 सरकार टू जी स्पेक्ट्रम मामले की जांच के लिए संयुक्त संसदीय समिति बनाने पर सहमत हो गई है। प्रधानमंत्री डॉ० मनमोहन सिंह ने आज लोकसभा में यह घोषणा की। उन्होंने बताया कि इस मामले में औपचारिक प्रस्ताव जल्दी ही रखा जायेगा।
 
हमारी सरकार ने समझा कि सभी कारगर कदम उठाए गए है, इसलिए हम विपक्ष को मना लेंगे। लेकिन हम अपने पूरे प्रयासों के बावजूद ऐसा नहीं कर सके। हम ऐसी स्थिति को सहन नहीं कर सकते जहां, बजट सत्र में संसद का कामगाज नहीं होने दिया जाए। इन परिस्थितयों में हमारी सरकार संयुक्त संसदीय समिति बनाने पर सहमत हो गई है। इस मामले में औपचारिक प्रस्ताव जल्दी रखा जाएगा।
 
प्रधानमंत्री लोकसभा अध्यक्ष मीरा कुमार से संयुक्त संसदीय समिति के गठन की प्रक्रिया शुरू करने को कहा। इस विवाद के कारण संसद के शीतकालीन अधिवेशन में कोई कामकाज न होने का जिक्र करते हुए डा० मनमोहन सिंह ने कहा कि देश ऐसी स्थिति को बरदाश्त नहीं कर सकता कि संसद न चले और महत्वपूर्ण विधायी कार्य न होने दिया जाए। उन्होंने बताया कि ऐसी हालात में सरकार संयुक्त संसदीय समिति बनाने पर सहमत हो गई क्योंकि वह विपक्ष को अपनी यह मांग छोड़ने के लिए राजी नहीं कर सकी। भ्रष्टाचार को जड़ से समाप्त करने की अपनी सरकार की प्रतिबद्धता दोहराते हुए प्रधानमंत्री ने कहा कि सरकार ने इस मामले में तुरन्त और पारदर्शक कार्रवाई की है।

 इस मामले में सरकार के उपायों का जिक्र करते हुए प्रधानमंत्री ने बताया कि सीबीआई उच्चतम न्यायालय की निगरानी में इस प्रकरण की जांच कर रही है। यह मामला, संसद की लोक  लेखा समिति के सामने भी है। इस मुद्दे पर न्यायमूर्ति शिवराज पाटिल ने अपनी जांच रिपोर्ट दे दी है।
 
प्रधानमंत्री के इस वक्तव्य के बाद लोकसभा में विपक्ष की नेता सुषमा स्वराज ने सरकार के इस फैसले का स्वागत किया। उन्होंने कहा कि इसे किसी पार्टी की हार जीत नहीं कहा जाना चाहिए बल्कि यह लोकतंत्र की विजय  है।
 समाजवादी पार्टी के नेता मुलायम सिंह यादव ने कहा कि संयुक्त संसदीय समिति से इस मामले की जांच के समुचित परिणाम की आशा की जा सकती है। भारतीय कम्युनिस्ट पार्टी के गुरूदास दास गुप्ता ने इसे देर से किया गया सही फैसला बताया।

 सरकार ने आतंकवाद से निपटने के लिए कई महत्वपूर्ण फैसले किये हैं। गृह राज्यमंत्री गुरूदास कामत से आज लोकसभा में पूछा गया कि क्या सरकार ने आतंकवाद के खतरे से निपटने के लिए अपनी तैयारी की कोई समीक्षा की है। उन्होंने इस लिखित प्रश्न के उत्तर में बताया कि केन्द्रीय अर्द्धसैनिक बलों की संख्या  बढ़ाने, प्रभावशाली सीमा प्रबंधन, चेन्नई, हैदराबाद और मुम्बई में राष्ट्रीय सुरक्षा गार्ड-एनएसजी के केन्द्र स्थापित करने और सरकारी तथा निजी प्रतिष्ठानों में केन्द्रीय औद्योगिक सुरक्षा बल तैनात करने जैसे उपाय किए गए हैं। श्री कामत ने बताया कि आतंकवाद से निपटने में सुरक्षा एजेंसियों के हाथ मजबूत करने के लिए गैर कानूनी गतिविधि रोकथाम अधिनियम में संशोधन किया जा चुका है।  बड़े मामलों की छानबीन के लिए राष्ट्रीय जांच एजेंसी -एनआईए की स्थापना की गई है। यह पूछे जाने पर क्या सरकार आतंकवाद के खतरे से निपटने के लिए तकनीकी रूप से सक्षम कोई नया विशेष बल भी बना रही है। श्री कामत ने कहा कि आतंकवाद विरोधी इकाइयों की स्थापना के अलावा राज्य सरकारों ने तुरन्त कार्रवाई दल और विशेष कार्रवाई बल बनाये हैं। श्री कामत ने बताया कि खुफिया सूचनाओं का आदान-प्रदान करने के साथ साथ विभिन्न एजेंसियां पूरे तालमेल के साथ काम कर रही हैं। इससे आतंकवादियों के कई ठिकाने ध्वस्त किये गए हैं और कई हमले पहले ही रोके जा चुके हैं।

 सरकार ने आज कहा कि जम्मू-कश्मीर में स्थिति में सुधार को देखते हुए वहां से केन्द्रीय अर्द्ध सैनिक बलों की और वापसी पर विचार किया जा रहा है। लोकसभा में एक लिखित उत्तर में गृह राज्यमंत्री गुरुदास कामत ने कहा कि राज्य में कानून-व्यवस्था की स्थिति बनाए रखने में राज्य के सुरक्षा बलों को अधिक से अधिक जिम्मेदारी सौंपने के लिए सरकार धीरे-धीरे केन्द्रीय अर्द्ध सैनिक बलों की तैनाती कम करने को कृत संकल्प है। उन्होंने कहा कि २००९ में घाटी से अर्द्ध सैनिक बलों की दस बटालियन हटा लिए गए हैं।
 हमारे संवाददाता ने बताया है कि पिछले वर्ष गर्मियों में हिंसा की कई घटनाओं के बाद प्रधानमंत्री द्वारा सितम्बर में बुलाई गई सर्वदलीय बैठक में कई फैसले लिए गए थे। बाद में सरकार ने आठ सूत्रीय कार्यक्रम को मंजूरी दी थी, जिसके तहत राज्य के सभी वर्ग के लोगों से बातचीत के लिए वार्ताकारों का एक दल नियुक्त किया गया था।

 राज्यसभा में बढ़ती महंगाई पर सदस्यों की चिंता पर सरकार ने आज कहा कि मुद्रा स्फीति का आंकड़ा १६ महीनों के बाद दहाई से नीचे आ गया है। वित्त मंत्री प्रणब मुखर्जी ने पूरक प्रश्नों के उत्तर में कहा कि खाद्य पदार्थों का थोक मूल्य सूचकांक २० प्रतिशत से घटकर फरवरी में नौ दशमलव तीन शून्य प्रतिशत पर आ गया। महंगाई पर काबू पाने के लिए वित्तीय और मौद्रिक उपायों का उल्लेख करते हुए श्री मुखर्जी ने कहा कि आवश्यक वस्तुओं के मूल्यों में स्थिरता लाने को प्राथमिकता दी जा रही है। सार्वजनिक वितरण प्रणाली को दुरुस्त करने की जोरदार वकालत करते हुए वित्तमंत्री ने कहा कि सरकार समाज के कमजोर वर्गों पर पड़ने वाले प्रतिकूल असर को कम करने के लिए हर संभव उपाय कर रही है। उन्होंने कहा कि सार्वजनिक वितरण प्रणाली की   देखरेख के लिए मुख्यमंत्रियों की एक उप समिति  बनाई जा चुकी है। इसकी रिपोर्ट की प्रतीक्षा है।

 सरकार सभी राज्यों की राजधानियों और दस लाख तथा इससे अधिक आबादी वाले शहरों के पास सब्जी की मंडियां बनाने पर विचार कर रही है। कृषि मंत्री शरद पवार ने लोकसभा में एक प्रश्न के उत्तर में बताया कि इस प्रस्ताव को अन्तिम रूप देकर जल्दी ही संसद में रखा जायेगा। श्री पवार का कहना था कि यह कदम सब्जियों की मांग और आपूर्ति के बीच अंतर कम करने के लिए उठाया जा रहा है।
कीमतें बढ़ने के मुद्दे पर श्री पवार ने कहा कि प्रधानमंत्री इस मामले पर विचार करने के लिए सभी सम्बद्ध पक्षों की बैठक बुला चुके हैं। सभी आवश्यक उपाय शुरू कर दिये गए हैं। जमाखोरों और काला बाजारियों के खिलाफ कार्रवाई करना मुख्यतया राज्य सरकारों का काम है।

संसंद में राष्ट्रपति के अभिभाषण पर धन्यवाद प्रस्ताव पर   राज्यसभा में  चर्चा शुरू हो गयी है। बहस आरंभ करते हुए कांग्रेस के जनार्दन द्विवेदी ने सरकार की उपलब्धियों की प्रशंसा की।  उन्होंने कहा कि मुद्रास्फीति पर काबू पाने के लिए प्रभावशाली कदम उठाये जाने चाहिएं।  यह लक्ष्य कृषि उत्पादन और उत्पादकता बढा कर  प्राप्त किया जा सकता है। श्री द्विवेदी ने लोकसभा में महिला आरक्षण विधेयक  पास किए जाने की जोरदार मांग की। स्वाधीनता संघर्ष में महिलाओं की भूमिका को याद करते हुए उन्होंने कहा कि इस महत्वपूर्ण विधेयक को आसानी से पास कराने के लिए प्रक्रिया संबंधी कुछ मतभेद हल किये जाने चाहिएं। श्री द्विवेदी ने आजादी के बाद, देश में सूचना और शिक्षा का अधिकार प्रदान करने तथा मनरेगा लागू करने का,े मौजूदा  सरकार का ऐतिहासिक कदम बताया। उन्होंने कहा कि राष्ट्रपति ने अपने अभिभाषण में ठीक ही कहा है कि भ्रष्टाचार और काला धन के दो महत्वपूर्ण क्षेत्रों पर अधिक ध्यान देने की जरूरत है और सरकार इन समस्याओं से निपट रही है।

स्वास्थ्य और परिवार कल्याण मंत्री गुलाम नबी आजाद ने कहा है कि सरकार, देश में चलती फिरती चिकित्सा इकाइयां गठित करने में पहाड़ी और दुर्गम क्षेत्रों को प्राथमिकता दे रही है। आज राज्यसभा में प्रश्नों के उत्तर देते हुए श्री आजाद ने कहा कि देश के २८ राज्यों और केंद्रशासित प्रदेशों में ऐसी एक हजार ५५८ इकाइयां काम कर रही हैं।

 सरकार ने बताया है कि पिछले पांच साल में देश में काला आज+ार रोग से मरने वालों की संख्या में उल्लेखनीय कमी आई है।  स्वास्थ्य और परिवार कल्याण मंत्री गुलाम नबी आजाद ने राज्यसभा में प्रश्नकाल में बताया कि २०१० में केवल ९८ रोगियों की मृत्यु की सूचना मिली जबकि २००५ में इस बीमारी से एक सौ ५७ लोगों की मौत हुई थी। श्री आजाद ने बताया कि सरकार ने इस बीमारी पर काबू पाने के लिए राष्ट्रीय ग्रामीण स्वास्थ्य मिशन के तहत कई कदम उठाए हैं।

 गृहमंत्री ने कहा है कि  दिल्ली में अपराध की  घटनाओं में मामूली वृद्धि के बावजूद, स्थिति पूरी तरह नियंत्रण में है। लोकसभा में एक प्रश्न के उत्तर में श्री चिदम्बरम ने बताया कि पिछले दशक में अपराध की दर में कमी आई है। उन्होंने कहा कि जहां २००१ में प्रति लाख की आबादी पर ३९२ घटनाएं हुईं, वहीं मौजूदा समय में ये २८१ रह गई हैं।
 उन्होंने कहा कि पुलिस बल में सुधार, अधिक पुलिसकर्मियों की नियुक्ति और राष्ट्रीय राजधानी से लगे राज्यों के साथ बेहतर समन्वय से अपराधों में और कमी आएगी।

 गुजरात में अहमदाबाद की एक विशेष अदालत ने २००२ में गोधरा में साबरमती एक्सप्रेस का एक डिब्बा जलाए जाने के मामले में आज फैसला सुनाते हुए साजिश की बात मान ली है। अदालत ने ३१ अभियुक्तों को दोषी ठहराया और ६३ को बरी कर दिया है। मुख्य आरोपी मौलवी उमरजी को बरी कर दिया गया है, जबकि अन्य दो प्रमुख आरोपी हाजी बिल्ला और रज्जाक कुरकुर को दोषी करार दिया गया है। सजा २५ फरवरी शुक्रवार को सुनाई जाएगी। हमारे संवाददाता ने बताया कि वैज्ञानिक प्रमाणों, गवाहों के बयान और परिस्थितिजन्य साक्ष्यों के आधार पर यह फैसला सुनाया गया है।

 इस घटना में उनसठ लोग मारे गए थे, जिसके बाद गुजरात में फैले दंगों में १२ सौ से अधिक लोगों की जान गयी थी। गोधरा अग्निकांड की सुनवाई साबरमती सेंट्रल जेल के अंदर जून २००९ में शुरु हुई थी। २७ फरवरी २००२ को साबरमती एक्सप्रेस का एस-छह कोच जलाने के इस मामले में ९४ लोगों को अभियुक्त बनाया गया था। अभियुक्तों पर आपराधिक षड़यंत्र रचने और हत्या के आरोप हैं।

 ओड़ीशा में मलकानगिरि के जिला मजिस्ट्रेट और कलेक्टर आर. विनील कृष्ण और कनिष्ट इंजीनियर पबित्र मोहन मांझी को छुड़ाने के लिए आज तीसरे दिन भी बातचीत जारी है। तीन मध्यस्थों में से दो ने आज भुवनेश्वर की झारपाड़ा जेल में माओवादी नेता गन्ती प्रसादम से भेंट की। और पिछले रविवार से ओड़ीशा सरकार के साथ चल रही वार्ता प्रक्रिया की प्रगति पर बातचीत की। माओवादी चाहते हैं कि गन्ती प्रसादम को वार्ता प्रक्रिया में शामिल किया जाए। समझा जाता है कि अगवा किये गये जिला कलेक्टर और कनिष्ठ इंजीनियर की रिहाई के मामले में प्रसादम की मुख्य भूमिका है।
 इस बीच, ओड़ीशा सरकार और मध्यस्थों के बीच तीसरे दौर की बातचीत आज भुवनेश्वर में होने की आशा है। सभी की नजर न्यायिक प्रक्रिया पर टिकी हुईं हैं। गन्ती प्रसादम और पद्म की ज+मानत याचिकाएं ओड़ीशा उच्च न्यायालय में पेश की जा चुकीं हैं।
 श्रीरामुलु श्रीनिवासन की जमानत याचिका मलकानगिरि की त्वरित अदालत में पेश की गई है। इन तीनों पर देश के खिलाफ युद्ध छेड़ने सहित गंभीर अपराधों के आरोप हैं। माओवादियों की मांग है कि मलकानगिरि जि+ला कलेक्टर और जूनियर इंजीनियर की रिहाई के बदले माओवादी नेताओं को रिहा किया जाए।

 आंध्र प्रदेश में, तेलंगाना संयुक्त कार्रवाई समिति के ४८ घंटे के बंद से आज तेलंगाना क्षेत्र में सामान्य जीवन पर प्रतिकूल असर पड़ा है। छोटी-मोटी घटनाओं को छोड़कर बंद अब तक शांतिपूर्ण हैं। तेलंगाना राष्ट्र समिति, भारतीय कम्युनिस्ट पार्टी, भारतीय जनता पार्टी और तेलुगूदेशम पार्टी के इस क्षेत्र के नेताओं ने बंद का समर्थन किया है। परिवहन सेवाओं पर सबसे अधिक असर पड़ा है। हमारी संवाददाता ने बताया कि इस क्षेत्र के दस जि+लों में लोगों को बहुत असुविधा झेलनी पड़ रही है।

 इस बीच, तेलंगाना पर एक प्रस्ताव की मांग करते हुए तेलंगाना राष्ट्र समिति, सीपीआई और भाजपा ने विधानसभा में कार्यवाही नहीं चलने दी। सदस्यों द्वारा नारेबाजी और विरोध के बीच उपाध्यक्ष एन मनोहर ने थोड़ी -थोड़ी देर के लिए सदन की बैठक दो बार स्थगित की।

 बिहार विधानसभा का बजट सत्र आज शुरू हुआ। दोनों सदनों की संयुक्त बैठक में अपने अभिभाषण में राज्यपाल देव आनंद कुंवर ने कहा कि भ्रष्टाचार को समाप्त करना राज्य सरकार की सर्वोच्च प्राथमिकता है। भ्रष्टाचार को विकास के रास्ते की रूकावट बताते हुए राज्यपाल ने सभी क्षेत्रों से भ्रष्टाचार मिटाने के लिए लोगों से पूरा सहयोग देने को कहा। हमारे पटना संवाददाता ने बताया है कि बजट अधिवेशन तीस मार्च तक चलेगा।

 लीबिया के राष्ट्रपति कर्नल गद्दाफी ने आज सरकारी टेलीविजन पर आकर इन खबरों को गलत बताया कि वे देश से चले गए हैं। उन्होंने लीबिया की लोगों से कहा कि वे विदेशी चैनलों के प्रचार से गुमराह न हों।
   राजधानी त्रिपोली सहित पूरे देश में कर्नल गद्दाफी का जबरदस्त विरोध हो रहा है। सुरक्षाबलों और प्रदर्शनकारियों के बीच और झड़पें होने की खबर है। समाचार चैनल अल जजीरा के अनुसार लीबिया के न्याय मंत्री मुस्तफा अब्दुल जलील ने प्रदर्शनकारियों पर अधिक बल प्रयोग के विरोध में त्यागपत्र दे दिया है और वे जन आन्दोलन में शामिल हो गए हैं।
 अमरीकी विदेशमंत्री हिलेरी क्लिंटन ने कर्नल गद्दाफी को एक कड़ा संदेश देते हुए कहा है कि वे शांतिपूर्वक प्रदर्शन कर रहे लोगों का दमन न करें।
 लीबिया के पूर्वी शहर बेनग़ाजी से बढ़ता विरोध कल राजधानी त्रिपोली तक पहुंच गया। कर्नल गद्दाफी के एक पुत्र ने प्रदर्शनकारियों को चेतावनी दी है कि यह लीबिया हैं, मिस्र या टयूनीशिया नहीं।
 लीबिया संकट पर विचार करने के लिए आज संयुक्त राष्ट्र सुरक्षा परिषद की बैठक हो रही है। यह बैठक बंद कमरे में होगी। पहली बार सुरक्षा परिषद में अरब देशों में हो रहे व्यापक प्रदर्शनों की चर्चा होगी।

 सरकार ने बताया है कि लीबिया में सभी भारतीय सुरक्षित हैं। विदेशमंत्री एस एम कृष्णा ने संसद से बाहर पत्रकारों को बताया कि त्रिपोली में भारतीय दूतावास भारतीय नागरिकों के सम्पर्क मे हैं। वह लीबिया की स्थिति पर लगातार नजर रखे हुए हैं। श्री कृष्णा ने आश्वासन दिया कि लीबिया में भारतीयों की सुरक्षा के  सभी कदम उठाये जायेंगे।
 हमारे संवाददाता ने बताया है कि त्रिपोली और नई दिल्ली में कंट्रोल रूम बनाये गए हैं जहां से भारतीय नागरिक कोई भी आवश्यक सूचना प्राप्त कर सकते हैं।

 बहरीन के सुल्तान ने अनेक कैदियों को रिहा करने और कई नेताओं के खिलाफ मुकदमे खत्म करने के आदेश दिये हैं। बहरीन की सरकारी समाचार एजेंसी के अनुसार राष्ट्रीय एकता की आवश्यकता को ध्यान में रखते हुए यह आदेश जारी किये गये हैं। बहरीन के युवराज शेख सलमान को विपक्ष के साथ बातचीत की जिम्मेदारी सौंपी गई है।
 इस बीच, बड़े पैमाने पर राजनीतिक सुधारों की मांग के लिए मनामा के पर्ल चौक में डेरा डाले हुए सरकार विरोधियों ने आज इस चौक पर व्यापक प्रदर्शन करने को कहा है। मौजूदा संकट को देखते हुए सरकार ने १३ मार्च के बहरीन फार्मूला वन ग्रां प्री को रद्द कर दिया है। 
 उधर, यमन में कल राष्ट्रपति सलेह ने सत्ता छोड़ देने की मांग को नामंजूर कर दिया है। उन्होंने आज कहा कि उनके शासन के खिलाफ जो व्यापक प्रदर्शन हो रहे हैं वे उकसाने वाली ऐसी कार्रवाई हैं जिन्हें स्वीकार नही किया जा सकता।
 इधर, इराकी संसद के अध्यक्ष ने कल कहा कि सदन का काम एक सप्ताह के लिए स्थगित कर दिया गया है और भ्रष्टाचार, खाने-पीने की चीजों की कमी और अन्य सेवाएं ठीक से न उपलब्ध कराये जाने के खिलाफ बढ़ते हुए आक्रोश को शांत करने में मदद के लिए सांसदों को अपने-अपने क्षेत्रों में भेजा गया है।

लीबिया में मौजूदा हालात के कारण वहां की सरकार द्वारा तेल के उत्पादन में कटौती की आशंका को देखते हुए कच्चे तेल के मूल्यों में जोरदार उछाल आया है। लीबिया में एक अंतर्राष्ट्रीय तेल कंपनी ने अपना उत्पादन एक लाख बैरल प्रतिदिन कम कर दिया है। उत्तर अफ्रीका और पश्चिम एशिया के देशों में आम जनता के प्रदर्शनों के मद्देनजर तेल उत्पादन पर पड़ने वाले असर को    देखते हुए मार्च की डिलीवरी के लिए अमरीकी कच्चे तेल के दाम प्रति बैरल ९४ दशमलव चार-नौ डॉलर तक पहुंच गए हैं। अप्रैल की डिलीवरी के लिए ब्रैंट क्रूड का भाव एक सौ आठ दशमलव एक आठ डालर प्रति बैरल हो गया है। यह अक्तूबर २००८ के बाद तेल की सबसे ऊंची कीमत है।

 बम्बई शेयर बाजार का संवेदी सूचकांक आज शुरुआती कारोबार में एक सौ ५५ अंक की गिरावट के साथ खुला। अब से कुछ देर पहले यह १९३ अंक गिरकर १८ हजार २४४ पर था।
 नेशनल स्टॉक एक्सचेंज का निफ्टी भी ६८ अंक गिरकर पांच हजार ४४९ पर था।
 एशियाई शेयर बाजारों में भी मंदी का रुख रहा।  हांगकांग के हेंगसेंग में एक दशमलव पांच दो प्रतिशत और जापान के निक्केई में एक दशमलव शून्य तीन प्रतिशत की गिरावट दर्ज की गई।

  न्यूजीलैंड के क्राइस्ट चर्च शहर में आज भीषण भूकम्प में ६५ लोग मारे गए हैं। भूकम्प को रिक्टर पैमाने पर छह दशमलव तीन मापा गया।  कई इमारतें ध्वस्त हो गईं हैं और लोग तथा वाहन मलबे में दब गए हैं। टेलीविजन पर आई तस्वीरों में अनेक इमारतों को गिरते दिखाया गया है। प्रधानमंत्री जॉन के क्राइस्ट चर्च पहुंच गए हैं। उन्होंने मृतकों की संख्या  बढ़ने की आशंका व्यक्त की। प्रधानमंत्री ने इसे देश का सबसे दुखद दिन बताया है। भूकम्प के  झटके अब भी महसूस किए जा रहे हैं।

 झारखंड में ३४वें राष्ट्रीय खेलों के आज दसवें दिन महिलाओं की तीन हजार मीटर साईकलिंग का स्वर्ण पदक मणिपुर ने जीत लिया है। इस वर्ग में केरल की टीम ने रजत और पंजाब ने कांस्य पदक जीता। पुरूषों के चार हजार मीटर साईकलिंग का स्वर्ण सेना ने प्राप्त किया।
 महिलाओं की बास्केटबॉल में दिल्ली ने महाराष्ट्र को पराजित कर कांस्य पदक हासिल किया।

 केन्द्र सरकार राष्टी्रय स्तर पर खेलों को बढ़ावा देने के लिए एक विधेयक लाने पर विचार कर रही है। इसमें खेलों से जुड़े सभी मामलों से निपटने के प्रावधान शामिल होंगे। खेल मंत्री अजय माकन ने आज लोकसभा में अपनी ओर से वक्तव्य देते हुए कहा कि इस विधेयक का मसौदा जनता के सामने रखा जा चुका है और आम लोगों से इस पर विचार आमंत्रित किये गए है।

  असम सरकार ने इस साल का असम रत्न पुरस्कार जानीमानी साहित्यकार और ज्ञानपीठ पुरस्कार प्राप्त डॉक्टर इंदिरा गोस्वामी को देने का फैसला किया है। ये घोषणा सांस्कृतिक मामलों के मंत्री भरत चन्द्र नाराह ने गोवाहाटी में की। ममोनी रायसम गोस्वामी के नाम से लिखने वाली डॉक्टर इंदिरा गोस्वामी को, असमिया साहित्य में उनके उल्लेखनीय योगदान के लिए, पुरस्कृत किया जा रहा है। असम सरकार ने यह पुरस्कार २००६ में शुरू किया था। जाने-माने गायक और दादा साहेब फाल्के पुरस्कार प्राप्त डॉक्टर भूपेन हजारिका को सबसे पहले इस पुरस्कार से सम्मानित किया गया था।

 अहमदाबाद में आज शुरू हुई डिजर्ट स्टॉर्म कार रैली में पहली बार भारतीय वायुसेना की एक महिला अधिकारी भाग ले रही हैं। सशस्त्र सेनाओं के इतिहास में यह एक ऐतिहासिक घटना है।  दो हजार ४०० किलोमीटर की इस कार रैली में भाग लेने वाली ये महिला अधिकारी हैं-स्क्वेड्रन लीडर ज्योति येरोल्कर। उन्होंने इस रैली के लिए बड़ी कठिन चयन प्रक्रिया में सर्वोच्च स्थान प्राप्त किया। चयन के दौरान, प्रतियोगियों की, कार चलाने, संचालन कौशल और वाहन की जानकारी की   परीक्षा ली गई।
 इस रैली में १५६ टीमें भाग ले रहीं हैं। इनमें से तीन टीमें भारतीय वायुसेना की हैं। हमारी संवाददाता ने बताया है कि रैली में भाग लेने वाली कारें भुज, नालिया, जैसलमेर, बीकानेर और जयपुर होते हुए इस महीने की २७ तारीख को दिल्ली पहुंचेगीं, जहां रैली संपन्न होगी।

The government has agreed to the setting up of a Joint Parliamentary Committee to probe into the 2G spectrum scam. Announcing this in the Lok Sabha today the Prime Minister Dr. Manmohan Singh said  a formal resolution in this regard will be moved soon.

The Prime Minister requested the Loksabha Speaker Mrs. Meira Kumar to proceed with the formation of a JPC. Referring to the winter session of parliament being lost due to the controversy, Dr Manmohan Singh said that the country can ill afford a situation where Parliament is paralysed.

Reiterating the government's committment  to root out corruption Dr. Singh said that the government has acted expeditiously and transparently on the issue.

Listing the measures taken by the government on the issue Dr. Singh said that the CBI investigation is being conducted under the supervision of the Supreme Court even as the Public Accounts Committee of Parliament is seized of the matter. He also said that the report of the justice Shivraj Patil which went into the issue is also in public domain.

Soon after the Prime minister made his statement, the opposition party leader in Lok sabha Mrs Sushma Swaraj, welcomed the government decision and said it should not seen a victory or a defeat of any one party, but a victory of democracy.

Mulayam Singh Yadav of Smajwadi Party said that with the announcement regarding the JPC, proper outcome can be expected .  Gurudas Dasgupta of CPI said that it is better late than never.

The Lok Sabha Speaker today said that the chair will consider the request from former Telecom Minister A. Raja to participate in the debate on the 2G issue. Talking to reporters in New Delhi Mrs. Meira Kumar however said no request in this regard has so far been received.

The government today said it is taking several steps to curb inflation. Replying to questions in the Rajya Sabha, finance minister Pranab Mukherjee said the government is doing its best to reduce the adverse impact on vulnerable people. He said the measures included the strengthening of the public distribution system.

Mr Mukherjee said employment guarantee scheme has given enough purchasing power to the people. He said a subcommittee consisting of chief ministers had already been constituted to deal with PDS system. The finance minister informed the House that the reports are awaited.

Mr Mukherjee also outlined fiscal, administrative and monetary measures to tackle the issue.

Sharing the concern of the members in the Rajya Sabha on inflation, the government today said that it has touched single digit after 16 months. Giving the details, the Finance Minister said, that the whoelsale Price Index of food items has come down from over 20 per cent in February to 9.30 per cent in the current month.

The government is working on earmarking vegetable hubs near all the state capitals and cities having a population of ten lakh and above. In reply to a question in Lok Sabha, the Agriculture Minister Mr. Sharad Pawar said that a final roadmap to this effect will be placed before the Parliament soon. The Minister informed the House that these steps are being taken to mitigate the gap in demand and supply of vegetables.

On the issue of creating of price stabilization funds for vegetable produces, the agriculture Minister opined that it is not possible for the government under any circumstances to procure perishable consumer items.

Mr. Pawar however assured the House that given the crop condition, this year will be the best one.

The Rajya Sabha has taken up the discussion on the motion of thanks on the President's address to Parliament. Initiating the debate, Janardan Dwivedi of Congress while hailing the achievements of the government, called for taking effective measures to deal with the inflation. He said this can be achieved by increasing agriculture production and productivity.

The Home Minister Mr. P.Chidambaram has said crime in Delhi is well under control despite marginal increase in incidents. Replying to a question in Lok Sabha the incidents of crime per lakh of population has come down in the last decade.

He said a series of measures including improving policing, recruitment of more policemen, better coordination with states bordering the National capital will improve the situation further.

Denying allegations that the situation is worsening, the home minister said Delhi is as safe as any other city in the country.

The Government has taken a number of important decisions to tackle terrorist threats in the country. Minister of State in the Ministry of Home Affairs Mr. Gurudas Kamat today said this in reply to a query whether any assessment has been made about the preparedness to tackle terrorist threats. In a written reply in the Lok Sabha, the Minister said that this includes increasing the strength of central para-military forces, effective border management, establishment of NSG hubs at Chennai, Hyderabad, Mumbai besides deployment of CISF in government and private industrial undertakings.

Green Tribunal courts to address the environmental issues will start functioning soon across the country. Replying supplementaries in the Rajya Sabha today, Environment minister Jairam Ramesh said under the National Green Tribunal Act, process of appointment of five judicial and seven expert members will be completed in the near future. Sharing the concerns of the members, the minister said that environment ministry is keen that the credibility of the tribunals is established from day one and that is why the selection committee is headed by a retired Supreme Court judge. The minister said any citizen can file an appeal in the Tribunal against an order granting environmental clearance. He, however, informed the members that right to appeal to the High Court is a constitutional right which can not be withdrawn.

The government today said that the number of deaths due to Kala-azar in the country have significantly come down during the last five years. Replying to questions in the Rajya Sabha, the Health and Family Welfare Minister, Mr Ghulam Nabi Azad said only 98 deaths were reported in 2010 as against 157 in 2005. Disputing the reports that there was no progress made to contain the disease, Mr Azad said the government has taken several measures under the National Rural Health Mission. They included incentives to kala azar activitists, besides free diet to patients and incentives for them for losing weight during the 28-day treatment.

Mr.  Azad  said the government is giving priority to hilly and difficult areas to set up mobile medical units in the country.   He said mobile medical units have been envisaged to provide preventive, promotive and curative care in inaccessible areas.

The Budget session of the Bihar State Legislature began today with a joint address to the two Houses by Governor Devanand Kunwar. While addressing the joint session of the two Houses, the Governor said that elimination of corruption is the top priority of the state government.  AIR correspondent reports that the budget session of the state legislature will continue till the 30th March.

For the first time ever Deputy Chief Minister sushil Kumar Modi will present the budget for urban local bodies and panchayati raj institutions along with the state budget on Friday. Before this the economic survey of the state will be tabled on the floor of the houses tomorrow. The Right to service Bill will also be introduced in the houses.The bill ensures for delivering of important services in government offices in a stipulated time frame .It also provides strict censures and punishments to officials who fail to deliver.

A special court in Ahmedabad today upheld the conspiracy theory in the burning of the Sabarmati Express in 2002 and convicted 31 people while acquitting 63  including the main accused Maulvi Umarji. 59 people were killed in the carnage which  triggered violence in Gujarat that had claimed the lives of over 1200 people.

The sentence would be pronounced on Friday.  The court acquitted prime accused Maulana Umarji while other prominent accused Haji Billa and Rajjak Kurkur were convicted.

The accused had been charged with criminal conspiracy and murder in burning of the S-6 coach of the train on the February 27, 2002 near Godhra.

Designated Judge P R Patel has announced this judgment in the Sabarmati Central Jail under tight security arrangement. Verdict came after the 9 years of the incident, which had erupted wide spread communal violence in the state in 2002. Elaborate security arrangements have been made to maintain peace and tranquility in the state. Additional police forces, teams of State Reserve Police and Rapid Action Force have been deployed in the sensitive areas of Ahmedabad, Vadodara and Godhara. Prohibitory order under section 144 has been imposed in Godhara and Ahmedabad. Telecasting the visuals of communal violence and bulk SMS service also banned in the state on the day of verdict.

In Odisha, talks are continuing for the third day to secure the safe release of the Malkangiri District Collector R. Vineel Krishna and Junior Engineer Pabitra Mohan Majhi abducted by the maoists. Two of the three negotiators, Prof G Hargopal and Dandapani Mohanty, met top Maoist leader Ganti Prasadam today at the Jharpada jail in Bhubaneswar. AIR correspondent reports, they discussed the developments in the negotiation process so far with the Odisha Govenment that began last Sunday. Ganti Prasadam, wanted by the Maoists to be part of the negotiation process, is considered to be a key man in the talks.

Talks are on between the mediators and Odisha Government over demands of Maoists like freeing seven top Maoist leaders Ghanti Prasadam, Sriramulu Srinivas, Padma, Ashutosh, 700 tribals and leaders of Chasi Mulia Sangh from jail, halting Operation Green Hunt, shiftng of CRPF, BSF camps, revoking ban on CPI (Maoists) and its seven sister organisations, compensation to tribals who lost land, judicial inquiry into police encounters between December and January last and CBI probe into alleged rape of one tribal lady in Gajapati district by SOG jawans. The presence of Maoist ideologue Ganti Prasadam, who has been facing severe charges like waging war against the country and many other cases in Andhra Pradesh and Odisha, has been sought by mediators negotiating with the government for the safe release of the hostages. The government lawyer may not oppose his bail petition moved in Odisha High Court to facilitate the negotiation process. The court is likely to take up the petition for hearing of Ganti and four others tomorrow. After that, it depends on the court as it is the prerogative of the judge to decide if he wants to grant bail or not. Similarly, the bail judgement on Maoist leader Sriramulu Srinivas is likely to be delivered by a fast track court of Malkangiri today.

State home secretary UN Behera and Information and Public Relations Secretary SN Tripathy have been holding talks with three negotiators academicians Prof Haragopal, R Someswar Rao and Dandapani Mohanty chosen by the Maoists. It is not known whether the state officials will meet Ganti Prasadam or invite him to participate in the negotiation process. The Odisha Government has agreed to take necessay steps to meet eight of the 14 demands yesterday.

In Andhra Pradesh, the normal life in Telangana region has been hit today due to the 48-hour Bandh called by Telangana Joint Action Committee. Barring minor incidents, the bandh is going on so far peacefully. Besides, Telangana Rastra Samithi, CPI, BJP and TDP leaders from the region have extended support to the bandh.

City bus services partially run while Local trains in some sections were suspended. Universities and the Board of Intermediate have postponed the examinations scheduled for today. However, the essential services like water and milk supply were spared from the bandh. Meanwhile, large number of police forces in riot gear is seen at all important places in the state capital and also at other places while bandh supporters held rallies and protest demonstrations. Meanwhile, the proceedings of the state Assembly have also been stalled by the members of the Telangana Rastra Samithi, CPI and BJP for the fourth consecutive day.

Facing an unprecedented revolt against his 41-year rule, Libyan leader Muammar Gaddafi today appeared on state television dismissing reports that he had fled the country. He told his countrymen that they should  not believe foreign channels.

The statement of Gaddafi, battling an Egypt-like crisis, came amid fresh clashes between security forces and protesters.

Al-Jazeera television said Libyan Justice Minister Mustapha Abdul Jalil had resigned in protest against the what it called excessive use of violence against demonstrators and joined the agitation.

In Washington, Secretary of State Hillary Clinton sent out a tough message to the Libyan leader, warning against the use of lethal force on peaceful demonstrators.<<>>

Government has said that all the Indians living in Libya are safe. Talking to reporters outside Parliament the Minister for External Affairs Mr. S.M. Krishna said that the Indian mission in Tripoli is in constant touch with the Indian residents and closely monitoring the developing situation.

The Minister assured that all the necessary measures are being taken to ensure the safety of stranded Indians in Libya.

Bahrain's king has ordered the release of a number of prisoners and closed cases against several leaders accused of plotting against the kingdom, According to Banrain’s official news agency, orders have been issued considering the need of national unity. AIR West Asia correspondent says,  Crown Prince of country Salman ,who has been entrusted to conduct talks with opposition, has said that the dialogue will include everyone.

The announcement is expected to clear the way for talks in the country where opposition has already presented its demands to the crown prince. Reports say that a group of protesters have called for the ouster of Bahrain's rulers as part of reforms. Meanwhile a large number of government supporters gathered for a rally outside the main mosque in the capital, Manama, where people chanted slogans backing the royal family. The main speaker of the rally called on the largest Shiite political group in the country to start talks with the government and urged the government to take a strong stand against corruption and address economic problems.
