मुख्य समाचार :

• न्यायमूर्ति शिवराज पाटिल समिति ने टू जी स्पेक्ट्रम आवंटन प्रक्रिया की जांच रिपोर्ट संचार मंत्री को सौंपी। खामियों और नियमों के उल्लंघनों के जिम्मेदार दूरसंचार विभाग के अधिकारियों की पहचान की।
• पर्यावरण मंत्रालय ने ओडीशा में पास्को की इस्पात परियोजना को कुछ शर्तों के साथ मंजूरी दी।
• २००९-१० में देश की विकास दर में आठ प्रतिशत की वृद्धि हुई। इससे पिछले वित्तवर्ष में यह छह दशमलव आठ प्रतिशत थी।

 स्पैक्ट्रम आवंटन प्रक्रिया की जांच के लिए सरकार द्वारा नियुक्त एक सदस्यीय समिति ने प्रक्रिया की खामियों और नियमों के उल्लंघनों के जिम्मेदार दूरसंचार विभाग के अधिकारियों की पहचान की है। न्यायमूर्ति शिवराज पाटिल समिति ने आज नई दिल्ली में संचार मंत्री कपिल सिब्बल को अपनी रिपोर्ट सौंपी। न्यायमूर्ति पाटिल ने बाद में संवाददाताओं को बताया कि रिपोर्ट में ये सुझाव भी दिया गया है कि भविष्य में लाइसेंसों का आवंटन कैसे किया जाए।
 श्री कपिल सिब्बल ने रिपोर्ट प्राप्त करने के बाद कहा कि उनका मंत्रालय रिपोर्ट का पूरी तरह से अध्ययन करने के बाद उचित कार्रवाई करेगा।

 मैंने अभी रिपोर्ट नहीं देखी है इसलिए इसके बारे में मैं ज्यादा नहीं कह सकता। लेकिन जब हम रिपोर्ट के निष्कर्षों को जान लेंगे तो फिर मैं प्रेस से बात करूंगा और देश की जनता को बताया जाएगा कि रिपोर्ट में क्या है और एक सदस्यीय कमेटी के जो निष्कर्ष हैं उस पर क्या कार्रवाई करने जा रहे हैं।
 यह समिति  टू जी स्पैक्ट्रम घोटाले का पता लगने के बाद बनाई गई थी। इसे २००१ से २००९ तक लाइसेंस जारी करने के लिए दूरसंचार मंत्रालय द्वारा अपनाई गई प्रक्रिया की जांच का काम सौंपा गया था।

 सरकार ने दक्षिण कोरिया की प्रमुख इस्पात कंपनी पॉस्को को ओडिशा में इस्पात संयंत्र लगाने के लिए पर्यावरण संबधी मंजूरी दे दी है। लेकिन पर्यावरण मंत्रालय ने संयंत्र के लिए  २८ और शर्ते लगाई हैं। सरकार की एक समिति ने पहले कहा था कि इस संयंत्र को लेकर पर्यावरण संबंधी कोई समस्या नहीं है। हमारे संवाददाता ने खबर दी है कि पर्यावरण मंत्रालय ने पॉस्को से कहा है कि वह  संयंत्र  के स्थल के आसपास मछुआरों पर इसके असर का पूरा आकलन तैयार करे। मंत्रालय ने पॉस्को से ये भी सुनिश्चित करने को कहा है कि तटवर्ती नियामक क्षेत्र में ऐसी कोई भी औद्योगिक गतिविधि न की जाए, जिसकी अनुमति नहीं है। पर्यावरण मंत्रालय ने यह निर्देश भी दिया है कि ज्यादा भूमि कटाव वाले क्षेत्र में कोई निर्माण कार्य न किया जाए।
 मंत्रालय ने पॉस्को परियोजना के लिए इस्तेमाल होने वाले उसके अपने छोटे बंदरगाह को मंजूरी देते हुए ३२ और शर्ते भी लगाई हैं।

 आदर्श सोसायटी घोटाले के मामले में सीबीआई के छापे जारी हैं। सीबीआई ने मुम्बई में आदर्श सोसायटी के दफ्‌तर में छापा मारा। हमारी संवाददाता ने बताया है कि कल इस घोटाले की एफआईआर में शामिल कुछ लोगों के घरों और अन्य परिसरों पर सीबीआई ने छापे मारे थे।

 आदर्श सोसायटी घोटाले के मामले में सीबीआई ने आज भी छापे मारना जारी रखा। आज उन्होंने सुबह छह बजे कार्रवाई शुरू की और आदर्श सोसायटी के मुम्बई के दफ्तर में छापे मारे। सीबीआई ने कल उन लोगों के घरों में छापे मारने शुरू किये, जिनके नाम एफआईआर में सामने आए हैं। जिनके घरों में छापे मारे गये उनमें आदर्श सोसायटी के प्रमोटर आर सी ठाकुर, पूर्व मेजर जनरल एम एम वांछू, कांग्रेस के पूर्व विधान परिषद सदस्य कन्हैया लाल गिडवानी, महाराष्ट्र के निलंबित सूचना आयुक्त रामानंद तिवारी और पूर्व डिप्टी सेक्टरी पी वी देशमुख शामिल हैं। छापे के बाद इनके घरों से कई जरूरी फाइलें, दस्तावेज, लेपटॉप और कम्प्यूटर हार्डडिस्क बरामद किये गये। यह जानकारी देते हुए सीबीआई अधिकारियों ने बताया कि जल्द ही इलेक्ट्रानिक चीजें फोरेंसिक जांच के लिए हैदराबाद और दिल्ली भेजी जाएंगी।

 आदर्श सोसायटी पर पर्यावरण नियमों का उल्लंघन करने और इस वायदे पर जमीन प्राप्त करने का आरोप है कि उस पर शहीदों की विधवाओं और पूर्व सैनिकों के लिए फ्‌लैट बनाए जाएंगे, लेकिन अधिकतर फ्‌लैट  नेताओं, वरिष्ठ प्रशासनिक अधिकारियों तथा सेना और नौसेना के अधिकारियों को दे दिये गये।

 तमिलनाडु के मुख्यमंत्री एम. करूणानिधि ने आज नई दिल्ली में प्रधानमंत्री डॉक्टर मनमोहन सिंह से भेंट की। सरकारी सूत्रों के अनुसार उन्होंने श्रीलंका की नौ-सेना द्वारा भारतीय मछुआरों की कथित हत्याओं के मुद्दे पर प्रधानमंत्री से बातचीत की।  वे तमिलनाडु विधानसभा चुनाव के लिए कांग्रेस तथा डी.एम.के पार्टी के बीच सीटों के बटवारे पर बातचीत के सिलसिले में दिल्ली आए हैं। तीन दिन की दिल्ली यात्रा के दौरान उनका इस बारे में कांग्रेस अध्यक्ष सोनिया गांधी से भी मिलने का कार्यक्रम है।

 भूकम्प अनुसंधान संस्थान ने देश के भूकम्पीय क्षेत्रों का  नया मानचित्र तैयार किया है। इसमें देश में भूकम्प की आंशका वाले क्षेत्रों का सही विवरण दिया गया है। इससे विभिन्न क्षेत्रों में भूकम्प की संभावनाओं और भूकम्प की तीव्रता के बारे में अधिक सटीक अनुमान लगाया जा सकेगा। संस्थान के महानिदेशक बी के रस्तोगी ने पीटीआई को बताया कि दो वर्ष के अनुसंधान के बाद ये नक्शा तैयार किया गया है। इससे पता चल सकेगा कि कितनी तीव्रता वाले भूकम्प की कितनी संभावना है। नया मानचित्र भारतीय मानक ब्यूरो के लिए बनाया गया है। उन्होंने कहा कि ये मानचित्र परमाणु बिजली संयंत्रों, बांधो और उद्योगों के साथ साथ आवास निर्माण में भी सहायक होगा।
 भूकम्प क्षेत्रों के बारे में  भारतीय मानक ब्यूरो के मौजूदा मानचित्र में भारत को दो से पांच तक चार क्षेत्रों में बांटा गया है।  क्षेत्र पांच सबसे खतरनाक है और ये हिमालयन फॉल्ट लाइन के बाहर है। केवल गुजरात का कच्छ जिला ही क्षेत्र पांच में है। देश के बाकी हिस्से तीन अन्य क्षेत्रों में बांटे गये हैं। श्री रस्तोगी ने कहा कि भारतीय मानक ब्यूरो के मौजूदा मानचित्र में समूचा कच्छ, क्षेत्र पांच में है, लेकिन भूकम्प अनुसंधान संस्थान के नये मानचित्र में दक्षिणी कच्छ को क्षेत्र पांच में नहीं दिखाया गया है। गुजरात सरकार ने २००१ में कच्छ में विनाशकारी भूकम्प के बाद, २००४ में भूकम्प अनुसंधान संस्थान बनाया था। इस भूकम्प में बीस हजार से अधिक लोग मारे गये थे।

 रक्षामंत्री ए के एन्टनी ने कहा है कि करमापा मामले की पहले से ही जांच चल रही है और सम्बद्ध एजेंसियां पूरे मामले की गहराई से जांच कर रही हैं। आज नई दिल्ली में एक समारोह के दौरान संवाददाताओं से अलग से बातचीत में श्री एन्टनी ने कहा कि जब तक इस मामले का पूरा ब्यौरा नहीं मिल जाता, वे इस पर कोई टिप्पणी नहीं करना चाहते। मिस्र की स्थिति के बारे में एक अन्य प्रश्न के उत्तर में रक्षामंत्री ने कहा कि सरकार वहां रह रहे भारतीयों की सुरक्षा को लेकर चिन्तित है। उन्होंने कहा कि विदेश और नागरिक उड्डयन मंत्रालय भारतीय दूतावास के साथ सम्पर्क में है और स्थिति पर नजर रखे हुए हैं।

 २००९-१० में देश की विकास दर आठ प्रतिशत रही। इसके पिछले यह ६ दशमलव आठ प्रतिशत थी।  ताजा सरकारी आंकड़ों के अनुसार परिवहन, भंडारण, संचार, वित्त, बीमा तथा व्यक्तिगत सेवाओं के क्षेत्र में विकास के कारण इस दर में वृद्धि हुई है। प्रति व्यक्ति आय में भी साढ़े १४ प्रतिशत की बढ़ोतरी हुई।
 अप्रैल से दिसम्बर तक छह मूल उद्योगों के विकास में शून्य दशमलव छह प्रतिशत की वृद्धि हुई। इस अवधि के दौरान यह वृद्धि पांच दशमलव तीन प्रतिशत रही, जबकि इसके पिछले साल यह  चार दशमलव सात प्रतिशत थी। इन छह मूल उद्योगों में खनिज तेल, परिशोधित पैट्रोलियम पदार्थ, कोयला, बिजली, सीमेंट तथा  तैयार कार्बन स्टील शामिल हैं। देश के कुल औद्योगिक उत्पादन का २६ प्रतिशत इन्हीं क्षेत्रों में होता है।

 सरकार राष्ट्रीय शहरी आवासीय नीति के तहत आर्थिक रूप से कमजोर वर्गो और कम आय समूहों को सस्ते मकान उपलब्ध कराएगी। समाज के सभी वर्गो को किफायती दरो ंपर भूमि, आश्रय और सेवाओं की समान रूप से आपूर्ति सुनिश्चित करते हुए इस नीति में देश में आवास के लगातार विकास को बढ़ावा देने के लिए उपाय किये गये हैं।

 जनगणना २०११ का दूसरा चरण ९ फरवरी को शुरू होगा। महापंजीयक और जनगणना आयुक्त डॉ० सी चन्द्रमौली ने आज पोर्टब्लेयर में संवाददाताओं से कहा कि दुनिया में अब तक की सबसे बड़ी जनगणना, बर्फ से ढके इलाकों को छोड़कर समूचे देश में ९ से २८ फरवरी तक की जाएगी। जम्मू कश्मीर, हिमाचलप्रदेश और उत्तराखण्ड सहित बर्फ वाले क्षेत्रों में जनगणना का पहला दौर ११ से ३० सितम्बर तक होगा।
 डॉ० चन्द्रमौली ने स्पष्ट रूप से कहा कि जनगणना २०११ जाति पर आधारित नहीं होगी, लेकिन जनगणना के दौरान अनुसूचित जातियों और अनुसूचित जनजातियों का ब्यौरा लिया जाएगा। पहली बार किन्नरों के बारे में जानकारी और नागरिकों की जन्मतिथि भी दर्ज की जाएगी। डॉ० चन्द्रमौली ने कहा कि इस बार जनगणना को ज्यादा सटीक बनाने के लिए सभी प्रयास किये जा रहे हैं। जनगणना के प्रारंभिक परिणाम अगले वर्ष २५ मार्च को घोषित किये जाएंगे।

 बम्बई शेयर बाजार में आज गिरावट का रूख है। शुरूआती कारोबार में ही संवेदी सूचकांक में तीन सौ अंक की गिरावट दर्ज की गयी। अब से कुछ देर पहले यह २६४ अंक गिरकर १८ हजार १३४ .था। नेशनल स्टॉक एक्सचेंज का निफ्टी भी अब से कुछ देर पहले ७४ अंक गिरकर ५ हजार ४४७ पर था।
 एशियाई बाजारों में भी  नरमी का रूख रहा। जापान का निक्केई एक दशमलव छह तीन प्रतिशत और हांगकांग का हेंगसेंग एक दशमलव दो प्रतिशत नीचे गिरा।
 अंतर्राष्ट्रीय मुद्राबाजार में डॉलर के मुकाबले रूपया २१ पैसे कमजोर हुआ। एक डॉलर ४५ रूपये ९७ पैसे बोली गयी।
 एशियाई बाजारों में आज कच्चे तेल के दाम बढ़े। मार्च की डिलीवरी के लिए न्यूयार्क के लाइट स्वीट क्रूड का भाव ३७ सेंट बढ़कर ८९ डॉलर ७१ सेंट प्रति बैरल हो गया। लंदन का ब्रेंट नॉर्थ सी क्रूड भी १८ सेंट महंगा होकर ९९ डॉलर ६० सेंट प्रति बैरल हो गया।

 भारतीय नोसैना का युद्धपोत आईएनएस विंध्यागिरी समुद्र तल से जा लगा है। इस युद्धपोत में कल मुम्बई बंदरगाह के पास एक टैंकर से टकरा जाने के कारण आग लग गई थी। नई दिल्ली में नोसैना के प्रवक्ता ने बताया कि इस युद्धपोत को बचाने के प्रयास किये जा रहे हैं।

 तटरक्षक बल ने कहा है कि भारत को समुद्री लुटेरों से खतरा नहीं है। आज नई दिल्ली में वार्षिक संवाददाता सम्मेलन में भारतीय तटरक्षक बल के महानिदेशक अनिल चोपड़ा ने कहा कि सोमालिया के समुद्री लुटेरे भले ही अदन की खाड़ी से हिन्द महासागर क्षेत्र में आ गये हैंलेकिन भारत को उनसे कोई खतरा नहीं है। उन्होंने कहा कि सोमालिया में कोई वैध सरकार न होने की वजह से वहां के समुद्री लुटेरों पर कोई नियंत्रण नहीं हैं। श्री चोपड़ा ने बताया कि ये लुटेरे समुद्र में मालवाहक जहाजों की तलाश में रहते हैं, ताकि फिरौती के लिए उन पर कब्जा कर सकें। इन समुद्री लुटेरों का आतंकवादी संगठनों के साथ किसी तरह को संबंध होने के बारे में पूछे जाने पर श्री चोपड़ा ने कहा कि जांच से अब तक इस तरह के सम्पर्क का कोई पता नहीं चला है। श्री चोपड़ा ने कहा कि भारत के तटों पर कड़ी चौकसी बरती जा रही है। हर रोज बीस जहाज और बीस विमान निगरानी के काम पर लगाये जा रहे हैं। उन्होंने कहा कि २४ डोर्नियर विमानों के अलावा ३० नये हैलीकॉप्टर भी प्राप्त किये जा रहे हैं। मुम्बई हमलों के बाद के सुरक्षा उपायों के बारे में उन्होंने बताया कि ३२ तटरक्षक केन्द्र बनाये जा चुके हैं और ऐसे ही बीस और केन्द्र दो वर्ष में चालू हो जाएंगे।

 मुम्बई में मालेगांव के अतिरिक्त जिलाधीश यशवंत सोनावणे की हत्या के मुख्य अभियुक्त पोपट शिंदे का आज मुम्बई के जे.जे. अस्पताल में देहांत हो गया। पोपट, २५ जनवरी को श्री सोनावणे पर मिट्टी का तेल डालकर उन्हें जलाते समय खुद भी जल गया था। बताया जाता है कि सोनावणे ने पोपट शिंदे को पकड़ लिया और भागने नहीं दिया। पोपट शिंदे गंभीर रूप से जल गया था और उसकी हालत चिंताजनक हो गयी। श्री सोनावणे की हत्या के सिलसिले में पोपट के साथ चार अन्य व्यक्ति भी गिरफ्तार किए गए थे।
 श्री सोनावणे ने मनमाड़ के पनवाड़ी गांव में कुछ लोगों को टैंकर से तेल चुराते देखा था और उनकी अपने मोबाइल फोन से वीडियो उतार ली थी। इस पर उन लोगों ने श्री सोनावणे पर घातक हमला कर दिया था।

  रेल यात्रा के तत्काल टिकट के लिए  परिचय पत्र दिखाने का प्रावधान फिर शुरू करने का फ़ैसला किया है। यह ११ फरवरी से लागू हो जाएगा।  रेल मंत्रालय ने तत्काल योजना में कथित अनियमितताओं को देखते हुए  यह फ़ैसला  किया है।  लेकिन आरक्षण केन्द्र पर तत्काल टिकट बुक कराते समय इसे प्रदर्शित करने की कोई आवश्यकता नहीं होगी।

  विश्व वन वर्ष मनाने में भारत के शामिल हाने के साथ ही,केरल में ६ फरवरी से शुरू होने वाले इस विशेष वन उत्सव की  पूरी तैयारी कर ली गई हैं।  पांच दिन के इस का उत्सव का उद्घाटन केरल के मुख्यमंत्री वी० एस० अच्युत्यानन्दन करेंगे ।  केन्द्रीय  वन तथा पर्यावरण मंत्री जयराम रमेश मुख्य अतिथि होंगे। दक्षिणी राज्यों के वन मंत्री और विशेषज्ञ इसमें भाग लेंगे।

 मिस्र में सेना ने काहिरा के तहरीर चौक की तरफ आने वाली सभी प्रमुख सड़कों पर  अवरोधक खड़े कर दिये हैं। तहरीर चौक में ही ज्यादातर सरकार विरोधी प्रदर्शनकारी जमा हैं। काहिरा में और सैनिक दस्ते तैनात कर दिए गए हैं, लेकिन हजारों लोगों ने कर्फ्यू का उल्लंघन करते हुए रातभर हुस्नी मुबारक सरकार के विरोध में प्रदर्शन किया।  मिस्र सरकार में सुधार के पक्षधर और नोबेल पुरस्कार विजेता मोहम्मद अल बरदेई भी प्रदर्शनकारियों में शामिल हो गए हैं। उन्होंने राष्ट्रपति हुस्नी मुबारक से अपना पद छोडने को फिर कहा है। उन्होंने प्रदर्शनकारियों से भी यह कहते हुए संयम बरतने की अपील की है कि अगले कुछ दिनों में हालात बदलने वाले हैं।
 हमारे संवददाता ने बताया है कि राष्ट्रपति हुस्नी मुबारक ने नवनियुक्त प्रधानमंत्री अहमद शफीक को राजनीतिक और आर्थिक सुधार शुरू करने के आदेश दिए हैं।

 देश में चल रहे आंदोलन को देखते हुए राष्ट्रपति मुबारक ने जहां सुरक्षा इंतजाम और कड़े करने की कोशिश शुरू कर दी है वहीं राजनीतिक और आर्थिक सुधारों के आदेश देकर प्रदर्शनकारियों के गुस्से को शांति करने का प्रयास भी प्रारंभ किया है। लेकिन यह देखना दिलचस्प होगा कि क्या यह कदम प्रदर्शनकारियों को शांत कर पाते हैं जो राष्ट्रपति मुबारक के इस्तीफे और व्यापक राजनीतिक और आर्थिक सुधारों से कम किसी कीमत पर राजी नहीं दिखाई देते। देश में स्कूल, कालेज, कार्यालय, व्यापारिक प्रतिष्ठान बंद हैं और इसका कम से कम आर्थिक असर तो आसपास के देशों में दिखाई दे रहा है जहां के टॉप एक्सचेंजों में गिरावट आई है।
 इस बीच, मिस्र की संसद के अध्यक्ष ने पिछले साल हुए विवादास्पद संसदीय चुनावों की जांच शुरू करने का वादा किया है।
 खबरों के अनुसार पिछले मंगलवार से सरकार के विरोध में हो रहे इन प्रदर्शनों में कम से कम सौ लोगों की मौत हो गयी है। लगभग दो सौ व्यक्ति घायल हुए हैं। मिस्र में कल हथियार बंद लोगों ने चार जेलों पर हमला कर हजारों कैदियों को छुड़वा लिया। काहिरा तथा अन्य शहरों में पुलिस नजर नहीं आ रही है।
 उधर अमरीकी विदेशमंत्री हिलेरी क्लिंटन ने मिस्र में पूरी व्यवस्था से सत्ता हस्तांतरित किए जाने को कहा है। इस्राइल के प्रधानमंत्री बेन्यामिन नेतन्याहू ने कहा है कि वे मिस्र के घटनाक्रम पर पूरी नज+र रखे हुए हैं। उनका कहना है कि इस्राइल इस क्षेत्र में सुरक्षा और स्थिरता बनाये रखेगा।
 काहिरा में भारतीय दूतावास ने मौजूदा हालात को देखते हुए काहिरा से भारतीय नागरिकों को विमान से स्वदेश भेजने के व्यापक प्रबंध किए हैं। मिस्र में भारत के राजदूत आर.स्वामीनाथन ने आकाशवाणी के दुबई संवाद्दाता को बताया कि सभी भारतीय सुरक्षित हैं। उन्हें भारत भेजने के लिए व्यापक प्रबंध किए गए हैं।  एयर इंडिया के क्षेत्रीय प्रबंधक अभय पाठक ने आकाशवाणी को बताया कि ३२० भारतीयों को लेकर आज सवेरे काहिरा से रवाना हुआ। यह आज तीन बजे मुम्बई में उतरेगा। श्री पाठक ने कहा कि काहिरा से आज एक और उड़ान भारत आएगी। भारतीय दूतावास ने भारतीय नागरिकों की सहायता के लिए २४ घंटे की एक हैल्पलाइन सेवा शुरू की है।

 चीन ने इस बात से इंकार किया है कि  करमापा लामा उसका जासूस है। सत्तारूढ़ कम्युनिस्ट पार्टी की केन्द्रीय समिति के  एक अधिकारी  ने भारतीय मीडिया में आई ऐसी खबरों को मनगढ़ंत बताया है।

 बंगलादेश में अगले महीने होने वाले विश्व कप क्रिकेट टूर्नामैंट के दौरान चटगांव शहर के भिखारियों को सड़क से हटाने के लिए सरकार  उन्हें दिहाड़ी के तौर पर कुछ पैसे देगी।  चटगांव  के महापौर मन्सूर आलम ने बताया कि  करीब तीन सौ विकंलाग भिखारियों को तीन महीने तक करीब ८० रुपये रोज दिए जाएंगे। यह फैसला ढाका में सभी भिखारियों को  विश्व कप क्रिकेट टूर्नामैंट  समाप्त होने तक कल्याण केन्द्रों में भेजने के  सरकार के प्रस्ताव के बाद किया गया।

 पाकिस्तान में पेशावर में आज एक फिदायीन के बम विस्फोट में एक पुलिस अधिकारी सहित चार लोगों की मौत हो गयी है और १४  घायल हो गए हैं। पुलिस सूत्रों के अनुसार इस आत्मघाती हमलावर ने कोहाट रोड़ पर  डी एस पी राशिद खान की गाड़ी से टकराकर अपने को उड़ा दिया। अभी तक विस्फोट की किसी ने जिम्मेदारी नहीं ली है, लेकिन आमतौर पर ऐसी घटनाओं के पीछे तालिबान का हाथ होता है।

 श्रीलंका के राष्ट्रपति महिन्दा राजपक्षे ने पुलिस प्रमुख को मालाबे में लंका ई न्यूज डॉट कॉम के कार्यालय पर हुए हमले की तुरंत जांच करने के आदेश दिये हैं। यह खबर स्थानीय मीडिया ने राष्ट्रपति के प्रवक्ता के हवाले से दी है। यह वेबसाइट श्रीलंका सरकार की विरोधी कही जाती है। वेबसाइट के कुछ कर्मचारियों के अनुसार आज तड़के कुछ लोगों  ने बेवसाइट के कार्यालय में घुसकर आग लगा दी। श्रीलंका में पिछले कुछ वर्षो में पत्रकारों और मीडिया कार्यालयों पर कई हमले हुए  हैं लेकिन इन मामलों में अभी तक कोई गिरफ्तारी नहीं हुई है। एक महीना पहले इसी वेबसाइट का एक पत्रकार लापता हो गया था। आशंका है कि उसका अपहरण किया गया। उसकी पत्नी ने संयुक्त राष्ट्र महासचिव बान की मून को इस महीने पत्र लिखकर बताया कि सरकार इस मामले की जांच में कोई दिलचस्पी नहीं दिखा रही है। श्रीलंका में पत्रकारों पर हमलों, उनकी हत्याओं और उनके लापता होने के विरोध में इसी महीने पत्रकारों के समर्थकों ने प्रदर्शन किया था।

 दक्षिण अफ्रीकी देश नाइजर में आज राष्ट्रपति चुनाव हो रहा है। सैनिक सरकार को हटाकर स्थाई लोकतांत्रिक सरकार बनाने के प्रयास में यह चुनाव कराया जा रहा है। चुनाव मैदान में दस उम्मीदवार हैं। उनमें से कुछ अपदस्थ राष्ट्रपति मामदोउ तान्जा के करीबी हैं। तान्जा रिश्वतखोरी के आरोप में जेल में बंद हैं। पिछले वर्ष फरवरी में तान्जा ने अपना कार्यकाल दस वर्ष बढ़ाने के लिए संविधान में संशोधन के प्रयास किये थे। उसके बाद सैनिक शासन ने तख्ता पलट दिया था। १९९३ के बाद ये तीसरा अवसर है जब नाइजर में लोकतांत्रिक सरकार बनाने का प्रयास हो रहा है।

  केन्द्रीय विधि मंत्री एम वीरप्पा मोइली ने कहा है कि सरकार ऐसे न्यायिक सुधार लागू करने की प्रणाली तैयार कर रही है जिसके तहत अदालत में कोई भी मामला तीन साल से अधिक समय तक लम्बित नहीं रखा जा सकेगा। लखनऊ में पत्रकारों से बातचीत में श्री मोइली ने कहा कि इस उद्देश्य के लिए न्याय के अधिकार से संबंधित कानून का ढांचा तैयार किया जा रहा है। उन्होंने कहा कि सरकार ने मामलों के जल्द निपटान और जवाबदेही सुनिश्चित करने के लिए न्यायिक सुधार लाने की प्रक्रिया शुरू कर दी है। श्री मोइली ने कहा कि न्यायिक सुधारों के बाद भ्रष्टाचार के मामलों को अधिकतम एक साल के भीतर निपटाया जा सकेगा। उन्होंने कहा कि इस प्रणाली के लागू हो जाने पर हर अदालत सही अर्थों में त्वरित न्यायालय का रूप ले लेगी। श्री मोइली ने बताया कि विधि मंत्रालय ने सभी २४ उच्च न्यायालयों के मुख्य न्यायाधीशों से भ्रष्टाचार के लम्बित मामलों का ब्यौरा भेजने को कहा है।
 विधि मंत्री ने कहा कि देश में पांच हजार ग्राम न्यायालय स्थापित किये जाएंगे और इस पर पांच हजार करोड़ रूपये खर्च किये जाएंगे। इन अदालतों में लगभग पचास प्रतिशत मामले निपटाये जाएंगे। श्री मोइली ने यह भी बताया कि बेनामी और अवैध सम्पत्तियों पर रोक लगाने के लिए एक विधेयक सरकार के विचाराधीन है।

 मुख्य निर्वाचन आयुक्त एस वाई कुरैशी ने चुनाव से छह महीने पहले और बाद में संबद्ध राज्यों के अधिकारियों के स्थानान्तरण पर रोक लगाने  पर जोर दिया है। लखनऊ में चुनाव सुधारों पर क्षेत्रीय सम्मेलन को संबोधित करते हुए उन्होंने देश में तत्काल चुनाव सुधार लागू करने को कहा। उन्होंने कहा कि अधिंकांश राज्यों में सत्ताधारी दल चुनाव से पहले महत्वपूर्ण पदों पर अपने निकट के अधिकारियों को तैनात करते हैं और नई सरकार के आने पर तैनात अधिकारियों का तुरंत ही तबादला कर दिया जाता है। स्वस्थ लोकतंत्र के लिए यह ठीक नहीं है।
 मुख्य निर्वाचन आयुक्त ने कहा कि वे उन उम्मीदवारों के  चुनाव लड़ने के पक्ष में नहीं है जिन पर अदालतों में आरोप लगाए गए हैं। श्री कुरैशी ने कहा कि यह दुर्भाग्यपूर्ण है कि राजनीतिक दल ज्यादातर अपराधियों को टिकट देते हैं। उन्होंने कहा कि राजनीतिक दलों द्वारा धन लेने की नीति पारदशर्ाी होनी चाहिए।

 दिल्ली में घने कोहरे के कारण आज सवेरे इंदिरा गांधी अन्तर्राष्ट्रीय हवाईअड्डे पर विमानों का आवागमन प्रभावित हुआ। हवाईअड्डे के सूत्रों के अनुसार तीन उड़ानें दूसरी जगह भेज दी गईं। कुछ उड़ानें देरी से गईं, लेकिन किसी उड़ान को रद्द नहीं किया गया। हवाईअड्डे पर दृश्यता कम रहने के कारण लो-विजिबिलिटी प्रणाली का इस्तेमाल करना पड़ा।
 मौसम विभाग के अनुसार आज न्यूनतम तापमान ८ दशमलव २ डिग्री  और अधिकतम तापमान २२ दशमलव ४ डिग्री सैल्सियस रहा।

 राजधानी में अगले महीने की पहली तारीख से ब्लू लाइन बसें सड़कों से हटा ली जायेंगी। दिल्ली सरकार ने ब्लू लाइन बसों को हटाने के लिये न्यायालय से ३१ जनवरी तक समय मांगा था, जो कल समाप्त हो रहा है। परिवहन विभाग के अनुसार दिल्ली में विभिन्न रूटों पर १२ सौ से अधिक ब्लू लाइन बसें चल रही हैं, जिन्हें एक फरवरी से हटा लिया जायेगा। वहीं दिल्ली के परिवहन मंत्री अरविन्दर सिंह लवली ने अधिकारियों को निर्देश देते हुए कहा कि जिन मार्गो से ब्लू लाइन बसें हटायी जायेंगी, उन मार्गो पर डीटीसी बसों के फेरे बढाये जायें। हमारे संवाददाता ने बताया कि  ब्लू लाइन बसों द्वारा राजधानी में बढती हुई दुर्घटनाओं को देखते हुए यह कदम उठाया गया है।

The one member Committee  appointed by the government to look into the 2G spectrum allocation procedures has identified officials in the Department of Telecommunications responsible for deficiencies, lapses and violations. The Justice Shivraj V. Patil Committee submitted its report to the Telecom Minister Mr. Kapil Sibal in New Delhi today.  Justice Patil later told reporters that the report also suggests a future course of action on how licenses should be allocated.
              

The Telecom Minister Mr. Kapil Sibal after receiving the report said  that his ministry will take appropriate action after going through the report.

             

The committee was set up after the 2G spectrum scam came to light. The mandate of the committee was to look into the appropriateness of procedures adopted by the Department of telecommunications in the issuances of licenses from 2001 to 2009.

The government today granted environmental clearance to South Korean steel major POSCO to set up its steel plant in Odisha. The Environment Ministry has however imposed 28 additional conditions as part of the environmental clearance for the plant.

A government panel had earlier said there were no ecological concerns over the plant. Environment ministry has asked POSCO to make a detailed assessment of the impacts on fishing communities in the vicinity of the steel plant site. The Ministry has also asked Posco to ensure that no industrial activity is carried out coastal regulatory zone area other than those permissible. The environment ministry has also given a guideline that no construction shall be undertaken in the high erosion zone. The ministry also imposed 32 additional conditions   while granting green clearance for a captive minor port as part of the POSCO project.

The CBI today continued with its raids in the Adarsh Society scam case. The raids were conducted at Adarsh society office in Mumbai and they started at 6 am. The CBI yesterday started with searches at the residences and other premises of some of the people named in the FIR relating to the scam. The searches were conducted in cities across the country including Patna, Nagpur, Pune and Mumbai, primarily at the properties of promoter of the society R C Thakur, retired Major General M M Wanchoo, former Congress MLC Kanhaiya Lal Gidwani, suspended information commissioner Ramanand Tiwari and former Deputy Secretary P V Deshmukh. Files, laptops, computer hard disks and incriminating documents were seized during the raids, according to CBI sources. The society has been accused of violating environmental norms and of getting the land on the promise that houses would be built for war widows and veterans. However, most of the houses were allotted to politicians, bureaucrats and Army and Navy officers.

 Massive efforts are on to control the fire in Indian Navy Warship Vindhyagiri at the Mumbai Naval dockyard.  At the same time Defence Ministry officials are in consultation in New Delhi at this moment to coordinate the effort.  A Navy spokesperson said in New Delhi that INS Vindhyagiri was brought to the naval dockyard for assessing the damage after she collided with the container vessel MV Nordlake last evening off Mumbai Harbour.  According to official sources, no casualty has been reported so far.  Details are awaited.

 The country registered a growth rate of 8 percent in 2009-10 compared to 6.8 percent last year. According to the latest Government estimates the high GDP rate is attributed to growth in transport, storage and communication along with financing, insurance and personal services. The Per Capita Income also registered an increase of 14.5 percent.

The index of six core industries also grew by 0.6 percent in April to December. The Index registered a provisional growth of 5.3 percent during April to December against 4.7 percent in the corresponding period in the previous year. The six core industries include crude oil, petroleum refinery products, coal, electricity, cement and finished carbon steel. They together constitute over 26 percent of the total Index of Industrial Production.

Output of the six core infrastructure industries grew by a healthy 6.6 per cent in December, 2010, an indicator that the Indian economy is on a firm wicket. The  data released by the Industry Ministry today revealed that the six core sectors -- crude oil, petroleum refinery products, coal, electricity, cement and finished steel --  expanded by 6.2 per cent in December, 2009. The 6.6 per cent growth charted in December, 2010, is significantly higher than the 3 per cent expansion recorded in the previous month  and it is all set to lift the index of industrial production or IIP numbers for December. Industrial output, as measured by the IIP, had sunk to an 18-month low of 2.7 per cent in November, 2010. These core industries account for 26.68 per cent of the country's total industrial output. Petroleum refinery output grew by 8.3 per cent, while production of coal registered 3 per cent growth in December, 2010.

However, growth in cement production slowed to 2.2 per cent in December, 2010, compared to 11 per cent expansion in December, 2009. Finished steel production grew by 11.2 per cent in December, 2010, from 9.6 per cent in the comparable period a year ago.

Popat Shinde, the prime accused in the murder case of Malegaon additional collector Yashwant Sonawane died in J J Hospital in Mumbai today due to severe burn injuries. Malegaon additional collector Yashwant Sonawane was burnt alive in Manmad near Malegaon on 25th of January, when he tried to call other government officials to the scene of a fuel theft. The attackers doused Sonawane with kerosene and set him afire. Sonawane was found dead in a field from severe burns. But before dying he clung on to his main attacker Popat Shinde, making it impossible for him to flee. Shinde sustained severe burns and was critical. He was arrested with four others. Sonawane had gone to Chandvad, where farmers had been agitating, and was proceeding towards Nandgaon when he spotted oil pilferage at Panewadi village in Manmad taluka. When he saw the theft outside the shop of Popat Shinde, he took video footage on his cell phone and also called local officials for a raid.

 The coast guard has ruled out that piracy is a threat to India.  Addressing the annual press conference in New Delhi today,  the Director General of Indian Coast Guard,  Mr.Anil Chopra said that though the Somalian pirates have moved from Gulf of Eden to Indian Ocean Region,  they are not a threat to the Indian mainland as such.  He added that in the absence of any proper government in Somalia, there is no control on the pirates from that country.  Mr. Chopra said  that they are moving in the high seas in search of merchant vessels so that they can hold them for ransom.   On being asked whether these pirates have any link with terror organisations, Mr.Chopra said that the investigations have not shown any link so far.  Mr.Chopra said that vigorous surveillance is being maintained on the coastal line of India.  He said that every day 20 ships and 20 aircraft are engaged in the surveillance.  He further added that 30 new helicopters are being acquired besides 24 dornier aircraft.  On post 26/11 security measures, he said  that there are 32 post guard stations already commissioned along the coast line and 20 more will come within two years. He also said that the manpower will be tripled by 2020.

 In Egypt, The Army has fortified its positions in Cairo and blocked all feeder roads leading to Tahrir square , which is epicenter of the anti government protests. Thousands of protesters demonstrated defying curfew at Tahrir Square overnight protesting against the Hosni Mubarak government. Egyptian reform campaigner and Nobel Prize winner Mohamed El Baradei joined the protestors and once again asked President Hosni Mubarak to step down. He, however,  appealed to protesters for patience saying change is coming in the next few days. Reports say that widespread anti government demonstrations and violent clashes in Egypt have left at least 100 people dead since Tuesday. About 2,000 people have been injured. Armed men attacked at least four jails across Egypt yesterday, helping to free thousands of inmates as police vanished from the streets of Cairo and other cities. US Secretary of State Hillary Clinton has called for an orderly transition of power in Egypt. 

The Egyptian government has responded with increased security presence and announcement of initiation of political and economic reforms. However, it remains to be seen whether protestors will heed to these measures as they have continued their demonstrations against Government defying curfew demanding ouster of President Mubarak. While Offices, Schools, Business Establishments and Stock exchange remain closed across the country, its economic effects have been experience in the area as stock markets in some countries in the region have tumbled. Meanwhile several nations including India are evacuating their citizens from the country and Indian Ambassador to Egypt told AIR that all Indians in Egypt are safe.

The Defence Minister A K Antony says  that New Delhi is concerned about the safety and security of Indians in Egypt. Speaking to reporters on the sidelines of a function in New Delhi, he said,  the External Affairs and Civil Aviation Ministries are in touch with the Indian Mission and monitoring the situation in the country. The Defence Minister said, the  government will take all possible steps to safely bring back Indians from Egypt. AIR West Asia Correspondent adds, over 300 Indians have already been air lifted and one more flight is being operated today to bring the remaining people.

In response to another question, Mr. Antony said that the Karmapa issue is already under investigation and the concerned agencies are going  into the details. The Defence Minister said that he would not like to comment further on the issue till all the information is available.

On the Adarsh Housing society scam, Mr. Antony asserted that those responsible for this will not be spared.

Earlier, Mr Antony presented awards to three best tableaux from Delhi, Karnataka and Jammu and Kashmir besides best performance during the Republic Day parade by the schools.

In Bolivia, at least 34 people have been killed when flood waters swept away a passenger bus and a  truck. Authorities reported yesterday that the incident happened late Friday near the town of Pampahuasi, on the banks of the Mollepunku River, southeast of Bolivia's capital La Paz. According to police,  39 people were on the bus. Two people were in the truck's cabin, and it is unclear if the vehicle had any other passengers. The numbers suggest that the death toll could rise in the coming days as bodies wash up on the river banks.

South Korea says,  it has turned down a request from North Korea to move up the date of preliminary military talks between the two countries.  Officials said today that Pyongyang has asked to hold the preparatory talks on Tuesday, 10 days earlier than the planned beginning of negotiations at the border village of Panmunjom. They said the earlier date will not provide enough time to prepare for the first face-to-face talks since the North launched an artillery attack on a South Korean island on November 23rd. The meeting is aimed at setting a date and agenda for higher-level military talks.

In Pakistan, at least four people, including a police officer, were killed and fourteen others injured today in a suicide blast in  Peshawar. According to the police, a suicide bomber exploded his explosive jacket near the police vehicle of the Deputy Superintendent of Police Rasheed Khan when he was going to his office on Kohat road in Peshawar. No group claimed responsibility for the attack. Taliban militants always claim responsibility for attacks on police officers.

US Secretary of State Hillary Clinton has said,  the US would not be suspending aid to Haiti. Speaking to Reporters yesterday,  she rejected suggestions that the US would cut off aid to pressure Haiti into accepting the recommendations made by the Organisation of American States, OAS, to settle the electoral crisis. Mrs. Clinton was speaking after meeting the three leading candidates and the outgoing President Rene Preval. Final results of the first round of the election are expected on Wednesday. Mrs Clinton stressed she wanted to see the recommendations made by the OAS enacted.

United Arab Emirates has categorically denied any knowledge or link with the alleged spy network in Oman. In a statement, the Emirates Ministry of Foreign Affairs said that it is  surprised to get its name immersed in such reports that contradict the values and norms of the UAE dealings with the sisterly and friendly countries, especially with the Sultanate of Oman with which the UAE is so keen to bolster the fraternal historic relations.

China today denied that the Karmapa, the head of the Tibetan Karma Kagyu sect is its spy.  An official at the United Front Work Department of the ruling Communist Party Central Committee, Xu Zhitao described such reports appearing in a section of the Indian media as speculative.

The second phase of Indian Census 2011 will begin from 9th February. Interacting with the media persons at Port Blair, the Registrar General and Census Commissioner of India Dr C Chandramouli informed that the world's largest ever census operation will be carried out across the country from February 9th to 28th, except in snow bound areas. The first round of population enumeration for snow bound States including Jammu and Kashmir, Himachal Pradesh and Uttarakund will be conducted during the period 11th to 30th September this year. Census in the Andaman and Nicobar Islands this time will be unique in many ways.

In Port Blair, the Census Commissioner of India, Dr C Chandramouli categorically stated that the Census India 2011 will not be caste based. However, the details of SC and ST population will be collected during this census. He said for the first time information on transgender and date of birth of the citizens will be collected during this census. Dr Chandramouli said all out efforts will be taken to make this census more accurate. Hence the revision rounds of enumeration will be held immediately after the completion of the first round to cover the left out people. About 27 lakh enumerators will be involved in this gigantic exercise.

The government has decided to re -introduce the need for carrying Identity Proof in original during the course of a Journey for the tickets booked under the Tatkal Scheme. The provision will come into effect from the 11th of next month. The decision to this effect was taken by the Ministry of Railways in view of the complaints received regarding alleged irregularities in Tatkal Scheme.  The passenger who will be travelling on Tatkal ticket will be required to produce Identity cards in original as prescribed by the Railways. However, no such proof is required to be produced at the reservation counter while getting the Tatkal ticket booked.

The Bombay Stock Exchange benchmark Sensex was trading 128 points down at 18,268 a short while ago. Earlier it plummeted by over 300 points in opening trade today. This follows panicky fund managers and retail investors giving into selling pressure for the fourth consecutive session, prompted by weak global cues amid concerns over the unrest in Egypt. Similarly, The National Stock Exchange Nifty was trading 35 points down at 5,476.

The   rupee fell by 21 paise to a two-month low of 45 rupees 97 paise per US dollar in early trade today. The rupee was weighed down by the gains registered by the greenback against other major currencies. Dealers said,  the rupee weakness was due to the dollar gains against other Asian currencies, coupled with a weak opening in the domestic stock market. The rupee had depreciated by 19 paise against the US currency to close at 45 rupees 77 paise in the previous session on Friday.

World oil prices rose in Asian trade today on fears that mounting political tensions in Egypt would disrupt supplies flowing through the Suez Canal. New York's main contract, light sweet crude for March delivery, was up 37 cents to 89 dollars and 71 cents per barrel in morning trade. Brent North Sea crude for March rose 18 cents at  99 dollars and 60 cents.

Earlier West Indies scored 245 for five in the stipulated 50 overs. Adrian Barath hit 113 runs while Ramnaresh Sawarn scored 75. For Sri Lanka, pacer Lasith Malinga claimed 3  wickets. Earlier West Indies captain Darren Sammy won the toss and elected to bat first. Duckworth and Lewis method is likely to be called into the play due to rain. The authorities in Bangladesh's city of Chittagong say,  they will pay beggars a daily wage to keep them off the streets during next month's Cricket World Cup. Mayor Mansur Alam said some 300 disabled beggars would be paid about eighty rupees a day for three months to compensate them for their loss of earning. The decision comes days after the government proposed to move all the beggars in the capital Dhaka to welfare centres until the World Cup was over.

It may be recalled that recently Kerala received special appreciation from United Nations Environment Programme for its social forestry programme of planting about 1.87core saplings across the state involving different segments of society mainly students. During the last five years, Kerala has declared close to 55,000 acres of land as reserved forests. Apart from cultural segments by tribal people, screening of world class documentaries on environment are some of the highlights of the five day long Kerala forest festival.

Warship INS Vindhyagiri has reached the bottom of the sea following damages by a massive fire that broke out after collision with a merchant vessel. A Navy spokesperson said in New Delhi that further efforts are on to retrieve the ship.

In Assam, the popular ‘Me-Dam-Me-Fie’ festival of the Tai Ahom community is being celebrated across the State with religious fervor and traditional gaiety today. On this day, the Tai-Ahoms offer oblations to their ancestors and sacrifices to gods in traditional manner. The Tai-Ahom belief is that their worthy ancestors are still living in the Heaven. The then Ahom Kings, who ruled Assam for around six hundred years till 1826, performed this annual 'ancestor worship' initially at Charaideo, the erstwhile capital of the Ahom Kingdom, now in Sibsagar district of the State.
