• राष्ट्रपति का भ्रष्टाचार से कारगर ढंग से निपटने के लिए व्यवस्थागत बदलाव का आह्‌वान। बासठवें गणतंत्र दिवस की पूर्व संध्या पर राष्ट्र को संबोधित करते हुए श्रीमती प्रतिभा देवीसिंह पाटील ने कहा - संसद की कार्यवाही सुचारू रूप से चलाने की सरकार और विपक्ष की साझा जिम्मेदारी।
• मोंटेक सिंह आहलुवालिया, विजय केलकर, बृजेश मिश्रा और अज+ीम प्रेमजी सहित 13 लोगों को पद्यम विभूषण, श्याम सरन, खैय्‌याम, शशि कपूर, वहीदा रहमान पद्यमभूषण पाने वालों में शामिल, 75 लोगों को पद्यमश्री।

राष्ट्रपति ने भ्रष्टाचार से कारगर ढंग से निपटने के लिए व्यवस्थागत बदलाव पर गम्भीरता से गौर करने का आग्रह किया है। भ्रष्टाचार को विकास और सुशासन का दुश्मन बताते हुए श्रीमती प्रतिभा देवीसिंह पाटील ने कहा कि इसके जाल में न फंसकर, इससे ऊपर उठने और इसे सुलझाने की जरूरत है। 62 वें गणतंत्र दिवस की पूर्व संध्या पर राष्ट्र को सम्बोधित करते हुए श्रीमती पाटील ने कहा कि वित्तीय संस्थानों, कम्पनियों और समाज को अपने कामकाज में ईमानदारी के उच्च मानक बनाये रखने चाहिए। पारदर्शिता और जवाबदेही की जरूरत पर जोर देते हुए श्रीमती पाटील ने कहा कि यह अच्छे शासन और जनकेन्द्रित प्रशासन के लिए जरूरी है। उन्होंने कहा कि सार्वजनिक सेवा में लापरवाह और निष्ठुर रवैया बर्दाश्त नहीं किया जाएगा।
वित्तीय संस्थाओं, कारपोरेट जगत और सिविल समाज को अपने कामकाज में इमारदारी के उच्च मानदंड कायम रखने होंगे। न्यायपूर्ण समाज के निर्माण के लिए सकारात्मक परिवर्तन सरकार और उसकी जनता के बीच गंभीर सहभागिता से ही लाया जा सकता है।
संसद के शीतकालीन अधिवेशन में गतिरोध के बारे कोई चर्चा किए बगैर राष्ट्रपति ने कहा कि संसद की कार्यवाही को जारी रखने की जिम्मेदारी सरकार और विपक्ष दोनों की है। उन्होंने कहा कि सदन की मर्यादा और गरिमा बनाये रखना जरूरी है। लोकतांत्रिक संस्थानों में सभी पक्षों में बातचीत को लोकतांत्रिक कामकाज का अभिन्न अंग बताते हुए श्रीमती पाटील ने कहा कि लोकतंत्र को नुकसान पहुंचाने वाली किसी भी कार्रवाई से बचा जाना चाहिए।
जनता के बीच संसद की छवी एक ऐसी संस्था की होनी चाहिए जहां रचनात्मक सहयोग की भावना के साथ मुद्दों के समाधान खोजने के लिए कार्यवाईया, चर्चा तथा विचार-मिमर्श होते रहे। यदि ऐसा नहीं होता तो लोकतांत्रिक संस्थाओं पर जनता के भरोसे पर असर पड़ सकता है और हताशा की भावना पैदा होती है। जिससे किसी भी स्वस्थ लोकतंत्र में स्वीकार नहीं किया जा सकता।
अगले साल नौ प्रतिशत से अधिक की विकास दर हासिल करने का विश्वास व्यक्त करते हुए राष्ट्रपति ने कहा कि मुद्रास्फीति, खासतौर से खाद्य वस्तुओं के मूल्यों में वृद्धि, गम्भीर चिन्ता का विषय है और इसे रोकने के लिए उचित कार्रवाई की जरूरत है।
श्रीमती पाटील ने ,खाद्य उत्पादन को अधिकतम बढ़ाने के लिए दूसरी हरित क्रांति के साथ-साथ ग्रामीण जनता के लिए आय और रोजगार के अवसर पैदा करने की जरूरत पर जोर दिया ।
उन्होंने कहा कि देश अपनी उपलब्धियों पर गर्व कर सकता है, लेकिन अभी भी, खासतौर से गरीब और हाशिये पर चले गए आम लोगों को सशक्त बनाने के वायदे जैसे कई ऐसे अधूरे काम हैं जिनके लिए काफी कुछ किया जाना बाकी है, तब ही वे लोग भी देश की विकास गाथा का अंग बन सकेंगे।
हम भारत के बढ़ते प्रभाव तथा उसके निरंतर आर्थिक विकास के साक्षी है। जिसके कारण अधिक से अधिक लोगों को खुशहाली प्राप्त हुई। हमें अपनी सफलता पर गर्व है, लेकिन अभी कई जरूरी कार्य पूरे किये जाने बाकी है। खासकर हमारे देश के निर्धन तथा वंचित दबके के लोगों के सशक्तिकरण के वायदा, जिससे की यह लोग भी राष्ट्र के विकास में भागीदार बन सकें।
आतंकवाद को मानवता के लिए सबसे बड़ा खतरा बताते हुए राष्ट्रपति ने कहा कि इस खतरे का सफाया करने के लिए अंतर्राष्ट्रीय बिरादरी के सभी सदस्यों को एकजुट होकर काम करना होगा। उन्होंने कहा कि संयुक्त राष्ट्र सुरक्षा परिषद् के अस्थाई सदस्य के रूप में भारत, आतंकवाद के खिलाफ सामूहिक विश्व कार्रवाई की दिशा में अपने प्रयासों में तेजी लाएगा।
विकास और प्रगति के लिए स्थिर और सुरक्षित परिवेश पर जोर देते हुए श्रीमती पाटील ने कहा कि आंतरिक सुरक्षा एजेंसियों के काम के साथ-साथ पड़ोसी देश के साथ सहयोग और संवाद, इस क्षेत्र में स्थायित्व के लिए बहुत ही जरूरी है।
मीडिया से रचनात्मक भावना के साथ काम करने का आग्रह करते हुए राष्ट्रपति ने कहा कि लोकतंत्र और उसके संस्थानों की वैधता बनाये रखने के लिए संवेदनशील और जिम्मेदार मीडिया, एक बहुमूल्य सम्पत्ति होता है।

सरकार ने प्रतिष्ठित पद्म पुरस्कारों की घोषणा कर दी है। योजना आयोग के उपाध्यक्ष मोंटेक सिंह अहलुवालिया, उद्योगपति अजीम प्रेमजी, अर्थशास्त्री विजय केलकर, पूर्व राष्ट्रीय सुरक्षा सलाहकार ब्रजेश मिश्र, जाने-माने लेखक डॉक्टर सीताकांत महापात्र और कला विशेषज्ञ कपिला वात्स्यायन उन 13 लोगों में शामिल हैं, जिनका चयन पद्म विभूषण पुरस्कार के लिए किया गया है। संगीत निर्देशक खैयाम, फिल्म अभिनेता शशि कपूर, वहीदा रहमान और रंगमंच निर्देशक सत्यदेव दूबे, पूर्व विदेश सचिव श्याम शरण और सामाजिक कार्यकर्ता शोभना रानाडे को पद्म भूषण पुरस्कार दिया जाएगा, जबकि फिल्म अभिनेता तब्बू, काजोल, इरफान खान, पोप सिंगर ऊषा उथुप, कर्नाटक गायक जानकीरमन, क्रिकेट खिलाड़ी वी0 वी0 एस0 लक्ष्मण, भारोत्तोलक कुंजरानी देवी, पहलवान सुशील कुमार समेत 75 लोगों का चयन पद्मश्री पुरस्कार के लिए किया गया है। कुल एक सौ 28 पद्म पुरस्कारों में से 31 पुरस्कार महिलाओं को दिए जाएंगे।

राष्ट्रपति ने आज सशस्त्र सेनाकर्मियों तथा अन्य को चार सौ चालीस शौर्य पुरस्कारों से तथा अन्य रक्षा सम्मानों से सम्मानित किया।

लाईट लेटिनेन्ट मनीष अरोड़ा को शौर्य चक्र के लिए चुना गया है। इसके साथ ही वायुसेना के तीन जांबाज पायलटों के लिए भी वायुसेना पदकों की घोषणा की गई है।

दिल्ली के आचार्य लोकेश मुनि को वर्ष 2010 का साम्प्रदायिक सद्भावना पुरस्कार दिया जाएगा। उपराष्ट्रपति मोहम्मद हामिद अंसारी की अध्यक्षता वाली जूरी ने आचार्य लोकेश मुनि का चयन किया है, जिन्हें पुरस्कार के अंतर्गत प्रमाण-पत्र और दो लाख रूपए दिए जाएंगे।

राष्ट्र कल 62वां गणतंत्र दिवस उल्लास और उमंग के साथ मनाएगा। आकाशवाणी से गणतंत्र दिवस परेड और सांस्कृतिक झांकियों का सीधा प्रसारण हिंदी और अंग्रेजी में सुबह नौ बजकर 20 मिनट से होगा। इसके कारण 10 और 11 बजे का हिंदी बुलेटिन तथा दस बजकर पांच मिनट का अंग्रेजी बुलेटिन रद्द रहेगा।
आकाशवाणी का दिल्ली केंद्र आज रात दस बजे से सर्वभाषा कवि सम्मेलन का प्रसारण इंद्रप्रस्थ चैनल और अतिरिक्त फ्रीक्वेंसियों पर करेगा।

सरकार ने कहा है कि विदेशी बैंकों में भारतीयों के जमा काले धन के बारे में विभिन्न एजेंसियों से प्राप्त सूचनाओं को कानूनी अड़चनों के कारण सार्वजनिक नहीं किया जा सकता है। वित्त मंत्री प्रणब मुखर्जी ने नई दिल्ली में संवाददाता सम्मेलन में विपक्ष के इन आरोपों को खारिज किया कि काले धन की जानकारी देने से सरकार पर असर पड़ सकता है।
जब तक कोई कानूनी व्यवस्था न हो तब तक कोई जानकारी नहीं दी जा सकती। प्रभुसत्ता संपन्न कोई देश काले धन के बारे में तब तक कोई जानकारी नहीं दे सकता जब तक कानूनी व्यवस्था न हो।
श्री मुखर्जी ने बताया कि सरकार ने काले धन की समस्या से निपटने के लिए पांच सूत्री रणनीति अपनाई है। इस पर अमल के तरीके सुझाने के लिए एक समिति गठित की गई है।
वित्तमंत्री ने विदेशी बैंकों में गैरकानूनी धन जमा करने वाले भारतीयों के नाम बताने मे कानूनी और तकनीकी अड़चनों की चर्चा करते हुए कहा कि ं उच्चतम न्यायालय को बंद लिफाफे में नाम सौंप दिये गये हैं और आयकर अधिकारी जब भी मुकदमे की प्रक्रिया शुरू करेंगे उन नामों का पता चल जाएगा।

भारतीय रिजर्व बैंक ने बढ़ती मुद्रास्फीति पर काबू पाने के लिए आज रिपो दर और रिवर्स रिपो दर दोनों में शून्य दशमलव दो-पांच प्रतिशत की वृद्धि कर दी है। ये आदेश तुरंत लागू हो गया है। रिजर्व बैंक की चालू वित्त वर्ष की आर्थिक नीति की तीसरी तिमाही की समीक्षा में वाणिज्यिक बैंकों को रिजर्व बैंक द्वारा लघु अवधि के लिए दिए जाने वाले ऋण की ब्याज दर यानि रिपो दर को साढ़े छह प्रतिशत और छोटी अवधि के लिए ही रिजर्व बैंक द्वारा वाणिज्यिक बैंकों से लिए जाने वाले ऋण की दर रिवर्स रिपो दर को साढ़े पांच प्रतिशत कर दिया गया है। इससे बैंकों के लिए फंड महंगे हो जाएंगे और इसलिए बैंकों की ब्याज दरों में बढ़ोत्तरी की संभावना है।

बंबई शेयर बाजार में शुरुआत में आया तेजी का दौर जाता रहा और कारोबार की समाप्ति पर सेंसेक्स 182 अंक गिरकर 19 हजार के स्तर से नीचे 18 हजार नौ सौ उनहत्तर पर बंद हुआ। नेशनल स्टॉक एक्सचेंज का निटी भी 56 अंकों की गिरावट के साथ पांच हजार छह सौ सत्तास्सी पर रहा।

भारतीय जनता पार्टी की तिरंगा यात्रा को आज जम्मू-कश्मीर की लखनपुर सीमा पर रोक दिया गया तथा पार्टी नेताओं अरूण जेटली, सुषमा स्वराज, अनंत कुमार और अनुराग ठाकुर को जम्मू के कथुआ जिले में प्रवेश करते ही गिरतार कर लिया गया। हमारे जम्मू संवाददाता ने बताया है कि माहौल शांतिपूर्ण है और सुरक्षाबलों के जवान स्थिति पर कड़ी नजर रखे हुए हैं।

उधर, केंद्रीय गृहमंत्री ने भारतीय जनता पार्टी के नेताओं से आग्रह किया है कि वे टकराव का रास्ता छोड़ दें और जम्मू कश्मीर सरकार के आदेश का सम्मान करें। नई दिल्ली में एक वक्तव्य में श्री पी चिदम्बरम ने कहा कि राज्य सरकार साफ कह चुकी है कि वह श्रीनगर में कोई यात्रा नहीं पहुंचने देगी और न ही लाल चौक पर लोगों को जमा होने देगी। गृहमंत्री ने कहा कि अगर भाजपा नेता राज्य सरकार के प्रतिबंधों का उल्लंघन करते हैं, या जान बूझकर शांति भंग करते हैं, तो बहुत दुर्भाग्य की बात होगी।

भारत ने आशा व्यक्त की है कि भारत और पाकिस्तान के विदेश सचिवों के बीच होने वाली आगामी वार्ता के सकारात्मक परिणाम निकलेंगे। दोनों विदेश मंत्रियों के अगले महीने भूटान की राजधानी थिम्पू में होने वाली सार्क स्थायी समिति की बैठक के अवसर पर मुलाकात की संभावना है। विदेश मंत्री एस एम कृष्णा पाकिस्तान के विदेश मंत्री शाह महमूद कुरैशी द्वारा भारत के गणतंत्र दिवस की पूर्व संध्या पर भेजे गए बधाई संदेश का जवाब दे रहे थे। उन्होंने पाकिस्तान के विदेश मंत्री को वार्ता प्रक्रिया आगे बढ़ाने के लिए निमंत्रित किया।

        The President today called for a serious look at bringing systemic changes to deal more effectively with corruption. Terming corruption as the enemy of development and good governance, Mrs. Pratibha Devi Singh Patil said that instead of getting lost in this mire, there is need to rise above it and address the issue. In her address to the nation on the eve of the 62nd Republic Day, Mrs. Pratibha Devisingh Patil said that financial institutions, corporate world and the civil society must uphold high standards of probity in their working. The President said that only a genuine partnership between the government and its people can bring about a positive change to create a just society. Calling for greater transparency and accountability in the delivery system, Mrs. Patil emphasised the need for good governance and people-centric administration. She said that callous and casual attitude in public service, is unacceptable.

          

 Without making any direct reference to the impasse in Parliament during the winter session, the President said that it is the joint responsibility of both the government and the opposition to ensure successful functioning of Parliament. She said, it is important that decorum and dignity of the House is upheld at all times. Mrs Patil said that the image of Parliament in the public mind can be affected if this does not happen and can result in a feeling of despondency which may derail democratic institutions. Emphasising that dialogue among stake holders in democratic institutions is an integral part of democratic working, Mrs. Patil said that one should refrain from any action that could be detrimental to democracy.

     Expressing confidence in achieving the growth rate at over nine per cent next year, Mr. Pratibha Devisingh Patil said that rising inflation particularly in food prices are a cause of serious concern and called for suitable action. She said that there is an urgent need for more innovative approaches towards food security, agriculture production and rural development. Mrs Patil  emphasised the need for second Green Revolution to maximise production and at the same time, generate income and employment opportunities for the rural population. She said, while the country can be proud of its successes, there are many significant tasks that are yet to be accomplished specially the pledge to empower the poor and the marginalised so that they can become part of the growth story of the country.

  

 Describing terrorism as the single most detrimental threat to the progress of human kind, the President said, there is a crucial need for concerted action by all members of the international community to eradicate the threat of this menace.

 The prestigious Padma Awards have been announced. Deputy Chairman of the Planning Commission Motek Singh Ahluwalia, Business tycoon Azeem Premji, noted Economist Vijay Kelkar, former National  Security Advisor Brajesh Mishra, well known writer Dr. Sitakant Mahapatra and Art scholar Kapila Vatsayan are among thirteen people who have been selected for Padma Vibhushan Award. Music Director Khayam, cine stars Shashi Kapoor, Wahida Rehman and Theatre Director Satyadev Dubey are to be honoured with Padma Bhushan alongwith, former Foreign Secretary Shyam Saran and Social Worker Shobna Ranade. Cine Stars Tabu, Kajol, Irfan Khan, Pop Singer Usha Uthup, Karnatak vocalist Janakiraman, Cricketer V.V.S. Lakshman, weightlifter Kunjarani Devi, Wrestler Sushil Kumar are among 75 persons selected for Padma Shree Awards. In a total of 128 Padma awards, 31 are women.

 The President today awarded 440 gallantry and other Defence decorations to Armed Forces personnel and others. This includes 5 Kirti Chakra, 21 Shaurya Chakra, 180 Sena Medal, 10 Nau Sena Medals, 3 Vayu Sena Medals, 30 Param Vishisht Seva Medals, 4 Uttam Yudh Seva Medals, 51 Ati Vishisht  Seva Medals,  4 Yudh Seva Medals, 14 Vayu Sena Medals, and 118 Vishisht Seva Medals. The President will confer the Ashok Chakra Award on Major Laishram Jyotin Singh, posthumously, before the start of the parade at the Rajpath.

 Seven hundred and fifty five personnel have been selected for Police Medals on the eve of the Republic Day.  Eleven police personnel will be decorated with gallantry awards and one hundred twenty nine with Police Medals. 82 Personnel will be given the President's Police Medal and 533 personnel will be conferred medals for their meritorious service.

 The BJP's flag yatra was today stopped at the Lakhanpur border of Jammu and Kashmir with its three senior leaders - Arun Jaitley, Sushma Swaraj and Ananth Kumar, alongwith BJYM President Anurag Thakur, were arrested as soon as they entered the state at Lakhanpur in Kathua District of Jammu Division. These top BJP leaders were arrested when they re-entered the state along with the Ekta Yatra of the party's youth wing led by Thakur but it was foiled by police which had put up barricades. AIR Correspondent reports that they were arrested for violating Section 144 of the IPC.

 At around 5.30 P.M when the Ekta Yatra led by Mr. Anurah Thakur entered Lakhanpur along-with senior BJP leaders and about 500 activists, they were immediately arrested for violating prohibitory orders and taken to District Police Lines, Kathua . Earlier, during the day , eight BJP MLAs including its legislature party leader Prof. Chaman Lal Gupta were not allowed to board the plane for Srinagar from Jammu Airport and were detained there .Three more BJP MLAs were detained and not allowed to leave the Srinagar airport on their arrival from Delhi for taking part in the flag hoisting programme at Lal Chowk, Srinagar. Situation in Jammu city is tense but under control .

 The Government has maintained that it cannot disclose information received from foreign entities on black money held by Indians abroad. This is because of absence of legal framework. Addressing a press conference in New Delhi today, the Finance Minister Pranab Mukherjee dismissed opposition criticism that it was not disclosing information because such disclosure may have impact upon the government. He said, Double Taxation Avoidance Agreement and Exchange of Taxation Information Agreement are two instrumentalities under which information can be obtained. Government has already amended pacts with 23 countries to get information from banks. The Finance Minister said, as and when the Income Tax Authorities will be in a position to prosecute cases against tax evaders, their names will be known. Referring to the reports of United States getting information from Swiss Banks on black money, Mr. Mukherjee said that it was an out of court settlement between the United Bank of Switzerland and the US. 

  Mr Mukherjee said, the government has formulated a five pronged strategy comprising of joining the global crusade against black money; creating an appropriate legislative framework; setting up institutions for dealing with illicit funds; developing systems for implementation and imparting skills to manpower for effective action.

 BJP today described the Finance Minister's comments on black money in Swiss bank as vague. Talking to reporters in New Delhi today senior party leader Ravi Shankar Prasad said that government lacks vision and concrete strategy to bring back the illegal money. He added that is the government should disclose the names of the culprits.

 The Reserve Bank of India today raised the repo rate, the rate at which it lends in short-term, to commercial banks, and the reverse repo rate, the rate at which it borrows, short-term, from commercial banks, by 0.25 per cent each, with immediate effect, in order to curb inflation. The RBI’s third quarter monetary policy review hiked the repo rate to 6.5 per cent, and reverse repo rate to 5.5 per cent. This will make funds expensive for banks, and may lead to a hike in banks’ interest rates. The RBI also extended the additional liquidity support facility to banks till April 8th, this year. But the Reserve Bank kept the Cash  Reserve Ratio, the proportion of deposits that commercial banks must keep in cash with the central bank, unchanged at 6 per cent. The Reserve Bank projected GDP growth at 8.5 per cent for 2010-11. The apex bank upped its inflation projection to 7 per cent by March-end, from the earlier estimated 5.5 per cent. And it warned against a possible spill-over of high food and energy prices to a more generalised inflation. The RBI said its monetary action was aimed at reining in rising inflationary expectations, while at the same time being moderate enough not to disrupt growth. Terming inflation as a clearly dominant concern, the Reserve Bank of India Governor Dr. D. Subbarao today said, there has been a sharp rise in global commodity prices. He further disclosed that transitory supply shock have triggered food inflation and RBI would endeavour to manage liquidity. Dr. Subbarao also expressed hope that the food inflation would moderate in April-June 2011.

Erasing all its early gains, the Sensex at the Bombay Stock Exchange dropped 182 points, or 1 percent, to close below the 19,000 level, at 18,969, today, after the Reserve Bank hiked its key policy rates, and revised upwards its inflation forecast. The Nifty at the National Stock Exchange shed 56 points, or 1 percent, to 5,687. Stock markets in Japan, China, Hong Kong, Singapore and South Korea again ended on a mixed note.   The rupee depreciated 3 paise, to 45.71 against the dollar.  Gold lost 270 rupees, to 20,140 rupees per ten grams in Delhi.  And crude oil futures declined 1.28 dollars, to 86.59 dollars a barrel on the New York Mercantile Exchange.

  In a shocking incident, an Additional District Collector, Yashwant Sonawane of Malegaon was allegedly burnt alive by kerosene adulteration traders at Manmad near Nashik today. Mr. Sonawane was conducting a raid to curb black marketing by the adulterated kerosene traders, when the incident took place. He was declared dead on arrival at the hospital. According to information received, local police were not informed about this raid. The Police have detained three persons in this case. Deputy Chief Minister Ajit Pawar has said that strict action will be taken against the culprits.

 In Chhattisgarh, naxalites have abducted five jawans in the Narayanpur district today.  According to police sources, armed naxal cadres intercepted a passenger bus this forenoon near Kungera village under Dhanora police station area.  They reportedly frisked the passengers and kidnapped six of them including five jawans of the Chhattisgarh Armed Forces.

 The Chhatisgarh High Court has fixed the 9th February as the next date of hearing on the bail petition of the Human Rights' activist Dr. Binayak Sen, as hearing could not be completed within the scheduled time. Dr. Sen is undergoing a life term on the charges of sedition.

 President Pratibha Devisingh Patil today voiced serious concern over criminalisation of politics and influence of money power in elections. She favoured necessary legislative measures to make electoral processes more robust and free of any malpractices. Speaking on the National Voters' Day today which coincides with the foundation of the Election Commission, the President said, some of the persistent concerns are the criteria for candidates to fight elections, so that criminals and other such elements are debarred from contesting elections. Mrs Patil said good electoral practices and high conduct would attract the youth as well as talented and capable people to politics. The President presented awards for the best electoral practices under various categories. Mrs Patil also handed over Voters Identity Cards to five newly enrolled voters. The function marked the culmination of year long diamond jubilee celebration of the Election Commission.
