मुख्य समाचार :

 लोकसभा में आज तेलंगाना मुददे पर शोरशराबा हुआ और सदन की कार्यवाही दिन में दो बजे तक स्थगित की गई। तेलंगाना राष्ट्र समिति, कांग्रेस और तेलगुदेशम पार्टी के सदस्यों ने यह मुद्दा उठाया और शोरशराबे के कारण कार्यवाही पहले दो बार आधे-आघे घंटे के लिए और फिर दो बजे तक के लिए स्थगित कर दी गई। हमारे संसदीय संवाददाता ने खबर दी है कि अध्यक्ष के बार-बार शान्ति बनाये रखने के अनुरोध के बावजूद सदन में शोर होता रहा, जिससे कार्यवाही स्थगित करनी पड़ी।

सदन में आज तेलंगाना का मुददा गूंजने के साथ ही कार्यवाही तीन बार स्थगित करनी पड़ी। प्रश्नकाल शुरू होते ही टीआरएस सदस्यों के साथ तेलंगाना क्षेत्र के कांग्रेसी सदस्य अपने स्थान पर खडे हो गये और तेलंगाना राज्य के गठन की मांग करने लगे। इस बीच टीआर एस सदस्य घेरे में आ गयें। नतीजतन कार्यवाही साढे ११ बजे तक के लिए स्थगित की गई। कार्रवाई दोबारा शुरू होने पर एक बार फिर वही दृश्य दिखाई पडा। इस दौरान नेता प्रतिपक्ष  वसुराय ने कहा कि पृथक राज्य की मांग को लेकर वहां कामकाज ठप्प है।  उन्होंने तेलंगाना मुददे का समर्थन करते हुए कहा कि इस संबंध में चालू सत्र के दौरान विधेयक लाया जाना चाहिए और राष्ट्रीय जनतांत्रिक गठबंधन उसका समर्थन करेगी।

 उधर, आन्ध्रप्रदेश के तेलंगाना क्षेत्र में ४८ घंटे के बंद के कारण आज दूसरे दिन भी जनजीवन प्रभावित है। तेलंगाना संयुक्त कार्रवाई समिति अलग तेलंगाना राज्य के गठन के लिए संसद में विधेयक लाने की मांग को लेकर यह बंद कर रही है। तेलंगाना राष्ट्र समिति, भारतीय कम्युनिस्ट पार्टी और भारतीय जनता पार्टी इसका समर्थन कर रही हैं। शिक्षा संस्थान और व्यापारिक प्रतिष्ठान आज बंद हैं। राज्य परिवहन निगम की अधिकतर बसें नहीं चल रही हैं, जिससे लोगों को परेशानी हो रही है। आवश्यक सेवाओं को बंद से मुक्त रखा गया है।

देश के पूर्वोत्तर क्षेत्रों में उग्रवाद का मुकाबला करने के लिए ठोस उपाय किये जा रहे हैं। आज राज्यसभा में पूरक प्रश्नों का उत्तर देते हुए गृहमंत्री पी० चिदम्बरम ने कहा कि केन्द्र सरकार इस क्षेत्र के राज्यों को उपद्रवों से निपटने की कार्रवाई में सहायता दे रही है और महत्वपूर्ण प्रतिष्ठानों और परियोजनाओं के लिए सुरक्षा उपलब्ध करा रही है।
 
सीमा पार से काफी संख्या में आंतकी नेता इन ग्रुपों को निर्देश और. मदद दे रहे हैं। सीमा पार टेनिंग कैंप भी हैं। बंगलादेश ने इस मुददे पर हमें मदद दी है ।  विशेष रूप से प्रधानमंत्री शेख हसीना का प्रयास सराहनीय है।
श्री चिदम्बरम ने कहा कि खुफिया सूचनाओं का आदान प्रदान किया जा रहा है और पुलिस बल के आधुनिकीकरण तथा सुरक्षा तंत्र को मजबूत करने के लिए राज्यों को वित्तीय सहायता दी जा रही है। श्री चिदम्बरम ने कहा कि इस क्षेत्र में सुरक्षा की स्थिति में काफी सुधार हुआ है और केन्द्र सरकार राज्यों के साथ लगातार सम्पर्क में है।

 गृह मंत्रालय राष्ट्रपति के समक्ष विचाराधीन दया-याचिकाओं को जल्दी निपटाने के लिए विशेष प्रक्रिया अपना रहा है। गृहमंत्री पी चिदम्बरम ने आज राज्यसभा में सवालों के जवाब में बताया कि मई २००९ में उनके कार्यभार संभालने के समय १३ दया याचिकाएं विचाराधीन थीं, जिनमें से सात याचिकाओं पर निर्णय लिया जा चुका है। संसद पर हुए आतंकी हमले के दोषी अफजल गुरु को फांसी देने में हो रही देरी के बारे में सवाल का जवाब देते हुए गृहमंत्री ने कहा कि इस याचिका पर उनका मंत्रालय विचार कर रहा है। उन्होंने कहा कि दया-याचिकाओं के निपटारे की कोई समय-सीमा निर्धारित नहीं है। इस मामले में हो रही देरी पर सदस्यों की चिंता से सहमति जताते हुए श्री चिदम्बरम ने कहा कि इस विषय में राष्ट्रपति की कार्रवाई के बारे में वे कोई टिप्पणी नहीं कर सकते, लेकिन उन्होंने स्पष्ट किया कि दया-याचिकाओं पर विचार करते समय सरकार बिना किसी भय अथवा पक्षपात के काम करती है तथा जाति, समुदाय या धर्म के आधार पर कोई भेदभाव नहीं बरता जाता। श्री चिदंबरम ने इस बात का भी खंडन किया कि दया याचिकाओं के मामले में उनके मंत्रालय की ओर से कोई देरी हो रही है।

 केन्द्रीय श्रम मंत्री मल्लिकार्जुन खड़गे ने कहा है कि कर्मचारी भविष्य निधि पर साढ़े नौ प्रतिशत ब्याज देने के लिए वित्त मंत्रालय की मंजूरी का इंतजार है। श्री खड़गे ने आज राज्यसभा में कहा कि कर्मचारी भविष्य निधि बोर्ड के इस फैसले को जल्दी ही मंजूरी मिल जायेगी। इस समय भविष्य निधि पर साढ़े ८ प्रतिशत ब्याज दिया जा रहा है।

 सरकार ने कहा है कि देश में ठेके पर काम कराने और आउट सोर्सिंग की व्यवस्था समाप्त करने का कोई प्रस्ताव नहीं है। राज्यसभा में पूरक प्रश्नों के उत्तर में श्रम मंत्री मल्लिकार्जुन खड़गे ने कहा कि ठेके पर काम करने वाले कर्मचारियों पर अनुबंध श्रमिक कानून के प्रावधान लागू होते हैं और प्रत्येक प्रतिष्ठान को इस कानून का पालन करना चाहिए। उनका यह भी कहना था कि अगर किसी प्रतिष्ठान के बारे में कोई मामला उठता है तो उसकी छानबीन करने में राज्य सरकारें सक्षम हैं और कानून का उल्लंघन होने पर ठेके पर श्रमिक रखने पर रोक लगाने का निर्णय भी ले सकती हैं। श्रम मंत्री ने बताया कि ठेके पर काम करने वाले कर्मचारियों को दी जा रही सुविधाओं पर समग्र दृष्टिकोण से विचार करने के लिए एक समिति बनायी गई है, किन्तु उन्होंने स्वीकार किया कि कुछ प्रतिष्ठान आरक्षण से सम्बद्ध नियमों का पालन नहीं करते। उन्होंने इस दिशा में राज्य सरकारों से कार्रवाई करने को कहा।

       संसदीय कार्य राज्यमंत्री अश्विनी कुमार ने कहा है कि सरकार श्रमिकों के हितों की रक्षा के लिए सभी कल्याणकारी उपाय करने के प्रति वचनबद्ध है। आज राज्यसभा में श्री कुमार ने यह बात कही। जैसे ही सदन की बैठक शुरू हुई, वामपंथी दलों के सदस्य बेरोजगारी और महंगाई का मुद्दा उठाते हुए खड़े हो गये। मार्क्सवादी कम्युनिस्ट पार्टी की नेता वृन्दा कारात और अन्य सदस्यों ने कहा कि देशभर से मजदूर संघों के लाखों लोग अपनी मांगों को लेकर संसद की ओर मार्च कर रहे हैं। उनकी मांगों में निजीकरण न करने, असंगठित क्षेत्र के लिए सामाजिक सुरक्षा और  ऐसे ही अन्य मुद्दे शामिल हैं।

 राज्यसभा ने संसद के दोनों सदनों की संयुक्त बैठक में राष्ट्रपति के अभिभाषण पर धन्यवाद प्रस्ताव पर आज आगे बहस शुरू की। मार्क्सवादी कम्युनिस्ट पार्टी के नेता सीताराम येचुरी ने सरकार पर आरोप लगाया कि वह समय पर सेवायें न शुरू करने वाली दूरसंचार कम्पनियों से पैसा वसूलने में विफल रही है। उन्होंने कहा कि टू-जी स्पेक्ट्रम घोटाले के कारण सरकारी खजाने को भारी नुकसान हुआ है। उन्होंने कहा कि इस पैसे का इस्तेमाल खाद्य सुरक्षा कानून और शिक्षा के अधिकार कानून को बेहतर ढंग से लागू करने में किया जा सकता था। कांग्रेस के राजीव शुक्ला ने सुझाव दिया कि टू-जी घोटाले की जांच के लिए प्रस्तावित संयुक्त संसदीय समिति को १९९८ के बाद से स्पेक्ट्रम आवंटन की जांच करनी चाहिए। उन्होंने तत्कालीन एनडीए सरकार द्वारा शुरू की गई विनिवेश नीतियों की जांच की भी मांग की। धन्यवाद प्रस्ताव पर बहस कल शुरू हुई थी। बहस में भाग लेते हुए सत्तारूढ़ पक्ष के सदस्यों ने भ्रष्टाचार और कालेधन जैसे मुद्दों से निपटने के सरकार के प्रयासों की सराहना की जबकि विपक्ष का आरोप है कि सरकार इन मुद्दों से निपटने और दोषियों को सजा दिलाने के प्रति ईमानदार नहीं है।

 ओड़ीशा में मलकानगिरी के अपहृत जिला कलेक्टर आर.विनिल कृष्ण और जूनियर इंजीनियर पबित्र मांझी को माओवादी कल तक मुक्त कर  देंगे। माओवादियों के मध्यस्थ प्रोफेसर जी.हरगोपाल के हवाले से हमारे संवाददाता ने खबर दी है कि इन दोनों की वापसी प्रक्रिया चल रही है।
 
माओवादियों की तरफ से मध्यस्थ बने प्रोफेसर जी हरगोपाल ने राज्य सरकार के साथ बातचीत के बाद मीडिया से यह बात कही है। ओड़ीशा के गृहसचिव यू एन बेहरा और सूचना और लोक संपत सचिव एच एन त्रिपाठी आज भी कृष्णा और आज ही पवित्र  मांझाीकर की रिहाई किस तरह किया जाएगा उसको लेकर भुवनेश्वर में मध्यस्थ के साथ बातचीत कर रहे हैं। प्रोफेसर  हर गोपाल,  प्रोफेसर आर सुमिता राव दंडपणि मोहंती मध्यस्थ के रूप में इस बात में शामिल  हुए हैं। इस बीच कल रात सरकारी न्यूज चैनल  पर कृष्णा औरं मांझी की रिहाई कर देने से कलेक्टर कृष्णा के घर के सामने देर रात तक काफी लोग देखने को मिला है। लेकिन जब पता चला कि कलेक्टर और जूनियर इंजीनियर रिहा नहीं किये गये हैं। तभी भीड़ घटने लगा। ओड़ीशा के गृहसचिव यू एन बेहरा ने कहा है कि कृष्णा और मांझी जल्द ही रिहा हो जाएगे।

 आरुषि हत्याकांड में विशेष सीबीआई अदालत के फैसले के  खिलाफ आज इलाहाबाद उच्च न्यायालय में सुनवाई शुरु हुई। सीबीआई के वकील के अनुरोध पर न्यायालय की खंडपीठ ने जांच एजेंसी को कुछ और  मोहलत देते हुए अगली सुनवाई शुक्रवार को तय की है। आरुषि के माता-पिता ने सीबीआई अदालत के उस फैसले को चुनौती देने संबंधी याचिका दायर की है, जिसमें उन दोनों को उनकी पुत्री के हत्या का मुख्य दोषी करार दिया गया है।

 सरकार ने कहा है कि लीबिया में भारतीय नागरिकों को जमीनी, हवाई और समुद्री रास्ते से निकालने की पूरी तैयारी कर ली गयी है। विदेश मंत्री एस.एम कृष्णा ने आज लोकसभा में अपनी ओर से वक्तव्य देते हुए कहा कि विभिन्न मंत्रालयों की बैठक में स्थिति और भारतीयों पर उसके असर का आकलन किया गया है और आपात योजना भी तय कर ली गयी है। श्री कृष्णा का कहना था कि हिंसक प्रदर्शनों से प्रभावित लीबियाई, यमन और बहरीन में मौजूद दूतावास भारतीय समुदाय के निकट सम्पर्क में है। इन दूतावासों और विदेश मंत्रालय ने २४ घंटे के लिए हैल्पलाईन खोली हैं और इस क्षेत्र में बसे ३ लाख ८० हजार से अधिक भारतीय सुरक्षित बताये जा रहे हैं।

 इस बीच, भारत और संयुक्त राष्ट्र सुरक्षा परिषद के १४ अन्य सदस्य देशों ने लीबिया में मोम्मार गद्दाफी की सरकार से अनुरोध किया है कि वह ४१ साल से चले आ रहे  शासन का विरोध कर रहे लोगों की जायज मांगों पर ध्यान दें। सुरक्षा परिषद ने नागरिकों के खिलाफ हिंसा और बल प्रयोग की निंदा की है तथा शांतिपूर्ण प्रदर्शनकारियों के दमन की भी कड़ी आलोचना की है। वहां सैंकड़ों नागरिकों के मारे जाने पर भी गहरा दुख व्यक्त किया गया है। लीबिया में लोकतंत्र समर्थक प्रदर्शनकारियों पर हिंसक कार्रवाई पर  जारी बयान में सुरक्षा परिषद के इन १५ सदस्यों ने वहां हिंसा तुरंत रोकने और लोगों की उचित मांगों पर फौरन ध्यान देने को कहा है। सुरक्षा परिषद ने लीबियाई अधिकारियों से आग्रह किया कि वहां मानवीय आधार पर भेजी जा रही चिकित्सा सामग्री तथा अन्य सहायता को सुरक्षित पहुंचने दिया जाए। सुरक्षा परिषद ने अरब लीग की ओर से जारी बयान का भी स्वागत किया जिसमें  लीग की बैठकों में लीबिया केशामिल होने पर तब तक रोक लगाने का ऐलान किया गया है, जबतक वह अपने लोगों पर हमले नहीं रोक देता।

बहरीन में सरकार के खिलाफ साजिश के आरोप में गिरफ्‌तार कम से कम ५० कैदियों को रिहा कर दिया गया, जिन पर पिछले साल से मुकदमा चल रहा था। अमरीकी विदेशमंत्री हिलेरी क्लिंटन ने कहा कि अमरीका कैदियों को आजाद करने और बहरीन के सभी वर्गों के लोगों से सार्थक बातचीत शुरू करने के बहरीन के शाह के फैसले का स्वागत करता है। हमारे पश्चिम एशिया संवाददाता ने खबर दी है कि व्यापक राजनीतिक सुधारों की मांग को लेकर बड़ी संख्या में प्रदर्शनकारी मानामा के पर्ल स्क्वायर में एकत्र हैं।
 
 मिस्र और ट्यूनीशिया के प्रभाव से जहां उत्तरी अफ्रीकी देश लीबिया असाधारण जनक्रांति से गुजर रहा है वहीं पश्चिम एशिया के कई देशों मे लोग अपनी सरकारों के खिलाफ प्रदर्शन कर रहे हैं। बहरीन में राजा द्वारा विपक्षियों की मांगों में से एक  महत्वपूर्ण मांग को मानते हुए कई राजनीतिक विरोधियों को रिहा करने के बावजूद राजधानी मनामा में कल एक बड़ी रैली आयोजित  हुई। यमन में प्रदर्शनकारी लगातार ३० सालों से सत्ता पर काबिज राष्ट्रपति के खिलाफ प्रदर्शन कर रहे हैं और सरकार समर्थक और विरोधियों में झडपों की खबरें हैं। इराकी जनता कई शहरों में सत्ता से भ्रष्ट लोगों को  बाहर करने और मूलभूत सुविधाओं की मांग को लेकर सड़क पर है। स्थिति से निपटने के लिए संसद ने अपनी बैठक रद्द कर सांसदो को क्षेत्र में जन समस्याओं से निपटने के लिए भेजने का असाधारण निर्णय लिया है।

यमन में भी राष्ट्रपति अली अब्दुल्ला सालेह के समर्थकों ने कल रात साना में धरना दे रहे विद्यार्थियों पर गोलियां चलाईं जिसमें दो विद्यार्थी मारे गए और ११ जख्मी हो गए।
विद्यार्थी साना यूनिवर्सिटी के नजदीक शिविर बनाकर टिके हुए हैं और उन्होंने उसका नाम अल हुरिया स्क्वायर यानी आज+ाद चौक रखा है। अदन में भी हजारों लोगों ने प्रदर्शन किए हैं। लेकिन राष्ट्रपति सालेह ने पद छोड़ने से इन्कार कर दिया है और प्रदर्शनकारियों से फिर बातचीत की पेशकश की है। इराक में भ्रष्ट प्रशासन का विरोध करते हुए सुलेमानिया में करीब चार हजार लोगों ने प्रदर्शन किया। बगदाद, कुट, नसीरियाह, दीवानियाह, रामादी और बसरा में भी प्रदर्शन हुए हैं। ईरान में विपक्षी नेता मेहदी कर्रूबी की वेबसाइट ने खबर दी है कि सुरक्षा बलों ने कर्रूबी और उसके परिवार के खिलाफ कार्रवाई करके उसके एक बेटे को गिरफ्‌तार कर लिया है तथा कई दस्तावेज जब्त किए हैं। ईरान ने संयुक्त राष्ट्र मानवाधिकार परिषद से कहा है कि मिस्र, यमन बहरीन और लीबिया की स्थिति का जायजा लेने के लिए समिति गठित की जाए।

       देश में इस वर्ष अनाज की रिकॉर्ड पैदावार को देखते हुए गेहूँ और चावल के निर्यात को मंजूरी दी जा सकती है। केन्द्रीय कृषि और खाद्य प्रसंस्करण उद्योग मंत्री शरद पवार ने आज नई दिल्ली में कहा कि गेहूँ और चावल का निर्यात शुरू करने का यह सही समय है, क्योंकि इस समय इनका पर्याप्त भंडार है और अगली फसल बहुत अच्छी होने की उम्मीद है।  उन्होंने बताया कि पिछले वर्ष की तुलना में इस वर्ष अनाज की कुल पैदावार साढ़े छह प्रतिशत बढ़ने का अनुमान है।  हमारे संवाद्दाता ने बताया है कि सरकार ने २००८ में गेहूँ और २००९ में गैर-बासमती चावल का निर्यात रोक दिया था।

अच्छे मानसून की वजह से इस वर्ष अनाज की पैदावार २३४ मिलियन टन के रिकार्ड स्तर पर पहुंचने की आशा है। अगर मौसम मेहरबान रहा तो  इस वर्ष गेहूं का उत्पादन ८४ मिलियन टन और चावल की ९४ मिलिययन टन पैदावार होने की आशा है श्री पवार का मानना है कि इस बार पैदावार से न केवल घरेलू बाजाार की मांग पूरी हो सकेगी  बल्कि अनाज का निर्यात भी संभव हो सकेगा। भारत विश्व में दूसरा सबसे बड़ा गेहूं उत्पादक देश है। सरकार ने कीमतों में बढोतरी को रोकने के लिए गेहूं ओर गैर बासमती चावल के निर्यात पर रोक  लगाई हुई थी। लेकिन अब अधिकार प्राप्त मंत्री समूह को सुनिश्चित करना होगा कि निर्यात के लिए घरेलू उपभोक्ताओं  की जरूरतों पर कोई आंच न आए।

 कांग्रेस ने कहा है कि सरकार विदेशी बैंकों में जमा काला धन वापिस लाने के प्रति गंभीर है। पार्टी महासचिव दिग्विजय सिंह ने संसद के बाहर पत्रकारों से कहा कि इसके लिए आवश्यक कार्रवाई की जा रही है। उन्होंने बताया कि विदेशी बैंकों में काला धन रखने वालों की सूची में शामिल लोगों से कर वसूली शुरू हो चुकी है। योग गुरू बाबा रामदेव द्वारा कांग्रेस की आलोचना के संदर्भ में एक प्रश्न के उत्तर में श्री दिग्विजय सिंह ने कहा कि बाबा रामदेव स्पष्ट करें कि उन्हें दान में और उपहार में जो रकम मिलती है, वो कालाधन है या नहीं। उधर भारतीय जनता पार्टी ने कांग्रेस पर आरोप लगाया है कि वो कालेधन के मुद्दे से ध्यान भटकाने के लिए बाबा रामदेव की आलोचना कर रही है। इस संदर्भ में कांग्रेस नेताओं के बयानों पर आश्चर्य व्यक्त करते हुए भाजपा के वरिष्ठ नेता वैंकैया नायडू ने कहा कि बाबा रामदेव जैसे आध्यात्मिक गुरूओं की आलोचना नहीं होनी चाहिए।

 भाजपा के वरिष्ठ नेता शाह नवाज+ हुसैन ने एयरइंडिया को बचाने के लिए प्रधानमंत्री से हस्तक्षेप करने का अनुरोध किया है। संसद के बाहर उन्होंने एयरइंडिया के उड़ान मार्ग निजी एयरलाइन विमान कम्पनियों को देने की जांच की मांग की। पूर्व नागरिक उड्डयन मंत्री शाह नवाज+ हुसैन ने कहा कि  तीस से अधिक विमानों का इस्तेमाल नहीं किया जा रहा है, सरकार को इसकी जांच करनी चाहिएा।

  तेलंगाना राष्ट्र समिति, अलग तेलंगाना राज्य की मांग के समर्थन में भारतीय कम्युनिस्ट पार्टी और भाजपा के  विरोध के बावजूद आंध्र प्रदेश सरकार ने आज राज्य विधानसभा में वर्ष २०११-१२ का बजट पेश किया। राज्य के वित्त मंत्री अनाम राम नारायण रेड्डी ने कुल एक लाख २८ हजार ५४२ करोड़ रुपये का बजट पेश किया। वित्तमंत्री ने कहा कि कल्याण और विकास कार्यक्रमों के लिए पर्याप्त राशि उपलब्ध रहेगी और अल्पसंख्यक कल्याण तथा स्वास्थ्य क्षेत्रों पर भी आगामी वित्त वर्ष में ध्यान दिया जाएगा। ग्रामीण जल सप्लाई, ग्रामीण विकास, महिला और बाल विकास तथा स्वास्थ्य और शिक्षा क्षेत्रों के लिए बड़ा प्रावधान किया गया है।इस बीच, बजट पेश करने की प्रक्रिया में व्यवधान डालने की कोशिश कर रहे विपक्ष के १२ सदस्यों को सदन से निलम्बित कर दिया गया है।

 उत्तरप्रदेश में छह मान्यता प्राप्त राजनीतिक दलों, राष्ट्रीय लोकदल, इंडियन जस्टिस पार्टी, पीस पार्टी, जनवादी पार्टी, भारतीय समाज पार्टी और इत्तेहाद मिल्लत काउंसिल ने आगामी विधानसभा चुनाव मिलकर लड़ने की घोषणा की। राष्ट्रीय लोकदल के अध्यक्ष अजीत सिंह ने आज लखनऊ में एक संयुक्त संवाददाता सम्मेलन में यह जानकारी दी। संवाददाता सम्मेलन में अन्य दलों के नेता भी मौजूद थे। उन्होंने कहा कि जल्दी ही इन दलों के फोरम की घोषणा की जायेगी। एक प्रश्न के उत्तर में श्री अजित सिंह ने कहा कि उनका गठबंधन भारतीय जनता पार्टी और बहुजन समाज पार्टी के साथ किसी भी कीमत पर चुनावी गठजोड़ नहीं करेगा लेकिन कांग्रेस और समाजवादी पार्टी के लिए दरवाजे खुले हैं। उन्होंने कांग्रेस और समाजवादी पार्टी के नेताओं के साथ चल रही बातचीत का ब्यौरा नहीं दिया।

 झारखंड में खेले जा रहे ३४वें राष्ट्रीय खेलों में महाराष्ट्र के करण रस्तोगी ने टेनिस में पुरूष सिंगल्स का खिताब जीत लिया है। फाइनल में रस्तोगी ने तमिलनाडु के मिथुन मुरली को सीधे सेटों में पराजित कर स्वर्ण पदक जीता। महिलाओं के सिंगल्स फाइनल में दिल्ली की रतिका बत्रा ने आंध्रप्रदेश की जेनब अली सज्जाद को सीधे सेटों में पराजित कर स्वर्ण पदक अपने नाम किया। पदक तालिका में सेना ५२ स्वर्ण पदक जीतकर शीर्ष पर बना हुआ है। मणिपुर ३७ स्वर्ण पदक के साथ दूसरे और महाराष्ट्र ३५ स्वर्ण पदक जीतकर तीसरे स्थान पर है।

 ईटानगर की प्रमुख जनजाति निइशी का मुख्य उत्सव न्योकुम युल्लो परम्परागत हर्षोल्लास के साथ शुरू हो गया है। हमारे संवाददाता ने खबर दी है कि मुख्यमंत्री दोरजी खांडू ने निचले सुबानसिरी जिले के यज+ाली शहर में पांच दिन के उत्सव का शुभारम्भ किया।
 
प्रदेश की सबसे बड़ी जनजाति निशि का पांच दिनों तक चलने वाला मुख्य त्यौहार राज्यभर में परंपरागत तरीके से मनाया जा रहा है। मुक्त उत्सव लौहास जिले के हजारी कस्बे में मनाया जा रहा है जहां कल मुख्यमंत्री दोरजी खांडू ने समारोह का उद्घाटन किया। अपने उद्घाटन भाषण में श्री हांडू ने अपने राज्य के जनजाति समुदाय से अपने सदियों पुरानी सांस्कृतिक और परमपरागत धरोहर को सहेजने की अपील की। श्री खांडू ने  सभी समुदायों से धार्मिक उत्सवों के दौरान पशुओं की बलि को भी कम करने का आह्‌वान किया। मुख्यमंत्री ने राज्य के पशु ........की तेजी से घटती संख्या पर चितां जताई। उत्सव कम क्या न्यूकम नामदा नामक २२० मीटर लंबा परंपराागत निशि गढ़ था जिसमें मौजूद ४१ अग्निस्थल इन लोगों के पूर्वजों के   जीवन चक्र के बारे मे बताते हैं।

The Telegana issue rocked the Lok Sabha today forcing its adjournment till 2 this afternoon. Members of the TRS, Congress and a lone TDP member raised the issue, leading to the house being adjourned for the third time. Our parliamentary correspondent reports that the repeated pleas by the presiding officer were ignored forcing the adjournments.

The bandh in the telegana region echoed in the house today . Pressure was brought by the ruling party members in the region as they began slogan shouting as soon as the house began this morning. They were joined by TRS members who supported them and trooped into the well of the house.

Normal life remained affected in Telangana region of Andhra Pradesh today on the second day of the 48-hour bandh. The bandh has been  called by the Telanagna Joint Action Committee in support of their demand for introduction of a bill for separate statehood for the region.  It is being supported by the Telangana Rastra Samithi, CPI and BJP.

Educational institutions and business establishments  remained closed today. People are facing hardships as most of the Road Transport Corporation buses remained  off the roads. AIR correspondent reports that an unprecedented situation was prevailing in the budget session of the assembly today.

The Congress today said that the government is serious about bringing back the black money, stashed in foreign banks. Talking to reporters outside Parliament, the Party General Secretary Mr. Digvijay Singh said that the due procedure is being carried out to bring it back. He said that the government has started collecting taxes from those whose names figured in the list. Replying to a question on targeting Congress party by Yoga Guru Baba Ramdev, Mr. Singh said that Baba Ramdev should certify the money whether it is black money or something else which he gets through alms and gifts. On the other hand, BJP today charged the Congress for targeting the Yoga Guru to divert the public attention from the black money issue. Expressing his surprise on the comments made by Congress leaders on the Yog Guru, Senior BJP leader Venkaiah Naidu said the spiritual Guru like Ramdev should not be targeted.

India might allow export of wheat and rice owing to the record food grain production this year. This was revealed by the Agriculture and Food Processing Industries Minister Sharad Pawar in New Delhi today. Talking to reporters on the sidelines of a function Mr Pawar said that the time is right to allow export of wheat and rice as there is ample buffer stock and good production is expected in the coming season. AIR Correspondent reports that the Government had banned export of wheat in 2008 and that of non-basmati rice in 2009.

Food grain production is expected to touch a record 234 million tonnes in the current crop year thanks to the good monsoon season. If the present weather conditions prevail, Wheat production is likely to touch 84 million tonnes this year while that of rice is expected to cross 94 million tonnes. The figure stood at 81 million tonnes and 89 million tonnes respectively in the previous year. The godowns of the Food Corporation of India are already overflowing due to good harvest. Mr Pawar feels that the output is not only sufficient to meet the huge demand of domestic consumers but can also be exported. Although India is the second largest producer of wheat in the world, Government had banned the exports of wheat and non basmati rice to  prevent a rise in prices. In Odisha, abducted Malkangiri District Collectror R Vineel Krishna and Junior Engineer will be freed by the Maoists by tomorrow. Talking to  AIR correspondent, Prof G Haragopal, who is acting as one of the mediators on behalf of the Maoists, said the return process of Krishna and Majhi is on.

"Malakangiri district collector and junior engineer abducted by the Maoists will be freed by tomorrow. The mediators have assured the Odisha Government during the last round of negotiation talks and the same has been conveyed to the media at Bhubaneswar. Meanwhile, confusion over the release of Malakgiri district collector and junior engineer continued till early this morning after some private television news channels telecasting news on the release of Malkangiri district collector and the junior engineer. Thousands of people gathered in front of the collector's residence at Malkangiri till late night to receive Krishna and Majhi. The crowd dispersed when no official confirmation over the release was made. The Odisha Government is tight-lipped over the matter even as all the 14 demands of the Maoists have been resolved during the talk process with the Maoists. During the talks, the Odisha Government has agreed not to intiate any coercive action by the security forces under Operation Green Hunt as long as the Maoists do not indulge in unlawful activities. It also agreed to withdraw some cases against top Maoists leaders as per the law and examine the others cases for withdrawal.

Home minister P Chidambaram today said that his Ministry has been following a particular procedure for early disposal of mercy petition cases pending before President. Replying to questions in the Rajya Sabha, Mr Chidambaram said out of 13 cases of mercy petitions since May 2009 after he took over as the Home portfolio, the decisions in respect of seven have already been taken . Replying to a specific question on the delay of the Parliament attack convict Afzal Guru for hanging to death, the Home Minister said,  it is under examination in his Ministry. Mr Chidambaram said,  there is no time limit to exercise power on mercy petitions. Sharing the concern of the members over the delay, the Home Minister said,  he cannot comment on the President's action in this regard. The Home Minister, however, made it clear that the government treats every case without any fear or favour or discrimination on the basis of caste, creed and religion while considering the mercy petitions. Mr Chidambaram also denied that there is any delay in his ministry in processing the mercy petition cases.

Concerted efforts are being made to counter militancy in the North East. Replying to supplementaries in the Rajya Sabha today, the Home Minister Mr. P. Chidambaram said that Central government is supplementing efforts of the states in the region for carrying out counter insurgency operations besides providing security for vulnerable installations and projects.  He said that there were training camps across the border.

Mr. Chidambaram added that intelligence is being shared and financial assistance is being provided to states for modernisation of police forces and strengthening of the security apparatus. Mr. Chidambaram added that the Centre is maintaining close and continuous coordination with the state governments as the security situation has improved in the region considerably. He said 214 people were kidnapped in the region in last year and so far six persons have been abducted.

Sukhoi aircraft has been inducted in the Indian Air Force and light combat aircraft, LCA will be inducted soon. This information was given by the Defence Minister Mr. A.K. Antony while replying questions in the Rajya Sabha today. He said another modern aircraft is being acquired for the Air Force.

The Allahabad High Court today adjourned till Friday the hearing on a petition filed in connection with Aarushi Murder case. The petition was filed by parents of Aarushi Talwar  challenging a CBI court order making them accused in the murder of their teenaged daughter and domestic help, Hemraj, three years ago.  The proceedings were adjourned by Justice B K Narain after senior counsel Gopal Chaturvedi, appearing for the Rajesh and Nupur Talwar, briefly mentioned the plea of his clients. There were no arguments on the merits of the case.

Minister of state for Parliamentary Affairs Ashwini Kumar today said government is committed to take all welfare measures to protect the interests of the labour force in the country. Mr Kumar said this in Rajya Sabha after Left members stood up to raise the issue of unemployment and price rise issue as soon as the House met for the day. CPM leader Brinda Karat and others said lakhs of people belonging to trade unions across the country are marching towards Parliament in support of their demands including no to privatisation, social security to unorganised sector and other issues.

The Government today said that plans are in place for possible evacuation of Indian nationals from crisis hit Libya by land, air and sea. Making a Suo-Motu statement in the Lok Sabha today, the External Affairs Minister Mr. S.M. Krishna said inter- ministerial meetings have been taken to take stock of the situation, its impact on Indians and the contingency plans required for them.

Referring to the situation in Libya, Yemen and Bahrain which had been witnessing violent political protests, Mr Krishna said the embassies in these countries have been in close and regular contact with the Indian community.

The Minister said that the external affairs ministry and Embassies in these countries have set up round the clock help-lines and said over three lakh eighty thousand Indian nationals in the region are reportedly safe. Mr. Krishna the government will continue to closely monitor the situation.

On the Tri Valley University issue, the External affairs minister said he had raised the issue with the US secretary of state Hillary Clinton requesting the US government to give adequate time and opportunity to Indian students for transfer to other universities or allow them to return home honourably. Stating that India had strongly protested the radio collars tagged on Indian students, Mr Krishna said US authorities have begun progressively removing these tags and have assured that the innocent students will be allowed to readjust their status.

India and 14 other members of the UN Security Council have asked the regime of Moammar Gaddafi in Libya to address the legitimate demands of the people protesting against his 41-year rule.  The Security Council condemned the violence and use of force against civilians, deplored the repression against peaceful demonstrators and expressed deep regret at the deaths of hundreds of civilians.  In a statement issued in response to a violent crackdown against pro-democracy protesters in Libya, the 15 members of the Council called for an immediate end to the violence and for steps to address the legitimate demands of the population, including through national dialogue.

 The Security Council strongly urged the Libyan authorities to ensure the safe passage of humanitarian and medical supplies and humanitarian workers into the country. The closed-door meeting of the Council was briefed by B Lynn Pascoe, UN Under-Secretary General for Political Affairs and Libya's envoy to the UN, Mohammed Shalgam.

Rosemary DiCarlo, US deputy envoy to the UN, said separately that the international community has said in one clear and unified voice that it condemns the violence against civilians in Libya and that the violence must cease immediately. The world body also welcomed the statement issued by the Arab League, which barred Libya from its meetings until it stopped attacking its own people. Navi Pillay, UN human rights chief, blasted the crackdown by the forces loyal to 68-year-old Gaddafi against the protesters and called for an independent investigation into crimes that may have been committed.

Peru says it has suspended diplomatic relations with Libya over the use of force against civilians there. It is the first country to take such a step since the anti-government protests erupted in Libya last week. Peruvian Foreign Minister Jose Antonio Garcia Belaunde said he hoped that other Latin American countries would follow suit. Peru said the move was aimed at highlighting the grave situation in Libya.

In Bahrain, at least 50 prisoners were released included 25 Shiite activists who were on trial since last year for plotting against the state. U.S. Secretary of State Hillary Clinton has said the United States welcomes the king's decision to release the prisoners and initiate a meaningful dialogue with the full spectrum of Bahraini society.

Meanwhile large numbers of protestors are present at Pearl Square in Manama calling for sweeping political reforms. Apart from Bahrain, there are reports of unrest in some other countries in the West Asia. 

While Libya is facing unprecedented uprising inspired by Egypt and Tunisia, several countries in West Asia are experiencing demonstrations against their governments. One of the largest rallies in a week was organised in Bahrain yesterday when Bahrain’s King answered a crucial opposition demand by releasing some of the political prisoners and halting trial procedures against others. It is not clear if this would be enough to bring opposition groups into a dialogue as reports say that a group of protesters want the end of monarchy as part of political reforms. In Yemen, protestors continue to demonstrate calling for ouster of President Saleh while government supporters clashed with them. Iraqi public is on the streets in many cities demanding action against corrupt officials and steps to ensure basic services in the country.

In Iran, the website of opposition leader Mehdi Karroubi has reported that security forces swept through the homes of opposition leader Mehdi Karroubi and his family, arresting one of his sons and confiscating several documents.

Inaugurating the festival as the chief guest Chief Minister Dorjee Khandu exhorting the people to protect and promote their age-old rich traditions and culture. Khandu said, Modernization is welcome but not at the cost of our identity. Expressing concern at the loss of lush green forest by the traditional Jhoom practices, he advocated switching over to wet cultivation to save the forest. He also urged to save state animal Mithun whose dwindling population has been facing a threat. The main attraction of the celebration was a Nyokum Namada- a 220 meter long traditional Nyishi house consisting of 41 fire places to recall the life cycle of the ancestors of the Indigenous people.

Later, after oscillating between positive and negative territory, in volatile trade, the Sensex stood 22 points, or 0.1 percent in the green, at 18,318, a short while ago.

The Indian rupee depreciated by 8 paise to 45.34 rupees per dollar in early trade today. It had closed at 45.26 rupees against the greenback in  the previous session. Forex dealers said a weak opening in the stock market due to foreign fund outflows put pressure on the Indian rupee.
