मुख्य समाचार :-

• राष्ट्रपति ने महंगाई और काले धन की समस्या से निपटने तथा प्रशासनिक सुधार के प्रति सरकार की वचनबद्धता व्यक्त की।

राष्ट्रपति ने कहा है कि सरकार आम आदमी पर, मुद्रास्फीति के प्रतिकूल प्रभाव को लेकर बहुत चिन्तित है। उन्होंने कहा कि विकास दर में वृद्धि पर भी, मुद्रास्फीति का विपरीत असर पड़ता है। आज संसद के संयुक्त अधिवेशन में श्रीमती प्रतिभा देवी सिंह पाटिल ने कहा कि महंगाई की सरकार ने समस्या से निपटने के कदम उठाये हैं।
मुद्रास्फीति के प्रतिकूल प्रभावों से निपटने के लिए महत्वपूर्ण वस्तुओं की आपूर्ति में आने वाली बाधाओं को दूर करने के लिए आयात व्यवस्था को उदार बनाया गया। खाद्य तेल और दाल जैसे पदार्थों के निर्यात पर प्रतिबंध लगाया गया। सार्वजनिक वितरण प्रणाली के माध्यम से रियाती मूल्यों पर दालों की आपूर्ति की जा रही है।
उन्होंने कहा कि राष्ट्रीय खाद्य सुरक्षा विधेयक पर राज्यों से विचार-विमर्श किया जा रहा है क्योंकि इसकी सफलता सार्वजनिक वितरण प्रणाली में सुधारों के बारे में राज्यों की प्रतिबद्धत्ता पर निर्भर करती है। राष्ट्रपति ने कहा कि कृषि क्षेत्र की उत्पादकता और उत्पादन बढ़ाना, इस समस्या का असली हल है।
कृषि क्षेत्र की चर्चा करते हुए श्रीमती पाटिल ने किसानों को उनकी उपज का समुचित मूल्य सुनिश्चित करने की सरकार की वचनवद्धत्ता दोहराई। राष्ट्रपति ने कहा कि निवेश बढ़ाने और राज्यों को प्रोत्साहन देने के लिए ठोस उपाय किए जायेंगे।
विकास की गति बनाये रखने के कदमों का जिक्र करते हुए राष्ट्रपति ने कहा कि बारहवीं योजना में निजी क्षेत्र की भागीदारी से इस निवेश को दोगुना करने का प्रस्ताव है।

घरेलू वातावरण को निवेश के लिए और अधिक अनुकूल बनाने की आवश्यकता है। सार्वजनिक विदेशी निवेश तथा घरेलू विदेशी निवेश विशेष रूप से विदेशी प्रत्यक्ष निवेश को प्रोत्साहित किया जाना चाहिए। हमें व्यापक स्तर पर आर्थिक सुधारों की गति को बनाये रखना होगा।
पुरूष - महिला समानता के प्रति सरकार की वचनबद्धत्ता का जिक्र करते हुए श्रीमती पाटिल ने आशा व्यक्त की कि महिला आरक्षण विधेयक लोकसभा द्वारा पारित कर दिया जायेगा। राज्यसभा इसे मंजूरी दे चुकी है। इस विधेयक में लोकसभा और राज्य विधानसभाओं में महिलाओं के लिए 33 प्रतिशत आरक्षण का प्रावधान है।
राष्ट्रपति ने कहा कि सरकार, भ्रष्टाचार की समस्या से निपटने और विदेशी बैंकों में कथित रूप से जमा काले धन को वापस लाने के लिए कृतसंकल्प है।
सरकार काले धन के दुष्प्रभाव संबंधी चिंताओं से सहमत है। चाहे वो इमानदारी से की गई कमाई पर देय कर की चोरी से एकत्र किया गया धन हो या फिर गैर कानूनी तरीके से कमाया गया हो। मेरी सरकार इस समस्या को प्राथमिकता के आधार पर हल करने के लिए प्रतिबद्ध है।
भ्रष्टाचार से निपटने के लिए उठाये गए कदमों के बारे में श्रीमती पाटील ने कहा कि इस बारे में गठित मंत्री समूह जल्दी ही अपनी रिपोर्ट प्रस्तुत करेगा।

यह समूह सार्वजनिक क्रय नीति तैयार करने और सार्वजनिक क्रय मानक निर्धारित करने मंत्रियों को प्रदत्त विवेकाधिकारों की समीक्षा कर उन्हें समाप्त करने भ्रष्टाचार के आरोपीं लोक सेवकों के विरूद्ध तीव्र गति से अभियोजन चलाने और उनके विरूद्ध कार्रवाई करने के लिए काूनन में यथोचित संशोधन करने संबंधी मामलों पर विचार करेगा।
देश के कुछ भागों में हिंसा का जिक्र करते हुए श्रीमती पाटिल ने कहा कि सुरक्षा व्यवस्था में काफी सुधार किया गया है और अर्द्धसैनिक बलों तथा राज्यों की पुलिस को बेहतर प्रशिक्षण और सुविधायें दी जा रही हैं।
विभिन्न क्षेत्रों में हुई प्रगति की चर्चा करते हुए श्रीमती पाटिल ने बिजली क्षेत्र में सुधारों, दूरदर्शन के क्षेत्र में तेजी से विस्तार, ऊर्जा सुरक्षा और निर्यात बढ़ाने के लिए विशेष आर्थिक क्षेत्रों की स्थापना जैसे कदम उठाये गए हैं। पाकिस्तान के साथ सम्बन्धों के बारे में राष्ट्रपति ने कहा कि भारत सभी मुद्दों पर सार्थक बातचीत द्वारा शान्तिपूर्ण समाधान चाहता है।

संसद के संयुक्त अधिवेशन में राष्ट्रपति के अभिभाषण का कांग्रेस ने स्वागत किया है। पार्टी प्रवक्ता अभिषेक मनु सिंघवी ने कहा कि राष्ट्रपति ने मुद्रास्फीति, ईमानदारी और समग्र विकास जैसी पांच प्राथमिकताओं का जिक्र किया।
इन पांचों अहम नीतियों में नम्बर एक पर रखा गया है कीमतों के साथ जो निरंतर लड़ाई है इसकी अहमियत जो भ्रष्टाचार के आरोप हैं कमर कसके उनका विरोध करना। आर्थिक विकास इंफ्‌यूलेंस के साथ उसकी गति और दिशा आगे बढ़ाना सुरक्षा के मुद्दों पर आन्तरिक हो या बाहरी किसी प्रकार का कम्प्रोमाइस नहीं होने देना। और विदेश नीति ऐसी जो भारत को गौरवान्वित करे।
उधर, भाजपा ने कहा है कि राष्ट्रपति का अभिभाषण दिशाहीन था। पार्टी प्रवक्ता एस.एस. आहलूवालिया ने कहा कि अभिभाषण में देश की प्रमुख समस्याओं का कोई हल भी नहीं सुझाया गया।
मैं समझता हूं हम और भारतीय लोग जो उम्मीद कर रहे थे कि ऐसी अवस्था में आदर्श की कमी पारदर्शिता की कमी और एक तरफ महंगाई भ्रष्टाचार से लिप्त सरकार हो पूरे भाषण में कहीं भी इसका उल्लेख हुआ है इससे हम काफी निराश हैं।
मार्क्सवादी कम्युनिस्ट पार्टी की नेता बृंदा कारात ने आरोप लगाया कि राष्ट्रपति के अभिभाषण में सरकार के पहले के वायदों का जिक्र नहीं किया गया।

संसद के केन्द्रीय कक्ष में राष्ट्रपति के अभिभाषण के बाद तेलंगाना क्षेत्र के कांग्रेस सांसदों ने अलग तेलंगाना राज्य के गठन की मांग को लेकर नारे लगाए। करीब 12 सांसद हाथों में तख्तियां लिए अपनी सीटों पर खड़े हो गए और तब तक नारे लगाते रहे जबतक राष्ट्रपति वहां से चली नहीं गयीं।

संसद के दोनों सदनों की कार्यवाही पिछले सत्र के बाद दिवंगत हुए पूर्व सदस्यों को श्रद्धांजलि अर्पित करने के बाद कल तक के लिए स्थगित हो गई।

प्रधानमंत्री मनमोहन सिंह ने कहा है कि संसद का बजट सत्र काफी महत्वपूर्ण है उन्होंने उम्मीद जतायी है कि सत्र के दौरान कार्यवाही शांतिपूर्ण और सार्थक रहेगी। बजट सत्र के मौके पर संसद पहुुंचने के बाद प्रधानमंत्री ने कहा कि इस सत्र के दौरान संसद के दोनों सदनों में बजट पर बहस की जानी है और इसे पारित किया जाना है। उन्होंने कहा कि इसके अलावा और भी कई महत्वपूर्ण विधायी कार्य किये जाने हैं।

मुंबई में 26 नवंबर 2008 के आतंकी हमले के मामले में, बंबई उच्च न्यायालय ने आज पाकिस्तानी आतंकवादी अजमल कसाब के मृत्युदंड की पुष्टि कर दी। उसके दो भारतीय सहयोगियों फहीम अंसारी और सबाउद्दीन अहमद को बरी करने का निचली अदालत का फैसला भी उच्च न्यायालय ने बरकरार रखा।

बदले तुमने रंग बहुत, बहुत बदले नकाब फांसी तक हमने तुम्हें ला ही दिया कसाब कुछ इस तरह से बयान दिया विशेष लोक अभियोजक उज्ज्वल निकम ने जब बम्बई उच्च न्यायालय ने अजमल कसाब को दी गई मौत की सजा को बरकरार रखा। उच्च न्यायालय के फैसले के बाद कसाब की वकील पणाना शाह ने कि वो कसाब को सलाह देंगी कि वो सुप्रीम कोर्ट का दरवाजा खटखटा सकते हैं। बरहाल हाई कोर्ट द्वारा मुम्बई हमलों में मदद के आरोपी दो भारतीय फहीम अंसारी और शबाबुद्दीन अहमद को बरी कर दिये जाने से महाराष्ट्र के मुख्यमंत्री पृथ्वीराज चौहान नखुश हैं और उन्होंने कहा कि की उनकी सरकार इस फैसले के खिलाफ सुप्रीम कोर्ट में अपील करेगी।

गृहमंत्री पी चिदम्बरम ने कहा है कि आतंकवादी कसाब के बारे में बम्बई उच्च न्यायालय के फैसले से देश की कानूनी व्यवस्था की मजबूती साबित होती है।
भारतीय जनता पार्टी ने कसाब की मौत की सजा बरकरार रखने के बम्बई उच्च न्यायालय के फैसले का स्वागत किया है।

प्रधानमंत्री की आर्थिक सलाहकार परिषद के अनुमान के अनुसार अगले वित्त वर्ष में सकल घरेलू उत्पाद की विकास दर नौ प्रतिशत रहेगी। परिषद के अध्यक्ष डा0 सी रंगराजन ने आज नई दिल्ली में बताया कि चालू वित्त वर्ष में आर्थिक विकास दर आठ दशमलव छह प्रतिशत रहेगी। परिषद ने आज जारी अपनी ताजा रिपोर्ट में कहा कि इस वित्त वर्ष में कृषि क्षेत्र में विकास दर पांच दशमलव चार प्रतिशत रहने की आशा है।

भारत संचार निगम लिमिटेड - बी.एस.एन.एल -. ने अपनी पोस्टपेड ब्रॉडबैंड सेवा की दरों में 75 प्रतिशत तक की कटौती कर दी है। बी.एस.एन.एल. ने ये कटौती, होम-यूजर्स और जरनल-यूजर्स दोनों ही श्रेणियों में सीमित और असीमित डाउनलोड की दरों में की है। आधिकारिक सूत्रों ने बताया कि नये दरें लागू होने के बाद ब्रॉडबैंड शुल्क दो हजार 150 रूपये से घटकर , 850 रूपये रह जायेगा।

मुंबई शेयर बाजार का सेंसेक्स आज दो सौ 27 अंक उछलकर 18 हजार चार सौ 38 अंक पर बंद हुआ। नेशनल स्टॉक एक्सचेंज का निफ्‌टी साठ अंक की बढ़त के साथ पांच हजार पांच सौ 19 अंक पर जा पहुंचा।

खबर है कि लीबिया के राष्ट्रपति कर्नल मोअम्मार गद्दाफी त्रिपोली छोड़कर कहीं चले गए हैं। बीबीसी ने अपुष्ट खबरों के हवाले से कहा है कि सत्तारूढ़ पार्टी का मुख्यालय विपक्ष के नियंत्रण में है। कर्नल गद्दाफी के एक पुत्र सैफ अल इस्लाम गद्दाफी ने भी स्वीकार किया है कि पूर्वी शहर बेनगाज+ी और बेएदा पर विपक्ष का नियंत्रण हो गया है। बीबीसी के अनुसार सरकार विरोधी प्रदर्शनों पर कर्नल गद्दाफी के बल-प्रयोग को देखते हुए लीबिया के अनेक राजनयिकों ने इस्तीफा दे दिया है। भारत में लीबिया के राजदूत अली अल इस्सावी ने बीबीसी को बताया है कि नागरिकों पर बल-प्रयोग के लिए भाड़े के विदेशी सैनिक तैनात किए गए हैं।

बहरीन की राजधानी मनामा के पर्ल स्क्वायर में सरकार विरोधी प्रदर्शन अब भी जारी हैं। ये लोग, बड़े राजनीतिक सुधारों की मांग कर रहे हैं। इस बीच, विपक्ष ने अपनी मांगें बहरीन के युवराज, शेख सलमान बिन हमद अल खलीफा को दी हैं।
उधर, यमन में राष्ट्रपति सालेह ने त्याग-पत्र देने की मांग रद्द कर दी है। उन्होंने कहा है कि उनके शासन के विरुद्ध व्यापक प्रदर्शन सहन नहीं किए जाएंगे। उन्होंने इन प्रदर्शनों को भड़काने वाली कार्रवाई बताया, लेकिन प्रदर्शनकारियों के साथ बातचीत का प्रस्ताव भी दोहराया। राष्ट्रपति सालेह ने एक संवाददाता सम्मेलन में बताया कि उन्होंने सेना को आदेश दिया है कि केवल आत्मरक्षा में ही प्रदर्शनकारियों पर गोली चलाई जाए। यमन में पिछले लगभग दस दिन के प्रदर्शनों में नौ व्यक्तियों की जान जा चुकी है।

राष्ट्रीय मानवाधिकार आयोग ने नक्सलवादियों से अपील की है कि वे मलकानगिरि के जिला कलेक्टर आर विनील कृष्णा और जूनियर इंजीनियर पवित्र मांझी को तत्काल छोड़ दें। नई दिल्ली में जारी एक बयान में आयोग ने आशा व्यक्त की कि देश में मानव अधिकारों के समर्थक इस बात का प्रयास करेंगे कि अगवा किए गए दोनों लोग तुरन्त छोड़े जाएं।

The President Mrs Pratiba Devi Singh Patil today said that the government is deeply concerned over the adverse impact of inflation on the common man, stating that it poses a grave threat to the growth momentum. Addressing the joint sitting of the budget session of Parliament today, Mrs Patil outlined the steps taken by the government to address the issue.

She said that states are being consulted on the National Food Security Bill, as its success hinges critically on their commitment to reforms in the public distribution system. Devoting a substantial part of her 50 minute address to agriculture, Mrs Patil renewed the Government's commitment to ensure remunerative prices to farmers for their produce and noted that concrete measures will be in place to augment investment and provide incentives to the states. Highlighting the initiatives for sustaining the growth momentum, the President said, infrastructure development is the focus of the government with 20 lakh crore rupees invested in this sector in the eleventh plan. This, she said, is proposed to be doubled in the 12th five year plan with private sector participation. On the commitment to gender equity, Mrs Patil expressed the hope that women reservation bill will be considered  by the Lok Sabha soon. The Rajya Sabha has already passed the Bill which provides for 33 per cent reservation for women in Parliament and State Legislatures. The President asserted that the government stood committed to tackling the menace of corruption and bringing back the black money allegedly stashed in foreign banks.  She said, maintaining an uncompromising vigil on internal and external security fronts and pursuing a policy that ensures India's voice is heard and its interests are protected in the global fora, will also remain in focus. Dealing at length on the steps taken to fight corruption head-on, the President said, a Group of Ministers constituted to address the issue, will submit its report soon.

Expressing serious concern over black money stashed in foreign banks, Mrs. Patil said, steps have been taken to facilitate exchange of information for tax purposes with countries and entities where Indian nationals may have parked their money.  Talking about the strides made in different sectors, Ms Patil referred to reforms in the power sector, rapid expansion in telecom , energy security and setting up of special economic zones for promoting exports. Talking about relations with Pakistan, the President said New Delhi is seeking a peaceful resolution of issues through a meaningful dialogue provided Islamabad does not allow its soil to be used for terror activities against India. On developments in Egypt, Mrs. Patil said, India welcomes the dawn of democracy in other countries.

The Congress has hailed the Presidential address to the Joint sitting of Parliament today. Party spokesman Abhishek Singhvi said that the President outlined the five priority areas of the government including controlling inflation, probity in life and polity and inclusive growth. 

The BJP on the other hand said that the President's speech was direction-less. The party spokesman S.S. Ahluwalia said, the address has failed to provide answers to major issues confronting the country.

CPI(M) leader Brinda Karat alleged that the President's address shows that the government is oblivious of its promises made by it earlier.

The Prime Minister Dr. Manmohan Singh today said, the Budget session of Parliament is very crucial and hoped that the proceedings will be peaceful and productive. On his arrival at the Parliament House this morning for the Budget session, the Prime Minister said, the budget has to be debated and passed by the two Houses of Parliament during this session. Both Houses of Parliament have been adjourned till tomorrow after paying tributes to former members who died in the intervening period of the last session and the new one. They also paid tribute to the Hindustani classical vocalist Bharat Ratna Bhimsen Joshi.

The Bombay High Court today confirmed the death penalty awarded to lone captured Pakistani terrorist Ajmal Kasab for his involvement in the 26/11 Mumbai terror attacks. The court also upheld the lower court's order acquitting two Indian co-accused Faheem Ansari and Sabauddin Ahmed, facing charges of aiding in commission of the crime. The court, while confirming the death sentence to Kasab, rejected his plea praying to convert his death penalty to life sentence.

The Prime Minister's Economic Advisory Council today projected the economic growth in the country at 8.6 per cent for the current fiscal on the back of rebound in farm output. It said, inflation will come down to 7 per cent by March-end following a decline in food prices. The PMEAC, in its 'Review of the Economy 2010-11' report released today, also said the country's GDP is likely to grow by 9 per cent in 2011-12, back to the high rate it had witnessed before the onset of the global economic recession. According to PMEAC, the agriculture sector is expected to grow at 5.4 per cent this fiscal. This is higher than the 0.4 per cent rate of growth registered by the farm sector in 2009-10. PMEAC Chairman C Rangarajan said, Agriculture will do very well this year and wheat production might be a record one. Dr. Rangarajan said while the services sector is expected to register a growth rate of 9.6 per cent, industry is projected to grow by 8.1 per cent.

Odisha Home Secretary UN Behera has said that the mediators are satisfied with the response of the State Government on eight of the fourteen demands put forward by the Maoists for release of Malkangiri Collector R Vineel Krishna and junior engineer Pabitra Mohan Majhi. Addressing a press conference in Bhubaneshwar this evening, he said, rest of the six demands will be taken up in the final round of discussion between the State Government and negotiators to be held tomorrow. Mr.Behera said, the mediators, Prof Haragopal, Prof. R Someswar Rao and Dandapani Mohanty have also assured that the health of Krishna and Majhi is good and expressed confidence that they will be released soon.

In Andhra Pradesh, tight security arrangements have been made across Telangana region in view of the 48-hour total Bandh call given by the Telangana Joint Action Committee from tomorrow. Additional Security forces have been deployed at all important places in the state capital Hyderabad and other places in the region to avoid any untoward incident. Several associations of employees, trade unions, workers and teachers have announced their participation in the proposed Bandh. Meanwhile, one student was injured when police resorted to mild lathicharge today following stone pelting by students. Tension prevailed near Osmania University campus in Hyderabad following mild lathicharge on students when they were trying to take out a rally - Chalo Assembly. Earlier, Congress MPs from Andhra Pradesh staged Dharana outside Parliament, demanding creation of separate Telanagana State.

The Supreme Court today asked the Election Commission not to hold the Tamil Nadu Legislative Council elections till it decides a batch of petitions challenging the constitutional validity of the  Presidential notification for delimitation of Upper House  constituencies. The court was hearing the petitions filed by BJP and some individuals challenging the Madras High Court order which had refused to interfere in the notification saying it was legal and valid.

The parents of Aarushi Talwar today moved the Allahabad High Court challenging a CBI court order passed earlier this month. In the order, they have been accused of the murder of their teenaged daughter and domestic help, Hemraj, three years ago. The couple have also been accused of engaging in criminal conspiracy and destruction of evidence. The case is likely to come up for hearing on Wednesday.

Initiating a price war in the broadband segment, state-run BSNL today announced a reduction in post-paid broadband tariffs by up to 75 per cent. To give a push to its broadband business, BSNL has reformulated its existing post-paid broadband tariff structure. Official sources said that with the implementation of new tariffs, the entry threshold would come down from 2,150 to  850 rupees only, translating into a reduction of over 60 per cent.  It has reduced download charges of 50 to 60 paise per megabyte, to 20 paise for up to 5 gigabyte and 10 paise per MB thereafter. This, nearly 75 per cent cut in tariff, will be applicable for customers having plans of 250 to 700 rupees.

The Sensex, at the Bombay Stock Exchange surged 227 points, or 1.3 percent on fag-end buying interest, to close at 18,438, today. The Nifty, at the National Stock Exchange added 60 points, or 1.1 percent, to 5,519. Stock markets in Japan, China, Hong Kong, South Korea and Singapore ended mixed. The rupee appreciated 22 paise, to 44.99 against the dollar. Gold rose 125 rupees, to 20,870 rupees per ten grams in Delhi. Silver jumped 800 rupees, to a new record high of 49,500 rupees per kilo. And crude oil futures spurted 3.16 dollars, to 89.36 dollars a barrel on the NYMEX. And Brent crude oil future ruled above 104 dollars a barrel.

The situation in Libya is becoming increasingly confused and chaotic. There are several reports that Colonel Gaddafi has now left Tripoli, possibly for his hometown of Sirt or his desert base of Sabha. The east of the country is  almost entirely out of the hands of the government. Col. Gaddafi's hold on power is becoming weaker by the hour. In Tripoli itself, elements of the security forces are still on the streets, though the violence seems to be increasingly random. Meanwhile, India has expressed deep concern over the situation in Libya. Talking to reporters in New Delhi today, Foreign Secretary Nirupama Rao  said, the government was monitoring the situation but has not taken any decision on whether to evacuate the Indians living there. She said, the Indian Embassy in Tripoli is in touch with these people.

In Bahrain, anti-government protesters are camping at Manama’s Pearl Square calling for sweeping political reforms. Bahrain’s opposition, meanwhile, has presented its demands to the crown prince, which includes the release of all political prisoners, resignation of the government, investigations of deaths of protesters and talks on a new Constitution. Reports say, a group of protesters today called for the ouster of Bahrain's rulers as part of the reforms. Six people were killed and many wounded last week as security forces used force to quell protests.
