बचाव कार्य करते हुए चार शव निकाल लिए हैं। एक घायल बच्चे को नांगल बी बी एम बी अस्पताल भेजा गया। उसकी हड्डियां टूट गईं है, लेकिन वह खतरे से बाहर बताया गया है। गांव वालों ने आरोप लगाया कि इस स्कूल भवन के निर्माण में घटिया का इस्तेमाल किया गया था।

पाकिस्तान ने भारत की राष्ट्रीय जांच एजेंसी के एक दल को वहां 26 नवम्बर 2008 को मुंबई आतंकी हमले के षड्यंत्रकारियों से पूछताछ करने और उनके खिलाफ सबूत इक्ठ्ठे करने के लिए यात्रा की इजाजत नहीं दी है। पाकिस्तान ने ऐसे समय इंकार किया है। जब भारत पाकिस्तान के इस अनुरोध पर विचार कर रहा है कि मुंबई आतंकवादी हमले के सात संदिग्ध लोगों के खिलाफ पाकिस्तान में चल रहे मुकदमे के सिलसिले में मुख्य गवाहों और अन्य अधिकारियों से पूछताछ करने के लिए एक न्यायिक आयोग को दौरे की इजाजत दी जाये। सरकारी सूत्रों ने बताया कि पाकिस्तान ने भारत को भेजे एक पत्र में कहा है कि वहां का कानून वहां चल रहे किसी मुकदमे में किसी विदेशी एजेंसी को जांच करने की इजाजत नहीं देता। पाकिस्तान ने यह भी कहा है कि दोनों देशों के बीच कोई पारस्परिक कानूनी सहायता संधि नहीं है, इसलिए यह अनुरोध मंजूर नहीं किया सकता।

बम्बई उच्च न्यायालय मुम्बई आतंकी हमलों में भूमिका के लिए पाकिस्तानी आतंकवादी अजमल कसाब को मृत्यु दंड की पुष्टि का अंतिम फैसला इस महीने की 21 तारीख को सुनाएगा। न्यायालय उसी दिन इस मामले के सह अभियुक्त फहीम अंसारी और सबाउद्दीन अहमद को आरोप मुक्त किये जाने के फैसले के खिलाफ महाराष्ट्र सरकार की ओर से दायर अपील पर भी निर्णय देगा। उसी दिन न्यायालय को मृत्यु दंड के खिलाफ कसाब की अपील पर भी फैसला देना है।

भारत ने आशंका व्यक्त की है कि कुछ बाहरी तत्व सोमाली समुद्री लुटेरों को भारतीय समुद्री सीमा तक आने के लिए उकसा रहे हैं। रक्षामंत्री ए. के. एंटनी ने आज बंगलौर में कहा कि सरकार इस पहलू पर विचार कर रही है। हमारे संवाददाता ने बताया है कि विभिन्न देशों की नौसेनाओं द्वारा समुद्री लुटेरों को पकड़ने के लिए संयुक्त अभियान शुरू करने के बाद सोमाली समुद्री लुटेरे अब हिन्द महासागर में चले गये हैं।
व्यापारिक जहाजों की आवाजाही से व्यस्त रहने वाला लक्ष्यदीप के निकट का समुद्री रास्ता आजकल सुमाली जलदस्यु का पसंदीदा शिकारगाह बनता नजर आ रहा है। हालांकि भारतीय तटरक्षक के महानिदेशक वाई.एस.एडमिरल अनिल चोपड़ा ने साफ कहा है कि यह जलदस्यु टापू के लिए कोई खतरा नहीं है। फिर भी एक पखवाड़े में दूसरी बार और वो भी मात्र 100 मील की दूरी पर आने का दुस्साहस करना इस बात की ओर तो इंगित करता ही है कि जलदस्यु की रूचि इस इलाके में काफी बढ़ गई है। रक्षामंत्रालय के अनुसार जिन 52 लोगों को नौसेना द्वारा पकड़ा गया है वो थाइलैंड की एक मछली पकड़ने वाले जहाज पर सवार थे, जिसका 6 महीने पहले सोमालिया के पास अपहरण कर लिया गया था। इसी जगह पर 28 जनवरी को 15 जल दस्यु पकड़े गये थे।

विदेश मंत्री एस.एम. कृष्णा ने कहा है कि भारत और पाकिस्तान के विदेश सचिवों की बैठक से सतत वार्ता प्रक्रिया की ठोस नींव रखे जाने के संकेत मिले हैं। भूटान में थिम्पू में संवाददताओं से बातचीत में उन्होंने कहा कि कल रात दोनों देशों के सचिवो की बैठक पाकिस्तान के विदेश मंत्री शाह महमूद कुरैशी के साथ इस्लामाबाद में हुई सहमति के अनुरूप रही।

भूटान की राजधानी थिम्पू में सार्क स्थायी समिति ने आज दक्षिण एशिया फोरम, लोकतंत्र चार्टर के प्रस्ताव की पुष्टि कर दी और दक्षिण एशिया विश्वविद्यालय के गर्वनिंग बोर्ड की पहली बैठक करने की मंजूरी दे दी जिसमें इसके पहले अध्यक्ष का चुनाव किया जायेगा। सार्क समापन अधिवेशन में स्वास्थ्य, शिक्षा, खाद्य सुरक्षा और सार्क विकास फंड के लिए उठाये जाने वाले अनेक कदमों पर विचार किया गया।

सोमदेव देवबर्मन एटीपी सिंगल्स टेनिस रैंकिंग में 30 स्थान की जबर्दस्त छलांग लगाकर 80वें पायदान पर पहुंच गए हैं। यह उनके करियर की अब तक की सर्वश्रेष्ठ सिंगल्स रैंकिंग है। सोमदेव कल साउथ अफ्रीकन ओपन के फाइनल में दक्षिण अफ्रीका केविन एंडरसन से हार गए थे। लेकिन हार के बावजूद उन्हें 150 अंक मिले जिसकी मदद से वह एटीपी रैंकिंग में 30 पायदान ऊपर पहुंच गए हैं।

Led by a smart recovery in farm output, the government today estimated economic growth for the current financial year at 8.6 per cent, as against 8 per cent a year ago.  According to Advance Estimates released by the Central Statistical Organisation, CSO today GDP growth projection is higher than the forecasts made by the Reserve Bank of India and Finance Ministry earlier. According to data released, agriculture and allied activities are projected to grow by 5.4 per cent this fiscal, as against 0.4 per cent a year ago.

The Finance Minister, Mr. Pranab Mukherjee has expressed satisfaction over the estimated economic growth rate of 8.6 per cent.  Talking to reporters in New Delhi today, he said that this growth rate is quite encouraging in the wake of the rising inflation and trade imbalances. He said, despite challenges it is quite encouraging that the GDP is not deteriorating.

Encouraged by the 8.6 per cent growth rate estimate for the current fiscal, Chief Economic Advisor Kaushik Basu today said that 9 per cent economic expansion for the next financial year is well within target.  Basu told reporters in New Delhi, that he  doesn't  really see inflation disrupting the growth process. He said the GDP number, in fact, will have a dampening effect on inflationary expectations. He further said that the growth rate for the next two quarters also looks encouraging, but the IIP number, which has been fluctuating, is to be watched.

The Prime Minister has called upon enterprises  to adopt a culture of excellence to survive and flourish in the global market. Dr.Manmohan Singh was addressing an international conference on productivity and quality in New Delhi today. Dr.Singh said the country has a long way  to go in institutionalising the culture of excellence. He said that the techniques for improving quality and productivity were not only useful for private enterprises but also for delivery of public services.

Addressing the function the Finance Minister Mr. Pranab Mukherjee urged the private sector to join hands with the public sector to achieve better standards of products besides staying competitive. He said that both quality and quantity is essential for faster growth trajectory.

The Environment Ministry today issued a notification banning the use of plastics for packaging gutka and other tobacco products .The ban comes after  it was pulled up by the Supreme Court for not implementing the law regulating the use of the environmentally harmful polymers. Environment Minister Jairam Ramesh, however, said it is impractical and undesirable to impose a blanket ban on the use of plastic all over the country. On February 2, the Supreme Court had refused to grant more time to the Centre for implementing the law to regulate the use of plastic for packaging tobacco products and asked it to notify the ban within two days.

The Central Vigilance Commissioner  P J Thomas today told the Supreme Court that his appointment  cannot be subject to judicial review. He said  that his appointment does not get vitiated merely because of chargesheet pending against him in a corruption case. Thomas counsel K K Venugopal today put forward arguments saying that even under electoral law convicted MPs and MLAs continue in their office pending their appeal against conviction in criminal cases.

However, a Bench headed by Chief Justice S H Kapadia, said if there is a fact of conviction and if a person is appointed, can we say there can be no judicial review of the appointment.

Ahead of a key meeting to resolve the deadlock over the JPC issue, Government today questioned the logic behind the Opposition's demand saying it will only lead to duplication of probe into the 2G Spectrum scam.   Leader of the House and Finance Minister Pranab Mukherjee sought to drive home this point at a meeting of Independent MPs and single member parties convened by Speaker Meira Kumar as part of her efforts to break the impasse in Parliament. He said that CBI, Enforcement Directorate (ED) and the Public Accounts Committee (PAC) are already looking into the issue.

The Congress General Secretary Rahul Gandhi today visited Banda and Kanpur districts of Uttar Pradesh and met victims of two sexual assault cases. In Kanpur Rahul Gandhi visited the hospital to meet a Dalit girl of Fatehpur. She had been seriously injured and disfigured while resisting an attempt of gang rape by three men. The main accused in the case has been arrested.

Earlier in the day, he met Banda rape victim girl and her family members at Shahbazpur village in Banda district .  The family members of the victim   expressed   fears about security and requested him for adequate arrangements. Meanwhile the judicial custody of all the four accused including MLA Purshottam Naresh Diwedi was extended till 15th Febuary by Banda district court.

The issue also rocked the Assembly. The noisy scenes disrupted its proceedings several times following which the Chairman adjourned the House till tomorrow.

Islamabad has refused permission to a team of India's National Investigation Agency (NIA) to visit that country to interrogate the masterminds of the 26/11 Mumbai terror attacks and gather evidence against them. The refusal comes at a time when New Delhi is considering a request from Pakistan to send a judicial commission to this country to interview key witnesses and other officials in connection with the trial of seven suspects in 26/11 Mumbai terror attacks case in Pakistan.

The 38th SAARC Standing committee today endorsed the proposal for South Asia Forum , Charter of Democracy and gave its go ahead for the first meeting of Governing Board of the South Asia University which will chose its first President . A number of initiates in the health , education , food security , SAARC Development Fund and SAFTA were discussed at its concluding session today in Thimpu Bhutan Tooday Speaking to AIR correspondent covering the event Director General SAARC Pawan Kapoor said that 250 students are expected to be enrolled in the university from the academic session starting from July and four new courses will be introduced these .

India has expressed apprehensions that certain elements might have been instigating the Somalian pirates to come near the Indian shores.  Talking to reporters on the sidelines of a function in Bangaluru today,  the Defence Minister Mr. A.K. Antony said that the government is looking into this aspect also.

Mr. Antony was reacting to the reports of 28 Somalian pirates being captured of the coast of Lakshadweep near Kavaratti last night.  AIR correspondent reports that after Navies of various countries embarked on joint operations in the piracy ridden waters of the Gulf of Aden, the Somali pirates have moved into the Indian Ocean.

The pirates and the crew have been taken to Mumbai to be handed over to the police for initiating legal action.

In sports Somdev Devvarman jumped 30 places to reach career best singles ranking of 80 in the ATP charts following his stupendous show at the Johannesburg Open. Somdev earned 150 ranking points,  that helped him climb the ranking. Somdev had broken into top-100 in August last year but kept floating in the next few months.

While Karan Rastogi is the next best Indian at number 328. Meanwhile the re-united partners Mahesh Bhupathi 5 and Leander Paes 6 kept their rankings intact in the doubles chart. In the WTA ranking, Sania Mirza's ranking was unchanged in both singles 135 and doubles 66.

A three-member team of International Cricket Council, amid a protest by Kolkatans, have  finished the inspection of the Eden Gardens stadium in Kolkata to ascertain whether it can host the three matches of Ireland v South Africa, Ireland v Netherlands and  Kenya v Zimbabwe of the Cricket World Cup, beginning from 19th February.

The three-member team will report to the Technical Committee of the ICC for the final decision.

The visit was crucial in regard to Edens' ability to host the remaining three low profile matches after the historical venue was deprived of hosting the India-England match.

Egypt's opposition groups have termed the offer to include them in political reform plans as insufficient and renewed their demands of President Mubarak’s resignation. Demonstrators are present at Tahrir square and other cities, calling for ouster of President Mubarak. According to the Egypt's, state news agency Vice President Omar Suleiman has proposed a review body to amend the constitution. He has also proposed to set up a committee of judiciary and political figures to study proposed constitutional amendments  All of the opposition movements involved in the 13-day-old uprising against Mubarak's rule were not present at the talks. Former UN nuclear watchdog head and leading dissident Mohamed ElBaradei was not invited.

Meanwhile, US President Barack Obama has said that Egypt has changed forever and called for a representative government. Mr. Obama told a television channel that Egypt is not going to go back to what it was.

NASA has released the first ever 360 degree panoramic images of the Sun. The Images consist of two types one in front of the Earth in its orbit and the other lagging behind. The US space agency had carried out the observations with the help of two Solar Torrestrial Relations Observatory satellites.
