 प्रधानमंत्री डॉ मनमोहन सिंह ने कहा है कि जलवायु परिवर्तन की चुनौतियों से प्रभावशाली ढंग से निपटने के लिए औद्योगिक देशों को स्पष्ट वचन देना होगा। डॉक्टर सिं के अनुसार इससे वनों की कटाई में खराब हुई साठ लाख हेक्टेयर भूमि पर फिर पेड़ लगेंगे।
 डॉ. मनमोहन सिंह, नई दिल्ली में सतत विकास के संबंध में आयोजित ११वीं शिखर बैठक का उद्घाटन कर रहे थे। उन्होंने स्पष्ट किया कि गरीबी उन्मूलन को स्वच्छ, नवीकरणीय ऊर्जा की उचित मूल्य पर उपलब्धता से जोड़ना होगा। डॉ. सिंह ने कहा कि जलवायु के मामले में भारत अकेला कोई महत्वपूर्ण कार्य नहीं कर सकता, क्योंकि विश्व के कुल ग्रीन हाउस गैस उत्सर्जन में भारत का उत्सर्जन केवल चार फीसदी है। प्रधानमंत्री ने यह भी कहा कि देशों के अलग-अलग प्रयासों से कोई खास फर्क नहीं पड़ सकता, क्योंकि ग्रीन हाऊस गैस उत्सर्जन की कोई सीमा नहीं है। डॉ. मनमोहन सिंह ने कहा कि ऊर्जा पैदा करने और उसके इस्तेमाल के तौर-तरीकों में बदलाव लाने की जरूरत है। यदि ऐसा नहीं किया गया तो पर्यावरण-अनुकूल विकास सुखद स्वप्न ही रहेगा। इसके लिए खासकर विकसित देशों के लोगों की जीवनशैली में बदलाव आना जरूरी है। डॉ० मनमोहनसिंह ने इस चुनौती से निपटने के लिए भारत के प्रयासों और उपायों का जिक्र किया। उन्होंने कहा कि इस सिलसिले में भारत में आठ सूत्री योजना बनाई जा चुकी है और उसके सात सूत्रों पर काम शुरू हो गया है। उन्होंने हरित भारत नाम से आठवां मिशन जल्दी ही आरंभ करने की घोषणा की।

 हम हरित भारत नाम से जल्दी ही आठवां मिशन शुरू करने जा रहे हैं। वनो की कटाई से खराब हुई ६० लाख हेक्टेयर भूमि पर फिर से पेड़ लगाने का काम इस मिशन के तहत किया जाएगा।
 प्रधान मंत्री ने बताया कि हरियाली को बचाने के लिए नियमन संबंधी मानकों को ठीक से लागू किया जाना चाहिए। साथ ही यह भी सुनिश्चित किया जाए कि लाइसेंस परमिट राज दुबारा न लौटे। उन्होंने कड़े नियमों के बावजूद फैले प्रदूषण से निपटने के लिए खर्च का मुख्य बोझ प्रदूषण फैलाने वालों पर डालने का समर्थन किया। डॉ० सिंह ने बताया कि भारत सरकार इस समय २०१२-२०१७ की १२वीं पंचवर्षीय योजना तैयार कर रही है। इसके तहत ऐसी विकास प्रक्रिया के लिए विशेष पहल करने पर जोर दिया जाएगा, जिससे पर्यावरण प्रदूषण कम हो।
 अंतर्राष्ट्रीय स्थिति की चर्चा करते हुए प्रधानमंत्री ने कहा कि मैक्सिको में आयोजित कानकुन सम्मेलन से कुछ अच्छे परिणाम सामने आए थे। उन्होंने आश्वासन दिया कि व्यवहारिक लेकिन बराबरी पर आधारित समाधान खोजनें की मौजूदा बातचीत में, भारत रचनात्मक और जिम्मेदार भूमिका निभाता रहेगा। उन्होंने इस चुनौती से निपटने के लिए कम विकसित देशों को टैक्नोलॉजी देने की बात भी कही।
 सम्मेलन में अफगानिस्तान के राष्ट्रपति हामिद करजई ने भी ऊर्जा के नवीकरणीय स्रोतों का इस्तेमाल करने के लिए मिलकर कार्रवाई करने का समर्थन किया। उन्होंने क्षेत्रीय ऊर्जा परियोजनाएं शुरू करने पर जोर दिया।
 डोमिनिकन रिपब्लिक के राष्ट्रपति डॉ० लियोनेल फर्नाडिस ने कहा कि दुनिया में बढ़ती गर्मी का प्रभाव रोकने की नीतियां और तौर-तरीके अपनाने की दिशा में काफी काम करने की जरूरत है। सेशल्स के राष्ट्रपति जेम्स एलिक्स माइकल ने कहा कि द्वीप देशों को बचाने के लिए विश्व स्तर पर कार्रवाई होनी चाहिए। उन्होंने उत्सर्जन कम करने के लिए विकसित देशों से आधुनिकतम टैक्नोलॉजी अपनाने की अपील की।

 संयुक्त राष्ट्र ने धरती को और अधिक हरा-भरा करने में भारत की भूमिका की सराहना की है। भारत में हर साल तीन लाख हैक्टेयर भूमि में   वन लगाए जाते है।  खाद्य और कृषि संगठन के वन विभाग के निदेशक एदुआर्दो-रोजास-ब्राएल्स ने वाशिंगटन में पत्रकारों को यह जानकारी दी। विश्व में वनों की स्थिति के बारे में संगठन की रिपोर्ट में कहा गया है कि भारत का लक्ष्य अगले वर्ष तक अपनी ३३ प्रतिशत जमीन में पेड़ लगाना है। रिपोर्ट के अनुसार एशिया और प्रशान्त क्षेत्र के पांच देशों-भारत, चीन, ऑस्ट्रेलिया, इण्डोनेशिया और म्यांमा में सबसे अधिक वन क्षेत्र है। इन पांच देशों में ७४ फीसदी भूमि पर पेड़ लगे हुए हैं।  रिपोर्ट में कहा गया है कि १९९० के दशक में एशिया और प्रशान्त क्षेत्र में प्रतिवर्ष सात लाख हैक्टेयर भूमि में वन समाप्त होते गये, लेकिन २००० से २०१० के बीच हर वर्ष १४ लाख हैक्टेयर भूमि में फिर से वन लगाए गये। संयुक्त राष्ट्र ने २०११ को अंतर्राष्ट्रीय वन वर्ष घोषित किया है।

 पूर्व संचार मंत्री ए० राजा को अब से कुछ देर पहले दिल्ली में पटियाला हाउस अदालत में पेश किया गया। सीबीआई ने कल उन्हें टू जी स्पेक्ट्रम आवंटन मामले में गिरफ्तार  किया था। पूर्व संचार सचिव सिदार्थ बेहरा और श्री राजा के निजी सचिव आर० के० चंदौलिया को भी अदालत में पेश किया गया। सीबीआई सूत्रों के हवाले से हमारे संवाददाता ने बताया है कि सीबीआई १४ दिन का रिमांड मांग सकती है।

 डीएमके ने कहा है कि वह पूर्व संचार मंत्री ए० राजा के साथ है। चेन्नई में डीएमके की आम परिषद की बैठक में पारित प्रस्ताव में कहा गया है कि विपक्ष बिना वजह राजा पर निशाना साध रहा है। पार्टी के अनुसार राजा को केवल गिरफ्‌तारी के कारण दोषी नहीं ठहराया जा सकता। डीएमके ने विपक्ष की इस बात के लिए निंदा की है कि वह टू जी स्पेक्ट्रम घोटाले को अनावश्यक तूल दे रहा है। उसका कहना है कि ऐसा पार्टी को बदनाम करने के लिए किया जा रहा है।
 प्रस्ताव में कहा गया है कि विपक्ष आदमी के मुद्दे उठाने की बजाय संसद का कीमती समय नष्ट कर रहा है। भाजपा नेता डा० मुरली मनोहर जोशी की अध्यक्षता में लोक लेखा समिति टू जी स्पेक्ट्रम मामले में जांच कर रही है। जहां तक श्री राजा के पार्टी में रहने का सवाल है डी एम के नेता श्री करूणानिधि कह चुके हैं कि अगर श्री राजा दोषी पाये जाते हैं तो पार्टी उनके बारे में निष्पक्ष रूप से फैसला करेगी। प्रस्ताव में यह भी कहा गया है कि भाजपा घोटालों से घिरे कर्नाटक के मुख्यमंत्री पर कोई कार्रवाई करने की बजाय डीएमके पार्टी के पीछे पड़ी है। प्रस्ताव में कहा गया है कि तमिलनाडु में विधानसभा चुनाव के लिए डीएमके और कांग्रेस के बीच समझौता हो चुका है। हालांकि  दूसरी पार्टियों के साथ गठबंधन के बारे में कुछ नहीं कहा गया है।
 श्रीलंका के मुद्दे पर प्रस्ताव में कहा गया है कि पार्टी केन्द्र सरकार के प्रति आभारी हैं क्योंकि जैसे ही मछुआरों का मुद्दा सामने आया केन्द्र ने तुरन्त आवश्यक कार्रवाई की। प्रस्ताव में केन्द्र से कच्चा तीवू समझौतों को आगे बढ़ाने का भी आग्रह किया है। प्रस्ताव में यह भी कहा गया है कि केन्द्र को श्रीलंका में रह रहे तमिलों को और राजनीतिक अधिकार दिलाने का प्रयास करना चाहिए क्योंकि यही उनकी समस्या का स्थाई समाधान है।

 भारतीय जनता पार्टी ने आज फिर टूजी स्पेक्ट्रम घोटाला और भ्रष्टाचार से जुड़े अन्य मामलों की जांच संयुक्त संसदीय समिति से कराने की मांग की है। पूर्व संचार मंत्री ए राजा की गिरफ्‌तारी को दिखावा बताते हुए पार्टी अध्यक्ष नितिन गडकरी ने कहा कि इस घोटाले में और लोग भी शामिल हैं। श्री राजा को तो बलि का बकरा बनाया जा रहा है।

सेंट्रल कैबिनेट में जो जो निर्णय हुए हैं जो राजा और उनके मंत्री -- ने किये है। इसको कहीं न कहीं सेंट्रल कैबिनेट और प्राइमिनिस्टर इनकी अनुमति से यह निर्णय हुए हैं। और यह बात साफ है कि जब प्रधान सचिव ने इसके उपर नोट पर लिखा था कि इस प्रकार का ग्रुप ऑफ मिनिस्टर के इसमें से -- का अटेम निकाल देना यह नेशनल इंट्रस्ट के लिए घातक होगा। उसको उस समय प्रधान मंत्री स्वीकारते तो शायद यह नोबत नहीं आती।

 भारतीय जनता पार्टी के पूर्व अध्यक्ष राजनाथ सिंह ने कहा है कि कर्नाटक के मुख्यमंत्री बी एस येदियुरप्पा के खिलाफ भूमि घोटाले में जब तक सरसरी तौर पर कोई मामला नहीं बनता वे सत्ता में बने रहेंगे। श्री राजनाथ सिंह बंगलौर में पत्रकारों से बातचीत कर रहे थे। यह पूछे जाने पर कि भाजपा, यूपीए और  कर्नाटक में अपनी सरकार के खिलाफ भ्रष्टाचार के आरोपों को लेकर दोहरे मानदंड क्यों अपना रही है,  श्री राजनाथ सिंह ने कहा कि जैसे ही श्री येदियुरप्पा के खिलाफ कोई मामला बनेगा वे स्वयं पद छोड़ देंगे। उन्होंने कहा कि श्री राजा और श्री अशोक चव्हाण से, कैग की रिपोर्ट में सरकारी धन के दुरूपयोग के सिलसिले में स्पष्ट रूप से नाम आने के बाद इस्तीफा लिया गया। लेकिन श्री येदियुरप्पा के खिलाफ अभी तक सरसरी तौर पर कोई मामला नहीं  है। उन्होंने कहा कि भूमि  घोटाले में मुख्यमंत्री पर लगे आरोपों की जांच न्यायिक आयोग और लोकायुक्त कर रहे हैं लेकिन आश्चर्य है कि राज्यपाल ने श्री येदियुरप्पा पर मुकदमा चलाने की मंजूरी दे दी।

 पी जे थॉमस की केन्द्रीय सतर्कता आयुक्त के रूप में नियुक्ति के मामले में आज सरकार ने उच्चतम न्यायालय को बताया कि सचिव के पद के लिए सतर्कता विभाग से स्वीकृति मिलने के बाद केन्द्रीय सतर्कता आयुक्त की नियुक्ति के लिए उसका नाम उम्मीदवारों की सूची में डालने से पहले फिर कोई स्वीकृति नहीं ली जाती। महाधिवक्ता जी ई वाहनवटी ने आज ये बात उच्चतम न्यायालय की खंडपीठ के सामने बताई। सेंटर फॉर पब्लिक लिटिगेशन के वकील प्रशांत भूषण ने बताया कि जब पी जे थॉमस के नाम को केन्द्रीय सतर्कता आयुक्त के पद के लिए सतर्कता विभाग की स्वीकृति दी गई थी तब उसके सामने पामोलीन आयात केस के विभिन्न तथ्य नहीं थे। तत्कालीन केन्द्रीय सतर्कता आयुक्त ने श्री थॉमस के खिलाफ आरोप पत्र पर विचार नहीं किया था।

  मिस्र में राष्ट्रपति हुस्नी मुबारक के समर्थक और विरोधी प्रदर्शनकारियों के बीच तहरीर चौक पर हुई हिंसक झड़पों में छह लोगों की मौत हो गई और छह सौ ३९ घायल हो गए। हमारे संवाददाता ने बताया है कि मिस्र के उपराष्ट्रपति उमर सुलेमान ने कहा है कि जब तक प्रदर्शन बंद नहीं होते विपक्ष के साथ कोई बातचीत नहीं हो सकती।

कल शाम हुए सरकार समर्थक और विरोधियों के संघर्ष के बाद तहरीर चौक पर तनाव है। घटना की शुरूआत शांतिपूर्ण प्रदर्शनकारियों पर राष्ट्रपति मुबारक समर्थक लोगों के हमलों से हुई, जिसमें कई लोग घोड़ों और ऊंटों पर भी सवार थे। इस बीच मिस्र में बातचीत के जरिये लोकतांत्रिक और सबकी भागीदारी पूर्ण सरकार की ओर बढ़ने के लिए मिश्र नेताओं की अपील बढ़ती जा रही है। लेकिन मिस्र के विदेश मंत्रालय का कहना है कि यह मांगे देश के आंतरिक मामलों को उकसाने वाली है। सरकार और विपक्ष की बीच प्रतिरोध बना हुआ है। क्योंकि जहां एक और सेना सरकार विरोधी प्रदर्शनकारियों से घर लौटने का आग्रह कर रही है, वहीं प्रदर्शनकारियों ने घोषणा की है कि राष्ट्रपति मुबारक के इस्तीफे तक वे आंदोलन जारी रखेंगे।

 इस बीच, अमरीका की विदेशमंत्री हिलेरी क्लिंटन ने मिस्र में कई दिनं से चल रहे शांतिपूर्ण प्रदर्शनों के बाद हिंसा होने पर दुख व्यक्त किया है। मिस्र के उपराष्ट्रपति उमर सुलेमान से टेलीफोन पर बातचीत में उन्होंने उम्मीद जाहिर की कि सरकार और विपक्ष देश में उदार और बहुमत वाली लोकतांत्रिक सरकार के गठन पर गंभीर और सार्थक बातचीत करेंगे।

 यमन की राजधानी साना में भी हजारों लोग सरकार विरोधी प्रदर्शन कर रहे हैं। वे राष्ट्रपति अली अब्दुल्ला सालेह के शासन के खात्मे की मांग कर रहे हैं। सालेह पिछले तीन दशक से भी अधिक समय से सत्ता में हैं। प्रदर्शनकारी साना विश्वविद्यालय के पास इक्ट्ठे हुए और भ्रष्टाचार नामंजूर, तानाशाही नामंजूर जैसे नारे लगाये। श्री सालेह ने घोषणा की थी कि वे २०१३ से आगे अपने पद पर नहीं रहेंगे। उन्होंने यह भी कहा कि उनका बेटा उनका उत्तराधिकारी नहीं होगा। इसी के एक दिन बाद ये विरोध प्रदर्शन हुआ है। श्री सालेह ने अनुरोध किया कि सभी प्रदर्शन रोक दिये जाएं। यमन में विपक्ष ने सालेह की घोषणा का स्वागत किया। उसने अब तक सालेह की बर्खास्तगी की मांग नहीं की, लेकिन ये जरूर कहा कि देश में सुधार किये जाएं और चुनावों के जरिये सत्ता का शांतिपूर्ण हस्तांतरण हो।

 नेपाल में नया प्रधानमंत्री चुनने की प्रक्रिया आज फिर शुरू होगी। इस बार चार उम्मीदवारों के बीच मुकाबला है। नेपाली कांग्रेस के उम्मीदवार राम चंद्र पोडियाल, यूनीफाइड सीपीएन माओवादी के अध्यक्ष पुष्प कमल दहाल प्रचंड ,सीपीएन-यूएमएल के अध्यक्ष झालनाथ खनल और मधेश जनाधिकार फोरम-लोकतांत्रिक के अध्यक्ष विजय गच्छदर चुनाव मैदान में हैं। चुनाव कानून में नए संशोधनों के मुताबिक अगर चारों में से कोई एक उम्मीदवार आज संसद में सामान्य बहुमत हासिल करने में असफल होता है तो शनिवार और रविवार को अगले दौर के वोट डाले जाएंगे। लेकिन ज्यादा से ज्यादा तीन दौर के मतदान ही हो सकेंगे। संसद ने चुनाव प्रक्रिया को कड़ी करते हुए यह व्यवस्था दी है कि संसद सदस्य किसी भी स्थिति में मतदान से अलग नहीं रह

 राज्यों से कहा गया है कि वे पिछड़ा क्षेत्र अनुदान कोष की योजनाओं के क्रियान्वयन पर नजर रखने के लिए उच्चस्तरीय समितियां बनाए। केन्द्रीय पंचायती राज मंत्रालय ने राज्य सरकारों से कहा है कि इन योजनाओं को तेजी से लागू किया जाए। हमारे संवाददाता ने खबर दी है कि चालू वित्त वर्ष में दो सौ ३८ जिलों के विकास के लिए तीन हजार दो सौ करोड़ रूपये से अधिक की राशि दी जा चुकी है। इस वित्त वर्ष में कोष के तहत ढाई सौ से अधिक जिलों के लिए चार हजार ४२० करोड़ रूपये के आवंटन की व्यवस्था है।

 सरकार ने सैनिक प्रतिष्ठानों के आसपास की भूमि के उपयोग के बारे में सदियों पहले बनाए गए नियमों में संशोधन करने का फैसला किया है। रक्षा मंत्री ए के एंटनी ने अपने मंत्रालय की संसदीय सलाहकार समिति की बैठक में स्वीकार किया कि भूमि प्रबंधन नीतियों में कुछ खामियां हैं। श्री एंटनी ने कहा कि नए नियम आज की वास्तविकताओं के अनुरूप बनाए जाएंगे। उन्होंने कहा कि रक्षा मंत्रालय भूमि संबंधी दस्तावेजों के कम्प्यूटरीकरण को उच्च प्राथमिकता दे रहा है। कुछ अहम जगहों पर जमीन के मालिकाना हक के कागजों को उचित तरीके से संभालकर रखने के बारे में कई फैसले किए गए हैं। हमारे संवाददाता ने बताया है कि रक्षा मंत्रालय की भूमि किसी को देने के लिए अनापत्ति प्रमाण पत्र जारी करने और सैनिक प्रतिष्ठानों के आसपास सरकारी जमीन बेचने के नियम भी और कड़े किए जा रहे हैं।

रक्षा मंत्रालय के पास १७ लाख एकड़ जमीन है। इसकी देख-रेख के लिए १०७ साल पहले कानून बना था। रक्षा मंत्री ने स्पष्ट किया कि जमीन राज्य सूची में आता है और विभिन्न राज्यों में विभिन्न नियम है। जहां ये जमीन रक्षा मंत्रालय और राज्य सरकार के रिकॉर्ड से मेल खाता है, वहां तो स्थिति ठीक परंतु कई जगह यह राज्य के राजस्व का भी स्रोत है। ऐसे भी स्थिति कठिन हो जाती है।
 सलाहकार समिति के सदस्यों ने रक्षा मंत्रालय की भूमि के बेहतर रखरखाव और उपयोग पर बल दिया। उन्होंने रक्षा मंत्रालय की सारी जमीन का सर्वे करने का सुझाव भी दिया। बैठक में लोक लेखा समिति के अध्यक्ष और भाजपा नेता मुरली मनोहर जोशी तथा कांग्रेस सांसद मनीष तिवारी भी मौजूद थे।
 रक्षा राज्य मंत्री एम एम पल्लम राजू, रक्षा सचिव प्रदीप कुमार, रक्षा अनुसंधान तथा विकास संगठन के महानिदेशक वी के सारस्वत और रक्षा संपदा महानिदेशक अशोक हरनाल भी इस बैठक में शामिल हुए।

 केन्द्रीय गृहमंत्री पी चिदम्बरम दो दिन के दौरे पर आज जम्मू पहुंच रहे हैं, जहां वे जम्मू कश्मीर की सुरक्षा की स्थिति की समीक्षा करेंगे। हमारे संवाददाता ने बताया है कि गृहमंत्री राजनीतिक घटनाक्रम की भी जानकारी लेंगे।

इन सभी बैठकों में केंद्रीय गृहमंत्री राज्य की ताजा स्थिति, सुरक्षा व्यवस्था, सीमा पार से आतंकवादियों द्वारा घसुपैठ की जारी कोशिशाों और घाटी में पिछले वर्ष जैसे हालात इस वर्ष न पनपने देने जैसे विषयों पर चर्चा होगी। केंद्र की तरफ से नियुक्त किये गये वार्ताकारों की तरफ से राज्य के अपने चार दौरों के बाद केंद्र सरकार को उनकी तरफ से दी गई रिपोर्ट और उनमें विश्वास बहाली के लिए पेश की गई सिफारिशे का मिटिंग में जायजा लिया जाएगा। इस वर्ष जिले के दौरे के पीछे केंद्रीय गृहमंत्री का उद्देश्य यह संकेत देना है कि एक समय लश्करे तैयबा हरकतउल जेहाद इस्लामी और हिजबुल मुजाहिद्दीन और आतंकवादियों संगठनों का गढ़ माने जाने वाला यह जिला अब अन्य चार जिलो समेत आतंकवाद से पूरी तरह मुक्त हो गया है।

 गृहमंत्री के कल किस्तवाड़ जिले का दौरा करने की संभावना है।

 केन्द्र ने सभी राज्यों और केन्द्रशासित प्रदेशों को सलाह दी है कि देश के विभिन्न भागों में रहने वाले जम्मू-कश्मीर के लोगों से पूछताछ के समय एहतियात बरतें। गृहमंत्रालय ने जम्मू कश्मीर के अलावा सभी राज्यों से कहा है कि वे सभी थानों को निर्देश दें कि कश्मीरी लोगों से केवल इसलिए पूछताछ न की जाए क्योंकि वे कश्मीर के रहने वाले हैं। सरकार ने कहा है कि इस ऐसे वर्ताव से जम्मू कश्मीर के लोग अपमानित महसूस कर सकते है। मंत्रालय ने राज्यों से कहा है कि वे इस मामले में कार्रवाई रिपोर्ट भी दें। केन्द्र ने स्पष्ट किया है कि भारत का संविधान जाति, धर्म या सम्प्रदाय के नाम पर किसी तरह के भेदभाव की अनुमति नहीं देता। जम्मू कश्मीर के लोगों की ओर से वहां के लिए नियुक्त वार्ताकारों को इस बारे में की गई शिकायतों के बाद यह सलाह जारी की गई।

 असम के ज्यादातर राजनीतिक दलों ने निर्वाचन आयोग से विधानसभा चुनाव अप्रैल में बोहाग बिहू से पहले कराने का अनुरोध किया है। ये बात मुख्य निर्वाचन आयुक्त एस वाई कुरैशी ने आज सवेरे गुवाहाटी में बताई। वे असम में चुनाव की तैयारियों की समीक्षा के बाद संवाददाताओं से बातचीत कर रहे थे। श्री कुरैशी दो अन्य आयुक्तों वी एस संपत और एच एच ब्रह्‌मा के साथ कल राज्य के दो दिन के दौरे पर पहुंचे थे। उन्होंने पुलिस तथा प्रशासन के वरिष्ठ अधिकारियों के साथ चुनाव की तैयारियों का जायजा लिया और उन्हें जरूरी निर्देश दिए।

 पुद्दुच्चेरी में विधानसभा अध्यक्ष आर० राधाकृष्णन ने सदन की सदस्यता से पूर्व मुख्यमंत्री  एन रंगास्वामी और श्री अंगलन के इस्तीफे मंजूर कर लिए।  हमारे पुड्डुचेरी संवाददाता ने बताया कि इससे विधानसभा में सत्तारूढ़ कांग्रेस की सदस्य संख्या घटकर ११ हो गई है। तीस सदस्यों की विधानसभा में वैद्यलिंगम के नेतृत्व वाली कांग्रेस सरकार को डी एम के पार्टी के सात और तीन निर्दलीय उम्मीदवारों का समर्थन प्राप्त है। करीब साढे सात साल तक मुख्यमंत्री रहे श्री रंगास्वामी ने मंत्रिमंडल सहयोगियों के साथ मतभेदों के बाद २००८ में अपने पद से इस्तीफा दे दिया था। उन्होंने कुछ दिन पहले यह आरोप लगाते हुए कांग्रेस पार्टी छोड़ दी थी कि उनके विधानसभा क्षेत्र की उपेक्षा की जा रही है।

 खाद्य मुद्रा स्फीति, २२ जनवरी को समाप्त हुए सप्ताह में, बढ़कर १७ दशमलव शून्य पांच प्रतिशत हो गई। दूध तथा फल सब्जियों की कीमतें बढ़ने से खाद्य मुद्रा स्फीति में लगातार दूसरे सप्ताह वृद्धि हुई है। इससे पिछले हफ्‌ते ये १५ दशमलव पांच सात प्रतिशत थी। पिछले साल इसी सप्ताह ये २० दशमलव पांच छह प्रतिशत दर्ज की गई थी।
 जनवरी के तीसरे सप्ताह में प्याज के दाम पिछले साल जनवरी के मुकाबले १३० प्रतिशत से अधिक बढ़े, हालांकि इनके दामों में हाल के दिनों में कुछ कमी आई है।
 कुल मिलाकर मुद्रा स्फीति की दर दिसंबर में बढ़कर आठ दशमलव चार तीन प्रतिशत हो गई। नवंबर में ये सात दशमलव चार आठ प्रतिशत थी।
 रिजर्व बैंक ने मार्च के अंत तक मुद्रा स्फीति की दर सात प्रतिशत रहने का अनुमान लगाया है।

 बम्बई शेयर बाजार के शुरूआती कारोबार में आज संवेदी सूचकांक में ५७ अंक की वृद्धि हुई।  अब से कुछ देर पहले यह ३२५ अंक बढ़कर १८ हजार ४१५ पर था।
 नेशनल स्टॉक एक्सचेंज का निफ्टी भी ८४ अंक की वृद्धि के साथ ५ हजार ५१६ पर था।
 अंतर्राष्ट्रीय मुद्रा बाजार में रूपया डॉलर के मुकाबले दो पैसे कमजोर हुआ। एक डॉलर ४५ रूपये ६४ पैसे का बिका।

 सरकार ने कहा है कि वह मिस्र और अन्य अरब देशों में संकट के कारण दुनिया भर में निरन्तर बढ़ रही तेल कीमतों के प्रभाव को नियत्रंण में रखेगी। तेल कीमतें दो साल के सबसे ऊंचे स्तर पर पंहुच गई हैं ं। वित्तमंत्री प्रणब मुखर्जी ने कल नई दिल्ली में संवादददाताओं से बातचीत में मिस्र के राजनीतिक संकट के कारण, अन्तर्राष्ट्रीय बाजार में कच्चे तेल की बढ़ती कीमतों पर चिन्ता व्यक्त की। उन्होंने कहा कि वित्त मंत्रालय और पेट्रोलियम मंत्रालय स्थिति पर लगातार नजर रखे हुए हैं। वित्तमंत्री ने बताया कि जब कच्चे तेल की कीमतें १४७ डॉलर प्रति बैरल के रिकॉर्ड स्तर पर पहुंच गयी थी तब भी भारत ने स्थिति को संभाले रखा। श्री मुखर्जी ने आशा व्यक्त की कि इस वित्त वर्ष में भारतीय अर्थव्यवस्था की विकास दर पौने नौ प्रतिशत के करीब रहेगी।

 नई दिल्ली में आकाशवाणी के प्रसारण भवन को जल्दी ही धरोहर भवन घोषित किया जाएगा। सूचना और प्रसारण मंत्री अम्बिका सोनी ने कल आकाशवाणी का दौरा करते समय इस भवन के संरक्षण के उपाय जल्दी शुरू करने के निर्देश दिए।
 उनके साथ प्रसार भारती के कार्यवाहक मुख्य कार्यकारी अधिकारी राजीव तकरू भी थे। सूचना और प्रसारण मंत्री ने आकाशवाणी संग्रहालय के साथ-साथ सभी विभागों की हालत बेहतर बनाने को कहा। इस भवन में भारत में प्रसारण की विरासत संजो कर रखी गई है। कई दशकों तक इसी भवन में आकाशवाणी और दूरदर्शन का मुख्यालय भी रहा।

 केन्द्र सरकार ने मध्य प्रदेश में पाला पड़ने से फसलों को हुये नुकसान से किसानों को राहत देने के लिए दो सौ करोड़ रूपए का विशेष पैकेज मंजूर किया है। प्रधानमंत्री कार्यालय में राज्यमंत्री वी. नारायनसामी ने कल भोपाल में यह जानकारी दी। हमारे भोपाल संवाददाता ने बताया है कि श्री नारायनसामी और मध्य प्रदेश के प्रभारी कांग्रेसी नेता बी के हरिप्रसाद कल रात भोपाल पहुंचे और राज्य कांग्रेस के अध्यक्ष सुरेश पचौरी से अपना पांच दिन का अनशन समाप्त करने का अनुरोध किया।

 जीवन बीमा निगम इस साल जम्मू कश्मीर के श्रीनगर डिवीजन में ३५० करोड़ रूपये से भी अधिक का कारोबार कर लेगा, जबकि पिछले साल उसने २५० करोड़ रूपये का कारोबार किया था। जम्मू में एक संवाददाता सम्मेलन में एलआईसी के श्रीनगर डिवीजन के वरिष्ठ डिवीजनल मैनेजर बलवंत सिंह ने ये जानकारी दी। उन्होंने एलआईसी द्वारा दो नई बीमा योजनाएं शुरू करने की भी घोषणा की।

The Prime Minister Dr. Manmohan Singh today asserted that clear commitments from industrialized countries  are essential to address effectively the challenges of climate change. He added that it will also help  to contain the likely temperature increase to two degrees or less .

Inaugurating 11th edition of Delhi Sustainable Development Summit  he  made it clear that poverty eradication will have to be linked to the availability of clean renewable and affordable energy. He said India alone can not make significant difference to the climate as its emissions account for only four percent of the global total.  The Prime Minister said  that efforts by individual countries may not make much difference as the emission of green house gases knows no boundaries.  Dr. Manmohan Singh said that there is a need to shift the patterns of energy generation and its use.  He cautioned that if it is not done ecological sustainable development will remain only a pious aspiration.  The Prime Minister said it is important to make changes in the life styles particularly developed world.

Referring to the efforts and steps made by India to address this challenge Dr. Manmohan Singh said  an eight point action plan is already in place and seven of its points have already been put in action.    He announced that the eighth mission named as Green India will be launched shortly.

Dr. Singh  favoured proper enforcement of regulatory standards to prevent green damage while making sure that there is no return to the license permit raj system.He also supported that the polluter must pay principle to deal with the issue of residual pollution that may be caused despite regulation.He said New Delhi is currently engaged in preparing the 12th Plan from 2012-2017, which  will focus on specific initiatives needed to put the development on a low carbon growth path.

Talking about the international situation, the Prime Minister said that the Cancun conference in Maxico did produce some modes results and assured that India will continue to play a constructive and responsible role in the ongoing negotiations to find practical, pragmatic but equitable solutions.   

Addressing the conference the Afghan president Mr. Hamid Karzai also advocated for collaborative action to tap renewable sources of energy.  He also pleaded for setting up regional energy projects.

The President of Dominican Republic Dr. Leonel Fernandez said much work has to be done to implement policies and practices that arrest the impact of global warming.  He cautioned that the future development of the world should not be at the cost of irresponsible use of fossil fuels.

President of Seychelles James Alix Michel said it is high time that the world acts to ensure that the islands on this planet are saved .  He called upon the developed world to use advance technologies at their disposal to take the lead in cutting emissions

The United Nations today lauded India's significant role in making the planet greener. The world body said, India  is adding 3 lakh hectares of forest every year which plays a significant role in making Asia the world leader in the afforestation activity. Director (Forestry)  of Food and Agriculture Organisation Eduardo Rojas-Briales told this to journalists in Washington. According to the 'State of the World's Forests' report, published by the Food and Agricultural Organisation, India's target is to cover 33 per cent of its land area with forests and tree cover by next year.

The report  said, five countries -- India, China, Australia, Indonesia and Myanmar -- had the largest forested area in Asia and Pacific region. These countries accounted for 74 per cent of the forest in the region with China and Australia alone accounting for almost half the forest area of the region.

The UN, which has declared 2011 as the 'International Year of Forests,' found that the net global deforestation has declined by 37 per cent but there still exists a billion hectare of degraded forest land.

Former Telecom Minister A Raja  will be produced in a Delhi court later today. CBI  arrested him yesterday in the 2G Spectrum allocation case.   Former Telecom Secretary Siddartha Behura and Raja's Personal Secretary R K Chandolia have  also been arrested  for criminal conspiracy and under the Prevention of Corruption Act.    AIR correspondent quoting CBI sources reports that the investigating agency is likely to seek 14 days remand for them.

The government today told the Supreme Court that once a bureaucrat is given a vigilance nod for appointment as secretary, no further clearance is required for empanelment for appointment as Central Vigilance Commissioner.  Attorney General G E Vahanvati  made the submission while responding to various questions by the bench, which also sought his view on the criteria of impeccable integrity required for appointment as Central Vigilance Commissioner. The law officer contended that filing of the chargesheet is not a stigma when the bench posed a question. The court wanted to know if a bureaucrat, accorded vigilance clearance for  appointment as secretary, does not require any further examination for appointment for posts above that of the secretary.

Centre has issued an advisory to all States and Union Territories to exercise utmost sensitivity while making inquiries about residents of Jammu and Kashmir living in different parts of the country. The Home Ministry has also asked States other than J&K to issue instructions to police stations not to single out Kashmiri residents merely on the grounds of them being Kashmiri residents. The government said that this kind of treatment affects the sensibility of the people of the state and they experience humiliation leading to a sense of alienation and injustice. The Ministry has asked the states to report back to it, on the action taken in such cases.

Union Home Minister P. Chidambaram is reaching visit to Jammu and Kashmir  this afternoon to review the security situation and also to take stock of the political developments of the State. On his arrival in Jammu,  Mr. Chidambaram is scheduled to meet the senior leaders of the National Conference -Congress coalition Government.   The Union Home Minister is likely to visit Kishtwar district  tomorrow.

In Egypt, 6 people  have been killed and 639 injured in the violent clashes between pro and anti Mubarak demonstrators. Vice President Omar Suleiman has insisted there could be no dialogue with the opposition until all the protesters go home. Referring to calls from foreign countries, the Egyptian foreign ministry said such calls sought to inflame the internal situation of Egypt.

Meanwhile, US Secretary of State Hillary Rodham Clinton has expressed shock over violence in Egypt after many days of consistently peaceful demonstrations. In a telephonic conversation with Egyptian Vice President Omar Soliman she expressed the hope that both the government and the opposition would seize the opportunity and start immediately serious and meaningful negotiations about Egypt's transition to a more open, pluralistic, and democratic government.

The UN Secretary General Ban Ki Moon has strongly condemned attacks against peaceful demonstrators in Egypt saying this is unacceptable. Expressing serious concerns over the continuing violence in the country, Mr. Ban Ki Moon called for a restraint by all the sides. He also urged all the parties to engage in dialogue so that the process of peaceful transition can be made without any further delay. He also cautioned that the danger of instability across West Asia cannot be underestimated.

The United States and China both used advanced missiles to blow up their own satellites in a mutual show of military strength. The papers, leaked by the WikiLeaks website, and published by Telegraph newspaper today revealed that the US responded to China's 2007 destruction of a weather satellite by blowing up its own malfunctioning satellite in a test strike. The US insisted at the time that it undertook the operation to prevent the satellite returning to earth with a toxic fuel tank which would pose a health hazard. A leaked cable sent from the US embassy in Beijing in February 2008, the day after the US strike, revealed that China was doubtful of this explanation.

In Nepal, the fresh process to elect a new Prime Minister will begin in parliament this afternoon. The election will witness a four cornered contest between the Nepali Congress candidate Ra Chandra Poudel, Unified CPN(Maoist) Chairman Prachanda, CPN(UML) Chairman Jhalanath Khanal and Madhesh Janadhikar Foreum (Loktantrik) Chairman Bijay Gachchadar.

Under the amended election regulation, if any of the four candidates failed to get simple majority in the parliament in today's polling, two more rounds of voting will be held on Saturday and Sunday, restricting the total number of polling to three times.

In Philippines, thirteen people were killed and nine others wounded in a gun battle between two Muslim warring clans in the town of Kabacan in North Cotabato province.  A military official said today that the incident took place last night when members of the Moro Islamic Liberation Front under commander Kineg started exchanging fires with the members of the Moro National Liberation Front.

States have been asked to set up High Powered Committees to monitor the implementation of Backward Region Grant Fund. Ministry of Panchayati Raj has asked them for speedy implementation of schemes under the Fund to ensure efficiency and equity.  AIR Correspondent reports that during the current fiscal, development grant over 3200 crore rupees has already been released to 238 districts. There is a provision of alloting 4420 crore rupees to over 250 districts under the fund in this fiscal.

Backward Region Grants Fund has been set up to converge various central and State schemes and pooling of resources to bridge critical gaps in the local infrastructure and development requirements.

The government has decided to amend the existing rules which regulate the land use near military installations. Admitting to 'gaps' in its land management policies, Defence Minister A.K. Antony told this to the Parliamentary Consultative Committee relating to his ministry at its meeting in New Delhi.  He said, these rules will be amended to suit the present day conditions. Mr. Antony said the ministry was giving top priority to computerisation of land records and a number of decisions have been taken regarding land management and proper storage of important title-related records. AIR correspondent reports, that  the ministry's policy on mandatory No-Objection Certificates for transfer of defence land and sale of government land adjacent to military installations too was being made stringent.

Food inflation soared to 17.05 per cent for the week ended January 22, rising for the second straight week. This follows costlier vegetables, fruits and milk. Food inflation rose by 1.48 percentage points from 15.57 per cent in the previous week. The food inflation last year had stood at 20.56 per cent. On an annual basis, onion prices rose by  130.41 per cent in the third week of January, although they have moderated considerably in the recent days. The overall inflation for December rose to 8.43 per cent, from 7.48 per cent in the previous month. The RBI has projected the headline inflation to be at 7 per cent by March end.

The  rupee opened 2 paise lower at 45 rupees 64 paise per dollar in early trade on the Interbank Foreign Exchange today.  This followed demand for the American currency from importers and appreciation of the greenback against other currency rivals overseas. The rupee had strengthened by 13 paise to  45 rupees 62 paise per dollar in the previous session.

The domestic market rose on bargain hunting by investors.

World oil prices extended gains in Asian trade today, with the unfolding political crisis in Egypt keeping the market jittery over fears about a wider fallout in West Asia.   New York's main futures contract, light sweet crude climbed 47 cents to 91.24 dollar in Asian morning trade. Brent North Sea crude was up 22 cents to102.56 dollar. The unfolding of the situation in Egypt has injected a burst of volatility and uncertainty into oil markets, analysts said.  While Egypt is not a major crude producer, the country is home to the Suez Canal, which carries about 2.4 million barrels daily, roughly equal to Iraq's output.

A two day international conference began  in the national capital today with an objective to chalk out a roadmap to provide health insurance to HIV infected people in the country. Speaking at the conference, the Chief Economic Advisor of Ministry of Finance, Professor Kaushik Basu underlined the need  for a proper regulatory mechanism to provide health insurance to them. He said  that the governemnt and private sector should work together to find a viable solution in this regard. National AIDS Control Organisation official , Ms Aradhna Johri said that the  government is implementing various schemes with help of NACO to provide treatment to HIV people and its prevention. She also underlined the need to chalkout a roadmap to provide insurance cover to such people. AIR correspondent says, according to NACO, twenty four lakh people are estimated to be infected with HIV disease in the country.

The Broadcasting House of All India Radio in New Delhi will soon be declared a heritage building. Information and Broadcasting Minister Ambika Soni who paid a visit to the All India Radio for an overview of its working and infrastructure yesterday, has instructed to initiate the process for conservation and declaration of the building as a heritage site soon. The Minister, who was accompanied by Prasar Bharti Acting CEO Rajiv Takru, asked the AIR officials to try and maintain the heritage structure of the public broadcaster. Ms Soni also asked the officials to spruce up the archival section and work towards preserving and conserving every section.

Former President of Bharatiya Janatha Party Rajnath Singh has said that Chief Minister of Karnataka Yeddyurappa will continue till prima facie case is made out against him on land scam. He was speaking to media  persons in Bangalore today. Asked to reply as to why the BJP is adopting double standards on corruption charges against the UPA and its own government in Karnataka, Rajnath Singh said Yeddyurappa will quit on his own when a case is made out against him. When pressed further he said the resignation of Raja and Ashok Chavan was sought as CAG report had clearly indicated the misappropriation, but in Yeddyurappa case no prima facie case is made till now. He further said that Judicial Commission and Lokayuktha are appointed to investigate the land scam allegations against the Chief Minister and it is surprising that the Governor gave his sanction to prosecute Yeddyurappa.
