मिस्र की सर्वोच्च सैन्य परिषद ने संसद भंग कर दी है और संविधान को स्थगित करते हुए देश में सितम्बर में चुनाव कराने की घोषणा की है। सरकारी टेलीविजन में सैन्य परिषद के प्रवक्ता ने कहा कि मिस्र में अगले छह महीने के भीतर लोकतांत्रिक सरकार सत्ता में आ जायेगी।मिस्र के प्रधानमंत्री अहमद शफीक ने कहा कि देश में सुरक्षा व्यवस्था की बहाली कार्यवाहक सरकार की पहली प्राथमिकता है। हुस्नी मुबारक के सत्ता से हटने के बाद मंत्रिमंडल की आज हुई पहली बैठक के बाद श्री शफीक ने संवाददाताओं से बातचीत में आवश्यक वस्तुओं की कीमतें कम करने का भी वायदा किया है।
हमारे पश्चिम एशिया संवाददाता ने बताया है कि राजधानी काहिरा के तहरीर चौक पर प्रदर्शनकारियों और सैनिकों के बीच आज ताजा झड़पें हुईं, लेकिन अब मिस्र के लोग देश में लोकतांत्रिक सरकार की बहाली का बेसब्री से इंतजार कर रहे हैं और इस बारे में ठोस आश्वासन चाहते हैं।
संसद को भंग किया जाना प्रदर्शनकारियों की मुख्य मांगों में से एक थी जिस पर जोर देने के लिए बहुत से लोग तहरीर चौक से हटने को तैयार नहीं थे। सेना और प्रदर्शनकारियों के बीच चौक को खाली कराने को लेकर आज झड़पे भी हुई थी, इन प्रदर्शनकारियों के अन्य प्रमुख मांगें हैं देश से आपातकालीन कानूनों को हटाये जाना, राजनैतिक कैदियों की रिहाई सिविलियन संक्रमणकालीन सरकार का गठन, वर्तमान संसद का चुनाव पिछले साल हुआ था जिसे व्यापक तौर पर अवैधानिक माना जाता रहा है क्योंकि इसमें मुबारक की सत्ताधारी राष्ट्रीय जनतांत्रिक पार्टी को जीताने के लिए धांधली के आरोप लगते रहे हैं।
इस बीच सरकारी टेलीविजन ने कहा है कि मुबारक सरकार के तीन पूर्व मंत्रियों के खिलाफ जांच शुरू कर दी गयी है। इसके अलावा पूर्व प्रधानमंत्री अहमद नजीफ, गृहमंत्री हबीब अलहदली और सूचना मंत्री अनस अलफेकी के देश छोड़कर जाने पर रोक लगा दी गयी है। हुस्नी मुबारक ने सत्ता से हटने के पहले इन्हें बर्खास्त कर दिया था।

उधर, यमन की राजधानी साना में आज लगातार तीसरे दिन सरकार विरोधी प्रदर्शन हुए और प्रदर्शनकारियों की पुलिस से झड़पें हुईं। हिंसा तब भड़की जब प्रदर्शनकारी शहर से मार्च कर रहे थे और वे राजनीतिक सुधार तथा राष्ट्रपति अली अब्दुल्ला सलेह के इस्तीफे की मांग कर रहे थे। मिस्र में लोकतंत्र की विजय की बयार के साथ ही यमन में भी प्रदर्शन हो रहे हैं।---------------
पूर्व केंद्रीय मंत्री अरुण शौरी 2001 के बाद से दूरसंचार नीति में संभावित आपराधिक पहलुओं की जांच के सिलसिले में अगले सप्ताह सी बी आई के सामने उपस्थित होंगे। सी बी आई ने पिछले सप्ताह श्री शौरी से संपर्क किया था और उच्चतम न्यायालय के निर्देश के बाद प्रारंभिक जांच के सिलसिले में उनसे एजेंसी के सामने उपस्थित होने का अनुरोध किया था। नई दिल्ली में आधिकारिक सूत्रों ने बताया कि यह जांच अज्ञात व्यक्तियों के खिलाफ दर्ज की गई है और इसका उद्देश्य यह पता लगाना है कि अटल बिहारी वाजपेयी के नेतृत्व में तत्कालीन मंत्रिमंडल द्वारा पारित पहले आओ-पहले पाओ के प्रावधान का पालन किया गया था या नहीं? सी बी आई द्वारा बाद के दूरसंचार मंत्रियों की बैठकों के कार्यवृत्त की जांच किए जाने की संभावना है। इन दूरसंचार मंत्रियों में स्वर्गीय प्रमोद महाजन, अरुण शौरी और दयानिधि मारन शामिल हैं।श्री अरूण शौरी ने कहा है कि 21 फरवरी को सीबीआई के समक्ष पेश होने के मौके पर वह जांच एजेंसी को कुछ दस्तावेज सौंपेंगे।
इस बीच सी बी आई पूर्व दूरसंचार मंत्री ए. राजा और डी बी रिएल्टी के प्रबंध निदेशक तथा स्वान टेलीफोन लिमिटेड के प्रोमोटर शाहिद बलवा से 2-जी घोटाले के बारे में पूछताछ कर रही है। दोनों ही सोमवार तक सी बी आई की हिरासत में हैं।

टू-जी स्पेक्ट्रम धोटाला मामले में फंसी स्वान टेलिकाम के साथ नाम जुडने के कारण सीबीआई जांच के घेरे में आयी अनिल अम्बानी समूह की कम्पनी रिलायंस कम्युनिकेशंस ने आज कहा कि लाईसेंस के लिए आवेदन करते समय स्वान टेलीकॉम में उसकी केवल 9 दशमलव 9 प्रतिशत हिस्सेदारी थी। कम्पनी की ओर से जारी बयान में कहा गया कि उसने दूरसंचार विभाग के नियमों के तहत टू-जी स्पेक्ट्रम लाईसेंस के लिए आवेदन किया था और इस मामले मे कोई अनियमितता नहीं बरती।सीबीआई की ओर से टू-जी स्पेक्ट्रम लाईसेंस मामले में रिलायंस कम्युनिकेशंस से की गयी पूछताछ के एक दिन बाद कम्पनी ने यह बयान जारी किया है।

सरकार चुनावों में धन और बल की भूमिका समाप्त करने के लिए चुनाव सुधारों के लिए व्यापक संशोधन लाएगी। केन्द्रीय कानून मंत्री एम. वीरप्पा मोइली ने बंगलौर में कहा कि इस मुद्दे पर राष्ट्रीय स्तर पर विचार-विमर्श के बाद अगले तीन से चार महीनों के भीतर संशोधन लाया जाएगा। उन्होंने कहा कि राष्ट्रीय आयोग द्वारा विभिन्न विधायी निकायों के चुनावी खर्च की मौजूदा सीमा बढ़ाने के लिए राष्ट्रीय संविधान क्रियान्वयन समीक्षा आयोग, 2001 की सिफारिश को एक सप्ताह के भीतर मंजूरी दे दी जाएगी।---------------

पिछले दो महीनों के गिरावट के रुख के बाद भारत में दिसंबर 2010 में प्रत्यक्ष विदेशी निवेश में तीस दशमलव छह-नौ प्रतिशत की वृद्धि हुई और यह लगभग नब्बे अरब रुपये हो गया। दिसंबर 2009 में भारत ने इकहत्तर अरब पचासी करोड़ रुपये का विदेशी निवेश हुआ था, हालांकि चालू वित्त वर्ष में अप्रैल से दिसंबर के पहले नौ महीनों के दौरान पिछले साल की इसी अवधि की तुलना में प्रत्यक्ष विदेशी निवेश में तेईस दशमलव एक-चार प्रतिशत की गिरावट आई। जिन प्रमुख क्षेत्रों में विदेशी निवेश हुआ, उनमें वित्तीय तथा गैर वित्तीय सेवा क्षेत्र, दूरसंचार, आवास और जमीन-जायदाद, निर्माण गतिविधियां और ऊर्जा क्षेत्र शामिल हैं।---------------

Egypt's higher military council has dissolved the parliament and suspended the constitution. In a statement on state TV, the spokesperson of the council has said that it has set an approximate six-month timetable for democratic elections that would bring a new civilian government to power. Meanwhile the Egyptian Prime Minister Ahmad Shafiq has said that the cabinet will stay and caretaker government's priority now is restoring security. Addressing a press conference after the first Cabinet meeting since Mubarak was forced to step down, Prime minister said that his main concern now is to bring security back to the Egyptian citizen. He also promised to lower the prices of essential goods in the country.
Meanwhile Egyptian troops scuffled with protesters in Tahrir Square today as soldiers moved in to dismantle the protest camp. Several protestors wanted to see a clear road map towards democratic transition before leaving the square. Egypt has also faced labour unrest, including a demonstration by police today , which reflected the challenges of steering Egypt toward stability and democratic rule. Former Telecom Minister Arun Shourie will appear before the CBI next week in connection with the agency's probe into possible criminal aspects in the telecom policy since 2001. The CBI approached Shourie last week asking him to appear before the agency in connection with the Preliminary Enquiry registered by the agency following a direction from the Supreme Court. Officials said in New Delhi that the Enquiry is registered against unknown persons with an aim to ascertaining as to whether the first-come-first-serve basis provision passed by the then Cabinet led by Atal Bihari Vajpayee was followed or not. The CBI is likely to go into the minutes of the meetings held by successive Telecom Ministers which included late Pramod Mahajan, Shourie and Dayanidhi Maran. According to the CBI, nearly 50 licences were given out on the first-come-first-serve basis and Bharti, Vodafone and Idea are among the beneficiaries of the policy. Arun Shourie said that he would be handing over some documents to the CBI during his appearance before the agency on February 21.
Meanwhile, the CBI is continuously grilling former telecom Minister A Raja and Shahid Balwa, DB Realty managing director and promoter of Swan Telecom Limited in connection with 2G Scam.

Under the scanner for its alleged association with Swan Telecom, Anil Ambani group firm Reliance Communications today said it only held 9.9 per cent equity share capital in the firm at the time of applying for 2G licences and asserted that it did not violate any norms. The company also said it was in full compliance with all applicable Department of Telecommunications, DoT guidelines, rules and regulations. A statement issued by the company said, this shareholding was fully disclosed at inception and this information has always been in the public domain.

The Centre plans to withdraw nearly 10,000 paramilitary personnel from Jammu and Kashmir this year as it feels that the state can do with less central forces. Talking to PTI, Home Secretary G K Pillai said, amendments to the Armed Forces Special Powers Act (AFSPA) are still on the table. Government hopes that the committee of the Unified Headquarters in the State declares some areas in the state as "not disturbed" to make the controversial law redundant in those parts.The Home Secretary allayed fears that violence may return in the Kashmir Valley, saying several major steps have been taken post-September last year. Pillai said there was a need to reach out to people of Kashmir and not just reaching out to mainstream political parties. He said, the Government is planning to hold seminars in remote areas of the state with a team of 100 officers of the Centre along with state government officers listening to the problems of local Kashmiris.

India will extend an invitation to Pakistan's Home secretary for discussions next month on counter-terrorism, including progress in Mumbai terror attacks trial there. Union Home Secretary G K Pillai said, he will call his Pakistani counterpart this week inviting him to New Delhi for the talks. The move comes close on the heels of recent Indo-Pak decision to resume comprehensive talks.
This will be first structured bilateral Secretary-level meeting on counter-terrorism, including progress on the 26/11 trial in a Rawalpindi court.

India has sought more clarity and transparency in China's nuclear cooperation with Pakistan. It said, Beijing needs to be more sensitive towards India's genuine concerns. Speaking on Sino-India relations at the New School in New York, Foreign Secretary Nirupama Rao said that India is not against Pakistan's relationship with other countries but New Delhi has some genuine concerns about some spects of the relationship between Beijing and Islamabad. China's support for Pakistan's nuclear ambitions, Ms.Rao said, is an area where India is seeking more clarity and transparency and welcomes an open discussion.
Foreign Secretary also said, New Delhi took strong exception of China's policy of issuing stapled visas to residents of Jammu and Kashmir and its presence in Pakistan-occupied Kashmir.

The West Bengal Chief Minister Mr. Budhadeb Bhatacharjee ruled out the demand for a separate Gorkhaland. Launching the Left Front campaign for coming assembly polls in the state at Brigade Parade ground in Kolkata this afternoon, he categorically stated that his government will not allow any division in Darjeeling hill. Mr Bhattacharjee also attacked the Congress-led UPA goverment at the Centre, saying it was mired in corruption and scams. He demanded immediate seizure of black money kept in foreign banks and to disclose the names of the account holders. He also took on the Trinamool Congress saying that it was hand in glove with the Maoists and was spreading terror and violence. Mr Bhattacharjee, however, admitted some CPIM local leaders and cadres had been behaving arrogantly and this had led to resentment among the people.
In the poll campaign in West Bengal, the chief minister has launched three-pronged attack. While sending a strong message to the ongoing agitators in Darjeeling demanding separate Gorkhaland that there will be no division of the state, Chief Minister also came down heavily on Trinamool Congress for its alleged nexus with maoists in spreading violence in the state. Mr Bhattacharya also charged the congress-led UPA with its failure to control prices and remaining mired in corruption and scam. Looking inward, the chief Minister exhorted his arrogant comrades to mend their ways and win the hearts and minds of the people especially the poor ones. The CPIM allaince in power since 1977 faces the toughest ever electoral challenge from Congress-Trinamool alliance, which is drawing a parallel with the end of 30 year despotic rule of Hosni Mubarak.

Government will introduce a comprehensive amendment to electoral reforms to eliminate the role of money and muscle power in elections. Union Law Minister M Veerappa Moily said in Bangalore that the amendment will be brought about in the next three to four months after a national consultation on the issue. Addressing the Sixth Regional Consultation on Electoral Reforms, Mr Moily said, efforts will be made to eliminate criminals whose ultimate aim is to grab national power through financing political parties. Chief Election Commissioner S Y Quraishi said, suggested that a criminal case filed prior to six months before an election should lead to disqualification of candidate. In addition, the Commission proposed that candidates found guilty by a Commission of Enquiry should stand disqualified.

Snapping two months of declining trend, foreign direct investment, FDI in India increased 30.69 per cent to about 9,000 crore rupees in December 2010. India had attracted FDI worth 7,185 crore rupees in December 2009. However, during the nine month period April to December of the current fiscal, FDI declined 23.14 per cent over the year ago period.
